MESSAGE FROM THE EXECUTIVE DIRECTOR
Dear Valued Members, Sponsors, and Partners,
It is my pleasure to write a foreword for this edition of our ECCIL EuroCham Laos newsletter. The board and the executive team have been kept quite busy during this first quarter, ensuring that we enter 2024 with our best foot forward, working tirelessly to further advance the Chamber’s growth, extend our membership reach, and enhance the services we offer to our esteemed members. I warmly welcome this month’s newest members: The Namkhan, Bezz Solutions, 3P Digital Sole Company Limited, and S.N. Residences. By expanding our membership base, we strengthen our collective voice and enhance our ability to champion the broader interests of European businesses in Lao PDR.
We remain steadfast in our mission to address the most critical interests and concerns of European businesses operating in Lao PDR, continuing to advocate for trade facilitation, market access, sustainability, and sustainable development. On that subject, I am proud to say that our very first activities of the year have been focused on our sustainability goals. The Women Empowerment and Leadership program, led by ECCIL to contribute to a gender-balanced, inclusive, and supportive work environment, was launched in March with an invitation from H.E. Mrs. Annette Knobloch, Ambassador of the Federal Republic of Germany in Lao PDR, and myself, for a
hundred women to attend a panel talk to celebrate International Women’s Day. In partnership with Econox and the Waste to Value Project, we have set out to make a positive change together with “Reigniting the Plastic-Free Laos Initiative” through a series of events in Vientiane and in Vang Vieng geared towards the hospitality businesses. Speaking of the hospitality sector, we are also continuing our outreach to Luang Prabang as we had the chance to unveil our latest project LUANG-PRABANG.ORG, a platform designed to spotlight Luang Prabang as the quintessential MUST-VISIT destination in Southeast Asia for 2024.
The first quarter of 2024 also saw the finishing line of our 2-year collaboration with the French government on the FSPI project for which ECCIL organized a job fair and conducted a series of training on the topic of “Professionalization and Job Search Preparation” in French language, in the four main universities of the country with the goal of preparing students for the professional world and equipping them with the cross-sectional skills required to enter employment.
The beginning of 2024 saw the visit of prestigious guests such as the European Commissioner for International Partnerships, Ms. Jutta Urpilainen, who met directly with members of the

Chamber representing different sectors to discuss the commitment of the European Union in increasing support for quality private investment under the EU Global Gateway strategy. The EU-ASEAN Business Council delegation also visited and met alongside EuroCham Laos, with key figures such as H.E. Mr. Santiphab Phomvihane, Minister of Finance, and H.E. Mrs. Chansouk Sengphachanh, Vice Minister of Industry and Commerce, to discuss advancing ASEAN economic integration, participation in the ASEAN Ministers meeting, seeking European business support for Laos’ economic development, and exploring avenues to enhance economic cooperation between Europe and Southeast Asia.
Last but not least, we enjoyed a wonderful evening with Italian Wine Tasting, the first of a series of “European nights” dedicated to tasting European wine and cuisine, hosted by our members. Do not miss the Spanish Wine tasting coming up on May 15th!
So stay tuned, as plenty more is coming up, and keep your eyes peeled for some fascinating events as May will be an extremely busy month. Happening on May 16th is an InterChamber networking event, sponsored by RMA, which promises to be an eventful night, with incredible food and drinks, and a stacked lucky draw! On May 23rd, the annual General Assembly of ECCIL EuroCham will take place at the Crowne Plaza, so do not forget to register to participate in the life of our Chamber.
I want to emphasize that ECCIL EuroCham Laos is a membership-driven organization, committed to serving the best interests of our esteemed members. Therefore, I encourage you to reach out to me with any suggestions or ideas to enhance our activities and impact. Re-igniting the Plastic-Free Laos InitiativeLet’s Make a Positive Change Together
On January 16, 2024, EuroCham Laos, Econoxlaos , Waste to Value team, and Swisscontact Lao PDR jointly organized a successful breakfast talk on “Re-igniting the Plastic-Free Laos Initiative –Let’s Make a Positive Change Together!” at Crowne Plaza Vientiane.
The event was graced by the presence of numerous stakeholders, encompassing representatives from the government sector, private and business sectors, international organizations, and members of Plastic Free Laos.
Plastic-Free Laos members in the hospitality sector lead the charge against single-use plastic waste, supported by evidence, training, audits, and assistance. The Plastic-Free Laos label, managed by Econox Laos and coordinated with the Lao Hotel and Restaurant Association, is a crucial certification encouraging and acknowledging the reduction of single-use plastic, a significant step toward a sustainable future in Lao PDR.
The Greenhouse Vientiane , a recipient of the Plastic Free Laos label, had their representative share insights into commendable practices. Furthermore, this marked the grand opening event for the Plastic Free Laos website.

On February 1st, EuroCham Laos hosted its first networking event of the year in Luang Prabang, graciously hosted by our member, Sanctuary Luang Prabang Hotel
The gathering warmly welcomed members and non-members alike from the hospitality and tourism sector, business owners, and representatives from international non-governmental organizations. Together, we shared moments of connection while being spoiled by delicious treats and wines by Sanctuary, curated for the occasion.
This evening had a special meaning for EuroCham Laos as we unveiled our Chamber’s new project LUANG-PRABANG.ORG, a platform designed to spotlight Luang Prabang as the quintessential MUST-VISIT destination in Southeast Asia for 2024 and beyond both regionally and internationally. This project stems out of our Hospitality Advocacy Working Group, where our members voiced out the grave gap in marketing effort to promote Laos compared to other regional players. Luang-Prabang.org provides the opportunity for participating hotels and tourist service providers to collectively contribute to the promotion of Luang Prabang, while sharing the benefits of the exposure that comes from it.

European Business Organisation (EBO) Sustainability Summit
The inaugural European Business Organisation (EBO) Sustainability Summit was hosted on 3-4 April. The directors of all ASEAN European chambers of commerce, and several of Asia-Pacific regions countries, convened in Phnom Penh, Cambodia, to learn from local and regional experts and share best practices with each other. Over the two-day summit, we explored sustainability in the context of trade, advocacy, and development, and workshopped ideas together, coming up with action plans to collaborate on regional events and shared initiatives.

the European Chamber of Commerce and Industry in Lao PDR co-organize a panel talk for Women in Arts and Business.
On March 20th 2024, H.E. Mrs Annette Knobloch, Ambassador of the Federal Republic of Germany in Lao PDR, and Mrs Thiane Khamvongsa, Executive Director of the European Chamber of Commerce and Industry in Lao PDR, invited a hundred of women in the field of arts and business to attend an event to celebrate International Women’s day.
The event, hosted by the German Embassy, kicks off the series of panel talks and mentoring sessions of the “Empower Women” program led by ECCIL EuroCham and supported by Team Europe in Lao PDR, which aims to contribute to gender equality and women empowerment in the area of private sector development. This first event was held under the colour pink, and the theme revolved around women in the field of arts and entrepreneurship in the art market.
In her opening remarks, H.E. Mrs Annette Knobloch, Ambassador of the Federal Republic of Germany in Lao PDR, shared with the audience that it was an honor that the kick-off event of this new format “Empowering Women” with ECCIL EuroCham was taking place at the German Embassy. She said “feminism is an issue that has divided societies, political parties, men and women for decades” and that to “accelerate the processes of equality and gender justice, regulatory measures by the state are key - at least temporarily, until equality and gender justice have been accomplished. This includes measures to raise awareness or events around the 8th of March that remind us what we still need to do in which countries and in which areas when it comes to equality and gender justice.”
It is the 3rd collaboration of the German Embassy and ECCIL on this topic around women and arts. A 1st panel breakfast talk was organized at ECCIL EuroCham in May 2023, on the topic of “Empowering Women in Business” to which H.E. Mrs Annette Knobloch, was moderator. In December 2023, the opening event of the “Itinerant Performing Arts Festival” to which Mrs Thiane Khamvongsa is the director took place at the German Embassy.

Mrs Thiane Khamvongsa, Executive Director of the European Chamber of Commerce and Industry in Lao PDR, explained that “the objective of this type of event is to give woman executives, entrepreneurs, artists, the opportunity to fellowship with their peers in diverse fields, to promote the image of the working woman as leaders, as well as the general welfare of their business and professional community.” She further added “It is for us to create an environment where issues can openly be discussed and can foster dialogue for women in the community. We are aiming to create a new way to support women entrepreneurs in Lao PDR to grow and strengthen their businesses, skills and confidence. Like-minded professional women work together to overcome challenges.”
On stage Mrs Thiane Khamvongsa, was joined by four panelists from different disciplines, and questioned them on their journey as a women artist and entrepreneur in art in Lao PDR, in their specific discipline of art and more specifically on how being a woman within the arts field has affected their career. She also inquired about their opinion on what could be done to improve the conditions and environment for women in arts in Lao PDR, as well as their advice for younger generation of women.
The first panelist, Mattie Do, a famous Lao American film director and producer who is a prominent figure in Lao cinema and who has achieved international success and recognition, talked about the struggle to be recognized as a female artist in a male dominated discipline. The second panelist, Mrs Livanna Koo, a young fashion designer and founder of FEMEI and XYZ art and culture center, a social enterprise that has a mission to provide support and promote the emerging artists in Laos, pled for young artist to be supported, educated, and trained, in their art but also in entrepreneurship, so that they will have a chance to survive in a very difficult market. The third panelist was Mrs Maykham Liyang, a performer and company director, who started her long-standing career as a child acrobat in the circus. While sharing her journey with the audience, she explained how she defied an unsupportive gaze from society to achieve her dreams, and how she is still performing and co-managing, in what is probably the most famous and active theater and puppetry group in Lao PDR, the Khao Niew theater group. The fourth panelist, was Mrs Misouda Heuangsoukkhoun, an art curator, educator and critic, founder of the Mekong Art Initiative, and the manager of the Lao Gallery. Mrs Heuangsoukkhoun explained to the audience how the market for art is more than struggling to emerge. Together, the moderator and panelists discussed at length how to unlock the potential of women in arts in Lao PDR.
The evening ended with networking where the women had the opportunity to connect with their peers to inspire the younger generation of woman artists and to give them hope to persevere in the art field. ECCIL Eurocham will be holding other panel talks and events throughout 2024 at part of the “Empower Women” program.

In a momentous stride towards enhancing workplace safety standards and fostering a culture of health preservation, IndusTek Co., Ltd. proudly unveiled the Occupational Safety and Health Environment (OSHE) Training Centre in Vientiane, Laos. With an investment exceeding US$2 million, this state-of-the-art facility is a testament to IndusTek’s unwavering commitment to safeguarding the well-being of workers across Laos.
The grand inauguration ceremony, held on 22 March 2024, witnessed a distinguished gathering of esteemed dignitaries including the Minister of Labour and Social Welfare, Mme. Baykham Khattiya; the Vice Mayor of Vientiane, Mr. Phouvong Vongkhamsao; Deputy Minister of Health, Dr. Sanong Thongsana; President of the Lao Red Cross, Professor Dr Phouthone Meuangpak; Deputy Minister of Planning and Investment, Dr. Sathabandith Insixiengmay; Deputy Minister of Industry and Commerce, Dr. Manothong Vongxay; and several other highranking government officials and business luminaries. Located in Nakhouay Kang village, Xaysettha district, the center represents the first
of its kind in Laos, a groundbreaking initiative spearheaded by IndusTek’s president, Mr. Phonesavanh Xaypanya.
“At the heart of our endeavor lies a profound aspiration to cultivate a safety-centric ethos and uplift the quality of life for all, especially our invaluable workforce,” remarked Phonesavanh during the ceremony.
The vision for this center was fueled by a collaboration between Phonesavanh and renowned health and safety professional Dr. Jeffrey S. Birkner, CIH, who volunteered to lend his expertise to this noble cause. With over 40 years of experience dedicated to protecting workers from occupational hazards, Dr. Birkner emphasized the critical significance of such initiatives in mitigating industrial health risks.
“Laos now has a sanctuary where the seeds of a safety culture can flourish,” expressed Dr. Birkner passionately. “Moreover, this initiative will catalyze economic growth by instilling confidence in prospective investors and attracting more businesses to this country.”

The OSHE Training Centre boasts a comprehensive curriculum meticulously crafted to adhere to international safety standards. Equipped with cutting-edge facilities and staffed by seasoned trainers, it offers a diverse array of theoretical and hands-on courses. From Construction Safety to Occupational Health and Environment Training, from First Aid to Fire Fighting, the center caters to multifaceted aspects of workplace safety. The Centre provides both theoretical and practical training in many fields, ranging from Construction Safety, Occupational Safety, Health and Environment Training. Training in Luang Prabang
On January 9, 2024, a training on the topic “Professionalization and Job Search Preparation” was held for students of Luang Prabang Normal Higher School (ENS). This two-day workshop is organized as part of the annual action plan of the Centre d’employabilité francophone (CEF) of the AUF and the FSPI project of the Embassy of France. It is issued by the European Chamber of Commerce of Laos Industry (ECCIL).
The goal is to prepare students for the professional world and equip them with the cross-sectional skills required to enter employment. It also aims to upskill teachers and provide them with the tools they need to successfully navigate the professional world of education.
This training gathered around forty participants, including 25 students and 2 teachers from ENS and 15 teachers from the University of Souphanouvong. Next March, the same workshop will also be organized for students and teachers from the University of Savannakhet, the ENS of Paksé and the University of Champassak.

Trade Facilitation and Domestic Production in Focus: LNCCI Leads Collaborative Meeting with Industry Leaders
On February 14, our External Relations Officer, Mingngakham Pangnasak, actively engaged in a Public-Private Consultative Meeting focused on enhancing trade facilitation and promoting domestic production. The event was meticulously orchestrated by the Lao National Chamber of Commerce and Industry (LNCCI), serving as the secretariat of the Lao Business Forum (LBF).
Notably, the meeting was co-chaired by H.E. Mr. Manothong Vongsay, Vice Minister of Industry and Commerce, and Mr. Vanthong Sithikoun, Vice President of LNCCI. Distinguished representatives from both the public and private sectors, along with various associations, actively participated.
The primary objective of the gathering was to present and deliberate on specific challenges identified by the private sector working group. Following this, the secretariat is poised to collaborate with the Ministry of Industry and Commerce (MOIC), which will, in turn, work with relevant ministries to collectively formulate solutions aimed at further enhancing the overall business environment.
Key challenges discussed during the meeting encompassed the transportation of mineral goods via rail, the efficiency of customs office services at Thanalaeng Dry Port, the promotion of domestic production, price control for agricultural products, and concerns regarding competition stemming from parallel trade.

Boosting Laos Tourism and Hospitality Sector with Google Ads
The global ‘Tourism and Hospitality’ sector heavily relies on Google Ads, a prominent platform known for its ability to understand market demand, provide effective ad solutions, and measure return on investment (ROI). Google Ads assists businesses in enhancing their bottom line. Recognizing a significant missed opportunity in the Lao market, we aimed to address this promptly.
In collaboration with the European Chamber of Commerce and Industry in Laos (EuroCham Laos), 3P Media, the official sales representative for Google Ads in Laos, conducted a full-day workshop designed to equip attendees with the knowledge and tools needed to elevate their marketing strategies for upcoming seasons.
This workshop provided a unique opportunity for businesses in the Tourism and Hospitality sector to tap into the vast potential of online advertising through Google Ads. On this occasion the Commissioner met directly with members of the Chamber representing different sectors and reaffirmed the commitment of the European Union in increasing the support of quality private investment under the EU Global Gateway strategy
During the discussion, the Commissioner learnt about the commitment of European businesses to running competent and sustainable businesses while contributing to the environment and their employees.
