TOKYO – Japan’s widely respected emperor made his first visit Thursday to the disaster zone devastated by an earthquake and tsunami, kneeling on mats to commiserate with survivors who bowed in gratitude and wiped away tears. Emperor Akihito and Empress Michiko visited two evacuation shelters Thursday in Asahi city, where they spoke quietly with evacuees sitting on mats in the community centers that have become their temporary homes.

Bali News Preservation of old buildings in Singaraja

Residents who live around the Lake Buyan must be prepared to take refuge. Based on the estimation of Buleleng Environment Agency (KLH), the lake water goes up about 12 million liters every day. If the increase continues to happen every day, within a month all the gardens and settlements on the lowlands area around the lakeside will be inundated and even totally disappear. Head of Buleleng Environment Agency, Wayan Pasek Swastika, who made observations with a number of staff at Lake Buyan, Wednesday (Apr 13), mentioned that estimation on the increase of 12 million liters of water was calculated based on the rising water level per day multiplied by the extent of puddles around the lake. Every day, the water rose as high as 2-centimeter, while the vast pool of water around the lake at least reached 60 hectares. “So, 2 centimeters multiplied by 60 hectares will make the total of 12 million liters,” he said. According to Pasek, the calculation submitted was merely based on stagnant water in the area of plantations owned by residents. To calculate the increasing volume of water in the lake, his party should count the extensive cover of the lake at normal condition. Obviously, the increase in the volume of lake water was very significant.

It could be seen from the parking lot on the north side of Ulun Danu Temple that had now been inundated. If not immediately anticipated, the water could possibly reach the lowest point of Singaraja-Denpasar road section. “Similar incident where the lake water reached the roadside happened in 1974,” he said. Furthermore, Pasek Swastika said that inundation of plantation area and community residence around the lake was not solely caused by the overflowing water from the lake. The water in the plantation was more caused by the emergence of water resources or a kind of water seepage in the middle of plantation. Discharge of the water exuding from the seepage was very large. Even, the wells of residents in the middle of the plantation kept on giving forth water until overflowing. “In normal condition, the well will be watery after reaching the depth of 6 to 7 meters,” he said. What measures will be taken to an-

ticipate the overflowing lake water? Pasek Swastika said for a while the KLH together with local community would do clean-up services against the floating weeds in the lake. The weeds in large amounts could also increase the pressure in the water so the water overflowed. Water pressure in the lake was also estimated to bring new seepage in the middle of the local plantation. “Thickness of those weeds can reach 50 centimeters,” he said. Observation made last Tuesday indicated the increasing water of Lake Buyan was estimated to have reached about 7 meters if measured from the surface of lake water before overflowing about 7 months ago. Then, the parking lot on the north of Ulun Danu Temple located on a high enough ground had now been inundated by water and so had the wantilan hall and a number of buildings in front of the temple. Even, a gazebo had completely submerged and people could only see its roof. (kmb15)

WHEN the Buleleng Cultural and Tourism Service was led by Ida Bagus Puja Erawan about three or four years ago, there was tourism program called city tour. As the name implies, it can be known that city tour is a kind of tour package where tourists will be escorted to ‘saleable’ objects. One of which is the old buildings located on Jalan Gajah Mada, Jalan Ngurah Rai and some others on Jalan Ahmad Yani until the area of Buleleng Harbor. Since it sells the uniqueness of a city, then the old buildings should inevitably be preserved. Preliminary preservation was already initiated in 2003 when there was a program named Bali Urban Infrastructural Project (BUIP) providing the assistance to preserve heritage areas, among others in the area of central road junction, Kanginan Royal Palace of Buleleng, old shower next to Cultural Hall and arched bridge at Kampug Tinggi. Unfortunately, the program was not followed by the arrangement of other areas in Singaraja. Actually, when talking about old buildings, Singaraja can be called as the only city retaining many old buildings in Bali. When the leadership changes, it is also followed by the changes of program. After some mutations occurred to a number of heads of agencies, the city tour program was no more heard. Data collection of old houses on Jalan Gajah Mada and Jalan Ngurah Rai was not continued. On the other hand, those old houses began to be dismantled and replaced with the new and more modern homes. Even, there was an old building demolished to make a shop and mini market. Preserving old buildings is something complicated and requires a serious commitment. Moreover, most old buildings in Singaraja, especially the houses lining along Jalan Gajah Mada and Jalan Ngurah Rai, have now become private properties. As consequence, the program planned by a particular agency will stagnate and turn back to imagination. It is recognized by Deputy Regent of Buleleng Made Arga Pynatih. Talking about old buildings is a bit complicated. According to him, the criteria for an old and historic building should be reviewed again. For example, in the area of Buleleng Harbor there were a number of buildings, ranging from the former building of Pelni (national shipping company), arched bridge and old warehouses. The arched bridge had been preserved through the BUIP program. Meanwhile, the Pelni building was still maintained and would be functioned as an exhibition space. Then, the damaged warehouses had indeed been demolished as no other choice. Aside from being very fragile and dangerous, the building was built by citizen who had he rights to build (HGB). To preserve the old houses, said Arga Pynatih, the Regency Government indeed had no program in details. If there would be any preservation program later on, of course it would be complicated and take long process because most old houses had now become private properties. The government-owned properties could be counted easily, such as the regent’s office, the office of Sanitation and Landscaping Services and military offices located in front of the Golkar (Functional Group) Party’s office. Formerly, based on information, some of those old buildings were owned by the state functioned as a residential home and government offices. However, it was not known they changed into private properties. “Where should we start to examine this?” he questioned. Nevertheless, Arga Pynatih remained to have a desire in order those old buildings could be preserved with apparent criteria. For that purpose, he would discuss the matter with the heads of regional agencies (SKPD) so that everything could be carried out clearly without incurring long polemic. (ole)

In the past ten years, death due to traffic, work, criminality even suicide have gone down 8,7 percent a year. For the Surgery Installation it is now divided to three areas, red for critical condition patients, yellow for heavy injured patients who need observation and green for light injuries. In Sanglah now, everyday there is one specialist for trauma surgery and one specialist for anesthesia surgery that are 24 hours in the Surgery Installation which so those who needs plastic surgery and orthopedic it will follow after the patient is stabile. The attack of the caterpillars in Denpasar is spreading after appearing in Siulan Street at Penatih, Seroja and Tonja Street now it’s at Kenyiri, Cekomaria and Antasura Street. moreover in one house at Kenyiri Street Gang Meduri, it were crawling on the hosues’s walls. One resident there, Maksimus (22), last Wednesday (12/4) admitted he saw that horrible insect on Sunday (10/4) for the first time on his garden walls. “At that time it wasn’t many, but now it’s increasing,” he explained. Maksimus stated the caterpillars didn’t make him itch but it is

disturbing him as it’s disgusting. It is said him and other residents have reported it to those responsible. Head of Denpasar Agriculture, Food Plantation and Horticulture Agency, I Gede Ambara Putra, stated these caterpillars in different areas are all the same kind and the total of it in Kenyeri is less than the ones in Siulan and Seroja Streets although the ones in Kenyeri are attacking residents’ houses. Klungkung positive to bird flu A number of residents intensively examined Semarapura (Bali Post)—

A number of Klungkung residents were examined intensively in association with bird flu. The measure was taken considering the bird flu outbreak began to spread at some villages, such as Satra and Akah. “We have taken the sample of nasal mucus of four residents to be examined in laboratory. Two residents are from Akah and two others from Satra,” said the Head of Klungkung Health Services Gusti Ngurah Agung Swastika, Wednesday (Apr 13). It was said that so far the bird flu was positive to attack poultry and it could possibly to attack humans. On that account, every resident around the affected areas who got fever, cough and influenza, should be immediately checked to laboratory. “Indeed, we have confidence that bird flu has not spread to humans. Some of the residents checked only indicated regular flu and cold,” he said. Nevertheless, Swastika claimed to still intensify the treatment by continuously monitoring the progress of bird flu. As socialization made to the community concerning with healthy life, he also put emphasis on the importance of improving the environmental sanitation and others such as deploying some officers, both from Health Services and community health centers. “Frankly speaking, we are constrained by the budget for bird flu treatment. Hopefully, the budget could be allocated through the next amendment of regional budget,” he hoped. Based on field observations, the positive village to bird flu consisted of Akah and Satra. At Satra Village, the first case infected the chickens belonging to Dewa Ketut Darma at Kawan Hamlet. His chickens died suddenly since Friday (Apr 8). Originally, ten of sixteen chickens died. Then, 2 chickens died on Sunday (Apr 10), two others died on Monday (Apr 11). Ultimately, the two

2 remaining chickens were immediately killed forcibly. Similar condition afflicted the chickens of Nengah Warda from Gede Hamlet, Akah. He had six chickens and five of them died on Tuesday (Apr 12) and then another died on Wednesday (Apr13). Dewa Darma and Nengah Warda then reported the cases to the quick response team of bird flu prevention, Klungkung Animal Husbandry, Fisheries and Maritime Affairs (KDP). “On receiving the report, we promptly assigned our officers to location to perform rapid tests. Based on the samples of those suddenly died chickens, it was known if they were positive to bird flu,” said the head of KDP Klungkung, Gusti Ngurah Badiwangsa. According to Badiwangsa, those chickens undergoing sudden death were obtained from Galiran Market, the largest poultry market in Klungkung. It was in this market all poultries from outside Bali were assembled before distributed to several other regions in Bali. The existence of the largest poultry market in Klungkung once made Badiwangsa to worry some time ago. Apparently, his concerns became a reality. “Immediately, the KDP officials conducted mass eradication, cage disinfection and spraying in the neighborhood within the radius of one hundred meters from the infected area,” he added while claiming to continue his coordination with the commu-

nity health centers and Health Services. 6,000 poultries to meet daily needs Meanwhile, Galiran Market, Klungkung, prepares at least 6,000 poultries to meet the needs of the market in Bali every day. Those poultry enter from several regions outside Bali and cannot be ensured whether they are in good health (free from bird flu virus) or not. If the poultries in the Galiran Market are infected, of course it will have a fatal impact on Bali as a whole. Moreover, according Badiwangsa, Klungkung Regency had no authority to prohibit the entry of poultries into Klungkung. With a population of birds (poultry, ducks and others) of about 400,000, Klungkung could not have met its own needs. Besides, it was not enabled by the regulation. “Actually, the prohibition of poultry to enter into Bali has been set forth in the Governor Regulation, not prohibition issued by regency. Therefore, what needed here is the firmness of the officers on duty at the entrances to implement the Governor Regulations,” said Chairman of the Indonesian Veterinarian Association (IDHI) of Bali Region while mentioning that it was in the form of Governor Regulation No. 44/2005 concerning with the prohibition of poultry to enter Bali. “What we can do now is to intensify the spraying measures, whether in the markets, breeders or poultry transporting vehicles. Previously, the spraying was held once a week but now it is increased to 2-3 times a week,” he added. (kmb20)

Venezuela opposition to pick Chavez challenger Reuters

CARACAS – Venezuela’s opposition coalition on Wednesday fixed an election for next February to choose its candidate to challenge President Hugo Chavez in a presidential vote at the end of 2012. Polls show Venezuelans evenly split between the socialist leader’s fans and opponents, setting up an intriguing and potentially volatile race for next year’s election in the South American OPEC member of 27 million people. Knowing unity is its only chance to beat Chavez — who has been in power and won a dozen national votes since 1999 — the Democratic Unity opposition alliance said it would hold primaries to select a single candidate on February 12. “We are going to elect not only a candidate but the next president of all Venezuelans,” Ramon Aveledo, the coalition’s executive secretary, told local TV station Globovision. Younger opposition figures had argued for an earlier date to allow their presidential aspirant more time to develop national recognition given that Chavez remains by far the most popular and best-known individual politician in Venezuela. But others in more traditional opposition circles argued a long campaign could stretch their finances — whereas Chavez has a huge advantage given the government’s

CAIRO/BENGHAZI – Leaders of five big emerging powers on Thursday condemned NATO-led air strikes against Libya after Western and Arab countries issued their first joint call for Muammar Gaddafi to step down. Diplomats will make a new effort to forge an end to the Libyan civil war on Thursday with no clear military strategy in place to force the Libyan leader out. U.N. Secretary General Ban Ki-moon, EU foreign policy chief Catherine Ashton, Arab League head Amr Moussa and officials from the African Union and Organization of the Islamic Conference will discuss Libya at Arab League headquarters in Cairo. Though the United Nations Security Council gave a mandate last month to Western and some Arab states to attack Gaddafi’s forces on the grounds of pro-

tecting Libyan civilians, the war has attracted hostility from other world powers. At a meeting in China of the BRICS emerging powers, an official said all five leaders “condemned the bombings.” In the March 17 Security Council vote authorizing military action, Brazil, Russia, India and China abstained. ABIDJAN, Ivory Coast – Ivory Coast’s president tried to establish order in the days after the country’s strongman was arrested, moving him to a secure location and assuring the public that looting and gunfire will cease, and life will soon return to normal. President Alassane Ouattara said Laurent Gbagbo had been moved out of the Golf Hotel, where he was taken after his capture on Monday. He said Gbagbo will be kept in a villa and that his rights as a former head of state will be respected. A U.N. official said that its peacekeeping forces are providing personal security protection for Gbagbo. “Gbagbo is in a residence under surveillance somewhere in Ivory Coast,” Ouattara told reporters at the Golf Hotel. The justice minister is preparing for possible prosecution of Gbagbo, he said, but gave no details. “There will be charges (against Gbagbo) on a national level and an international level,” he said. “Reconciliation cannot happen without justice.” The Hague-based International Criminal Court had no immediate comment on Ouattara’s statement. NUSA DUA - Pastry Chef Ridwan Isbani of The Laguna, a Luxury Collection Resort & Spa, Nusa Dua, Bali and Commis II Eka Buana Karya of The St. Regis Bali Resort returned from The Asian Pastry Cup National Selection for Indonesia with 2 trophies, 3 gold and 1 silver medals. The Asian Pastry Cup was held on 9 April 2011as part of The 8th Salon Culinaire in the Food & Hotel Indonesia 2011 which was held in Jakarta International Expo Kemayoran. Supported by BCP (Bali Culinary Professionals), the skilful pastry duo from The Laguna Bali and St. Regis Bali were chosen to represent Bali in the competition. Pastry Chef Ridwan and Chef Eka Buana Karya faced strong competition from pastry teams representing star-rated hotels and resorts from not only Jakarta but also Bandung and other cities in Indonesia during the Indonesia’s Asian Pastry Cup. Using basic ingredients of Valrhona Chocolate and Fruits from Ravifruit, the competition entailed 8 hours during which the chefs had to prepare two chocolate cakes

(the one serving 8 persons for tasting and the other for 8 persons for display) and one elaborate sugar showpiece. In addition, the team was tasked with presenting a plated dessert using Ravifruit product, serving 10 persons. During the finals Pastry Chef Ridwan and Chef Eka impressed the judges with their precision and flair. Balinese Temple Ceremony EVERY Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Because of this practically every few days a ceremony of festival of some kind takes place in some Village in Bali. There are also times when the entire island celebrated the same Holiday, such as at Galungan, Kuningan, Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day, Tumpek Wayang day etc. The dedication or inauguration day of a Temple is considered its birth day and celebration always takes place on the same day if the wuku or 210 day calendar is used. When new moon is used then the celebration always happens on new moon or full moon. The day of course can differ the religious celebration of a temple lasts at least one full day with some temple celebrating for three days while the celebration of Besakih temple, the Mother Temple, is never less than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion. The celebration is very colorful. The shrine are dressed with pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted with gold and Chinese coins, very beautifully arranged, are hung in the four corners of the shrine. In front of shrine are placed red, white or black umbrellas depending which Gods are worshipped in the shrines. In front of important shrine one sees, besides these umbrellas soars, tridents and other weapons, the “umbulumbul”, long flags, all these are prerogatives or attributes of Holiness. In front of the Temple gate put up “Penjor”, long bamboo poles, decorated beautifully ornaments of young coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and colored cakes, to the Temple. Every visitor admires the grace with which the carry their load on their heads.

Probe blames tired sailor for Barrier Reef crash Agence France Presse SYDNEY – An Australian investigation into why a Chineseregistered cargo ship ran aground and badly damaged the Great Barrier Reef blamed a tired chief mate on Thursday . The coal carrier Shen Neng 1 — two football fields long — foundered on April 3 last year, leaking tonnes of heavy fuel oil and threatening a major ecological disaster. While a catastrophe was avoided, the ship gouged a three-kilometre (1.8mile) scar in the World Heritage-listed coral reef. In its final report on the incident, the Australian Transport Safety Bureau found the chief mate was fatigued and it affected his performance as he monitored the ship’s position. “The chief mate was affected by fatigue and this resulted in a decreased level of performance while he was monitoring Shen Neng 1’s position,” it said. “The ship did not have an effective fatigue management system in place to ensure that the bridge watchkeeper was fit to stand a navigational watch.” Ship’s master Wang Jichang, 47, was charged last year with liability and faces a fine up to Aus$55,000 (US$51,000), while crewmate Wang Xuegang, 44, was accused of being in charge of the ship when it crashed. He could be handed a three-year jail term and a maximum Aus$220,000 fine. ATSB Chief Commissioner Martin Dolan said the grounding provided an important safety lesson for all seagoing vessels. “Fatigue is one of the key safety risks facing seafarers, and watchkeepers in particular. Failure to

manage fatigue can lead to loss of life, damage to property and damage to the environment,” he said. “The ATSB urges ship operators to comply with international requirements that ensure operators properly manage the hours of work and rest of watchkeepers.” The report identified several other safety issues relating to the accident. It found the ship’s safety management system did not contain procedures or guidance in relation to the proper use of passage plans, including electronic route plans. In the half-hour leading up to the grounding, there were no visual cues to warn either the chief mate or the seaman on lookout duty about the underwater navigation hazards directly ahead of the ship.It also noted that at the time of the grounding, protections afforded by compulsory pilotage and active monitoring of ships by the Great Barrier Reef and Torres Strait Vessel Traffic Service were not in place.The huge ship was stranded for nine days before salvagers refloated it. MEXICO CITY – Mexican investigators found a clandestine grave with six bodies in Tamaulipas state, bringing to 122 the number of bodies found in pits in a region near the U.S. border that is wracked by battling drug cartels, authorities said Wednesday. Tamaulipas state Interior Secretary Morelos Canseco said investigators are searching for more bodies at the pit found late Tuesday. The bodies were taken to a morgue in Matamoros, across the border from Brownsville, Texas. The first graves were found earlier this month in the township of San Fernando, the same area of Tamaulipas where investigators found the bodies of 72 migrants massacred by suspects tied to the brutal Zetas drug gang last August. Most of the 72 migrants were Central Americans, who frequently travel through the area to reach the United States. Authorities also blame the latest killings on the Zetas. The Mexican government said it’s offering a 15 million pesos ($1.27 million) reward each for information leading to the arrest of Salvador Martinez Escobedo, the alleged leader of the Zetas in San

The optimistic projection on the Indonesian economy was conveyed by BI Monetary Policy Bureau S. Sugeng at a press conference to highlight BI‘s Economic Report on Indonesia (ERI) 2010 here on Wednesday. Sugeng said the high growth would need to be followed up by a reduction in the country‘s dependence on imported components so that the ensuing inflation trend could be curbed. “High growth usually is followed by high inflation due to the high ratio of imports. Thus, the supply side should be able to respond to the inflationary trends by improvement of

infrastructure and rising productivity,” Sugeng said. Sugeng however added that as long as the balance of payment remaining surplus, then the economy would not overheat as import still is lower than export. In 2011, the domestic economy is projected to expand in the range of 6.0 -6.5 percent and may even top up to 7.0 percent in the medium term. Overall, BI predicts that inflation in 2011 will be 4-6 percent, 2012 and 2013 in the range of 3.55.5 percent, 2014 inflation is projected 3-5 percent and in 2015 inflation will continue to decrease to between 2.5-4.5 percent.

The central bank forecasts that export will grow between 7.9-8.4 percent in 2011, 8.1-8.6 percent in 2012, 8.2-9.1 percent in 2013, 8.39.3 percent in 2014 and 8.6-9.6 percent in 2015. Import in 2011 is projected to grow at the range of 9.29.7 percent, 9.8-10.3 percent in 2012, 9.5-10.4 percent in 2013, 10.7-11.7 percent in 2014 and 9.810.8 percent in 2015. Sugeng added that for this year, capital inflows will remain strong with those entering the portfolio instrument amounting to 15.2 billion US dollars, a sizable rise compared to the 9.7 billion US dollars in 2010. “Our projection is that capital inflow will be of upward trend. It would not only those enter the portfolio but to the direct investment as well to become 9.8 billion US dollars from the 2.6 billion US dollars last year,” Sugeng said.

Rice import to stop if production rises Antara

PADANG - Indonesia will stop rice imports if it is able to increase production by seven percent in 2011, chief of the National Logistics Agency, Sutarto Alimoeso said. “We believe if rice production could be increased by seven percent from last year, we can stop imports,” he said at the West Sumatra governor`s office here on Wednesday. Sutarto was in the region to speak at the coordination meeting of the West Sumatra province, cities and districts boards of food resilience. He said with rice production in 2010 at around 40 million tons national stocks would be sufficient if the seven percent rise target was met. He said the optimism was also boosted by population growth which tended to drop a little compared to the previous year.

“Food stocks especially rice must be able to meet national demand because 90 percent of the population still depends on it,” he said. Regarding the people of Maluku and Papua who used to consume sago as their staple food he said they certainly could not return to the commodity as its staple now after they used to eat rice. He said overcoming the obstacle to meet the seven percent growth target would not be easy, however, as it would also be determined by land availability and weather conditions. He said some land had now been converted for other use while land is now getting less fertile. Sutarto said in view of that he said he had made a contract with various parties for the supply of around 916,000 tons in 2011 and until the end of the first quarter around 600,000 tons had been realized.

He said the agency had also bought rice from farmers “at a price according to quality and producing regions”, adding farmer groups could directly sell their produce to the agency for certainly a better price. He said not a lot of farmers had so far sold directly to the agency because of their ignorance about the mechanism and also because of their dependence on collectors for loans. The chief of food resilience of West Sumatra, Syahrial Syam, said on the occasion he would mobilize 71 Community Food Distribution Institutions (LDPM) to sell their production directly to the agency. The LDPM managed by farmer groups has so far bought rice from farmers but they never sold the rice to the agency. Syahrial said the cooperation would certainly shorten distribution lines and farmers could enjoy a margin.

“The TNI is ready but the government is now opting to negotiate. If the negotiations fail, the TNI is ready to send troops,” Suhartono told newsmen after officiating at a ceremony to dedicate the Seroja epigraph at the Seroja housing complex in Bekasi. The epigraph was made in remembrance of Indonesian servicemen who gave their lives in Operation Seroja, the codename for the TNI‘s operations in East Timor in the late 1970s and 1980s. Regarding the possibility of mounting a rescue operation in Somalia, Suhartono said several options could be considered by the the TNI for freeing the 20 sailors being

held hostage by Somali pirates. However, he noted, the government had already chosen to negotiate with the pirates on the ground that it offered the best chance of securing the hostages safe releases. Suhartono said the Indonesian government was now working out the mechanism for delivering the ransom of 3.0 million US dollars as demanded by the pirates. The pirates had lowered the ransom from 3.5 million US dollars as of March 16, 2011. The “MV Sinar Kudus” was on its way to Rotterdam, the Netherlands, with a cargof of nickel from Pomalaa, Sulawesi, when it was boarded ad hijacked by Somali pirates.

According to him, when

checked by a doctor upon arrival at the hospital he was already gone. His relatives said Rosihan Anwar had a heart bypass surgery at Harapan Kita hospital here on March 24. He was there for 20 days under intensive care and then allowed to go home. He was born in Kubang, Solok, West Sumatera on May 10, 1922. He started his carrier as a journalist for Indonesia Raya Daily at the age of 21 after finishing study in Yogyakarta. He was a chairman of the PWI honorary board in 1983.

DENPASAR - The synergy among the components engaged in agricultural sector such as local government, universities and research centers, especially in addressing various problems in agriculture, so far has not run maximally. Apparently, they work individually, so the objectives of Bali’s development cannot have been entirely achieved. It was recognized by a teaching staff in the Faculty of Agriculture, Udayana University, Alit Susanto Wirya, in Denpasar Wednesday (Apr 13). According to him, a number of studies concerning with food security, production of fruit and other foodstuff were good, but the results of the researches were left merely as working paper and sometimes they were no followed up further. One of the most highlighted subject matters was how Bali could reduce the import of products from outside. “Bali has a number of leading components that can be optimized. For instance, why does Bali bring in rice from Banyuwangi and Java? The production of Bali actually has been sufficient,” he said. Even, another effort to maintain local production of Bali had been advised by the university and Bhisama (religious stipulation) where they suggested loving local product, not only for religious ceremonies but also for hotel and tourism consumption. “Here, the government intervention is required and this must be improved. Now, the most urgent problem faced by farmers is marketing. Before the harvest, they have sold their products and this means they have less capital to finance their production process. That’s why they are easily taken advantage by middlemen in the field of agriculture. As a result, we seem to have highly depended on import commodities whereas it is the production of Bali,” he affirmed. Admittedly, the cultivation of agriculture from the upstream to downstream should be worked on if we wanted to focus on agricul-

ture. When they had products it should be considered where to market their products. Here, the attention of government and related components was required, so the quality would not inferior to import commodities. When asked about the lack of maximal cooperation between government, universities and other related agricultural components, the Head of Bali Agricultural and Food Plant Services, Made Putra Suryawan, dismissed it. For example, they were involved in the eradication of caterpillar outbreak in a number of regions in Bali recently. As for the matter of rice imports, Made Putra Suryawan said that Bali today remained a rice surplus, namely 69,000 tons of dry milled grain. If processed into rice, the rice surplus would be around 52,000 tons. Furthermore, he disclosed that calculation of rice surplus or rice self-sufficiency was based on national benchmark. If Bali region was at the surplus or deficiency level, it meant that all production needs were large enough up to 869,000 tons of dry milled grain. When the total need was counted, Bali remained to have a surplus of around 69,000 tons of dry milled grain or some 52,000 tons of rice. “On average, the monthly need of Bali reaches 40,000 tons of

rice. So, it means that 52,000 tons of rice poses the need for 1.5 months,” he said. BUSINESS JPMorgan’s net soars 67 percent on economic recovery

NEW YORK – JPMorgan Chase’s earnings soared 67 percent in the first quarter on higher fees from investment banking and as fewer customers fell behind on their credit card bills. The bank recorded more losses from its mortgage business, and CEO Jamie Dimon said he didn’t expect those problems to go away soon. “Unfortunately, these losses will continue for a while,” Dimon said in statement. “Rest assured, we are fully engaged in fixing our problems and addressing our mistakes from the past.” Outside of real estate, JPMorgan did well. The nation’s second-largest bank by assets said more of its customers were paying on time. Only 3.25 percent of loan payments were late by 30 days or more, a drop of 0.41 percentage point from the previous quarter. Customers were also spending more. The volume of transactions on Chase credit cards rose 12 percent. The New York bank reported Wednesday that it earned $5.6 billion, or $1.28 per share, compared with $3.3 billion, or 74 cents a share in the same period last year. The profits at JPMorgan, the first bank to report first-quarter earnings, were way ahead of the $1.15 per share analysts surveyed by FactSet were expecting. JPMorgan Chase’s profits included $2 billion from reducing its credit card loan reserves as delinquencies fell. Revenue fell to $25.2 billion from $27.7 billion in the same period last year. Despite the better bottom-line numbers, JPMorgan’s shares gave up early gains and fell 39 cents to $46.25 after news that Federal regulators had ordered several banks to reimburse homeowners that were improperly foreclosed upon. JPMorgan Chase added new branches as it anticipates increased demand for lending as the economy recovers. Speaking on a conference call with analysts, JPMorgan’s chief financial officer Douglas Braunstein said the bank built 33 new branches in the first quarter and plans to add as many as 200 over the rest of 2011. Braunstein said businesses were also showing signs of growth. The average loan balances for midsize companies rose 13 percent from a year ago and a larger number of companies tapped into their lines of credit for the first time in several quarters. The slump in real estate continued to weigh heavily on JPMorgan’s results. The bank increased its provision for mortgage-related losses by $1.1 billion. Its home equity loan portfolio had losses of $720 million and sub-prime mortgage losses were $186 million. Losses from “prime” mortgages, or loans made to borrowers with good credit, were $165 million. The portion of JPMorgan’s mortgage customers who were late by 30 days on their payments fell to 6.2 percent, compared with 7.3 percent a year earlier. In the quarter, the bank also lost $1.1 billion from increased costs to service mortgages, an expense of $650 million due to costs from foreclosures and mortgage repurchase losses of $420 million. In a conference call with reporters, Dimon said he expects that JPMorgan and other banks will pay more fees and penalties after an investigation by the attorneys general of all 50 states is finished. The attorneys general are looking into allegations that the banks bungled foreclosure proceedings. On Wednesday, JPMorgan Chase, Bank of America, and Wells Fargo were among 16 of the nation’s largest mortgage lenders who were directed by the Federal Reserve and other federal banking regulators to reimburse homeowners who were improperly foreclosed upon. The Fed also warned of more fines in the future. Meanwhile, investment banking profits soared at JPMorgan Chase, even though revenue fell to $8.2 billion from $8.3 billion in the prior year. Fees rose 23 percent to $1.8 billion. That included record debt underwriting fees of $971 million, up 33 percent from the prior year, and a 41 percent increase in advisory fees to $429 million.

WASHINGTON – US President Barack Obama has unveiled a $4 trillion deficit reduction drive and savaged Republican plans that he said would reward the rich and fracture America’s social compact. Obama laid out his vision in a speech at George Washington University, aiming to prepare the ground for short-term budget fights and define his stand on an issue crucial to the US economy and his 2012 reelection chances. He proposed cutting spending with a “scalpel and not a machete” on health care costs, the military and some bedrock social programs, and decried the vision of budget-cutting Republicans as “deeply pessimistic.” In addition to cuts in discretionary spending, Obama would finance his deficit drive with tax increases for affluent Americans. But he warned he would not allow investments in education, broadband and clean energy to be starved. “The debate about budgets and deficits is about more than just numbers on a page, more than just cutting and spending,” Obama said. “It’s about the kind of future we want; it’s about the kind of country we believe in.” Obama unveiled a plan to achieve $4 trillion in deficit reduction over 12 years or less, saying he was borrowing recommendations from a bipartisan fiscal commission which reported last year. Officials said the approach would shave deficits as a share of the US economy to 2.5 percent of GDP in 2015 and put them on a path to reach close to 2.0 percent by the end of this decade. Currently, the US budget deficit is forecast to reach $1.6 trillion this year and cumulative public debt stands at $14.27 trillion. He also proposed a “debt failsafe” to trigger spending reductions if the ratio of debt to GDP is not stabilized by the end of the decade and said deficit trimming should be phased in over time to protect the recovery. The president said every sector of government spending should be “on the table,” giving notice that social programs cherished by Democrats would not be immune and proposed a fundamental strategic review to mine for waste in military spending. Portraying himself as a conciliator amid Washington’s fevered political debate, Obama called on Democrats and Republicans to come together to secure a prosperous future for their country.

But he savaged a rival budget and deficit reduction plan put forward by Republican congressman Paul Ryan, which aims to cut 4.4 trillion dollars from the deficit over a decade. Obama argued Ryan’s plan mandated sweeping cuts on health care programs for the poor and the elderly while rewarding the richest Americans with tax cuts. “The fact is, their vision is less about reducing the deficit than it is about changing the basic social compact in America,” Obama said. “There’s nothing serious about a plan that claims to reduce the deficit by spending a trillion dollars on tax cuts for millionaires and billionaires. “There’s nothing courageous about asking for a sacrifice from those who can least afford it and don’t have any clout on Capitol Hill,” Obama said, criticizing Republican cuts in clean energy, education and transportation. “They paint a vision of our future that’s deeply pessimistic... we are presented with a vision that says the United States of America - the greatest nation on Earth — can’t afford any of this.” Ryan, who was in the audience for the speech, delivered an equally hardhitting assessment of Obama’s performance. “What we heard today was not fiscal leadership from our commander-

in-chief. What we heard today was a political broadside from our campaigner-in-chief.” Defense Secretary Robert Gates meanwhile warned through a spokesman that Obama’s proposed defense budget cuts would have a serious impact, amid suggestions of tension between the White House and the Pentagon. “The secretary has been clear that further significant defense cuts cannot be accomplished without reducing force structure and military capability,” said Pentagon spokesman Geoff Morrell. Lining up a tough election-year tussle, Obama said he would refuse to allow tax cuts for the rich passed under president George W. Bush to be extended when they come up for renewal in 2012. Eric Cantor, the number two Republican in the House of Representatives, slammed the president’s approach, saying it lacked details. “We have spoken to the specifics. Mr. President, we are serious, where are you?” The specter of the 2012 election also loomed over the speech. Later on Wednesday, Obama’s campaign manager Jim Messina told supporters in an email message thath Republicans, who he said wanted to privatize health care for the elderly.

Inventive ‘Sleep No More’ twists Macbeth in NY Associated Press Writer

NEW YORK – It took a while, but Lady Macbeth was finally located on the fifth floor. She was in a bathtub washing off blood and shrieking. And stark naked. At least one hopes that was Lady Macbeth. A tipoff: She wasn’t wearing a mask. Confused? Excited? Weirded out? Scared to bits? Those are just some of the natural reactions to the “Macbeth”-inspired immersive theatre experience that opened Thursday in New York’s Chelsea section. The British theater company Punchdrunk, which specializes in putting on genre-bending shows that audiences can explore as they roam brilliantly imagined spaces, has turned three empty hulking warehouse spaces on 27th Street into the setting for “Sleep No More.” It’s been transformed into the fictional, 100000-square-foot McKittrick Hotel and theatergoers are handed a Venetian-style mask to wear at all times. They are also told to stay silent and wander about as they please. That creates voyeurism and anonymity — very “Eyes Wide Shut.” There’s so much to explore: About 100 rooms have been carved out over several floors — some as small as a child’s bedroom and others as large as a ballroom. The outside has also been brought inside, with a gritty cemetery and a massive forest included in the mix. Guests are encouraged to rummage about the infirmary, taxidermist, padded room, libraries, apothecaries, laundry, even a detective agency. Open the drawers,

read the books in the shelves: Each room is decorated with no detail unspared. They even seem to have their own odor. About 25 performers act out mostly wordless scenes inspired by Shakespeare’s play while dressed in 1930s outfits and giving off a film noir vibe. (The hotel takes its name from the Hitchcock film “Vertigo.”) If you find someone without a mask moving amid the maze of dark rooms, follow them — they’ll likely lead you to a scene. And then just as soon vanish. The actors might even plant a kiss on your mask or pull you into a room. Punchdrunk artistic director Felix Barrett has co-directed and co-designed the production, with help from co-director Maxine Doyle, who choreographed the show, and codesigners Livi Vaughan and Beatrice Minns. Sound designer Stephen Dobbie has created a soundscape that conjures dread, with unnerving violin sounds and plenty of Prohibition-era bar songs set to ukuleles. What the creative team has done is create an utterly unique mash-up of dance, performance art and nonlinear storytelling that is unique to each theater-goer, depending on where they’ve been and what they saw. Plus, it’s even got a working nightclub that serves a mean gimlet.

Review: BlackBerry PlayBook strong, well-priced Associated Press Writer

SAN FRANCISCO – You need three things to compete with Apple’s iPad tablet computer: A gorgeous, easy-to-use device that people will love, a bustling app store and an attractive price tag. Nobody has been able to match the iPad thus far. But the PlayBook, the first effort from BlackBerry smartphone maker Research In Motion, has emerged as one of the strongest contenders. On the surface, the PlayBook looks similar to other iPad competitors: Its slick touch screen measures 7 inches diagonally, smaller than the iPad’s but comparable with those of others. It has front and rear cameras for snapping photos and video conferencing and a black rubberized plastic back and sides. What’s different is the software powering the PlayBook. Most noniPad tablets use Google’s Android software; RIM developed its own — a smart decision, yielding a device that is a pleasure to navigate and filled with cool features. Although RIM’s software was built from

scratch, it has hints of the BlackBerry phone’s interface. When it goes on sale on Tuesday, the cheapest version will cost $499 — the same as the cheapest iPad. It comes with Wi-Fi capabilities and 16 gigabytes of memory. A model with 32 GB will cost $599, and the 64 GB version will go for $699. Sprint plans a version that works over cellular connections this summer, rivaling the iPad’s ability to connect on AT&T’s network. Unfortunately, the PlayBook isn’t yet much of a competitor on the app front: There are just 3,000 applications currently optimized for the tablet, and during my testing it appeared unable to download App World apps available for BlackBerry smartphones. By contrast, there are more than

65,000 apps available for the iPad, which can also run iPhone apps (Apple offers more than 350,000 apps total). And while it’s unclear exactly how many tablet-specific Apps there are for Android, Android tablets can run any of the more than 150,000 apps in the Android Market. But the PlayBook aims to catch up, in a way: Later this year, it will be able to run Android apps, too. In my hands, the PlayBook felt solid and easy to use. There are just a few buttons on the top for adjusting volume and playing or pausing music or videos. There’s also a tiny button for turning on the device — so teeny, in fact, that I regretted trimming my nails right before testing. Finding my way around the PlayBook was delightfully easy and fast because it has a speedy processor.

WASHINGTON – The surprising discovery of a fossil of a sharptoothed beast that lurked in what is now the western U.S. more than 200 million years ago is filling a gap in dinosaur evolution. The short snout and slanting front teeth of the find — Daemonosaurus chauliodus — had never before been seen in a Triassic era dinosaur, said Hans-Dieter Sues of the Smithsonian’s National Museum of Natural History. Sues and colleagues report the discovery in Wednesday’s edition of the British journal Proceedings of the Royal Society B. Sues, curator of vertebrate paleontology at the museum, said the discovery helps fill the evolutionary gap between the dinosaurs that lived in what is now Argentina and Brazil about 230 million years ago and the later theropods like the famous Tyrannosaurus rex.

Features of the skull and neck of Daemonosaurus indicate it was intermediate between the earliest known predatory dinosaurs from South America and more advanced theropods,” said Sues. “One such feature is the presence of cavities on some of the neck vertebrae related to the structure of the respiratory system.” Daemonosaurus was discovered at Ghost Ranch, N.M., a well-known fossil site famous for the thousands of fossilized skeletons found there, notably the small dinosaur Coelophysis. Ghost Ranch was more recently the home of artist Georgia O’Keeffe, who was known to visit the archaeological digs under way there, Sues noted. Having found only the head and neck of sharp-toothed Daemonosaurus, the researchers aren’t sure of its exact size but they speculate it would have been near that of a tall dog. Its name is from

the Greek words “daimon” meaning evil spirit and “sauros” meaning lizard or reptile. Chauliodus is derived from the Greek word for “bucktoothed” and refers to the species’ big slanted front teeth. “It looks to be a mean character,” commented paleontologist Paul Sereno of the University of Chicago, who was not part of the research team. “I can’t wait to see if they get any more of the skeleton.” This fits in quite nicely between the dinosaur groups, Sereno said, even though its face is unlike anything that would have been expected in these early dinosaurs, which tended to have more elongated snouts. This find shows there is still much to be learned about the early evolution of dinosaurs. “The continued exploration of even well-studied regions like the American Southwest will still yield remarkable new fossil finds,” Sues said.

Five classic “Clasicos” between Real and Barca Reuters MADRID - Soccer fans will have a unique chance to see Real Madrid and Barcelona — two of the world’s best teams and the two richest clubs — lock horns four times in 18 days starting with Saturday’s La Liga match at the Bernabeu. The arch Spanish rivals also meet in the final of the King’s Cup on April 20 and home and away in the European Champions League on April 27 (Bernabeu) and May 3 (Nou Camp). Following is a selection of five key games between Real and Barca, known as the “clasicos”, going back more than a century:

May 13, 1902 - Real 1 Barca 3 Barca drew first blood in what was to become one of the most intense club rivalries in world football. The Catalans triumphed over the Castilians in a game marking the coronation of King Alfonso XIII at Madrid’s Estadio Hipodromo. Swiss Joan Gamper, who founded FC Barcelona three years earlier, netted one of Barca’s goals.

June 21, 1936 - Real 2 Barca 1 Less than a month before Spain was plunged into a brutal civil war, Real edged the first meeting between the pair in a Spanish cup final. With the country bitterly divided, Barca president Josep Sunyol was assassinated by Francoist forces two months later and many Barca players chose not to return from a tour to Mexico the following year.

November 23, 1960 - Barca 2 Real 1 With Alfredo di Stefano leading the charge, Real triumphed in the first five European Cups between 1956 and 1960 but it was Barca who became the first team to claim their scalp in the competition a year later. The pair drew their last-16 first leg at the Bernabeu 2-2 before Barca won the second leg at their Nou Camp arena 2-1.

January 20, 1994 - Barca 5 Real 0 Dutch great Johan Cruyff led Barca to their first European Cup triumph in 1992 and they emphasised their dominance over Real during the early 1990s with a crushing 5-0 league drubbing of the Madrid club at the Nou Camp, Brazil striker Romario netting a hat-trick. Catalan joy was relatively shortlived as Real beat them 5-0 at the Bernabeu the following season thanks to an Ivan Zamorano treble.

May 2, 2009 - Real 2 Barca 6 As a player, Cruyff inspired Barca to what is still their biggest win at the Bernabeu, a 5-0 success in February 1974. But it was Barca’s 6-2 victory there in their treblewinning season in 2008/09 that really sticks in the throat of the modern generation of Real fans and confirmed coach Pep Guardiola was a force to be reckoned with. Thierry Henry and Lionel Messi scored twice, with central defenders Carles Puyol and Gerard Pique adding a goal each. Puyol celebrated his goal by tearing off and passionately kissing his captain’s armband in the colours of the Catalan flag to drive the point home.

Manchester City’s Tevez out of FA Cup semi-final Reuters

LONDON - Manchester City striker Carlos Tevez will miss Saturday’s FA Cup semi-final against his old club Manchester United and could be out of action for up to a month, City manager Roberto Mancini said on Thursday. The 27-year-old Argentine international injured his hamstring in the 3-0 defeat at Liverpool on Monday and, after initial hopes he could make a quick recovery, is now likely to be sidelined for much of the Premier League run-in. “Tevez is not available for Saturday. I think he will recover in three or four weeks. It is a big problem but we cannot take any risks,” Mancini told a news briefing. “We have six games left and hopefully we can get Carlos back for the last two or three games.”

That could mean the striker has a chance of making the final against Stoke City or Bolton Wanderers on May 14, if City get past United at Wembley on Saturday (1615 GMT). Tevez has played a major part in City’s assault on a Champions League place with 19 league goals this season, and although they are fourth, Mancini’s side are only three points ahead of Tottenham Hotspur who have a game in hand. MONACO - Fourth seed David Ferrer navigated his way into the Monte Carlo Masters quarter-finals thanks to a 6-1 6-3 win over Canada’s Milos Raonic on Thursday but Tomas Berdych hit the rocks with defeat by Ivan Ljubicic. Raonic, who rocketed from 156th in the rankings at the start of the year to 34th, had no answer to the Spaniard’s guile as Ferrer sailed to victory with giant cruise liner the Queen Mary 2 docked in the bay just behind the Monte Carlo Country Club. Czech fifth seed Berdych had no such luck in round three and was cast aside by rampant Croat Ljubicic 6-4 6-2. Andy Murray’s Monte Carlo gamble began to pay off with a 6-1 6-4 victory over Czech Radek Stepanek on Wednesday, his first win in two and a half months. The Briton had lost his opening match in each of his last three tournaments since his Australian Open final defeat by Novak Djokovic and was a late wildcard for this week’s Masters event such was his desperation to find more playing time. Murray’s decision to take part and postpone his quest for a new coach was vindicated by a solid if unspectacular display in the second round following a first-round bye. “I played great, I played really well. I dominated the match from the second or third game,” the world number four told reporters just a short walk from one of the world’s most famous casinos. “I was a bit tentative towards the end but that’s natural. Perez ‘lucky’ to escape injury in Sepang SERGIO Perez, SauberSergio Perez has revealed that he was lucky to escape without injury from his Malaysian Grand Prix accident after debris from another car penetrated his cockpit. The Mexican appeared to be on course for another points scoring finish in Sepang, but was forced out of the race when his car stopped after being struck by a part from another competitor. It was only post-race examination of the car that revealed just how fortunate Perez had been – with what is suspected to have been ballast from another car having gone through the tub and entered the cockpit. The damage to the chassis meant it could not be used again, so Sauber has prepared a new tub for Perez for the Chinese GP. “I think it was something very unsafe,” said Perez in China. “I was really lucky to get away with no damage (injury) after we saw what had happened to the chassis. “It came through very easy, so I am happy that nothing else happened to me. For this weekend we have a new chassis. “We didn’t see what part it was. We reckon it was ballast, as nothing else could do such damage.” Perez said he did not have time to avoid whatever he hit – and that his outfit do not know exactly whose car it had fallen off of. “Something was there on the

track – we don’t know if it was from a Toro Rosso or another team. When [Jaime] Alguersuari drove into it, it just came straight at me and into my car. “It was a very dangerous situation because it came into the computer software box and it stopped just before my seat.” Despite the disappointment of Malaysia, Perez is pleased with his

early-season progress – and reckons Sauber can regularly challenge for points. “I think the team is doing a great job,” he said. “We had a good start to the season, but were a bit unlucky in the last race for me. “But still, we were in a good position for points and I am looking forward for this weekend. I hope we can score some good points.”

The McLaren driver had 20 seconds added to his race time as a punishment for changing his line excessively when fending off the Ferrari on the lap before they made contact at Sepang. The penalty dropped Hamilton from seventh to eighth in the results. “I don’t think I was overly defending my position,” said Hamilton in China today. “I’m a racer, and people want to see racing, they want to see overtaking and I would never in a million years try to put anyone else - or even myself - in danger. “I think I’ve always raced with my heart and I think I’ve always made pretty smart decisions when it comes to racing and defending. “When you’re defending you have to try and make your car as wide as possible. The rule is basically that you’re not allowed to make more than one manoeuvre to defend, but where they were saying I was defending too much was on the straight, where he actually was 10 or 15 metres behind me, so I wasn’t defending a move that he had done. “But it’s how you interpret the rules and you can’t do anything about it. But I appreciate all the support I’ve had [from fans].” Hamilton had already fallen from third to seventh at Sepang with tyre wear issues, so said the penalty was not as frustrating as it would have been had he finished higher up. “I was already quite far back so it didn’t really make any difference to me personally,” he said. The Briton added that he had been encouraged by how close McLaren had got to Red Bull in Malaysia, but suspected that this may have been due to Red Bull losing pace rather than McLaren gaining it. “I think the performance we had in the first and second stints was good, and if I hadn’t been stuck behind [Nick] Heidfeld I would have been able to keep very close behind Sebastian [Vettel] and fight at the pitstops. “Normally you have to open up the cooling, which loses downforce and efficiency. We didn’t have to do that. Maybe others had to do that, maybe Red Bull, and in doing so I think they lost a bit of speed. “But I think here it’s a bit cooler so they should be on top form this weekend, but we’ve got some upgrades that we’re trying to get to work. Hopefully they’ll work and enable us to fight, but I definitely plan to be at the front this weekend.”
