BEIJING - More than 120,000 people have been evacuated in northeast China following serious floods that have already left four dead and forced the relocation of thousands in neighbouring North Korea. Heavy summer downpours have dangerously swollen the Yalu river, which forms the border between the two countries, and forecasters are warning of yet more torrential rain to come. China’s civil affairs ministry said late Saturday that 127,000 people had been evacuated in Liaoning

province in just three days due to the rains, as the nation struggles with its worst floods in a decade. In Dandong city alone, which borders North Korea, more than 94,000 residents were evacuated and some power and transport links were cut off, the official Xinhua news agency reported. A couple in their 70s and a mother and son died in Kuandian county, around 100 kilometres (60 miles) northeast of Dandong, when flash floods swept away their homes, Xinhua said, citing a local flood control official. Bali is estimated to become a destination of meeting, incentive, conference and exhibition (MICE) tourism until 2014 to come. This opportunity is discernible from the bidding or requests for MICE continuing to grow until the next four years. Chairman of the Society of Indonesian Professional Convention Organizers (SIPCO) of Bali Chapter, Putu Juarez R Putra, stated that most of MICE participants would fill out their time to enjoy the beauty and culture of Bali before and after the scheduled agenda of MICE. “For the next few years, I think Bali remains to be considered by several multinational companies as the venue for MICE. This condition will indirectly affect the economy of our society,” said Putu Juarez in Denpasar, last Thursday (Aug 19). According to him, MICE tourists had money spending far greater than other types of tourists. Because, MICE guests spent five times more than individual or group tourists. Moreover, the backpacker class only spent under IDR l million per day. “MICE activities until the end of 2010 are estimated to reach hundreds of event. On entering the month of Ramadan, the MICE events especially in Indonesia tended to decline

slightly. However, we are optimistic that MICE tours within this year will continue to grow until its peak in November,” he said. It was said that tourists organizing MICE event in Bali every year reached an average of 10 per cent of the total tourist arrivals. MICE tourists had tight schedule during their stay in Bali. According to Putu Juarez, organizers handling the MICE tourists required professionalism so that the implementation of MICE activities could run better and improve the imaging of Bali in the eyes of foreign tourists. Meanwhile, the Head of Bali Government Tourism Office

(Disparda) Ida Bagus Subhiksu explained that MICE tourism over the 2010 sufficiently supported the growth of Bali tourism. Clear and visible indication until recently was that every single implementation of convention tourism in Bali could draw abundant participants, up to two times higher than elsewhere. “Bali is very potential to develop MICE tourism because it has adequate facilities and infrastructure. It is proven by the number of international conferences held in Bali. Our natural and cultural resources also shore up the convention tourism in Bali,” he said. According to him, Bali was always ready to host any international events. Serious attention of Bali Provincial Government to work on the MICE market was shown by the initiative of establishing a representative convention center. “Australia, Japan, China, Korea and Russia are the countries that often organized international meetings in Bali,” he added. Parwata added that such a concept was also violating the rules of the Basic Building Coefficient (KDB) where 60 percent was allocated for open space and the remaining 40 percent allocated for buildings. “Right now, most properties allocate 80 percent up to 90 percent of their land space for buildings,” he asserted. On that account, the committee of RTRW Badung urged Regency Government not to issue any permits for investors implementing the low cost investment. The Special Committee would ask the executive to review the proposal on the development of hotel and condotel implementing the low cost concept, so that development would not

result in any problems later on. For green open spaces, continued Parwata, Special Committee of RTRW Badung also gave particular attention. Badung Regency Government should ensure its availability, for example, by opening up agricultural land as compensation for existing development. Parwata said, ideally Badung had a green open space amounting to 25 percent of the total area namely 418.52 kilometers. Its potential green land that could be secured located in the area of Canggu, Kerobokan, North Kuta, Mengwi, Abiansemal and Petang. Aside from proposing to open agricultural land as extensive as possible, Special Committee of RTRW Badung also proposed the use of derelict land. For this purpose, in the later discussion of the Special Committee, the Badung House would ask the National Land Agency (BPN) to provide the data of derelict land. (ded)

Denpasar Husbandry, Fishery and Sea Agency activity to minimal the number of rabies case continues. After vaccinations to rabies carrier animals at Ubung Kaja Village on Thursday (19/8), it continued with elimination. Tens of wild dogs in the area were eliminated by Husbandry Agency. Head of the Agency, Ir. Dewa Made Ngurah joined by Kasi P2H Ida Ayu Sri Martini, stated the program is a routine program to avoid the rabies case to spread. Besides that the elimination was also the residents’ request. It was said, before it, they have done vaccination on rabies carrier animals to at least 190 dogs owned by residents in 12 banjar at Ubung Kaja Village, “The problem is there is not enough workers that can provide service to this kind of huge area.” Meanwhile the elimination happened in some of the banjar in that village such as Br. Liligandi, Br.

Pohgading, Batu Makeem, Merta Gangga and Br. Darma Santi. “Approximately each banjar has 25 wild dogs and also some pet ones were asked to be eliminated,” Sri Martini explained. The elimination program doesn’t only happen in this village. The next target is Tonja Village. This has been a routine program since rabies case started to increase in Denpasar. “Our target is to make rabies cases to be zero again,” Dewa Ngurah mentioned. Before, the area to have rabies epidemic covered some villages in the four Denpasar sub districts. For North Denpasar covers Ubung Village and Peguyangan, South Denpasar covers Sanur and Sesetan, East Denpasar covers Penatih and West Denpasar covers Padangsambian, “Every time we’re going to do an activity we send letters to each village and banjar officials so it will be messaged to its residents.” (kmb12)

To share the pride that they exhibit the photographs of Buleleng past with the hope other young children in Buleleng also stirred feelings to love at the same time preserving their cultural arts. The photos were collected from about a year ago with two colleagues, Nyoman Gustiyana and Arie Monayasa, who is assisted by the artists and figures from Buleleng such as Dr. Soegianto Sastrodiwiryo, Prof. Dr.Putu Sutisna and sastarawan Putu Wijaya and Alex Candra. The photos were taken from the internet and most borrowed from private collections of several Buleleng residents who are still loyal to save old photographs. (Ole)

Klungkung Land Pier Controversial or Phenomenal The main purpose of building the bridging pier in Klungkung was to ease Nusa Penida residents’ economic and social activities. Now with the Nusa Penida pier done, it’s waiting for Klungkung’s. There are two things that could happen, it’s finished or not at all finished. These possibilities could cause problems so it needs a neat finishing. In Indonesia, this pier is one of the piers made in the mouth of a river or maybe the only one. Usually if it’s the mouth of the river used, it’s a huge and deep one. Yet this one is far in the land so it’s safe from nature disasters and more. “So if this is done and has no problems, this pier will be phenomenal,” Unud academic, Tjok. Bagus Oka stated. Since the beginning, the pier construction placed in Agung Mountain frozen lava (previously C Gunaksa digging), have caused debates. It was suggested to be allocated at Tribuana although a consultant from Bandung Institute of Technology (ITB) insists that huge waves can be solved by break water which is specially constructed so it minimise negative impacts to the environ-

ment such as abrasion on the beach etc. Klungkung Regence Government also wanted the pier in Gunaksa to use the previous Digging C and to be a tourist destination in Klungkung. Because the allocation moving can’t be done, then it was suggested to have its construction changed by making a bay so the waves breaks at the back yet this was denied as it worries to cause silting at the mouth of the bay that could distract the pier’s existence. Now there’s opposite opinions between public figures that cares of this Klungkung Pier completion, “If we draw a conclusion, there are two opinions. The pier construction to be stopped or its location to be moved and continued its construction there instead.” From the first opinion, the main thing clarifies that this pier construction at Gunaksa is against the environment as it has huge waves and also ignoring Agung Mountain’s eruption cycle. Looking at the construction now, first opinion also worries that this pier will not be finished as planned, “The question is, if the pier construction is stopped or moved, will central government give more funds? Will they not ask if this new place will finish the pier con-

struction after all?” The other opinion mentioned to have the construction still in the same place because this pier is very needed by the people especially Nusa Penida residents. They still believe the consultant explanation and assume the pier can be completed without thinking its operation budget which will be high. If the pier can be operated, the management has to prepare high budget as the huge water flow and waves will hit the break water. If break water’s damaged, ships will have difficulties landing due to huge waves and the pier will can’t be used if it’s not fixed yet, “Yes, the fixing here of course needs funds and quite some time. If it’s taking from the Region Budgets and Expenses, it will take a long process.” Before, some Klungkung Region House of Representatives members commented strictly on a Bali Province House of Representatives member from Klungkung, Ngakan Samudra. As the people’s representative, Ngakan questions and doubts the Klungkung land pier completion with the hope the people will give a certainty on the completion. (bal)

Vinegar Detects Cervical Cancer Mothers or women who had intimate relationship and have had children of course know about pap smear. Yes, pap smear is a simple technique to detect cervical cancer or cervix cancer. Although with the developing era, now it has been founded a new way to detect it. The new method is by using 25 percent vinegar. “The vinegar used by mothers to make rujak (fruit salad with spicy dressing) can be used to detect cervical cancer,” Prof. Dr. dr. Ketut Suwiyoga, SpOG(K) stated in a Cervix Cancer Early Detection One Day Seminar celebrating Unud 48th Dies Natalis (Anniversary) last Saturday (21/8). It’s quite easy according to Suwiyoga. Dissolve the vinegar with water so it becomes 5 percent. The ratio will be 1:5. For example dissolve 10 cc of vinegar with 40 cc water. The accuracy of this method is 85 percent same as pap smear method. But what’s its surplus? This early detection using vinegar is much cheaper than the pap smear method. Pap smear needs around IDR 150 thousand to 400 thousand while the vinegar method only needs IDR 5 thousand. As it is cheaper and has the same accuracy, this technique was more preferred the past five years. Yet pap smear or vinegar methods can’t be done by ourselves, it still has to be done by medics, “So the cotton is dipped to the dissolved vinegar. Then stick it to the cervix, leave it for a minute. If in the cervix seen white signs, then it means it’s a cancer candidate. To do this, it needs medics help.” If found no white signs as a cancer sign, then the next step is

using crayo technique or freezing for seven minutes. The result, the HPV virus will die. Crayo technique in Bali is available in Community Health Centres (puskesmas) even hospitals. The vinegar or the pap smear method is suggested to women who has intimate relationships. Many asked if their children can have the pap smear test? Suwiyoga mentioned a virgin child shouldn’t have pap smear or vinegar test, “A pap smear checking involves inserting a tool to the vagina. If it’s used to a virgin child, of course the virginity wall has to be holed first so the tool can get in. If it’s seen from the girl’s “self esteem” it can be a problem in the future.” The Human Papiloma or HPV virus infection is the causer to the cervix cancer and it is potentially infecting the cervix by sexual intercourse. So a girl who never done it will avoid this cancer. Is it 100 percent avoided? It turns out it’s not. According to Suwiyoga, the number of virgin children had cervical cancer is around 2,5 percent caused genetically. It means, if a mother has the cancer then there’s a 2,5 percent chance goes down to their children as well. To avoid this, there’s a vaccination for it. Although he admitted, the cost for this is still expensive around IDR 800 thousand yet it 100 percent avoids it to happen. The rule to this vaccination is approximately can be given to 10 years old girls yet it doesn’t mean older woman can’t have it. The vaccine approximately given to 10 years old girls to 50 years old women, “Early avoiding and detection of this cancer is very important to be done. If it’s too late, it can cause death.” (san)

Water tank collapsed

Three workers buried dead, while two others survive Denpasar (Bali Post)—

Surprising incident happened at one of the projects located on Jalan Nakula, Denpasar, last Friday (Aug 20) afternoon. Three workers of the project respectively named Fikri, 28, from Lombok, Ismaeni, 50, from Banyuwangi and Suari, 30, from Banyuwangi, were struck down by water reservoir (water tank). The three victims were buried dead. Meanwhile, two other workers named Ramiyadi and Bansori were safe from the death. Information obtained on the crime scene said the tragic incident occurred at 2:00 pm Local Time. Unexpectedly, the tank of clean water around the projects suddenly collapsed and hit three workers underneath. “The three workers were buried alive,” said one of the witnesses, Dani who happened to live behind the project.Dani said, before it was known to have been collapsed, there was a roar coming from the location of the project. Once checked, in fact it was a collapsed water tank. Unfortunately, there were three project workers buried and presumably they were dead instantly. “After the collapse, many people come,” he said when met at the scene last Friday. Meanwhile, the local project workers admitted to have not known for sure

why the water tank collapsed. However, allegedly its foundation was not strong enough to resist the load. Its back eventually collapsed and struck down the three victims. “I do not know for sure about the cause of the collapse of such water tank. Obviously, the depth of the concrete reaches two meters and depth of the water tank inside is 3.5 to 4 meters,” said one of the workers whose name asked to be made secret. It was said at the project would be built an office complex and involved dozens of workers. The workers handling the project were from Lombok and East Java. The project located in front of the Denpasar Center for Quarantine Office had been done since a few months ago. In the meantime, Romiyadi, one of the survivors explained in truth there were five workers, including him working under the water tank that was digging the ground. “Concrete in use collapsed. Basori and I quickly saved ourselves,” he said to reporters last Friday. Unfortunately, the three victims could not save themselves and were buried under the rubbles. When knowing such incident, Romiyadi said he could not do anything. “I panicked because it happened so fast,” he said. (kmb21)

Iran’s Ahmadinejad unveils new ‘bomber’ drone Agence France Presse

TEHRAN - Iranian President Mahmoud Ahmadinejad unveiled on Sunday a new long-range drone, dubbed Karar, which reportedly can bomb targets at high speed, state television reported. Television footage showed the president applauding as a blue cloth which had been covering the drone was pulled back to reveal a short aircraft painted in military-green with the words “Bomber jet” written on its side. Images were then broadcast on television showing the aircraft flying, while Fars news agency quoted Defence Minister Ahmad Vahidi as saying the drone had a flight range of up to 1,000 kilometres (621 miles). “This jet, before it heralds death for enemies, is the messenger of salvation and dignity for humanity,” Ahmadinejad said in his speech marking the unveiling of the drone in a hall at Tehran’s Malek Ashtar university. The launch of the aircraft comes as Iran marks on Sunday its annual Defence Industry Day. State television’s website reported that the drone has “different capabilities, including carrying bombs to destroy targets.” It said the plane can fly for a “long range at high speed.” The website cited Vahidi as saying that the Karar is a “symbol of

the versatility and advancement of Iran’s defence industries.” The unveiling of Karar, the nickname of Imam Ali, the first Shiite imam, comes two days after Iran test fired a domestically built surface-to-surface missile, Qiam (Rising). Over the next few days Iran is expected to make series of further military announcements as the nation marks the annual government week, a period used by Tehran to tout its achievements. In this period Iran is also expected to test fire a third generation Fateh 110 (Conqueror) missile. Iran has previously paraded a version of Fateh 110 which has a travel range of 150 to 200 kilometres (90 to 125 miles). Also during government week, the production lines of two missile-carrying speedboats, Seraj (Lamp) and Zolfaqar (named after Imam Ali’s sword) are due to be inaugurated. The unveiling of Karar comes days after Iran took delivery of four new mini-submarines of the homeproduced Ghadir class. Weighing 120 tonnes, the “stealth” submarines are aimed at operations in shallow waters, notably in the Gulf. Iranian officials regularly boast about Tehran’s military capabilities and the latest declarations coincide with warnings by local officials against any attack on the Islamic republic.

The weak civilian government has faced an outpouring of fury over sluggish relief efforts, while officials are warning the country faces ruinous economic losses of up to 43 billion dollars, ahead of IMF talks this week. The month-long floods have killed 1,500 people and affected up to 20 million nationwide, according to official tallies, with the threat of disease ever-present in the miserable camps sheltering penniless survivors. “We are right now trying to protect Shahdadkot town, which is threatened by the rising floodwaters,” Sindh provincial irrigation minister Jam Saifullah Dharejo told AFP. He said an embankment built to protect the city was under pressure from the waters and “we are trying to save the city from the unprecedented flood”. Dharejo said the Sindh government had already escorted most of

Shahdadkot’s 100,000 population to safety. “But there are still some people stranded in these villages (around Shahdadkot) and we are making efforts to rescue them,” he added. Dharejo, however, stressed there was no threat to Hyderabad, the second-largest city in Sindh and Pakistan’s sixth biggest overall. “There is nothing of the sort... Hyderabad is so far safe despite the growing pressure from floodwaters. We have strengthened embankments around the city,” the official said. CAIRO - Egypt has stepped up the search for a Van Gogh painting valued at more than 50 million dollars stolen from a Cairo museum, an official said Sunday, as two Italians arrested over the theft were released. Police were focusing their search on the country’s air and sea ports and working with the help of museum staff, the security official told AFP on condition of anonymity, adding that the public prosecutor had launched a parallel investigation. The work identified as “Poppy Flowers” and valued at more than 50 million dollars (39 million euros), was stolen from Cairo’s Mahmoud Khalil museum on Saturday, after it was cut out of its frame. The official said security cameras and alarms at the museum had been out of order for a long time prior to the theft. “The cameras had not been working for a long time, and neither had the alarm system,” he said. “The museum officials said they were looking for spare parts (for the security system) but hadn’t managed to find them,” by the time the theft took place, he added. Culture Minister Farouq Hosni announced on Saturday evening that two Italians had been arrested at Cairo airport trying to smuggle the painting out of the country. But he later backtracked on the

claim, publicly admitting that the authorities were still working to retrieve the picture and blaming a subordinate for giving “inaccurate” information. The security official confirmed on Sunday that the Italians had been arrested and later released. Mohsen Shaalan, the official who had said the painting was in the possession of police at Cairo airport, switched off his cellphone on Saturday evening and could not be reached for comment. Security officials had also refused to comment on Hosni’s statement. One official described the incident as “embarrassing and chaotic.” Hosni had earlier said the museum, located in the middle and upperclass district of Dokki on the Nile and which also has works by Monet, Renoir and Degas, was visited by only 10 people on Satur-

day. Italy’s domestic ANSA news agency, citing what it called “information gathered at the scene,” said the two Italians were young and that they had visited the museum with a group of Spanish and Russian tourists. The painting of the yellow and red flowers in a vase had been stolen before, in 1977, but was found the following year and returned to the museum. Van Gogh paintings have been the target of thieves in other museums. In 2008, a painting by Van Gogh and three by other artists were stolen from a Swiss museum in a 130-million-dollar heist. Trade in artefacts is a lucrative business in heritage-rich Egypt. A police official had earlier said the thieves would probably try to smuggle the painting out of the country.

The impoverished state has been hit by widespread flooding this summer, which has washed away homes, roads, railways and farmland, causing an unspecified number of deaths, according to state media reports from Pyongyang. After decades of deforestation, North Korea is particularly vulnerable to flooding. In 2007, it reported at least 600 people dead or missing from devastating floods. “What that means is that the government has lost its legitimacy. And I say that (it) will never be able to govern effectively in a minority,” he told the cheering crowd in Sydney. JAKARTA - Indonesia’s biggest palm oil producer Friday rejected fresh allegations of illegal forest clearing after foreign auditors suggested it had misrepresented the findings of an independent investigation. Sinar Mas Agro Resources and Technology (SMART), part of the Sinar Mas group, has been struggling to repair its image after a Greenpeace name-and-shame campaign led several foreign buyers to cancel major contracts. Its credibility took another blow Thursday when British auditors the BSI Group complained that elements of an independent probe which SMART commissioned to verify the legality of its activities had been misrepresented to the public. SMART had trumpeted the auditors’ report as evidence that Greenpeace’s allegations were false, but BSI said the probe’s “key findings” included that the company had violated Indonesian law on forest management. It also found that the company had launched operations on almost 38,000

hectares (94,000 acres) of land on Borneo before mandatory environmental studies had been completed. The company was also found to have planted palm oil crops in highvalue deep peatland, but not to the extent claimed by Greenpeace. SMART president director Daud Dharsono rejected any suggestion it was trying to dodge the findings of its own audit or mislead shareholders. “We’ve always emphasised that the independent verification exercise report be shared in an open and transparent manner and that is exactly what we have done,” Dharsono said, adding it was published in full on the firm’s website. “Palm oil is a strategic economic product for the alleviation of poverty in Indonesia. We care for our people, the environment and all biodiversity including the important orangutan.” Peat forests are massive stores of carbon and their destruction for timber or agriculture is a major contributor to emissions of gases blamed for global warming. Indonesia is the world’s biggest producer of palm oil, used in everything from soap to cosmetics.

hospital following the quake. “The patients returned to the wards after the condition gradually returned to normal,” he said. The Meteorology, Climatology and Geophysics Agency (BMKG) said earlier the undersea quake was centered 15 km southeast of Bantul at a depth of 10 km. JAKARTA - Amnesty International criticised Indonesia on Friday for persecuting political activists including those who display separatist symbols in restive areas such as Maluku. The human rights group called for the release of at least 22 activists charged with “rebellion” for planning a peaceful rally and possessing the outlawed South Maluku Republic (RMS) flag and membership cards. They face a maximum penalty of life in prison under Indonesia’s harsh laws against sedition. Local sources said the activists had material on alleged human rights violations in Maluku and had planned to demonstrate during a visit to the area by President Susilo Bambang Yudhoyono earlier this month. The arrests highlight the “failure of the

Indonesian government to distinguish between armed groups and peaceful political activists”, Amnesty said in a statement. “Amnesty International urges the Indonesian government to release immediately and unconditionally the activists, who are all men, if they have been arrested solely for their peaceful political activities,” it said. Indonesia has fought numerous separatist insurgencies throughout the sprawling archipelago and remains sensitive to breakaway movements. Jakarta crushed the RMS shortly after its declaration of independence in 1950 but the movement was revived following the fall of authoritarian president Suharto in 1998. More than 20 Maluku activists are serving jail sentences of between seven years and life for unfurling the rebel flag in front of Yudhoyono during a visit to the eastern region in 2007.

AMBON - Police in Maluku are hunting men who had killed Sun TV journalist Ridwan Salamun in Kota Tua Saturday morning. The chief of the Maluku regional police command, Brigadier General Totoy Herawan Indra told ANTARA after Ridwan‘s burial in Batumerah, Ambon, the police would investigate the case. “We will investigate after collecting evidence and finding witnesses, we will go after the suspects,” he said. He called on all people particularly Ridwan‘s family to be able to accept his death. Ridwan is survived by a wife and a twoyear old son. He was killed while covering a clash between youths from Banda Ali complex and Mangun hamlet, Fiditan, Tual, at around 8.30am local time on Saturday.

Ridwan himself is a resident of Banda Ali. While he was just shooting pictures some people from one of the groups suddenly attacked him with machetes. Ridwan died of machete wounds on several parts of his body. The clash itself happened after residents of Banda Ali warned a youth from Mangun who passed the complex with a motorbike that caused a noise Friday night while the residents there were holding fasting month evening prayers. Unable to accept the admonition the youth returned to his village and later the brawl between the groups of the two areas flared up. Totoy said he had sent a company of Mobile Brigade members to the border separating the two areas to avoid further clashes. According to a policeman who would not mention his name the police in Tual had already arrested two youths who were involved in the incident that led to Ridwan‘s death.

Another version about Galungan is mentioned by the manuscript Jaya Kasunu. It is said that the king Jaya Kasunu (AD 1204), meditated (held dewa sraya) to invoke guidance. His problem was that not one of his predecessors could rule longer. Through his solemn meditation he was inspired that he should re-organize religious activities, such as Galungan. No matter what the version is, the essence of these mythologies implies that a devotee or creation should maintain their persistent contact to his Creator. The âtman dwelling within the human self should maintain his contact to Brahman, the Creator. By doing so, humans can continuously obtain the illumination to walk in the path of dharma. As manifestation of gratitude, devotees express it through worship at temples, garden, rice field and so forth. Everything that has given prosperity is also offered an oblation, including the means of transportation. If you happen to take an excursion on that day you of course will rub up against many cars affixed with young coconut paraphernalia. Hopefully, the festivity does not come to an end at the vibrant fiesta marked with grandiose oblation, assorted delicious food or luxurious paraphernalia. Faced with meager growth and a strong yen, the country’s leaders are moving toward injecting more stimulus measures to fight a sharp slowdown in momentum. A new package would set Japan apart from the rest of the developed world, which is winding down stimulus steps even as worries grow about a cooling global economy.

WASHINGTON - Regulators on Friday shut down a big community bank based in Chicago that has been known for its social activism but racked by financial troubles in recent months. A consortium funded by several of the biggest U.S. financial firms is buying its assets and pledging to operate the new bank by the same principles. The Federal Deposit Insurance Corp. took over ShoreBank, with $2.16 billion in assets and $1.54 billion in deposits. Urban Partnership Bank, the newly chartered financial institution, agreed to assume ShoreBank’s deposits and nearly all its assets. The FDIC also seized seven other banks Friday, bringing to 118 the number of U.S. bank failures this year amid the recession and mounting loan defaults. In an unusual move, the FDIC allowed some of ShoreBank’s executives to continue running the restructured bank. Executives who joined ShoreBank recently, as the bank struggled to raise capital, will manage Urban Partnership Bank. These managers “did not contribute to the bank’s problems,” the FDIC said. The FDIC and Urban Partnership Bank also agreed to share losses on $1.41 billion of ShoreBank’s loans and other assets. ShoreBank’s failure is expected to cost the deposit insurance fund $367.7 million. The FDIC also took over Community National Bank at Bartow, in Bartow, Fla.; Independent National Bank of Ocala, Fla.; Imperial Savings and Loan Association of Martinsville, Va.; and four California banks: Butte Community Bank, based in Chico; Pacific State Bank, based in Stockton; Los Padres Bank, in Solvang; and Sonoma Valley Bank, in Sonoma. The four closures in California boosted to 10 the number of bank failures in the state so far this year. ShoreBank lost $39.5 million in the second quarter amid soured real estate loans. The bank had been under a so-called

WASHINGTON - Nearly half of the 1.3 million homeowners who enrolled in the Obama administration’s flagship mortgagerelief program have fallen out. The program is intended to help those at risk of foreclosure by lowering their monthly mortgage payments. Friday’s report from the Treasury Department suggests the $75 billion government effort is failing to slow the tide of foreclosures in the United States, economists say. More than 2.3 million homes have been repossessed by lenders since the recession began in December 2007, according to foreclosure listing service RealtyTrac Inc. Economists expect the number of foreclosures to grow well into next year. “The government program as currently structured is petering out. It is taking in fewer homeowners, more are dropping out and fewer people are ending up in permanent modifications,” said Mark Zandi, chief economist at Moody’s Analytics. Besides forcing people from their homes, foreclosures and distressed

home sales have pushed down on home values and crippled the broader housing industry. They have made it difficult for homebuilders to compete with the depressed prices and discouraged potential sellers from putting their homes on the market. Approximately 630,000 people who had tried to get their monthly mortgage payments lowered through the government program have been cut loose through July, according to the Treasury report. He said home prices, which have already fallen 30 percent since the peak of the housing boom, would drop by another 5 percent by next spring. Many borrowers have complained that the government program is a bureaucratic nightmare. They say banks often lose their documents and then claim borrowers did not send back the necessary paperwork. BERKHAMSTED, England - Examining buckled film reels under a microscope, technicians pore over each precious original frame of Alfred Hitchcock’s early movies as Britain bids to salvage the master’s magic. The delicate nitrate reel — brown, brittle and shrunken — is handled with extreme care as they scrutinise the opening credits of the 1927 film “The Lodger” for every minuscule scratch, blotch and speck. The British Film Institute is undertaking a mammoth project to restore Hitchcock’s silent movies to their former glory. In a painstaking process, they are cleaning up and restoring his first films, creating a perfect-as-possible digital version to thrill audiences again. The BFI reckons viewers will be stunned by their clarity. Hitchcock is renowned as one of the greatest ever movie directors, thanks to masterpieces like “Vertigo” (1958), “Psycho” (1960) and “The Birds” (1963). Long before his Hollywood career though, the Londoner made his name in British silent cinema, with cleverly-crafted black-and-white tales of suspense and mystery, hon-

ing the trademarks cherished in later classics. However, those fragile 1920s analogue film reels will only deteriorate further and the BFI wants to revive them in digital form before it is too late. “We are bringing in all the best and most original copies from around the world, cleaning them up, eliminating every possible glitch to produce a version as close to the original as possible,” BFI archive spokesman Brian Robinson told AFP. “This is the Rolls-Royce of film restoration. It will look like it was filmed yesterday. “We want to make copies that will last for future generations. These will be the definitive versions that will be seen in cinemas

across the world and on new DVD releases. We’re bringing Hitchcock into the digital age.” The institute is restoring the nine films at its archive base in Berkhamsted, northwest of London. The former farm contains immense vaults, where some 200,000 film reels stacked to the ceiling are stored at five degrees Celsius (40 degrees Fahrenheit) in a cavernous 12-metre (40-foot) high building. In the lab, technical project officer Kieron Webb, wearing a white coat and gloves, is comparing various prints of “The Lodger” — considered the first true ‘Hitchcock’ film — to an original reel from the vault, one frame at a time. “Until you gather all the copies in one place, you can’t tell. BEIJING - Hollywood martial arts star Jackie Chan has called for wushu, better known outside China as kung fu, to be recognised as an official Olympic sport, state media reported Sunday. “I love wushu a lot and I would love to see it included in future Olympic Games,” Chan, who was in Beijing to record a theme song for an upcoming combat event, was quoted as saying by the official China Daily newspaper. The International Olympic Committee recognises wushu as a sport but has not included it as an official event in the Games, unlike other Asian martial arts such as taekwondo and judo that are now part of the global sports gathering.

However, the IOC allowed China to organise an international wushu tournament at the same time as the 2008 Beijing Games to showcase the sport — an event that was attended by Jet Li, another Hollywood actor and kung fu star. Chan explained that wushu’s many styles of fighting and different schools could have hindered its inclusion as an official Olympic sport, the report said. “This makes it difficult for wushu to make a unified impression to international audiences,” he said. Chan, who has put his martial arts skills to use in several blockbuster films, began practising wushu as a child and says he still works on his moves daily, the report said.

NZ rescuers save 9 whales stranded on beach Associated Press Writer

WELLINGTON, New Zealand – Crews with bulldozers buried 49 pilot whales in sand dunes on an isolated northern New Zealand beach Sunday after rescuers managed to save only nine from a group that was stranded on the beach for two days. Indigenous Maori elders chanted prayers over the carcasses before bulldozers stripped open a trench above the waterline to bury the mammals, which died despite efforts by more than 200 rescuers. The rescuers refloated 13 of the beached whales Saturday after a mass stranding of 58 of them on remote Karikari Beach. Four of the 13 survivors later were euthanized after they beached again, bringing the overall death toll to 49. The survivors had headed out to sea Saturday afternoon and were monitored to ensure they did not return to the beach, Conservation Department spokeswoman Carolyn Smith said. But within an hour four of them became stranded again,

Rescuers spent two hours trying to help them, but as darkness fell officials decided to kill the distressed whales to prevent the nine survivors from being lured back by their distress calls. The remaining nine were later observed swimming strongly and steadily back out to sea. The full pod of pilot whales that beached Thursday night on the storm-tossed Karikari Beach were stranded for up to 12 hours before they were discovered — the reason

so many died, Smith said. On Friday, conservation department workers and trained volunteers from the Far North Whale Rescue group struggled unsuccessfully to refloat the survivors, hindered by heavy seas and wind. On Saturday they used a crane and body sling to lift and then transport them half a mile (a kilometer) to Matai Bay, a sheltered location with calmer waters. A pod of 101 pilot whales was stranded on the same beach in 2007. New Zealand has one of the world’s highest rates of whale strandings, mainly during their migration to and from Antarctic waters. Since 1840, the Department of Conservation has recorded more than 5,000 strandings of whales and dolphins around the New Zealand coast. Scientists have not been able to determine why whales become stranded.

Study: Astronauts as weak as 80-year-olds in space Associated Press Writer

CAPE CANAVERAL, Fla. – Astronauts can become as weak as 80-year-olds after six months at the International Space Station, according to a new study that raises serious health concerns as NASA contemplates prolonged trips to asteroids and Mars. Marquette University biologist Robert Fitts, who led the study, stresses that the accelerated space aging is temporary: Astronauts’ muscles recover after a few months back on Earth. But what if a crew needed to make an emergency landing here on the home planet and rush from a burning spacecraft? What if after arriving at Mars, an urgent spacewalk was needed for repairs? Would the Mars men and women even be able to muster the strength for routine work? “I’d be concerned,” Fitts said this week in an interview with The Associated Press. Astronauts can avoid becoming weaklings, however, with more research and the right equipment for hitting the space gym, Fitts observed. “I really think this is all preventable,” he said. Fitts bases his findings on calf muscle biopsies that his team collected on nine U.S. and Russian

space station residents from 2002 to 2005. It’s the first muscle study of long-flying astronauts that gets down to the cellular level, with actual biopsies conducted. Each astronaut spent six months aboard the orbiting lab, and submitted to a biopsy before rocketing away and immediately upon returning to Earth. The researchers discovered that the astronauts had lost more than 40 percent of the power in the slow-twitch fibers of their calf muscles. Those are the muscles so crucial for balance and posture, and seem to take more of a spacebeating than other parts of the body. Fitts said the muscle decline in the 40-something space station astronauts was equivalent to that of a person twice as old. It didn’t matter how musclebound someone was going into the mission. Fitts said the strongest weightlifting astronauts suffered the greatest muscle atrophy in orbit. This considerable deterioration of the calf muscles occurred even though the astronauts devoted one to two hours a day to exercise. NASA has long realized the importance of weightless workouts, and the space station is equipped with treadmills, stationary cycles, and resistive-exercise machines for leg squats and calf raises.

NEW YORK – The seemingly recession-proof smart phone is suffering from a side effect of the rough economy: Manufacturers simply can’t build enough of the gadgets because chip-makers that rolled back production last year are now scrambling to play catch-up. The chip shortage means Apple Inc.’s rivals are having trouble making enough phones to compete with the iPhone, a problem expected to persist through the holidays. It’s also affecting wireless carriers, some of which are seeing delays in improving their networks, and it could even raise computer prices. There isn’t an across-the-board

shortage of chips, but rather problems with certain components here and there. If just one of the 20 to 30 critical chips that go into a smart phone is unavailable, the whole production line screeches to a halt. Sprint Nextel Corp., for instance, couldn’t satisfy demand for HTC Corp.’s EVO 4G, the first phone to use a faster “4G” network, in parts of the country. Motorola Inc. said shortages of a wide range of chips, from memory to camera sensors to touch-screen controllers, are contributing to problems supplying enough of the new Droid X phones to Verizon Wireless. The carrier’s online store reports a two-week wait for shipping orders. The chips that go into smart

phones compete for production capacity with other chips at the gigantic factories run by contract manufacturers such as Taiwan Semiconductor Manufacturing Co. and United Microelectronics Corp. Makers of a vast array of electronics, from TVs to data center switches, also depend on the factories. The chip-making industry had a tough start to 2009. February sales were only $14.2 billion, down 30 percent from the year before, according to the Semiconductor Industry Association. Although sales sprang back later in the year, manufacturers were spooked and reined in investment in chip factories. Capital spending plunged 41 percent to $25.9 billion in 2009, after dropping

31 percent the year before, according to research firm Gartner Inc. Total chip production capacity shrank. Now the factories are having trouble scaling up production fast enough. The chip factories, or “foundries,” are running at 96 percent capacity, up from 56 percent at the depth of the recession, according to the SIA. “The semiconductor guys are really continuing to operate on all cylinders,” said Linley Gwennap, president of research firm The Linley Group. Gartner predicts worldwide investment in the chip industry zooming 84 percent this year to $47.5 billion. That forecast is up from March, when it looked for a 56 percent increase.

ROME - Inter Milan won their fourth trophy of the year as they added the Italian Supercup to their Champions League, Serie A and Italian Cup triumphs with a 3-1 win over AS Roma on Saturday. Inter may have changed coaches in the summer with Rafael Benitez replacing Jose Mourinho but there was no change to their results as Roma, runners-up in the league and cup last season, finished bridesmaids once again. Samuel Eto’o scored a brace as the treble winners hit back from a 1-0 deficit at the San Siro in Milan. Benitez praised his team’s reaction to falling behind. “I’m happy because we conceded a goal and then showed character,” he said. “This is a trophy for our fans and for the club, we did really well. “It’s the first offical game for us and it was too hot, it wasn’t easy. “For me (the main thing) was the team’s reaction after conceding a goal, it was a good reaction.” Roma’s Claudio Ranieri was annoyed with his team for gifting Inter a route back when leading 1-0. “When we led 1-0 we gifted them the equaliser, until (Vucinic) did that things were going well, the 3-1 was not a fair reflection,” he said. “We’re working hard but it’s not easy adapting to new systems and players, I was expecting more from everyone.” Roma made a bright start and could have been a couple of goals to the good before they finally did take the lead. Mirko Vucinic had the first opportunity when he took advantage of a high Inter defensive

line, running onto a sublime pass from Francesco Totti to home in on goalkeeper Julio Cesar. Vucinic, however, shot straight at Cesar who stood up big to make the block on 11 minutes. Four minutes later, Jeremy Menez scampered away down the right before cutting inside, beating Walter Samuel with consummate ease before curling the ball wide of the far post. But on 21 minutes, Roma got the goal their domination deserved. Totti was again the architect as he took a pass from David Pizarro and then slipped a perfectly weighted ball in behind the defence for the marauding John-Arne Riise to hold off Javier Zanetti and finish first-time from the edge of the box. Roma seemed to be cruising to a half-time lead until a shocking error from Vucinic handed Inter an equaliser four minutes before the break. The Montenegro striker picked up the ball deep in the corner in Roma’s half but played an inaccurate pass straight back into his own area. Brazilian centre-back Juan could not reach it allowing Goran Pandev to pounce from

eight yards out to beat Bogdan Lobont in the Roma goal. Roma were back on top after the break as Menez, in inspired form, lashed a stunning volley from wide right just past the far post. Cesar then had to be alert to beat out a vicious Riise free-kick. Inter should have been in front on 64 minutes when Esteban Cambiasso played Eto’o in behind the defence and he crossed for Diego Milito to tap home from close range. A linesman’s flag ruled that out but TV replays suggested the decision was wrong. However, there was no error on 70 minutes when Eto’o bagged the winner. Lucio burst forward between two halfhearted tackles and spread the ball wide to Milito who had peeled away to the right. His cross to the near post was inch perfect to find the Cameroon forward making a diagonal run across the box to prod home. Eto’o grabbed his second, and the decisive third, after another Roma defensive horror show. Substitute Rodrigo Taddei tried to run the ball out of defence and Eto’o dispossesed him before playing a one-two with Wesley Sneijder and firing home at Lobont’s near post.

WIGAN - Doubles from Nicolas Anelka and Salomon Kalou helped Chelsea continue their flying start to their Premier League title defence with a 6-0 thrashing of Wigan at the DW Stadium on Saturday. Florent Malouda and Yossi Benayoun were also on target as Carlo Ancelotti’s men followed up their opening day defeat of West Brom by the same scoreline. Anelka, who was banned this week from representing France for 18 internationals in the wake of his behaviour at the World Cup, showed no signs of sulking as he struck twice in four second half minutes to killoff the home side’s stubborn resistance and help Chelsea continue their remarkable run of form. Florent Malouda broke the stalemate in the 34th minute before Anelka added his brace, with substitute Kalou adding two and Benayoun one more to take Chelsea’s tally of goals to 29 in their last four league matches. They have also failed to concede one in almost 500 minutes of play. Wigan manager Roberto Martinez had responded to his side’s opening day humbling by Blackpool by recalling Charles N’Zogbia to his starting line-up. The French international had been overlooked last weekend in the wake of a training ground dispute between him and Martinez amid suggestions he wanted to leave the club. There was also a league debut for Dutch defender Ronnie Stam, while Chelsea recalled Branislav Ivanovic at the expense of Paulo Ferreira. Home supporters would have turned up for this game fearing the worst considering what happened seven days ago and the fact Chelsea put eight past them on the final afternoon of last season. Yet it seemed the harsh words Martinez had spoken on the training field had sunk in as Wigan made the brighter start and, more importantly,

appeared resolute and organised at the back. Mauro Boselli just failed to connect with a dangerous cross from Hugo Rodallega inside six minutes before Petr Cech was forced to parry a blistering drive from Maynor Figueroa. Chelsea, meanwhile, struggled to put Chris Kirkland under any pressure in the Wigan goal with just a hopeful strike from Michael Essien all they had to show for the opening 30 minutes, in which time they had been second best by some distance. Yet despite finding themselves under pressure Ancelotti’s side somehow managed to engineer the game’s opening goal against the run of play in the 34th minute. It was their first meaningful attack but worth the wait as Didier Drogba and Ashley Cole combined superbly down the left flank to find Frank Lampard in a strong shooting position. Lampard seemed destined to score only to see his effort superbly kept out, but the loose ball fell kindly to Malouda, who duly dispatched it into an open goal. Wigan needed to score the next goal to make this a contest but it went to Anelka, who charged onto John Obi Mikel’s raking pass before guiding a diagonal drive past Kirkland and into the bottom corner in the 48th minute. He then made it 3-0 just four minutes later, finishing from close range following good work from Malouda and Drogba. Drogba, who picked up the man of the match award, also provided the final passes for both of Kalou’s goals — a tap-in and a glancing header — before Benayoun swept a low shot past Kirkland in the 90th minute. To increase the misery for Wigan, who have now conceded ten goals in successive home defeats, they saw Figueroa stretchered off in the dying minutes with what looked like a serious knee injury.

Swiss Federer hopes to feast on unseeded Fish Agence France Presse

CINCINNATI - Mardy Fish reached the championship of the Cincinnati Masters event by rallying to beat American compatriot Andy Roddick 4-6, 7-6 (7/3), 6-1 on Saturday. The unseeded Fish was able to regroup during a third rain delay and upset the former world number one in the semi-final match. Roddick led 5-2 in the second set when the players briefly went to the locker room. Fish was in top form when they returned. “I was just lucky to get out of it,” Fish said. In Sunday’s final, Fish will play Swiss superstar Roger Federer who easily beat unseeded Marcos Baghdatis 64, 6-3. “It wasn’t long at all,” Fish said of the break. “It was only a couple minutes that we were back there, so I just changed (clothes). It was only a couple of minutes.” The beginning of the match was delayed 50 minutes by heavy rain. Another cloudburst during the first set resulted in a one-hour delay. Roddick was up 5-4 coming out of the delay. Fish dumped three forehands into the net while Roddick captured the set. Roddick built a 5-2 lead in the second set when another shower forced a brief break. “The first one really helped, the second one obviously didn’t,” Roddick said. “That’s

the thing with rain delays. The momentum can shift really fast.” Fish knew he was in deep trouble when he came back on the court. “You don’t want to be in that spot at all,” Fish said. This time, Fish was better when they returned to the hardcourt stadium. He broke Roddick’s serve for the first time in the match to keep it going, then won the tiebreaker when Roddick began missing easy shots. Roddick fell behind 3-0 in the third set, becoming so upset that he took extra swings at balls between points and slammed his racket into the ground. Roddick downplayed his on court antics in the US Open tune-up event. “I feel OK,” Roddick said. “You know, to be honest, I came here and I had no expectations. For me to get in five really tough matches is more than I could’ve asked for going into the Open. Honestly, when I came here I was thinking maybe two matches and we’ll see. I hadn’t re-

ally put too much time in.” Federer broke Baghdatis to close out the first set and never faced a break point. Federer, who is seeking his fourth Cincinnati title, also broke Baghdatis to take a 5-3 lead in the second set. “I got kind of lucky in this tournament,” Federer said. “I hardly had to play the first two matches. Things are working out for me here.” And it just keeps getting better because now Federer goes against unseeded Fish who Federer has a commanding 5-1 career record against.

NEW YORK – Free agent guard Delonte West was suspended without pay for 10 games Friday after pleading guilty last month to weapons charges. Maryland authorities said he was carrying two loaded handguns, a loaded shotgun and an 8 1/2-inch Bowie knife while speeding on a three-wheel motorcycle on the Capital Beltway last September. West played for the Cleveland Cavaliers last season. The Minnesota Timberwolves waived him Aug. 3 after acquiring West in a trade. West received a home detention sentence that includes flexibility to travel to games. If he signs with a team, his suspension will begin with the first game of the regular season for which he is eligible and physically able to play. The 27-yearold West has averaged 9.9 points in six NBA seasons. He has battled bipolar disorder during his career.

McLaren seeks to unlock potential McLaren team boss Martin Whitmarsh says he is hopeful that the team will unlock additional performance from the MP4-25 ‘sooner rather than later. as the F1 season prepares to get back underway at Spa next weekend. The team introduced a number of upgrades prior to the summer break, most notably a blown diffuser, but appeared to fall behind Red Bull and Ferrari in the races in Germany and Hungary.

VALENTINO RossiDucati is hoping that Yamaha will allow Valentino Rossi to test for his new employer before the end of the year. Rossi’s Yamaha deal runs until beyond the end of the season, meaning he will still be contracted to the Japanese manufacturer for the traditional end of season test on the three days after the Valencia finale. Yamaha’s Masao Furusawa has stated only that Rossi will be “wearing blue until the end of the year”, implying that he will not be released for the test. But Ducati team boss Filipo Preziosi expects Rossi to take part in the test with Ducati. “We will grant any of Furusawa’s wishes, we’ll even paint the bike blue,” he told Gazzetta dello Sport. “I don’t want to believe that [Yamaha won’t allow Rossi to test] and it would be bad - last time that happened [Honda in 2003] it didn’t bring much luck.” Even though Rossi will be at Ducati next year, Preziosi reckons Jorge Lorenzo at Yamaha will still be the title favourite. “Lorenzo will not change bikes so he will be super favourite next year, it will be on equal footing in 2012,” he added. “It’s tough, but we’ve done the right thing.”

While the summer shutdown limited the time available to work on the car prior to Spa, McLaren has worked hard to make additional improvements to aid Jenson Button and Lewis Hamilton in their championship challenge and Whitmarsh said he hoped that he drivers would see the benefit sooner rather than later. “The summer break was extremely welcome for a number of reasons,” he said. “Firstly, it provided the whole team with a much-needed rest period after some particularly relentless races; secondly, it gave our engineers time for consideration and thought ahead of the closing run of races; and, finally, the downtime proved very useful in enabling us to carry out some maintenance work to our wind-tunnel, which should improve its correlation. “After a disappointing Hungarian Grand Prix, we are pushing hard to

regain the performance relative to our rivals that we had enjoyed earlier this season. While we believe our recent upgrades have given us a downforce improvement, it appears that the package hasn’t yet delivered to its full potential, particularly in terms of providing the drivers with a consistent, confidence-delivering platform. “We were able to carry out some useful evaluative tests during practice in Hungary, which provided us with some useful data and avenues for experimentation. And we’ll take that programme further in Spa, running floor rakes during practice to supply us with more information. “As we’ve always stated, we believe there are some large areas of performance locked within the car and its recent upgrade, and we are confident that our solid-engineering approach will enable us to fully unlock them sooner rather than later.”
