of the Supreme Council for Planning has told Times of Oman. Talal Al Rahbi, deputy secretary general at the Supreme Council for Planning and General Coordinator of Tanfeedh, told the Times of Oman that solutions to issues

regarding a number of manpower and labour laws were addressed in the second phase of Tanfeedh and these will be announced on November 20. He added that the Omani government is also about to embark on the biggest survey in recent history by asking all Omanis for their feedback on detailed proposals. “A lot of topics regarding manpower and labour laws were discussed extensively by both the private and government sector in the presence of officials from the Ministry of Manpower including the minister, undersecretary, director generals, academia and society members. Several concerns were

highlighted, discussed and solutions were agreed upon,” he said. After thorough negotiations for more than a month, significant changes are expected, he added. “We hope that six weeks of discussions will provide substantial improvements,” he said. Survey planned Al Rahbi also mentioned that following the announcement, a survey will be carried out among the public to get feedback of the results presented at the exhibition. According to Al Rahbi, the implementation of these proposed amendments will begin in early 2017. >A3

MUSCAT: Two Omanis died in a road accident in Barka on Saturday morning, an official from the Royal Oman Police (ROP) said. “Five cars were involved in the accident. The accident took place at around 5:27am on Saturday,” the official added. The accident has also resulted in a number of injuries, the official further said. Significant drop According to latest data from the National Centre for Statistics and Information (NCSI), accident rates have dropped significantly so far this year, compared with the last. This year 3,062 accidents were registered until the end of September, against 5,007 in the same period

last year, a drop of 38.8 per cent. In September, 303 accidents were recorded, compared with 326 and 333 in August and July, respectively. Injuries fell 26.6 per cent, with 2,113 being recorded between January and September-end 2016, the number for last year was 2,879. In all, 140 Omanis were injured during the month, compared with 212 in August of this year; 42 expatriates were injured in September, down from 75 in August. Although overall death rates are down, a 1.2 per cent increase from the beginning of 2016 until the end of September was recorded, compared with 2015 figures. Until the end of September, 508 were deaths were recorded against 502 during the same period last year. >A7

MUSCAT: Being a woman in the Middle East does not negatively impact the ease of doing business in Oman, says businesswoman Christine Sfeir. Sfeir, the chief executive officer (CEO) of the Semsom restaurant has nearly two decades of experi-

ence in the restaurant business, and is credited with bringing Dunkin Donuts to her native Lebanon 17 years ago. She was 22 when she opened her first Dunkin Donuts franchise. It’s grown since then to more than 30 locations today. Speaking to the Times of Oman at the opening of a new branch of her restaurant in Shatti Al Qurum,

Sfeir said, “There is no difference, being a woman or a man, even in the Arab world. Of course, there are many challenges, but it’s the same challenges for both women and men. For every single woman out there, I have to say, if you want to do something that you love, just go for it! There is no difference between a man and a woman.” Sfeir, of course, was not without critics

when she first began. “Everyone said that we were crazy and that this would never happen,” she revealed. “But the more people said I was crazy, the more excited I was to prove them wrong.” Sfeir’s family have played an intrinsic role in shaping her business. “My family have been super supportive towards my business,” she said. “My husband, my daugh-

ters, the whole support structure has been very supportive or else we wouldn’t have been able to do whatever that we’re doing. I have an amazing team. No one succeeds on their own. Because we are Lebanese, we are very passionate about food. My grandma made me love every single dish. A lot of Semsom recipes are my grandmother’s recipes.” S TAT I S T I C S

5.4 per cent rise in fixed phone lines in September MUSCAT: There has been a 5.4 per cent rise in the total number of fixed telephone lines in Oman by September according to the latest data released by National Centre for Statistics and Information (NCSI). That includes post- paid and pre-paid lines, public pay telephones, ISDN channels, VoIP and WLL connections. Fixed postpaid connections rose by 7.8 per cent during the period to 350,290 lines while prepaid lines increased by 11.1 per cent to 62,227 by the end of September this year. However, the number of public pay telephones remained the same throughout the period at 6,801. Decline In contrast, there had been a marked 18.1 per cent drop in the number of ISDN channels during the period, which fell to 37,080 lines along with a 13.8 per cent decline in the number of WLL connections, which went down to 1,526 connections, the NCSI report said. VoIP lines, on the other hand, recorded a marginal increase during the third quarter, reaching 540 lines in September as against 529 lines in July. — ONA

These reports will track the progress of the initiative until 2020, annually. The decisions and strategies formulated at Tanfeedh will be followed not only by the government, but also by the general public through their website and compiled reports. The six-week event consisted of five labs, one of which was solely dedicated to the labour market and employment, where labour laws, including NOCs were discussed by stakeholders and experts from government and private organisations in Oman and abroad. Saud Salmi, a trade unionist, who was part of a few discussions at Tanfeedh, said the meetings were positive on the whole. “We are optimistic about the discussions. We hope the proposals can bring in positive changes in the labour market,” the trade unionist said, adding that easier ways were put forward to settle labour disputes, achieve skill enhancement, training, job creation and recruitment. Recently, Mohsin bin Khamis Al Balushi, advisor to the Minister of Commerce and Industry, said ‘changes are coming’ when asked about NOCs in Oman. The advisor insisted that the government ‘is listening.’ “The government is listening to requests from the private sector on NOCs and other reforms required in laws to attract investment. It is considering the requests. It is a positive sign. The government is not closing the door... it is very important... No doubt people will see the result. Change is coming,” Al Balushi added. Dr Nasser Saidi, member of IMF’s Regional Advisory Group for MENA (Middle East and North Africa region), said dropping NOCs for GCC (Gulf Cooperation Council) permits would allow expat workers to move between Gulf countries and respond to challenges of new reality of lower oil and gas prices. Mohammed Khaldi, a trade unionist in Oman, said: “The current sponsorship system should be either removed or reformed. It is not helping the workers. It has to change.” The trade unionist added that the NOC option for expatriates should be removed. “We are aware that the NOC is used as a tool of exploitation. It should be removed or certain changes have to be made,” the trade unionist added. During the beginning of 2016, the United Arab Emirates (UAE) had eased its labour law in order to provide more mobility to foreign workers, and Qatar is expected to do the same on December 13 with a new labour law, which will be more labour friendly and without NOC options.

ing dues of contracting firms have been paid by the government. “Maybe there are some outstanding amounts. So, we have told the banks to be little flexible on their payments to their clients/ main contractors/sub-contractors. And we have allowed them to give some sort of grace period for these accounts,” Hamoud Sangour Al Zadjali, executive president of the Central Bank of Oman (CBO), said. He also said that the central bank has also brought in new regulations and directives to ensure a healthy credit growth in a move to support the private sector. Oman’s budget deficit for the first eight months of 2016 surged ahead by 63 per cent to OMR4,371.6 million, as plunging crude oil export revenues started affecting the government’s fiscal balance. This is against a projected deficit of OMR3.3 billion

for the entire 2016 and a deficit of OMR2,681.6 million for JanuaryAugust period of 2015. Recently, the Chief Executive Officer (CEO) of an Omani contractors association had told Times of Oman that Oman is facing a construction crisis. Shahswar G Al Balushi, CEO of the Oman Society of Contractors, said difficult conditions will persist in the construction sector until oil prices — and therefore the economy — recover. “Due to the oil price dip, there are no new projects coming up in Oman. In addition to that, companies carrying out existing projects are facing big trouble with cash inflows, which will eventually lead to salary delays and other issues. Article 51 of the Oman Labour Law states that employees, who receive their salaries on a monthly basis, should be paid once a month at least.

Why the fight against fake goods is important to economic growth

T

he demand for fake goods in Oman is not falling despite stark government warnings regarding their safety and connection to organized crimes. In 2001, Oman passed a law to protect the copyright of Intellectual Property (IP) but 15 years on many small businesses still sale counterfeit goods. The authorities in Oman conduct an annual campaign to fight against the trade of duplicate items such as car spare parts, luxury clothing, mobile phones and building materials. Random raids Last year, a counterfeit agency seized fake watches, medical equipment, medicine, fabrics and glasses worth more than OMR2 million in different parts of Oman in random raids. Most of these fake goods are imported but there is evidence that the majority of them do not come through the legal channels such as the airports, seaports and border crossings. They get smuggled through the sea, mainly in the northern peninsula of Musandam where policing has proved to be a challenge for the authorities over the years. The records of the Royal Oman Police (ROP) show that nearly 70 percent of all fires in both domestic houses and

commercial buildings are caused by electrical faults. Warnings from the Ministry of Commerce never to use fake electrical switches and wirings are unheeded, mainly by contractors who are looking to inflate their profits by cutting down their costs. The police also have hard time to convince car owners not to use counterfeit spare parts such as brakes and tires. Oman has one of the highest rates of road accidents and it is no coincidence that fake parts contribute to some of them. Loss of revenues Who is to blame for this thriving illegal trade that can cost lives and loss of revenues to legitimate businesses that hold IP rights? Greed of small traders is among the culprits, who are looking to make quick money. Customers who want to save costs also contribute to this highly profitable but illegal business. Perhaps even the slackness of the authorities who don’t tighten up the net of vigilance in the borders or the sea. Among casualties, apart from the users who lose their lives, is the economy. There is no statistics to show how much money is lost from the loss of revenues in taxation from counterfeit businesses but it must be significant. Net of taxation Fake goods cost only a fraction of the original items. They are also sold above the net of taxation because they are not registered in the import license. Perhaps a new legislative process is needed to be enacted to improve the existing one by closing loopholes. Such action will increase the confidence of brand owners knowing that more is being done to protect the copyright of their products. Some brand owners have almost given up reporting the

incidents because the present legal system is unclear to them. At the same time, consumers are not encouraged to report counterfeit items if they see them on the shelves. Hotline There should be a hotline for fake goods and made available in every shopping mall. The full visibility of this campaign would discourage the would-be offenders and the existing ones drop the practice. This way, spotting and reporting a counterfeit will be much more efficient and effective than the current structure. Holders of IP rights have other concerns. They feel that the levels of penalties imposed to the majority of the infringements are not adequate or sometimes not enforced at all. To deter future offences, authorities must name and shame the offenders publicly. It would help boost the confidence of both the brand owners and consumers, not to mention strengthening the campaign again trafficking of fake goods. The government must also empower counterfeit goods inspectors with the power of starting criminal procedures to offenders and not just seizing and destroying the goods. The same should be extended to brand owners if they can prove their IP rights are being violated by counterfeit traders. Beefing up anti-piracy laws is not just a legal procedure but protects the national growth and the reputation of the country in legitimate retail trading. Ali Al Balushi crowned winner of drifting qualifier Times News Service MUSCAT: Ali Al Balushi, aka. ‘Lalou’, was crowned Oman’s ‘King of Drift’ for the fourth consecutive year at the Red Bull Car Park Drift Oman Qualifier, held on Friday in association with Oman Automobile Association. The champion drifter, after taking first place with 387 points, will go on to represent Oman in front of a home crowd at the final hosted by Oman in December. Second place was awarded to Haitham Al Hadidy (385 points) and third place to Tarek Al Shaihani (382 points). The Oman Qualifier, now in its seventh year, showcased 16 of the Sultanate’s most skilful drifters as they battled it out on the challenging track. Soon after winning, Ali Al Balushi said, “I’m so happy to take home first place for the fourth year. I can’t wait to compete for the regional title in front of all my family, friends and supporters in

evaluated their moves. The judges looked for an impressive exterior and smoke, how accurately the competitors followed the track, how well they continuously drifted and more. The demanding track was designed by Red Bull Athlete and Rally Champion Abdo Feghali. Commenting on the calibre of the competition, Abdo Feghali said, “The Red Bull Car Park Drift Oman is really on fire. The judges’ life is really hard because of the drifters and level of drifting. I’m really proud to see Oman reach this level.” Each year a judging panel of 3-4 motorsports veterans and experts select the country winners, who go on to compete in the final, where one Overall Winner is crowned ‘King of Drift’. deeba@timesofoman.com MUSCAT: Oman’s teachers, psychologists and residents are happy with the ban imposed on corporal punishment, which was recently announced by the Directorate General of Education in Oman. “We issued the circular as a reminder to all the schools, it’s

not a new decision, but only a reminder,” said an official from the DG of Education. Against the law Mohammed Al Ghafri, a former teacher who taught at a government school in Sohar for 12 years, said, “Any kind of physical punishment is not welcome, when we were children, teachers waved rulers just to discipline us, it was not physical, however any violent physical abuse is bad and against the law. So if a teacher does it deliberately or because of anger issues, and the parents report it, the case will directly go to court. It’s not even moral behaviour on part of the teacher to cross the red line.” Noora Al Akhzami, a child psychologist at the Whispers of Serenity Clinic said, “If you hit a child, you are teaching the child that physical punishment is acceptable when someone makes you angry.” “Continued corporal punishment has a bad impact on children’s behaviour. It could lead

to poorer discipline among children subjected to it, by lowering their executive functioning ability. While they may comply with rules in the short term to avoid getting beaten, they’ll fail to understand the reasons in the long term. “Studies have shown that this could lead to lower levels of selfcontrol, corporal punishment also inhibits children’s problem solving skills, and children who have been subjected to corporal punishment have reported subsequent problems with depression, fear and anger. Negative impact “As a result, students frequently withdraw from school activities, disengage academically, often develop deteriorating peer relationships, difficulty with concentration, anti-social behaviour, and intense dislike of authority, somatic complaints, a tendency for school avoidance and school drop-out, and other evidence of negative high risk adolescent behaviour.

MUSCAT: As part of its Corporate Social Responsibility (CSR) programme, Petroleum Development of Oman (PDO) has been backing local women for building start-ups in a range of different industries. Banat Oman is a PDO-backed social investment project, which aims to promote self-employment and entrepreneurship skills among Omani women, helps unemployed women forge rewarding careers and empowers and helps them raise their families’ income. Fish, dairy, sweets, soaps, silverware and crafts—Omani women from across the country are being trained in entrepreneurship skills, and Banat Oman wishes to diversify the source of income for low-income families, and create jobs that can be performed in the comfort of the women’s homes. Banat Oman has opened sales kiosks at retail outlets and their products are used at some hotels across the country. They also have a contract with the Juweirah Boutique Hotel and the Salalah Rotana Resort, and the Salalah Methanol Company, among others. They are regular participants at various exhibitions, both in and out of Oman, and also won the United Nations’ Food and Agri-

She said, “It is an honour and I am extremely appreciative to have won an award being a working woman in Oman, it was one of the best experiences of my life. As a working woman in business,

I attribute my success to hard work than to genius.” She has also headed several projects in her role as Social Investment Advisor, but a project that is very close to her heart is Banat Oman. Meanwhile, PDO is sponsoring the training of 400 young Omanis to work in the automotive industry as part of its huge programme to create 50,000 jobs outside the oil and gas sector. The company has signed agreements with six car dealers for the US$3.3 million National Automotive Higher Institute (NAHI) training scheme.

AL SHURA/BAGHDAD: Iraqi militias said on Saturday they had launched an offensive towards the west of Mosul, an operation that would tighten the noose around IS’s Iraq stronghold. A spokesman for the militias, known as the Hashid Shaabi (Popular Mobilisation Forces), said thousands of fighters “started operations this morning to clean up the hotbeds of Daesh (IS) in the western parts of Mosul”. The city is by far the largest held by the IS and its loss would mark their effective defeat in Iraq. The militias aim to capture villages west of Mosul and reach the town of Tal Afar, about 55km (35 miles) from the city, the Hashid spokesman said. Their goal is to cut off any option of retreat by IS insurgents into neighbouring

ern military sources say there had been debate about whether or not to seal off Mosul’s western flank. Leaving it open would have offered IS a chance to retreat, potentially sparing residents from a devastating, inner-city fight to the finish. Some civilians fleeing Mosul have used the roads to the west to escape to Qamishli, in Kurdishcontrolled northern Syria. Others, from villages just outside Mosul,

have exploited the chaos to flee in the other direction. Thirty km (20 miles) south of Mosul, Iraqi rapid response forces entered the town of Al Shura, once a significant base for IS where the militants enjoyed strong support. An intelligence officer said that most of the IS insurgents appeared to have pulled back north towards Mosul, leaving just a small number to try to slow the advancing security forces. Captain Abbas Shakir, speaking at the western edge of the town, said IS fighters had built up defences in the east and the south. “The enemy was surprised by our entrance from the west... They dropped their weapons and fled,” he said. Shakir told Reuters that security forces had taken the centre of Al Shura and raised the Iraqi flag, killing 50 to 60 IS insurgents. The remaining militants were firing from the eastern edge of the town, and security forces responded with artillery fire and air strikes. Saturday’s announcement by the militias added another force to the coalition of fighters seeking to crush IS in Iraq, but will also raise concerns about the role the Popular Mobilisation fighters will play. — Reuters

Air strike kills 17 in Yemen SANAA: At least 17 civilians were killed in Yemen’s southwestern province of Taiz on Saturday by a Saudi-led coalition air strike that struck a house, local officials and residents said. The raid targeted a house in the Al Salw district, the sources said, an area of Taiz where Houthi rebels and government forces backed by the coalition are fighting for control. Meanwhile, the exiled president Abdrrabbo Mansour Hadi on Saturday rejected a UN peace proposal to end the turmoil saying the deal would only be a path to more war and destruction. Speaking after meeting UN envoy Ismail Ould Cheickh Ahmed in Riyadh, Hadi said the agreement would “reward the rebels and penalise the Yemeni people and legitimacy,” according to the government-controlled Saba news agency. According to a copy of the proposal seen by Reuters, the plan would sideline Hadi and set up a government of less divisive figures. The deal would involve removing Hadi’s powerful vice president, Ali Mushin Al Ahmar Ahmar from power and Hadi agreeing to become little more than a figurehead after a Houthi withdrawal from the capital Sanaa. The conflict in Yemen has killed at least 10,000 people and unleashed one of the world’s worst humanitarian crises. — Reuters

Military and police sources who did not wish to be identified told Reuters that Saturday’s explosion was a targeted attack on Colonel Rami Hassanein, who was killed while travelling in an armoured vehicle just outside

North Sinai’s Sheikh Zuweid. One other soldier was killed and three others were injured in the attack, the sources said. Egypt’s military has not released a statement on the incident and was not available for comment. Aide to Samajwadi Party MP sent to police custody NEW DELHI: Farhat, the Personal Assistant of Samajwadi Party’s Rajya Sabha MP Munvvar Saleem, was on Saturday sent to police custody for ten days by a Delhi court in the espionage case. The investigating officer said the accused, who was allegedly working for a spy ring, was produced before Duty Magistrate Arun Kumar Garg and remanded for custodial interrogation till November 8. He said Farhat has to be confronted with other arrested men to unearth the larger conspiracy and nab others. Delhi Police claimed that Farhat was involved in the espionage ring in which Pakistan High Commission staffer Mehmood Akhtar, described as the kingpin working for Pakistan’s Inter-Services Intelligence, was detained by police for alleged possession of sensitive defence documents. It said that Farhat was detained on Friday night and was arrested this afternoon after prolonged questioning. The officer said that preliminary questioning has led to certain revelations that need to be further investigated as other names have cropped up. - PTI

There was widespread criticism from opposition parties and the military establishment over a letter issued on September 30 which had introduced a slabbased system, as recommended by the 7th Pay Commission, for determining the disability pension for defence forces. Following this, the ministry had referred the matter to the Anomaly Committee. However, there was confusion as to what system would be used to determine disability pension. Till the Committee comes out with a report, existing percentage system will be used to determine disability pension, defence sources said. - PTI

Fire in crackers market; 30 vehicles gutted AURANGABAD: A major fire broke out on Saturday in a firecrackers market here, gutting more than 150 stalls and 30 vehicles parked nearby, but no casualty was reported, police officials said. The blaze started at around 11.45am in the market set up on the occasion of Diwali at Zilla Parishad Ground under Krantipura Police Station in this Central Maharashtra city. Over 150 firecracker stalls went up in flames, while

30 vehicles parked in and around the ground were also gutted, they said, adding no casualty has been was reported so far. Cause of the fire was not immediately known. More than half a dozen fire engines accompanied with water tankers were rushed to the spot and the flames were doused in over an hour, the officials said. At the group level, the revenue for the nine months period was RO 45.95 million which is 6.73% lower than the previous year mainly due to lower international gas prices. The Net Profit after tax for the nine months attributable to the Shareholders of National Gas Company was RO 2.34 million which is remarkably higher by about 124% than the same period in the previous year. The group profits have significantly seen growth due to price maximization in the UAE and Malaysian markets and due to the revision in the subsidy structure in Malaysia which has been favorable to the group. The parent company’s revenue was RO 9.27 million which is higher by about 5% than the same period in the previous year. The Net Profit after tax was RO 569.48 thousands which is about 25% lower than the same period in the previous year. The primary reason for the lower profits is the non-renewal of an export contract which expired in July 2016.

‘Britain must take share of responsibility for minors’ DOUE LA FONTAINE (FRANCE): French President Francois Hollande said on Saturday he had spoken with British Prime Minister Theresa May to convey the message that Britain should take its share of responsibility for minors from the “Jungle” migrant camp of Calais. There was tension this week between the two countries over how to take care of young migrants after bulldozers flattened the camp that had been home to over 6,000 refugees and migrants hoping to cross the Channel to Britain. Hollande said 5,000 people had been evacuated from Calais and that there were 1,500 unaccompanied minors left, who would be transferred swiftly to other reception centres. “I talked yesterday with the British prime minister, as (French Interior Minister) Bernard Cazeneuve did with his British counterpart, so that the British can go to those centres with those minors and take their share (of responsibility) to welcome them in Britain,” Hollande said. Late on Thursday, British Home Secretary Amber Rudd was quoted by a spokesman as telling France it must guarantee the protection of these youngsters. The issue is sensitive in both countries and the head of France’s Ofpra refugee agency, Pascal Brice, responded bluntly on Friday: “We’ve done Britain’s work in tending to the adults.” “The least they can do is take care of the isolated minors who are now at the CAP (temporary lodgings) and who have an interest in going to Britain,” he told Reuters. European Union rules say Britain must take in unaccompanied children who have family ties there. An amendment to those rules adopted in Britain this year states that such minors whose best interests are served by doing so should also be admitted. — Reuters

The secret success of Abenomics T

okyo is in the midst of a construction boom, with old high-rise office and apartment buildings being rebuilt in more modern and elegant forms, all while maintaining stringent environmental standards. So bright is Tokyo’s gleam – which is sure to impress visitors at the 2020 Olympic Games – that the city might seem like an anomaly, given gloomy reports that, after decades of stagnation, Japan’s GDP growth remains anemic. In fact, even the small cities of Kushiro and Nemuro in Hokkaido, located near the disputed islands between Russia and Japan, are being rebuilt and modernized at a brisk pace, as is apparent to any tourist (as I was this summer). What explains this divergence between disappointing national economic data and visible progress in Japanese cities? It may be a problem of calculation. According to official data, Japan’s economic growth slowed by one percentage point, in real terms, in the 2014 fiscal year. Yet, according to Bank of Japan researchers, tax data suggest that growth was more than three percentage points higher than the official figure, implying that GDP was some ¥30 trillion (about $300 billion dollars) larger than officially reported. There is good reason to believe that it was. Tax data account for distributed GDP and cover a broader swath of economic activity than traditional measures of output. And, because few taxpayers have incentives to inflate their reported income, the resultant figures are unlikely to be overestimates. More insights into Japan’s real progress can be derived from another source: the new System of National Accounts 2008, the latest international statistical standard for national accounting by the United Nations Statistical Commission. Tentative calculations using Japanese Cabinet Office data suggest that, according the standard of the 2008 SNA – which counts research and development, including intellectual property, among firms’ capital assets – Japan’s 2011 GDP exceeded the published data by 4.2 per cent, or ¥19.8 trillion. A third failing of traditional GDP measurements for Japan lies in the fact that they account only for what is actually produced within the country’s borders. But we live in a globalized world, and nowadays, Japan’s citizens are acquiring considerable income from Japanese activities abroad. Given

this, gross national income (GNI) might be a more accurate representation of Japan’s economic circumstances. In the 2015 fiscal year, Japan’s GNI grew by 2.5 per cent, while its GDP grew by only 0.8 per cent. Because Japan’s nominal GDP is now close to ¥500 trillion, the 1.7-percentage-point difference between GNI and GDP amounts to ¥8.5 trillion. To be sure, foreign activities are not the only reason why GNI is growing more quickly than GDP. Even within Japan, many firms have lately been earning revenues at record rates, thanks largely to Prime Minister Shinzo Abe’s economic revitalization efforts. In fact, the gradual economic growth spurred by so-called Abenomics, together with the low exchange rate that has prevailed until recently, has helped to spur the tourism that has enabled cities like Kushiro and Nemuro to fund their reconstruction. Taken together, the growth of Japan’s GNI and the implications of tax data and 2008 SNA suggest that Japan’s economy has been doing significantly better lately than the national statistics seem to suggest. Though each new calculation focuses on a different year, we can use them heuristically to estimate unaccounted-for economic progress in Japan. The result is substantial: a ¥30 trillion annual adjustment for distributed income and ¥19.8 trillion adjustment for R&D and intellectual property. Add the GNI adjustment of over ¥8.5 trillion, and Japan’s economy is nearly ¥70 trillion, or 14 per cent, larger than official data suggest. While this is only a rough calculation, it is impossible to deny the potential differences that more comprehensive calculations can make. This has important policy implications. According to official statistics, which place Japan’s GDP at ¥500 trillion, Japan is still ¥100 trillion away from achieving a key goal of the second iteration of Abenomics: to achieve a ¥600 trillion economy. The revised reading of the statistics would reduce that shortfall by 70 per cent. Simply put, Abenomics is not getting enough credit. The incompleteness of the official view can be frustrating, especially as Japanese stocks suffer setbacks, even as Chinese stocks increase, despite the fact that, unlike Japan, China faces considerable hidden economic risks. A more comprehensive and accurate representation of Japan’s economic progress is vital to give investors the confidence that Japan’s economy merits. That, in turn, would bolster the impact of Abenomics even further. - Project Syndicate

ur world is becoming increasingly self-absorbed and materialistic. No doubt as parents we end up giving our children too much too soon and this starts as early as infancy. According to Dr Connie Dawson, co-author of How Much is Enough?: “When parents give children too much stuff that costs money, do things for children that they can do for themselves, do not expect children to do chores, do not have good rules and let children run the family, parents are overindulging.” As parents we do not like to admit that we are at fault when it comes to raising our children. We do not accept any criticism and let our ego come first. So how to raise children in an age of overindulgence? Typically overindulging manifests in three ways: Ċŗ Too much: Giving them too much of a good thing is the first sign of indulgence. From something as simple as allowing them to eat unlimited crisps while watching a cartoon show, unlimited computer or TV time, to shelling out the big bucks for your teen’s weekend activities which include birthday gifts, movies, and outing with friends, anything that is

given more than its required leads to overindulgence. Ċŗ Over-nurture: Doing everything for them rarely has any benefits except to make them over-dependent and lazy. Parents end up giving too much and expecting too little from their children. ĊŗSoft structure: Having little or no rules at home is a common sign of overindulgence. We often see four or five-year-old children not having basic manners or respect. Giving them experiences that are not age-appropriate, like letting your 13-year-old go sand-bashing or allowing your two-year-old to watch Teletubbies late into the night harms them. Neglecting to teach them basic life skills like tidying up their own rooms, basic cooking skills, doing their own laundry occasionally also leads to problems in later years. Over indulgence often meets the adult’s needs and not the child’s needs. If you notice we often give in to our child’s tantrums or nagging when we want some peace and quiet or we have some work or chores that need to be done without disturbance. We may console ourselves saying that it’s just this one time and that we won’t be doing it again. But most

have seen the light it doesn’t mean your children are going to change overnight. It takes time to break habits and behaviours that have taken hold for years. Tackle one problem at a time. Dangers of Poor Sitting Postures DO YOU SPEND a lot of time sitting at your desk daily? Many of us have desk jobs and there are many individuals who enjoy online surfing. We need to recognise the difference between a good sitting posture and poor sitting posture. The posture you use has a great deal of influence over the comfort you feel as well as your good health. Now is the perfect time to try different things to learn how to sit correctly. This is especially true if you experience pain when you stand up or body aches and pains because of sitting in straining positions for a long time. You need to sit correctly in a good office chair posture. These few tips will help you avoid sitting with bad posture. Avoid sitting on your tailbone, which is actually the bottom bone of your spine. Sitting on the tailbone for any length of time will cause pain, soreness and stiffness. Always try to sit squarely on your buttocks. The sit bones are part of the hipbones and should bear most of the weight while you are sitting. The muscles of the buttocks cover these bones. They have the ability to sustain the weight of the body, whereas the tailbone does not. When you are sitting, always sit squarely. Never lean too far backwards or forwards as this causes strain and tension. Look at where your shoulders

are right now, as you read these words. Are they hunched forward? Chances are good that if you are working at a computer or work station that your shoulders are curled forward and in. This will cause tension in your shoulders and it will have a regular impact on the way that you look and feel. Widen your shoulders and then pull them backwards. Although, this may feel a sit strange at first, with daily practice this posture will begin to feel normal to you. You may choose to do some exercises that will help loosen the strain of a rounded shoulder posture. Doing so will make a big difference. Do you crane your neck? BABY TEETH – THEIR IMPORTANCE, ROLE, AND MAINTENANCE

What is the significance of milk teeth? Primary teeth (baby teeth or milk teeth) are the set of 20 teeth which children get initially in preparation for having adult teeth. These teeth are very important for maintaining good nutrition as: zThey help to chew the food properly. zThey help in speech development. zAnd also guide the permanent teeth into position, as the permanent tooth buds lie in close proximity to the baby teeth and erupt when the baby teeth are shed. At birth the crowns of 20 “baby” or primary teeth are almost completely formed and they are hidden from view in an infant’s jaw bones. These gradually erupt through gums during the first two-and-a-half years of life, with the lower front teeth usually erupting first at around six months. By the time the child is three years old almost all 20 teeth are present in the mouth. When teeth first come in, some babies may have sore or tender gums. Gently rubbing your child’s gum with a clean finger, a small cool spoon or a wet gauze pad may be soothing. You can also give your child a clean teething ring to chew. What are the drawbacks of negligence of oral hygiene in baby teeth? Baby teeth usually get cavities due to negligence in maintaining proper oral hygiene. Since they are much smaller than permanent teeth, it does not take long for a cavity to become very large and destructive. If left untreated cavities can cause pain and infection of the gums and jaws that can lead to the need of the tooth to be pulled out. Tooth decay in infants and toddlers sometimes is called early childhood caries, baby bottle tooth decay or nursing mouth syndrome. It occurs when child’s teeth are exposed frequently to sugary liquids for long periods. When baby teeth are lost too early, the permanent teeth can drift into the empty spaces and make it difficult for other adult tooth to find room when

they come out. This can make the teeth crooked or crowded or may even prevent the adult teeth from having position to come in at all. That is why having a dental checkup done as early as the first tooth appears in the mouth, and following the instructions of the dentist to maintain good oral hygiene allows to maintain the teeth until they are naturally replaced by the permanent set of teeth. ADA recommends that a dentist examine the child within six months after the first tooth comes in and no later than the first birthday. What care should be taken to maintain oral hygiene in infants and toddlers? It’s important to care for your babies’ teeth from the start, here’s what to do: Ċ Never allow your infant or toddler to fall asleep with a bottle containing milk, formula, fruit juices or sweetened liquid. ĊŗŗDon’t dip a pacifier in sugar or honey. ĊŗŗIf your baby needs a comforter between regular feedings or bedtime, give the child a clean pacifier. ĊŗŗWipe your child’s gums with a wet wash cloth or a clean gauze pad after feeding. ĊŗŗBegin brushing your child’s teeth with a little water as soon as the first tooth appears. What is the right age for children to start brushing their teeth? How much is the safe quantity of fluoride tooth paste for the child? ĊŗŗFor children younger than three years, caregivers should begin brushing the child’s teeth by using fluoride toothpaste in an amount no more than a smear or the size of a grain of rice. Brush teeth thoroughly twice per day. Supervise their brushing and remind them not to swallow the toothpaste. ĊŗŗFor children three to six years of age, use pea-sized amount of fluoride tooth paste. businesseditor@timesofoman.com MUSCAT: Omani companies are unsure whether the proposed increase in corporate income tax will become effective for tax year 2016, since the government proposal is yet to be made effective in accordance with a Royal Decree. The Oman government, as part of a measure to mobilise non-oil revenue in the aftermath of dwindling oil income, had proposed to increase corporate income tax to 15 per cent from 12 per cent at the beginning of the year. Although the financial year is closing within two months on December 31, 2016, clarity on the revised tax rate is yet to emerge. Ashok Hariharan, partner and head of tax for KPMG in Oman, said the Basic Law of the State (the constitution) provides that taxes will not have a retrospective effect. Given that the tax year 2016 is already closed for companies whose financial year ends on or before September 30, Hariharan said any changes in tax rates could be effective only from the tax year 2017. “This will imply that the government will be able to collect the increased taxes in a majority of the cases only in 2018 when companies file their returns for tax year 2017,” noted Hariharan.

He pointed out that some companies have fixed March 31 or June 30 or even September 30 as year ending periods and many of them would have already filed their tax returns on the basis of the current tax laws. “Any increase in tax rates stipulated in a decree that is issued in the future cannot, therefore, apply to them.” The Oman government collected OMR350.70 million from income tax on companies for the first eight months of 2016, reflecting a drop of 10.6 per cent from OMR392.50 million for the same period of 2015, according to the National Centre for Statistics and Information (NCSI). According to the budget proposal, the estimated corporate income tax will be OMR520 million for 2016. Since the majority of tax collection is within the first six months of the year, it appears that the government is unlikely to achieve its target. Hariharan also mentioned that

this (Royal Decree) has been the basis of the amendments in previous years. He drew attention to international accounting standard No.12 dealing with income taxes, which stipulates that tax provisions should be established by companies in their financial statements, based on laws enacted or substantially enacted on the balance sheet date. As far as companies whose financial year has already ended, it is clear that on their balance sheet date the laws only provide for income tax at 12 per cent. Hariharan added that unlike the tax rates, which are applicable for a tax year, there could be other changes in the tax law, which could be made effective from the date the decree is published in the official gazette. For instance, if the government were to widen the scope of withholding tax, which is applicable on payments made to foreign companies, these could be made effective from the date the decree comes into force.

It is estimated that by implementing VAT, Oman should be able to earn between OMR200 million and OMR300 million additionally every year, which will support in diversifying the economy and provide a new source of government income. August 2016, the report added. Soon after the final Belgian vote, European Council president Donald Tusk called Canadian Prime Minister Justin Trudeau and invited him to Brussels for the signing ceremony, which is scheduled for noon local time (1000GMT). “The Canada-EU Summit will be Sunday. The Comprehensive Economic and Trade Agreement (CETA), which backers say will boost bilateral trade by 20 percent, appeared to be in trouble after Belgium’s French-speaking Wallonia region raised a series of late objections. The Belgian dispute over CETA reflects a split in the country between a richer, Dutch-speaking north and a largely French-speaking south that has struggled to cope with the decline of its coal and steel industries. The federal government has just one party from the south, Prime Minister Charles Michel’s MR liberals, the Socialists’ archenemies. MUSCAT: In line with the objective of raising awareness on the importance of road safety in the Sultanate, the Zubair Automotive Group (ZAG) recently participated in the Traffic Safety Exhibition 2016; which was held at the Oman International Exhibition Centre recently. As part of its participation, ZAG installed an innovative display with a theme of ‘Don’t Text and Drive’, promoting the real dangers of texting while driving to visiting school children and members of the general public, says a press release. With a focus on the dangers of texting and driving, the Zubair Automotive Group road safety installation was set up to look like a miniature movie theatre. Visitors, including children, were encouraged to wear specially provided glasses, akin to older 3D glasses, and view a specially prepared video of a car travelling on familiar Omani roads. The glasses provided however, were specially prepared to obstruct the users vision with common characters used when texting, in order to simulate the distraction and lack of visual awareness that are the inevitable result of texting while driving. They were then provided with a questionnaire to test their awareness of the road signs, turns, presence of ROP, and more. The exercise really drives home the ‘Don’t Text and Drive’ message and showed them firsthand just how much information they missed and how dangerous it would have been driving in a real world scenario. Mark Tomlinson, the Zubair Automotive Group general manager commented, “Learning about the real dangers of texting while driving through first-hand

experience is by far the most effective way of promoting road safety. This is why we chose to go with a hands-on interactive approach with our installation. In doing so, our visitors, and especially the students, experience hazards in a safe environment and learn the appropriate actions they need to take to avoid such danger. Through such activities we also help them improve their skills by reminding them of the importance of not using a mobile phone and other such distractions while driving, whilst also obeying traffic rules and showing consideration for other road users.” Aside from the awareness video, visitors who filled out the questionnaire were also entered into a draw to win one of several bluetooth headsets being given away by ZAG. Giveaways, including car sunshades, incorporating the ‘Don’t Text & Drive’ core campaign message, were also given to attendees who viewed the video and completed the questionnaire. Over the course of the three days, the ZAG ‘Don’t Text and Drive’ installation saw the attendance of over 2,000 people, including over 900 children. The results of the labs have been used for creating a roadmap to implement the Five Year Plan. The 9th Plan is characterised by innovative financing strategy, targeting to reduce reliance on traditional funding through the government, thereby giving bigger role to the private sector in the development process covering integrated infrastructure projects in the Sultanate. The government has made significant investment in infrastructure development during the

earlier plans, providing a conducive milieu for investment in roads, ports, airports and other projects. Collaboration between all institutions of the state and individuals has become the key for addressing the challenges in the face of tough times amid the current downturn. The supplementary role of finance is seen as important for enhancing the economic diversification programme in Oman. India’s Asiad gold-winning goalie Burman passes away KOLKATA: Asian Games winning former India football goalkeeper Prodyut Burman passed away on Saturday evening at a city hospital following a prolonged illness. The 81-year-old was suffering from Parkinson’s disease for a long time and breathed his last at the SSKM Hospital today at 4.40pm.

He is survived by wife, one son and a daughter. Having started off his career from Eastern Railway before heading to Mohun Bagan, his moment of glory came in the Jakarta 1962 Asiad when he played second fiddle to main goalkeeper Peter Thangaraj. - PTI

According to a press statement issued by the school, Arsenal Soccer Schools Oman travelled to Dubai on Friday with the under-12 and under-14 squads to take part in the first leg of the

Arsenal Soccer Schools GCC League. Matches were played over two days at the Emirates Sevens Ground, the home of Arsenal Soccer School Dubai Along with Arsenal Soccer School Dubai the other participating teams were Arsenal Soccer School Bahrain and Arsenal Soccer School Kuwait.

Each team played a total of eight matches with each team playing one another twice. The Oman U-12 team had a very hard first day narrowly losing all four of their games but it certainly wasn’t due to lack of effort. The boys feeling slightly down were soon given a lift by coach Davis Rizzolo who praised their work rate and quickly picked them up ready for day two. The U-14 team started slowly but soon found their feet and ended day one with two wins a draw and one loss. That loss was to be their only one of the weekend as they turned on the style on day two picking up another three wins and a draw which was enough to see them lift the trophy and crowned winners of the first leg of the League.

Coach Jermaine Wynter was delighted with his boys as they lost two players due to injury and had to use some under-12 players for much of the matches. He said the boys showed great spirit and determination which enabled them to come out on top. The under-12 squad certainly improved on day two but could do little to stop the strong team from Kuwait who dominated from the start of the weekend, finished unbeaten and deservedly lifted the winners trophy. Coach Davis praised his young squads and their attitude and said they will certainly learn from the experience. The next leg of the ASS GCC League will be for under-8 and will take place in Oman at the end of November. WRESTLING

Sakshi’s plans for wrestling nursery AMBALA: Olympic bronze medallist wrestler Sakshi Malik on Saturday said that she would soon set up a wrestling nursery where the national level wrestlers would be trained. Sakshi also said she would continue her wrestling even after her marriage. She had come to Ambala cantonment to greet the state’s Sports Minister Anil Vij on Diwali festival. Speaking to reporters later, she said that Vij had encouraged the players of Haryana a lot and tried to provide them all the facilities so that they could bring laurels. On the occasion, Vij said that Sakshi had been appointed brand ambassador for promoting ‘Beti Bachao-Beti Padhao’ campaign and expressed hope she would perform her duty effectively.
