Delgado Remarks at Friends of the Upper Delaware River “Water, Water, Everywhere” Conference After joining the Friends of the Upper Delaware River and conservation organizations to announce federal investments in the Upper Delaware River on Oct. 7, Representative Antonio Delgado (NY-19) spoke at the Friends of the Upper Delaware River yesterday afternoon for the 10th Annual “Water, Water, Everywhere” conference focused on the continued work of protecting the Upper Delaware River watershed. Below are excerpts of his remarks.

Congressman Delgado’s remarks before the Friends of the Upper Delaware River conference began by discussing the federal funding announced earlier this week that will support the river. “I am honored and very pleased to be here at the 10th anniversary of the Water, Water Everywhere Conference. As noted, I was in Delaware yesterday, for the purposes of protecting the river…It was really nice yesterday when we were able to celebrate $1.2 million in funding for our river through grants that will support the water health of the river and the economic development of our communities.” “I am deeply committed to supporting our river at the federal level and that

includes securing at least $10 million for the Delaware River Basin Restoration program in the next Fiscal Year, and from there, I will work to ensure that a meaningful portion of these funds support the Upper Delaware River region through grants that protect and restore the river.” The Congressman focused on the importance of the river as an economic driver of the community and his work in Congress to visit organizations supporting the river including the New York Water Supply Control Center Site in Grahamsville; the Delaware Watershed Agricultural Council; the Upper Delaware Council, Inc; the Catskill Fly Fishing Center for the First Cast; and the Friends of the Upper

Delaware River “One Bug” Event. “I will say to protect and invest in the Delaware River is, in essence, to protect and invest in our community. There’s no real distinction there. It is to invest in our small towns, it is to invest in our small businesses, it is to invest in our farmers, and it is to invest in economic development in our region—and I don’t see any difference. We cannot attempt to separate preserving and protecting our environment with economic prosperity, and those two things, in my book, go hand in hand, to partner and coordinate at the state local and federal level to make the kind of strategic investments that can strike the right balance that we know is so important. That’s why the work that all of you all are doing is so critical. It takes the kind of work you are doing to put it front and center and we need from the local, all the way to the federal level to make the right investments in our environment and specifically, the Delaware River.” “I think the Delaware River Basin Commission is a model for partnerships between the community organizations and local governments that are working to invest and protect in the New York portion of the Upper Delaware River and provide critical support for the surrounding communities. I am proud to voice my support for the commission and will continue to be an advocate for that work in Congress.” His remarks concluded with an emphasis on climate change and the need to focus on green jobs of the future and creating these jobs in upstate New York. “I would be remiss to talk about how all of this and not address the big issue which is climate change. We have got to wrestle with this crisis, particularly for our community where so much of the value of our environment and society brings to bear, the climate is going to knock all of that out of whack…. We need to protect the environment not just from a moral standpoint but from an economic one…A lot of the jobs and

growth right now pertains to renewable energy, there is so much opportunity here for investment, which given our own natural advantages, we can harness for that purpose. I introduced what’s called the Green Jobs & Opportunities Act. There are a lot of ideas to discuss how we tackle climate change, I’ve chosen the job creation standpoint…What are the jobs we need, what jobs can we fill to get to net zero carbon emissions by 2050? Once we have that data we can turn around and create pilot programs at our community colleges, our high schools, our middle schools, and fashion our curriculum to train our workforce for the future.” “I am fully committed to keep listening to all of you on the ground, including from groups like FUDR, and to continue doing the work to support a healthy river and prosperous economy and future. I thank you each and every one of you for the work you do in your own individual capacities, and I’m happy to take any questions.”

New York State Hunting and Trapping Education Courses Now Available Training Required before Purchasing a Hunting License New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today reminded all new hunters and trappers that registration for required hunter education classes is now open. Courses fill quickly and interested hunters and trappers are encouraged to register early. Each year, more than 45,000 New Yorkers take DEC’s hunter and trapper education courses. Commissioner Seggos said, “Hunting in New York is a proud tradition that helps us manage our state’s incredible natural resources. Before getting their license and going afield, all new hunters and trappers must complete a hunter,

bowhunter, or trapper education course. I encourage all prospective hunters and trappers to sign up for one of the hundreds of courses offered across New York over the next several months by our dedicated volunteer instructors. We’re proud of our hunting safety record in New York, in part because of DEC’s Hunter Education Program, which teaches the principles of safe, ethical hunting.” DEC works closely with thousands of dedicated, DEC-certified instructors statewide to provide these training courses free of charge. Courses are offered for Hunter Education, Bowhunter Education, Trapper Education, and Waterfowl Hunter Education. DEC’s online registration system makes it easy to view a list of available courses. Students can register from any device-smartphone, tablet, or computer-24 hours a day, seven days a week. Courses are added continuously throughout the year, so those interested should regularly check the online system to find a course near them. To locate a hunter or trapper education course, visit DEC’s website or contact a local DEC office for assistance. Students must complete homework prior to attending the required classroom and field course. The homework portion of the course provides an introduction to the subject and enhances students’ understanding of the course material. Proof of the completed homework is required to attend the course. Students should register for the course well in advance of the course date to allow time to complete the homework requirement, which can take several hours. Access to the homework materials and online homework options can be found on DEC’s website or you can follow the guidelines listed in the course announcement when you register for a course. Course manuals and homework sheets are always available from DEC wildlife offices and Hunter Education Program instructors.

Service members make numerous sacrifices in defense of their countr ies. While the debts to service members may never be the kind that can be repaid in full, paying tribute to veterans, on Veterans Day and throughout the year, can

be a great way to show them just how much their efforts are appreciated.

Veterans Day begins with Armistice Day

Veterans Day is a byproduct of the end of World War I, when Ger-

many and the Allied Nations signed the Treaty of Versailles, formally ceasing fighting and establishing terms of peace. On November 11, 1919, the first anniversary of the signing of the treaty, the first Armistice Day events were held. Armistice Day was initially a legal holiday to honor the end of World War I only, states History.com. The United States Congress passed a resolution in 1926 for an annual observance, and November 11 became a national holiday starting in 1938. However, in 1954, after the country had been embroiled in both World War II and the Korean War, Congress amended the Act of 1938 by re n a m i n g the commemoration “Veterans Day” to honor veterans of all wars.

ing national holidays on Mondays, Veterans Day was moved to the fourth Monday of October — the first being October 25, 1971. However, many people did not agree with this decision, continuing to honor the holiday on the original date. In 1975, President Gerald Ford signed a new law that returned Veterans Day to November 11 be-

ginning in 1978. Since then, parades, memorial events, volunteer efforts, and other celebrations revolving around veterans have been held on November 11.

Veterans around the world

Many countries, including the United States, celebrate veterans on or near November 11. Ameri c a ’s

closest neighbor to the north, Canada, commemorates veterans on Remembrance Day (also November 11), as does the United Kingdom. Britain also has Remembrance Sunday, which is the second Sunday of November. Remembrance Day also is called Poppy Day, when people of the Commonwealth member states wear a red poppy flower in honor of military members who have died in the line of duty.

Paying tribute

T h e re a re v a r i o u s ways to honor veterans on Veterans Day and Remembrance Day. Federal government closings, educational efforts in schools, parades, and visits to military hospitals or cemeteries may take place. In Europe, it is common to observe two minutes of silence at 11 a.m. every November 11. Veterans Day and its sister holidays mark the honoring of veterans of all wars, with a particular focus on living veterans. It is a day to celebrate the dedication and selflessness of hardworking military men and women.
