SPEAKING POINTS OF MR. HORST REICHENBACH HEAD OF THE TASK FORCE GREECE

1. INTRODUCTION - BROAD PICTURE: BUSINESS ENVIRONMENT IN GREECE AND TFGR ROLE

Thank you for the opportunity to intervene in this conference. Important topic for the Greek economy.

∼ Βusiness growth is a strong precondition for a permanent exit from the Greek crisis

∼ it is estimated that reforming Greece's product and service markets could boost Greek GDP significantly Recognise the very difficult conditions under which GR businesses operate expected for the 2009-2013 period:

- domestic demand -28%

- investment: -39.1%

∼ many companies closed in past 15 months

∼ pressure on all aspects of business: access to finance, trade finance, cost of capital, late payment by state and purchasers, continuity of supplies

2. VISION FOR GREECE. A LEADING EXPORT COUNTRY

Greece has a historic trade deficit

∼ As compared to other similarly sized EU countries, Greece is a relatively closed economy. In 2010, exports of goods and services represented 21.5% of GDP. The corresponding figures for the EU 2010) were 41.1% for exports.

Greece has been running current account deficits for long periods of time with a peak of 17.9% of GDP in 2008. Since then, the current account deficit has been shrinking at a rapid pace. In value terms, the current account deficit will have shrunk from -41.7€ billion in 2008 to an expected - 12.8€ billion in 2013.

In view of the decline in demand, external demand could represent an important source of growth for the Greek economic crisis.

I am convinced Greece has untapped potential to increase exports

∼ Ιmportant potential for exports:

- unique geographical position

- educated youth

- motivated entrepreneurs

- quality raw material

- specific know-how

To unlock this potential, structural reforms and export-oriented policies could make a significant difference

3. THE GREEK NATIONAL STRATEGY FOR EXPORTS

∼ Ιmportant step forward to make the exports sector a priority policy. The National Export Strategy aims at tackling major disincentives towards a more extroverted Greek economy by better promoting Greek products abroad and by facilitating export procedures.

I will concentrate on these two, where the TF with UN + MS supports the implementation of this strategy:

4. SUPPORT OF THE TFGR AND MEMBER STATES/INTERNATIONAL ORGANISATIONS

4.1 Export promotion

∼ Best practice, NL successful, prepared to come in July, providing assistance to the Greek Authorities on the way to promote Greek exports, including

- the restructuring of related state agencies

- national branding

- overall support to the companies in Greece to focus on exports and find trade partners abroad (prioritization of target exports markets, usage of international channels, etc)

∼ As a first step, a mission of 4 experts from Netherlands (2 officials from Ministry of Economy, 2 officials from EVD - the Dutch export agency) will meet all stakeholders during a mission in Athens starting July 11.

∼ The Dutch Authorities will then support the Greek Authorities for better planning, prioritizing and implementing their export promotion actions, by end of2012.

4.2 Export facilitation

The Greek Authorities have also asked for specific assistance to support the facilitation of the export procedures in Greece.

Since March 2012 custom and trade facilitation experts from Sweden, Netherlands and the United Nations together with the Task Force are providing assistance to the Greek Authorities in order to facilitate the procedures for the traders.

∼ In March 2012, the experts conducted a scoping mission in Greece in order to assess the situation and provide recommendation report to the Greek Authorities.

The report, which was communicated in April 2012 to the two leading ministries in that topic, MCDS (Ministers Chrysochoidis and then Diamantopoulou) and MoF (Minister Sachinidis) highlighted that the current costs and delays embedded in the current export procedures are not sustainable for the Greek exporters and economy. In particular, the experts estimated that streamlining the Greek pre-customs and customs procedures at the EU levels would: reduce by 2 or 3 the costs of export transactions, especially for small shipments

∼ increase the value of exports by at least 10% per year.1

The export facilitation roadmap

To achieve these results, the experts have proposed to the Greek Authorities a detailed roadmap for improvement, including timing, priorities and responsibilities, with the following deliverables:

(1) to establish a national export facilitation strategy, agreed between all parties involved, steered at the highest political level and implemented through a strong collaboration of all parties concerned (MCDs and MoF mainly, but also export associations, agencies, business community)

(2) to drastically simplify the pre-custom procedures by: reducing the number of permits/certificates from several hundreds currently to a few dozens (for example, there are in Greece about 150 different types of certificates/licenses just for agricultural products) to drastically simplify the customs procedures

∼ by decreasing the number of physical/documentary controls. Despite recent improvements the number of physical and documentary controls should be decreased by 4 to 5 times, to reach the EU levels (currently at least 20% in Greece vs 5% in Europe)

∼ by optimising the organization of the custom offices, to reduce the number of steps to be undergone by exporters in a custom office by at least 50%. by increasing the usage simplified procedures for traders, which are currently almost not used in Greece.

∼ by opening the custom brokers profession to all economic operators, with a view to decrease the costs of export transactions.

Implementing such simplifications will become even more important for exports to non-EU countries, and for which the export procedures (licenses/certificates/custom processes) are particularly complex. Exports to non -EU countries increased strongly from 35% in 201011 to about 50% of total exports in 2012.

Current status point of the project and the technical assistance

∼ During a scoping mission of the United Nations trade experts on June 26-28, and through their facilitation and support, the MCDS and MoF have reached a common vision on the definition of a common export facilitation strategy and on the implementation of a roadmap for simplifying the procedures, including an agreement on

the way to implement a single window for exports.

∼ These elements will be presented, improved and agreed with all stakeholders (other ministries, agencies, associations, etc) during a workshop which will take place in 19-20 July in Athens, (managed by United Nations)

∼ The export facilitation strategy and the associated implementation roadmap should then become a national priority with strong political backing.

5. LIQUIDITY ISSUES.

Beyond the structural reforms needed, urgent action is necessary to ease the exporter's access to liquidity and trade finance, limited to Greek risk.

Recognise further conditions for successful access to finance. However, more should be done. In particular the reimbursement of VAT is a crucial issue for exporters. It is estimated that the State owns over 450 Μ Euros to exporters, some reimbursements being delayed since 2009.

∼ This backlog of VAT should be cleared out as soon as possible (the Ministry of Finance could for example publish a precise reimbursement calendar).

Also, and as it is in most Member States, the systematic audit control prior to VAT reimbursement should become a post-control based on risk analysis, so that all new VAT reimbursements can be executed without delay.

The TFGR is ready to assist the MoF in order to facilitate the implementation of the two above proposals if requested.

6. COMMON KEY SUCCESS FACTORS

Success of the reforms in exports and business environment if:

1. Strong political commitment, with reforms agreed between all stakeholders, and steered at the highest level of the State

∼ business environment and export should become a national priority with a very high political focus (as it is in many MS)

2. Strong coordination between all stakeholders (ministers, agencies, associations, business community)

∼ business environment and export in particular touch upon responsibilities held by various authorities/bodies:

(1) need for common approach for efficient reforms

(2) need to provide consistent information and services to businesses

3. True export orientation - mindset

∼ the Greek authorities must champion the cause of businesses and do the maximum to facilitate businesses' lives the Greek businesses should adopt an export oriented strategy and target foreign markets when possible
