The Delaware-Otsego Audubon Society will host a birding field trip to Montezuma National Wildlife Refuge Sunday, Oct. 20. Led by Environmental Educator, Chris DeCecare, participants will view migratory waterfowl and shorebirds on their annual journey to their wintering grounds. The Montezuma Wetlands Complex is Audubon’s first globally significant Important Bird Area because of the incredible number of birds that stop there during the spring and fall migrations. Fall months are a good time to catch the tail end of shorebird migration, the midpoint of the waterfowl migration, and likely some egrets, herons, and raptors. Participants can plan on stopping at places on the National Wildlife Refuge and on state managed properties north of the refuge. Meet at Deitz Street parking lot (across from the Oneonta YMCA) at 7 a.m. to carpool. To help New York’s dairy farms diversify their operations, transition their farms to the next generation at more affordable costs, and ensure their land forever remains used for agricultural purposes, New York State launched a second round of its $30 million Farmland Protection Implementation Grant (FPIG) Dairy Transitions Farmland Protection Initiative. The Department is currently accepting applications on a rolling basis for farmland protection grants of up to $2 million from eligible entities, such as land trusts, municipalities, counties, and soil and water conservation districts. There is no application deadline. Conservation easement projects will be awarded to eligible dairy farms that are: • transitioning to the next ownership of a continuing dairy, but whose operation has been modified to ensure greater financial sustainability; • continuing dairy, but diversifying the overall farm operation; or • converting to a nondairy farm operation. Last month, Governor Cuomo announced that $18.6 million was awarded in support of conservation easement projects on 25 dairy farms across New York. This brings the total funding provided to New York dairy farms through Round 1 of this program to $30.7 million, protecting 15,102 acres. All farmland protection project proposals must be submitted electronically through the New York State Grants Gateway. Delgado to Perdue: The Demise of Small Dairy is a Choice, Not An Inevitability Representative Antonio Delgado (NY-19) responded to U.S. Department of Agriculture Secretary Sonny Perdue’s comments Tuesday that there is no guarantee small farms will survive. This is the latest in dismissive comments from USDA Secretary Perdue about small, family farms that make up the backbone of the upstate New York

community. “Secretary Perdue, Upstate New York is home to thousands of small family farms. These farms are a critical part of the fabric of our community, they have been passed down from generation to generation, overcoming volatile market conditions and years of operating in the red.” Delgado continued, “The demise of these operations is not an inevitability, it is a choice informed by misguided policies entrenching the interests of big/corporate agriculture at the expense

of small family farms. I urge USDA to work with me and my colleagues in Congress on thoughtful and proactive policies to reverse the alarming industry consolidation we’re seeing today. As with passage of my bipartisan Family Farmer Relief Act and my proposal to make farmers eligible for student loan forgiveness, there are important steps Congress and USDA can take to alleviate the struggles of these hard-working families.” In March, when Secretary of Agriculture Sonny Perdue

was asked by U.S. Representative Antonio Delgado (NY-19) what could be done to help small dairy farmers in upstate New York, Perdue replied that economies of scale are destined to impose certain harsh consequences on small farmers. He called the challenges facing dairy farmers “intractable.” Perdue added that he would not be “compelled to keep anyone in business if it’s not profitable.” Following this exchange, Rep. Delgado invited the Secretary to NY-19 to meet with family farmers and ask the USDA to reex-

amine their value of family farmers. This August, President Trump signed Representative Antonio Delgado’s bipartisan legislation, the Family Farmer Relief Act— which eases the process of reorganizing debt through Chapter 12 bankruptcy rules, a tool created specifically to help family farmers during tough economic times. This flexibility will allow more farmers to remain operational during this down farm economy. Delgado also helped introduce the bipartisan Young

Farmer Success Act which would incentivize careers in agriculture by adding farmers and ranchers to the Public Service Loan Forgiveness Program, an existing program that currently includes teachers, nurses, first responders, and other public service professions. Additionally, Delgado is a cosponsor of legislation to remove unnecessary regulation barring schools from offering whole milk to students.
