Toward Inclusive and Sustainable Energy Development RATIONALE Energy remains a crucial element of economic growth and development. It is a key input to economic production. Energy provides power, heat for industrial processes, and transportation that are critical to competitive and well-functioning economies. On the other hand, energy supply disruptions, such as the electricity shortage experienced by the Philippines in the 1990s, take a heavy toll and alter the trajectory of a country’s economic growth.

As the Philippines adopts the framework of inclusive growth provided in the Philippine Development Plan of 2011-2016, one of the main development policy frameworks is boosting the competitiveness of our industries. Inclusive growth means a sustained high growth that generates mass employment and reduces poverty. Clearly, the energy sector plays a pivotal role in achieving inclusive growth. Further, energy is highly interwoven with other key development concerns, including food security, water, resource management, and the environment.

Due to perceived future energy scarcity and its impact on the country’s economic growth, the country’s need for evidence-based public policy on energy is both compelling and urgent.

As several challenges continue to beleaguer the energy sector, the international conference endeavors to bring energy issues to the forefront of policy and academic discussions in the Philippines.

More than 200 policymakers, industry leaders, practitioners, experts, academics, and other stakeholders gather in this 2-day event that hopes to re-surface and articulate policy and research issues in energy. Various attendant issues such as pricing, electricity markets, energy resources mix, project financing, sustainable development, policy infrastructure within and amongst regulatory and policymaking institutions, vagaries of climate and other uncertainties, and energy security are among the many highlights in this international discourse.

OBJECTIVES The chief objective of the conference is to develop and promote knowledge, research, and best practices that can be used by policymakers, academics, and other stakeholders in designing and implementing efficient energy programs with the ultimate aim of delivering more cost-effective, sustainable, environmentally-sound, and reliable service.

While the primary participants of the conference are policymakers, academics, practitioners, and stakeholders based in the Philippines, the conference also attracts participants from various parts of the world.

It is hoped that institutional policy development will be guided by the articulations emanating from the discussions on the various thematic and issue papers.

I congratulate the Energy Policy and Development Program for engaging stakeholders from both the public and private sectors in collaborative efforts towards developing concrete, relevant, and results-oriented energy policies that will fulfill our common goals of economic progress and shared prosperity.

It is indeed a very exciting time for the Philippines, as the country has become, in recent years, one of the top-performing emerging economies in the world. From a “sick man of Asia”, the country has emerged as a “bright spot” in the region, even as challenges of inclusivity and sustainability remain.

Creating high-quality jobs, reducing poverty, sharing the benefits of rapid growth across the social spectrum, and building resilient communities require multi-dimensional strategies. Addressing infrastructure and regulatory bottlenecks that hamper economic growth and social progress is certainly an important part of such strategies. As we pursue growth, energy issues and the need for innovation in this sector need to be underscored.

In this respect, the staging of the EPDP Conference 2016: Toward Inclusive and Sustainable Energy Development is very timely. I am confident that the discussions in this Conference will provide suitable foundation to the Philippine government’s continued efforts to achieve inclusive and sustainable energy development. The National Economic and Development Authority re-affirms its support for this endeavor.

I wish to extend my warmest commendations to the Energy Policy and Development Program for organizing the International Energy Conference 2016.

Energy is an important part of our daily lives that keeps us going. As such, it deserves attention for more collaborative ideas from both the public and private sectors to put into proper perspective how energy should be appreciated and utilized. We also recognize the need to learn from the lessons of the past and other similar markets to address the unique and evolving Philippine energy situation. Likewise, we have to craft and institutionalize strategic approaches to safeguard us from susceptibility to volatile weather disturbances, including threats of El Niño and typhoons.

Meanwhile, in fulfilling the tenets of EPIRA (Electric Power Industry Reform Act) the government, through the DOE and its attached agencies, has continuously worked to ensure that energy is accessible, available, and reasonably-priced for all. The DOE is also committed to pursuing the objectives of EPIRA in achieving economic efficiency for higher take-off. As such, we need the continued support and cooperation, as well as the persistent enthusiasm of the power industry stakeholders.

On behalf of the U.S. Government, I commend the Energy Policy and Development Program for bringing together international and local stakeholders from various sectors – policymakers, policy implementers, academe, industry leaders, business groups, and private practitioners – to discuss key energy issues in the Philippines.

The United States Agency for International Development (USAID) is pleased to support this initiative, especially now, when the importance of improving our energy use and policies has never been clearer. As President Obama noted at the start of the international climate change negotiations in Paris: “Let’s reaffirm our commitment that resources will be there for countries willing to do their part to skip the dirty phase of development… Let’s show businesses and investors that the global economy is on a firm path toward a low-carbon future. If we put the right rules and incentives in place, we’ll unleash the creative power of our best scientists and engineers and entrepreneurs to deploy clean energy technologies and the new jobs and opportunities that they create all around the world.”

The Energy Policy and Development Program, implemented in partnership with the University of the Philippines Economic (UPecon) Foundation, aims to evaluate and refine those rules and incentives that encourage the use of clean energy. It also provides the assurance that the government and the private sectors are required to make the right decisions regarding energy policies and investments. In light of the global impact of climate change, energy policies informed by strong analytical work and good practices become imperative. This also entails building partnerships and networks that continuously collaborate in pursuit of the most cost-efficient and sustainable energy sources.

USAID and the UPecon Foundation will continue to work with their partners to produce relevant energy policies that enable Filipinos to access cheaper and more stable energy supplies that spur development in the Philippines to even greater heights.

Energy is a vital element in achieving inclusive growth and sustainable development. Through this conference, we have the opportunity to address and deliver more cost-effective, sustainable, and environmentally-sound solutions and policies towards improvement of the energy sector, which we hope to spillover to other local sectors and industries. This conference likewise provides a great platform to understand the perspectives of various actors in the sector coming from the academe, private institutions, government, and other organizations, paving the way to more meaningful partnerships. With all the experts and scholars at this conference, we may be able to ascertain innovative approaches and motivate further research to get our energy sector to where we want it.

The energy sector plays a crucial role in a nation’s development. Secure, reliable, and competitively-priced energy attracts investments, enhances competitiveness and welfare, and fuels growth, thereby creating jobs.

EPDP is pleased to assemble some of the brightest minds in energy in one momentous occasion. May this gathering of energy stakeholders, academics, and practitioners strengthen the community’s coordination and cooperation. Through our exchange of ideas and experiences, may we discover valuable learnings that we can study further and adopt to improve the Philippines’ current energy landscape. All these in the hopes of bringing affordable electricity to all, while at the same time, boosting industries and encouraging investments that provide wide-ranging employment. Ultimately, may this conference inspire each and every one to take the necessary steps toward sustainable and inclusive energy development that is competitive, transparent, and environmentally-sound. It is only by coordinating our actions that we will be able to determine and achieve an optimal energy scenario that will benefit everyone, including the generations ahead.

The energy field requires a long-term planning horizon for government and private sectors alike. With the unbundling of the power industry under EPIRA and the deregulation and opening up of the oil industry, the government, more than ever, needs to be adept in articulating a long-term national vision, guiding and regulating players and stakeholders towards an efficient market-based industry that is supportive of our country’s aspirations for inclusive and sustainable development.

There are unique challenges in each field. In power, oil, and renewables alike, the predicaments stem from the characteristics of the fuels, the differences in perspectives, and objectives of players and stakeholders. The challenge for government and the industry is to work together in finding and executing a balance over the long term, considering our country’s level of development, national goals, resource endowments, available and evolving technologies, and our international responsibilities.

Amidst this background, we hold a conference “Toward Inclusive and Sustainable Energy Development.” This gathering brings together over 200 energy experts, practitioners, and policymakers from over 20 government agencies, private corporations, civil society groups, and universities to foster holistic dialogue, careful analysis, and prudent diagnosis of the sector through evidence-based research. Undoubtedly, this conference will generate valuable learnings and exchanges.

The ENERGY POLICY AND DEVELOPMENT PROGRAM (EPDP) is a four-pronged program for research, policy development and advisory, capacitybuilding, and communication launched in November 2014.

Energy-Related Legislation Energy Policies and Plans • MTPDP • Philippine Energy Plan

It aims to help strengthen the capacity of the Philippine government to formulate coherent and evidence-based policies and strategies for the cost-effective use of energy resources in order to achieve environmentally-sound energy development.

EPDP’s products and services are used as input by the National Economic and Development Authority (NEDA), Department of Energy (DOE), other government agencies, the academe, and the private sector. EPDP is funded by the United States Agency for International Development (USAID) and implemented by the UPecon Foundation,Inc. EPDP is a research initiative that informs policy- and decision-making in the energy sector. It also informs private sector business strategies for cost-effective, sustainable, and broad-based growth and economic development.

Research is a critical pillar of EPDP. The program supports a mix of basic, operational, and applied research on energy to ensure the development of new knowledge and the use of existing knowledge.

The key priority research areas include: improving competition in the electricity market, crafting and review of energy policies and regulations, exploring optimal pathways for energy resource use and utilization, improving access to electricity, and studying regional energy market integration in Asia and other regions.

PLENARY SPEAKERS’ PROFILES FRANK A. WOLAK is a Professor in the Department of Economics at Stanford University. He is also a visiting scholar at the University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER). He currently directs the Program on Energy and Sustainable Development (PESD) in the FreemanSpogli Institute (FSI) for International Studies. He served as Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California from 1998-2011 and was a consultant to the California and U.S. Departments of Justice on market power issues in the telecommunications, electricity, and natural gas markets. Professor Wolak was also involved in various USAID projects that include assisting the Energy Regulatory Commission in the Philippines on the restructuring of the Philippine Electricity Supply Industry. His fields of specialization are Industrial Organization, Energy, Environmental Economics, and Econometric Theory. His recent work evaluates methods for introducing competition into infrastructure industries — telecommunications, electricity, water delivery, and postal delivery services — and on assessing the impacts of these competition policies on consumer and producer welfare. Professor Wolak received his PhD in Economics and MS in applied mathematics from Harvard University, and his undergraduate degree from Rice University.

MARK W. ROSEGRANT is the Director of the Environment and Production Technology Division at the International Food Policy Research Institute (IFPRI) in Washington, DC. With a PhD in public policy from the University of Michigan, he has extensive experience in research and policy analysis in agriculture and economic development, with an emphasis on water resources and other natural resource and agricultural policy issues as they impact food security, rural livelihoods, and environmental sustainability. He currently directs research on climate change, water resources, sustainable land management, genetic resources and biotechnology, and agriculture and energy.

He is the author or editor of 12 books and over 100 papers on agricultural economics, water resources, and food policy analysis. Dr. Rosegrant has won numerous awards, such as Outstanding Journal Article (2008), Quality of Communications Award (2004), and Distinguished Policy Contribution Award (2002) from the Agricultural and Applied Economics Association (formerly, American Agricultural Economics Association); and Best Article Award (2005) from the International Water Resources Association. Dr. Rosegrant is a Fellow of the American Association for the Advancement of Science and of the Agricultural and Applied Economics Association.

ARSENIO M. BALISACAN serves as the Philippine Economic Planning Secretary under the administration of President Benigno S. Aquino III. In that capacity, he has been Director-General of the National Economic and Development Authority (NEDA) since May 10, 2012. Concurrently, he serves as Chairman of the Boards of the Philippine Statistics Authority, Philippine Institute for Development Studies, Philippine Center for Economic Development, and Public-Private Partnership Center.

Prior to his Cabinet appointment, he was Professor and Dean of the School of Economics of the University of the Philippines Diliman and concurrently, Executive Director of the Philippine Center for Economic Development.

He holds a PhD (Economics) from the University of Hawaii, a Master’s degree (Agricultural Economics) from the University of the Philippines Los Baños, and a Bachelor’s degree (Agriculture) from the Mariano Marcos State University. He has been an Academician of the National Academy of Science and Technology (NAST) since 2008 and an Adjunct Professor at the Australian National University since 2011.

PLENARY SPEAKERS’ PROFILES ZENAIDA Y. MONSADA is currently the Secretary of the Department of Energy. Prior to this, she served as the Director of the DOE-Oil Industry Management Bureau.

She is a Licensed Chemist and has earned units for a graduate course on Masters in public management at the Development Academy of the Philippines and units for Masters in chemistry from the University of the Philippines.

She completed her Bachelor’s degree in chemistry from the University of San Carlos. She has also taken courses in management of petroleum operations from the Norwegian Petroleum Directorate in Stavanger, Norway; she took up petroleum management from Arthur D. Little School of Management in Boston, USA. Her long years of work experience include: Director for the Energy Industry Administration Bureau (EIAB) of the DOE, Assistant Branch Chief of the Energy Regulatory Board, Acting Division Chief of the Technical Assistance Division, Bureau of Energy Utilization of the DOE, Project Chemist of the Department of Environment & Natural ResourcesBureau of Mines Special Project. She also served as Chair of the Technical Committee on Petroleum Products and Additives and Facilities which sets and reviews quality standards for fuels (including bio-fuels), facilities, and practices/processes for the oil and natural gas downstream sector in the Philippines.

SHUNSUKE MANAGI is the Distinguished Professor of Technology and Policy & Director of Urban Institute at the Kyushu University, Japan. He has been awarded several national research grants on topics such as urbanization, transportation, energy, climate change, sustainability, and population change. He has received several research fellowships from organizations such as the Helmholtz Association and Cheney Senior Fellowship and has served as an expert on energy and environmental policy. He is a lead author for the Intergovernmental Panel on Climate Change (IPCC), a coordinating lead author for the Intergovernmental Platform on Biodiversity and Ecosystem Services (IPBES), a director for Inclusive Wealth Report 2016 (IWR 2016), an editor of Environmental Economic and Policy Studies, and is on the editorial board for six journals, including Resource and Energy Economics. He is the author of “Technology, Natural Resources and Economic Growth: Improving the Environment for a Greener Future” and editor of “The Routledge Handbook of Environmental Economics in Asia”.

RAUL V. FABELLA is a Professor Emeritus of the University of the Philippines School of Economics. He obtained his PhD in economics from Yale University. He took his Master’s Degree in economics at the University of the Philippines, where he served as Dean from 1998 to 2007. He is one of the Research Fellows of the Energy Policy and Development Program.

RAPHAEL PERPETUO M. LOTILLA was Secretary of Energy from 2005 to 2007. He served as Regional Programme Director of the Partnerships in Environmental Management for the Seas of East Asia (funded by the Global Environmental Facility and implemented by the United Nations Development Programme), Chief Executive Officer and President of the Power Sector Assets and Liabilities Management Corp., Deputy DirectorGeneral of the National Economic and Development Authority, and Professor of Law at the University of the Philippines. He currently chairs the Center for the Advancement of Trade Integration and Facilitation (CATIF) and the Asia-Pacific Pathways to Progress Foundation. Atty. Lotilla earned his undergraduate degrees in psychology and history from the University of the Philippines Diliman and his Bachelor of laws from the same school. He holds a Master of laws degree from the University of Michigan Law School.

REYNALDO UMALI is a second-termer of the House of Representatives and is a lawyer by profession. He currently serves as Chairperson of the House Committee on Energy, Co-Chairperson of the Joint Congressional Power Commission and the Joint Congressional Oversight Committee on Biofuels. He is also the Vice-Chairman of the House Committee on Justice.

As the House Committee Chairman on Energy, Rep. Umali has authored bills and resolutions geared towards improving and strengthening the energy sector. He was instrumental in shepherding the passage of House Joint Resolution 21 which seeks to authorize the President of the Philippines to provide for the establishment of additional generating capacity to address the projected electricity shortage in the Luzon Grid during the summer months of 2015. HJR 21 not only saved the Philippine Government from six billion pesos had the country leased, or twelve billion had it purchased modular generation sets, excluding fuel cost, but also increased private sector participation in the Interruptible Load Program (ILP) in the Luzon Grid.

He was a managing partner of Westwood Law Office and Umali, Soriano, and Associates prior to his entry into politics. Rep. Umali worked in various capacities at the National Economic and Development Authority for nine years until 1988. He became Director of the Bureau of Customs from 2005 to 2007, and was later promoted to Deputy Commissioner of the Bureau of Customs.

JOSE VICENTE B. SALAZAR is the Chairperson of the Energy Regulatory Commission (ERC), serving until July 2022. Prior to his appointment as ERC Chair, he served as Undersecretary-in-Charge on Energy Matters from 2007 to 2013 and as Chairperson of the Department of Energy-Department of Justice Task Force on the Downstream Oil Industry Deregulation Act of 1998 during the same period.

He was also a former Board Member of the Power Sector Assets and Liabilities Management Corporation. From 2005 to 2007, Atty. Salazar was a senior consultant of the National Transmission Corporation.

He holds a Bachelor of Science in electrical engineering degree from the University of the Philippines and earned his law degree from the Ateneo De Manila University. He finished his Master in public administration degree from Harvard University.

PLENARY SPEAKERS’ PROFILES JAMES A. ROUMASSET is EPDP’s Program Advisor and is a Professor of economics at the University of Hawaii at Manoa. He received his PhD in economics from the University of Wisconsin-Madison and also has economics degrees from the University of Hawaii and the University of California-Berkeley. He specializes in environmentalresource economics, especially regarding energy and water, as well as public economics and agricultural development. He has taught and conducted research at the University of California-Davis, the University of the Philippines (both Diliman and Los Baños), the Australian National University, Yale University, the University of Maryland, the International Rice Research Institute, and the World Bank. He formerly led the Agricultural Development Council, Philippines program. He has served on the Board of Directors of the Western Economic Association International, is a member of the American Economic Association, Agricultural & Applied Economics Association, Association of Environmental and Resource Economists. He has published extensively on policy issues regarding energy, groundwater, risk and decision-making, and transaction costs.

MARIA JOY V. ABRENICA is a professor at the UP School of Economics. She is an economist specializing in the teaching of international trade and industrial organization courses. Her research interests are in the fields of competition policy, trade in services, economic integration, and technology.

She was Visiting Professor at the Graduate School of International Cooperation Studies at Kobe University in Japan in 2004, a Research Fellow at the Graduate School of International Development at Nagoya University in Japan in 2001-2002, a Research Fellow at the Institute for Development and Policy Management at the University of Manchester in the United Kingdom in 1997, and a Postgraduate Research Fellow at the Center for European Studies of the University of Limburg in Maastricht, the Netherlands in 1996.

She is also an expert in the analysis of industrial organization issues and has written extensively on automotive, telecommunications, power, and transport; energy; as well as productivity issues. She has been invited to deliver her papers in numerous conferences abroad. She is also a Certified Public Accountant.

ROWALDO R. DEL MUNDO is an Associate Professor at the Electrical and Electronics Engineering Institute of the University of the Philippines Diliman. He is also affiliated with the UP National Engineering Center as Director of Competency Program in Electric Power System Engineering. He is the lead mentor and adviser in the organization of several power supply aggregation groups of Electric Cooperatives and their joint power supply procurement.

He served as USAID COMPETE Lead Transaction Advisor for the competitive selection process in Central Luzon, Region 1 + CAR, and Region 8 Electric Cooperatives’ power supply contracting, which demonstrated how to reduce power rates in the Philippines’ electricity market through distribution utilities bilateral contracts. Prof. del Mundo also authored the Philippine Grid and Distribution Codes. These codes were subsequently promulgated by the Energy Regulatory Commission as part of the technical implementing rules and regulations of RA 9136 (EPIRA). He also wrote the grid codes and technical procedures for Vietnam, Lao PDR, and Papua New Guinea.

Prof. del Mundo also served as consultant in drafting the Third Party Access Code to develop and regulate private sector participation in power generation in Papua New Guinea and in drafting the interconnection and technical performance standards in Greater Mekong Region for the planned regional power trading. In the recent power rate hike cases, he was appointed by the Supreme Court as amicus curiae for his expertise in power systems engineering and energy, providing independent and technical assistance to the Court.

The Role of Power Prices in Structural Transformation: Evidence from the Philippines Majah-Leah Ravago, Jan Carlo Punongbayan University of the Philippines and EPDP; James Roumasset, Arlan Brucal University of Hawaii and EPDP All over the world, more and more countries are experiencing premature deindustrialization, or the peaking of manufacturing at earlier levels of development. The Philippines is no exception to this emerging trend, and early studies point to the role of protectionist policies, financial crises, and exchange rate overvaluation, as explanations for the stunting of manufacturing. In this paper, we aim to examine the possible impact of energy prices—in particular, electricity prices—on the growth and composition of industry and manufacturing. We show that the trajectory of manufacturing across countries is indeed sensitive to varying levels of electricity prices.

Furthermore, we show that, across regions of the Philippines, the share of manufacturing to regional output responds negatively to average regional electricity prices.

The Transition between EnergyEfficient and Energy-Inefficient States in Cameroon Philip Kofi Adom Centre for Environmental and Resource Economics, Sweden This study investigates the transition between energy-efficient and energy-inefficient states in Cameroon using the MS-DR model.

Without accounting for income, price, and trade openness, there is a higher natural difficulty for Cameroon to escape the energyinefficient state than the energy-efficient state.

We can attribute this natural restriction to mechanisms such as the high prevalence of corruption, poor infrastructural development, and regulatory inefficiencies. Controlling for the low-income state, the high prevalence of fuel subsidy and the less integrated market, the energy-inefficiency trap deepens, making it difficult for the economy to escape this trap (escape probability of only 19%). The duration for energy-inefficient state is twice longer than that for the energy-efficient state.

The implication is that just removing subsidies, embarking on pro-growth policies, and opening up trade in Cameroon may be an overly optimistic policy to achieve successful transition from energy-inefficient state. These should be complemented with improving regulatory efficiency and institution structures, and developing infrastructures.

Energy Technology Transitions: How Firm’s Dynamic Strategic Responses Remedy Flawed Policy Actions Ricardo Barcelona Barcino Advisers Limited, Spain Energy technology transitions, particularly those influencing the shifts from fossil fuel to renewable energy, are premised on supporting policy’s preferred “champions” with subsidies. This approach results in the following policy and the firm’s dilemmas: Energy subsidies uncannily work against policy’s avowed intentions of wide scale renewable energy deployment. Perversely, technology-specific subsidies encourage investments in “expensive” technologies where consumers de facto underwrite the cost differences. Consequently, investing firms retain excess returns while assuming limited financial risks. Consumers respond by coaxing the regulator a posteriori to cut subsidies to rebalance “just rewards” commensurate to firms’ risk-taking. To resolve these dilemmas, we examine how dynamic markets allow economic factors to inform the firms’ technology choices. This is illustrated by optimising a portfolio of supplies under flexibility conditions. Hence, by leaving firms to respond strategically according to their resource endowment and aspirations, a market-driven energy technology transition becomes feasible with minimal subsidies.

Forecasting Philippine Long Term Aggregate Electricity Demand Rolando Danao, Geoffrey Ducanes University of the Philippines and EPDP This paper presents an error correction model for forecasting electricity consumption in the Philippines based on income, price, and temperature. The empirical evidence shows that there is a long-run relationship between electricity consumption and income while income, price, and temperature have significant short-run effects. Despite the small sample size, the model passes the standard diagnostic tests and performs well in withinsample and out-of-sample forecasting. It can be used to analyze the impacts on electricity consumption of changes in income, price, and temperature.

A Global VAR Analysis of Investments in Renewable Energy: 1980-2012 Rohin Anhal South Asian University, India The aim of this paper is to determine whether the investment in renewable energy of major countries is interlinked and guided by common global shocks for the period from 1980 to 2012. The methodology adopted is the Global VAR model based on Pesaran, Scheurrmann and Weiner (2004). The results of the paper demonstrate that there exists a causal, long-run (positive) relationship between carbon emissions and installed capacity in renewable energy for eight of the twelve countries considered. We additionally find causal relationships between renewable energy and GDP on the one hand, and renewable energy and energy consumption on the other, for ten countries. With respect to country-specific shocks, a negative unit shock to GDP leads to a fall in the investment in renewable energy for nine of twelve. The impact of a global oil shock results in a negative response of investment in renewable energy of a majority of the countries. India’s investment in renewable energy is also adversely affected by negative shocks to the U.S. GDP.

Value Added Tax and the Cost of Doing Business in the Philippines: Their Relative Contribution to Electricity Prices and Economic Performance Ramon Clarete University of the Philippines and EPDP This paper looks at the relative contribution to the price of electricity of the value added tax or the cost of doing business in the electricity industry of the Philippines. When the value added tax was expanded in 2005 to include electricity, the government only focused on getting revenues to avoid a looming fiscal crisis. The concern then was not on the effect of taxing electricity on electricity prices and thus, overall economic performance or the economic well-being of Filipinos. It was seen that a fiscal crisis would have dealt the economy a bigger blow, and thus, getting the VAT was the priority. However, now that the government is in a deeper and more stable fiscal space, it is timely to raise the question: should the government lift the VAT on electricity in order to reduce the price? After all, the high cost of energy deters investments elsewhere in the economy and makes its products less competitive.

Assessment of the Philippine Power Sector Policy Landscape Ruperto Alonzo University of the Philippines and EPDP As an assessment of the policy landscape in the power sector, the primary objectives of the study are to (1) determine if there is a fit between each desired goal and the corresponding policy instrument in place, and (2) identify the substantive and administrative policy gaps and needs of the sector. Towards this end, the study submits the subsequent inquiries. First, what are the national goals and objectives for the sector, as gleaned from pieces of legislation in place? Second, what are the plans, programs, and policies put in place towards the achievement of those goals and objectives? Third, how appropriate are those plans, programs, and policies, in the context of the broader national goals of achieving economic efficiency, inclusive growth and equity, and enhanced environmental quality? Fourth, are there significant gaps and inconsistencies between and among these policies?

Turkish Energy Politics and Economics: Becoming an Energy Hub in the Future Bulent Acma Anadolu University, Turkey Turkey will become an energy hub in the near future. In this regard, Turkey can use an energy strategy to achieve its foreign policy aims towards these regions. Therefore, Turkey’s geopolitical position as an energy transit country can be used as a tool to promote its foreign policy objectives by supporting any possible pipeline projects passing through Turkey, especially those that connect its territory with European consumers.

Given the fact that today, geopolitical competition for power pipeline routes have become a major factor that gives leverage and economic advantage, in this regard, the geostrategic location of Turkey gives it such an opportunity. Although Turkey does not have energy resources of its own, “having control over energy transport corridors could be almost as essential as having control over energy supplies themselves”. Thus, with lack of energy resources of its own, Turkey is able to be as important as energy-rich countries politically and economically, given its centrality.

The Economics and Politics of Power Plant Approvals in the Philippines Adoracion Navarro PIDS and EPDP; Laarni Escresa University of the Philippines and EPDP This ongoing study aims to analyze the economics and politics of power plant project approvals in the Philippines and formulate possible solutions to the relevant issues.

Current procedures in approving power plant projects shall be assessed with regard to economic considerations like effectiveness of the permits in meeting regulatory objectives, efficiency of the processes in ensuring power supply security, and upholding the welfare of consumers in the overall process. Since the permitting process can become politicized, that is, some entities can wield their power to grant or block approvals for political reasons, the study will also analyze the incentives of the different economic agents involved and how such incentives can be misaligned or mismatched.

Aligning Utilities’ Incentives with State Agenda: The Case of Revenue Decoupling in the United States Arlan Brucal University of Hawaii - Manoa As energy conservation programs are adopted and distributed generation increases in scale, electric utilities’ sales growth has been slowing down in a number of U.S. states. Many states have adopted renewable portfolio standards to mandate increased electricity generation from renewable sources.

Some have also adopted revenue decoupling (RD), where the utility is allowed to adjust electric rates to maintain its revenue when its sales decrease. Depending on the nature of utility regulation and the electricity market, both policies have ambiguous impacts on the utilities’ profitability. This study investigates the financial impacts of these policies on investorowned utilities by exploiting heterogeneity in utility-specific regulatory regimes across states and over time.

Philippine Pseudo-Net-Metering Double-Charges Customers Roberto Verzola Center for Renewable Electricity Strategies (CREST), Philippines Net-metering facilitates the transition to renewables by enabling homes and buildings to adopt solar energy in gradual, affordable steps. Solar rooftops enable customers to produce electricity directly, without going through transmission and distribution lines, which utilities see as a direct threat to their business model. Philippine utilities actually crafted the legal provisions on net metering.

By inserting various technical and financial barriers to entry, and by redefining net metering to allow different charging rates for incoming and outgoing power, utilities have managed to slow down the transition to solar. Philippine pseudo-net-metering enables electric utilities to double-charge their customers for transmission and distribution costs. Worse, uni-directional electric meters impose retail-price charges instead of credits on customers who export their solar surplus, leading to a bizarre case of triple-charging. The paper proposes measures to correct existing flaws and to enable true net-metering in the Philippines.

Experiences from the Palawan Island Power Development and Planning (PIPDP) Atty. Angela Consuelo Ibay, Raphael Dorilag, Joseph Eijansantos World Wide Fund for Nature, Philippines (WWF-Philippines) Electrification benefits the local community by improving the quality of life and stimulating economic activity. The need for dependable and affordable energy in Palawan led to the creation of the Joint Energy Development Advisory Group (JEDAG) to ensure coordinated efforts in formulating the province’s power development plan.

The JEDAG has adapted a framework of participatory planning, institutionalization, and transparency. Participatory planning combines top-down and bottom-up approaches involving multiple stakeholders in determining the province’s requirements for energy generation, transmission, and distribution. The power development plan, formally endorsed by government, will see the full utilization of indigenous renewable energy sources in Palawan as a priority under the least-cost option, with displacement of the baseload energy from Independent Power Producers, with hydro power as the best strategy. Among other recommendations of the plan and to ensure transparency, a Competitive Selection Process will be utilized for the selection of new power providers.

Energy: Power Security and Competitiveness Majah-Leah Ravago, Raul Fabella, Ruperto Alonzo, Rolando Danao, Dennis Mapa University of the Philippines and EPDP While developing countries like the Philippines are often beset by problems that require immediate action, looking ahead over the span of a full generation affords decisionmakers with a perspective that can guide the choice of present responses. We identified two scenarios for the Philippine economy up to 2040: strong-growth and mediocre-growth. We then forecast the corresponding electricity consumption and conduct a numerical exercise to determine the required installed capacities needed to support the electricity consumption under the two scenarios. We consider two policy regimes with regards to the fuel mix. The numerical exercise serves to illustrate that the optimal fuel mix is not constant over time but should exploit the opportunities opened up by less-costly resources while taking into account environmental (and including health) costs to bring the price of power down.

Beyond Band-Aid Solutions and Emergency Powers: The Need for a Long-Term Energy Security Plan Francesco Pangalangan Stratbase Research Institute/Alberto del Rosario Research Institute (ADRi), Philippines Beyond Band-Aid Solutions and Emergency Powers: the Need for a Long-term Energy Security Plan examines the possible risks of granting too much emergency powers to the President to address an emerging power crisis. The country’s insufficient and less than efficient energy supply has resulted in an environment where the cost of electricity is one of the highest in the region. The paper offers strategic recommendations for lowering energy cost and improving energy security beyond 2015.

This paper was published in early 2015 in SPARK, when the Department of Energy recommended emergency measures to avert revolving brownouts in Metro Manila and Luzon in critical months of summer.

The government and policymakers were scrambling to avert the crisis by proposing legislation that would grant emergency powers to President Aquino to implement short-term solution.

Supply Side Energy Modeling: Optimal Fuel Mix with Preliminary Exploration of Transmission Nimfa Mendoza, Allan Nerves University of the Philippines and EPDP; James Roumasset University of Hawaii and EPDP Over the course of the multi-year project, this study aims to provide models that will inform decisions about the optimal use of existing generation and transmission assets and optimal investments in additional assets to enhance reliability and lower average cost of power supply. The central approach will solve for minimum cost combinations for alternative specifications of load and reliability constraints. The output of the models will include locational shadow prices, reserve prices, and generation schedules, including those for reserves. The models will also provide preliminary evaluations of alternative pricing policies that will allow the coordination of supply-side optimization with demand-side conservation. We will also evaluate the economic costs of pursuing objectives (e.g. renewable subsidies) that may or may not be consistent with the pursuit of public welfare.

Primarily, this study attempts to analyze the annual trend of total crude oil imports in the Philippines; determine the disaggregated actual share of crude oil consumption in the Philippines; describe the trend in the production of alternative energy sources in the Philippines; and assess the effects of the production of alternative energy sources and other macroeconomic variables on total crude oil importation in the Philippines. It also attempted to estimate the short-run and long-run effects of the components of alternative energy sources and other macroeconomic variables on Philippine dependency on oil importation.

Regression results proved that the production of hydroelectric power, geothermal energy, and biomass contributed to the reduction in total crude oil imports. The domestic demand and crude oil price were both significant in contributing to the increase in total crude oil imports. However, autogas production was found to significantly contribute to the increase in total crude oil imports.

Policies on Alternative Fuel Vehicles, Increased Public Transportation Use, and Fuel Economy in the Philippines: Integrated Assessment of Sustainability Implications Mili-Ann Tamayao University of the Philippines An integrated model is developed to evaluate the implications of transportation policies under the Philippine Energy Reform Agenda by 2030 in terms of aggregated cost of mobility (in PhP/year), health implication (in value of statistical lives saved, PhP/yr), and global warming potential impact (kg CO2/ yr). Five policy scenarios are compared to business as usual. The first simulates 2013 Department of Energy targets for specific alternative fuels and technology, namely, biofuel, compressed natural gas (CNG), liquefied petroleum gas (LPG), and vehicle electrification. The second scenario models fuel and technology-specific targets that are needed to reach the overall 30% penetration level of alternative fuel and technologies by 2030. The third scenario assumes increased level of public transportation use, currently at about 12% nationwide, to 30% by 2030. The fourth scenario represents the implementation of a fuel economy standard, and the fifth simulates the implications of implementing the policies simultaneously.

A period of global warming for decades is followed by a period of global cooling, lasting also for decades.

Environmental and energy policies around the world have been significantly altered by governments and environmental lobby to “fight man-made” climate change – in almost total neglect of natural factors and the cyclical nature of climate change.

The paper is composed of four parts: (a) decadal and multi-centuries data on global temperature and climate change, (b) energy policies as a result of non-recognizing natural climate cycle, cases of UK, Germany, and the Philippines, (c) results of renewable subsidies on electricity prices and supply stability, and (d) proposed energy policies consistent with nature-made climate change and development needs of the country.

Lighting Up the Last Mile: The Costs and Benefits of Extending Electricity to the Rural Poor Ujjayant Chakravorty, Kyle Emerick Tufts University and EPDP; Majah-Leah Ravago University of the Philippines and EPDP We exploit the staggered rollout of the Philippines’ flagship electrification program to estimate the effects of expanding electricity infrastructure. We find that the welfare gains from electricity largely arise due to the accumulation of durable goods --- particularly, electricity-dependent assets such as washing machines and televisions. We link these wealth effects with detailed data on program costs to consider the cost effectiveness of expanding electricity infrastructure in even the most remote areas. Finally, we consider effects of electricity infrastructure on labor market outcomes such as labor force participation, wages, and self-employment.

Macro-Micro Level Linkage of Energy and Poverty: Evidence of Benefits for the Poor Dennis Mapa, Majah-Leah Ravago, Manuel Albis, Michael del Mundo University of the Philippines and EPDP The lack of access to electricity is a major barrier to increasing the welfare of the households in the country. Literature suggests that increased electricity consumption tends to increase employment (particularly women), total hours of paid work, the probability of participating in non-farm or non-household work, as well as improve education outcomes as students have more time to study at night.

This research aims to establish the causal link between energy use (particularly electricity) and poverty in the Philippines using evidence from the macro and micro sources. The provision of electricity infrastructure may stimulate economic growth at the national, sub-national and household levels. Income and non-income aspects of poverty may improve through opportunities for better education and increased productivity of domestic tasks due to electrification of households. A time series econometric model, using quarterly data, is built and estimated to establish the relationship of electricity consumption and economic growth at the macro level. A cross-section econometric model, on the other hand, is used to establish the relationship between energy consumption and poverty impact at the household level.

Mini-Big Step: Uncapping the Potential of Rural India Arjit Das Shiv Nadar University, India Choice of cooking-fuel has significant influence on income and health conditions.

A better choice of fuel uses time and energy efficiently and leads to higher income. Poorer households that cannot avail of cleaner fuel suffer from asthma, pneumonia, and other respiratory diseases. However, a threshold level of income is necessary to avail of clean fuel. This creates a vicious circle of poverty, particularly in rural India. Current policy to make clean fuel accessible for the poor can be a game changer for rural India. This policy could significantly improve the health conditions as well as earning opportunities for women.

Welfare Effects of Electricity Shortage: The Case of the Philippines Miah Pormon University of the Philippines The Philippines experienced a series of outages in the 1990s which brought a huge stir in the economy. With the country’s rapid growth, what will be the potential economic impacts of a power shortage in the country?

This paper provides a theoretical and numerical analysis of electricity shortages.

Using an undistorted market as the benchmark, two cases were investigated: a) the Shutdown in November to December of 2013; and b) the Malampaya Shutdown in March to April 2015. Both cases exhibit a decrease in total surplus, where the 2013 shutdown leads to a larger decline in consumers’ welfare, mainly due to increase in generation prices.

This study suggests for the government to implement effective policies and adjustment strategies to deal with power shortages in the short run. Moreover, the government could also focus on improving the utilization rate of installed power plants and of the aging ones.

Environmental Resources, Shocks, and National Well-Being Majah-Leah Ravago UP and EPDP; James Roumasset, Karl Jandoc University of Hawaii and EPDP; Clarissa Arellano UP and EPDP The contribution of the environmental-resource sector to national well-being is measured according to the sum of natural resource depletion and environmental degradation.

Inasmuch as existing resource stocks are below efficient levels, better enforcement of existing laws as well as policies that incentivize sustainable use of existing stocks are needed.

Similarly, progressive royalty assessment of mineral resources can incentivize exploration while without transferring the bulk of resource rents to private interests. In the case of pollution, the key is to face firms with the full costs of their production, including the social costs of pollution, e.g. through emission taxes and/or cap and trade systems. Calculating total depletion and degradation (TDD) will facilitate the calculation of green national income (GNI), an improved metric of national well-being. In the same way, simultaneous optimization of disaster management policies in the face of climate change can facilitate another improvement in national well-being, this time measured as comprehensive national income (CNI).

Coping Strategies to Extreme Weather Disturbances Majah-Leah Ravago, Dennis Mapa UP and EPDP; Arsenio Balisacan NEDA; Manuel Albis UP and EPDP The Philippines has experienced several natural disasters, including El Niño, La Niña, earthquakes, and tropical storms, during the past decades. The severity and frequency of these natural disasters have also increased and adversely affected a greater number of individuals, particularly the poor. The recent occurrence of natural disasters, such as typhoon Ondoy, Pablo, and Yolanda prompted heightened interests of the national government and development partners to enable the vulnerable sectors of the society to better adapt and cope with the various disasters that strike them. Nevertheless, little is known about how public and private coping mechanisms interact, and the consequences it has on the welfare of the vulnerable sectors of society. Using the data from the Philippine Center for Economic Development (PCED) Social Protection (SP) Survey conducted in April to May 2014, this research aims to investigate the key factors determining the households’ capacity to adapt to shocks (exante and ex-post), particularly climatological and meteorological disasters, and examine the net impact of both household and public interventions on household welfare.

Welfare Analysis of the Visayas-Mindanao Grid Interconnection Project Kenmore Espinoza University of the Philippines The Mindanao grid has been experiencing undergeneration since 2010, which poses a threat to the region’s potential growth.

This paper analyzes the welfare effects of interconnecting the Mindanao Grid to the rest of the Philippine Power Supply System as a medium- and long-term solution to the energy problem. Results show that the interconnection of the grids is potentially welfare-improving.

It found out that in cases where there is no explicit government intervention, payback period would lead up to longer years than without regulation. However, even with regulation, the payback period is at least 20 years, implying that the interconnection may not be appealing, as of the time being, given its high cost. Included in the analysis also is society’s relative valuation, r. Results show that whenever r > 0, when society places more emphasis on the benefits of the consumer, a decline in total welfare is observed.

Getting FIT: An Analysis of the Feed-In Tariff Scheme in the Philippines Rainier dela Cruz University of the Philippines In a bid to motivate private producers to generate more power using renewable and cleaner energy, the Philippine government implemented a feed-in tariff (FIT) scheme.

This study examines the impact of FIT on the renewable energy sector and the electricity market in general for the first year of implementation. Results from numerical simulation indicate that the policy boosts the share of renewables in the energy mix significantly but it also increases the market price of electricity. Moreover, while the program causes the producer surplus to increase, this is offset by a larger decline in consumer surplus and the cumulative effect is a reduction in total welfare.

The Cost-Effectiveness of the Energy Sources in the Philippines Donna Faye Bajaro University of the Philippines The Philippines is now switching from the use of non-renewable resources to renewable ones, pursuant to RA 9513 or the Act Promoting the Development, Utilization, and Commercialization of Renewable Energy Resources and for Other Purposes. This paper aims to know the cost-effectiveness of each energy technology classified as dispatchable or intermittent during off-peak and peak periods. The net value of LACE and LCOE entails the cost- effectiveness of the technology.

Therefore, the country must continue the utilization of coal, hydrogen, and geothermal (CHG), and more importantly, the exploration and development of coal that is consistent with the policy thrusts of the Philippine Energy Plan 2012-2030 (DOE, 2012) and then allocate the produced electricity to Visayas and Mindanao which experience negative reserve margins. The Philippines has 19 coal districts that have in-situ coal reserves of 2,268.4 million metric tonnes (MMT) at a minimum out of approximately 2.3 billion metric tonnes of potential reserves.

ABSTRACT SECTION PARALLEL SESSION C3 Harnessing the Wind: An Economic Valuation of the Impacts of Wind Farms on the Local Tourism Industry Mishael Joy Barrera University of the Philippines This study provides a formal attempt to quantify the impacts of wind farm development projects on the local tourism industry.

Particularly, it provides a framework that includes all the relevant costs and benefits of the Bangui Wind Farm Project which focuses on the assumption that the presence of windmills in the community decreases the value of the landscape. Contingent Valuation Method (CVM) is utilized to assess the change in value of the landscape by examining the change in willingness-to-pay (WTP) of tourists with the assumption that individuals value the scenery and the introduction of “industrial” infrastructure – be it wind turbines or other metal structures – may decrease its value.

Results of the study show that individuals are willing to pay an additional amount in order to upgrade to a room with a view of windmills. This implies that wind farms are potential tourist destination sites which can be developed to provide additional revenues to the local community.

Since the turn of the 21st century, the semiconductor and electronics industry has steadily lost steam as one of the country’s primary growth engines. We show that this trend is largely explained by the country’s declining comparative advantage in back-end semiconductors and electronics manufacturing vis-à-vis our regional neighbors (notably, China). This trend is suggestive of the key barriers that stand in the way of the government’s thrust toward promoting re-industrialization as a way toward longterm, inclusive growth. In other words, the experiences of the semiconductor and electronics industries in the country could serve as a valuable case study by which policymakers could identify and address roadblocks toward structural reform and industrial policy.
