Julie Hedges Rohrer Julie Hedges Rohrer, 81, beloved wife of Stephen Berg passed away peacefully on October 28 at their home in Andes, New York after a long illness. Born in Glen Ridge, NJ on July 7, 1938, Julie grew up in Montclair and was the youngest daughter of Robert and Frances Hedges. She attended The Kimberley School in Montclair and was graduated from Wheaton College (MA) in 1960 with a BA in philosophy. After Wheaton, Julie moved to Manhattan and began a successful career as a financial journalist. She got her start at Business Week, went onto Forbes Magazine and finally landed at Institutional Investor Magazine where she worked for almost 20 years. There she rose to the position of Senior Editor. She not only wrote articles but had an industry “must read” column continued on and page 5 covering top professional from money management firms pension funds. After retiring from journalism and moving to Andes, New York, Julie pursued her life long passion for horses. Her keen interest in competing with Morgan horses resulted in numerous national titles and seven world championships at the Annual Grand National and World Championship Morgan Horse Show held in Oklahoma City. Julie was and remains the first and only person ever to win three consecutive Open Classic Pleasure Driving Championships. She won the Masters Classic Pleasure Driving Championships three times with two different horses and won the Ladies Classic Pleasure Driving Championship once. Julie loved baseball, especially the St. Louis Cardinals. Sam Breadon, Julie’s maternal grandfather owned and was president of the St. Louis Cardinals from 1920 until 1947. Under his reign, the Redbirds won six world series titles: 1926, 1931, 1934, 1942, 1944, and 1946. In August of 2016, Julie was invited to speak at the induction of her grandfather into the Cardinals Hall of Fame. It was a weekend full of Cardinal accolades and extended family. Along with fellow 2016 inductees Joe Torre, Chris Carpenter, and Ron Moore on behalf of Terry Moore, and in front of several thousand Redbirds fans in the heart of Cardinal Nation, Julie paid tribute to Sam Breadon and the team that brought her a life time of both heartache and joy. Julie was an avid reader and enjoyed traveling. In addition to her passion for horses, Julie was a lifelong dog lover. She possessed a wicked sense of humor that will be missed by all who loved her. Julie was predeceased by her siblings Catherine Barker, Ann Egbert and Frances Parsons. In addition to her loving husband Steve Berg. Julie is survived by her nieces: Ann Egbert, Susan Egbert Gilroy and Catherine Livingston and her nephews Robert Barker, Jamie Egbert, John Parsons and Peter Parsons. Funeral services will be held on Saturday, Nov. 16 at the Hynes Funeral Home in Margaretville. Andes Public Library Opens in Temporary Location

The Andes Public Library announced that its construction project is underway and the library moved to its temporary location at 454 Lower Main Street (the Blink Gallery by the blinking light at the T-intersection in the center of town, in front of Wayside Cider). The library will be at its temporary location until May or June of 2020. Not everything at the library will fit at the new location and the surplus is stored at the CitiHope building. The library will be renovated to become handicap accessible. The project is being funded by the O’Connor Foundation, NY State Library Construction Aid, an appropriation by Senator Seward, and some additional private foundation money that will come in this fall. The library’s contribution will be about $60,000 from our capital reserves.

DVH Named Patient Centered Medical Home

The UHS Primary Care Walton, located on the UHS Delaware Valley Hospital (DVH) campus has been recognized as a Patient Centered Medical Home (PCMH) by the National Committee of Quality Assurance (NCQA). The medical home designation encompasses 5 attributes: C o m p re h e n s i v e C a re ; Patient-Centered; Coordinated Care; Accessible Services and Quality and Safety. Over 60 criteria had to be met to receive the recognition. Comprehensive Care means the medical home is expected to meet the majority of each patient’s physical and mental health needs, and includes care when ill, chronic care, preventive care and wellness services. It also means that this takes a team of providers which can include not just the physician or nurse, but also care coordinators, social workers, nutritionists, and pharmacists. Being Patient-centered means that care is given by building a relationship with the patient and their care partners. It also means taking into consideration the patient’s beliefs, culture,

and preferences and supporting them as they learn to manage their care. By coordinating care the medical home helps coordinate any specialty care or home care that may be needed, and helps the patient successfully transition from a hospital stay to home by including appropriate community service organizations on the care team. Having accessible services is another key component of a medical home. UHS Primary Care in Walton has evening hours, (until 7 PM Monday through Thursday) and Saturday morning hours, from 8:30 to 12:30. Same day appointments are available. An answering service is also in place to take calls in all three primary care centers when the offices are closed. If someone has a medical concern, and they need advice before the office opens, they can call and the service will contact the provider on call and have them speak with the patient. This can save someone from unnecessarily going to the emergency room. At DVH our patient care coordinator, Anita Newman is a registered nurse with years of experience in hospital, outpatient and home care. Cathy McLachlan is our registered dietitian/nutritionist. Both work very closely with each other, the physicians, advance practice providers, and nursing to assess the needs of each patient. Then they work with each person and their care partners individually, to them learn more about their care, what they can do to help manage it day-to-day and help them get access to community services or programs they could benefit from, such as transportation or a fruit and vegetable program. They also work closely with the patient and family services department and hospital nursing staff, as preparations are made for discharge. This helps to ensure the patient’s transition from hospital to home will be a smooth one. The Rural Health Network of South Central NY has been given office space at DVH so they can serve the residents of Delaware County from a central base. Their services are offered to patients when appropriate. They can help ensure that the patients have access to housing, food, transportation etc. Last but certainly not

CWC Board Approves Flood Hazard Funds in Walton and a Business Loan in Hurley

On Sept. 3 The Catskill Watershed Corp. (CWC) Board of Directors awarded Chazen Companies $28,800 to draft a plan for demolition of structures on the Breakey Motors property in Walton. Costs include a buildings materials survey, laboratory analysis, and monitoring. Additionally, a loan was approved from the Catskill Fund for the Future (CFF) to Zandhoek Properties, LLC in the amount of $620,000 for the purchase of 185 Zandhoek Road, Hurley, NY to relocate THikit Inc. THikit Inc. is an online printing company specializing in high-end, extra thick business cards and invitations. The building consists of 8,600 square feet with one large open area for production, two separate offices, a kitchen, and restrooms, providing room to expand and grow. The CWC is a non-profit, Local Development Corporation responsible for several environmental protection, economic development and education programs in the New York City Watershed West of the Hudson River. www.cwconline.org

CWC Board Tours Hobart, Approves Flood Hazard Mitigation Project Funds

The Catskill Watershed Corp. (CWC) Board of Directors held its July 2 Board Meeting at the Stamford Town Hall in Hobart. There were six flood mitigation projects approved for applicants in Hunter, Prattsville and Windham. One project, reimbursement to secure a 1,000 gallon propane tank was authorized for 7883 Hunter, LLC, a property that was awarded $278,000 last month to elevate the structure. The Hunter Fire Depart-

ment was approved funding in the amount of $10,000 to complete a feasibility study to evaluate the possible relocation of the firehouse at 17 Bridge Street in the Village of Hunter. The structure is classified a “Critical Facility” and the Local Flood Analysis for the Village recommended it be relocated out of the flood plain. P rat t s v i l l e A r t C e n ter located at 14562 State Route 23 in Prattsville was approved funding in the amount of $5,000 to complete a feasibility study to evaluate possible flood mitigation measures for the structure which is being renovated to be a gathering place for the arts. The Town of Prattsville was approved funding in the amount of $5,000 to complete a feasibility study to look at flood mitigation possibilities for the town hall located at 14517 State Highway 23. During Hurricane Irene in 2011, the building had between three to five feet of water inside. Edward Rivera of Prattsville and Ken and Kathy Pyle of Delhi were each approved for $5,000 to evaluate possible flood mitigation measures for their residences. Engineering consultant Brinnier and Larios was approved for additional funding for work tasks and laboratory fees that were completed in preparation for the removal of the Mount Pleasant Bridge in Mount Tremper. There were also costs associated with redesigning the bridge access road. Stamford Town Supervisor Mike Triolo led a tour around the village to bookstores, the Hobart Historical Museum, the local hardware store and other businesses following the committee meetings. During the board meeting Don Dales from the Hobart Business Association briefed the audience about local businesses and things they were doing to improve the village as well as attract more people to town. Comments Sought on New Electric & Gas Rates for NYSEG Customers

ALBANY — The New York State Public Service Commission (Commission) announced it is seeking public comments on changes proposed by the New York State Electric & Gas Corporation (NYSEG) to its electric and gas delivery rates and practices. On May 20, 2019, NYSEG filed new electric and gas tariff schedules, intended to take effect in April 2020. Under NYSEG’s proposal, annual electric delivery rates would increase by $174.5 million (22.7% on base delivery revenues and 11.6% in total revenues) and annual gas delivery rates would increase by $9.4 million (4.6% in gas delivery revenues and 2.1% in total revenues). NYSEG projects that the average residential monthly electric bill would increase by $11.23 (or 15.0% on the total bill). The average monthly residential gas bill will increase by $1.71 (or 1.9% on the total bill). According to NYSEG, vegetation management is the largest driver for the requested electric rate increase. The gas delivery rate increases are primarily associated with depreciation, infrastructure investments, and increases to operation and maintenance expenses. Although the actual bill impacts of these proposed changes on any particular customer class will vary based upon revenue allocation and rate design. Wide Open Spaces, a website devoted to providing up-todate information for hunters, fishermen and outdoor enthusiasts, notes the importance of kids knowing how to use their guns before they go hunting for the first time. Kids should know how to load and unload, check the chamber and turn the safety on and off. Kids should be confident with their guns, feeling comfortable enough to pull their firearms to their shoulders, get the gun’s sights on the animal and pull the trigger.

Hunting is a rewarding hobby, but also one that requires a lot of work. Weather also can be unpleasant during hunting season, and that can quickly spoil youngsters’ impressions of hunting. Temper kids’ expectations in advance of a hunting trip so they know it won’t necessarily be all fun. In addition, let children know many hunting trips end without a kill. • FOCUS ON THE FUN FACtor. The AFF notes that surveys indicate that young hunters are more excited to have fun and enjoy quality outdoor time than they are by the prospect of bagging and taking home a trophy animal. Parents should focus on the fun and the beauty of nature when taking youngsters hunting to ensure kids have as good a time as possible. SOME PRE-TRIP PREPARAtion on the part of moms and dads can make youngsters’ first hunting trips successful.

Signs Game Could Be Unsafe To Eat ONE OF THE MORE ENJOYable aspects of hunting is enjoying the bounty at the dinner table after a successful hunting trip. However, not all game is safe to eat. Field & Stream, a retailer that caters to hunters, fishermen, campers, and other outdoor enthusiasts, notes that the following are some ways hunters can determine if freshly killed game is safe to eat. • LOOK FOR SIGNS OF previous injuries. Previously wounded animals may be infested with maggots or have abscesses, which are swollen areas of tissue that contain pus. Animals that appear to have been injured prior to being killed should not be eaten, as consuming them can leave hunters vulnerable to illness. • EXAMINE THE ANIMAL’S eyes and skin. Sunken eyes or emaciated, scabby skin also could indicate the animal was suffering from illness or injury prior to being killed.

• LOOK FOR TICK INFESTAtions. Game infested with ticks should not be consumed. • LOOK FOR FLUID DIScharges. Game that has discharges of dark blood or creamy or green substances should not be consumed. • SEE IF THE ANIMAL PASSes the smell test. Game suffering from gangrene or had decaying flesh typically emit a strong, foul odor and such animals should not be consumed. • INVESTIGATE THE INTErior of the animal. Just because a game animal exhibits no outward signs of illness or injury does not necessarily make it safe to eat. Hunters are advised to wear surgical or dishwashing gloves and run their hands over the body of the animal. Signs of disease or illness include hair that comes off easily, a soft or gelatinous underside of the skin when peeled off, and/or a film of blood or fluid that is not the result of the hunter’s gunshot wound. • EXAMINE MUSCLE TISsue. Muscle tissue should not smell bad or contain parasites or blood spots. In addition, examine the muscle tissue for blood clots, black blood or a greenish discharge, each of which are indicators of disease. • EXAMINE THE RIB CAGE and muscle tissue. Humans can contract tuberculosis after eating game that was infected with the disease. Indicators of tuberculosis include tan or yellow lumps on the inside surface of the rib cage or in the tissue of the lungs. INFECTED GAME CAN make hunters seriously ill if consumed. All infected animals should be reported to the appropriate local authorities.

project where front-page sections of The New York Times from the beginning of the Kosovo War in 1999 to the present are categorized by the content of the photograph above the fold, creating a physical manifestation of contemporary trends/biases of American media and culture. In Novak’s studio there are over 7,000 front page sections of The New York Times sorted into 33 categories suggested by the photographs that appear above the fold. There

are 3 components to the project: an installation, series of photographs, and digital animations. In the installation, next to each of the stacks, there will be a small screen playing a chronological slideshow of the front pages of that pile. Photographs of the individual stacks are printed to the actual size of the newspapers. Each print is 6-feet high corresponding to the height of the tallest pile, U.S. Presidents. In analyzing the front-page images over the years, the artist saw history repeating itself in recur-

Allowing her to classify the papers according to the subject matter of the photograph above the fold as a means to examine how news is visualized and transmitted as well as the politics of representation. Lorie Novak is an artist and Professor of Photography & Imaging at Tisch School of the Arts, NYU and Associate Faculty at The Hemispheric Institute. She is the founder and director of Future Imagemakers (www.futureimagemakers. photoandimaging.net), a

free participatory photography project for New York City high school students. Her photographs, installations, and Internet projects explore issues of memory and transmission, the relationship between the intimate and the public, and the shifting cultural meanings of photographs. Her work has been shown in numerous solo and group exhibitions, and her photographs are in many museum permanent collections. She lives and works in New York City and Masonville, NY.

Sarah van Ouwerkerk’s landscapes are inspired by Rebecca Solnit’s book, A Field Guide To Getting Lost, and her background in painting. The work explores the concept of losing oneself in their surroundings. The photographs are created with layers of snow, rain, fog and water, and the spaces in between, with the majority of the work created in Sullivan County. These photographs are part of an ongoing exploration of one’s place in the environment. It is intended to be a continuation of study that

originated with a portfolio of horses, and evolved into landscape. Working with the same ideas of isolation and freedom, the images grapple with the senses and how one relates to their surroundings as an abstract reality. Sarah van Ouwerkerk is an artist and Professor of Photography at Pratt Institute. The New Museum, Frazier Museum, CNN television and Dorfman Projects at the Affordable Art Fair are among the venues that have exhibited her continued on page 12

on Oct. 7, Representative Antonio Delgado (NY-19) spoke at the Friends of the Upper Delaware River yesterday afternoon for the 10th Annual “Water, Water, Everywhere” conference focused on the continued work of protecting the Upper Delaware River watershed. Below are excerpts of his remarks. Congressman Delgado’s remarks before the Friends of the Upper Delaware River conference began by discussing the federal funding announced earlier this week that will support the river. “I am honored and very pleased to be here at the 10th anniversary of the Water, Water Everywhere Conference. As noted, I was in Delaware yesterday, for the purposes of protecting the river…It was really nice yesterday when we were able to celebrate $1.2 million in funding for our river through grants that will support the water health of the river and the economic development of our communities.” “I am deeply committed to supporting our river at the federal level and that includes securing at least $10 million for the Delaware River Basin Restoration program in the next Fiscal Year, and from there, I will work to ensure that a meaningful portion of these funds support the Upper Delaware River region through grants that protect and restore the river.” The Congressman focused on the importance of the river as an economic driver of the community and his work in Congress to visit organizations supporting the river including the New York Water Supply Control Center Site in Grahamsville; the Delaware Watershed Agricultural Council; the Upper Delaware Council, Inc; the Catskill Fly Fishing Center for the First Cast; and

the Friends of the Upper Delaware River “One Bug” Event. “I will say to protect and invest in the Delaware River is, in essence, to protect and invest in our community. There’s no real distinction there. It is to invest in our small towns, it is to invest in our small businesses, it is to invest in our farmers, and it is to invest in economic development in our region—and I don’t see any difference. We cannot attempt to separate preserving and protecting our environment with economic prosperity, and those two things, in my book, go hand in hand, to partner and coordinate at the state local and federal level to make the kind of strategic investments that can strike the right balance that we know is so important. That’s why the work that all of you all are doing is so critical. It takes the kind of work you are doing to put it front and center and we need from the local, all the way to the federal level to make the right investments in our environment and specifically, the Delaware River.” “I think the Delaware River Basin Commission is a model for partnerships between the community organizations and local governments that are working to invest and protect in the New York portion of the Upper Delaware River and provide critical support for the surrounding communities. New York State Hunting and Trapping Education Courses Now Available Training Required before Purchasing a Hunting License New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today reminded all new hunters and trappers that registration for required hunter education classes is now open. Courses fill quickly and interested hunters and trappers are encouraged to register early. Each year, more than 45,000 New Yorkers take DEC’s hunter and trapper education courses. Commissioner Seggos said, “Hunting in New York is a proud tradition that helps us manage our state’s incredible natural resources. Before getting their license and going afield, all new hunters and trappers must complete a hunter, bowhunter, or trapper education course. I encourage all prospective hunters and trappers to sign up for one of the hundreds of courses offered across New York over the next several months by our dedicated

volunteer instructors. We’re proud of our hunting safety record in New York, in part because of DEC’s Hunter Education Program, which teaches the principles of safe, ethical hunting.” DEC works closely with thousands of dedicated, DEC-certified instructors statewide to provide these training courses free of charge. Courses are offered for Hunter Education, Bowhunter Education, Trapper Education, and Waterfowl Hunter Education. DEC’s online registration system makes it easy to view a list of available courses. Students can register from any device-smartphone, tablet, or computer-24 hours a day, seven days a week. Courses are added continuously throughout the year, so those interested should regularly check the online system to find a course near them.
