DearMembers,

Brusselsinsummerisoftenportrayedasboring anddull,astrangecitythatfromonedaytothe other loses all “raison d’être”, all energy and excitement. It then falls into a state of deep hibernation and irrelevance, until re-awakened precisely on September 1st through a mystical momentcalled“larentrée”.Whilethatcommon perceptionislargelyexaggeratedalreadyinany normal year, it’s definitely untrue in a postelection one! Yes, its’s true: there is a certain powervacuumfollowingtheelectionstothenew EP and the final confirmation of the new European Commission expected for late 2024. And such vacuum seems particularly strange at times when uncertainty and even anxiety are widespread amongst Europeans in view of the worryingstateofaffairsinUkraine,Israelandthe MiddleEastandelsewhere.Maybeitisalsothe newenergyinfusedintotheUSelectionprocess by the change of Democratic candidates that markssuchastarkcontrasttotheprocessof

nominationofdesignatedcommissionersthatmakes usslightlyjealousbackhereinoldEurope However, headlinesofnewspapersaside,thissummerhasbeen farfromquietandboringinBrussels.Therehasbeen andstillisaflurryofactivities,meetings,phonecalls andbackgroundchecksgoingonthataccompaniesthe pre-selections for the appointment of Europe’s new leadershipteam.Becausethisisnotonlyaboutthe Commissioners! Cabinets are being re-shuffled, top jobsintheDirectorate-Generalsareandwillstillneed to be re-assigned. And, most importantly, a new overarching policy agenda is in the making as we speak/writeandeverybodywantstomakesurethatit willreflectatleasttheoneorotherofone’sownpet projects. We do know that economics, that competitivenessand(re-)industrialisationwillformthe backboneofthatnew2024-2029agenda Itisalsofair to assume that agriculture will form an important elementeitherwithinornexttoit.Butwedonotyet know how distinct this new Commission’s policy prioritisation will really be from what we saw presentedbackin2019withtheEuropeanGreenDeal Astheysay,thedevilisinthedetailandmanyofthe architectsofthatGreenDealarenotonlystillaround but also still in powerful positions, both in the CommissionandintheEP.Despiteallthetalkabout thebigshifttotherightintheEPelections,theactual compositionoftheEPsuggeststhecontinuationofan alliance around the centre right/centre left with supportfromGreensandLiberalsasthemostlikely scenario.Thatsuggestcontinuityratherthanaradical U-turn.

Overthelastweeks,weattheSecretariat(assomany othersinandaroundBrussels)havecarefullycompiled information,lookedatCVsofnewMEPs,followedthe

news from capitals and the gossip in the usual mediaoutlets.Notonlybecauseatleastsomeof usaretruepolicyjunkies;butmainlybecausesuch analysisformstheverybaseforourfuturework, i.e. for effectively and efficiently advocating for theinterestoftheEuroseedsmembership Notall ofthatinformationcancomefromus.Itmaywell bethatindividualMembersornationalassociations have already had contact with the one or other new MEP or political grouping. Bringing all our intelligencetogetherthereforeisafirststepsthat wemadebyadedicatedworkshopwithadvocacy expertsfrommembersattheendofAugust.

Additionally, we update our info from the membership itself Detailed questionnaires have beensenttoconfirmorchangerelevantdataand compile the most actual overview of the seed industryrepresentationEuropeanlevel.Allofthat will be analysed in further detail and also presentedduringtheCopenhagencongress(soif youhaven’tregisteredyet,dosonow!).Itwillalso feedintoadiscussionanddecisiononthestrategic prioritiesbythenewlyelectedBoardofDirectors early2025.Basedonallofthat,wehopetobe well-prepared for the new crop of MEPs and Commissioners, but also to improve internal processes,toolsorstructureswhereverusefulor beneficial.

In the lead-up to the elections, the European Parliamentlaunchedaglobalonlinecampaignto emphasize the importance of voting as both a right and a civic duty for all Europeans. The campaign, titled ‘Together.EU,’ unites a diverse arrayoftransnationalandnationalorganizations acrossEurope,includingEuroseeds.

The ‘TogetherEU’ campaign also provides crucial information about the election process for each Europeanmemberstateandsendsremindersto

EuropeanCommissionindustryvisit

On 5 July 2024, the European Commission accompanied by Euroseeds Secretariat and Euroseeds members visitedtheseedsector.

Thanks to AVEVE, the Commission was able to visit trials and testing field. In addition, the Commission was given a hands-on experience of the seed multiplication and seed certification underofficialsupervisiondemonstrating how it works in reality. Further, the Commissionhadtheopportunitytovisit the factory and the ISTA certified laboratory

TheCommissionandtheseedsectorhad fruitful discussions among the areas of seed certification, plant health, general processes in seed processing among othertopics.Manythankstothe 240619

EUAFCOmeeting

On 17 July, the European Commission DirectorateGeneral for Agriculture and Rural Development organisedtheinauguralmeetingoftheEUAgri-Food Chain Observatory (AFCO). The AFCO, to which Euroseedsbecamemember,isaninformalCommission expert group that brings together actors along the food supply chain with the aim of exchanging information and discussing on the situation across markets,includingcostsandmargins.

During the first meeting, different Member States presentedtheexistinginitiativesatnationallevel The Commissionpresentedtheproposedworkstreamsfor theorganisationofAFCOmeetings TheSecretariat willinformyouabouttherelevantoutcomesoffuture meetingsoftheplatform.

Advocacyworkshop

On28-29August,theSecretariatorganisedaworkshop toanalysethebigdriversoftheEuropeanagendafor the next mandate and their relationship with and impactonagriculture,aswellastoensurethatwehave a good understanding of the new Parliament composition.

The workshop was well attended by Euroseeds members,withrepresentativesofthewidediversityof ourmembership,andofferedaninterestingoverview ofthepoliticalsituationaftertheEPelectionsinMayas wellastheworkoftheEuropeanInstitutions,witha focusonthechallengesfortheagri-foodsectorthat

Euroseedsco-signswithmorethan100European associationsaJointStatementforanAmbitious FP10

Researchandinnovationareessentialintheplant breeding and seed sector to develop improved plant varieties that meet the challenging and ever-evolving needs of farmers and other agrifood chain actors, including consumer preferencesandpolicyobjectives.

Euroseeds is the voice of the European seed sectorandrepresentstheinterestsofmorethan 70directcompanymembersandothersactivein research,breeding,productionandmarketingof seeds of agricultural, horticultural and ornamentalplantspecies.

IntheshapingofthenextEuropeanFramework ProgrammeforResearchandInnovation(FP10), Euroseeds together with 109 European associations representing key European RD&I stakeholders,herebyurgetheEUInstitutionsto increasethecurrentbudgetinviewofFP10and tomakepan-Europeancollaborativeresearchthe cornerstoneofFP10,answeringindustrialneeds byexcellence.

PublicRD&IinvestmentsenabledthroughtheEU Framework Programme are crucial to address market failures and to stimulate private RD&I investments by lowering the risks that such investmentsrepresentfortheindustry Tofurther supportEUCompetitiveness,FP10mustfocuson excellentcross-bordercollaborativeRD&I,witha strongindustrialparticipation.

Plant breeding has a pivotal role in supporting the economic sustainability of Europe’s farming communities and the agri-food value chain. Strengthening the cooperation between public and private actors involved in plant RD&I activities is essential for the transition from basic scientific researchtoamarketableproduct.

ThenextEUFrameworkProgrammeneedstofoster collaboration, drive technology maturation and innovation,andleveragetheexpertiseofRD&Ipublic andprivateactorstostrengthencompetitivenessand assertleadershipinkeytechnologicaldomains.

Euroseeds participated to the EUCARPIAGeneralCongresson19-23 AugustinLeipzig!

IPK organised in August the 22nd EUCARPIAGeneralCongressthattook place in in Leipzig, Germany. The conference gathered more than 250 participantsandcoveredawiderange of plant breeding research: genetic resources and diversity, yield and qualityimprovement,bioticandabiotic stress response, bioinformatics and genomics,newbreedingobjectivesand technologies

Euroseeds presented two scientific postersabouttheimportanceofpublicprivate partnerships for the plant breedingsectorandrecommendations forcommunicationaboutplantgenome editing Euroseedspresentedtheaims and results of the EU-funded project GeneBEcon during the session “ new breeding objectives and technologies” whichtriggeredadiscussionaboutthe relevanceofnewlegislationforcertain NGT-derived plants and the urgent needthattheEUadvancesonthis

matterwiththeCommission’slegalinitiative.

IntheGeneBEconprojectdifferentregulatoryoptionsforNGTderivedplantsintheEUhave been established to assess the implications of regulations on safetydata,adoptionratesandsocio-economicfactors.Analysis revealedthatadditionaldatarequirementscouldincreaseand potentiallyexceedthecostthatdevelopersareable,orwilling,to investforNGT-derivedplants.Moreinterestingoutputsofthe GeneBEcon project are to be expected in the next couple of months.

The EUCARPIA General Congress was a great meeting opportunityforresearchers,breeders,publicinstitutes,private companies, startups, and the diversity of topics, speakers and expertise was greatly appreciated. The current president Mr. Andreas Börner and his co-workers were thanked for their efforts,andwearelookingforwardtowardsthefutureactivities organised by EUCARPIA under the leadership of Ms Maria Raffaella Ercolano from the University of Naples starting in January2025.

Acrylamide forms during both industrial foodprocessingandhomecookingwiththeinputs beingreducingsugars(principallyglucose,fructose and maltose) and asparagine principally from processingofcereals,potatoesandcoffee

TheLCAfoodconferenceispioneeringdiscussions and exchange on sustainability in food systems since the mid 90’s and takes place biennially, alternatingbetweenEuropeandothercontinents. Over the almost 30 years of its history, the conferencehasbecometheworld’sleadingforum on the topic of sustainable food. It reunites hundreds of environmental professionals from multiple sectors (academia, private sector, public bodies,etc.)toshareandadvancefoodLCAsand relatedtools.

Foryears,processingindustrieshavebeenengaged inreducingacrylamideformationthroughproduction process optimisations and establishment of guidelines.

The 2017 EC Regulation on acrylamide sets benchmarksonacrylamidelevelsinfood,whichare consideredtobeeitherchallengingorinsufficient, dependingonwhoisasked.However,ifnodrastic actionistaken,futureregulationsmaythreatenthe availabilityofsomefoods
