Dr. Amelia Parnell
Amelia Parnell is vice president for research and policy at NASPA – Student Affairs Administrators in Higher Education, where she leads many of the Association’s scholarly and advocacy-focused activities. Amelia writes and speaks frequently about topics related to student affairs, college affordability, student learning outcomes, and institutions’ use of data and analytics. Amelia’s policy and practitioner experiences include prior roles in association management, legislative policy analysis, internal audit, and TRIO programs. Her research portfolio includes studies of leadership in higher education, with a focus on college presidents and vice presidents. She is the author of the book, You Are a Data Person: Strategies for Using Analytics on Campus, and host of the podcast, Speaking of College. Amelia currently serves on the board of directors for EDUCAUSE and is an advisor to several other higher education organizations. She holds a Ph.D. in higher education from Florida State University and master’s and bachelor’s degrees in business administration from Florida A & M University.

Dr. Toya Barnes-Teamer
Toya Barnes-Teamer Owner of Teamer Strategy Group, Dr. Toya BarnesTeamer brings more than 30 years of experience to TSG, most recently as a principal at HCM Strategists, LLC. At HCM, Dr. Barnes-Teamer provided expertise in state and system-level higher education research, policy, and cross sector collaboration. She provided technical support to organizations, systems, and institutions to support their goals and objectives, as well as developing assessments to identify barriers and opportunities to meet deliverables. Toya also helped to identify strategies focused on improving outcomes and closing equity gaps.
Barnes-Teamer also served as a consultant for Ruffalo Noel (formerly Noel Levitz). As Vice President for student success at Dillard University (LA) she coordinated the planning, development, organization and administration of the university’s governing policies with the executive cabinet. She was responsible for the development of the enrollment management plan at the university, as well as the university’s retention initiatives. Prior to her role at Dillard University, Toya served as Senior Vice President for Academic and Student Affairs for the Louisiana Community and Technical College System (LCTCS), having previously served as Vice Chancellor/Provost for Louisiana Technical College, District One. Preceding her tenure at LCTCS, Toya was Associate Director of Admissions for recruitment and enrollment management at the University of New Orleans (LA) and Associate.
