Omani man commits suicide FAHAD AL MUKRASHI

A Royal Oman Police (ROP) official told Times of Oman that the incident took place at the rented accommodation of the deceased. His body was transferred to the forensic laboratory for further examination.

The Ministry of Finance has allocated OMR4.6billion for both the sectors in the 2015 budget, constituting 33.6 per cent of the total government expenditure in the coming financial year. “Allocation of OMR3 billion for the education sector will be a shot in the arm for the education field. It will improve education in different ways, especially in terms of quality. With the funds allocated, focus should be more on improving the quality and bringing our education system on par with global standards,” Said Amur Said Al Rahbi, director of the qualifications, equivalency and recognition department, told Times of Oman. The budget has set aside funds to start 41 new schools in different wilayats and to provide training within the country and outside at a cost of OMR95 million. “Training will enable our graduates to excel in academics and prepare them for the job market, which is the need of the hour,” the director said, adding that more schools will give more opportunities to students in Oman to fulfil their dreams. Sources said that the oil revenue estimate at OMR9.16 billion (as well as OMR2.5 billion deficit estimate) might have been based on an assumed oil price in the region of $80 per barrel or slightly lower. The deficit estimate at OMR2.5 billion, which is equal to 21 per cent of revenue and 8 per cent of gross domestic product (GDP), will be met by way of grants from foreign donors to the tune of OMR200 million, international loans OMR200 million, borrowing from the local market OMR400 million, state reserve funds OMR700 million, and previous years’ surpluses OMR1 billion, according to a Reuters report. The government did not clarify

whether the revenue estimates are based on its initial draft proposal ($80 per barrel), which was presented to the Majlis Al Shura more than a month ago. Total revenue estimate in the initial draft budget (discussed by the Majlis members) was OMR13 billion, against the actual revenue estimate of OMR11.6 billion — which is one per cent less than the previous year’s estimate. The actual deficit by the end of the year could be much higher than the initial estimate of OMR2.5 billion, if oil price does not recover this year from its fiveyear low of around $56 per barrel — a 48 per cent fall last year. elham@timesofoman.com MUSCAT: Cooperation between Iran and Oman in the area of historical documents is a step towards utilising the untapped potential for cultural cooperation, said an Iranian official. Dr Hamad bin Mohammed Al Dhoyani, chairman of Oman’s National Records and Archives Authority, and Dr Seyyed Reza Salehi Amiri, head of the National Library and Archives Organisation of the Islamic Republic of Iran, signed a memorandum of understanding (MoU) in Muscat on Tuesday.

“The MoU calls for the exchange of experience and expertise in the area of historical documents, especially restoration of these documents to save them from degradation,” Dr Mohammad Soltanifar, advisor to Dr Amiri, told Times of Oman in an interview. It also calls for cooperation on exchange of these documents, historical maps and photos, he said, adding that as part of the agreement, joint exhibitions will be held in Iran and Oman in the coming months. Etihad flight plan hit by dense fog REJIMON K reji@timesofoman.com MUSCAT: Etihad Airways had to restructure its flight schedule for Saturday night to enable the airline to recover from operational disruption caused by the severe early morning fog at Abu Dhabi International Airport. It has urged passengers to defer their travel to, from, or through Abu Dhabi, up to and including Tuesday, to rebook flights through its global contact centres, yesterday. “Plans include the deferral of some flights into Abu Dhabi this evening, Saturday and Sunday morning. Flight EY11, an Airbus A380 service from Abu Dhabi to London Heathrow, has already been rescheduled to depart at 1am on Sunday, rather than its usual time of 2.35am,” said the airline’s statement on Saturday evening. The airline has urged passengers to defer their travel to, from,

or through Abu Dhabi, up to and including Tuesday, to rebook flights through its global contact centres. The airline has waived normal cancellation and refund fees during the disruption period. As the problem was exacerbated by the fact that the airport closure occurred during a holiday weekend in Abu Dhabi, and with major events occurring in the city, attracting a large numbers of visitors, additional support staff has been deployed to Abu Dhabi Airport to assist passengers. With flights unable to depart, thousands of guests were stranded at the Abu Dhabi terminal in check-in areas and at departure gates, while arriving guests faced major delays when their flights were either diverted or delayed for long periods. Etihad Airways is working around the clock to restore flight schedules and to ensure that guests can travel as soon as possible.

Schools need to focus on trauma scars

T

here is a huge gap between schools and children’s social services as the two sides fail to work together to meet the welfare of young pupils, especially those who are raised in domestic violence or have complex needs. While there has been a massive leap in the education system in terms of the curriculum improvement in the last ten years, the needs of many pupils outside the school walls are not met as they continue to live in conditions that need urgent attention. Reports that children turn up with bruises inflicted outside schools or demonstrate signs of psychological trauma while in classes are not uncommon. Social services can play a key role to safeguard the interest of pupils who suffer in the hands of their abusive parents or guardians at home. But the problem is that social workers lack in numbers to make home visits to talk to parents and find out how abused children can be protected so they can concentrate on their studies. But that is not the only problem. Social workers also complain that head teachers make it difficult for them to visit schools and make inspections. They also say teachers in basic education do not report abuses if they see it in the children they teach. The indifference shown by individual teachers and lack of commitment by the social services let down many pupils who could have excelled academically instead of suffering in silence. On the other hand, head teachers defend their schools by saying that they cannot pick up the phone and call social services when they see something seriously wrong with their pupils. There is no a well defined system where schools have a link with social workers to address the concerns of the

children in their care. Failure to address lower level issues can become serious over the length of time. For example, is it a police matter if a pupil regularly turns up in class with signs of physical abuse or is it the concern of social services? What is more important, what channel of reporting do head teachers use for such problems? Most of the schools would let it go when it becomes evidently clear that a child is going through turmoil just because it is not their business to interfere. They are paid to teach not to counsel such pupils or investigate the cause of their distress. A bad home atmosphere leads to truancy, grade fall, lack of study interest, school dropout and possible crime when they leave school. Yet, there is no urgency to fix the problem.

But it is not only physical abuse and the trauma children go through outside the classroom environment but some have to deal with various handicaps that neither teacher nor social workers know how to handle. Both sides fail to understand that a child who does not do well, should have been registered disabled or has special needs and wants more support. Such problems can be detected very early but it is important that schools know exactly who to report to when teachers dictate the distressing signs in their students. Teachers providing student counselling may help with older students but it can be ineffective with six or sevenyear-olds. The two government bodies must put up a concerted effort to cooperate with each other. Schools need to start a dialogue with social workers

or vice versa. Assessment of the problem that would target vulnerable children who do not perform because of domestic violence or disability should be a top priority. Instead of dismissing children as lazy when they don’t do their home works, teachers must look beyond that. Students can only home study when they have a happy environment at home. Such academic problem must overcome bureaucratic challenges to break the red tape. Half of anti-social behaviour by children and perhaps, teenagers are caused by bad home environment that teachers can work together with social services to fix. It is not just how you add up in the mathematics class or put a sentence together in a language examinations that matters. We need to look further otherwise the system will keep failing children who need early intervention to give them a good start. saleh@timesofoman.com

However, he noted that the government could delay some of the projects, based on priorities, to balance both sides — revenue and expenditure. Also, the government has to estimate oil on a fair price, which will avoid surprises at the end of the year. “By divesting stakes in stateowned companies and by cutting unnecessary investments that do not generate any income, the government could reduce deficit. They can concentrate on investments that generate sustainable income and employment opportunities,” added Al Khonji. Ministry of Finance said that plans are afoot to divest stakes in state-owned companies over the next three years, after getting necessary approvals. The authorities can also think of marginally reducing fuel subsidies, without harming anyone. “It is time to partially lift fuel sub-

sidy, which will give some extra income to the government. Petrol prices in Oman are cheaper compared to its neighbours,” added Al Khonji. Total subsidy and exemptions are estimated at OMR1.8 billion, mainly for providing interest subsidy for housing loan, electricity and water, petrol and diesel and some essential food items. This is against OMR1.6 billion subsidy estimate in 2014. Al Khonji noted that he is against introducing additional taxes this year since it is a sensitive issue. Majlis Al Shura mooted several measures for generating additional revenue, including a hike in royalty fee from 7 per cent to 12 per cent for telecommunication service providers, revision in royalty paid by mining companies and a fair tax on LNG exports. Al Balushi said government would carefully study these proposals to take a wise decision.

Ramesh Mani, chief executive officer of Majan Glass, said that the budget is quite balanced. However, the government could have re-considered the recent gas price hike for phasing it out over a period of time, rather than implementing it in one go, which will help industrial sector to generate better results. According to him, the cost of production of industries using natural gas as feed stock has gone up substantially, reducing the competitiveness of these industries. Retaining spending for social sectors, especially education, health, housing and training programmes, at OMR9.6 billion is another welcome move, according to experts. A revision in subsidy estimate to OMR1.8 billion from OMR1.6 billion last year also indicates that the common man will not be affected with the budgetary measures. NAT I O NA L R E S OU R C E S

The Iranian delegation visited the military museum of Oman as well but Soltanifar said that contrary to his expectation, he did not see any document about the military cooperation between Iran and Oman, especially during the Dhofar war.

"Importantly, education will need to endow young Omanis, particularly women, with the skills and knowledge that match the labour market requirements. Education for employment should be the motto,” said Nasser Saidi. “However, with lower oil prices, growth is likely to moderate or decline across the GCC countries and Oman’s export markets in Asia, Japan in particular, are likely to show lacklustre growth. The projected growth of 5 per cent is unrealistic, implying that non-oil revenues will be smaller than expected and the budget deficit will be higher,” added Nasser. An investment expert in Muscat said that the 2015 budget sends clear messages of confidence and growth with a path for certainty ahead.

Prophet’s (PBUH) path to peace, fraternity MOHAMMAD OSAMA RAWAT

T

he day of the 12th Rabi Al Awal of Islamic calendar is of great significance for Muslims around the world. It was on the day of this year, known as the year of elephants (A’amul Feel) among the Arabs, that our creator decided to bless mankind with the arrival of His last and final messenger Prophet Mohammad, peace be upon him (PBUH), on this planet which He describes in His final testament Al Quran, ‘We have sent you but as a mercy to the worlds.’ (Surah Al Ambiya: Aayat - 107) Though there is no specific religious celebration in Islam to mark the importance of this day, Muslims around the world gather to discuss the teachings of the Al Quran and teachings of Prophet Mohammad (PBUH). In the year 570 CE, five years after the death of the Roman Emperor Justinian, a huge army of men, horses and elephants ruthlessly marched towards the city of Makkah, intending to completely wipe out the city. This army was led by the warlord who is referred to as Abraha in the history of Islam, and who after conquering and establishing his supremacy in Yemen was advancing towards the sacred city of Makkah to fulfil his ambition of bringing it under his fold. Seeing the size of this huge army camping on the outskirts of Makkah and knowing their intentions, one of the most respected nobles among the Quraish tribe of Makkah, Hazrat Abdul-Muttalib, the grandfather of Prophet Mohammad (PBUH), felt quite helpless. He suggested that all the men, women and children residing in Makkah go up into the mountains to take refuge. Later, he locked the doors of the House of God (Ka’aba). But before he moved away to also take refuge he touched the doors of the Ka’aba and prayed, “Oh! Allah, we are not strong enough to fight these invaders. However, this is your House and it is only you who can protect your House and us (its caretakers).” For Abraha, victory seemed imminent, but when the army, headed by its lead elephant, decided to advance to the fringes of the city, the animal stopped unexpectedly and refused to go any further in the direction of Makkah. No amount of pushing could make the beast move. Yet, when the men forced it around, it was more willing to go back instead of forward. Suddenly in the distant horizon, a large flock of birds were seen flying towards the scene of the battlefield. These birds were carrying some kind of stones in their beaks and claws. They descended upon the confused army of Abraha like lightning and pelted them with the stones. These stones started to cut and tear away at the bodies of these aggressors and reduced them to helplessness. They all ran away in humiliation. Abraha and most of his army died on the way of the wounds they suffered from the stones and could not get back even to their safe haven in Yemen. It was nothing

short of a miracle, and established the supremacy of the Makkans over the other Arab tribes. It is for this reason, that the year is remembered by the Arabs as the ‘year of the elephant’ (A’amul Feel) and is considered very significant in the balance of power in the Arabian Peninsula. This event is described by our Lord in the Al Quran thus: ‘Have you not considered O Mohammad, how your Lord dealt with the companions of the elephants? Did He not misguide them? And he sent against them birds in flocks, striking them with stones of hard clay that they began to resemble eaten straw.’(Surah Al Feel) However, it was another event which took place just 50 days later the same year, which changed the course of history forever. It was on this blessed day on the 12th day of the Islamic calendar month of Rabi’ Al Awwal (which falls on January 3, 2015) when Hazrat Amina, the wife of Hazrat Abdullah, who was the son of the most respected notable of Makkah, Hazrat Abdul-Muttalib, gave birth to a child. This child was later blessed with Prophet-hood. This was the child, who brought all the Arabian tribes under one umbrella and who brought the atrocities of the great empires of the world of that period to a standstill. This child was named Mohammad (PBUH). The name Mohammad was given to the child by his grandfather Abdul-Muttalib and it was not a very common name among Arabs at that time. The literal meaning of Mohammad is the ‘praised one’. The name of Prophet Mohammad (PBUH) is uttered and praised more times than that of any person who ever lived on this earth. In fact, it is not only men, women and children who praise him on this planet, but also Allah, the Creator of the Heavens and the Earth and the inhabitants of the heavens, the angels, ‘Allah and His angels bless the prophet. O you who believe! Bless him and salute him with a worthy salutation.’ (Al Quran, Surah Al Ahzab, Aayat: 56) The grandson of Hazrat Abdul-Muttalib and the son of Hazrat Abdullah and Hazrat Amina, was destined to become the greatest man ever to live on this planet and was blessed with prophet-hood by our creator when he turned 40. The early life of Prophet Mohammad (PBUH) before his prophet-hood is highlighted by his sublime character and noble manners. The world into which Prophet Mohammad (PBUH) was sent by our Lord was, at times, a world of idolatry, in which women and slaves had no rights whatsoever; a world in which men would cheat each other for small monetary benefits. Might is right was then the sole purpose and philosophy of life. However, right from childhood, Prophet Mohammad (PBUH) was unlike those around him. He was neither known to swear or talk in a vile manner, nor was he known to drink alcohol or gamble. His honesty overcame all that and he began to be known as Al Ameen (the trustworthy). In fact, it was this quality of honesty which attracted the masses to join him and support his noble mission which was bestowed by our Lord. The nature of the Arabs at the time of Prophet Mohammad (PBUH) was very barbaric and they would fight over the smallest of things. Even if a camel from

one tribe grazed on the land of another, it would often result in bloodshed which would last for years and take thousands of lives. The early life of Prophet Mohammad (PBUH) was wrought with quite a bit of unhappiness. He never saw his father Hazrat Abdullah, who died before he was born. At the age of six his mother, Hazrat Amina, passed away and he was entrusted into the care of his beloved grandfather Abdul-Muttalib. However, at the age of 12, Hazrat Abdul-Muttalib also passed away, and one of his uncles, Hazrat Abu Talib, took charge of him. With such distress and heartache so early in his life, one would think that this boy would grow up to be rebellious and troublesome. But that was not going to happen with Prophet Mohammad (PBUH). Hazrat Abu Talib was a trader and businessman, and he sometimes took Prophet Mohammad (PBUH) along on his business trips. It was these journeys which eventually resulted in an alliance between Prophet Mohammad (PBUH) and his future wife, Hazrat Khadijah (May Allah be pleased with her). She was a wealthy widow in Makkah, who was known for her noble character and morals. Hearing about his honesty, efficiency and sincerity she requested him to look after her caravans and thus Prophet Mohammad (PBUH) started working for Hazrat Khadijah (May Allah be pleased with her) as a manager for her trade caravans. It was this honesty and efficiency which led to Hazrat Khadijah’s proposal of marriage, and in consultation with his uncle they got married. It was in the year 610 CE at the age of 40, that Prophet Mohammad (PBUH) received the first revelation. It was the practice of Prophet Mohammad (PBUH) before he was blessed with the Prophethood to often go up to the cave of Hira to meditate and pray to Allah alone in search of tranquillity and peace. On one such night during the month of Ramadan while he was meditating, an angel appeared before him. This was the angel Jibril (Gabriel), the very same angel who had brought down a revelation to the earlier prophets of Allah such as Jesus (Hazrat Issa) and Moses (Hazrat Moosa), peace be upon both of them. “Read!” the angel commanded him in a thundering voice. “I cannot read,” replied Prophet Mohammad (PBUH) in all honesty. The angel grabbed hold of him and squeezed so hard that Prophet Mohammad (PBUH) thought he would die of suffocation. “Read!” the angel commanded again but the Prophet’s reply was the same. So the angel squeezed him again and again, each time harder than the previous occasion. But Prophet Mohammad (PBUH) continued to say the same thing each time. Finally, the angel released him and spoke the words which are remembered as the first words of the final revelation of our Lord to the mankind, “Read! In the name of your Lord who created! Created man from a clinging clot! Read! Your Lord is the Most Generous, Who taught by the pen. Taught man what he did not know.” (Al Quran -Surah Al Alaq: aayat 1-5) This was the beginning of the revelations from Allah to humanity through Prophet Mohammad (PBUH). It was the final incorruptible message which

mankind would have to live by and worship according to it till the last day of the existence of this planet. And this is how Mohammad, the son of Abdullah was chosen to be Prophet Mohammad (PBUH) to spread the commandments of our Lord. It is the great personal character of the Prophet Mohammad (PBUH) blessed by Lord, which was one of the main reasons for the acceptance of his noble mission bestowed to him by the Lord. As mentioned before, he never swore and he never spoke badly about anyone. But after his appointment as a Prophet of Allah, he not only absorbed these excellent qualities in himself, but also ordered all the Muslims to live their lives according to these noble traits. This is why we find that lying and cheating are totally forbidden in Islam. About lying, the Prophet (PBUH), said, “Lying leads to obscenity and obscenity leads to the fire of hell.” (Book of Hadeeth, Sahih Muslim) For the Arabs to stop cheating and lying it would mean turning their whole lives upside down. Cheating and lying during business transactions was a regular practice for the Arabs. Backbiting and slandering one another were totally forbidden and the Prophet was instructed by Allah to inform the people that backbiting another Muslim was comparable to ‘...eating the flesh of your dead brother.’ (Al Quran, Surah Al Hujrat, Aayat: 12) Prophet Mohammad (PBUH) was known to laugh very little, if at all. When he was happy he would express his delight by smiling and he is reported to have said, “Too much laughter kills the heart.” (Book of Hadeeth, Al Tirmidhi) Similarly, when he was angry, he would not fly off the handle, shout or throw a tantrum, but his complexion would simply turn red. The generosity of Prophet Mohammad (PBUH) was so great that one of his companions, Hazrat Ibn Abbas compared his huge generosity to ‘the blowing wind’. (Book of Hadeeth, Sahih Muslim) Pre-Islamic Arabia was characterised by the evil crime of burying baby girls alive because girls were considered a shame for the family. Yet, it was Prophet Mohammad (PBUH) who spoke out vehemently against this great social evil. In fact, he preached of the great blessing and reward for those having and rearing female children. ‘Whosoever brings up two girls upon this religion, then me and him shall be like this in paradise (and he joined his forefinger with his middle finger).’ (Book of Hadeeth, Sahih Muslim) By the time of his departure from this world in the year 632 CE, almost the entire Arabian Peninsula had been brought under the Islamic umbrella of Allah’s guided rule of life. A million square miles lay at his feet. Yet, such was the humble nature of this great man that he would mend his own shoes, sew his own clothes, milk his own goats and sleep on mats made from date leaves. Such behaviour has inspired millions of people and has thus led them to the beauty of Islam. As a leader for his people he was a great example of humility and mercy. When his companions walked past his house they could hear him weeping during his prayer, so much so that it was compared to a ‘boiling pot’ (Book of Hadeeth, Abu Dawood). He would pray for

such long hours during the night that his feet would swell up. That was his dedication towards his Lord. On observing this, his wife once asked him, “Why do you pray so much, when your Lord has forgiven your past sins and your future sins?” And Prophet Mohammed (PBUH) said, “Should I, therefore, not be a grateful servant of my Lord?” (Book of Hadeeths, Al Bukhari) The famous conquest of Makkah is an event which shall be remembered for the justice and mercy which was shown that day. Even though he had the option to punish those who were guilty of oppressing Muslims, Prophet Mohammad (PBUH) issued a general amnesty by which the majority were forgiven. It was this behaviour which saw the amazing acceptance of Islam by almost the whole population of Makkah literally overnight. How different was this behaviour from that of the other conquerors of those days who, after conquering, looted and burnt towns, raped women on their way to success. The world before his blessed arrival was a crumbling place. The empires of Rome and Persia were locked in constant battle. The Chinese and Indian civilisations were in a kind of moral decline. Christianity, Zoroastrianism and Judaism were all religions which were fast losing their originality. The case of the Arabs was even worse and they were regarded as being at the bottom of this ongoing decaying pit. It was in the midst of this decadence that Allah, our Lord sent his last Prophet, Mohammad (PBUH) with His final testament ‘Al Quran’. He was a light in this world of ignorance. Like a lamp he shone in this abyss of darkness. It is very important here to note that Islam means total submission and obedience towards our creator, our Lord, the only one, who in Arabic is addressed as Allah. Islam is not a new religion preached by Prophet Mohammad (PBUH), but it is the first, the last and the only religion which has been preached by all the Prophets of the Lord sent on this earth time to time. Neither Prophet Mohammad (PBUH) nor other Prophets mentioned in the Al Quran, Bible and Taurat (Old Testament) sent before him came to change the basic doctrine of the belief in one Lord. But they all were sent by the Lord to reconfirm it, to renew it, to reaffirm it, and to guide and enlighten humanity towards their spiritual, moral and social responsibilities. ‘Be thankful for small mercies’ is a common saying by our elders in our part of the world. But the mercy which we have been given is far from small. Thanks to this greatness, this mercy will enable us to live and die with success and contentment. This mercy is the way of life preached by Prophet Mohammad (PBUH) and through it we, by the will of Allah, will enjoy an everlasting life. ‘In the messenger of Allah you have a good example for him who hopes in Allah and the Last Day, and remembers Allah much.’ (Al Quran, Surah Al Ahzab: 33:21)

Lebanon to impose visa restrictions on Syrians for first time BEIRUT: Lebanon is to impose visa restrictions on Syrians for the first time after being overwhelmed by an influx of more than 1.1 million refugees, according to documents published online. The new regulations, posted on the website of the General Security agency, come into effect on January 5 and lay out eight new visa categories, including for tourism and medical treatment. The requirement appeared to be the first time Lebanon has demanded that Syrians apply for visas. Citizens of both countries have for decades been able to travel freely across their shared border. The new rule is the latest in a series of measures taken by Lebanon

to stem the influx of Syrians fleeing their country’s brutal civil war. In October, Social Affairs Minister Rashid Derbas said Lebanon was effectively no longer receiving Syrian refugees, with limited exceptions for “humanitarian reasons”. A security source, speaking on condition of anonymity, declined to describe the new requirements as visas, but acknowledged they were unprecedented. “This is the first time these kinds of instructions have been given,” he said. “The goal is to bring the security and economic situation under control and to monitor the presence of Syrians on Lebanese soil.” A spokesman for the United

Nations refugee agency UNHCR said they were still studying the new rules and had no immediate comment. But aid groups and agencies working with Syrian refugees have long warned that Lebanon, with a population of just four million people, has been overwhelmed by the influx of Syrians. The document published online lists eight categories, including tourist visas, which require applicants to provide evidence of a hotel reservation and $1,000, as well as a valid passport or ID card. Search under way for ‘bomb boat’ wreckage GANDHINAGAR: A search is underway for the wreckage of the mysterious boat, which exploded after being hunted down by the Indian Coast Guard in the Arabian Sea, as also the bodies of its four occupants, which will be crucial for investigators to reach a conclusion about their intent. The Coast Guard has also stepped up patrolling and aerial surveillance along the Gujarat maritime border in view of the Pravasi Bharatiya Divas and Vibrant Gujarat events, which will be attended by Prime Minister Narendra Modi and several foreign leaders next week .

A search operation is on for the bodies of the crew members and wreckage of the vessel, Coast Guard Commander (North-West Region) Kuldip Singh Sheoran told reporters here. The wreckage and the bodies would help investigators reach some conclusion about the intention. Giving details of the operation carried out in the intervening night of December 31 and January one, he said the Coast Guard intercepted the boat as it got suspicious about the identity of crew who did not resemble fishermen from their dressing style and carried no nets. -PTI

The problem is more than mere maritime security

I

f the appalling wickedness of the people smugglers around the coast of Italy tells us one thing, it is that this problem is more than one of mere maritime security. Plainly, many of the people — such as the 1,400 or so who have been found aboard ships in the Mediterranean abandoned by their crews this week — are refugees from the wars in Syria, Iraq and elsewhere. And plainly they are not simply looking to milk the social security system of whichever Western nation they wind up in. They are fleeing for their lives. Of course every assistance should be granted to the Italian and Greek authorities in their struggle against these evil traffickers, who, in their murderous disregard for human life, are no better than the masters who ran slave ships across the Atlantic two centuries ago. If European solidarity is to mean anything, it is that those countries on the “front line”, including tiny Malta, need financial and naval assistance to deal with this criminal activity. In addition, the countries that immediately border these conflicts need much more aid. Pakistan has more refugees than any other country; Lebanon the largest proportion in relation to its population. About half of refugees are children. Turkey, Iran and Jordan also have a much more serious problem with supporting refugees than any Western nation does. At times of humanitarian crisis, such as when the Yazidi people, hunted down by Isis in Iraq, had to find refuge in cold and inhospitable mountainsides, the world responds with generosity. For the most part, though, hundreds of thousands of refugees have to subsist in the quiet squalor of border camps with inadequate shelter, food and water. Even those in Europe who are most unsympathetic to their plight should, on their own narrow agenda, see that it is in the interests of Western states to help them survive and remain in those places, because otherwise they will be filling more rusty hulks aimed at the southern shores of the European Union. This crisis presents the West with even more fundamental and difficult political challenges however. For the waves of migration from the Middle East and North Africa will continue for as long as wars, civil wars and terror force families from their homes and livelihoods. This is why the answer to the refugee crisis in the Mediterranean and Adriatic lies in political solutions in places as diverse as Sudan and Syria. When we leave those territories to fester, we allow terrorists to group and regroup, most frighteningly in the case of Isis in Iraq and Syria, but also as we witnessed before in Afghanistan with Osama bin Laden’s followers. Now it is Isis and Boko Haram who are terrorising people and creating the refugee crisis. The problem is not the level of housing benefit in Britain. We do not — should not — always militarily intervene, but we cannot also simply walk away. - The Independent

When airplanes go missing

F

or the second time in 2014, a passenger plane has vanished mid-flight. In March, Malaysia Airlines Flight 370 disappeared and the most expensive search mission in recent aviation history followed. It is still missing. AirAsia Flight 8501 disappeared off the coast of Indonesia. It took about two days for search teams to find debris. As of now, the reason for the accident is still unknown. These similar incidents suggest that the current system for tracking aircraft — via ground-based radar and satellite — is insufficient. It’s shocking that two planes carrying hundreds of people could go missing, especially given advances in wireless communication. From a technological standpoint, it’s possible to outfit aircraft to stream flight-data in real-time. Carriers have been reluctant to do so because in-flight disasters are rare, and streaming is costly. But shaken by the loss of Flight 370, the aviation industry and aviation regulators are coming around to the need for change. In the spring, the Malaysia Transport Ministry issued a preliminary report on Flight 370 with a single recommendation: that the United Nations’ International Civil Aviation Organization examine the safety benefits of introducing a standard for real-time tracking. An industry group, the International Air Transport Association, released its own voluntary standard: Within one year’s time, all aircraft should report their positions at least every 15 minutes, and more often during emergencies. There’s reason to suspect that the 15-minute standard, which is far short of live-streaming, is too lax. In 2009, Air France Flight 447 disappeared over the Atlantic. Search crews found debris within days, but it took nearly two years to recover the “black box” containing flight data. That aircraft had been programmed to transmit its position every 10 minutes. The 15-minute standard also lags behind the most advanced airlines, like AirAsia, which, according to The Wall Street Journal, has already started modifying some of its aircraft to send position updates every 2 minutes. But the plane that disappeared had not been upgraded. Some carriers have objected to the IATA’s upgrade schedule as too aggressive. ndian Prime Minister Narendra Modi’s vigorous foreign policy in the seven months since he took office has surprised observers. After inviting the leaders of Pakistan and other neighbouring countries to his inauguration, he embarked on trips to China, Australia, and the United States. More recently, he welcomed Russian President Vladimir Putin to New Delhi and signed a large number of trade deals and orders to import Russian nuclear reactors. India, Modi is telling his fellow citizens, is strong and well regarded around the world. The US President Barack Obama will travel to New Delhi as Modi’s special guest at events commemorating Indian Republic Day just three months after the two leaders held substantive talks in Washington, DC. The visit should thus be regarded as a clear signal of Obama’s desire, no less than Modi’s, to strengthen US-India relations. So what is likely to be on Obama’s mind when he meets his Indian counterpart again, and what does he think can be done to cement bilateral ties? Three issues stand out — beginning with trade, which is as important politically as it is economically. Obama hopes that the Trans-Pacific Partnership will be concluded in 2015 and ratified by the US Senate. The TPP will not be as powerful a free-trade agreement as originally intended, owing to exclusions and a very long phase-in period. But it will tie the US and 11 other Pacific Rim countries (including Japan but excluding China) together in a new economic bloc. Obama should be eager to stress that India’s exclusion from the TPP is a matter solely of geography and that the US wants to increase bilateral trade and direct investment by American firms. The second issue is terrorism. The US authorities are worried that American citizens who have been fighting with the Isis and Al Qaeda in the Middle East will return home to commit terrorist acts. India has experienced horrific acts of terrorism on its own territory. Continued cooperation between the US and Indian intelligence agencies can help both countries prevent future incidents. Terrorism includes not just physical violence, but also assaults in cyberspace. A few countries including China and Russia have been the source of frequent cyber attacks on banks, companies, and government agencies; North Korea, the US

Though Obama presented evidence to Chinese President Xi Jinping of technology theft by hackers based in China, the Chinese authorities continue to deny it. More recently, Russia and others have been planting malware in the control systems of the US power grid and other sensitive networks. Looking ahead, the US worries about cyber attacks by non-state actors like the Isis and Al Qaeda. Although these groups’ members may lack the sophistication to commit such acts, they may try to hire individuals with the necessary skills. India has a large number of talented computer engineers, including some who might be sympathetic to the causes of Isis and Al Qaeda. The US and India could both benefit from cooperating to prevent and disrupt such recruitment efforts. The third issue on Obama’s mind is bound to be China’s asserted goal of dominating Asia and excluding the US from the region. Chinese hegemonic ambition runs counter to India’s strategic interests as well — reason enough for Modi’s eagerness to strengthen his country’s relations with its neighbours as well as with the US. Obama has already made it clear that the US understands that Modi’s willingness to cooperate with Russia, despite Western sanctions imposed on the country, stems from India’s desire to discourage a SinoRussian alliance against it. Modi won a landslide victory in an election that reflected the Indian public’s disappointment with the policies and performance of the previous government, led by the Indian National Congress. Though India had experienced annual real GDP growth of more than 8 per cent for several years, growth has slowed since 2010, to less than 5 per cent in 2013, owing to a populist shift in policies dictated by Congress party leader Sonia Gandhi. By contrast, the Modi government plans to pursue a pro-growth agenda that includes reducing bureaucratic delays, increasing infrastructure investment, stimulating manufacturing activity, and shifting to a simpler unified tax system. Modi’s agenda also evidently includes an active foreign policy — as it should. Cultivating India as a reliable partner in the global economy and in international affairs is a high priority for the US as well. ISLAMABAD: After a costly exercise lasting a little over a year, the federal government is now considering shelving its treason trial against former military ruler General Pervez Musharraf. Perhaps it is just too difficult to exercise Article 6 of the Constitution. At least that much has been proven during the year 2014. Sources privy to the development revealed that the federal government wants the issue to linger on till the special court’s functioning becomes irrelevant. Already, the prosecution team has refused to prosecute abettors in this case, citing it as “unending process of

trial”. The federal government also backed the Islamabad High Court’s (IHC) decision to suspend the special court’s proceedings for a few weeks. “This is part of a new strategy in the changing circumstances after the Peshawar incident,” commented an interior ministry official, adding that “it is also part of overall scheme of the federal government to improve the relations with the military establishment.” During a four-month long campaign of sit-ins staged by Pakistan Tehreek-e-Insaf (PTI) and Pakistan Awami Tehreek (PAT), the treason trial proceedings against

Musharraf were delayed for a few weeks. Following the November 21 judgment of a three-judge special court regarding joint trial, the case currently stands at the same position from where it commenced on December 24, 2013. The legal wizards believe that a fresh process is required for joint trial, which means Musharraf would also be chargesheeted again. NEW YORK: A Libyan accused over the 1998 Al-Qaeda bombings of US embassies in Africa died on Friday, days before he was to stand trial in New York, his lawyer and family said. Abu Anas Al Libi, 50, was on the FBI’s most-wanted list with a $5 million price on his head when he was captured by US troops in the Libyan capital Tripoli in October 2013. He and Saudi businessman Khalid Al Fawwaz were due to stand trial on January 12 over the attacks on the US embassies in Kenya and Tanzania that killed 224 people and wounded around 5,000. Libi, a computer expert, died at a hospital in the New York area on Friday, his lawyer Bernard Klein-

man told The Washington Post, saying the health of his client — who had advanced liver cancer — had deteriorated significantly in the last month. Libi and Fawwaz both previously pleaded not guilty to conspiracy charges. A third suspect, Egyptian Adel Abdel Bary, last year pleaded guilty to playing a role in the 1998 attacks. Libi’s son Abdel Mouin told CNN by telephone from Tripoli early Saturday that his father had been in a coma before his death and that the family holds the US government “fully responsible” for his demise. Libi, who also suffered from hepatitis C, was detained by US commandos on October 5, 2013,

and interrogated on board a US warship before being handed over to FBI agents on October 12 and flown to New York. He was questioned by the agents on board the flight, initially waiving his right to a lawyer, during which he made an incriminating statement. But Libi had sought to supress the statement in court, saying he was on hunger strike at the time, raising questions about the extent to which he was cognizant when he waived his rights. Investigators told the court Libi had informed them of the hunger strike during the flight, but that he had been hooked up to an IV and under medical supervision. He was responsive, understood his rights, knowingly waived them

and spoke willingly, and at no point appeared confused, investigator George Corey said. In an indictment, prosecutors accused Libi of discussing in 1993 possible attacks against the US embassy in Nairobi, and of carrying out surveillance of the diplomatic mission. RIYADH: Billionaire Prince Alwaleed bin Talal has lashed out at the Saudi fiscal policy after projecting the largest ever budget deficit for 2015 following the slump in oil prices. “We have reached the danger point... after starting to withdraw from the reserves,” to meet the budget shortfall, Alwaleed said in a letter addressed to the finance minister.

The suit filed early this week in US District Court in Northern California argues that while Apple touts 16 gigabytes of digital storage on lower price models of gadgets such as hotselling iPhones, about a fifth of that is eaten up by the latest operating software. The percentage of advertised space available for digital content such as photos, video, or music shrinks further when Apple gadgets built with eight gigabytes of storage are considered, the suit filed on behalf of two Florida men maintained. Manufacturing in US expands at more sustainable pace WASHINGTON: Manufacturing moderated at the end of last year to a more sustainable pace of growth as US factories adjusted to weaker overseas markets and steady demand from domestic customers. The Institute for Supply Management’s factory index dropped to a six-month low of 55.5, less than forecast, from 58.7 in November, a report from the Tempe, Arizona-based group showed today. In October, the reading matched a three year-high. Order growth slowed as some companies anticipated falling energy prices would allow them to receive goods and materials at a lower cost. While other customers scaled back capital spending

plans with global markets cooling, production will probably hold up as employment gains and cheap gasoline boost consumer spending and the economy. “It’s more of a pause that refreshes than anything to worry about,” said Michael Montgomery, a US economist at IHS Global Insight in Lexington, Massachusetts, who correctly forecast the ISM reading. “Manufacturing is going to keep expanding. We’ll lose some ground on exports,” though in the US, ‘demand is growing’. A separate index of US manufacturing also fell in December. Russian oil production rose 0.3 per cent in December to a postSoviet record of 10.667 million barrels a day, according to preliminary data e-mailed yesterday by CDU-TEK, part of the Energy Ministry. Iraq exported 2.94 million barrels a day in December, the most since the 1980s, said Oil Ministry spokesman Asim Jihad. The countries provided 15 per cent of the world’s oil in November, according to the International Energy Agency. Oil slumped 48 per cent in London in 2014, the steepest decline since the 2008 financial crisis,

When will the energy sector start to recover? NEW YORK: Last year was an ugly one for the United States energy sector, and while the first trading day of 2015 pointed to continued weakness in oil, investors are starting to look to when the sector might start to recover. Crude oil prices fell 42 per cent in the fourth quarter. The fallout on corporate bottom lines isn’t yet known, but forecasts suggest it will be severe. Energy sector earnings are seen down 19.6 per cent in the fourth quarter, according to Thomson Reuters data; on October 1, the consensus estimate was for growth of 6.4 per cent. While the flip in expectations is bearish, analysts say the dramatic decline in the stocks means some investors are going to start looking for buying opportunities. “It won’t surprise anyone to see profits fall, so if you have no exposure this is a good time to step in,” said Scott Wren, senior equity strategist at St Louis-based Wells Fargo Advisors, which has an “equal weight” rating on the sector. “The market is ready for bad news.” Investors didn’t flee the group even as it fell in the last three months of the year. A total of 85 energy sector funds tracked by Lipper, a Thomson Reuters company, shows five consecutive weeks of inflows dating to November, with more than $3.5 billion in inflows. Worst performers One of the buyers is Michael Matousek, head trader at US Global Investors, who said he was adding exposure “since these stocks are so cheap right now.” Matousek noted that the pain wasn’t spread equally across the sector. oca-Cola just killed voicemail in the US. Should we care? In December, the company’s Atlanta headquarters shut down office phone messages. Now, if you want to reach someone, you’ll have to e-mail, text, or call their cell. The shift wasn’t about cost-cutting. (The price tag was a relatively measly $100,000 per annum.) It was about getting in synch with the way employees, especially younger ones, were already communicating. Axing voicemail is a sign of the times. In 2012, Vonage reported that voicemail traffic had dropped 8 per cent since the previous year. The media lit up, declaring the voicemail’s death. Given a choice, droves of users are abandoning conversation in favour of writing. Since 2008, the volume of text messages has surpassed voice calls in the United States. For young people, the mix is incredibly lop-sided. The Pew Internet Research Project reports that in 2011, teens texted an average of 60 times a day (with 100 daily for older teenager girls). In 2009, 38 per cent of teens talked on the phone daily; by 2011 that number had fallen to 26 per cent. My own research bears this out. In 2007, I studied how college students in four countries used their cellphones. Many chose to text rather than talk because it was “faster.” They didn’t have to listen to the other person. Even those of us residing between middle age and retirement understand the virtues of written communication. It takes longer to listen to the same stretch of text than to read it. Be honest with yourself— How many times have you heard the first few words of a voicemail, stopped listening, and simply called back? If you have a teenager, you know this procedure is de rigueur. (“Uh, Mom, I see you called. What’s up?”) When I want to talk with my 20-something son, who lives in Ohio, here’s my ritual: I first check Find Friends (a GPS app on my phone) to determine if he’s driving. If he’s home, I send a text to see if this is a good time to talk. When I’m lucky, my phone soon rings. E-mail

and texting let us control exactly when and how we send and respond to messages. We’re unlikely to return an office call at midnight. But written communiqués are fine at any time of day or night — and particularly handy if travelling in another time zone. While pecking away at a keyboard or keypad, we have the option of multitasking. And we’re never going to get stuck too long on a text — just type and send. It’s true that written communication has its benefits. Anyone who’s tried phoning a live person in customer support at your favourite corporation knows the frustration of hunting down a phone number and (if you even find one) waiting interminable lengths of time to be connected with someone. Knowing what we were up against, why, we ask ourselves, did we bother? Yet for all its problems, human conversations matter. (Some people call customerfriendly L.L. Bean rather than ordering online just to hear a welcoming voice.) Spoken language is one of the indisputable features that distinguish homo sapiens from all other creatures. Yes, writing is another wondrous human invention, but it’s a relative newbie (less than 5,000 years old). And for all its potential power, it lacks the richness and immediacy of a spoken conversation. When I ask my undergraduates if spending time on Facebook ever makes them feel lonely, I’m saddened when they say yes. Linguist John L. Locke has worried about what he calls the de-voicing of society. And psychologists John and Stephanie Cacioppo worry that loneliness is becoming a modern epidemic. Voicemail has its flaws, but it still carries the resonances of another live person. Sure, it takes time to hear the message through. But part of living in civil society — or simply having basic manners — is giving other people a chance to have their say and for us to listen. Just how many of those “in real life” conversations are we willing to cede to text? If voicemail goes, which other uses of spoken language are next? Let’s not hang up on homo loquens. — Naomi S. limate scientists must inject more emotion and personal experience into their communications with the public to underline the dangers of global warming, according to a leading professor. Chris Rapley, a professor of climate science at University College London, is urging colleagues to ditch “academic, fact-based approaches” to the subject in favour of “charged” narratives. He recently performed 2071, a one-man show giving a personalised account of what climate change means for him, at the Royal Court theatre in London and the Deutsches Schauspielhaus in Hamburg.

Professor Rapley was prompted to do his show amid a growing realisation that scientists were not communicating the dangers of climate change and the importance of tackling it as well as they could. “There is a growing recognition among the science community that results that are emotionally, ideologically or politically charged need to be communicated using a different approach to the traditional ‘information deficit’ method,” Professor Rapley told The Independent. “A narrative approach in which the scientist offers the insights based on their personal experience provides a powerful alternative. ACTRESS and popular item girl Malaika Arora Khan, who is also a film producer, does not want to try her hand at film direction. Malaika’s next production is Dolly Ki Doli, and talking about her experience, she told IANS: “It’s fun and different being a producer. You learn something new and see a different side of filmmaking.” What about direction? “As far as direction is concerned, I don’t think I have the aptitude or patience to direct a film. I don’t think I can do,” she added. Malaika, who became famous courtesy her dance atop a train in the song Chaiya chaiya from Dil Se, says it will remain her favourite song always. “Of all of them, Chaiya chaiya has been my favourite purely because it was my first song and shot differently. I love that song — you’ve never seen anything shot like that on Indian screens. For me, it will always be a song close to my heart.” In Dolly Ki Doli too, Malaika has performed a song titled Fashion khatam mujhpe.

Can’t change my equation with Hrithik: Zayed Khan SUSSANNE KHAN’S divorce from Hrithik Roshan has not affected the equation between the superstar and the former’s brother, actor Zayed Khan. Zayed, who will soon be seen on the big screen with Sharafat Gayi Tel Lene, says he continues to share a great equation with Hrithik. “People can’t change the equation between me and Hrithik. We are friends since childhood and we have immense respect for each other,” he said. Hrithik and Sussanne ended their end their 17-year-old relationship via an official statement Dec 13, 2013. Both dated for four years before finally tying the knot Dec 20, 2000. They were divorced on November 1, 2014. Meanwhile, Zayed is currently busy promoting Sharafat Gayi Tel Lene, directed by Gurmmeet Singh, and says he would like to don the director’s hat someday as well. “Direction is something which is certainly in my mind.
