“WithReserves.increasing demands on water supply within the Town of Essex, there is a need to study and review, through the development of a hydraulic model, the Town’s water supply systems,” Director of Infrastructure, Kevin Girard, stated in the Report to Council.

Thanks to the Canada Community-Building Fund, the Town of Essex was able to invest more than $5.4M into the Harrow Streetscape Project.

C3 Water has already developed a water model of the Essex-UWSS distribution system in 2020, the Report to CouncilAdministrationadds. set aside $52,000 to complete a water modelling study of the Harrow-Colchester South Water Supply System, so there are sufficient funds to complete this project.

“We made that come to life in 2021, with the Harrow Streetscape project,” Kevin Girard, Director of Infrastructure, said in the video. He included the project added accessibility and active transportations features, such as accessible crosswalks, new curbing, rest areas with benches, and green spaces for those shopping or visiting the area.

Essex Fire Chief, Rick Arnel, provided a summary report on the four-year Master Plan.

STR incident at Colchester Harbour Council received the report that noted during the month of August, the Town of Essex had two incidents with the Short Term Rental (STR) units at the Colchester Harbour.Both complaints were noise-related due to partying, with area residents complaining to security and police, who responded to the incident. The owner of the STR also responded within an hour of being contacted.

The two-minute video highlights the funds the Town of Essex utilized through the Canada Community Building Fund to support the Harrow Streetscape project. The planning of the project began in 2016, and through community input, the theme, which included its “farm roots” with “small town chic,” was selected.

In 2016, the Report notes, Council approved funding to conduct a Fire Master Plan. PoMax was selected to undertake the project.

Some of the recommendations included relocating Station 2; completing a Building Condition Assessment and Feasibility Study for renovation, addition, or new building for Fire Station 3, training enhancement and increased attendance; and the completion of an annual Community Risk Assessment.

Through the Master Plan, PoMax made 35 recommendations, ranging from low to high priority. “We were able to implement 30 of those recommendations over the past five-years,” Arnel noted in the Report.

The Canada Community-Building fund is necessary to help the Town of Essex have stability and plan for the future, Meloche added.

A hydraulic water model will allow the Town to analyze demand impacts from proposed development, evaluate system-wide fire flows, improve water quality, and improve operations. It will also allow the Town to input future growth data to evaluate and study high-level servicing plans for the purposes of developing a water servicing master plan, Girard noted.

There were two high priority recommendations in the Master Plan, Arnel noted. The first was to ensure adherence to the department’s attendance policy. The summary noted in 2021, Essex Fire & Rescue hosted 315 training events, totalling 3,910,25 training hours, superseding what was achieved the previous two-years.

Security staff members have been told to reach out to the STR operator quicker to prevent the situations from continuing longer into the night, the Report to Council notes.Council permitted the STRs at the Colchester Harbour, directing Administration to provide monthly updates on any issues that arise from the STR operators.

Councillor Sherry Bondy asked if there is a way security in the area could intervene if there are noticeable issues, like noise, before residents complain.

Meloche thanked AMO for providing the video, which he said provides before and after photos of downtown Harrow. “It is night and day difference,” he said.

The second high priority recommendation was to conduct an annual Community Risk Assessment. Arnel said this is done every year to determine next steps in how to combat what needs to be done and where to apply resources. This will be done next year in conjunction with the Master Plan update, as required though provincial requirements.Heexplained

“There was a lot of mix-matched infrastructure in the downtowns. There was not much plant growth, and here we are, an agricultural centre,” Essex Mayor Richard Meloche said in the video of why the project was undertaken. “It gives the downtown a fresh new look for our businesses, so they can succeed coming out of these COVID times.”

Princess Elizabeth had an attendant bring the girl to the car. The shy girl handed her Royal Highness the rose and Princess Elizabeth thanked her.

During the royal visit to Canada in 1951, Princess Elizabeth halted the cavalcade traveling down Ouellette Avenue, making an unscheduled stop when she spotted a little Black girl holding a rose.

The Princess’s gratitude was evident. The little Black girl was taken by surprise! And, she felt very special.

We are adaptable creatures. We experience “new normalcies” with every generation. When we look back at photos and take notice of fashion styles or listen to music, we can clearly identify what era something cameWhenfrom.I was little, I was told to work hard, and I could be what I wanted to be when I got older; that the world was my oyster, and the sky was the limit. All I had to do was focus, make good decisions, and work hard.

I was told life would not be easy, but tried to live by the motto of learning from the mistakes made, using them as an opportunity to grow.

Memories of that event emerged when Harding-Davis received the QEII Platinum Pin on 6 September, 2022 from MP Chris Lewis, along with 27 other Essex riding notables at Trinity United Church near Kingsville.

E-Scooters/Bike Program: Council approved the motion for Administration to investigate an E-Scooter/ Bike Program as a pilot project and report back to Council with options and budget implications in time for consideration during the 2023 budget deliberations.

Customer Service Update: In 2021 as part of the Town’s Organizational review a study was conducted that provided observations and recommendations surrounding Customer Service. At this special meeting, Council was provided an update with a presentation that included an overview of research findings, highlights of the draft Customer Service Strategy, options for the Town’s phone system and next steps. Council and Administration are committed to increased customer satisfaction and creating a culture of customer service. Council received the report and recommended that Administration be directed to pursue Option 2, with provision for Option 3 to be reviewed for the 2023 Budget.

The following are highlights from the September 13, Tecumseh Town Council meeting.

Factors that contributed to the rate supported surplus include: lower wastewater treatment rates, an increase in non-residential water sales and a lower rate for water purchases. Surpluses will be transferred to the: tax rate stabilization reserve to mitigate future tax increases, infrastructure reserve to be used for capital projects, and water/wastewater rate stabilization reserves to mitigate future rate increases. Council approved the report.

Committees and Local Boards Application and Selection Process for 2023: Council approved the recommendation for the Notice of the Call for Applications for Statutory Committees and Local Boards be posted to the Town’s website and social media, advertised in the local media, delivered to the current Local Board Members, displayed on the Town’s LED signs and posted in prominent locations in the Town’s facilities in September 2022. Additionally, the Notice of the Call for Applications for non-statutory Advisory Committees was deferred in order to allow Administration to review these committees and report back to Council on findings and recommendations. A Special Meeting of Council will be scheduled in December for the purpose of appointments.

Payroll Process Review Update: Council received a report on the payroll process review. Administration will report back to Council with a further update following results of the upcoming financial software system review in October 2022. Council approved this report.

County Wide Active Transportation System (CWATS): Council received the report for the County Wide Active Transportation System, a project that aims to build a network of trails and encourages active transportation in Essex County. The report outlines the details of the proposed projects for 2023, which are related to detail design of active transportation infrastructure. Additionally, it outlines the Proposed 2023 Municipal Partnership Program (MPP) Projects (a one-week bike camp, bike rodeo and bike valet at various Town events). Funding for this project from the Infrastructure Reserve was approved for the purpose of

Inaugural Meeting of Council-Elect 2022: Council approved that the Inaugural Meeting of the Council-elect for the 2022-2026 term be held on Tuesday, November 15, 2022, at 7:00 pm at the Ciociaro Club of Windsor, located at 3475 North Talbot Road, Tecumseh.

2021 Year-End Budget Variance Report: The 2021 year-end budget variance report was received by Council. The report showed a property tax supported surplus of $1.3M and a water/wastewater rate supported surplus of $500K. Primary factors that contributed to the tax supported surplus include: unbudgeted grant funding, position vacancies, materials and supplies savings, and a reduction to contract services costs.

Regular Meeting of Council

Transfer of Municipal Roads to the Town of Tecumseh: Council approved the recommendation for report PWES-2022-38 to transfer a portion of Outer Drive and a portion of South Talbot Road back to the Town of Tecumseh from the Ministry of Transportation (MTO) ownership. The MTO previously assumed part of Outer Drive and South Talbot Road during construction of the Right Honourable Herb Gray Parkway which was completed in 2021. The MTO will add these roadway transfers to the Ministry’s list of planned municipal transfers. At this time, the MTO does not have an anticipated timeline but will advise the Town accordingly.

Call for 2022 Award Nominations: Due to the Municipal and School Board election running from October 14-24, it was recommend the call for 2022 Award Nominations for the Dr. Henri Breault Award, Donny Massender Award, the Senior of the Year Award and the Youth of the Year Award be moved to January, 2023. Thereafter, submissions would be considered at a Special Meeting of Council on Tuesday, March 14, 2023. Council approved the report.

Alley Closing and Transfer of Land Abutting 374 and 382 Barry Avenue and 12748 Little River Boulevard: Council received and approved the report LCS-2022-31. The report outlines that the Acting Clerk prepare a by-law to close up and authorize the sale of the alley located between 374 and 382 Barry Avenue and Little River Boulevard to the neighbouring property owners. The by-law is to be confirmed at the September 27, 2022 Regular Council Meeting. The cost of the closure and conveyance will be the responsibility of all the neighbouring property owners.

“We need names, phone numbers, and emails that we can distribute to our food banks and social workers and aid groups to ensure those many homeless in the County are identified and placed on that ‘By Names’ list,”” Bjorkman said.

This was a 131.3 percent increase from August 2021.

Councillor Chris Vander Doelen asked if staff was going to look into the possibility and cost of taking over the Amherstburg section that provides water to a portion of Essex. That may be useful to know as the Town has run into issues with not being in charge of all of its utilities.Girard noted the water model can be used to evaluate and see if that could be a potential option, however, there are extensive challenges to assume another municipality’s infrastructure.

Mayor Richard Meloche asked if Girard has heard complaints about water pressure in the HarrowColchester South system. Girard said the water model will look at that.

Deputy Mayor Steve Bjorkman spoke of the Windsor’s Housing and Homelessness Advisory Committee (HHAC) and a recent presentation its representatives made at County Council. Devoted mother of Colleen Bracken (Matthew Benoit), Carolyn Zivanov (Kelly), and Christopher Bracken (Tania). Adored grandmother, ‘Memum’, of Kyla Tanner (Mike Anissimoff ), Keith Tanner, Tristan Zivanov, Trey Zivanov, and Tydon Bracken. Survived by brother Larry Renaud and sister Charlene Pitre (Jim). Survived by sister-in-law Helen Strong (Jack), brother-in-law Frank Bracken (Wende), sister-in-law Jeanne Marie Setler, brother-in-law Leo Paul ‘Punky’ Bracken (Anna Mae), brother-in-law Raymond Bracken (Theresa), sister-in-law Mary Anne Banwell and brotherin-law Ken Bracken (Carol). Predeceased by ‘kid’ brother Dennis Renaud, infant sister Geraldine Renaud, sisters-in-law Nicky Renaud, Helen Bracken and infant Mary Isabelle Bracken. Also survived by numerous nieces, nephews and cousins. After graduating from the University of Windsor with a Bachelor of Arts degree in 1967, Linda began her teaching career with the G.E.C.D.S.B. at General Amherst D.H.S. After years of supply teaching, she taught at Essex D.H.S., retiring in 2001. After her marriage in 1968, Linda became quite active in her community, volunteering her time as a member of the Belle River Figure Skating Club and serving as treasurer of the Woodslee Baseball Association. Linda was a long-time active member of St. John the Evangelist Catholic Church in Woodslee, serving as treasurer of the C.W.L. for 19 years. She was a Eucharistic minister, reader, minister of hospitality and served on parish council. Spending time with family, enjoying a good game of cards, sewing, gardening, aqua-fit, genealogy, and organizing family trips were some of Linda’s favourite pastimes. Linda and Don enjoyed spending many winters vacationing in Florida. Linda will be dearly missed by her family and many friends. A former teaching colleague at E.D.H.S. marvelled at her ‘calm dignity’. Her family would like to thank Erie Shores Hospice, Leamington, and London Health Sciences Centre, for the tremendous care that they provided during her stay. Linda rested at Reid Funeral Home, 87 Maidstone Ave E., Essex, where family received visitors. Mass of the Resurrection was held on Tuesday, September 20, 2022 at St. John the Evangelist Church, 1690 County Rd. 46, Woodslee. Fr. Pio D’Oria officiated. Interment took place at St. John the Evangelist Church cemetery. Rota added that despite some initial uncertainty over this unconventional event, the risk has definitely paid off.

“To me, the biggest thing about this event is that it spans demographics, from young kids to seniors, and everything in between, including Millennials and Gen Xers. This event also attracts visitors from all over, including Michigan and Toronto.”

If the size, diversity, and overall enthusiasm of the crowd were any indication, the interruptions brought on by the pandemic have not dampened the public’s interest in this event. Despite the recent setbacks of the pandemic in its early years, the Amherstburg Uncommon Festival has not lost its stride and appears to be on track to be a regular annual community event.

The theme of steampunk, which is based on Victorian-era science fiction, struck a chord with many people.

Amherstburg Mayor Aldo DiCarlo, who attended the event in his own steampunk-themed attire, described what he felt was the festival’s greatest benefit.

Compared to most of the long-running annual events that take place in Windsor and Essex County, the Amherstburg Uncommon Festival is relatively new. It was first launched in 2018. While this event was still building momentum, it was cancelled in 2020 as a result of COVID-19. A scaled-back mini version was organized in 2021. This year marked the first time in three-years the festival was able to return to its full size and slate of activities.Anne

“A few years ago, we were looking for something different for a festival. We did a little bit of research and thought about the Victorian era and that led us to steampunk. At that time, most people on our Town Council did not even know what that was.”

The Essex Branch of the Royal Canadian Legion (Branch 201) kickedoff its 2022 Legion Week celebrations on Sunday by hosting the annual wreathlaying ceremony at the Essex Centre cenotaph.Itishoped community members will take the time to enjoy the many events planned over this week, and maybe even consider becoming a member of the group that works to support veterans, community needs, and youth initiatives.

These cars were handled by the Mercury-Lincoln-Meteor dealers, from all across Canada, while Ford-Monarch dealers sold the other cars built by Ford of Canada. Murray Myles was the Mercury-Lincoln-Meteor dealer in Leamington with his garage and showroom on Talbot Street East. Murray was fond of saying: “You’re Myles ahead with Meteor!”

Checker Flag Raceway – a 3/8s of a mile oval track – was located at what is now the southend of Lesperance Road, at County Road 42. It is now a subdivision. There is a park there that has a plaque, marking the track’sJohnhistory.Fahringer was associated with Checker Flag Raceway since the day it started in 1962; first as a spectator and racing fan, then, in its second year, as an owner of a race car with a partner who drove.Hewas pleased to share some of the raceway’s history at the event.

They didn’t like the crowds that would come there or the dirt that would come from the track itself. Ultimately, we got it approved and went ahead with a major reconstruction in changing the track from dirt to asphalt. That was a lot of “Forwork.”a good many years, Jack Monaghan dominated racing there,” Fahringer commented. “Jack was an excellent driver and, I think, nineyears-in-a-row he won the Most Popular and won the points championship in most of those years.
