DEAR CCOSA MEMBERS,
The 2019-2020 school year is one I’m sure none of us will ever forget. I’m so proud to have witnessed your life-changing work this past year and to call you my friends and colleagues. I hope this report will help remind you of not only the challenges we faced, but also all the wonderful things we accomplished together. We started off the 2019-2020 school year with multiple education interim studies, many of which included CCOSA members as participants. This invitation for CCOSA to participate in interim studies further showcases the value we have at the Capitol. Legislators are coming to us for expert opinions and discussions on education legislation. The CCOSA team monitored and reported to membership on the more than 600 educationrelated bills and successfully worked toward our legislative goals, including HB 2905, the Virtual Charter Accountability and Transparency Act of 2020.
I’d also like to thank the CCOSA team. You leaned in during tough times to support each other, our members and our mission. I could not be prouder of your work.

Last, I’d like to dedicate this Annual Report to the late Dr. Randall Raburn, longtime educator, administrator and former CCOSA executive director who passed away in June 2020. Dr. Raburn’s leadership in schools and at the state level made a difference for many generations of students and administrators. We are blessed to have known him and learned from him. Thank you, Dr. Raburn, for your contribution to Oklahoma public education!

We hope this report captures the things we achieved together this past year. We thank you for your membership and look forward to moving forward together. This year, we also implemented a minority leaders discussion group to help inform our newest Quality Schools Framework – Equity Initiative. This group has worked for many months to develop a framework for schools to implement to not only grow a diverse pool of administrators, but also to better support minorities in their districts. We’re excited to release this framework next year! We couldn’t do this work without the support of our sponsors. This year we added a new Bronze sponsorship category to allow for any interested business to support CCOSA. Thanks to all of our sponsors, both those who are legacy sponsors and those who are new this year, for supporting the mission of CCOSA.
CCOSA members also received professional liability insurance for the first time. Many of you have asked for this in the past and we were finally able to provide this long-awaited benefit to our nearly 2,900 members. Also in 2019-2020, eligibility requirements were reviewed for those eligible OARSA members desiring to join the Mutual Benevolence Plan. Our professional learning opportunities were successful yet again, with over 4,000 people participating in the main programs. This doesn’t even count the more than 3,000 participants we had on pandemic-related association update calls!

The Cooperative Council for Oklahoma School Administration, which was founded in 1973, is an incorporated, not for profit organization which establishes close and continuous communication and cooperation between educators, taxpayers and legislators to improve the effectiveness of professional school administrators and to communicate the needs of the schools. The Council is the umbrella organization for the following professional associations: the Oklahoma Association of School Administrators (OASA), the Oklahoma Association of Secondary School Principals (OASSP), the Oklahoma Association of Elementary School Principals (OAESP), the Oklahoma Middle Level Education Association (OMLEA) and the Oklahoma Directors of Special Services (ODSS).

Membership in the Oklahoma Association of Retired School Administrators (OARSA) is open to persons who have retired from school administration or educational service. To be eligible to join OARSA, individuals shall have been an active CCOSA member for a minimum of three years prior to retirement.

• Worked with hundreds of schools on the implementation of high-quality blended learning programs using the CCOSA Blended Learning Framework
This was just one of a growing number of “Quality School Frameworks” that CCOSA developed. The CCOSA Energy Efficiency Framework was released in June which when implemented, could save Oklahoma schools thousands of dollars. In addition, CCOSA released the Professional School Budgeting Frame work which guides school CFOs in developing a comprehensive school budget.

• With the announcement of the COVID-19 global pan demic, OASSP/OMLEA shift ed to weekly virtual meet ings for secondary/middle level administrators. Seven meetings were hosted via Zoom. Total member inter actions equaled 398, with an average of 56 members attending or viewing each session between March 2020 and June 2020.
OASSP’s mission is to support secondary level principals by providing quality professional development, encouraging advocacy and networking for the improvement of middle and high school education in Oklahoma. The mission of OMLEA is to improve the educational experiences of young adolescents by providing vision, knowledge and resources to all who serve them in order to develop healthy, productive and ethical citizens.

• Throughout fourOASSP/OMLEA2019-2020,hosted CCOSA Education Leadership Webinars with topics presented by award-winning principals and school leaders. Each webinar was also made available by video to CCOSA members. Overall, 131 participants attended or watched these four webinar episodes. • February 12-13, 2020 brought 290 attendees and 20 exhibitors together for the 2nd OASSP/ OMLEA combined state conference. Oklahoma educators learned from keynote speakers Akil Ross, 2018 National Principal of the Year, and Kim Campbell, Middle-School specialist and motivational speaker. Plus, Oklahoma educators led more than 24 breakout sessions to collaborate on best practices.

• TeleSPED ECHO, a collaboration among CCOSA/ ODSS, OSU Center for Health Sciences Project ECHO and OSU-Tulsa, began in September 2019, with a plan to cover student behavior topics in each of the 16 twice-monthly sessions. When the State Board of Education mandated school closures in March 2020, the plan changed. Because of the tremendous need for information about special education services during the remainder of that school year, beginning after spring break, TeleSPED began meeting weekly through MidMay, using each session to focus on a topic relevant to the delivery of IDEA-compliant distance learning services to children with disabilities. During the last few weeks of the 2019-20 school year, TeleSPED set record levels of participation over all Project ECHO sessions. Total TeleSPED participation from September 2019 through May 2020 was 2,592. Finally, to meet the needs of directors trying to plan for the 2020-21 return to school, ODSS scheduled extra summer meetings.

First confirmed case of COVID-19 in Oklahoma (Tulsa).
When schools across the state, country and world shut down in response to the COVID-19 pandemic in March 2020, CCOSA quickly pivoted efforts to support members.
The Oklahoma House and Senate vote to override the Governor’s veto of HB 2741, 2742 and 2743 which redirect $112 million in extra payments to pension systems and $180 million from transportation projects to help fund the education portion of the FY21 budget.

In a typical legislative session, CCOSA would finalize the year’s legislative goals, then work hand in hand with legislators, members and valued education partners to carry out those goals at the Capitol. Members would congregate in the CCOSA conference room each Wednesday for a weekly legislative briefing, and administrators across the state would celebrate each success through the end of session, Sine Die, in May.
• Because of the Legislature’s hard work, common education avoided FY20 cuts and minimized cuts to the FY21 education budget as a result of the COVID-19 crisis and the resulting economic downturn. Despite the Legislature’s work to avoid deep cuts to the FY21 budget, districts still experienced a significant reduction to the state aid formula, meaning FY22 will be even more difficult.

• HB 2905 continued CCOSA’s work with Rep. Dills, R-Tulsa and Sen. Pemberton, R-Muskogee and their efforts to reform the virtual charter schools. This bill created the Virtual Charter School Reform and Transparency Act of 2020 and tightens the definition for attendance and engagement for full-time virtual education (including student orientations), requires student transfers when going from a resident district to a statewide virtual charter school and strengthens communications between school districts.

During this time CCOSA also made the difficult decision to move the CCOSA Summer Leadership Conference 2020 to a virtual event platform. Attendance at the new virtual event was nearly 1,100. The communications team worked with production partner factor 110 to manage more than 80 virtual breakout sessions and nearly 50 virtual exhibit booths, all delivered through the event app Whova.
PRESTIGIOUS PARTNER SPOTLIGHT
Throught the year, the team developed a number of marketing materials designed to inform, support and enhance all of CCOSA’s work. Most materials were developed in multiple versions in order to cross promote and communicate between email, social media and print pieces. CCOSA’s most important forms of communication quickly became Constant Contact emails and Zoom meetings. In just a few short months, the team sent more than 200 emails communicating real time updates and support to members regarding the pandemic.

In addition, the team continued managing Better Schools Magazine. During this time frame, the publication was sent to an average of 2,961 people and readers spent over six minutes on each issue.
For more than 30 years, the Barlow firm has provided administrative management and consultant services to hundreds of Oklahoma Public School districts. Areas of expertise include collective bargaining resolution, federal programs, grants, principal mentoring, student advocacy programs and child nutrition.
The CCOSA team also provided marketing and communication assistance to sponsors to ensure their products and services were promoted to members, and assisted with the communication needs of schools across the state. This consultation was especially important during the pandemic to support schools’ communication efforts in communicating remote learning, among other topics.

During 2019-2020, the CCOSA Marketing & Communications team supported five associations’ efforts, including marketing conferences, professional development trainings and workshops, membership and networking. The entire CCOSA team was presented with incredibly unique communication challenges in March 2020 when COVID-19 began. To help with this, the communication team launched a new resources website so staff and members could quickly and easily share information and resources.
