Two killed in car accident Times News Service MUSCAT: Two Omanis died after a car crash on the Sultan Qaboos Highway in the early hours of Friday. Royal Oman Police officials have confirmed the deaths of driver Ahmed bin Khamis Al Siyabi, 34, and his 37-year-old passenger Ali bin Jumaa Al Zakwani. Akcent performs DEEBA HASAN deeba@timesofoman.com MUSCAT: A Pakistani author, social activist and a former parliamentarian was recently awarded by the government of Oman for writing a book on His Majesty the Sultan. The 238-page book, in English and Urdu titled ‘His Majesty Qaboos bin Said, Sultan of Oman- A Nation Maker, Entitled to the Noble Peace Prize’ was written by Farah Azeem Shah back in 2013. The book features articles on an array of subjects related to His Majesty’s life, including education and background and the developments attained by Oman under his wise leadership, but predominantly, the book seeks for His Majesty to be awarded with the Noble Peace Prize. “We want to promote bilateral relations between the two countries and in this respect I have also

written a book on His Majesty. When I came to know about him and his visionary leadership, I was very impressed by the man, his services towards the nation, and how he developed his country, and we want a similar leader back in Balochistan as well. “Balochistan and Oman have very close relations, dating back to the history of Gwadar, which is why there are so many Balochis here in Oman and we Balochis have very strong feelings for the Omanis, this is why me and my team are here,” she said. Besides the book, together with her journalist husband Shahzad Akhtar, Shah also founded a monthly magazine called ‘Global Affairs’ more than two years ago, which now has offices in over 15 countries worldwide. His Majesty the Sultan was featured on the cover of their September 2016 edition.

“We have our own platform by the name of Global Affairs, based in more than 15 countries, with our head office in Pakistan, branch offices in London and Durban. In a couple of months we will inaugurate our offices in Muscat and Dubai as well. We also have plans to open offices in the United States soon.” When the Muscat office opens, Shah says that they will also appoint a peace ambassador in the country, going in line with their policies of bringing about peace and co-existence in the world. “We will also soon announce our peace ambassador in Oman, we have a peace ambassador in every country that we are based in. This is because Global Affairs is a platform where we are uniting nations with peace, love, friendship, harmony, and we believe our country is the earth we are the citizens of this world which consists of only one race- the human race. >A2

MUSCAT: Khat smugglers may face life sentences or the death penalty if they are caught by the Royal Oman Police, warned the Director General of Narcotics Control. A senior official at the ROP said that there has been an increase in khat smuggling in the Sultanate and the warning comes in light of the rise. According to the ROP, 27 cases were registered against 58 people involved in the khat trade since the beginning of the year until October 2016, and 10,240 bundles of the herbal high were seized. During the same period 18 smuggling attempts were foiled and 2,560 kilogrammes were seized. Those numbers are up on last year, according to police, prompting the renewed warning that the death penalty is available in cases of smuggling. Under the Narcotics and Psychotropic Substances Law issued by the ROP, khat smugglers and traders could suffer severe punishments which could go as far as being sentenced to life in prison or execution. There is also the option of a fine of OMR 50,000. Khat users would also face up to three years in prison as well as a fine of up to OMR3,000. it is no less dangerous than any other drug which affects mental and physical health. “These types of poisons give the illusion that the user is more active and it is nothing more than a synthetic feeling and far from reality. Khat users will feel lazy and drowsy as well as insomniac.” He added that they will also be more moody, angry and hostile, especially towards relatives. Impact on health “There are many health effects from khat such as schizophrenia and sudden heart attacks from the rapid hard beats, as well as damaging the digestive system from prolonged usage in the mouth, lips, gums and tongue,” said Col. Al Farsi. “Loss of appetite, liver infections, urinary tract infections and erectile dysfunction are among the effects. Health reports also suggest that mouth cancer can be a result of using khat,” added Col. Al Farsi.

MUSCAT: Blame it on a weak La Nina if there is less rainfall this year in Oman. The name La Niña originates from Spanish, and means “the girl,” and is analogous to El Niño, which means “the boy.” “We are in a weak La Nina (cooler than normal waters in central and eastern equatorial Pacific) and these weak La Nina conditions will continue through December and like into January. This can certainly be one factor in the dry pattern in Oman, but given that it is a weak signal it is not the only one,” Jason Nicholls, senior meteorologist and the manager of International Forecasting for AccuWeather, said. Echoing same opinion, Saeed Al Sarmi, the head of the Research

Centre from Public Authority for Civil Aviation (PACA), confirmed that this year Oman is facing a weak La Nina phenomenon, which can be one of the factors for less rainfall. “But we can’t be confident enough to say that this is the only reason as there is not much study on La Nina in Oman,” he told the Times of Oman. He added that La Nina is the opposite of El Niño, where you get heavy rainfall. “But each El

Niño has different characteristics, where we can’t predict the rainfall figures.” According to PACA officials this year, Oman has gotten around 40 to 50 millimetres (mm) of rainfall in some areas of Northern Oman. “But sometimes during El Niño, Oman gets around 300 to 400 mm of rainfall,” Al Sarmi said. He also noted that October and November are generally not considered the rainy months in Oman. “But sometimes some rainy events happen,” he said, adding that the February to April period is considered as the rainy months in Oman. Nicholls also pointed out that a bigger factor in the drier pattern and lack of Arabian Sea activity is the Indian Ocean Dipole (IOD), which is currently negative. “It was strongly negative from July into September. A negative IOD

is characterised by warmer than normal near Indonesia with cooler than normal water off Somalia. This usually results in less rainfall across the Middle East, India and eastern Africa, with enhanced rainfall in South East Asia and Australia. This was certainly the case in September and October.” He also said there was no rain in Muscat in October 2015. “So October 2016 is not too different than October 2015, except that this October was not quite as warm as last October. The wettest October recently was back in 2012 when nearly 26 mm of rain fell in Muscat,” Nicholls said. Regarding the chances of rain, Nicholls predicted that he sees no rain prospects over the next couple of weeks in Oman. “So we can say that the month of November will likely be drier than normal overall.”

A popular DJ, producer and live performer, Sina has given the world songs, such as That’s My Name, Stay with Me, Love stoned, How Deep is your Love, French Kiss, and King of Disco. “This is my first time in Oman, just arrived very early this morning and after a bit of sleep I started to shoot a music video for my next single that will be released in the coming months.” “I have to say that so far Oman is very different from what I had expected, beautiful places and

warm people everywhere, I must admit it was love at first sight with the country. It is so different and more beautiful than any of the Middle East territories and I have to thank ‘Tour Oman’ for arranging such a beautiful trip,” he said. Before coming to Oman, Sina was in his Romania, his home country and said had a wonderful journey to Oman. “I had a more than a pleasant journey with Turkish Airlines to Muscat, from Romania. The night before my travel to Oman I was in the capital city of Bucharest, doing a show at one of the most popular venues in the city.” Before coming to Oman, Sina said he had very little information about the country. “I have to admit that I did not know much about Oman before coming here,

I had scattered information from what I saw on TV and what my friends from India have told me stories about.” “Usually before a show I gather all my energy and try relaxing a little just before going on stage, but I do look forward to meeting my new friends in Muscat after the show and even tomorrow while I will be shooting the music video in Muscat, and on this occasion I hope to see more of the beautiful city and make new friends.” Sina also had a message for his fans. “I would like to thank everyone for the love and support shown over the years and the thousands of messages received from Oman.” After the concert and shooting the music video, Sina will head to Vienna. “Tomorrow night, after we finish shooting the music video shoot, I will be heading to Vienna in Austria where I will be working on new music to be released next year.” When he is not working, Sina loves spending time with his family, “I love spending time with my family, my beautiful wife and five children. Iraqi special forces push deeper into east Mosul The elite Counter Terrorism Service troops launched a major operation against the IS militants

BARTELLA/ALI RASH: Iraqi special forces recaptured six districts of eastern Mosul on Friday, a military statement said, expanding the army’s foothold in the IS bastion a day after its leader told his militant followers there could be no retreat. An officer in the elite Counter Terrorism Service, which has spearheaded the Mosul offensive, said its troops had launched a major operation against the militants who are now almost surrounded in their last major urban redoubt in Iraq. CTS special forces took over the neighbourhoods of Malayeen, Samah, Khadra, Karkukli, Quds and Karama, the statement said, inflicting heavy losses on the militants and raising the Iraqi flag over buildings. One Mosul resident, speaking to Reuters by phone, said he could still hear the sound of fighting coming from one of those districts. The territory taken by the government still amounts to just a fraction of the sprawling city, which is divided into dozens of residential and industrial districts and held 2 million people before it was captured by IS in 2014. The battle to drive the fighters out is the biggest ground operation in Iraq since the US-led invasion in 2003. The advances took the troops 1 mile (1 1/2 km) inside

the city. Districts captured so far, however, are less built-up than other areas, particularly those on the west bank of the Tigris River, where the hardliners could be more deeply embedded. Iraqi officers and those from a US-led coalition providing air and ground support to the offensive say progress has been faster than expected, but stress that the operation is still in its early stages. Speaking at the CTS command post in the village of Bartella, east of Mosul, a senior officer said the advancing troops were coming up against fierce opposition, including car bombs and sniper fire. In the village of Ali Rash, 7 km (4 miles) to the south east, a Reuters reporter heard helicopter gunships and cannon fire over Mosul. Volleys of automatic rifle fire, possibly from the militants, were also audible and smoke could be seen rising from the east of the city. An officer in the village said Iraqi troops had also taken two thirds of another Mosul district, Intisar, in the same eastern section of the

city. IS fighters “are trying to get away”, Lieutenant-General Qassem Jassim Nazzal told Reuters. In a sign of the fierce resistance which soldiers have encountered since entering the city on Monday, Nazzal said they blew up six bomb-laden cars, killed two suicide bombers, and killed 30 other people. In the village of Ali Rash, retaken by Iraqi forces sweeping towards Mosul from the south and the east, the bloated and blackened bodies of three IS fighters, dressed in khaki trousers and military boots, were left out in the open. “They’re criminals, let the dogs eat them,” another officer said. Iraqi regular troops and special forces, militias, Kurdish peshmerga fighters and other groups backed by US-led air strikes launched their campaign to retake Mosul nearly three weeks ago. In a speech released on Thursday IS leader Abu Bakr Al Baghdadi - whose whereabouts are unknown - said there could be no

retreat in a “total war” against the forces arrayed against IS, telling fighters they must remain loyal to their commanders. Mosul is still home to nearly 1.5 million people, who risk being caught up in brutal urban warfare. The United Nations has warned of a potential humanitarian crisis and a refugee exodus. Iraqi officials say IS is holding the civilian population as human shields. UN human rights spokeswoman Ravina Shamdasani said on Friday IS fighters had killed hundreds of people, including 50 deserters and 180 former Iraqi government employees, around Mosul. They have also transported 1,600 people from the town of Hammam Al Alil, south of Mosul, to Tal Afar to the west, possibly for use as human shields against air strikes, and told residents to hand over boys above the age of nine, in an apparent recruitment drive for child soldiers. The United Nations says 22,000 people have been displaced since

the start of the Mosul campaign, not including thousands from outlying villages forced to head to Mosul by retreating IS fighters who used them as human shields. Mosul residents, speaking to Reuters by telephone, said IS fighters were deploying artillery and rocket launchers in and near residential areas. Some were hidden in trees near the Wahda district in the south, while others were deployed on the rooftops of houses taken over by the militants in the Ghizlani district close to Mosul airport, they said. “We saw Daesh (IS) fighters installing a heavy anti-aircraft machine gun alongside a rocket launchpad, and mortars as well,” one Mosul resident said. People in southern and eastern neighbourhoods reported on Thursday night that their houses had been shaken by artillery and rocket barrages launched from their districts towards the advancing troops. As well as the IS resistance in Mosul itself, the militants have launched diversionary attacks across the country since the start of the offensive. In the town of Shirqat, about 100km (60 miles) south of Mosul, militants stormed a mosque and several houses early on Friday, a local police officer said, killing seven soldiers and fighters from the Popular Mobilisation force. The insurgents crossed from the eastern bank of the Tigris into the town at 3am, taking over Al Baaja mosque and fanning out into alleyways. Security forces imposed a curfew and said reinforcements from the Popular Mobilisation, or Hashid Shaabi, forces were being sent to the town. In their drive towards Mosul, Iraqi troops and Kurdish peshmerga fighters have closed in from the north, from the eastern Nineveh plains and up the Tigris from the south.— Reuters

3 US trainers shot dead AMMAN: Three US military trainers were shot dead in Jordan on Friday when their car failed to stop at the gate of a military base and was fired on by Jordanian security forces, a Jordanian military source said. The incident occurred at the Prince Faisal air base in the south of the country. Two trainers died immediately and a third died later in hospital. A Jordanian army guard was also shot and wounded. “There was an exchange of fire at the entrance to the base after an attempt by the trainers’ vehicle to enter the gate without heeding orders of the guards to stop,” the military source said. “An investigation is now under way to know exactly what happened.” Another Jordanian security source said it was not possible to rule out political motives in the incident at an air base where dozens of US trainers work alongside Jordanians. US officials, speaking on condition of anonymity, told Reuters they were reviewing the incident and could not rule out the possibility of a deliberate attack. One said there were Americans in the convoy who were unharmed in the incident. A Pentagon spokesman confirmed the shooting incident. “We are saddened to report that three US service members were killed today in a shooting incident at a Jordanian military base,” Peter Cook said. Jordan hosts several hundred US contractors in a military programme which includes the stationing of F-16 fighter jets that use Jordanian airfields to hit IS positions in neighbouring Syria. Since the start of the Syrian conflict in 2011, Washington has spent millions of dollars to help Jordan set up an elaborate surveillance system known as the Border Security Programme to stem infiltration by militants from Syria and Iraq. US officials say aid to Jordan is expected to rise to $800 million in 2016 and grow in future years. — Reuters

Egypt arrests militants; judge survives assassination attempt CAIRO: Egyptian authorities said on Friday they had arrested members of two recently emerged militant groups, along with weapons, explosives and evidence that the organisations had been set up by the Muslim Brotherhood. Police detained five leaders and other members of the Hasam Movement and Louwaa Al Thawra, the Interior Ministry said – both groups that have claimed responsibility for assassination attempts on judges, policemen and military officers. There was no immediate comment from either organisation, or from the outlawed Muslim Brotherhood, which says it is a peaceful movement and accuses the government of abuses. The Brotherhood won Egypt’s first free elections after the 2011 uprising that ended Hosni

Mubarak’s 30-year rule. But the Brotherhood leader who became president, Mohamed Morsi, was himself deposed after mass protests against his rule and replaced by the army’s Abdel Fattah Al Sisi in 2013. Sisi has since overseen a crackdown on opposition in which hundreds of Brotherhood supporters were killed and thousands, including Morsi, jailed or sentenced to death. Both Hasam – an acronym in Arabic for the Forearms of Egypt Movement which doubles as the word for decisiveness – and Louwaa Al Thawra, or the Revolution Brigade, have claimed responsibility for attacks, saying they are taking revenge for the government crackdown. Earlier on Friday, a judge who tried Morsi survived an assassina-

tion attempt when a parked car exploded as his vehicle drove by. Public Prosecutor Hisham Barakat, who referred many Brotherhood leaders to trial, was killed in June 2015 by a car bomb. The Interior Ministry said on Friday it found letters from Brotherhood leaders admitting it carried out the assassination. Also on Friday, a senior Egyptian general was shot dead by militants on Friday near his home in North Sinai where an IS insurgency is raging, the second such incident in as many weeks. Louwaa Al Thawra had claimed responsibility for a similar attack on October 22. An insurgency in the rugged and thinly populated Sinai Peninsula gained pace after the military overthrew Morsi. NEW DELHI: The one-day ban on a leading Hindi TV channel ‘NDTV India’ by the Centre over its coverage of Pathankot attack drew sharp condemnation on Friday from opposition parties and media bodies which called it “shocking and authoritarian” and reminiscent of Emergency days. The leaders of the non-BJP parties and the media bodies also demanded immediate withdrawal of the order imposing the blackout on November 9. There was also a suggestion by Delhi Chief Minister Arvind Kejriwal and senior Congress leader Digvijay Singh that all newspapers and channels “show courage” and “go off air and not publish” on that day to register their protest. of the inter-ministerial panel of the Information and Broadcasting Ministry showed that an emergency-like situation prevailed in the country while Congress Vice President Rahul Gandhi slammed it as “shocking and unprecedented”. The Editors Guild of India condemned the order as a “direct violation” of the freedom of the press and similar sentiments were echoed by the Broadcast Editors’ Association (BEA). Singled out NDTV while terming the order as “shocking” has alleged that it has been “singled out” and said it is examining all options in the matter. “The Editors Guild of India strongly condemns the unprecedented

decision of the inter-ministerial committee of the Union Ministry of Information and Broadcasting to take NDTV India off the air for a day and demands that the order be immediately rescinded,” the Guild said in a statement. “The decision to take the channel off the air for a day is a direct violation of the freedom of the media and therefore the citizens of India and amounts to harsh censorship imposed by the government reminiscent of the Emergency.” The BEA while expressing deep concern at the government’s decision said imposing a ban is a violation of freedom of expression. Ex-soldier suicide: Jaitley blames banking lapse NEW DELHI: Slamming the Congress for playing politics over an ex-soldier’s suicide, Finance Minister Arun Jaitley on Friday blamed administrative lapse on the part of bank for not remitting the entitled pension after he was granted OROP. On Minister of State for External Affairs V. K. Singh branding the deceased as a Congress worker, he said all leaders must be “sensitive” to the suicide. Taking Congress Vice-President Rahul Gandhi head-on, he said no one should try to change a personal tragedy into political gain, especially by a party whose fortune is already sinking. The UPA government, he said, had not taken any meaningful step towards implementing onerank-one-pension (OROP) for defence personnel in its 10 years of rule as was evident from a meagre Rs5 billion allocation it made for the purpose. The government sympathises with the defence personnel who committed suicide, but there was not a lapse that OROP was not granted to him, he clarified. “It obviously seems to be an administrative lapse. It is not a lapse where the OROP was not granted. It was not a lapse that there was some exception made in his favour. Obviously, communication with the bank, there seems to be some gap in that and therefore, he was given pension for one part of the service and not for other part of the service which he was legitimately entitled to,” Jaitley told reporters here. He gave an assurance that the payments are already reaching the defence personnel. “It is a very sensitive case because the government has allocated all the money. Now obviously, (as for) the communication at the bank level, there seems to have been some problem in calculating his entire service, which was divided into two parts. This was a procedural problem which could have been resolved at the level of the bank or the department dealing with it,” Jaitley said. The finance minister made a reference to efforts to create “meaningless conflict” over OROP applicable on defence services. “This OROP has remained a demand of retired defence personnel for decades. And during 10 years of the United Progressive Alliance government from 2004 to 2014, there was this demand but it has not taken any meaningful step during these years,” he said. It was only during the Lok Sabha elections in April that they said a committee will be set up to work out the functional modalities of OROP, Jaitley added. “If in April 2014, you are setting up a committee, that shows it’s only for electoral benefits,” he said further. ISLAMABAD: Pakistan’s chances of getting any advantage from leaked information about more than 400 of its citizens who have stashed wealth abroad are bleak, as its laws facilitate money laundering and tax evasion in a legal manner, according to experts. They say until these laws are amended, tax authorities cannot take tangible action against culprits, which is also evident from past seven months’ proceedings. Another issue is the ability and will of the Federal Board of Revenue(FBR) to take concrete actions, as it has so far preferred to hide behind these legal lacunae. Interestingly, Prime Minister Nawaz Sharif had enacted the Protection of Economic Reforms Act (PERA), 1992 during his first stint as prime minister. Illegal money After its enactment, industrialists and politicians whitened their illegal money, according to court records and statements of that period. Sections 4, 5 and 9 of PERA and section 111(4) of the Income Tax Ordinance, 2001 guarantee complete immunity from tax investigations. Before passage of PERA, the

Another issue hindering progress on Panama leaks is that tax authorities neither have formal arrangements for exchange of information with the infamous offshore tax havens nor the capacity to confront influential people. Pakistan does not have such a treaty with known offshore tax havens Panama, British Virgin Islands, Jersey and Cayman Islands.

FBR spokesman Dr Mohammad Iqbal has repeatedly said in the past that there are two prerequisites for going after people identified in the Panama leaks. First, there should be official papers establishing that they really stashed their wealth abroad and secondly there should be a bilateral avoidance of double taxation and exchange of information treaty. So far, FBR has served tax notices to about 336 people who had been named in the Panama Papers. None have been prosecuted till date. FBR is serving notices under section 176 of the Income Tax Ordinance, which empowers tax officials to seek information about any transaction. “The nature of the tax notice does not fall under section 176; the notices to those named in the Panama leaks should have been served under section 111 or 122(5) of the income tax law,” Syed Shabbar Zaidi, a senior partner at AF Ferguson & Co, told The Express Tribune in September this year. Other tax experts also said tax authorities were unlikely to achieve anything through these notices in most cases. Non-resident Pakistanis who do not have a source of income in Pakistan would not be bound to reply to these letters. In April this year, tax authorities had also served a notice on Prime Minister Nawaz, seeking a clarification on receipts of foreign remittances from his son and subsequent distribution among his family members. This notice was also served under section 176 of the Income Tax Ordinance 2001. FBR never disclosed the outcome of this notice to the public to gain credibility that it was impartial. However, research work carried out by leading tax expert Dr Ikramul Haq gives some hope. It also provides a lead to the country’s courts, which may get to the bottom of the case. - Express Tribune

Pakistan, China to trade in local currencies KARACHI: Standard Chartered has taken the lead in conducting a roadshow in Pakistan to inform businessmen that hurdles to trade with China in local currencies – Pakistani rupee and Chinese renminbi – have been razed. Until now, the two countries were trading in dollars, which caused hurdles in the way of banking transactions for traders. The two nations signed a currency swap agreement a couple of years ago. Standard Chartered Pakistan Chief Executive Officer Shazad Dada said they had a very fruitful meeting with the State Bank of Pakistan on Thursday morning. The central bankers pledged to facilitate trade in the two currencies. The roadshow is held at a time when most banks in the two nations have yet to set up their branches in each other’s countries. However, Standard Chartered has branches in both the countries. The roadshow is part of an international series, as the Greater China Region’s Standard Chartered has conducted similar shows in the Middle East and Africa in recent days. China is now in agreement with eight countries to conduct trade in their local currencies. These include Pakistan, Hong Kong, the UAE and Qatar. China has been conducting roadshows since its official currency renminbi was included in the IMF’s Special Drawing Rights (SDR) list of global currencies, effective from October 1, 2016. This coincided with China’s on-going investment worth $46 billion in Pakistan under the China-Pakistan Economic Corridor (CPEC). Pakistan to deport National Geographic’s ‘Afghan Girl’ PESHAWAR: A Pakistani judge on Friday ordered the deportation of Sharbat Gula, the green-eyed “Afghan Girl” whose 1985 photo in National Geographic became a symbol of her country’s wars, after finding her guilty of illegally obtaining a Pakistani identity card. Gula, now in her 40s, also was sentenced to 15 days in jail and fined Rs100,000 ($955.11). She had been living in Pakistan’s northwestern city of Peshawar for years with her husband and children. Her family has said her husband died a few years ago. It was not immediately clear when Gula would be freed or deported, as she has already spent 10 days in jail, said an official at the Afghan consulate in Peshawar. “She may spend five or four more days in Pakistan as a prisoner but we had made a special request to the Pakistani authorities to allow her to return Afghanistan either today, Friday, or Saturday,” he said on condition of anonymity. Critics say the protest was whipped up by an extremist group that latched on to political tension ahead of February’s election for the governorship of Jakarta, the country’s capital, and was allowed to grow because the government failed to rein it in. Where in the world? There are two main species of gorillas, the eastern lowland and western lowland. Eastern gorillas live in the tropical forests of Democratic Republic of the Congo and along the borders of Uganda and Rwanda. Mountain gorillas are a subspecies of eastern gorillas. Western gorillas live in the forests of Cameroon, Republic of the Congo, Democratic Republic of the Congo, Equatorial Guinea, Gabon, Angola and Nigeria. Cross River gorillas are a sub-species of the Western gorilla. How smart are they? Gorillas rank among the most intelligent animals. In captivity they have been taught to use tools and sign language. Young female gorillas join a new group at about eight years old. Dinnertime Gorillas are primarily herbivores, feeding mostly on leaves, berries, plants, fruits, flowers, shrubs, and vines, but they also enjoy termites and other insects. Occasionally, they will eat small animals. Adult males eat about 45 pounds (20 kg) of food per day. Facing extinction Gorillas face an uncertain future as many are critically endangered; this is largely due to habitat loss and commercial hunting. There are only about 700 mountain gorillas left. MUSCAT: Bernd Ritthammer was an immovable object at the top of the leaderboard on Moving Day at the NBO Golf Classic Grand Final, a five under par third round of 67 taking him two shots clear of the chasing pack. The German played flawless golf, making five birdies to move to 18 under par at Almouj Golf and put himself in contention for a third European Challenge Tour victory of the season. Following Saturday’s final round, the top 16 on the seasonlong Road to Oman will graduate to the European Tour, and even though Ritthammer has long known he will be among them, he is keen to end the year in style. “It doesn’t matter too much what happens here with me, but I do still really want to win,” said the 29 year old. “It would be very special to win the Grand Final as it is very different to all the other tournaments and I would love to do it. “If you’re in a good position then expectations rise, but I am trying

to stay the same as I was coming into this week because I was playing without any pressure. “It wasn’t as easy as yesterday (Thursday). I hit a couple of wayward shots on the front nine but managed to make some good saves, and I am pleased with not dropping a shot today (Friday). MUSCAT: Oman’s Minister of Oil and Gas Dr Mohammed bin Hamad Al Rumhy was a guest of honour on Friday at the NBO Golf Classic Grand Final, currently taking place at Almouj Golf in Muscat. His Excellency was taking part in the final round of an amateur tournament for Omani players which has formed part the week’s schedule of events and after finishing his round on the same championship course that the Challenge Tour’s top 46 players are competing on, he revealed his optimism regarding the gradual growth of the sport in the Sultanate. “The encouraging thing is seeing the number of young players, some of them as young as seven or eight showing an interest in golf in Oman now,” said the Oil and Gas Minister. “Another very encouraging aspect is that we have a lot of local girls taking up the sport. I think golf really suits the local girls here. It’s a very private kind of sport and family orientated so I hope we’ll see more kids taking up the sport and competing with us. We’re trying to give them a good game but our days are numbered as they say!” The NBO-sponsored tournament has been running at Al Mouj Golf since 2013, and was elevated in significance last year when it became the Challenge Tour’s season-ending grand finale, offering a prize fund of €400,000 and the opportunity for the top 16 players on the Road to Oman Rankings to earn promotion to play on next season’s European Tour. “It’s very good of NBO to sponsor this event, we’re trying to bring big tournaments to Oman,” said Dr. Rumhy. “It’s great to have corporate support, particularly for golf. It’s not only encouraging golf within the country it’s also a good advertisement for the country itself. “Hopefully people outside Oman will see the country for the first time. The tournament saw participation of 36 Omani players and the top 12 have qualified for the European challenge championship. The top three will also participate in Bahrain International Tournament and will be handed all support by NBO. The fourth and fifth place of the Amateur event went to Fahd Al Kitani and Hussain Al Balushi, respectively.

DRS set for busy baptism in India MUMBAI: After years of resistance against the Decision Review System, the Indian cricket board has finally agreed to employ technology for the home Tests against England and if the tourists’ series in Bangladesh is anything to go by, it will get plenty of use. In the opening match on a turning Chittagong track, Kumar Dharmasena witnessed 16 challenges to his decisions and after eight of them were overturned, the Sri Lankan had earned an unwanted record of the most reversed decisions in a single Test. Following that match last month, which saw a record 26 reviews in total, opinions were divided on whether DRS had improved decision-making and the impact it had on the morale of umpires, especially on the spin-friendly pitches in South Asia. Ahead of the system’s debut in a test in India next week, the International Cricket Council (ICC) said referrals were always more likely on spinning tracks and that was why the review system was an essential tool for umpires. Geoff Allardice, the ICC general manager for cricket operations at the governing body, is a strong advocate for DRS, saying the system ensured more consistency in decision-making. “Generally in DRS series, we deliver 97 to 98 percent correct decisions,” Allardice told reporters on a conference call. “What that does is provide a consistency of correct decisions, whether the conditions are difficult for umpiring, or whether the umpire is having a good day or a bad day. “With regards to the series in Bangladesh and the impact on the umpires, often DRS delivers its best result when the pitch is turning or seaming and umpiring is difficult.” - Reuters

DUBAI/LONDON: Old disputes between Saudi Arabia and Iran resurfaced at a meeting of Opec experts last week, with Riyadh threatening to raise oil output steeply to bring prices down if Tehran refuses to limit its supply, Opec sources say. Clashes between the two Opec heavyweights have become frequent in recent years. Tensions subsided, however, in recent months after Saudi Arabia agreed to support a global oil supply limiting pact, thus raising the prospect that Opec would take steps to boost oil prices. But a meeting of Opec experts last week, designed to work out details of cuts for the next Opec ministerial gathering on November 30, saw Saudis and Iranian clashing again, according to four

Opec sources who were present at the meeting and spoke to Reuters on condition of anonymity. “The Saudis have threatened to raise their production to 11 million barrels per day and even 12 million bpd, bringing oil prices down, and to withdraw from the meeting,” one Opec source who attended the meeting told Reuters. Riyadh has softened its stance since the appointment of Khalid Al Falih as energy minister in May this year. In September, Opec agreed at a meeting in Algeria on modest preliminary oil output cuts in the first such deal since 2008, with special conditions given to Libya, Nigeria and Iran, whose output has been hit by wars and sanctions. A new rise in tensions observed during the meeting of experts last week highlights the fragile nature of Opec agreements. The group has a long way to go before it turns its preliminary Algerian accord into a real deal. The Saudi threat to raise output came as a surprise even to Riyadh’s Gulf Opec allies, sources

But they were convinced by other members to attend it in order not to embarrass the group. “We felt as if they (the Saudis) wanted the meeting to fail,” said a third, non-Iranian Opec source. The Saudi Opec delegation told their Iranian counterparts that Tehran should freeze output at 3.66 million bpd — the latest estimates of Iranian output by Opec experts, known as secondary sources. Iran has reported its output at 3.85 million bpd in September and said it would only cap its output at 12.7 per cent of Opec’s total ceiling — or 4.2 million bpd. Iran’s counter-argument at the meeting was that Saudi Arabia has raised its output by almost 1 million bpd since 2014, and is now trying to convince others it would cut output by 400,000bpd to get a deal, though in reality Riyadh has already won extra production and revenue, according to Opec sources. US employment in October rises WASHINGTON: US employers maintained a strong pace of hiring in October and boosted wages for workers, which could effectively seal the case for a December interest rate increase from the Federal Reserve. Nonfarm payrolls increased by 161,000 jobs last month, the Labor Department said on Friday. August and September data was revised to show 44,000 more jobs created than previously reported. The unemployment rate fell one-tenth of a percentage point to 4.9 per cent, in part as people dropped out the labour force. The closely watched employment report was published four days before the November 8 presidential election. It came on the heels of data last week showing an acceleration in economic growth in the third quarter. But economists see little impact from the report on an increasingly bitter and divisive campaign. “There is so much noise out there right now, everyone is screaming from the rooftops. I just don’t know that any particular data point is going to have a great bearing on the election, in and of itself,” said Sam Bullard, senior economist at Wells Fargo Securities in Charlotte, North Carolina. Though the US central bank is expected to increase borrowing costs next month, that decision will likely depend on the outcome of Tuesday’s election. The tight race between Democratic candidate Hillary Clinton and her Republican rival Donald Trump has rattled financial markets. Economists polled by Reuters had forecast payrolls increasing by 175,000 jobs last month and the unemployment rate falling

Trend has slowed The trend in employment growth has slowed as the labour market nears full employment and the economy’s recovery from the 200709 recession shows signs of aging. Employment growth so far this year has averaged 181,000 jobs per month, down from an average gain of 229,000 per month in 2015. Still, the monthly job gains are more than enough to absorb new entrants into the labor market. Fed Chair Janet Yellen has said the economy needs to create just under 100,000 jobs a month to keep up with growth in the workage population. The prospects of an interest rate hike next month were also bolstered by a solid rise in wages. Average hourly earnings increased 10 cents or 0.4 per cent in October after advancing 0.3 per cent in September. Saudi Aramco increases oil pricing to Asia SINGAPORE: Saudi Arabia, the world’s largest crude exporter, raised pricing for December sales of all oil grades to Asia as it tries to take advantage of a brief increase in demand for Middle Eastern crude. State-owned Saudi Arabian Oil Co., known as Saudi Aramco, increased its pricing for Arab Light crude to Asia by 90 cents a barrel, to a premium of 45 cents over the regional benchmark. The company had been expected to raise pricing for shipments of Arab Light by 85 cents a barrel, according to the median estimate of six refiners and traders in the region polled by Bloomberg. Saudi Aramco also raised the pricing of all grades to northwest Europe, and all grades to the Mediterranean except Arab Heavy, which it left unchanged. It cut pricing of the Arab Heavy grade to the US by 40 cents, and left the other grades unchanged. The increase in Asian pricing was probably intended to take advantage of a backwardation in the Oman/Dubai benchmark price, where near-term prices are higher than longer-term futures prices, Edward Bell, a commodities analyst at Emirates NBD, said by phone from Dubai. “Generally that’s a reflection of a tighter market now than is expected two or three months down the line,” he said. Record output Oil has gained about a quarter this year amid efforts by Opec to limit production to reduce a global supply glut, which contributed to a drop in crude prices to about half their 2014 levels. The inflation-adjusted annual expansion in property values has move above longer-term averages, the European Central Bank (ECB) said in its Economic Bulletin. But with the recovery in real estate prices at a “fairly early stage,” there are currently no signs of a bubble, it argued. “Valuation measures applied to euro-area aggregate data suggest that prices are currently broadly in line with fundamentals and show no signs of the excess seen in 2007,” the Frankfurt-based institution said. “However, this aggregate perspective does not rule out excessive valuations and corresponding vulnerabilities at the country or regional level, especially when house price dynamics are combined with strong mortgage growth and high leverage.” Record-low interest rates and unconventional stimulus has pushed down borrowing costs across the region, raising questions of whether the real estate market may inadvertently overheat once again. Officials and regulators tasked with maintaining

financial stability are sensitive to rapid price developments, not least because of the consequences observed after the housing market collapsed in Spain and Ireland when the global economy slowed in 2008. NEW DELHI: India has backed a multi-tier national tax regime that even in its not-so-perfect form will be a game-changer for Prime Minister Narendra Modi, who is trying to revive manufacturing and boost foreign investment in the world’s fastest growing major economy. Moving away from the ‘one market, one rate’ tax model, the Goods and Services Tax (GST) Council decided on standard rates of 12 per cent and 18 per cent and two more rates of five per cent and 28 per cent for the tax’s implementation. Officials are still meeting to finalise details of which goods and services will fall into each bracket. Finance Minister Arun Jaitley said a zero tax rate would apply to 50 per cent of items in the retail inflation basket to protect consumers from price rises on goods such as food grains. Tobacco products will continue to be taxed at 65 per cent, he said, adding luxury goods will also be taxed at a higher rate. The taxes will replace a welter of state levies that imposed heavy burdens on commerce that crossed domestic borders, creating a single market of 1.3 billion people. And while the ideal single tax rate system is a long way off, a multiple-rate GST was the only way a complex, politically diverse

country like India could proceed, Pratik Jain, Indirect Tax Leader, PricewaterhouseCoopers, said by phone. “It will appear that the Indian government is serious about reforms and that gives confidence to investors,” he said, noting many companies had put investment decisions on hold until the path of the GST was clarified. “While it’s not perfect, the government should attempt over a period of time to consolidate those four slabs into two.” The progressive nature of the GST structure should temper any adverse short-term inflationary and growth impacts, said Tamara Henderson, an economist with Bloomberg Intelligence. “Excluding half of the items in the CPI calculation will protect the spending power of lower income households, which tend to have a higher propensity to consume disposable income than wealthier groups,” she said. Given Modi’s earlier promises to reform India’s land and labour laws had failed, the success of the GST was even more of a priority, said Michael Kugelman, a senior associate at the Washington, DCbased Woodrow Wilson International Centre for Scholars.

“This is a big achievement for Modi’s economic reform plan,” Kugelman said. “Now that it’s gone through, it’s an important for the government to get it right. And that entails being appropriately pro-business while not penalizing the poor. The stakes are quite high.” The government confirmed it was intent on meeting its self-imposed April 1 deadline for the tax’s implementation, close to the crucial elections in the state of Uttar Pradesh. “Next year, we’re going to see elections. At the moment, they made sure that the inflation basket — one of the key worries — would be impacted minimally with the implementation of the GST,” said Tirthankar Patnaik, India Strategist with Mizuho Bank. “Political exigencies have forced the divergence between essential goods and so-called ‘sin’ goods,” he said, adding luxury and ‘sin’ products such as tobacco subsidise the tax exemptions on basic food, such as grains, for the poor. Shares of cigarette makers rose after the government said a tax on these products will remain unchanged at 65 per cent when the GST is implemented. ITC, Asia’s second largest cigarette maker by

market value, rose 4.8 per cent to Rs251.75 at 11:09am in Mumbai. Golden Tobacco jumped 5.6 per cent and VST Industries gained 3 per cent. However until the government releases the rate structure for the proposed list of goods it will be difficult to say who will gain and who won’t, Krishan Arora, Partner, Grant Thornton India LLP, said by phone. Ultimately, it is a significant reform that will allow India to form one common market, Arora said. “Indirect taxes today lead to multiple administrative burdens. A GST will make India a competitive market for exports globally.” Political bickering had held up the constitutional amendment in India’s upper house of parliament for more than a year until it was approved in August. The GST, initially proposed by the main opposition Congress party a decade ago, is expected to lower the cost of doing business in India. There will inevitably be teething problems, Patnaik said. “The first two years, you’ll have mighty chaos. Singapore Air reiterates weak outlook SINGAPORE: Singapore Airlines said it will be vigilant on costs as it warned yet again that the weak operating outlook is likely to persist amid excess capacity and aggressive pricing by competitors. The prospects for most major economies remain “tepid,” while passenger airline business continued to be impacted by geopolitical uncertainty and weak global economic conditions, Singapore Air said in a statement on Thursday. The premium carrier reported its first quarterly slump in two years, saying passenger and cargo yields — a key measure of profitability in the industry — continue to be under stress. CHICAGO: Starbucks posted earnings that topped analysts’ estimates as new food items and digital efforts like mobile ordering helped its US business defy a restaurant-industry slowdown. Profit rose to 56 cents a share, excluding some items, in the most recent quarter. That topped analysts’ average prediction of 55 cents. The world’s largest coffee-shop operator has been fueling sales with technology that speeds service at cafes. Starbucks last year began offering mobile order and pay at its US locations and is expanding that feature to markets abroad, including China. The company also has focused on widening and improving its food selection, getting customers to spend more money per visit. Same-store sales rose 5 per cent in the Americas region, matching the average estimate of analysts polled by Consensus Metrix. “Food continues to be a big contributor for both traffic and ticket” in the US, Chief Financial Officer Scott Maw said in an interview.

Quarterly dividend The company also is funneling more of its cash back to investors. Starbucks raised its quarterly dividend to 25 cents a share from 20 cents. It will be paid on December 2 to shareholders of record as of November 17. The stock rose 1.3 per cent to $52.45 at 4:54pm in late trading in New York. Through Thursday’s close, Starbucks had lost 14 per cent this year. Revenue gains Revenue climbed 16 per cent to $5.71 billion in Starbucks’s fiscal fourth quarter, which ended on October 2, the Seattle-based company said in a statement on Thursday. Analysts estimated $5.69 billion, on average. Mobile payments accounted for 25 per cent of domestic transactions, up from 20 per cent a year ago, as the company offers new

features such as favourite locations and orders, according to Chief Operating Officer Kevin Johnson. Rewards membership also rose from last year. In the US, where Starbucks has about 12,900 cafes, the latte seller is trying to improve the quality and variety of its food. T

ea production in Kenya, the world’s biggest exporter of the black variety of the leaves, may miss the government’s targeted 25 per cent increase this year as an extended dry spell damages the crop. Coffee output will also be hurt. The La Nina weather phenomenon, which causes dryness in eastern Africa, is replacing the rain-inducing El Nino effect that resulted in heavy rainfall from October to December and helped boost tea output in the Central and Rift Valley growing regions by more than a third in the first eight months of 2016 from a year earlier.

Production volumes shrank after the bumper harvest in the first quarter, meaning the industry may fall short of a 500 million-kilogram government target for the year. La Nina may cut precipitation in the final three months of this year, and “the tea leaves are becoming dry and falling off,” Johnson Irungu, the Agriculture Ministry’s director of crops, said in an October 25 interview in the capital, Nairobi. Production volumes shrank after the bumper harvest in the first quarter, meaning the industry may fall short of a 500 million-kilogram (1.1 millionpound) government target for the year, he said.

The drought in east Africa’s biggest economy, which relies on exports of tea as its biggest source of foreign exchange after diaspora remittances, means about 1.3 million people in almost half of Kenya’s 47 counties are facing food insecurity, the ministry said last week. While farmers use irrigation in times of low rainfall, dams and other water sources are drying up, causing concern especially for small scale-farmers, who account for 60 per cent of Kenya’s

tea production, Irungu said. Output, revenue Kenya is the world’s largest grower of the leaves after China and India, but exports 95 per cent of its output, making it the biggest shipper of the crop. Last year, the East African nation produced 399.5 million kilograms and made $1.24 billion from exports. It harvested 308.1 million kilograms in the first eight months of 2016. The average African tea price

dropped 16 per cent this year to $2.29 per kilogram at the latest weekly auction in Mombasa, the world’s biggest for the leaves. Revenue may decline this year if prices at the auction don’t pick up, Irungu said. A two-week strike by tea pickers at the end of June also reduced this year’s harvest, according to the East African Tea Traders Association. Workers that were demanding a 30 per cent wage increase resumed duty for half the

amount, but the issue is still hanging over the industry as no longterm agreement was reached. Kenya’s coffee crop is also being damaged by the drought, according to industry officials. “If the dry spell continues then coffee leaves will fall off and the coffee quality and quantity will drop further,” Coffee Research Institute Director Gichuru Elijah said in an interview. “We are slightly worried.” Shipments of the beans increased 15 per cent to 44,000 metric tonnes in the 12 months ended September, according to the staterun Coffee Directorate. – Bloomberg News
