Editorial Dear Readers,
June has been a very active month for the EU in terms of ITS. The European Commission held its first conference on Intelligent Transportation Systems and Services on 22 June. The Commissioner for Transport, Sim Kallas, outlined his thoughts on the European framework on ITS – read all about it here. Additionally, the European Parliament Transport Committee approved the agreement with the Council on the proposed ITS directive. The plenary vote is scheduled for July. Read more here. On another note, I hope you all took the opportunity to drop in to the ERTICO Forum, held on 15 June, either physically or via the live webstream, an ERTICO first! ERTICO is continually trying to improve its services not only to its Partners but also to the ITS community as a whole, and the Forum, which was open to all, is a promising initiative. Future Forums will be made available to Members of the recently launched i-Mobility Network – more on that in this issue! The Forum generated a number of interesting discussions, and ERTICO will act on some of the issues raised in order to advance ITS and continue to serve the ERTICO Partnership. What will the most important ITS Service in the future be? Martial Chevreuil: The most important ITS service will likely be the deployment of seamless travel information services across different transport modes in Europe. Eric Sampson: I think it will be one single device that we choose individually to be our personal user interface to a wide range of services that work on various transport modes. This device, and there will be many versions, will be the interface/ gateway for relaying real time traffic and travel information services, advice and guidance to the consumer, the citizen. We already have on the market some “embryos” of these types of interfaces, but I believe we will soon see a great deal of competitiveness in this field. Malin Persson: At Volvo, we believe that safety will be the most important driver to bring ITS systems into the market. Stephane Dreher: Map based services of course! Seriously, I believe that map based services constitute the future of ITS. Electrification of vehicles, cooperative systems, ... all that will not happen without maps. The key is to gather quality information on maps. Jacques Boussuge: I believe that eCall will be one of the drivers of ITS. In the coming years, eCall will be sold as an integral part of the vehicles in Europe. Traffic information is also one of the most important ITS service that will take up in the coming years. It already exists, but quality of the traffic and travel information services will improve dramatically.

What is the main challenge for ITS? Martial Chevreuil: The main challenge is the organisation of all stakeholders in ITS. We need to define business models for ITS services. These services need to meet client expectations and satisfy socioeconomic requirements. Eric Sampson: I’ll not be popular for saying this but I see the main challenge for ITS deployment as persuading the vehicle industry to talk to other stakeholders. It is not very good at working with itself: Company A working with Company B; but it is even worse at working with infrastructure operators, applications writers etc. Basically the technology is there, the standards are mostly defined, but the state of mind in terms of cooperation across the sector needs to change. Malin Persson: The main challenge for ITS will be to adopt a systems approach: we need to work together and include all stakeholders if we want to achieve our goals. Stephane Dreher: The main challenge for ITS is standardisation to ensure interoperability in the highly competitive market, as well as the establishment of partly open platforms. Many issues surrounding these ‘open platforms’ will however need to be resolved, such as security and safety issues, and last but not least, establishing business models. Jacques Boussuge:The improvement of real time traffic and travel information will be the biggest challenge of ITS in the near future. Quality and reliability of data is of utmost importance for the consumer. Once we will reach a certain degree of reliability, ITS services will flourish. This will be achieved by the fusion and integration of all sources and types of data, coming from various sources and channels. I believe that the role of traffic information platforms will play an essential role in this perspective.
What is the essence of the ERTICO Partnership? Martial Chevreuil: The name says it all – “Partnership”. The ERTICO Partnership is a platform for cooperation, built on and building alliances with different actors in the field of ITS. Eric Sampson: There’s an old saying that it is easy to break one stick but much much harder to break a bundle of sticks. That to me is ERTICO – each Partner, a single ‘stick’, gets strength, wisdom and support from all the other partners. ERTICO is the way in which we can strengthen transfer of knowledge in the field of ITS. ERTICO enables organisations to shift know-how and opportunities from big to small and from small to large. People often say “nobody is perfect” which I think is true – but I believe a team can be perfect! That to me is the essence of the Partnership Malin Persson: ERTICO enables ITS stakeholders to have on common voice towards EU institutions. ERTICO provides invaluable networking opportunities with other stakeholders. The power of ERTICO is that by working all together, we can make ITS happen. Stephane Dreher: ERTICO plays an essential role in bringing all stakeholders together through industry fora, developing and managing leading collaborative R&D projects in the field of ITS. Jacques Boussuge: The essence of ERTICO is... working together! We are proud to be part of this network where motivated partners and competitors work together in a common framework, to achieve common goals.

EU News The European Union was very active in June. European Parliament European Parliament Transport Committee backs EU-wide specifications for ITS traffic monitoring and safety assistance systems The European Parliament Transport Committee approved today legislation that would require new ITS systems, to be deployed by 2013, to be compatible with existing national ones. The plenary vote is scheduled for July. Transport Committee MEPs approved a deal struck with Council in May on implementing arrangements and a timetable for introducing ITS traffic monitoring and safety assistance systems that are compatible with existing national systems and interoperable. They amended the draft legislation to take account of the needs of vulnerable road users and address data privacy concerns. Deployment timetable The ITS service deployment timetable is as follows: • • • •
EU-wide real-time traffic information services (by the end of 2013) EU-wide multimodal travel information services (by the end of 2014) universal traffic information on road safety, free of charge to users (by the end of 2012) interoperable “e-Call” technology to alert the emergency services automatically of road accidents (by the end of 2012) • information services for safe and secure parking places for trucks and commercial vehicles (by the end of 2012) Pan-European interoperability Member States will remain free to chose whether or not to implement these systems on their territory. If they do, however, they must comply with the EU common specifications, to ensure pan-European interoperability. Anne Jensen’s (ALDE, DK) report (2nd reading, co-decision) was approved in committee with 28 votes in favour, 2 against and no abstentions. The plenary vote is scheduled for July. Digital Agenda Commissioner Neelie Kroes on open standards Neelie Kroes advocates the need for open standards and interoperability in Europe On 10 June 2010, Digital Agenda Commissioner Neelie Kroes addressed the audience of the Open Forum Europe 2010 Summit promoting the idea that open standards and interoperability be at heart of the EU Digital Agenda. In her speech, Ms Kroes stressed that she sees herself as a big fan of open standards. She 4

said she believes in openness, and she believes in practising what one preaches. Kroes advocated the choice of open standard as a very wise business decision: “Interoperability boosts competition and we need more of that ... and that is why everybody who cares about interoperability should care about the financial conditions for the use of standards as well as the indirect constraints imposed on third parties: the fewer constraints the better.” To create more and better standards in Europe, Kroes proposed a number of measures to be implemented at EU level: a reform of the European standardisation systems, to “bring relevant standards from non–traditional standard setting organisations to an equal footing with European standards when it comes to achieving interoperability.” Concerning IPRs, Kroes called for rules for ex-ante disclosures concerning standards involving intellectual property rights, a proposal set to avoid companies focussing only on IP revenue. Kroes here referred to a draft of new antitrust rules which would be designed to keep standardisation processes free of abuse: the document relies on concepts of “non-discrimination, transparency and availability and specifies minimum requirements that distinguish standard-setting from a cartel” Kroes also announced the launch of a new European Interoperability Framework (EIF) in 2010. It will call for public bodies to choose solutions with the least constraints, making sure no chosen supplier can take advantage by “locking-in”. Commission holds its first conference on ITS in Brussels Commissioner for Transport Sim Kallas spoke on the first conference on Intelligent Transportation Systems and Services held in Brussels on 22 June Commissioner for Transport Sim Kallas spoke on the first conference on Intelligent Transportation Systems and Services held in Brussels on 22 June: “Intelligent Transport Systems can be a powerful tool to support overall transport policy goal in many ways. However, ITS deployment is not a goal in itself” said Mr Kallas. In the framework of the ITS Action Plan and associated directive, Mr Kallas underlined the importance of the role of the EU to accelerate the deployment of ITS in Europe. “Europe has a role to play, not by taking everything in our own hands, but by supporting the right framework conditions (...)” He also mentioned the significance of the Trans European Networks for Transport (T-TEN) : “we are currently in a decisive phase of our review of the T-TEN policy”. The European Commission recently opened a public consultation on a proposal for a new methodology on T-TEN planning. The objective of this high-level conference was to provide first hand information on the implementation of the Intelligent Transport Systems (ITS) Action Plan and to debate the deployment of ITS in Europe in the framework of the forthcoming ITS directive. TECNALIA presents its fully electric vehicle DYNACAR® DYNACAR®, the fully electric vehicle that reaches 100 km/h in 5.7 seconds, presented by TECNALIA For the last five years, TECNALIA has been working on enhanced configuration and virtual evaluation tools that enable the development and integration of new solutions for hybrid and fully electric vehicles. The presentation of DYNACAR® took place at the “International Eco Friendly Vehicle & Sustainable Mobility” exhibition in Madrid, May 2010. From the exterior, the appearance of DYNACAR® is of a two-seater, equipped with a dedicated instrument panel that allows a neat validation of the systems related to longitudinal and lateral dynamics. With a total weight of 700kg, it uses a single-shell, high-rigidity lightweight chassis of steel and aluminium alloy, with an adjustable deformable parallelogram suspension system for the four wheels. Internally, and even though DYNACAR® is a fully electric vehicle, it allows the possibility of integrating range extension devices, that is a small internal combustion engine that supplementary charges the battery of the car. The vehicle has a peak power of 100 kW provided by a permanent magnet synchronous electric motor and an energy storage capacity of 15 kWh. An acceleration from 0 to 100 km/h is reached under 5.7 seconds, the optimum management of the traction control being decisive. The top speed is 140 km/h, reaching this figure in 10 seconds, whereas its autonomy in an urban driving cycle is some 70 kilometres; “an appropriate distance for the purpose of the experimental vehicle”, according to Alberto Peña, Manager of ITS systems R&D Area, at TECNALIA. The vehicle will be adapted to run on the open road no later than 2011, but at present DYNACAR® is being used to develop and validate new concepts in high-powered electric traction, as well as active systems that enable maximum benefit to be squeezed from new propulsion systems, such as torque vectoring, ADAS systems for electric vehicles or the concepts of distributed traction by means of incorporating in-wheel motors or regenerative braking. The ERTICO - ITS Europe Forum Insights on deploying ITS in Europe - watch the event here! ERTICO held a series of highlevel workshops under the theme of “Bringing Intelligence into Mobility – Deployment challenges”, as part of its annual Forum, held in Brussels on 15 June 2010. An audience of approximately 200 representatives of public and private stakeholders followed the debates and actively engaged in the discussion via ‘physical’ or ‘online’ presence, as the forum was transmitted via live webcast here The first panel organised in the morning confronted representatives of the various ITS sectors to present their vision of ITS today and ambitions tomorrow. A second panel organised in the morning enabled the exchange of views and best practices regarding various countries’ ITS strategies. National associations, ministries and universities had the opportunity to present their activities in the field of ITS in their respective countries. In the afternoon sessions, interesting insights were also drawn from the Orange Business Services presentation on the evolutions/revolutions in cellular networks and internet and their impact on ITS.
A presentation of Continental Automotive focused on their vision and focus on electrification in vehicles, in which ITS will play an important role. The last panel of the day focused on ‘ITS deployment – custom made and driven by competition’. The ERTICO – ITS Europe annual Forum explored the current status and ambitions of ITS as seen by differing stakeholder groups – service providers, telecom operators, infrastructure providers, manufacturers, the public sector and user groups. Continental Forges Technology Alliance with Six Partners and Demonstrates AutoLinQ™ Apps Continental announced at the Telematics Update Detroit 2010 conference AutoLinQ™ development alliances with technology partners including Deutsche Telekom, INRIX, NAVIGON, NAVTEQ, Pandora and Ygomi. At the conference, Continental featured an AutoLinQ™ demonstration vehicle that included select applications designed in collaboration with its partners to make driving safer, more eco-friendly and convenient. As a next generation in-vehicle infotainment and connectivity solution, AutoLinQ will enable drivers and passengers to personalise their car by safely downloading information and content from the web to the dashboard. Thanks to the development alliances with the technology partners, Continental can offer car makers an end-to-end solution that does not yet exist on the market as such. Zero or One Click Human Machine Interface Strategy Continental is exploring intuitive human machine interface (HMI) strategies for its AutoLinQ demonstration vehicles. The company is testing several user interfaces to achieve its goal of a zero, or one-click, operation of applications and functions inside the car. The display inside the AutoLinQ demonstration vehicle includes large icons to provide drivers and passengers with easy access to radio, media, navigation, applications and other settings. Content can be accessed and controlled through a touch screen display, steering wheel controls, voice recognition and text-to-speech technology. Current features and applications inside the demo vehicle include: Deutsche Telekom Connects Drivers to Personalised Content and Information Thanks to the applications developed by Deutsche Telekom, a driver can download e-mails, sync the information to the car and have it broadcast through the audio system via text-to-speech technology. Drivers are able to respond to e-mails by recording audio messages. Drivers also can remain up-to-date by accessing the latest news from online websites, personal RSS feeds or other social networking sites. The personalised news reports and information also is broadcast through the vehicle audio system using text-to-speech technology. These applications can be controlled via voice commands. The driver can keep his eyes on the road and the hands on the steering wheel thus helping reduce the potential for driver distraction. AutoLinQ Users will be Connected with Pandora 54 million people have registered on Pandora and more than 2.5 million people join Pandora every month in order to create and listen to personalised radio stations that are generated immediately with the input of a single seed: an artist name, song or genre. Continental’s AutoLinQ platform adds to the ubiquity of Pandora, enabling drivers to access the music they love in the car, where more than 50% of all radio listening occurs. 8

NAVTEQ provides Rich Content, enables Services for Connected Navigation NAVTEQ is contributing to Continental’s AutoLinQ with an automotive-focused service delivery framework that brings a variety of rich content and services into the car and provides contextually relevant information whether the car is in motion or parked. Services include NAVTEQ Traffic, Fuel Prices, Points of Interest, “MyCar” car diagnostics, and more. The solution is optimised for automotive environments and includes critical security and administrative features such as firewalls and VPNs, vehicle authentication, service portfolio management, service delivery and reporting. NAVIGON provides drivers with Turn-by-Turn Navigation NAVIGON created a MobileNavigator application for Continental’s AutoLinQ system. The award winning Android-based navigation software includes many helpful features that are designed to guide drivers to their destination in the best possible way. MobileNavigator boasts premium navigation functions such as NAVIGON MyRoutes, Reality View™ Pro, Lane Assistant Pro and Speed Assistant. It also features NAVIGON’s easy to use interface as well as sophisticated and elegant map views, which automatically changes between day & night mode and even offers GPS simulation in tunnels. EuroRAP Maps Safety on Trans-European Roads EuroRAP has published the first comprehensive safety analysis of the EU Trans-European (TEN-T) road network, with the following results: • • • •
15% of the TEN-T road network has unacceptably high safety risk Just 31% of the network meets “best possible” safety standard commitment Over 20,000 deaths and serious injuries per year on the TEN-T road network EUR10 billion cost of road crashes annually on the TEN-T road network

TelematicsPRO and MetroNAV
TelematicsPRO and the navigation process for pedestrians The Metropolitan Navigation test platform, or MetroNAV is an open market promotion and testing platform for precompetitive applications, projects and products focusing on traffic management, geo-information and tourism, used by TelematicsPRO. It connects product providers and applications within the metropolitan areas of Berlin and Brandenburg. “The Berlin MetroNav test demonstration field will ensure the validity of product development, especially for pedestrians,” says Michael Sandrock, chairman of TelematicsPRO. This development is significant considering that the navigation process for pedestrians in densely populated areas is much more complex than in-vehicle navigation. Pedestrians need more technical location assistance like WLAN or RFID. So if one signal source is blocked, then another option must meet the need for location. According to Michael Sandrock, there are a rising number of projects in this area. Start-ups have emerged quite successfully. To name one of them: United Maps (Munich) - they develop and produce map technology for pedestrian requirements. With a proprietary technology, United Maps algorithmically matches and merges line vector sets to produce hyper-local maps on large scales between 1:5000 to 1:1000. Geometries and attributes of original, primary datasets are enriched, completed and yet remain intact and fully navigable. Secondary data extends relevant content for mobile use cases outside vehicle traffic. Technically, the conflation of two different vector sets produces a better and richer third set, a “united map”. United Maps professional editors add and complete original features and guarantee industrial quality standards, according to the company.

Special working groups and initiatives for this topic are rare; in general this topic is been worked out as a cross section function for navigation technologies in various initiatives. The Berlin MetroNav test demonstration field will ensure the validity of product development, especially for pedestrians. Most providers offer single technology access; cross section seems to be complex and is too costly. We often recognise approaches in seamless navigation - which will be the challenge - where the label promises what can hardly be realised in practical tests. Another challenge is that it is not possible to be located inside buildings using navigation signals transmitted by satellites as the signals are weakened or impeded by building structures. More satellites, especially Galileo, will close the application gap. But that does not close the gap to the linkage with terrestrial position technologies. This process is in the initial stages; standardisation is needed and must be enforced by regulations. And it needs cooperation - a critical path in practical company functions. Research programmes by the national institutions and within the Seventh Framework Programme are set up to answer the open technical questions. Another challenge is to provide a variety of routing options to users - including those entirely on foot, or with portions on public transit systems. Software companies are used to creating new programmess and functions. Negotiations and contract procedures with institutions like municipalities or public transport companies are not part of their key competencies. FOT-Net Third International Workshop announced FOT-Net was established by the European Commission to network Field Operational Tests (FOTs) organisers in one strategic networking platform in order to address common issues related to the practical organisation, set up and follow-up of FOTs results. There is a need for the different regions (Asia, US and Europe) to cooperate on common FOT issues, such as data handling and sharing, methods and deployment. With successful events organised at the ITS Congresses in New York and Stockholm, FOT-Net has established an international network of FOT organisers, aiming to tackle common working issues and foster cross-region cooperation. A series of Round Tables will be organised at FOTNet’s Third International Workshop addressing FOT issues that have been identified as of high priority such as data sharing, impact assessment and scaling up, events and incident definition, legal issues and stakeholders analysis. An international panel of FOT experts will be invited to debate in each round table. Other experts and stakeholders are welcome to participate to the round tables as observers. During the afternoon session, highlights from the round tables will be presented and discussion will be open to the general FOT community.
General objectives of this workshop include: • Reinforce the global FOT network in order to exchange knowledge, best practices and foster cooperation for FOT activities • Increase the cooperation between FOT activities and their stakeholders leading to faster and effective take up of Intelligent Transport Systems and Services More specifically the expected outcome of the workshop is the production of recommendations that will contribute to a common roll-out plan to support the coherent development and implementation of FOTs at European and International level. ITS (UK) Road User Charging Interest Group elects new Chairman The ITS (UK) Road User Charging Interest Group, one of the fourteen Interest Groups run by the intelligent transport society, has elected a new Chairman in Keith Mortimer of Wyeval Ltd. Mr Mortimer has been the Honorary Secretary of the Group since its inception in 2003, and takes over from Andrew Pickford who founded the Group. Mr Pickford’s business interests are now mainly in the Far East and while he intends to keep in touch with the Group, he felt that it was appropriate to hand it over to a UK based colleague. The new Honorary Secretary is Dr John Walker of Thales. Dr Walker has also been active within the RUCIG since its foundation. Mr Mortimer said: “I would like to pay tribute to Andrew’s leadership. John and I will seek to maintain the momentum and standards that have marked the RUC Group’s success. ITS (UK) holds its seventeenth Annual General Meeting ITS (UK) Foundation Members Amey hosted the seventeenth Annual General Meeting of the society in Birmingham on 3 June. Members reflected on the successes of the past year, particularly the ITS (UK) stand at the 2009 World Congress in Stockholm, and considered how best to steer the society into the next few years of public financial austerity. With a solid financial base and the enthusiastic support of so many of the UK’s leading ITS experts, ITS (UK) is well placed to communicate the message that investment in intelligent transport systems provides excellent value for money in terms of mobility, safety and security. This will be particularly important as public expenditure is reined back and demonstrable value for money becomes even more crucial when deciding how to spend the public money available for transport expenditure. The Officers and Directors of ITS (UK) were all re-elected with the exception of Penny Ford of Serco who had decided to step down as Marketing Director. They are now: • • • • • • • •

ITS Hessen launched!
New Alliance to deploy ITS at European transport hub Hessen “We are on the final stretch to adopt the ITS directive laying down the framework for the deployment of Intelligent Transport Systems in the field of road transport and for interfaces with other transport modes. The member states will have to adjust their legal framework and to develop their action plans for the deployment of modern ITS technologies”, Matthias Ruete, Director General of DG MOVE announced at the International Forum “Strategies in Motion” organised by the Hessen state on 22 April 2010 in Frankfurt. An important hub of the TransEuropean Transport Network in the heart of Germany, Hessen is one of the pioneer regions for ITS deployment. In addition the region is an important location for the ITS industry. “More than 300 ITS related enterprises and institutions are located here,” Professor Manfred Boltze, Transport Technology Adviser to the state government found out in a market survey. Twenty-four of them founded the new cluster ITS Hessen during the Forum on that very day in Frankfurt. “ITS Hessen as a network is open for all manufacturers, service providers, R&D institutions and transport modes. We want to strengthen the interests of ITS related industry by our support,” Dieter Posch, Hessen`s Minister for Economy, Transport and Regional Development declared. Michael Vester, Telenet AG Darmstadt, was elected ITS Hessen’s first Chairman of the Board. “We will guaranty that ICT technologies generation web 2.0 will be deployed quicker and sooner at Europe`s leading 12

transport hub Hessen to make mobility by cars, busses, trains and aviation seamless, safer and much more comfortable. The founding assembly therefore decided to become a member of ITS Network Germany and to cooperate with ITS nationals and ERTICO on the European level. ITS Hessen will be settled at the House of Logistics and Mobility (HOLM), the newly constructed global competence centre in the direct neighbourhood of Frankfurt’s Rhein Main Airport. “ITS is an important cornerstone of CoModality, so we chose HOLM as the right place for our future work to start,” Mr. Vester explained. ITS Canada News
13th Annual Conference and General Meeting Over 325 ITS experts from Canada, the United States and 13 other countries attended the 13th Annual Conference and General Meeting of ITS Canada in Ottawa, Canada’s National Capital, from 13-16 June 2010. Over 90 technical papers were presented, along with a number of Executive Sessions focused on topical themes. Some 40 exhibitors benefited from the significant attendance. The conference was sold out three weeks prior to the event, a first for ITS Canada. The overall theme of the conference was “ITS for Efficient, Safe and Clean Transport” and speakers from around the world explored the topics with enthusiasm. Executive Sessions included a focus on The Connected Vehicle, with three separate technical sessions devoted to it, and a Plenary including Mike Schagrin from the US DOT and Mike Noblett, Chair of ISO Technical Committee 204 (ITS) and Senior Executive with IBM. A new stream including Urban Transit and Transportation was featured, along with New Advances, Integrated Operations and Commercial Transportation. Three special sessions focused on Privacy Issues, the new Canadian ITS Architecture, and Traveller Information Systems. Finally, a new track specialising in Emerging International Markets was conducted, and colleagues from ITS India, ITS China, ITS UK, ITS Malaysia, and ITS Korea participated. The Vice Chair of the 17th World Congress in Busan also made a special presentation to delegates. ITS Canada’s Gala Dinner at the spectacular National Museum of Civilization featured the first Annual ITS Canada Awards of Excellence, with four categories of technology supremacy, and the longstanding Michel Van Aerde Scholarship for Canada’s most deserving graduate student in ITS. With Canada having just won the prestigious Young Innovator Award at the International Transport Forum of the OECD, it was a fitting close. Next year’s conference is already confirmed for early June in Vancouver, British Columbia, and it will be still bigger, and better, than 2010! Canada also awaits a decision of the World Congress Selection Committee to host the 2014 World Congress in Toronto, currently hosting the G20 Summit beginning 24 June 2010. ERTICO cooperates with 10th Challenge Bibendum Round Table organised on ITS for Urban Mobility The 10th Challenge Bibendum was formally inaugurated on 31 May 2010 in Rio de Janeiro, Brazil, in the presence of Brazilian President Luiz Inácio Lula da Silva, Michelin Group Management and many local dignitaries, and before an audience of some 3,000 people, of whom around 450 were journalists from all over the world. In this context ERTICO cooperated with Challenge Bibendum namely with the organisation of a Viajeo seminar on Urban Mobility and ITS, contributing to the European Commission’s stand and co-organisation of a Round Table on ITS for Urban Mobility. The Round Table had the presence of ERTICO, ERTICO partners Audi (VW Group), Magnetti Marelli (FIAT Group), Mizar (Swarco Group), Navteq, Orange and Volvo Technology; and the European Commission – DG Research.
During a full day meeting the Round Table participants tackled the topic “Efficient and Safe Urban Transportation: How will ITS Improve the Situation? The key challenges (congestion, pollution and safety improvements) for urban mobility, especially in megacities, are well identified and possible solutions are numerous. Amongst various solutions, ITS which comprise cutting-edge information and telecommunication networks for vehicles, mobility services, transport operators, city planners and all users can play a key role. ITS mitigates congestion issues through real time traffic information and navigation systems and traffic flow management; it enables a new generation of multimodal traveller services for clean and efficient urban mobility; it improves safety through intelligent
vehicle systems and by supporting emergency vehicle operations. The Round Table concluded that new technologies are making ITS more affordable and viable. ITS solutions need to provide long-term congestion relief and safety since the rebound effect is very real. This can only be achieved by integrated solutions which often require consortia and diverse organisations working together. For more information click here

“Strengthening of EU-Brazil international cooperation on Urban Mobility and ITS is desired” concludes Viajeo seminar at the 2010 Challenge Bibendum A Viajeo seminar under the theme “EU-Brazil Cooperation on Urban Mobility and ITS” was held in Rio on 2 June during the 10th edition of the Challenge Bibendum.
The seminar boasted the presence of Patrick Oliva, Corporate Vice President of Michelin, who welcomed the participants to Challenge Bibendum, organised for the first time organised in Latin America. Challenge Bibendum has grown into an extraordinary showcase of technological progress tackling also the issues of sustainable road mobility. Other speakers included András Siegler (Director, DG Research, European Commission), Paulo Egler (Advisor, Brazilian Ministry of Science and Technology) and Ranger Kulveer (Advisor for Transport to the Mayor of London). Also present at the event were ERTICO partners Cobra, Egis Mobilité, Magnetti Marelli (FIAT Group), Mizar, Kapsch and Volvo Technology. Key conclusions of the seminar include: • EU and Brazil are looking for more balanced R&D cooperation on Urban Mobility and ITS. To enhance this international cooperation,
stakeholders need to turn it into a win-win activity and develop more institutionalised ties. For such developments the EU-Brazil Agreement on scientific and technological cooperation signed in 2005 and European Commission’s FP6 and FP7 Transport Research programme have had a fundamental contribution. • London’s Summer Olympic Games 2012 and Torino’s Winter Olympic Games 2006 were presented as best practices for deployment of ITS and the participants discussed how ITS for large events can be used to improve the overall efficiency of mobility in cities. This topic was especially relevant to the Brazilian stakeholders present at the seminar as Brazil will host the FIFA World Cup in 2014 and the Olympic Games in 2016. • In addition to Urban Mobility management and operation and traveller information, other priorities for EU-Brazil cooperation include Education and Training (for experts, policy makers & investors), Integrated Intermodal Mobility services and promotion of common standards. ERTICO at the EU-China Science and Technology Week at the EU pavilion, Shanghai World EXPO 2010 The EU-China Science and Technology Week, organised by the European Commission at World EXPO 2010 Shanghai China, brought together over 500 leading scientists, journalists and representatives of industry, academia and government from the European Union and China, to share knowledge, experience and aspirations. From 15 to 18 June 2010, a highly focused programme of science policy sessions, scientific workshops and media briefings at the EU pavilion at the World EXPO site allowed participants to showcase joint achievements, exchange success stories, and explore new perspectives and collaboration opportunities between European and Chinese research organisations, focusing on the Shanghai Expo’s theme of “Better City, Better Life”.
Two ERTICO coordinated FP7 projects, SIMBA II and Viajeo, were invited to present at the event as ‘success stories’ of EU-China cooperation. Dr Yanying Li from ERTICO presented the SIMBA II project and gave a presentation to media on the title of “EU-China Cooperation in road transport research: leading the way”. The Viajeo project was presented at the event by Francesco Della Casa from Thetis S.p.A, the Viajeo Beijing demo site leader. His presentation was entitled “Clear road ahead: International demonstrations of transport planning and travel information platform”. Both presentations were received by over 50 16

journalists from China and EU. Following the presentations, questions were asked by journalists at the scene. Yanying was interviewed by a number of media including Xinhua News Agency. Questions were on ERTICO activities in China, current trends of European ITS development and implementation and future opportunities of cooperation between EU and China. ERTICO – ITS Europe will organise a seminar in Shanghai on 12 September 2010 with the title “Strengthening Cooperation in ITS between EU and China: the Viajeo project and beyond” ERTICO – ITS Europe will organise a seminar in Shanghai on 12 September 2010 with the title “Strengthening Cooperation in ITS between EU and China: the Viajeo project and beyond“ The seminar will be hosted by the Rhône-Alpes Pavilion at the Shanghai World EXPO 2010. The seminar aims to share experiences and good practices of EU-China cooperation in the ITS field. The Viajeo project is co-funded by the European Commission DG Research under the 7th Framework Programme (FP7). The Specific International Cooperation (SICA) runs from 01/09/2010 to 31/08/2012 and has two demonstration sites in China: Beijing and Shanghai. At the seminar, the Viajeo activities and achievements of EU-China cooperation will be presented. Good practice and experiences on EU-China cooperation in technologies will be shared. The seminar will bring together speakers with many years of experience in EU-China cooperation. Participants will also discuss future opportunities and strategies. PluService develops ITS solution for Demand Responsive Transport in the context of the STADIUM project in Cape Town FP7 project STADIUM aims at improving the performance of transport services and systems made available for large events hosted by big cities. Running from 2009 unto 2013 the project will develop a set of guidelines and tools to support managers and organisers of transport, mainly on the use of ICT technologies. It will also design and implement ITS applications in demonstrators in South Africa (FIFA world Cup 2010), India (Commonwealth Games 2010) and UK (Summer Olympics 2012). PluService is managing the South African demonstrator. In cooperation with South African partners, Pluservice has developed a Demand Responsive Transport (DRT) service called Last Mile operational since end of May 2010, in time for the FIFA World Cup. The STADIUM DRT solution has been accepted as a special IRT service for the FIFA World Cup in Cape Town. It’s managed by local partner Peninsula Holdings using equipped vehicles and the control
centre provided by STADIUM partners. The STADIUM DRT solution Last Mile, has been well advertised in the context of the World Cup and it is believed that it will bring the following benefits to Cape Town: • Reduction of traffic congestion at the Central Business District (CBD) where the FIFA matches will take place and many of the hotels are located. • Convenient transfer to the CBD • Service can be booked through DRT application – both directions • Hotels, guesthouses can book service on behalf of guests • Vehicles will have area for luggage PluService’s next steps at the South African demonstrator include the performance of the evaluation of the Last Mile service during and after the FIFA World Cup and turn into a sustainable system after the World Cup. ITS America news ITS America launches initiative to highlight ITS solutions making a difference Earlier this year, ITS America launched the “Smart Solution Spotlight Award” to recognise the best and most innovative uses of Intelligent Transportation Systems (ITS) across the United States and worldwide to create a safe, clean, efficient and sustainable transportation system. The ITS America Smart Solution Spotlight award is presented to ITS technologies or projects that have made a real-world impact, or have demonstrated near-term potential, to improve public safety, enhance mobility, create more liveable communities, strengthen economic competitiveness, or promote environmental sustainability. By highlighting innovative solutions in local communities, consumers and decision-makers will begin to recognise the power of technology to transform transportation. Several projects recognised thus far have generated significant media coverage in their local news markets, including Houston’s web-based evacuation map and multi-modal traffic management centre, a state-of-theart winter road maintenance programme in Michigan, and a traffic light synchronisation project in Portland, Oregon which tracks reductions in carbon emissions. The latest award went to Salt Lake City’s MAX bus rapid transit programme, which replicates the speed and efficiency of rail and makes use of the latest in transportation technology and infrastructure improvements. Using bus-only lanes, transit signal priority, and a streamlined route, MAX BRT has increased ridership by a third, reduced travel times by 15%, and provided passengers with an efficient bus to rail connection. The new IT Strategy launched by the government of Japan The meeting of the IT Strategic Headquarters, headed by the Japanese Prime Minister, decided on the “new IT Strategy” on 11 May 2010, describing the short-term targets up to the 2013 financial year (FY) and the long-term ones up to the 2020 FY. The Japanese government has promoted ITS through several policies. One of them is the “New IT Reform Strategy”, released in 2006 with the aim of the practical application of safety driving support systems with cooperative systems to create “the world’s safest road traffic environment”. Another one is “i-Japan Strategy 2015”, launched in 2009, which includes the aim of decreasing traffic congestion, improving logistic efficiency and reducing CO2 emissions. The new IT Strategy formulated under the administration of the Democratic Party of Japan (DPJ) consists of three main points; 1)”realisation of e-Government service”, 2) “re-bonding local communities” and 3)”creation of new markets and international expansion”. ITS is encouraged in the second point – by introducing and deploying the safety driving support systems to revitalise local communities as well the third point – by halving
traffic congestion on main roads in Japan by the 2020 FY, compared to the 2010 FY, through ITS technologies. It also promotes “Green Mobility”, combining the smart grid technologies with the transport systems such as EV. In the medium term, “Green Mobility” aims to restrain fossil fuel use by disseminating next generation vehicles (electric and plug-in hybrid vehicles), and in the short term, smooth traffic flow by utilising a vehicle probe system, improving logistic efficiency, boosting the use rate of public transportation systems by enhancing the public vehicle priority system, bus location system and so on. The activities to reduce CO2 emissions are promoted under the national project “Six Pioneering Projects for Accelerating Technology Transfer to Society” led by the Cabinet Office. In terms of safety, the government set a new target to decrease the number of traffic fatalities to less than 2500 hopefully by the 2018 FY. The ITS Strategic Headquarters is planning to prepare a road map with specific work schedule for implementation. 19
