Sidney Federal Credit Union Offers Local College Bound High School Seniors A Chance to Win Scholarships (Sidney, NY) – sfcu is offering college bound high school seniors a chance to win scholarships for college. sfcu is participating in the New York Credit Union Association’s statewide credit union scholarship program, which provides credit union members with scholarships. To be eligible, students must be college bound, high school seniors attending two or four-year accredited educational institutions for the first time in the fall of 2020. They must also be a primary member of a sfcu account. Students/Applicants will be competing against other credit union members from across the state. Applicants will be judged based upon academic achievements, extracurricular and community activities and the quality of written essays. Last year, the New York Credit Union Association awarded $21,500 in scholarships to 30 students through the program, with award amounts ranging from $500 to $1,500. In addition, sfcu awarded an additional $10,000 to local students through this scholarship program, which remains the same in 2020. The fillable scholarship application is available online at sfcuonline.org. The completed application, along with required documents and a typed essay response, must be returned to sfcu no later than Friday, January 10th, 2020.

Robert Cole Robert Cole, 74, of Delhi, passed away suddenly on Nov. 16, 2019 after a farming accident. He was born July 26, 1945 to Marvin and Sally Cole. He was a graduate of Delaware Academy in Delhi. He married the love of his life, Lyn, on May 11, 1974. Bob had never met a stranger. From the moment that he met someone, they were his friend. His jokes and constant smile made sure that he was definitely loved by all. No one ever just stopped by to say hello quickly. Bob loved to visit and tell stories and a visit with Bob was never short. You knew that if you went to visit, you had better not be in a hurry, because he never was.

He always had a hand to help anyone. He loved farming and knew every one of his cows by name and how much milk they each produced. His other love was his tractor pulling. He had been building and pulling modified tractors since 1978. It definitely was a family affair as his family was his pit crew. Known to the New York Tractor Pullers Association as “The Bandit” he was a very accomplished puller. His tractor pulling family will miss him immensely. He is survived by his wife of 45 years, Lyn (Fleischmann) Cole, their three sons, Chris (Joanne Lawton) of DeLancey, Jody of Hereford, Texas, and Jamie (Amanda) of Altamont, his grandchildren and his brother, Tom (Sandra) of Delhi. He will be missed by all, family and friends alike. A celebration of life in his honor will be held at Don’s Dairy Supply in South Kortright, on Saturday, Nov. 23, at 2 p.m. Food and beverage will be provided by John Laing and crew.

Greta J. (Gade) Radley

Greta J. (Gade) Radley passed away on Saturday, Nov. 16, 2019 at Community Hospice Inn at St. Peter’s surrounded by her family. Greta Radley was born in Albany in 1927, daughter of the late John and Elizabeth “Betty” Gade. She was raised on the Gade Farm in Altamont and graduated from Milne High School. She attended Cornell University until she fell in love with and married the love of her life, Ernest F. “Red” Radley in 1947. She enjoyed 50 wonderful years with Red before his death in 1997. Upon moving to Delaware County in 1961, she worked alongside her husband operating a family dairy on County Highway 14, Delhi for 25 years. She spent the last 10 years there working for the Delaware County Clerk’s office. During this time, she also raised four daughters. In 1986, Greta and Red retired from the dairy business and returned to the Altamont/Guilderland area. In later years, Kingsway Village in Schenectady became her home. Greta was an avid reader,

O’Connor Foundation Seeks Applications for Youth Development The A. Lindsay and Olive B. O’Connor Foundation, Inc. of Hobart announced its seeking applications for 2020 grants focused on impacting youth in Delaware County. Gov. Cuomo Makes Birth Certificates Available to Adoptees Gov. Andrew M. Cuomo signed legislation allowing adoptees to receive a certified copy of their birth certificate upon turning 18. This measure (S3419/ A5494) ensures that all adult New York adoptees have the same unimpeded right to information about their birth and biological parents by removing the right of government agencies to restrict the type of information made available to adopted persons. It also removes previous barriers to information about biological parents and medical data that may help adoptees avoid preventable diseases or untimely death. Under this new law, the adopted person’s lawful representative or their descendants will also gain access to the birth certificate if the adoptee is deceased.

Recently the Zelos Quartet won the grand prize of the Frances Walton Competition in Seattle, which gained the group a radio appearance and week-long tour in the Pacific Northwest. The Zelos Quartet frequently performs throughout the Bay area and at NASA conferences. Pianist Dan Chien has performed in, musicdirected, and sounddesigned musicals and plays for a number of area schools and community groups. ‘Tis the season when well-intentioned charitable organizations conduct raffles to fundraise for worthy causes. The New York State Gaming Commission’s Division of Charitable Gaming reminds everyone that raffles, like other forms of charitable gaming, are subject to certain laws. Division Director Stacy Harvey announced a seminar from 10 a.m. to noon on Dec. 18 to assist organizations with complying with the various laws, rules and regulations that govern the conduct of raffles. The seminar is free and will be held at the at the commission’s main office in Schenectady. For organizations thinking about conducting a charity raffle, Harvey offered these points for consideration: • Raffle ticket sales and drawings may only be conducted in a municipality that has passed a games of chance local law. • Raffle tickets may not be sold online or through the mail. • Only members of the or-

ganization may assist with the conduct of raffles, and no one may be under 18. • Alcohol may not be awarded as a raffle prize. This includes gift cards to liquor stores. • Raffle prize winners need not be present to win. The annual event provides a time for bereaved families to remember their departed children and openly acknowledge the special place they have and will always have in their hearts. This simple act of remembrance may help to make the holiday season more bearable for those who have suffered such a devastating loss. Anyone who has lost a child of any age is welcome to attend. Grandparents, siblings and other close relatives and friends are also welcome. According to chapter leader Diana Friedell, parents are encouraged to arrive by 6:45 p.m. and, if possible, bring a small picture of their child. The photo will be placed behind one of the individual votive candles arranged on a special memory table. The free program includes a variety of music, poetry and personal stories, though the focal point of the evening will be the candle lighting. Candles will be provided, and refreshments will be served at the conclu-

sion of the ceremony. Local artist David Geer has created original, handpainted ornaments for each family to personalize with their child’s name. “This year, Dave has designed a beautiful dove ornament. The ornaments will be displayed on a memory tree, as a gift from the Oneonta Chapter of TCF to each family in attendance,” Friedell said. The Compassionate Friends is a self-help support group for families dealing with grief after the death of a child. The Oneonta chapter holds monthly sharing sessions every third Thursday in the Dauley Room of the First United Methodist Church in Oneonta. The UU church is handicapped accessible. U.S. House Passes Pair of Veterans Bills The U.S. House of Representatives passed two bills on Wednesday that

will help local veterans and their families. The Deborah Sampson Act, named after the woman who fought in the Revolutionary War, addresses the medical care of female veterans. This legislation would increase the number of gender-specific providers in Department of Veterans Affairs (VA) facilities, enhance privacy for women veterans within VA facilities, establish the Office of Women’s Health at the VA, improve the quality of care for infant children of women veterans and more. Included in this bill is Rep. Antonio Delgado’s, D-Rhinebeck, NY-19, Improving Benefits for Underserved Veterans Act legislation, which would require the VA to publish a report on veterans’ benefits being received disaggregated by sex and minority group member status. This report would provide the VA and Congress with the data necessary to identify disparities in coverage and benefit usage among those groups. The House unanimously passed Delgado’s bill, the Service-Disabled Veterans Small Business Continuation Act, which would pro-

vide the surviving spouse of a service-disabled veteran with federal contracting preference as a Service-Disabled Veteran Owned Small Business within the Department of Veterans Affairs (VA) and the Small Business Administration (SBA), regardless of the degree of disability experienced by the servicemember.

DEC Announces Summer Camp Registration Opens Jan. 26, 2020

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos announced that online registration for the agency’s 2020 Summer Camps program will open Sunday, Jan. 26, at 1 p.m. Applications should be submitted through the online registration program available through a link from the Summer Camps webpage. Parents and guardians are encouraged to register early since some of the weeks fill up quickly. “DEC’s summer camps have a long tradition of introducing youth to the outdoors through fun hands-

on, minds-on activities that create lifelong connections to nature,” said Commissioner Seggos. “Our camps provide opportunities for children to unplug and immerse themselves in the natural world and kids at DEC camps are guided by highly qualified staff in hiking, canoeing, and overnight camping adventures each week.” Now in its 73rd year, the DEC Summer Camps program offers week-long adventures in conservation education for children ages 11-17. DEC operates four residential camps for children: Camp Colby in Saranac Lake (Franklin County); Camp DeBruce in Livingston Manor (Sullivan County); Camp Rushford in Caneadea (Allegany County); and Pack Forest in Warrensburg (Warren County). In response to parent feedback, DEC revised the schedule to better accommodate families. This year, 14- to 17-year-old campers will have more sessions available earlier in the summer, as children in this age range often have schedule conflicts later in the summer. In addition, DEC updated camp offerings to

address the high demand for programming for 11- to 13-year-olds. Camps Colby and DeBruce will offer one week of programing for children ages 14-17. Camp DeBruce will offer six weeks for ages 11-13. Camp Colby will offer four weeks for ages 1113. Camp Pack Forest will continue to host children aged 14-17 for six weeks and ages 11-13 for two weeks. Camp Rushford will continue to offer two weeks of programming for children aged 14-17 and five weeks of programming for ages 11-13. Campers will have the opportunity to participate in a wide variety of outdoor adventures and are encouraged to try new things. Activities may include fishing, bird watching, fly-tying, archery, canoeing, hiking, camping, orienteering, and hunter safety education. One hunter education program for either gun, bow, or trapping is offered at each camp each week. Class size is limited for hunter education programs

and campers must sign up during registration and complete the homework in advance. Along with adventure experiences, DEC campers engage in fun, handson activities and outdoor exploration focused on field, forest, stream, and pond ecological principles. Campers might collect insects in a field, use nets in a stream, investigate soil composition, measure tree sizes, or practice taking field notes and writing in journals. Trips to nearby state lands might include kettle bogs, state parks, fish hatcheries, or nature museums. Camp Pack Forest will offer “Outdoor Adventure Week” during Week 6 (August 2-7). DEC encourages teens aged 14 to 17 who love being outdoors to sign up for this popular program. During this week, campers will develop hands-on outdoor skills that go above and beyond the traditional camp week. In addition to typical camp activities, campers may be engaged in team- and trust-building activities, forestry, citizen science, conservation science, and more. Guest DEC and natural resource pro-

All four camps offer five one-week sessions (Sunday to Friday) beginning June, 28; DeBruce and Rushford are open for seven weeks and Pack Forest operates for eight weeks. Drop-off time is 3 p.m. on Sunday, and the closing ceremony and pick-up time is Friday at 4:30 p.m. One week of camp remains $350 per child for 2020, and includes meals, trips, and a camp T-shirt. In addition to inviting parents and guardians to register children to participate in the DEC environmental education Summer Camps program, sporting clubs, civic groups, and environmental organizations are encouraged to sponsor one or more children for a week at camp. Groups that deposit funds to sponsor six paid campers in one transaction will receive a scholarship to send a seventh child to camp for free. CWC Board Approves Several Septic Systems and A Business Loan

On November 5, The Catskill Watershed Corp. (CWC) Board of Directors awarded funding for replacement septic systems and additional costs to fifteen homeowners in ten towns in Delaware, Greene, Schoharie and Ulster Counties. DEC Announces Grand Opening of New Upper Esopus Fire Tower at Maurice D. Hinchey Catskills Visitor Center

New York State Department of Environmental Conservation (DEC) Basil Seggos announced the opening of the new Upper Esopus Fire Tower at the Maurice D. Hinchey Catskills Visitor Center (CVC) in Mt. Tremper, NY. The completion of the project was announced during a formal ribbon cutting ceremony led by DEC Regional Director Kelly Turturro. The new addition to the CVC supports Governor Andrew M. Cuomo’s Adventure NY initiative to conO nect more New YorkersCwith the outdoors. Commissioner Seggos said, “The new Upper Esopus Fire Tower provides another exciting dimension to

the Catskills Visitor Center, enabling visitors to experience an outstanding view of the Catskill Mountains. The Fire Tower adds to the Catskills’ many gems, and will inspire more New Yorkers to get out and explore this region and experience all that the Catskill Park had to offer.” Located in Ulster County, the Maurice D. Hinchey Catskills Visitor Center serves as a gateway for outdoor enthusiasts to learn about the Catskill Park’s opportunities to enjoy the great outdoors. The center showcases the Catskills’ natural resources and recreational opportunities with information about the 700,000-acre Catskill Park, New York City’s one million-acre Catskill/Delaware drinking watershed, and ways to recreate and enjoy these treasured natural resources. Repurposing an Historic Fire Tower In 2019, DEC awarded $286,665 for the construction of a historic-style fire tower at the CVC to add to its amenities. The fire tower will offer an introductory fire tower experience to visitors to the Catskills, providing an unencumbered view of the Upper Esopus Valley and surrounding Catskill Mountains. In addition, the fire tower allows visitors who may not otherwise be able to undertake the challenging hike of several miles to experience a fire tower on the high peaks in the Catskills. The fire tower is an 80foot AERMOTOR MC-39, first installed in Venice, Florida, and weighs 18,000 pounds and stands 92 feet high from the ground to the peak of the cab. The tower was recently completed by Dave Vana of Davana LLC, Fire Tower Restoration, of Bloomingdale, New York. Vana purchased the tower in Florida, dismantled it, and transported it to New York, where he reconditioned it, replaced necessary parts, and galvanized the entire structure. The tower will include a map table with an alidade, a pointer used to determine direction by observers locating wild fires from the cab of the tower. In addition, DEC staff constructed a nature trail around the tower and a kiosk with information about all of the Catskill Fire Towers at the base of the tower. For nearly a century, observers watched the forests of New York State from more than 100 fire towers perched atop the highest peaks, searching for the dangerous, telltale signs of fire. There were 19 fire towers in the Catskill region and 52 in the Adirondacks. Beginning in the 1980s, the State of New York began to phase out the use of fire towers for spotting forest fires, and in 1990, the last five towers still in operation were closed.
