Ashley Graham became the first plus-size woman to make the annual Forbes list of top earning models, ranked in 10th place with an estimated income of $5.5 million between June 1, 2016, and June 1, 2017. Jenner, 22, the half sister of Kim Kardashian, earned an estimated $22 million for the year thanks both to her runway fashion jobs and an 84 million Instagram following that helped her launch her own clothing line and win deals with the likes of Adidas and Estee Lauder, Forbes said. Brazil’s Bundchen, 37, who has held the top spot since 2002, was ranked second this year with an estimated $17.5 million, Forbes said. Chrissy Teigen joined the Forbes list for the first time, taking the no.3 spot with estimated earnings of $13.5 million. Teigen, 31, the wife of singer John Legend, is also prolific on Twitter and Instagram and has deals with brands like Smirnoff to boost her earnings from fashion. Graham, 30, an outspoken advocate for body activism, in 2016 became the first size 16 model to be featured on the cover of Sports Illustrated. ‘Forbidden Planet’ robot sets price record for movie prop sold at auction NEW YORK - “Robby the Robot,” the seven-foot tall creature featured in the 1956 science fiction film “Forbidden Planet,” sold at auction for $5.375 million, a record for a movie prop, a New York auction house said on Tuesday. Bonhams, which conducted the auction, said the price beat the previous prop record of $4 million for the 12-inch falcon statue in the Humphrey Bogart classic “The Maltese Falcon” and topped the $4.6 million for the white dress worn by Marilyn Monroe in “The Seven Year Itch.” “Robby the Robot is one of those symbols of American culture that is embedded in our DNA,” Catherine Williamson, director of entertainment memorabilia at Bonhams, said in a statement. Robby, with a glass dome head and functioning limbs that included legs that look like stacked bowling balls, is a devoted servant to Professor Morbius. The robot stole scenes in the movie “Forbidden Planet” with his dry sense of humor and body parts that light up when he speaks. Small eruption at Bali volcano triggers Singapore travel advisory
JAKARTA - Indonesia’s Mount Agung volcano in Bali has let out a puff of black smoke and ash in a small eruption, prompting Singapore to advise its citizens to be ready to evacuate the holiday island at short notice amid concern about a bigger eruption. Authorities have not changed the alert status on Agung, which remains at one level below the highest and there have been no reports of flight cancellations. “Singaporeans should defer non-essential travel to the affected areas of the island at this juncture,” Singapore’s Ministry of Foreign Affairs said in a travel notice on Wednesday. “You should also be ready to evacuate at short notice.” Eruptions could result in ash
clouds that could “severely disrupt air travel”, it said. Agung looms menacingly over eastern Bali at a height of just over 3,000 metres (9,842 feet). It last erupted in 1963, killing more than 1,000 people and razing several villages. Indonesia has nearly 130 volcanoes, more than any other country. Many of them show high levels of activity but it can be months before an eruption.
A spokesman for Indonesia’s National Disaster Mitigation agency, said via a text message that there had been a “phreatic eruption” late on Tuesday with black smoke reaching 700 metres (2,300 ft), followed by falling ash, gravel and sand. “These types of eruptions — called phreatic — are the product of rock that already exists being shattered violently when water heated by the rising magma under Agung quickly turns to steam,” according to a blog post on the Discovermagazine.com website. The disaster agency recommended against any activity within
6-7.5 km (3.7-4.6 miles) of the crater. It said that 29,245 people were staying in 278 evacuation camps. At one stage, after authorities put Agung’s alert status at the highest level of four in September, more than 130,000 people left their homes. The alert level was lowered to three on Oct. 29. Australia left its travel advice unchanged and told citizens to “monitor local media reports, follow the instructions of local authorities, and stay outside the existing exclusion zone”. Bali, famous for its surf, beaches and temples, attracted nearly 5 million visitors last year, but business
has slumped in areas around the volcano since September when Agung’s volcanic tremors began to increase. Governor visits China to discuss infrastructure

DENPASAR - Governor of Bali, Made Mangku Pastika, did not attend the plenary session in the Bali House of Representatives on Tuesday (Nov. 21) as he was visiting China. In a press release, Public Relations Division Head of Bali Regional Secretary, Dewa Gede Mahendra Putra, said the governor had gone to China to attend a bilateral conference between the Indonesian and Chinese governments at the CDB Central Office in Beijing.
“The conference is expected to accelerate the CDB aid program for infrastructure development in Indonesia, including in Bali. This will also accelerate solving the problem of the unequal development of different arts of Bali”, explained Mahendra. Bali, he added is one of six provinces in Indonesia who were invited to the meeting in Beijing that was opened by President of the China Development Bank (CDB), Zhinje Zheng. The meeting, he explained, will have a positive impact on infrastructure development and the future of Bali’s economy especially regions in need of development such as North Bali, West Bali and East Bali. The meeting is also being attended by government representatives and business people from both countries. “This infrastructure projects will be done through business-to-business (B2B) cooperation between the two countries that will be facilitated by the CDB, so that these projects will not become state debt”, said Mahendra. Deputy Governor of Bali, I Ketut Sudikerta, said that the Bali’s provincial government is currently prioritizing a number of infrastructure development projects, including the airport in North Bali, toll roads, railways, stadium, shortcuts, underpasses, and the development of the tourism industry in ??West Buleleng and Nusa Penida. “They are all priorities now, whichever project completes its feasibility study first

will be prioritized for development. The Governor is visiting China to attract investment to Bali. The Governor of Bali’s visit to China, he added is also a follow-up to the visit made by CDB’s high ranking officials’ to Indonesia last August that was held in Nusa Dua and was attended by Coordinating Minister for the Economy, Luhut Panjaitan. The governor described the potential to develop tourism in Bali, especially in areas beyond Southern Bali. When contacted separately, Chairman of the Commission III of Bali House of Representatives, I Nengah Tamba, said that improvements to infrastructure are key to strengthening the economy in areas outside of Southern Bali. Toll roads that can reduce travel times will encourage more people to visit these areas, he said. “When visitors want to go Jembrana or Singaraja it takes 3-4 hours, so who wants to go there? If access can be improved through infrastructure development – like roads, then surely people will want to visit”, said this Democratic politician. Tamba added that Western, Eastern and Northern Bali are still beautiful and green so they can become special attractions for tourists. If supported by a wellmade high- quality infrastructure, Bali’s economy will certainly improve. Such infrastructure projects are long term like 50 years not just 10 years, he added. “All this time we have been talking about we economic balance between different areas, but we haven’t taken any steps in that direction. Come on…now it is time to take action. Why wait?. If indeed the governor has gone to China to discuss infrastructure issues, well, we support it but such project should still refer to the foundations existing in Bali”, he emphasized. Tourism entrepreneurs still have no interest developing former quarry SEMARAPURA - Klungkung’s district government opened former quarry areas for potential investment by tourism entrepreneurs a few years ago. However as of yet no investors have taken interest. Apparently this is because large projects are not permitted. Head of the Klungkung Investment and Integrated Licensing Office, I Made Sudiarkajaya, explained that the former quarry located at Gunaksa village has been included as part of an ‘effective tourism area’. However tourist accommodations here cannot exceed two stories. “ This poses a constraint for investment”, explained Sudiakajaya recently. Besides, he added the location is not been supported by other tourist attractions.
Conditions here are very different than in Nusa Penida Island known as ‘Blue Paradise Island that is very much ogled by investors. With attractive tourist areas such as Lembongan, Jungutbatu, Ceningan, Sakti, Pejukutan, Bungamekar and Suana, it is easy to see the potential for tourism development. “Here, investors can build a bigger facilities”, he explained. When asked about investment proposals for 2018, Sudiakajaya said there were none yet, but added that they are predicted to come from investors whose principal licenses will be issued this year. “It is usually like that. Products made from old newsprint empower the poor BANGLI - Dozens of underprivileged residents of Bangli were recently taught to process old newspapers into various types of handicrafts such as trays, sokasi baskets and ‘flower containers’ used for Hindu worship. The training activities that took place at Padpadan hamlet, Pengotan, Bangli, on Tuesday (Nov. 21) were led by the Bangli MSME and Cooperative Agency as part of efforts to eradicate poverty and reduce unemployment rates in Bangli. Products such as trays and sokasi made using newspaper as the main material, were selected due to their demand on the market. During the training session, Head of the Bangli MSME and Cooperative Agency, Dewa Gede Suparta, explained that skill sharing was going on for three days running and that artisans who are already involved in making trays and sokasi baskets in Pengotan village served as instructors. Suparta said that the trainees were very enthusiastic about following the step-by-step instructions given by the instructors. “ All 30 of the participants in this training workshop are economically underprivileged residents of Padpadan hamlet who are being provided with this skill so that they can improve their economic situation”, explained Suparta. Trays and sokasi products made from newsprint show great promise on the market and just need to be supported with promotion. The instructors leading this workshop already make trays and sokasi from newspaper which they sell for about IDR 150,00 a piece. “ Their products are sold locally in areas such as Bayung Gede, Sekardadi and Denpasar”, he said. Suparta added that although the trays and sokasi are made from newsprint they are quite durable and waterproof because they use glue as an adhesive. This is not the first time that the Bangli MSME and Cooperative Agency has held such skill training. In their ongoing efforts to alleviate poverty, dozens of unemployed people were also recently trained in making incense. “ We have also taught people automotive skills, professional make-up and sewing. These skill training workshops are funded by the central government”, added Suparta who is the former Head of the Bangli Industry and Trade Agency. (kmb40)

GSK and Gilead go head to head as HIV drugs enter new phase LONDON - Gilead Sciences and GlaxoSmithKline are heading for an HIV showdown, pushing rival treatment visions and competing products that are expected to hit the market in the next few months.
Gilead is likely to secure the bigger near-term win, as it builds on a 20-year-old strategy of combining three drugs to control the AIDS virus, while GSK is placing a longer bet that its core drug is potent enough to work with just one other. If it succeeds, GSK could rewrite treatment standards by delivering cheaper two-drug regimens with fewer side effects. Gilead says the idea may risk drug resistance because the virus will only have to evade two drugs rather than three. The stakes are high for the two leaders in the $27-billion-a-year HIV market, with shares of around 53 and 22 percent respectively, according to industry data. GSK’s new Chief Executive Emma Walmsley has made HIV one of two central pillars of the British company’s pharmaceuticals division, along with respiratory medicine, after deciding to cutback in other areas. For California-based Gilead, a new HIV product is an opportunity to boost sales in a key antiviral area, following the rapid rise and fall of its hepatitis C business. Deborah Waterhouse, who took over as head of GSK’s majority-owned HIV business ViiV Healthcare
in April, told Reuters she was braced for “intense competition”. ViiV, in which Pfizer and Shionogi have small stakes, has been on a roll since 2013 due to the success of its super-effective integrase inhibitor drug dolutegravir, which is already included as part of traditional triple therapy. Gilead has now matched dolutegravir with an equally good rival in bictegravir and the U.S. group hopes to win U.S. approval by Feb. 12 to launch it with two other drugs, creating a combination known as BIC/F/TAF. “The playing-field is about to become more level as Gilead brings BIC/F/TAF to market. It is undoubtedly true that from mid-February next year it is going to become a much more competitive space,” Waterhouse said in an interview. Investors fear the impact on GSK’s star HIV business, which grew sales 26 percent to 3.2 billion pounds ($4.25 billion) in the first nine months of 2017, especially as growth in the key U.S. HIV market is slowing. Although millions of people are now treated in poor countries with cheap generics, the premium-priced U.S. market still accounts for 65-70 percent of global HIV sales by value. With nearly 2 million new infections globally each year, researchers are pushing on with new approaches to a disease that is increasingly an issue for older patients who have been kept alive by modern drugs but are more vulnerable to side effects. Canada proposes health warnings, child-proof packs for legal pot sales OTTAWA - The Canadian government proposed on Tuesday mandatory health warnings and child-proof packaging as well as a licensing regime for all cannabis products in legislation ahead of the July 2018 legalization of recreational marijuana. The proposals, which will be open for public consultation for 60 days, include restrictions on packaging to ensure the products are not enticing to children as well as legal standards for quality control and potency, Health Minister Ginette Petitpas Taylor told reporters. The government is on track to legalize recreational marijuana by July 2018, making it the first Group of Seven country to do so. Petitpas Taylor said the government wants to set strict guidelines for the safety of cannabis products, but ensure micro-producers and big companies alike will have access to the market as long as they are licensed. “We want to make sure the market will be open to everyone. Some people will be small businesses and they can certainly apply for a license in order to have a micro-industry, if you will,” she told reporters, adding there is no limit to the number of licenses that will be available. The proposed regulations address the licensing, tracking, pack-
aging and labeling of recreational and medical marijuana practices, and include a permitting regime for the cultivation, processing, sale, testing and import and export of cannabis. The federal government earlier this month proposed splitting with the provinces income from excise taxes on recreational marijuana, drawing criticism from Ontario, which is concerned it will face higher costs associated with the new law. The federal government said it wants an excise tax on all cannabis products, including medical marijuana, of C$1 per gram (0.04 ounce), or 10 percent of the retail price, whichever is higher. Some provinces have asked the government to delay legalization, saying they need more time to set up a sales system and train police officers who will be enforcing the new rules. Prime Minister Justin Trudeau made the issue part of his 2015 successful election campaign and the Liberal government says regulating marijuana will keep it out of the hands of underage users and reduce drug-related crime. MANGUPURA — Jalan Bypass Ngurah Rai, Nusa Dua, has become common ‘destination’ for flooding during heavy rains. In fact so much water floods frequently floods this road that cars and motorcycles are often stalled by engine deadlock. When contacted on Monday (Nov 20), subdistrict head of South Kuta, Made Widiana, response to this recurrent problem by saying that the most flood at this location was caused by the drainage channel being blocked. Although there is already a channel for excess water to drain into the nearby swamp, sedimentation and garbage clogs the drain whenever there it rains. IN fact there is quite a large waterway under Jalan Bypass designed to help dispose of the water from the channel. “The discharge of water through the channel is slowed when sedimentation and garbage blocks the drain”, explained Widiana. There is a basin formed by the difference in height at the road section to Mumbul and at the intersection to Bali Mandara Toll Gate which is higher. Rainwater then inundates this basin. The flow of water out of the basin gets clogged by garbage, so we need to ensure
that the basing remains garbage free”, he concluded. Some time ago, the subdistrict of Kuta, the Badung Public Works and Housing (PUPR) and the National Road Agency surveyed this location and determined that the best temporarily solution was to prevent large amounts of water and garbage from flowing into the basin so that plastic waste would not clog the drainage channel. Widiana added that the Regent of Badung, Giri Prasta has also ordered relevant agencies to review the situation. “The regent has instructed technical institutions to find the best solution for preventing floods here. This is a well known route used by tourists, so it must be passable at all times”, he said. Widiana also said that he hopes that the public will become more concerned about eh environment and stop disposing of garbage carelessly. Such habits should be stopped as they lead to undesirable things. GIANYAR — The section of road between Kedewatan and Payangan that is being worked on by Bali Public Works Agency through a contract valued at IDR 15.6 billion, already show signs of damage. During an inspection of this section of road on Monday (Nov 20), Kadek Diana from the PDI-P Faction in the Bali House of Representatives, criticized such conditions, saying the monitoring conducted by Commission III of Province of Bali’s road improvement project contracted to PT. Wangun Jaya, revealed that there was already damage even though the project is still underway.
Based on monitoring of the road project - that has a deadline for completion on November 27, 2017 (plus 6 months maintenance period), roads and sidewalks were visibly damaged. “Sewage channels, sidewalks and the road itself is already eroding”, he said. One of the causes for this, said Diana is the heavy rainfall in recent days that has eroded parts of the road. “The water overflowed onto the road because the culvert is hampered by the connection of PDAM pipelines”, he explained. According to Kadek Diana, such conditions can be seen at several points along the road and this clearly shows a lack of coordination amongst related agencies. “They are working independently with their respective programs. AMLAPURA — On Tuesday (Nov. 21) at 17: 05 Local Time, Mount Agung experienced a phreatic eruption caused by large amounts of rainwater entering the mountain through fractures at the bottom of the crater. When this water met with the hot rocks in the crater, it caused thick grey smoke with a height of 600-700 meters to waft up from the peak, explained Head of the Mount Agung Monitoring Station, I Dewa Mertayasa, on Tuesday (Nov. 21). Dewa Mertayasa affirmed that a phreatic eruption had indeed occurred. The rocks at the bottom of the crater are heating up as magma moves closer to the surface of the crater. Fractures in the bottom of the crater are also increasing which is what caused the emergence 600-700 meter high grey smoke on Tuesday. “The rocks above the magma are hot so then they are
exposed to rainwater smoke comes out as we are seeing now. This is an external eruption – not an internal eruption coming from the magma”, clarified Mertayasa. This is clearly a phreatic eruption because the earthquakes recorded by the seismograph do not show signs of a magmatic eruption. Phreatic earthquakes, he added can occur frequently and now that the
rainy season has started phreatic eruptions are likely to occur again. “If the rain continues, there will probably be more phreatic eruptions over the next two days”,said Mertayasa, adding that there were also 36 seconds of non-harmonic tremors. Although it was just a phreatic eruption, The Mount Agung Monitoring Station is appealing to people
living within a 6 kilometre radius of the mountain to remain vigilant as the smoke currently coming out of the crater is also carrying ash. “The volcanic ash that is mixed with the smoke is still dangerous, however the wind the wind has not carried the ash very far. Nevertheless we are asking local residents to be alert”, he emphasized. When asked whether the alert level will be increased from level III ‘watch’ to level IV ‘warning’, Dewa Mertayasa affirmed data from the monitoring instruments must be referred to before changing the alert level. “We do not want to
raise the alert level just based on the smoke .Such a decision must be based on other supporting data”, said Mertayasa. One resident of Besakih named Gusti Ngurah Darmayasa, revealed that the large plumes of grey smoke coming out of the crater of Mount Agung had made residents of Besakih nervous. Many residents of the disaster-prone areas fled to evacuation posts. “ I was back in Besakih this morning, but when I saw the dark smoke, I went back to the evacuation post”, said Darmayasa from the monitoring post. DENPASAR — Russian bank manager, 53 year old Manaenkova Margaritha, reported that he had had money valued at $4,000 USD stolen from the safety deposit box in him room (#1212), at Hotel Intercontinental Bali Resort, Jimbaran, South Kuta on Friday (Nov 17). The alleged perpetrator is a 48 year old local gardener named I Made Latra. “Apparently the perpetrator pretended to clean the garden while observing the
victims movements. The losses suffered by the Russian visitor amount to some IDR 53 million”, said Chief of South Kuta Criminal Investigation Unit, Andi Yaquin, on Monday (Nov. 20). The victim had left his room to go to breakfast, continued Yaquin, while the alleged perpetrator kept an eye on him. As soon as the victim left his room, the gardener headed for the Russian man’s room through the balcony.
He then allegedly opened the unlocked safe and took the victim’s money. After the Russian man reported the theft, the Kuta Police investigated the crime scene. Based on witness testimonies, the gardener working near room #1212 became a suspect. “After investigating, we found a suspect and went to find him in his home village of Bantas Kelod, Sibang Gede, Badung, where
he was arrested”, explained Police Chief Yaquin. When interrogated, the suspect confessed that he had stolen the Russian man’s money at around 09:00. The police then seized the victim’s dollar bank notes. “This case is still being developed. Currently, the perpetrator has been arrested and the evidence has been secured”, said Yaquin. (kmb36)

NEW DELHI - The Trump administration is pushing security ties between the United States, India, Japan and Australia, but the revival of the Asian “Quad” must overcome lingering mistrust in New Delhi towards its allies that hampers genuine military cooperation. Joint naval drills have been at the heart of a relationship that analysts widely see as a move to counterbalance China’s rising power by binding the region’s leading democracies more closely together. But while the navies of the United States, Japan and Australia can easily operate together - based on common U.S.-designed combat systems and data links - India is the outlier. Not only are most of its ships and warplanes Russian-made, its government and military remain deeply reluctant to share data and open up sensitive military communications systems. The United States has carried out more naval exercises with India than any other nation. But naval sources and experts say these are more about “cultural familiarisation” than drills for joint combat. Because India will not sign an agreement on sharing data, naval exercises are conducted through voice and text commands with rudimentary SMS-style data exchange, Indian and Japanese military sources said. “Think of it as directing your friend to your house in the 1980s.

SYDNEY - A ninth Australian lawmaker quit parliament on Wednesday after discovering she was a dual national, the latest casualty in a widening constitutional crisis that has already cost the government its majority. The resignation of Skye Kakoschke-Moore, one of three senators in the centre-right Nick Xenophon Team, over the surprise revelation that she was a British citizen by descent, does not affect the government’s position in the upper house. “Their advice was extremely surprising to me,” KakoschkeMoore told reporters in Adelaide, after having learnt from Britain’s Home Office that her mother’s birth in then-colonial Singapore in 1957 made her British by descent. Australia’s 116-year-old constitution bans dual citizens from holding national office, in a bid to prevent split allegiances. Whether new dawn or another false one, euro zone economy is full of surprises
LONDON - The surprise economic star of 2017, when it wraps up next month, will have been the euro zone: growth looks set to come in at 2.2 percent compared with a forecast this time last year of just 1.4 percent. Combine this with four years of falling unemployment and inflation well out of the deflation-worry zone, and policymakers and politicians have something to crow about. But is something substantial going on, or this another false dawn for an economy that has managed less than 1.6 percent average annual growth in its 18-year history? A sceptic might say it is all just cyclical, soon to reverse. Or that it is simply the result of 2.2 trillion euros in already-being-rolled-back European Central Bank stimulus forcing a famously sclerotic economy to budge. Both have certainly played a role -- but although there are risks that does not mean the growth impetus is not different from previous upswings or that it will end quickly. The cyclical argument, for example, stems from the euro zone’s proclivity to lag the U.S. economy, tending to start a take-off just as the latter is stalling. Indeed, the current euro zone cycle is four years behind the U.S. one. With some signs the long U.S. economic recovery might be peaking -- recent surveys have been flat to lower, and bonds are giving warning signals -- the sceptic could claim that in typical fashion the euro zone has started just as the Top Gun has finished. But there are differences from, say, 2006 when after four years of lagging growth the euro zone surpassed the United States only to tumble as the financial crisis hurt both countries. One, says Paola Subacchi, a senior fellow at Chatham House, is Europe’s acceptance that growth sometimes needs help. “There is now an understanding -- even in (fiscally hardline) Germany -- that demand needs to be supported,” she said. “Unlike 10 years ago, or even five years ago, there is an understanding that you can’t just sit and wait for growth.” It is not that austerity measures introduced after the financial collapse have been dumped wholesale, rather that some governments are

more willing to add spending to the mix -- especially after many voters deserted mainstream parties. Germany, for example, has increased public spending on roads and bridges, faster internet and social housing -- turning state spending into one of the most important growth drivers in the euro zone’s economic powerhouse over the past two years. MOMENTUM Some structural reforms have been undertaken after years of being called for in vain by central bankers, the International Monetary Fund and others. More flexible labour laws -- notably in Spain and Ireland -- have helped prompt growth, notes Florian Hense, European economist at Berenberg bank. “What keeps things going are employment gains,” he said. The argument here for a continuation of growth is that there is plenty of spare capacity in the work force. Although well off its mid-2013 high of 12.1 percent, the euro zone’s unemployment rate is still 8.9 percent -- enough, Hense reckons, for two more years before there is any labour shortage. Attempts are also being made to keep such reform coming. In France, President Emmanuel Macron has already signed decrees to cap payouts on unfair dismissals, while also giving companies greater freedom to hire and fire. The balance for euro zone reformers will be how to achieve their plans against a wave of anti-establishment sentiment among voters angry at being left out of the post-financial crisis recovery. The euro zone’s new growth climate has also been fostered by the ECB’s stimulus, but its withdrawal may not be as damaging as it was in 2011-2012.

Add to that possible electoral upheaval in Italy next year and you have the same kind of political uncertainty as at the beginning of 2017, when there were concern about anti-euro zone candidates winning in the Netherlands, France and Germany. But for now, economists appear to see this as just noise, banking on the foundations of euro zone growth to call for just a gentle slowing next year after this year’s surprise. “It would require a major policy upset somewhere around the world (to end this),” Berenberg’s Hense said.(rtr)
Sterling treads water ahead of UK budget
LONDON - Britain’s pound trod water on Wednesday, with traders wary of taking on any large new positions on the currency ahead of a budget statement from the country’s finance minister Philip Hammond. Most analysts said the statement would be unlikely to have any great impact on sterling, as investors were already largely prepared for lower growth forecasts, and because the finance minister had little room for any kind of bold budget moves.
Hammond, who is fighting for his political future as well as the fortunes of Britain’s economy as it prepares to leave the European Union, is under fire from many Brexit supporters who say he is taking an overly cautious approach to the talks with Brussels. But he is still expected to tread carefully, with measures to speed up house-building and improve Britain’s weak productivity. “The UK government has little room for manoeuvre when setting fiscal policy and so the details of
the budget are unlikely to have a material impact on the pound,” said MUFG currency strategist Lee Hardman. “(But) if the budget is badly received, there will be intensified pressure on Theresa May - particularly from hard Brexit supporters - to appoint a new Chancellor. The pound would likely prove sensitive to any further signs of political instability,” he added. The pound edged up 0.1 percent to $1.3251 ahead of the 1230 GMT statement, staying within
the narrow $1.3190-$1.3280 range in which it has traded all week. Against the a stronger euro, the pound eased back 0.2 percent to 88.78 pence. “Sterling’s still very cheap and still reacts more to good than to bad news as a result. Today may just bring confirmation that the Chancellor has very little room for fiscal handouts,” said Societe Generale macro strategist Kit Juckes. Away from the budget, traders were still closely watching developments around Brexit negotia-
tions. Britain’s parliament is debating legislation which will enact Britain’s exit from the EU in March 2019 and copy EU law into British law - described by officials as “one of the largest legislative projects ever undertaken in the UK”. May’s government averted a rebellion in parliament on Tuesday over plans to ditch the EU’s Charter of Fundamental Rights, promising to review its approach and make changes if needed.(rtr)

Zimbabwe’s Mnangagwa to be sworn in as president on Friday
HARARE - Zimbabwe’s former vice president Emmerson Mnangagwa will be sworn in as president on Friday following the resignation of Robert Mugabe after nearly four decades in power, state broadcaster ZBC reported on Wednesday. Mnangagwa, who fled for his safety after Mugabe sacked him two weeks ago, will land at Manyame Airbase in Harare at 6pm (1600 GMT), ZBC said. Mnangagwa’s sacking prompted the military takeover that forced Mugabe out. Mugabe’s downfall came suddenly for a man once feted across Africa as a liberation hero for leading his country to independence from Britain in 1980 after a war. The 93-year-old had clung on for a week after the army takeover, with ZANU-PF urging him to go. He finally resigned on Tuesday moments after parliament began an impeachment process seen as the only legal way to force him out. People danced in the streets of Harare and car horns blared at the news that the Mugabe era was finally over. Some brandished posters of Mnangagwa and army chief General Constantino Chiwenga. Speaker of parliament Jacob Mudenda is due to hold a news conference at 1030 GMT. Mugabe led Zimbabwe from relative prosperity to economic ruin, presiding over the forced takeover of white-owned farms at the end of the century, which devastated agricultural foreign exchange earnings and led to hyperinflation. prompted many Western countries to impose sanctions in the early-2000s, that worsened the economic problems. Though new investment from China softened the blow, most of Zimbabwe’s 16 million people remain poor, squeezed by chronic currency shortages and sky-high unemployment.
“DARK PAST”
If Mnangagwa can arrest Zimbabwe’s economic decline, deliver clean elections next year and woo back bilateral support from Western states, new investment could begin to flow. “The transition from Mugabe to Mnangagwa could mark a major and positive shift and put Zimbabwe back on the foreign investor radar,” head of equity research at emerging market bank Exotix Capital, Hasnain Malik, said in a note. “Many of the ingredients of a great frontier market are in place in Zimbabwe: human capital, infrastructure, natural resources and diaspora.” However, there are doubts about Mnangagwa’s reform credentials, while a large section of the Zimbabwean public are hostile towards a man who, like Mugabe, stands accused of participating in repression. He was internal security chief in the mid-1980s when Mugabe deployed a North Korean-trained brigade against rebels during which 20,000 civilians were killed, according to rights groups. “The dark past is not going to disappear. BEIRUT - Lebanon’s Saad alHariri on Wednesday shelved his decision to resign as prime minister at the request of President Michel Aoun to allow for dialogue, easing a crisis that had deepened tensions around the Middle East. Hariri made his announcement after returning to Beirut for the first time since he quit abruptly in a Nov. 4 broadcast from Saudi Arabia. At the presidential palace near Beirut, Hariri said he hoped this move would open “a new gateway for a responsible dialogue...that deals with divisive issues and their repercussions on Lebanon’s relations with Arab brothers.” “I presented today my resignation to President Aoun and he urged me to wait before offering it and to hold onto it for more dialogue about its reasons and political background, and I showed responsiveness,” he said in a televised statement. Hariri said all Lebanese must commit to keeping the country out of regional conflicts, a reference to the powerful, Iran-backed Hezbollah whose regional military role has alarmed Saudi Arabia. Lebanese state officials and senior politicians close to Hariri have said Riyadh forced Hariri to quit and held him in the kingdom, which Saudi Arabia and Hariri have denied. The resignation shocked even Hariri’s aides. His return to Lebanon, late on Tuesday night, followed an intervention by France. Aoun, a political ally of Hezbollah, had refused to accept the resignation on the grounds that
Hariri declared it from abroad in “mysterious circumstances”. Aoun had said this was not in line with constitutional norms and described Hariri as a hostage in Riyadh. Hariri thanked Aoun on Wednesday for what he described as his determination to protect Lebanon’s stability, his respect for its constitution, and “his rejection of departing from it under any circumstances”. The resignation pitched Lebanon to the forefront of the regional rivalry between Sunni Muslim Saudi Arabia and Shi’ite Islamist Iran, which backs Hezbollah. A long-time Saudi ally, Hariri had cited fear of assassination in his resignation speech, and attacked Iran and its Lebanese ally Hezbollah for sowing strife in the Arab world. His resignation was followed by a steep escalation in Saudi statements against the Lebanese government, which includes Hezbollah. Riyadh said the Lebanese government as a whole - not just Hezbollah - had declared war against it. Western governments including the United States struck a different tone, affirming their support for Hariri and Lebanon and the stability of the country, which is hosting 1.5 million Syrian refugees - nearly one-in-four of the population. Ahead of his return to Beirut, Hariri had stressed the importance of the Lebanese state policy of staying out of regional conflicts, notably Yemen, where a Saudi-led coalition is battling Iran-backed Houthi fighters. JAKARTA - Indonesia’s speaker of parliament, who was arrested last week over his alleged role in a $170 million graft case, has sent a letter from his cell to house leaders pleading to be allowed to keep his job while he fights the charges. Setya Novanto, who has denied wrongdoing, is being held for 20 days for questioning by Indonesia’s Corruption Eradication Commission (KPK). He made the request in a letter handwritten in his holding cell that was released to the media late on Tuesday. The KPK is investigating state losses of about $170 million after allegations that sums ranging from $5,000 to $5.5 million, generated by marking up procurement costs for national electronic ID cards, were divided up among politicians in parliament. “I ask other parliament leaders to give me an opportunity to prove that I wasn’t involved,” Novanto wrote. “And in the meantime do not organise an ethics council plenary session on the possibility of making me non-active either as parliament speaker or as a member of parliament.” Novanto, also chairman of Golkar, Indonesia’s second-largest party and a partner in the ruling coalition, is one of the most senior politicians to be detained by the KPK, which is popular among Indonesians for targeting members of the establishment suspected of abuse of power. His battle with the graft agency has gripped Indonesia, where newspapers have splashed the story on front pages and memes mocking him have circulated on social media. He has clung to power through several previous corruption cases and repeatedly missed summonses for questioning by the agency in recent months, saying he needed heart surgery. Novanto was named a suspect on Nov. 10 again after using a controversial legal manoeuvre to get earlier charges dropped last month. In another letter, addressed to Golkar, Novanto said “there has been no discussion of me temporarily or permanently stopping as chairman of Golkar”. In that letter he nominated Idrus Marham to serve as acting chairman of the party. Novanto’s lawyer, Fredrich Yunadi, told Reuters it was up to parliament and party officials to decide if he should keep his posts, but he was confident that his client would win his case. “We have strong proof (and) in every court we always win,” Yunadi said. Asked if he was concerned about the strength of evidence against Novanto, KPK spokesman Febri Diansyah said: “From the beginning the KPK has had strong evidence, and the two people we have put on trial already (in this case) have been found guilty even up to an appeal stage.” (rtr)

Indonesian Chamber of Commerce and Industry (Kadin) deputy chairman for telematics, broadcast, research and technology Ilham Habibie has criticized the government for focusing too much on investment and not enough on human resources development. “Don’t just issue pro-business [policies], but also those that are pro-human resources development. Business is important, but we will achieve more if we pay attention to human resources development,” said Ilham, son of former president BJ Habibie, as reported by tempo.co.
He was speaking at the Indonesia Economic Forum 2017 in Jakarta on Wednesday. He said weak human resources in Indonesia could be seen from Indonesian exports, which relied heavily on raw commodities.He said Indonesia needed to improve its human resources so that it could export more competitive products and not solely rely on natural resources as otherwise, the economy would not be able to grow significantly. Therefore, he added, Indonesia had to prepare human

shot-clocks LONDON - Players will have an additional five seconds between points at next year’s Australian Open but time-wasters will have nowhere to hide thanks to the introduction of shot-clocks. The Grand Slam Board, responsible for the rules at the four majors, confirmed on Tuesday that the Australian Open’s request to raise the time from 20 to 25 seconds and strictly enforce it with an electronic shot-clock had been accepted. The three other slams will also allow 25 seconds, bringing them into line with regular Tour events, but are not currently scheduled to have shot-clocks. A two-day rules meeting of the Grand Slam Board in London also agreed to limit pre-match warm-ups to five minutes. Another rule change, which could drastically alter the complexion of majors draws, could also be in place in 2019, with the number of seeds limited to 16 instead of the current 32. This year’s four slams will still have 32 seeds. The length of time between points has been a cause of consternation in the sport and while increasing the period allowed appears counterintuitive, shot-clocks will take the decision over whether to penalise a slow player out
of the umpire’s hands. Currently it is down to the discretion of the official but the inconsistency in enforcing it has caused problems. The 25-second shot-clock was used in the U.S. Open qualifying event this year and also at the Next Gen ATP Finals in Milan earlier this month. The Grand Slam Board said in a statement that the serving-time changes had been agreed unanimously. Speeding up the game and cutting out “dead time” has been a priority for the men’s ATP Tour.ATP chief executive Chris Kermode, who praised the shotclock innovation in Milan, believes the five-minute pre-match warmup is still too long. American player Jared Donaldson said before the Milan tournament: “The five-minute warmup maybe is redundant and doesn’t necessarily need to take place. Maybe as soon as you walk on court you have five minutes to get ready.” The Australian Open will be more specific than the current grey area, allocating players one minute to walk on and be ready for the umpire’s briefing at the net, followed by a five-minute knock-up, plus one minute to prepare for the first point. Ronaldo wrapped up Real’s biggest Champions League away win with two goals at the start of the second half. He now has 18 in the competition this year, extending his record from 16 and taking his overall Champions League scoring record to 113. Zinedine Zidane’s side, who have been inconsistent in La Liga this season, were already coasting thanks to first-half goals from Luka Modric, a Karim Benzema double and Nacho strike. SYDNEY - Australia were left without a coach seven months before the World Cup finals on Wednesday when Ange Postecoglou walked away from the job after weeks of speculation over his future. Postecoglou, who had come under fire as Australia failed to secure direct qualification to Russia, announced his decision just a week after the Socceroos had sealed their spot with a 3-1 playoff win over Honduras. The 52-year-old spoke emotionally about the toll the job had taken on his family but did not otherwise elaborate on his reasons for leaving. “After a great deal of thought and soul-searching, I’ve decided that the journey for me ends as Socceroos coach,” he told reporters at Sydney Cricket Ground. “As I’ve said many times, it’s been the biggest privilege of my life and probably not the ending I had envisaged when we started. Football Federation Australia chief David Gallop said he was confused as to why Postecoglou had decided to cut short his reign before the end of his five-year contract next July. “I’m disappointed and I guess still a bit puzzled, but I’m supportive of the notion that sometimes you reach a point where you just know that you need to do something new,” he said. “It’s my privilege, on behalf of everyone in Australian football, to thank Ange for the past four years. Ange’s record speaks for itself.” Greek-born but Australian through and through, Postecoglou said he had taken great pride in proving that a local could do the job. He said he would be looking for a new post in club football, probably abroad. “Whether people like it or not, it’s undeniable that we play different football today than we did four years ago. They have been my markers all along,” Postecoglou added. “I know that everyone was hanging on that one result last week to measure whether I was successful or not, but ... bigger things were driving me when I took this job. NICOSIA - Holders Real Madrid sealed a place in the Champions League last 16 with a thumping 6-0 victory at APOEL Nicosia on Tuesday after doubles from Karim Benzema and Cristiano Ronaldo but will still finish runners-up to Tottenham Hotspur in Group H. Ronaldo wrapped up Real’s biggest Champions League away win with two goals at the start of the second half. He now has 18 in the competition this year, extending his record from 16 and taking his overall Champions League scoring record to 113. Zinedine Zidane’s side, who have been inconsistent in La Liga this season, were already coasting thanks to first-half goals from Luka Modric, a Karim Benzema double and Nacho strike. Spurs’ 2-1 win at Borussia Dortmund means they have claimed top spot on 13 points, with a game to spare, ahead of Real on 10 points. APOEL will fight it out with Dortmund for third place and a Europa League spot, with both teams on two points. “We can’t do anything about finishing second now. Other teams will not want to face us in the next round and we will do our best to qualify (from the last 16),” said Zidane. “We know Ronaldo and Benzema are good players and they were going to score sooner rather than later. In a season you always have tough moments but we always thought they would improve.” Ronaldo added: “We knew before the game that we needed to win to go through to the next round. Benzema doubled the lead in the 39th when he was put clean through by Toni Kroos, following neat interplay between the German, the Frenchman and Portuguese Ronaldo. APOEL’s defence appeared to freeze in the build-up after they thought the referee would blow for a foul on Ronaldo. Benzema made no mistake though ending his recent goal drought. In the 41st minute Real made it 3-0 when Nacho prodded home from close range, after his central defensive partner Raphael Varane knocked down Marco Asensio’s corner from the left. Real scored again when Benzema doubled his tally following a lightning break in first-half added time, Ronaldo unselfishly finding the Frenchman who passed the ball into an empty net. Ronaldo finally got on the scoresheet himself, scoring his 112th Champions League goal in the 48th with a simple header off Marcelo’s cross from the left. He then netted again in the 54th, firing home after Perez’ clearance struck the onrushing Benzema. “That Ronaldo and Benzema both scored twice makes us really happy. SYDNEY - Australia were left without a coach seven months before the World Cup finals on Wednesday when Ange Postecoglou walked away from the job after weeks of speculation over his future. Postecoglou, who had come under fire as Australia failed to secure direct qualification to Russia, announced his decision just a week after the Socceroos had sealed their spot with a 3-1 playoff win over Honduras. The 52-year-old spoke emotionally about the toll the job had taken on his family but did not otherwise elaborate on his reasons for leaving. “After a great deal of thought and soul-searching, I’ve decided that the journey for me ends as Socceroos coach,” he told reporters at Sydney Cricket Ground. “As I’ve said many times, it’s been the biggest privilege of my life and probably not the ending I had envisaged when we started. But at the same time, I know it’s the right time for me and the right decision.” Graham Arnold, the coach of A-League champions Sydney FC, and Tony Popovic, who led Western Sydney Wanderers to the 2014 Asian Champions League title before taking over at Turkish club Karabukspor this year, will be the leading local candidates to replace him. Football Federation Australia chief David Gallop said he was confused as to why Postecoglou had decided to cut short his reign before the end of his five-year contract next July. “I’m disappointed and I guess still a bit puzzled, but I’m supportive of the notion that sometimes you reach a point where you just know that you need to do something new,” he said. “It’s my privilege, on behalf of everyone in Australian football, to thank Ange for the past four years. Ange’s record speaks for itself.” Greek-born but Australian through and through, Postecoglou said he had taken great pride in proving that a local could do the job. He said he would be looking for a new post in club football, probably abroad. “Whether people like it or not, it’s undeniable that we play different football today than we did four years ago. shot-clocks LONDON - Players will have an additional five seconds between points at next year’s Australian Open but time-wasters will have nowhere to hide thanks to the introduction of shot-clocks. The Grand Slam Board, responsible for the rules at the four majors, confirmed on Tuesday that the Australian Open’s request to raise the time from 20 to 25 seconds and strictly enforce it with an electronic shot-clock had been accepted. The three other slams will also allow 25 seconds, bringing them into line with regular Tour events, but are not currently scheduled to have shot-clocks. A two-day rules meeting of the Grand Slam Board in London also agreed to limit pre-match warm-ups to five minutes. Another rule change, which could drastically alter the complexion of majors draws, could also be in place in 2019, with the number of seeds limited to 16 instead of the current 32. This year’s four slams will still have 32 seeds. The length of time between points has been a cause of consternation in the sport and while increasing the period allowed appears counterintuitive, shot-clocks will take the decision over whether to penalise a slow player out
of the umpire’s hands. Currently it is down to the discretion of the official but the inconsistency in enforcing it has caused problems. The 25-second shot-clock was used in the U.S. Open qualifying event this year and also at the Next Gen ATP Finals in Milan earlier this month. The Grand Slam Board said in a statement that the serving-time changes had been agreed unanimously. Speeding up the game and cutting out “dead time” has been a priority for the men’s ATP Tour.ATP chief executive Chris Kermode, who praised the shotclock innovation in Milan, believes the five-minute pre-match warmup is still too long. American player Jared Donaldson said before the Milan tournament: “The five-minute warmup maybe is redundant and doesn’t necessarily need to take place. Maybe as soon as you walk on court you have five minutes to get ready.” The Australian Open will be more specific than the current grey area, allocating players one minute to walk on and be ready for the umpire’s briefing at the net, followed by a five-minute knock-up, plus one minute to prepare for the first point. Zimbabwe’s Mnangagwa to be sworn in as president on Friday
HARARE - Zimbabwe’s former vice president Emmerson Mnangagwa will be sworn in as president on Friday following the resignation of Robert Mugabe after nearly four decades in power, state broadcaster ZBC reported on Wednesday. Mnangagwa, who fled for his safety after Mugabe sacked him two weeks ago, will land at Manyame Airbase in Harare at 6pm (1600 GMT), ZBC said. Mnangagwa’s sacking prompted the military takeover that forced Mugabe out. Mugabe’s downfall came suddenly for a man once feted across Africa as a liberation hero for leading his country to independence from Britain in 1980 after a war. The 93-year-old had clung on for a week after the army takeover, with ZANU-PF urging him to go. He finally resigned on Tuesday moments after parliament began an impeachment process seen as the only legal way to force him out. People danced in the streets of Harare and car horns blared at the news that the Mugabe era was finally over. Some brandished posters of Mnangagwa and army chief General Constantino Chiwenga. Speaker of parliament Jacob Mudenda is due to hold a news conference at 1030 GMT. Mugabe led Zimbabwe from relative prosperity to economic ruin, presiding over the forced takeover of white-owned farms at the end of the century, which devastated agricultural foreign exchange earnings and led to hyperinflation. If Mnangagwa can arrest Zimbabwe’s economic decline, deliver clean elections next year and woo back bilateral support from Western states, new investment could begin to flow. “The transition from Mugabe to Mnangagwa could mark a major and positive shift and put Zimbabwe back on the foreign investor radar,” head of equity research at emerging market bank Exotix Capital, Hasnain Malik, said in a note. “Many of the ingredients of a great frontier market are in place in Zimbabwe: human capital, infrastructure, natural resources and diaspora.” However, there are doubts about Mnangagwa’s reform credentials, while a large section of the Zimbabwean public are hostile towards a man who, like Mugabe, stands accused of participating in repression. He was internal security chief in the mid-1980s when Mugabe deployed a North Korean-trained brigade against rebels during which 20,000 civilians were killed, according to rights groups. “The dark past is not going to disappear. They will be following him around like a piece of chewing gum on his shoe,” International Crisis Group’s southern Africa senior consultant Piers Pigou said. (rtr)

BEIRUT - Lebanon’s Saad alHariri on Wednesday shelved his decision to resign as prime minister at the request of President Michel Aoun to allow for dialogue, easing a crisis that had deepened tensions around the Middle East. Hariri made his announcement after returning to Beirut for the first time since he quit abruptly in a Nov. 4 broadcast from Saudi Arabia. At the presidential palace near Beirut, Hariri said he hoped this move would open “a new gateway for a responsible dialogue...that deals with divisive issues and their repercussions on Lebanon’s relations with Arab brothers.” “I presented today my resignation to President Aoun and he urged me to wait before offering it and to hold onto it for more dialogue about its reasons and political background, and I showed responsiveness,” he said in a televised statement. Hariri said all Lebanese must commit to keeping the country out of regional conflicts, a reference to the powerful, Iran-backed Hezbollah whose regional military role has alarmed Saudi Arabia. Lebanese state officials and senior politicians close to Hariri have said Riyadh forced Hariri to quit and held him in the kingdom, which Saudi Arabia and Hariri have denied. The resignation shocked even Hariri’s aides. His return to Lebanon, late on Tuesday night, followed an intervention by France. Aoun, a political ally of Hezbollah, had refused to accept the resignation on the grounds that

Setya Novanto, who has denied wrongdoing, is being held for 20 days for questioning by Indonesia’s Corruption Eradication Commission (KPK). He made the request in a letter handwritten in his holding cell that was released to the media late on Tuesday. The KPK is investigating state losses of about $170 million after allegations that sums ranging from $5,000 to $5.5 million, generated by marking up procurement costs for national electronic ID cards, were divided up among politicians in parliament. “I ask other parliament leaders to give me an opportunity to prove that I wasn’t involved,” Novanto wrote. “And in the meantime do not organise an ethics council plenary session on the possibility of making me non-active either as parliament speaker or as a member of parliament.” Novanto, also chairman of Golkar, Indonesia’s second-largest party and a partner in the ruling coalition, is one of the most senior politicians to be detained by the KPK, which is popular among Indonesians for targeting members of the establishment suspected of abuse of power. His battle with the graft agency has gripped Indonesia, where newspapers have splashed the story on front pages and memes mocking him have circulated on social media. He has clung to power through several previous corruption cases and repeatedly missed summonses for questioning by the agency in recent months, saying he needed heart surgery. Novanto was named a suspect on Nov. 10 again after using a controversial legal manoeuvre to get earlier charges dropped last month. In another letter, addressed to Golkar, Novanto said “there has been no discussion of me temporarily or permanently stopping as chairman of Golkar”. In that letter he nominated Idrus Marham to serve as acting chairman of the party. Novanto’s lawyer, Fredrich Yunadi, told Reuters it was up to parliament and party officials to decide if he should keep his posts, but he was confident that his client would win his case. “We have strong proof (and) in every court we always win,” Yunadi said. Asked if he was concerned about the strength of evidence against Novanto, KPK spokesman Febri Diansyah said: “From the beginning the KPK has had strong evidence, and the two people we have put on trial already (in this case) have been found guilty even up to an appeal stage.” (rtr)

Indonesian Chamber of Commerce and Industry (Kadin) deputy chairman for telematics, broadcast, research and technology Ilham Habibie has criticized the government for focusing too much on investment and not enough on human resources development. “Don’t just issue pro-business [policies], but also those that are pro-human resources development. Business is important, but we will achieve more if we pay attention to human resources development,” said Ilham, son of former president BJ Habibie, as reported by tempo.co.
He was speaking at the Indonesia Economic Forum 2017 in Jakarta on Wednesday. He said weak human resources in Indonesia could be seen from Indonesian exports, which relied heavily on raw commodities.He said Indonesia needed to improve its human resources so that it could export more competitive products and not solely rely on natural resources as otherwise, the economy would not be able to grow significantly. Therefore, he added, Indonesia had to prepare human
resources to assure the country could compete globally. “Human resources is not only a matter of education, but it relates to character building ” he added. He called on Indonesians to use globalization to learn from foreigners, saying citizens of the country had long interacted with foreigners through trade, missionaries and other activities. Whether new dawn or another false one, euro zone economy is full of surprises
LONDON - The surprise economic star of 2017, when it wraps up next month, will have been the euro zone: growth looks set to come in at 2.2 percent compared with a forecast this time last year of just 1.4 percent. Combine this with four years of falling unemployment and inflation well out of the deflation-worry zone, and policymakers and politicians have something to crow about. But is something substantial going on, or this another false dawn for an economy that has managed less than 1.6 percent average annual growth in its 18-year history? A sceptic might say it is all just cyclical, soon to reverse. Or that it is simply the result of 2.2 trillion euros in already-being-rolled-back European Central Bank stimulus forcing a famously sclerotic economy to budge. Both have certainly played a role -- but although there are risks that does not mean the growth impetus is not different from previous upswings or that it will end quickly. The cyclical argument, for example, stems from the euro zone’s proclivity to lag the U.S. economy, tending to start a take-off just as the latter is stalling. Indeed, the current euro zone cycle is four years behind the U.S. one. With some signs the long U.S. economic recovery might be peaking -- recent surveys have been flat to lower, and bonds are giving warning signals -- the sceptic could claim that in typical fashion the euro zone has started just as the Top Gun has finished. But there are differences from, say, 2006 when after four years of lagging growth the euro zone surpassed the United States only to tumble as the financial crisis hurt both countries. One, says Paola Subacchi, a senior fellow at Chatham House, is Europe’s acceptance that growth sometimes needs help. “There is now an understanding -- even in (fiscally hardline) Germany -- that demand needs to be supported,” she said. “Unlike 10 years ago, or even five years ago, there is an understanding that you can’t just sit and wait for growth.” It is not that austerity measures introduced after the financial collapse have been dumped wholesale, rather that some governments are

more willing to add spending to the mix -- especially after many voters deserted mainstream parties. Germany, for example, has increased public spending on roads and bridges, faster internet and social housing -- turning state spending into one of the most important growth drivers in the euro zone’s economic powerhouse over the past two years. MOMENTUM Some structural reforms have been undertaken after years of being called for in vain by central bankers, the International Monetary Fund and others. More flexible labour laws -- notably in Spain and Ireland -- have helped prompt growth, notes Florian Hense, European economist at Berenberg bank. “What keeps things going are employment gains,” he said. The argument here for a continuation of growth is that there is plenty of spare capacity in the work force. Although well off its mid-2013 high of 12.1 percent, the euro zone’s unemployment rate is still 8.9 percent -- enough, Hense reckons, for two more years before there is any labour shortage. Attempts are also being made to keep such reform coming. In France, President Emmanuel Macron has already signed decrees to cap payouts on unfair dismissals, while also giving companies greater freedom to hire and fire. The balance for euro zone reformers will be how to achieve their plans against a wave of anti-establishment sentiment among voters angry at being left out of the post-financial crisis recovery. The euro zone’s new growth climate has also been fostered by the ECB’s stimulus, but its withdrawal may not be as damaging as it was in 2011-2012.

Sterling treads water ahead of UK budget
LONDON - Britain’s pound trod water on Wednesday, with traders wary of taking on any large new positions on the currency ahead of a budget statement from the country’s finance minister Philip Hammond. Most analysts said the statement would be unlikely to have any great impact on sterling, as investors were already largely prepared for lower growth forecasts, and because the finance minister had little room for any kind of bold budget moves.
Hammond, who is fighting for his political future as well as the fortunes of Britain’s economy as it prepares to leave the European Union, is under fire from many Brexit supporters who say he is taking an overly cautious approach to the talks with Brussels. But he is still expected to tread carefully, with measures to speed up house-building and improve Britain’s weak productivity. “The UK government has little room for manoeuvre when setting fiscal policy and so the details of
the budget are unlikely to have a material impact on the pound,” said MUFG currency strategist Lee Hardman. “(But) if the budget is badly received, there will be intensified pressure on Theresa May - particularly from hard Brexit supporters - to appoint a new Chancellor. The pound would likely prove sensitive to any further signs of political instability,” he added. The pound edged up 0.1 percent to $1.3251 ahead of the 1230 GMT statement, staying within
the narrow $1.3190-$1.3280 range in which it has traded all week. Against the a stronger euro, the pound eased back 0.2 percent to 88.78 pence. “Sterling’s still very cheap and still reacts more to good than to bad news as a result. Today may just bring confirmation that the Chancellor has very little room for fiscal handouts,” said Societe Generale macro strategist Kit Juckes. AMLAPURA — On Tuesday (Nov. 21) at 17: 05 Local Time, Mount Agung experienced a phreatic eruption caused by large amounts of rainwater entering the mountain through fractures at the bottom of the crater. When this water met with the hot rocks in the crater, it caused thick grey smoke with a height of 600-700 meters to waft up from the peak, explained Head of the Mount Agung Monitoring Station, I Dewa Mertayasa, on Tuesday (Nov. 21). Dewa Mertayasa affirmed that a phreatic eruption had indeed occurred. The rocks at the bottom of the crater are heating up as magma moves closer to the surface of the crater. Fractures in the bottom of the crater are also increasing which is what caused the emergence 600-700 meter high grey smoke on Tuesday. “The rocks above the magma are hot so then they are
exposed to rainwater smoke comes out as we are seeing now. This is an external eruption – not an internal eruption coming from the magma”, clarified Mertayasa. This is clearly a phreatic eruption because the earthquakes recorded by the seismograph do not show signs of a magmatic eruption. Phreatic earthquakes, he added can occur frequently and now that the
rainy season has started phreatic eruptions are likely to occur again. “If the rain continues, there will probably be more phreatic eruptions over the next two days”,said Mertayasa, adding that there were also 36 seconds of non-harmonic tremors. Although it was just a phreatic eruption, The Mount Agung Monitoring Station is appealing to people
living within a 6 kilometre radius of the mountain to remain vigilant as the smoke currently coming out of the crater is also carrying ash. “The volcanic ash that is mixed with the smoke is still dangerous, however the wind the wind has not carried the ash very far. Nevertheless we are asking local residents to be alert”, he emphasized. When asked whether the alert level will be increased from level III ‘watch’ to level IV ‘warning’, Dewa Mertayasa affirmed data from the monitoring instruments must be referred to before changing the alert level. “We do not want to
raise the alert level just based on the smoke .Such a decision must be based on other supporting data”, said Mertayasa. One resident of Besakih named Gusti Ngurah Darmayasa, revealed that the large plumes of grey smoke coming out of the crater of Mount Agung had made residents of Besakih nervous. Many residents of the disaster-prone areas fled to evacuation posts. “ I was back in Besakih this morning, but when I saw the dark smoke, I went back to the evacuation post”, said Darmayasa from the monitoring post. Russian tourist robbed from his hotel
DENPASAR — Russian bank manager, 53 year old Manaenkova Margaritha, reported that he had had money valued at $4,000 USD stolen from the safety deposit box in him room (#1212), at Hotel Intercontinental Bali Resort, Jimbaran, South Kuta on Friday (Nov 17). The alleged perpetrator is a 48 year old local gardener named I Made Latra. “Apparently the perpetrator pretended to clean the garden while observing the
victims movements. The losses suffered by the Russian visitor amount to some IDR 53 million”, said Chief of South Kuta Criminal Investigation Unit, Andi Yaquin, on Monday (Nov. 20). The victim had left his room to go to breakfast, continued Yaquin, while the alleged perpetrator kept an eye on him. As soon as the victim left his room, the gardener headed for the Russian man’s room through the balcony.
He then allegedly opened the unlocked safe and took the victim’s money. After the Russian man reported the theft, the Kuta Police investigated the crime scene. Based on witness testimonies, the gardener working near room #1212 became a suspect. “After investigating, we found a suspect and went to find him in his home village of Bantas Kelod, Sibang Gede, Badung, where
he was arrested”, explained Police Chief Yaquin. When interrogated, the suspect confessed that he had stolen the Russian man’s money at around 09:00. The police then seized the victim’s dollar bank notes. “This case is still being developed. Currently, the perpetrator has been arrested and the evidence has been secured”, said Yaquin. (kmb36)

NEW DELHI - The Trump administration is pushing security ties between the United States, India, Japan and Australia, but the revival of the Asian “Quad” must overcome lingering mistrust in New Delhi towards its allies that hampers genuine military cooperation. Joint naval drills have been at the heart of a relationship that analysts widely see as a move to counterbalance China’s rising power by binding the region’s leading democracies more closely together. But while the navies of the United States, Japan and Australia can easily operate together - based on common U.S.-designed combat systems and data links - India is the outlier. Not only are most of its ships and warplanes Russian-made, its government and military remain deeply reluctant to share data and open up sensitive military communications systems. The United States has carried out more naval exercises with India than any other nation. But naval sources and experts say these are more about “cultural familiarisation” than drills for joint combat. Because India will not sign an agreement on sharing data, naval exercises are conducted through voice and text commands with rudimentary SMS-style data exchange, Indian and Japanese military sources said. “Think of it as directing your friend to your house in the 1980s.

SYDNEY - A ninth Australian lawmaker quit parliament on Wednesday after discovering she was a dual national, the latest casualty in a widening constitutional crisis that has already cost the government its majority. The resignation of Skye Kakoschke-Moore, one of three senators in the centre-right Nick Xenophon Team, over the surprise revelation that she was a British citizen by descent, does not affect the government’s position in the upper house. “Their advice was extremely surprising to me,” KakoschkeMoore told reporters in Adelaide, after having learnt from Britain’s Home Office that her mother’s birth in then-colonial Singapore in 1957 made her British by descent. Australia’s 116-year-old constitution bans dual citizens from holding national office, in a bid to prevent split allegiances. The crisis, which is likely to ripple even wider in coming weeks as lawmakers are required to prove their status, has already cut a swath

GSK and Gilead go head to head as HIV drugs enter new phase LONDON - Gilead Sciences and GlaxoSmithKline are heading for an HIV showdown, pushing rival treatment visions and competing products that are expected to hit the market in the next few months.
Gilead is likely to secure the bigger near-term win, as it builds on a 20-year-old strategy of combining three drugs to control the AIDS virus, while GSK is placing a longer bet that its core drug is potent enough to work with just one other. If it succeeds, GSK could rewrite treatment standards by delivering cheaper two-drug regimens with fewer side effects. Gilead says the idea may risk drug resistance because the virus will only have to evade two drugs rather than three. The stakes are high for the two leaders in the $27-billion-a-year HIV market, with shares of around 53 and 22 percent respectively, according to industry data. GSK’s new Chief Executive Emma Walmsley has made HIV one of two central pillars of the British company’s pharmaceuticals division, along with respiratory medicine, after deciding to cutback in other areas. For California-based Gilead, a new HIV product is an opportunity to boost sales in a key antiviral area, following the rapid rise and fall of its hepatitis C business. Deborah Waterhouse, who took over as head of GSK’s majority-owned HIV business ViiV Healthcare
in April, told Reuters she was braced for “intense competition”. ViiV, in which Pfizer and Shionogi have small stakes, has been on a roll since 2013 due to the success of its super-effective integrase inhibitor drug dolutegravir, which is already included as part of traditional triple therapy. Gilead has now matched dolutegravir with an equally good rival in bictegravir and the U.S. group hopes to win U.S. approval by Feb. 12 to launch it with two other drugs, creating a combination known as BIC/F/TAF. “The playing-field is about to become more level as Gilead brings BIC/F/TAF to market. It is undoubtedly true that from mid-February next year it is going to become a much more competitive space,” Waterhouse said in an interview. Investors fear the impact on GSK’s star HIV business, which grew sales 26 percent to 3.2 billion pounds ($4.25 billion) in the first nine months of 2017, especially as growth in the key U.S. HIV market is slowing. Although millions of people are now treated in poor countries with cheap generics, the premium-priced U.S. market still accounts for 65-70 percent of global HIV sales by value. With nearly 2 million new infections globally each year, researchers are pushing on with new approaches to a disease that is increasingly an issue for older patients who have been kept alive by modern drugs but are more vulnerable to side effects. Canada proposes health warnings, child-proof packs for legal pot sales OTTAWA - The Canadian government proposed on Tuesday mandatory health warnings and child-proof packaging as well as a licensing regime for all cannabis products in legislation ahead of the July 2018 legalization of recreational marijuana. The proposals, which will be open for public consultation for 60 days, include restrictions on packaging to ensure the products are not enticing to children as well as legal standards for quality control and potency, Health Minister Ginette Petitpas Taylor told reporters. The government is on track to legalize recreational marijuana by July 2018, making it the first Group of Seven country to do so. Petitpas Taylor said the government wants to set strict guidelines for the safety of cannabis products, but ensure micro-producers and big companies alike will have access to the market as long as they are licensed. “We want to make sure the market will be open to everyone. Some people will be small businesses and they can certainly apply for a license in order to have a micro-industry, if you will,” she told reporters, adding there is no limit to the number of licenses that will be available. The proposed regulations address the licensing, tracking, pack-
aging and labeling of recreational and medical marijuana practices, and include a permitting regime for the cultivation, processing, sale, testing and import and export of cannabis. The federal government earlier this month proposed splitting with the provinces income from excise taxes on recreational marijuana, drawing criticism from Ontario, which is concerned it will face higher costs associated with the new law. The federal government said it wants an excise tax on all cannabis products, including medical marijuana, of C$1 per gram (0.04 ounce), or 10 percent of the retail price, whichever is higher. Some provinces have asked the government to delay legalization, saying they need more time to set up a sales system and train police officers who will be enforcing the new rules. Prime Minister Justin Trudeau made the issue part of his 2015 successful election campaign and the Liberal government says regulating marijuana will keep it out of the hands of underage users and reduce drug-related crime. Shares of licensed producers, such as Canopy Growth , have soared in anticipation of legalization but the stocks are expected to face a bumpy ride in 2018. (rtr)
MANGUPURA — Jalan Bypass Ngurah Rai, Nusa Dua, has become common ‘destination’ for flooding during heavy rains. In fact so much water floods frequently floods this road that cars and motorcycles are often stalled by engine deadlock. When contacted on Monday (Nov 20), subdistrict head of South Kuta, Made Widiana, response to this recurrent problem by saying that the most flood at this location was caused by the drainage channel being blocked. Although there is already a channel for excess water to drain into the nearby swamp, sedimentation and garbage clogs the drain whenever there it rains. IN fact there is quite a large waterway under Jalan Bypass designed to help dispose of the water from the channel. “The discharge of water through the channel is slowed when sedimentation and garbage blocks the drain”, explained Widiana. There is a basin formed by the difference in height at the road section to Mumbul and at the intersection to Bali Mandara Toll Gate which is higher. Rainwater then inundates this basin. The flow of water out of the basin gets clogged by garbage, so we need to ensure
that the basing remains garbage free”, he concluded. Some time ago, the subdistrict of Kuta, the Badung Public Works and Housing (PUPR) and the National Road Agency surveyed this location and determined that the best temporarily solution was to prevent large amounts of water and garbage from flowing into the basin so that plastic waste would not clog the drainage channel. Widiana added that the Regent of Badung, Giri Prasta has also ordered relevant agencies to review the situation. “The regent has instructed technical institutions to find the best solution for preventing floods here. This is a well known route used by tourists, so it must be passable at all times”, he said. Widiana also said that he hopes that the public will become more concerned about eh environment and stop disposing of garbage carelessly. Such habits should be stopped as they lead to undesirable things. GIANYAR — The section of road between Kedewatan and Payangan that is being worked on by Bali Public Works Agency through a contract valued at IDR 15.6 billion, already show signs of damage. During an inspection of this section of road on Monday (Nov 20), Kadek Diana from the PDI-P Faction in the Bali House of Representatives, criticized such conditions, saying the monitoring conducted by Commission III of Province of Bali’s road improvement project contracted to PT. Wangun Jaya, revealed that there was already damage even though the project is still underway.
Based on monitoring of the road project - that has a deadline for completion on November 27, 2017 (plus 6 months maintenance period), roads and sidewalks were visibly damaged. “Sewage channels, sidewalks and the road itself is already eroding”, he said. One of the causes for this, said Diana is the heavy rainfall in recent days that has eroded parts of the road. “The water overflowed onto the road because the culvert is hampered by the connection of PDAM pipelines”, he explained. According to Kadek Diana, such conditions can be seen at several points along the road and this clearly shows a lack of coordination amongst related agencies. “They are working independently with their respective programs. All relevant agencies must necessarily coordinate with one and other”, he concluded. (kmb35)

Governor visits China to discuss infrastructure

DENPASAR - Governor of Bali, Made Mangku Pastika, did not attend the plenary session in the Bali House of Representatives on Tuesday (Nov. 21) as he was visiting China. In a press release, Public Relations Division Head of Bali Regional Secretary, Dewa Gede Mahendra Putra, said the governor had gone to China to attend a bilateral conference between the Indonesian and Chinese governments at the CDB Central Office in Beijing.
“The conference is expected to accelerate the CDB aid program for infrastructure development in Indonesia, including in Bali. This will also accelerate solving the problem of the unequal development of different arts of Bali”, explained Mahendra. Bali, he added is one of six provinces in Indonesia who were invited to the meeting in Beijing that was opened by President of the China Development Bank (CDB), Zhinje Zheng. The meeting, he explained, will have a positive impact on infrastructure development and the future of Bali’s economy especially regions in need of development such as North Bali, West Bali and East Bali. The meeting is also being attended by government representatives and business people from both countries. “This infrastructure projects will be done through business-to-business (B2B) cooperation between the two countries that will be facilitated by the CDB, so that these projects will not become state debt”, said Mahendra. Deputy Governor of Bali, I Ketut Sudikerta, said that the Bali’s provincial government is currently prioritizing a number of infrastructure development projects, including the airport in North Bali, toll roads, railways, stadium, shortcuts, underpasses, and the development of the tourism industry in ??West Buleleng and Nusa Penida. “They are all priorities now, whichever project completes its feasibility study first

will be prioritized for development. The Governor is visiting China to attract investment to Bali. The Governor of Bali’s visit to China, he added is also a follow-up to the visit made by CDB’s high ranking officials’ to Indonesia last August that was held in Nusa Dua and was attended by Coordinating Minister for the Economy, Luhut Panjaitan. The governor described the potential to develop tourism in Bali, especially in areas beyond Southern Bali. When contacted separately, Chairman of the Commission III of Bali House of Representatives, I Nengah Tamba, said that improvements to infrastructure are key to strengthening the economy in areas outside of Southern Bali. Toll roads that can reduce travel times will encourage more people to visit these areas, he said. “When visitors want to go Jembrana or Singaraja it takes 3-4 hours, so who wants to go there? If access can be improved through infrastructure development – like roads, then surely people will want to visit”, said this Democratic politician. Tamba added that Western, Eastern and Northern Bali are still beautiful and green so they can become special attractions for tourists. If supported by a wellmade high- quality infrastructure, Bali’s economy will certainly improve. Such infrastructure projects are long term like 50 years not just 10 years, he added. “All this time we have been talking about we economic balance between different areas, but we haven’t taken any steps in that direction. Come on…now it is time to take action. Why wait?. If indeed the governor has gone to China to discuss infrastructure issues, well, we support it but such project should still refer to the foundations existing in Bali”, he emphasized. Tourism entrepreneurs still have no interest developing former quarry SEMARAPURA - Klungkung’s district government opened former quarry areas for potential investment by tourism entrepreneurs a few years ago. However as of yet no investors have taken interest. Apparently this is because large projects are not permitted. Head of the Klungkung Investment and Integrated Licensing Office, I Made Sudiarkajaya, explained that the former quarry located at Gunaksa village has been included as part of an ‘effective tourism area’. However tourist accommodations here cannot exceed two stories. “ This poses a constraint for investment”, explained Sudiakajaya recently. Besides, he added the location is not been supported by other tourist attractions.
Conditions here are very different than in Nusa Penida Island known as ‘Blue Paradise Island that is very much ogled by investors. With attractive tourist areas such as Lembongan, Jungutbatu, Ceningan, Sakti, Pejukutan, Bungamekar and Suana, it is easy to see the potential for tourism development. “Here, investors can build a bigger facilities”, he explained. When asked about investment proposals for 2018, Sudiakajaya said there were none yet, but added that they are predicted to come from investors whose principal licenses will be issued this year. “It is usually like that. Products made from old newsprint empower the poor BANGLI - Dozens of underprivileged residents of Bangli were recently taught to process old newspapers into various types of handicrafts such as trays, sokasi baskets and ‘flower containers’ used for Hindu worship. The training activities that took place at Padpadan hamlet, Pengotan, Bangli, on Tuesday (Nov. 21) were led by the Bangli MSME and Cooperative Agency as part of efforts to eradicate poverty and reduce unemployment rates in Bangli. Products such as trays and sokasi made using newspaper as the main material, were selected due to their demand on the market. During the training session, Head of the Bangli MSME and Cooperative Agency, Dewa Gede Suparta, explained that skill sharing was going on for three days running and that artisans who are already involved in making trays and sokasi baskets in Pengotan village served as instructors. Suparta said that the trainees were very enthusiastic about following the step-by-step instructions given by the instructors. “ All 30 of the participants in this training workshop are economically underprivileged residents of Padpadan hamlet who are being provided with this skill so that they can improve their economic situation”, explained Suparta. Trays and sokasi products made from newsprint show great promise on the market and just need to be supported with promotion. The instructors leading this workshop already make trays and sokasi from newspaper which they sell for about IDR 150,00 a piece. “ Their products are sold locally in areas such as Bayung Gede, Sekardadi and Denpasar”, he said. Suparta added that although the trays and sokasi are made from newsprint they are quite durable and waterproof because they use glue as an adhesive. This is not the first time that the Bangli MSME and Cooperative Agency has held such skill training. In their ongoing efforts to alleviate poverty, dozens of unemployed people were also recently trained in making incense. “ We have also taught people automotive skills, professional make-up and sewing. These skill training workshops are funded by the central government”, added Suparta who is the former Head of the Bangli Industry and Trade Agency. (kmb40)

‘Forbidden Planet’ robot sets price record for movie prop sold at auction NEW YORK - “Robby the Robot,” the seven-foot tall creature featured in the 1956 science fiction film “Forbidden Planet,” sold at auction for $5.375 million, a record for a movie prop, a New York auction house said on Tuesday. Bonhams, which conducted the auction, said the price beat the previous prop record of $4 million for the 12-inch falcon statue in the Humphrey Bogart classic “The Maltese Falcon” and topped the $4.6 million for the white dress worn by Marilyn Monroe in “The Seven Year Itch.” “Robby the Robot is one of those symbols of American culture that is embedded in our DNA,” Catherine Williamson, director of entertainment memorabilia at Bonhams, said in a statement. Robby, with a glass dome head and functioning limbs that included legs that look like stacked bowling balls, is a devoted servant to Professor Morbius. Small eruption at Bali volcano triggers Singapore travel advisory
JAKARTA - Indonesia’s Mount Agung volcano in Bali has let out a puff of black smoke and ash in a small eruption, prompting Singapore to advise its citizens to be ready to evacuate the holiday island at short notice amid concern about a bigger eruption. Authorities have not changed the alert status on Agung, which remains at one level below the highest and there have been no reports of flight cancellations. “Singaporeans should defer non-essential travel to the affected areas of the island at this juncture,” Singapore’s Ministry of Foreign Affairs said in a travel notice on Wednesday. “You should also be ready to evacuate at short notice.” Eruptions could result in ash
clouds that could “severely disrupt air travel”, it said. Agung looms menacingly over eastern Bali at a height of just over 3,000 metres (9,842 feet). It last erupted in 1963, killing more than 1,000 people and razing several villages. Indonesia has nearly 130 volcanoes, more than any other country. Many of them show high levels of activity but it can be months before an eruption.
A spokesman for Indonesia’s National Disaster Mitigation agency, said via a text message that there had been a “phreatic eruption” late on Tuesday with black smoke reaching 700 metres (2,300 ft), followed by falling ash, gravel and sand. “These types of eruptions — called phreatic — are the product of rock that already exists being shattered violently when water heated by the rising magma under Agung quickly turns to steam,” according to a blog post on the Discovermagazine.com website. The disaster agency recommended against any activity within
6-7.5 km (3.7-4.6 miles) of the crater. It said that 29,245 people were staying in 278 evacuation camps. At one stage, after authorities put Agung’s alert status at the highest level of four in September, more than 130,000 people left their homes. The alert level was lowered to three on Oct. 29. Australia left its travel advice unchanged and told citizens to “monitor local media reports, follow the instructions of local authorities, and stay outside the existing exclusion zone”.
