LOS ANGELES - Avengers: Age of Ultron fell just short of reaching the box-office heights of its predecessor — but star Robert Downey, Jr. is making even more bank than ever before. The 50-year-old actor, who made his fifth appearance as Iron Man in the Joss Whedon-directed film, took in a cool $80 million between June of 2014 and 2015, according to Forbes, making him the highest-earning actor in that time period (his earnings for the drama The Judge also contributed to the total). Like his character, Tony Stark, Downey, Jr. is a shrewd businessman, and has cashed in on the massive success of the Disneyowned franchise by negotiating a generous cut of the profits made on sales of movie tickets, merchandise, and home video (he famously made $50 million for the first Avengers). His cut for the franchise is so high, in fact, that Marvel famously limited the salaries of its other stars, like Chris Evans and Chris Hemsworth, as they entered the fray. According to Forbes, Downey, Jr.’s fellow Avenger Scarlett Johansson made $35.5 million overall, though that was in part thanks to

her leading role in the hit action film Lucy, as well as her many endorsement deals. The second highest-earning actor on Forbes’ list is Jennifer Lawrence, who finished with 34th overall, with $52 million, placing her right behind Kim Kardashian. She can thank her role in The Hunger Games for most of that cash, and the film franchise’s final installment — due in November — ensures that she’ll be back on this list next year. At number three for actors is Jackie Chan, which may come as a surprise to American fans, as he hasn’t done many movies stateside in a long while. But the 61-yearold is still a superstar in China, and earned a mint overseas with Dragon Blade, his film with Adrien Brody and John Cusack, Dragon Blade (the movie will be released in the U.S. on September 4). Chan also owns a Segway dealership and movie theater chain.

Following Chan is Vin Diesel, who flexed his way to a $47 million payday, mostly for Furious 7. Fun fact: If Diesel made $1 for every one of his Facebook fans, he’d make just about the same amount of dough. Diesel’s Furious co-star, The Rock, meanwhile, made $31.5 million, which is probably really embarrassing when the two hang out and lift together. Other high earners include Bradley Cooper ($41.5 million, thanks to the unending success of American Sniper, for which he served as both and actor and producer); Adam Sandler ($41 million); Mark Wahlberg ($32 million, thanks to Ted 2 and his producing stint on such projects as HBO’s Entourage and Ballers); Johnny Depp ($30 million, no thanks to Mortdecai); Channing Tatum and Leonardo DiCaprio ($29 million apiece); and Sofia Vergara and Kevin Hart ($28.5 million each). LOS ANGELES - Embattled US comedian Bill Cosby admitted having supplied powerful sedatives to at least one woman in order to have sex with her, court documents unsealed on Monday showed. Cosby admitted that in 1976 he had supplied Quaaludes -- a strong depressant widely used in the 1960s and 70s, but which has been discontinued in the United States -- to a woman who later accused him of sexual assault. The disgraced television icon, who is accused of sex abuse by some 30 women spanning four decades, made the admission in a deposition in 2005. The 77-year-old actor was questioned by Dolores Troiani, a lawyer for Andrea Constand, a former women’s basketball director at Philadelphia’s Temple University where Cosby studied and was, until recently, a member of the board of trustees. Constand later took a civil case against Cosby, but the case was dropped by the court due to insufficient evidence. Cosby’s lawyers had long sought to block publication of the court transcripts, but they were released Monday on the PACER public court records website. The comedian’s attorneys had argued that his right to privacy meant the records should be kept sealed. US District Court Judge Eduardo Robreno rejected that argument in a memo on Monday, highlighting “the stark contrast between Bill Cosby, the

public moralist and Bill Cosby, the subject of serious allegations concerning improper (and perhaps criminal) conduct.” Robreno added that the public has “a significant interest” in the deposition. His “moralist” remark was a reference to Cosby’s frequent pronouncements on parenting and good behavior, piggybacking on his role as one of America’s most famous TV dads in “The Cosby Show.” The family sitcom was a huge hit in the 1980s and 1990s, making the actor a household name in the US and around the world. Before fronting The Cosby Show, Cosby was already famous as a standup comedian and as one of the few black actors at the time to land lead roles, including in the hit secretagent TV series “I Spy.” But from one of America’s bestloved celebrities Cosby has gone to one of its most reviled. The entertainer was forced to resigned from the board of Temple University, his alma mater, last December, as sexual abuse allegations against him mounted. He has also canceled several planned comedy engagements and a Cosby television special that was planned for late last year was scuttled. In an exchange between Cosby and Troiani documented in the court transcript made public on Monday, the comic admitted having obtained seven prescriptions for Quaaludes. (afp)

One of the breakthroughs made by Badung is issuing the Regent Regulation No.36/2014 on minimum standards of land area and room area as well as supporting facilities of hotel and condotel. The policy imposed starting on August 1, 2014 is believed to be capable of posing the growth of hotel and condotel room in the region. Unfortunately, the policy is now unable to slow down the growth of accommodation. Like double-edged sword, the policy dated June 3, 2014, also indirectly closes t h e

opportunity for local people to contribute in the sector. “It is true that the Regulation of Badung Regent prohibiting the establishment of hotel on the land less than 0.50 hectares in Southern Badung has good and bad side like a double-edged knife. The land of at least 0.50 hectare is mostly owned by outside investors, while local residents mostly have land less than 0.50 hectare,” said Chairman of the Indonesia Tourism Intellectual Association (ICPI) of Bali, I Putu Anom. He did n o t

dismiss if there are some local residents who have more than 0.50 hectare of land such as in the area of Pecatu, Bukit Jimbaran. However, it must be admitted that they are much constrained in capital if they want to build accommodation. “They have very limited capital to build, including the hotel operations. As a result, local residents tend to sell some of their land in order to get capital or lease their land,” he said. Nevertheless, this member of the BPPD Badung from Kapal village, Mengwi, does not expect if people build new accommodation because the hotel room has been oversupply. Ultimately, it will result in unfair competition because the rooms are sold at lower price. “It is time for us to implement the moratorium consistently. Do not always pursue the target of regionally generat-

ed revenue from hotel and restaurant tax, but try to increase the revenue from other sectors remaining to have many opportunities that can be achieved as long as the leaders carefully see the opportunity,” he said. He acknowledged that people now want to get rich by selling land to buyers from outside Bali, including to foreigners. This move will certainly shift the local community and they no longer become a host in Bali. “Now, we all have to go back to our identity by observing and applying noble philosophical values of Hinduism,” he said. Earlier, Chairman of the Indonesia Hotel and Restaurant Association (PHRI) of Badung Chapter, IGN Ray Suryawijaya, argued that the Regent Regulation No.36/2014 on minimal standard o f building

and room area for hotel and condotel is expected not only to be a paper tiger. The regulation carrying minimal area for hotel development with 0.50 hectare in Kuta, 0.75 hectare in Northern Kuta and one hectare in Southern Kuta is mentioned to be able to stop the rampant hotel development in Badung. However, the regulation will not be effective as long as the supervision by government is not optimal. “The Regent Regulation must not only be on paper, but should be disseminated and supervised by the officers, the House and the community,” he said.

SEMARAPURA - Repression against mosaic stone seekers on Klotok Beach causes pros and cons in the community. The government of Klungkung is also asked to conduct a study related to damage on Klotok Beach caused by the illegal mining. The study conducted can be the basis of the Regent of Klungkung, I Nyoman Suwirta, in making a policy. All this time, the government of Klungkung cannot provide a solution for hundreds of mosaic stone seekers whose livelihood relies on Klotok Beach. Chairman of Hanura Klungkung, I Putu Tika, asserted that it needs a comprehensive review on the damage to nature occurred on Klotok Beach. It is done to determine the cause of abrasion currently destroying the Klotok Beach. By that way, the people having searched for mosaic stone on Klotok Beach for decades will not be made scapegoat for the damage. On the other hand, the government of Klungkung is asked to find a solution for hundreds of people seeking mosaic stones. This former legislator of Klungkung revealed there were at least 500 people whose livelihood relies on the seeking of mosaic stones. The mistake of the government of Klungkung in

the handling or policies can cause hundreds of people to lose their livelihood. Moreover, the mosaic stone seekers are averagely sharecroppers whose economic condition is below poverty line. His party also asked the Klungkung House on duties to find solutions if the government of Klungkung will discipline the mosaic stone seekers. Do not let the actions taken even causes a new problem for society. “Do not be like the abbreviation of DPRD (parliament) meaning to give priority on self interest, while public interest next. People’s representative must defend public interest and find solution for them with the

executive,” he added. Separately, Chairman of Commission I of the Klungkung House, Komang Suantara, asked the government of Klungkung, in this case Regent Suwirta, to take definite measures. So far, the mosaic stone seekers are getting rampant while the regent seems to keep silent. “There should be a deadline, how long he will find a solution so that this problem will not be undecided,” he sneered. When asked for his confirmation related to the study on environmental damage on Klotok Beach, the Acting Head of Klungkung Environment Agency, I Wayan Wasta, could not be reached. (dwa)

DENPASAR - Based on the data from the Bali Health Agency in 2014, the total number of new mental disorder patients reached 1,209 people, while the existing patient reached 3,526 people so that they totally amounted to 4,735 patients. They are the data of Buleleng, Tabanan and Denpasar. From that data, Buleleng has a majority of new patients of mental disorder namely 741 people, Tabanan (308 people), and Denpasar (160 people). In the meantime, the data in 2015 show that Karangasem County has new patients with mental disorders reaching 74 people, while the existing patients reaches 426 people so that they bring the total to 500 people. The Head of the Bali Health Agency, Ketut Suarjaya, said that eight of the patients with mental disorder are shackled, where five people are in Tabanan, two in Denpasar and another in Badung. “These are our data and all of them have been given a handling, but still shackled,” he said, Monday (Jul. 7). In Bali there are 15 psychiatrists, where one is respectively in charge of the hospital in Buleleng, Badung, Tabanan, Gianyar, Denpasar (Wangaya), Bangli and two people at the Bangli Mental Hospital handling thousands of mental patients. “In the meantime, the Negara, Karangasem and Klungkung Hospital have no psychiatrists,” he said. In the meantime, Anak Ayu Sri Wahyuni, a psychiatrist at Sanglah Hospital, revealed that Sanglah Hospital receives an average of 12 outpatients with mental health disorder each day. She added that Lely Room is specially treating patients with mental disorders having 20 beds with a maximum capacity of 11 people. “On average, we are treating four hospitalized patients each day, while sometimes the room is empty,” she said not long ago. Currently, Sanglah Hospital is treating five patients with mental disorders consisting of four male patients and one female patient. Sanglah Hospital also has an isolation room for patients with mental disorders with specific circumstance and 10 psychiatrists. Wahyuni explained that patients hospitalized at Sanglah Hospital are in psychiatric emergency category, having tendencies to make noises, running amuck and rampaging because it can injure themselves or others or patients may abandon themselves like unwilling to eat or drink. Sometimes mental patients also have complication with other physical disorders such as kidney failure or diabetes. “Patients may injure themselves such as by drinking Baygon, trying to hang or trying to cut their veins,” she explained. Mental patients with complications of disease are treated by a psychiatrist team as well as other specialists such as specialist doctor in internal medicine. Having been treated more than 14 days, while the patients do not show a change in the right direction while they have been given drugs in maximal dose according to standard they need further treatment. “If their family agrees, the patients are sent to a special hospital namely the Mental Hospital in Bangli,” she said. On the contrary, if the Bangli Health Hospital has mental patients experiencing physical illness such as convulsions or unwilling to eat, then they can be sent to Sanglah Hospital. Considering Sanglah Hospital is a public hospital, there are patients with other diseases that cannot be disturbed, and then the mental patients are treated in Bangli Mental Hospital. “Public hospitals may only care for 14 days. Its treatment time is limited,” she said. In the meantime, the mental patients with complication disease are treated until the disease is getting better. She also explained about the differences of general hospital from mental hospital. “Here (at Sanglah Hospital), patients can be waited by family, while mental hospital patients are only waited while in emergency room. When patients are treated in a quiet room, it is unnecessary for family to wait,” she explained. (kmb42)

Balinese Temple Ceremony

Every Temple and Shrine has a special date for it annual Ceremony, or “ Odalan “, every 210 days according to Balinese calendar, including the smaller ancestral shrine which each family possesses. Pregnant drinking common in Ireland, England, Australasia: study

PARIS - Twenty to 80 percent of women questioned in England, Ireland, Australia and New Zealand drank alcohol while pregnant, researchers said Tuesday, flagging a “significant public health concern”.

Though most had “low levels” of intake, the data suggested that alcohol use in pregnancy was prevalent and socially pervasive, said a study in the journal BMJ Open. “New policy and interventions are required to reduce alcohol prevalence both prior to and during pregnancy,” the authors wrote. The World Health Organization (WHO) warns that alcohol use during pregnancy can damage the unborn child for life -- though there is no certainty about the dose at which it becomes dangerous. The worst effects are seen with foetal alcohol syndrome -- whose symptoms can include facial abnormalities, and physical and intellectual disabilities. Drinking while pregnant can also lead to miscarriages, and premature or still births, says the WHO website, and pregnant women are generally advised not to drink. SCOPE had the highest overall reported prevalence, at 82 percent, of drinking during pregnancy, the team said, and GUI the lowest at 20 percent. The number for PRAMS was 46 percent. SCOPE also had the highest prevalence, 45 percent, of binge drinking while pregnant -- measured as six or more units of alcohol per sitting. Signs of aging appear in mid-20s, study finds

MIAMI - Aging is typically studied in the elderly, but a study released Monday said different rates of aging can be detected as early as the mid-20s. The findings in the Proceedings of the National Academy of Sciences’ July 6 issue are based on a group of 954 people born in New Zealand in 1972 or 1973. Researchers collected data on the subjects’ kidney, liver and lung function, dental health, the blood vessels in the eyes as well as their metabolism and immune system

They also measured cholesterol, fitness levels and the length of the telomeres, which are the protective caps at the end of chromosomes that have been found to shorten with age. Using a total of 18 biological measurements, researchers determined a “biological age” for each participant at age 38 -- with some registering under 30 and others appearing to be nearly 60. When scientists looked closely at the ones who had aged more

quickly, they found signs of deterioration were apparent at age 26, the age when the first set of biological measurements were taken. Most of those in the group were aging at the expected rate of one biological year per chronological year, or even less. Others were aging as fast as three biological years per chronological year. Those whose bodies were aging faster also “scored worse on tests typically given to people over 60,

including tests of balance and coordination and solving unfamiliar problems,” said the study. And when a group of university students at Duke was asked to look at pictures of people in the group, they consistently rated as older those whose bodies were aging more quickly than the rest. Study authors said their findings pave the way for future tests that may be easier and cheaper to implement, so that people can find out how fast they are aging in their 20s, when they might

be able to do something about it and possibly prevent age-related diseases. Previous research has shown that genes account for only about 20 percent of aging, leaving the rest up to health behaviors and the environment. “That gives us some hope that medicine might be able to slow aging and give people more healthy active years,” said senior author Terrie Moffitt, professor of psychology and neuroscience at Duke University. AMLAPURA - Amed tourism area at Purwakerti village, Abang subdistrict, has become one of the main tourist destinations of Karangasem County. However, the famous name of Amed has not been supported by adequate public facilities, particularly regarding the efforts to protect the environment. Amed has not yet owned a temporary landfill. As a result, waste is still often dumped into the sea. Headman of Purwakerti, I Wayan Sentuni Artana, when contacted on Wednesday admitted that Amed has not yet owned a temporary landfill. He regretted that local government only ‘sells’ Amed as a tourist destination. Every year it has contributed regionally generated revenue (PAD) through hotel and restaurant tax. However, the contribution in improving the look of Amed is still very minimal. The making of temporary landfill has been proposed for many times to local government, including in the subdistrict development plan meeting. However, until these days there has been no realization. So, the waste is still dumped into the sea. However, due to persuasive approach made to residents in recent years, the amount of waste dumped in the sea is already on the wane. This time some people have started to realize and choose to create their own dust bin at every single lane. Then, it is transported to landfill at their expense. As a tourist destination, Sentuni wants the Purwakerti village, especially Amed, to have a temporary landfill. Other than accommodating waste from residents and tourism activities, his party also wants to manage the waste independently. Thus, Purwakerti village can independently be responsible for waste production and preserving the local environment. He said that the land has been ready and the

landfill just needs to be built around Amed area. The Head of the Karangasem Sanitation and Landscaping Agency, I Made Suama, when contacted on Tuesday (Jul. 7) said that his party actually has built an integrated landfill at Culik village whose service is planned to reach Amed. Since it was built in 2014, this landfill is managed by local community group. It was built at the location because the group is ready to manage and prepares land along with operational costs. “The service is also planned to reach Amed,” he said. If it can have served hoteliers at Amed, there will be surely contribution to the income of the group. Unfortunately, at the moment the group can only provide services around Culik village. So far, local government can only provide assistance in the form of building,

waste processing machine and three units of tricycle. Thus, it is unable to serve to Amed because it has not owned garbage truck. This group already requested the assistance of dump truck to local government for service expansion. “Until these days, we have not been able to meet the request (procurement of dump truck) due to budget constraint,” he said. With this budget constraint, his party hoped this issue can also be answered by Bali provincial government. He asserted that provincial government often provides such assistance to other counties or municipality in Bali. Only Karangasem very rarely gets it whereas it is very much required. Environment quality threatened

DENPASAR - Government judged to have carelessly approved investment, chiefly the investment in tourism sector. As the impact, the government has also become inconsistent in maintaining the quality of environment. This was stated by Executive Director of WALHI Bali, Suriadi Darmoko. Actually the government, said Suriadi, has performed several studies related to pollution of coastal or river areas through the Environment Agency. The sources of beach pollution in particular have been clear, namely the beaches becoming favorite tourist destinations and the surrounding areas having many tourist accommodations. It also includes the beaches becoming the center of crossing activities or harbors. “The harbor is clearly having an environmental impact analysis (EIA), so what about its enforcement? Later on, the hotel in the vicinity of the beaches becoming a favorite tourist destination must have a clear commitment. So, there should be consistency to oversee the environmental document. All this time, the process is not accompanied with supervision effort, and it has almost never been heard about the law enforcement on the environmental document,” he said. A similar case, added Suriadi, also occurred during the construction of the Bali Mandara Toll Road. In the EIA document, in truth there was never any backfill in the construction of the highway above the water surface. But the sea backfilling remained to be done. When the government does not enforce the moratorium of hotel construction, said Suriadi, it does not only have implication for the environmental damages in South Bali, but also in other areas of Bali. In South Bali, for instance, massive hotel construction also causes massive land conversion. Not to mention the need for water and electricity tends to increase.

Unsurprisingly, Bali is now threatened by water crisis. “The addition of hotel also increases the need for land or sand for building. Quarry in Bali will not be as massive as today if only used to build people’s houses, not hotels. Source of the quarry is usually in the eastern part of Bali, so that it will also cause damages to the environment, not only in South Bali,” he explained. Suriadi asked the government not to carelessly approve any incoming investment. Then, it will be made a reason to revise the existing rules. So, please also look at the conditions in the field, whether people are openly receiving the investment or not. On average, the investment projects coming into Bali are conducted secretly. Police arrest perpetrator of illegal logging

TABANAN - The ranks of the Tabanan Police Criminal Investigation Unit arrested an offender alleged to have committed theft of timber (illegal logging) in a protected forest area of Nyuh Gading hamlet, Mundeh village, West Selemadeg subdistrict. The perpetrator successfully secured is Slamet Hadi, 32, a villager of West Sroyo, Bangunsari village, Songgon, East Java. Now, the perpetrator is detained in Tabanan Police Headquarters and a number of evidences such as two units of chainsaw and 38 rods of processed teakwood of various sizes. Chief of the Tabanan Police Criminal Investigation Unit, Nyoman Sukanada, with permission from the Chief of Tabanan Police, Komang Suartana, said that the perpetrator was arrested when his personnel from of West Selemadeg Police made a joint patrol with the officers of Bali Forestry Service at local protected forest area. When passing at the scene, they saw two stumps of teak trees, but the timber is gone. Being suspicious of illegal logging activities, police then made an investigation. Eventually it leads to the perpetrator. “Finally we managed to secure the perpetrator. He also admitted to have cut down the trees in the forest, while the timber is kept in the warehouse,” he said, Tuesday (Jul. 7). To account for his action, he said that the perpetrator will be charged under Article 82 paragraph (1) a, b and c of Law No.18/2013 on the Prevention and Eradication of Forest Destruction. “The threat of punishment is minimally one year and maximally five years,” he concluded. As seen on Tuesday (Jul. 7), hundreds of lane dividers in the form of water barriers were installed along two kilometers at Gilimanuk. National road towards Gilimanuk Harbor is planned to be sterilized from private cars diverted to other roads in the aisles of settlements. Chief of Jembrana Police Traffic Affairs, I Gede Sumadra Kerthiawan, seen to monitor the installation said that Jembrana Police put up at least 450 water barriers from the junction of maneuver parking to Cekik. It is about two kilometers and during the homecoming and backflow period the road section is divided. Private cars will be diverted to aisles when entering the Entrance Gates or about 1.5 km from maneuver parking. In

addition to traffic affair officers, the installation of water barrier also involved municipal police and janitors to fill in water. AMLAPURA - The defendant marijuana user Arash Honar Kar Saveh, 52, from France, in front of a panel of judges on the trial frankly confessed his deed. was tourist consuming marijuana at his rented house at Bias Lantang. In advance, he had a binge drinking with eight fellows of local residents. When getting drunk, he came into his room, and then went out of the room with a cigarette looking unlike regular cigarette. It happened because it exuded thick billowing smoke. When searched by police, he had refused to be searched. Then, he fell onto the floor like fainting. After being quiet and when to be searched by police, he refused to be searched as police did not put on official uniform. Police conducted the search was witnessed by local residents. From under his mattress, police found dried leaves wrapped in a clear plastic clip suspected to be marijuana. The evidence was then examined in forensic laboratory and it was positive for marijuana. Results of his urine test indicated that he was also positive to be drug user. Arash admitted to have obtained eight grams gross of marijuana (six grams net) from someone in Gili Air, NTB. The trial against Arash with the agenda of reading the demand yesterday was postponed because the prosecutors were not ready with their demands. (013)

It is one of more than 250 districts — or nearly 20 percent of the country — that have been declared emergency disaster zones as the prolonged drought becomes the worst in decades, its impact felt most acutely by farmers growing Thailand’s most important agricultural export: rice. At the beginning of July, the amount of usable water in major dams across the country — except in the west — dropped to below 10 percent, according to the Irrigation Department. The water level at Bhumibol Dam has dropped to its lowest point in 51 years. In the capital, Bangkok, the Metropolitan Waterworks Authority has been slowing down tap water production since May. The head of the authority, Gov. Thanasak Watanathana, told The Associated Press that without rains, the current water supply for daily consumption in Bangkok and its nearby provinces will last only 30 days. The Thai Rice Exporters Association says at least 3 million tons of off-season rice has disappeared from the stock since the beginning of the year due to the drought. German attempts to break down barriers for deaf in N. Korea

PYONGYANG, North Korea — In a country with zero kindergartens specifically for the deaf, Robert Grund wants to help establish the first — just a small suite of rooms for perhaps a couple dozen kids, in North Korea’s capital, Pyongyang, a city of roughly 2.5 million. It’s a small step, but Grund, the Pyongyang representative of the World Federation of the Deaf and the city’s only full-time deaf foreign resident, sees it as part of a larger push to end isolation for the deaf here by helping them be heard, involved and empowered in projects about them. He appears to be making progress. Over the past few years, North Korean officials have grown more receptive to helping the disabled. Events have become more frequent and get a higher profile in the state-

The North last month held high-profile events to mark Disabled Persons Day. The kindergarten project is also coming together. China unveils new measures to prop up stocks

BEIJING — In a flurry of new moves to halt a stock market slide, China’s government on Wednesday told state companies and corporate executives to buy shares, raised the amount of equities insurance companies can hold and promised more credit to finance trading. Hundreds of companies have announced a halt to trading in their shares after emergency measures announced last weekend failed to stop a slide that has dragged down the benchmark Shanghai Composite Index by more than 30 percent since early June. Despite the new measures, the Shanghai index lost another 5.9 percent on Wednesday and Hong Kong’s Hang Seng index closed down 5.8 percent after earlier diving as much as 8.5 percent. The decline threatens to fuel political tensions and set back Communist Party plans to use financial markets to make China’s statedominated economy more productive. The party wants to encourage stock ownership but small investors whose holdings have plunged in value say they will no longer buy shares. “The central government made considerable reputational investment in the rally over the last year, particularly via ample cheerleading from state media,” said IHS Global

Insight economist Brian Jackson in a report. “As a result, support is likely to remain extraordinary, although that will find difficulty reversing the rapid shift in attitudes by retail investors.” On Wednesday, the Cabinet agency that oversees China’s biggest state-owned companies said it had told them not to sell shares and to buy more “in order to safeguard market stability.” In a separate order, the securities regulator told directors, executives and senior managers of publicly traded companies who have sold shares in those companies within the past six months to buy them back and said they are barred from selling. Batu Panes Temple TABANAN - Tabanan Regency retains some unique temple heritages. One of them is the Batu Panes Temple located at Mengesta customary village, Penebel. The temple situated amidst the rice field has some uniqueness compared to other temples. The most bizarre is the entrance to the temple located in the southwest. Reputedly, it is a symbol of prosperity and believed to have a capability of treating various diseases. Another unique nature is the temple has no compound walls, including the split gates as the main entrance. Even, temple is actually surrounded by a small lake that never dries up all the year round. The lake is overgrown by thousands of beautiful lotuses appearing naturally. It is unknown for sure about

Uniquely, when it falls on dark moon or full moon, the procession should be filled with pedudusan alit and melasti (purificatory rite for ritual paraphernalia and effigy) to whitewater of Babahan. This ritual usually falls every 10 times of anniversary. As the temple belonging to subak members (farmers), they routinely present the offering and once a year they present annual oblation or chips. In 2007, a discrepancy occurred where the supporting devotees agreed to hold a customary meeting for changing the position of the entrance into the

temple from the southwest to the center. When organizing a meeting in the wantilan hall of the temple, all the customary villagers were in trance and prohibited to move the entrance of the temple. Based on the research on the Ganesh effigy in the Puseh Belulang Temple, the Batu Panes was estimated to originate from 1400 BC. It is based on the materials of the effigy and temple buildings of Puseh Belulang that do not apply multi-tiered meru shrine as commonly found in Bali. “It is only an estimate because there has not been a concrete study,” he said. Other than sanctum, location of the Batu Panes Temple has also become a water attraction. Visitors usually enjoy the hot spring believed to have the efficacy to cure some illnesses. Six powers and Iran to continue nuclear talks past deadline

VIENNA - Iran and six major powers will keep negotiating past Tuesday’s deadline for a long-term nuclear agreement as they tackle the most contentious issues, including the continuation of a U.N. arms embargo on Iran, the big powers said. “We are continuing to negotiate for the next couple of days,” EU foreign policy chief Federica Mogherini said outside the hotel where the talks between Iran, Britain, China, France, Germany, Russia and the United States are taking place. The spokeswoman for the U.S. delegation, Marie Harf, said the terms of an interim deal between Iran and the six would be extended through Friday to give negotiators a few more days to finish their work. “We’re frankly more concerned about the quality of the deal than we are about the clock, though we also know that difficult decisions won’t get any easier with time,” Harf said. “That is why we are continuing to negotiate.” The United States and its allies fear Iran is using its civilian nuclear programme as a cover to develop a nuclear weapons capability. Iran says its programme is peaceful. An agreement would be the most important milestone in decades towards easing hostility between the United States and Iran, enemies since Iranian revolutionaries captured 52 hostages in the U.S. embassy in Tehran in 1979. A deal would be an important achievement for U.S. President Barack Obama and Iran’s pragmatist president Hassan Rouhani, but both leaders face scepticism from powerful hardliners at home. Russian Foreign Minister Sergei Lavrov said there was “every reason” to believe a deal would be done within “a few days”, and that there was an “understanding” that most of the current sanctions against Iran would be lifted. “There is only one big problem in terms of sanctions - it is the problem of a weapons embargo,” he told journalists according to Russian news agency Interfax. He said it was important to reach agreement on this as soon as possible, saying that “ending the bans on supplies to Iran of the weapons required to fight terrorism is a very, very relevant objective”. It is the fourth time the parties have extended the terms of the interim deal, which was struck in November 2013 and provided Iran with limited sanctions relief in exchange for a halt to the production of uranium enriched to a

The comprehensive deal under discussion is aimed at curbing Tehran’s most sensitive nuclear work for a decade or more, in exchange for relief from economic sanctions that have slashed Iran’s oil exports and crippled its economy. JAKARTA - Indonesian Air Force Chief of Staff Marshal Agus Supriatna revealed that he has conducted a study to replace Hercules aircraft with new transport aircraft. “We have conducted a study to replace Hercules aircraft with the new ones either from France, the United States, or Russia, but the replacement depends on the government,” Supriatna stated at the Cilangkap Air Force Headquarters in East Jakarta on Tuesday. According to Supriatna, the result of the study has been submitted to the Ministry of Defense to arrive at a decision on whether to replace the Hercules aircraft with the new transport aircraft. “Our 2015-2019 strategic plan is to replace the F5 jet fighters and to procure heavy transport aircraft, heavy transport helicopters, and large transport helicopters,” he affirmed. When contacted separately, Defense Ministry’s Head of Public Communication Brigadier General Jundan Eko Bintoro justified the plan to replace the Hercules aircraft with either Airbus A400M from France or Boeing C-17 from the United States, as the two types of transport aircraft have large capacity. “The Airbus A400M and Boeing C-17 are larger and newer, and the procurement is expected to be made during the period between 2016 and 2018,” Jundan added. The land area set forth in each district varies, where at least 0.50 hectare is set in Kuta, 0.75 hectare in Northern Kuta and one hectare in Southern Kuta. In the meantime, the room area of hotel and condotel including bathroom must be at least 32 square meters. It also set the other supporting facilities with a minimum standard equipped with front office, hotel lobby, kitchen, dining room for guests of hotel or condotel, security booth, CCTV and fire extinguishers. JAKARTA - Indonesian police posing as wildlife buyers have arrested a suspected trafficker for selling protected eagles on Facebook, an official said Wednesday. Acting on a tip-off, authorities in Indonesia’s second-largest city of Surabaya swooped on the man’s home on Monday, where they discovered 14 eagles in cages and cardboard boxes, provincial police force spokesman Argo Yuwono told AFP. Among the various species were white-bellied sea eagles and spotted kestrels, as well as five baby eaglets, Yuwono said. “Before arresting him, we went undercover and acted as buyers to confirm he was selling the birds on Facebook,” he said. “Eagles are protected animals in Indonesia. Selling these birds is illegal and a serious crime.” It’s the first known case in Indonesia of wildlife being sold through the popular social networking site, the spokesman said. Police claim the man had been running his online operation for six months, selling eaglets for 750,000 rupiah ($56) and fully-grown birds for up to five million rupiah each. Yuwono said four of the eaglets had since died from illness, but the other birds had been sent to Indonesia’s natural resources conservation office, which deals with wildlifetrafficking cases. If found guilty of possessing and selling the protected animals, the trafficker could face five years prison and 100 million rupiah in fines. Indonesian police in May arrested a suspected wildlife smuggler after discovering nearly two dozen live birds, mostly yellow-crested cockatoos, jammed alive inside plastic water bottles in his luggage. LONDON — Victoria Azarenka didn’t like the line of questioning at all. It was then that the laughter from

the crowd came while play was still going on, prompting chair umpire Marija Cicak to ask the spectators to quiet down. Williams said she didn’t think the crowd was purposefully being disrespectful, but as questions about the noise level persisted, the 20-time Grand Slam champion put a quick stop to the interrogation. “I’m done with controversy,” Williams said, raising her hand in the air. “I can’t. I’m tired. I have to do ice bath. If you have any other questions, I’m cool, but I’m done with that.” Azarenka, getting more animated as she spoke in an earlier news conference, joked that maybe the people in the crowd had too much to drink. “Every time the announcer says, ‘Make sure you hydrate yourself,’ I think he means with water, not with alcohol,” Azarenka said, before then turning the incident into a positive. “So if they were laughing, that means in a way we put on a good show. SAO PAULO — Brazil is still trying to regroup a year after its worst loss ever. On Wednesday’s anniversary of its humiliating 7-1 home World Cup loss to Germany, there is no sign the Selecao are back on the right track. Brazilian football continued to struggle after the disastrous defeat in the semifinals of its home tournament, both on and off the field. Brazil was eliminated by Paraguay in the quarterfinals of the Copa America last month, failing in its first official tournament since the World Cup, and a vice president of the local federation was among those detained in Switzerland in connection to the FIFA corruption scandal that erupted in May. Last week, the Brazilian confederation finally decided to seek help. The confederation announced it wants to talk to as many people as possible to discuss ways to improve local football. It created a council that will include coaches, foreign coaches, past world champions and members of several different areas of the game, including media, health and technology professionals. Former Brazil coaches gathered at the confederation’s headquarters in Rio de Janeiro for the first meeting on Monday, and several others are expected to take place in the next few weeks. The goal is to find a way to reestablish “the identity of our football,” the confederation said. “This integration is very important at this difficult moment in Brazilian football,” said former coach Paulo Roberto Falcao. “We need to help in any way we can.” Among the former coaches who attended the first meeting were Carlos Alberto Parreira, Mario Zagallo, Carlos Alberto Silva and Sebastiao Lazzaroni. “They are honored to be able to help,” said Gilmar Rinaldi, the

confederation official overseeing the national team. “We made sure they understood the importance of their opinions. They came here not only to point to the problems in Brazilian football, but also to help find solutions to solve these problems, which is what we are trying to do right now.” The next step will be to bring “10 to 15 former champions” to talk about Brazilian football and the national team, Rinaldi said. “We want to win, we want to create a winning environment in Brazilian football,” said coach Dunga, who was Brazil’s captain when it won the 1994 World Cup. “It’s important to bring new ideas so we can discuss them together.” Parreira, Brazil’s coach in 1994, said the country needs to focus on improving Brazilian domestic clubs. “We keep trying to fix Brazilian football by fixing the national team, but it should be the other way around,” he said. “We will fix the national team by improving the infrastructure at the base, at the club, which has always been the most important thing in football.” Falcao, who played in the in 1982 and 1986 World Cups, said Brazil needs to focus on the development of players, giving talented youngsters opportunities to keep growing throughout their careers. “Brazil should be focusing on finding above-average players, not necessarily spectacular players,” he said. “Germany won the World Cup without a spectacular player, but it did it with five or so players who were above average.”

FRISCO — Two headed goals by Clint Dempsey gave the United States a 2-1 victory over Honduras on Tuesday and a successful start to its title defense in the CONCACAF Gold Cup. Dempsey’s goals in the 25th and 64th minutes were created from crosses from Michael Bradley, wearing the captain’s armband in his 100th international appearance. Dempsey’s big night came in the same area where the East Texas native trained as a youth, and he boosted the Americans to 13-0 in Gold Cup openers. Carlos Discua scored his first international goal in the 69th minute for Honduras, a semifinalist in the past three Gold Cups. “It wasn’t our best performance, but we’re happy to get three points from our first game,” Dempsey said. It was the first competitive match for the U.S. since losing to Belgium in overtime in the second round of last year’s World Cup. The Americans meet Haiti on Friday and Panama on Monday. opener. The first goal developed when DeAndre Yedlin played a corner kick short to Bradley, who crossed to the far post. Brazil still trying to regroup a year after 7-1 loss

SAO PAULO — Brazil is still trying to regroup a year after its worst loss ever. On Wednesday’s anniversary of its humiliating 7-1 home World Cup loss to Germany, there is no sign the Selecao are back on the right track. Brazilian football continued to struggle after the disastrous defeat in the semifinals of its home tournament, both on and off the field. Brazil was eliminated by Paraguay in the quarterfinals of the Copa America last month, failing in its first official tournament since the World Cup, and a vice president of the local federation was among those detained in Switzerland in connection to the FIFA corruption scandal that erupted in May. Last week, the Brazilian confederation finally decided to seek help. The confederation announced it wants to talk to as many people as possible to discuss ways to improve local football. It created a council that will include coaches, foreign coaches, past world champions and members of several different areas of the game, including media, health and technology professionals. Former Brazil coaches gathered at the confederation’s headquarters in Rio de Janeiro for the first meeting on Monday, and several others are expected to take place in the next few weeks. The goal is to find a way to reestablish “the identity of our football,” the confederation said. “This integration is very important at this difficult moment in Brazilian football,” said former coach Paulo Roberto Falcao. “We need to help in any way we can.” Among the former coaches who attended the first meeting were Carlos Alberto Parreira, Mario Zagallo, Carlos Alberto Silva and Sebastiao Lazzaroni. “They are honored to be able to help,” said Gilmar Rinaldi, the

confederation official overseeing the national team. “We made sure they understood the importance of their opinions. They came here not only to point to the problems in Brazilian football, but also to help find solutions to solve these problems, which is what we are trying to do right now.” The next step will be to bring “10 to 15 former champions” to talk about Brazilian football and the national team, Rinaldi said. “We want to win, we want to create a winning environment in Brazilian football,” said coach Dunga, who was Brazil’s captain when it won the 1994 World Cup. “It’s important to bring new ideas so we can discuss them together.” Parreira, Brazil’s coach in 1994, said the country needs to focus on improving Brazilian domestic clubs. “We keep trying to fix Brazilian football by fixing the national team, but it should be the other way around,” he said. “We will fix the national team by improving the infrastructure at the base, at the club, which has always been the most important thing in football.” Falcao, who played in the in 1982 and 1986 World Cups, said Brazil needs to focus on the development of players, giving talented youngsters opportunities to keep growing throughout their careers. “Brazil should be focusing on finding above-average players, not necessarily spectacular players,” he said. “Germany won the World Cup without a spectacular player, but it did it with five or so players who were above average.”

Milan stadium plans clear major hurdle MILAN - AC Milan have cleared a major hurdle in their plans to build a new stadium after their bid to acquire the city’s former trade fair grounds was approved by the foundation which owns the land. Milan, who currently share the ageing municipal San Siro stadium with rivals Inter Milan, are planning to build a 48,000-capacity arena in time for the 2018-19 campaign. “It is the first historic step,” said club director Barbara Berlusconi in

Azarenka takes exception to questioning about noise

LONDON — Victoria Azarenka didn’t like the line of questioning at all. The two-time Australian Open champion lost to Serena Williams 3-6, 6-2, 6-3 Tuesday on Centre Court in a high-quality match at Wimbledon, and was then asked about the crowd laughing at the two during play for making loud noises while hitting the ball. “I’m so tired of these questions all the time,” said Azarenka, a former top-ranked player from Belarus. “It’s so, in a way, annoying because guys grunt. I was practicing next to (Rafael) Nadal and he grunts louder than me. “Look at the good stuff. Stop bringing this ridiculous stuff,” Azarenka went on. “Let’s put aside the noise and how she looks, and look at the game. The game proved itself today.” Many players, men and women, make loud noises during shots or just after. While some find the practice disturbing, many players say it just comes naturally. On Tuesday, Azarenka started to produce louder noises as Williams started her comeback in the second set. But as Azarenka’s volume grew, so did the sounds emanating from the other side. It was then that the laughter from

the crowd came while play was still going on, prompting chair umpire Marija Cicak to ask the spectators to quiet down. Williams said she didn’t think the crowd was purposefully being disrespectful, but as questions about the noise level persisted, the 20-time Grand Slam champion put a quick stop to the interrogation. “I’m done with controversy,” Williams said, raising her hand in the air. “I can’t. I’m tired. I have to do ice bath. If you have any other questions, I’m cool, but I’m done with that.” Azarenka, getting more animated as she spoke in an earlier news conference, joked that maybe the people in the crowd had too much to drink. “Every time the announcer says, ‘Make sure you hydrate yourself,’ I think he means with water, not with alcohol,” Azarenka said, before then turning the incident into a positive. “So if they were laughing, that means in a way we put on a good show. Six powers and Iran to continue nuclear talks past deadline

VIENNA - Iran and six major powers will keep negotiating past Tuesday’s deadline for a long-term nuclear agreement as they tackle the most contentious issues, including the continuation of a U.N. arms embargo on Iran, the big powers said. “We are continuing to negotiate for the next couple of days,” EU foreign policy chief Federica Mogherini said outside the hotel where the talks between Iran, Britain, China, France, Germany, Russia and the United States are taking place. The spokeswoman for the U.S. delegation, Marie Harf, said the terms of an interim deal between Iran and the six would be extended through Friday to give negotiators a few more days to finish their work. “We’re frankly more concerned about the quality of the deal than we are about the clock, though we also know that difficult decisions won’t get any easier with time,” Harf said. “That is why we are continuing to negotiate.” The United States and its allies fear Iran is using its civilian nuclear programme as a cover to develop a nuclear weapons capability. Iran says its programme is peaceful. An agreement would be the most important milestone in decades towards easing hostility between the United States and Iran, enemies since Iranian revolutionaries captured 52 hostages in the U.S. embassy in Tehran in 1979. A deal would be an important achievement for U.S. President Barack Obama and Iran’s pragmatist president Hassan Rouhani, but both leaders face scepticism from powerful hardliners at home. Russian Foreign Minister Sergei Lavrov said there was “every reason” to believe a deal would be done within “a few days”, and that there was an “understanding” that most of the current sanctions against Iran would be lifted. “There is only one big problem in terms of sanctions - it is the problem of a weapons embargo,” he told journalists according to Russian news agency Interfax. He said it was important to reach agreement on this as soon as possible, saying that “ending the bans on supplies to Iran of the weapons required to fight terrorism is a very, very relevant objective”. JAKARTA - Indonesian Air Force Chief of Staff Marshal Agus Supriatna revealed that he has conducted a study to replace Hercules aircraft with new transport aircraft. “We have conducted a study to replace Hercules aircraft with the new ones either from France, the United States, or Russia, but the replacement depends on the government,” Supriatna stated at the Cilangkap Air Force Headquarters in East Jakarta on Tuesday. According to Supriatna, the result of the study has been submitted to the Ministry of Defense to arrive at a decision on whether to replace the Hercules aircraft with the new transport aircraft. “Our 2015-2019 strategic plan is to replace the F5 jet fighters and to procure heavy transport aircraft, heavy transport helicopters, and large transport helicopters,” he affirmed. When contacted separately, Defense Ministry’s Head of Public Communication Brigadier General Jundan Eko Bintoro justified the plan to replace the Hercules aircraft with either Airbus A400M from France or Boeing C-17 from the United States, as the two types of transport aircraft have large capacity. “The Airbus A400M and Boeing C-17 are larger and newer, and the procurement is expected to be made during the period between 2016 and 2018,” Jundan added. In the meantime, the room area of hotel and condotel including bathroom must be at least 32 square meters. JAKARTA - Indonesian police posing as wildlife buyers have arrested a suspected trafficker for selling protected eagles on Facebook, an official said Wednesday. Acting on a tip-off, authorities in Indonesia’s second-largest city of Surabaya swooped on the man’s home on Monday, where they discovered 14 eagles in cages and cardboard boxes, provincial police force spokesman Argo Yuwono told AFP. Among the various species were white-bellied sea eagles and spotted kestrels, as well as five baby eaglets, Yuwono said. “Before arresting him, we went undercover and acted as buyers to confirm he was selling the birds on Facebook,” he said. “Eagles are protected animals in Indonesia. Selling these birds is illegal and a serious crime.” It’s the first known case in Indonesia of wildlife being sold through the popular social networking site, the spokesman said. Police claim the man had been running his online operation for six months, selling eaglets for 750,000 rupiah ($56) and fully-grown birds for up to five million rupiah each. Yuwono said four of the eaglets had since died from illness, but the other birds had been sent to Indonesia’s natural resources conservation office, which deals with wildlifetrafficking cases. If found guilty of possessing and selling the protected animals, the trafficker could face five years prison and 100 million rupiah in fines. Indonesian police in May arrested a suspected wildlife smuggler after discovering nearly two dozen live birds, mostly yellow-crested cockatoos, jammed alive inside plastic water bottles in his luggage. BEIJING — In a flurry of new moves to halt a stock market slide, China’s government on Wednesday told state companies and corporate executives to buy shares, raised the amount of equities insurance companies can hold and promised more credit to finance trading. Hundreds of companies have announced a halt to trading in their shares after emergency measures announced last weekend failed to stop a slide that has dragged down the benchmark Shanghai Composite Index by more than 30 percent since early June. Despite the new measures, the Shanghai index lost another 5.9 percent on Wednesday and Hong Kong’s Hang Seng index closed down 5.8 percent after earlier diving as much as 8.5 percent. The decline threatens to fuel political tensions and set back Communist Party plans to use financial markets to make China’s statedominated economy more productive. The party wants to encourage stock ownership but small investors whose holdings have plunged in value say they will no longer buy shares. “The central government made considerable reputational investment in the rally over the last year, particularly via ample cheerleading from state media,” said IHS Global

The temple situated amidst the rice field has some uniqueness compared to other temples. The most bizarre is the entrance to the temple located in the southwest. Reputedly, it is a symbol of prosperity and believed to have a capability of treating various diseases. In 2007, a discrepancy occurred where the supporting devotees agreed to hold a customary meeting for changing the position of the entrance into the

temple from the southwest to the center. When organizing a meeting in the wantilan hall of the temple, all the customary villagers were in trance and prohibited to move the entrance of the temple. Based on the research on the Ganesh effigy in the Puseh Belulang Temple, the Batu Panes was estimated to originate from 1400 BC. It is based on the materials of the effigy and temple buildings of Puseh Belulang that do not apply multi-tiered meru shrine as commonly found in Bali. “It is only an estimate because there has not been a concrete study,” he said. Other than sanctum, location of the Batu Panes Temple has also become a water attraction. Visitors usually enjoy the hot spring believed to have the efficacy to cure some illnesses. Police arrest perpetrator of illegal logging

TABANAN - The ranks of the Tabanan Police Criminal Investigation Unit arrested an offender alleged to have committed theft of timber (illegal logging) in a protected forest area of Nyuh Gading hamlet, Mundeh village, West Selemadeg subdistrict. The perpetrator successfully secured is Slamet Hadi, 32, a villager of West Sroyo, Bangunsari village, Songgon, East Java. Now, the perpetrator is detained in Tabanan Police Headquarters and a number of evidences such as two units of chainsaw and 38 rods of processed teakwood of various sizes. Chief of the Tabanan Police Criminal Investigation Unit, Nyoman Sukanada, with permission from the Chief of Tabanan Police, Komang Suartana, said that the perpetrator was arrested when his personnel from of West Selemadeg Police made a joint patrol with the officers of Bali Forestry Service at local protected forest area. When passing at the scene, they saw two stumps of teak trees, but the timber is gone. Being suspicious of illegal logging activities, police then made an investigation. Eventually it leads to the perpetrator. “Finally we managed to secure the perpetrator. He also admitted to have cut down the trees in the forest, while the timber is kept in the warehouse,” he said, Tuesday (Jul. 7). To account for his action, he said that the perpetrator will be charged under Article 82 paragraph (1) a, b and c of Law No.18/2013 on the Prevention and Eradication of Forest Destruction. “The threat of punishment is minimally one year and maximally five years,” he concluded. It is one of more than 250 districts — or nearly 20 percent of the country — that have been declared emergency disaster zones as the prolonged drought becomes the worst in decades, its impact felt most acutely by farmers growing Thailand’s most important agricultural export: rice. At the beginning of July, the amount of usable water in major dams across the country — except in the west — dropped to below 10 percent, according to the Irrigation Department. The water level at Bhumibol Dam has dropped to its lowest point in 51 years. In the capital, Bangkok, the Metropolitan Waterworks Authority has been slowing down tap water production since May. The head of the authority, Gov. But because of the drought, the Office of Agricultural Economics estimates this year’s main crop will decrease by 11 percent, or about 24 million tons from the average of 27 million tons per year. The Thai Rice Exporters Association says at least 3 million tons of off-season rice has disappeared from the stock since the beginning of the year due to the drought. German attempts to break down barriers for deaf in N. Korea

PYONGYANG, North Korea — In a country with zero kindergartens specifically for the deaf, Robert Grund wants to help establish the first — just a small suite of rooms for perhaps a couple dozen kids, in North Korea’s capital, Pyongyang, a city of roughly 2.5 million. It’s a small step, but Grund, the Pyongyang representative of the World Federation of the Deaf and the city’s only full-time deaf foreign resident, sees it as part of a larger push to end isolation for the deaf here by helping them be heard, involved and empowered in projects about them. He appears to be making progress. Over the past few years, North Korean officials have grown more receptive to helping the disabled. Events have become more frequent and get a higher profile in the state-

run media, while more cultural exchanges are being allowed abroad. Recent media stories played up a new all-deaf soccer team. The North last month held high-profile events to mark Disabled Persons Day. The kindergarten project is also coming together. Grund says officials have approved a location for the facility, several rooms in a now under-used nursery building, and appear keen on opening it in time for the 70th anniversary of the founding of the country’s ruling party on Oct. 10. Pregnant drinking common in Ireland, England, Australasia: study

PARIS - Twenty to 80 percent of women questioned in England, Ireland, Australia and New Zealand drank alcohol while pregnant, researchers said Tuesday, flagging a “significant public health concern”.

Though most had “low levels” of intake, the data suggested that alcohol use in pregnancy was prevalent and socially pervasive, said a study in the journal BMJ Open. “New policy and interventions are required to reduce alcohol prevalence both prior to and during pregnancy,” the authors wrote. The World Health Organization (WHO) warns that alcohol use during pregnancy can damage the unborn child for life -- though there is no certainty about the dose at which it becomes dangerous. The worst effects are seen with foetal alcohol syndrome -- whose symptoms can include facial abnormalities, and physical and intellectual disabilities. Drinking while pregnant can also lead to miscarriages, and premature or still births, says the WHO website, and pregnant women are generally advised not to drink. SCOPE had the highest overall reported prevalence, at 82 percent, of drinking during pregnancy, the team said, and GUI the lowest at 20 percent. The number for PRAMS was 46 percent. SCOPE also had the highest prevalence, 45 percent, of binge drinking while pregnant -- measured as six or more units of alcohol per sitting. AMLAPURA - Amed tourism area at Purwakerti village, Abang subdistrict, has become one of the main tourist destinations of Karangasem County. However, the famous name of Amed has not been supported by adequate public facilities, particularly regarding the efforts to protect the environment. Amed has not yet owned a temporary landfill. As a result, waste is still often dumped into the sea. Headman of Purwakerti, I Wayan Sentuni Artana, when contacted on Wednesday admitted that Amed has not yet owned a temporary landfill. He regretted that local government only ‘sells’ Amed as a tourist destination. Every year it has contributed regionally generated revenue (PAD) through hotel and restaurant tax. However, the contribution in improving the look of Amed is still very minimal. The making of temporary landfill has been proposed for many times to local government, including in the subdistrict development plan meeting. However, until these days there has been no realization. So, the waste is still dumped into the sea. However, due to persuasive approach made to residents in recent years, the amount of waste dumped in the sea is already on the wane. This time some people have started to realize and choose to create their own dust bin at every single lane. Then, it is transported to landfill at their expense. As a tourist destination, Sentuni wants the Purwakerti village, especially Amed, to have a temporary landfill. Other than accommodating waste from residents and tourism activities, his party also wants to manage the waste independently. Thus, Purwakerti village can independently be responsible for waste production and preserving the local environment. He said that the land has been ready and the

landfill just needs to be built around Amed area. The Head of the Karangasem Sanitation and Landscaping Agency, I Made Suama, when contacted on Tuesday (Jul. 7) said that his party actually has built an integrated landfill at Culik village whose service is planned to reach Amed. Since it was built in 2014, this landfill is managed by local community group. It was built at the location because the group is ready to manage and prepares land along with operational costs. “The service is also planned to reach Amed,” he said. If it can have served hoteliers at Amed, there will be surely contribution to the income of the group. Unfortunately, at the moment the group can only provide services around Culik village. So far, local government can only provide assistance in the form of building,

waste processing machine and three units of tricycle. Thus, it is unable to serve to Amed because it has not owned garbage truck. This group already requested the assistance of dump truck to local government for service expansion. “Until these days, we have not been able to meet the request (procurement of dump truck) due to budget constraint,” he said. With this budget constraint, his party hoped this issue can also be answered by Bali provincial government. He asserted that provincial government often provides such assistance to other counties or municipality in Bali. Only Karangasem very rarely gets it whereas it is very much required. Environment quality threatened

DENPASAR - Government judged to have carelessly approved investment, chiefly the investment in tourism sector. As the impact, the government has also become inconsistent in maintaining the quality of environment. This was stated by Executive Director of WALHI Bali, Suriadi Darmoko. Actually the government, said Suriadi, has performed several studies related to pollution of coastal or river areas through the Environment Agency. The sources of beach pollution in particular have been clear, namely the beaches becoming favorite tourist destinations and the surrounding areas having many tourist accommodations. It also includes the beaches becoming the center of crossing activities or harbors. “The harbor is clearly having an environmental impact analysis (EIA), so what about its enforcement? Later on, the hotel in the vicinity of the beaches becoming a favorite tourist destination must have a clear commitment. So, there should be consistency to oversee the environmental document. All this time, the process is not accompanied with supervision effort, and it has almost never been heard about the law enforcement on the environmental document,” he said. A similar case, added Suriadi, also occurred during the construction of the Bali Mandara Toll Road. In the EIA document, in truth there was never any backfill in the construction of the highway above the water surface. But the sea backfilling remained to be done. There were no legal sanctions, but the previous EIA document was even revised so that the project could continue to run. “What really happened is the process of omission at the stage of feasibility study or preparation of the environmental impact analysis lacks of seriousness in the feasibility study. Feasible or not feasible is considered feasible. The environmental impact analysis is only used as formalities to get subsequent permit,” he complained. When the government does not enforce the moratorium of hotel construction, said Suriadi, it does not only have implication for the environmental damages in South Bali, but also in other areas of Bali. In South Bali, for instance, massive hotel construction also causes massive land conversion. Not to mention the need for water and electricity tends to increase.

Unsurprisingly, Bali is now threatened by water crisis. “The addition of hotel also increases the need for land or sand for building. Quarry in Bali will not be as massive as today if only used to build people’s houses, not hotels. Source of the quarry is usually in the eastern part of Bali, so that it will also cause damages to the environment, not only in South Bali,” he explained. Suriadi asked the government not to carelessly approve any incoming investment. Then, it will be made a reason to revise the existing rules. So, please also look at the conditions in the field, whether people are openly receiving the investment or not. On average, the investment projects coming into Bali are conducted secretly. This former legislator of Klungkung revealed there were at least 500 people whose livelihood relies on the seeking of mosaic stones. The mistake of the government of Klungkung in

the handling or policies can cause hundreds of people to lose their livelihood. Moreover, the mosaic stone seekers are averagely sharecroppers whose economic condition is below poverty line. His party also asked the Klungkung House on duties to find solutions if the government of Klungkung will discipline the mosaic stone seekers. Do not let the actions taken even causes a new problem for society. “Do not be like the abbreviation of DPRD (parliament) meaning to give priority on self interest, while public interest next. People’s representative must defend public interest and find solution for them with the

executive,” he added. Separately, Chairman of Commission I of the Klungkung House, Komang Suantara, asked the government of Klungkung, in this case Regent Suwirta, to take definite measures. So far, the mosaic stone seekers are getting rampant while the regent seems to keep silent. “There should be a deadline, how long he will find a solution so that this problem will not be undecided,” he sneered. DENPASAR - Based on the data from the Bali Health Agency in 2014, the total number of new mental disorder patients reached 1,209 people, while the existing patient reached 3,526 people so that they totally amounted to 4,735 patients. They are the data of Buleleng, Tabanan and Denpasar. From that data, Buleleng has a majority of new patients of mental disorder namely 741 people, Tabanan (308 people), and Denpasar (160 people). In the meantime, the data in 2015 show that Karangasem County has new patients with mental disorders reaching 74 people, while the existing patients reaches 426 people so that they bring the total to 500 people. The Head of the Bali Health Agency, Ketut Suarjaya, said that eight of the patients with mental disorder are shackled, where five people are in Tabanan, two in Denpasar and another in Badung. “These are our data and all of them have been given a handling, but still shackled,” he said, Monday (Jul. 7). In Bali there are 15 psychiatrists, where one is respectively in charge of the hospital in Buleleng, Badung, Tabanan, Gianyar, Denpasar (Wangaya), Bangli and two people at the Bangli Mental Hospital handling thousands of mental patients. “In the meantime, the Negara, Karangasem and Klungkung Hospital have no psychiatrists,” he said. In the meantime, Anak Ayu Sri Wahyuni, a psychiatrist at Sanglah Hospital, revealed that Sanglah Hospital receives an average of 12 outpatients with mental health disorder each day. She added that Lely Room is specially treating patients with mental disorders having 20 beds with a maximum capacity of 11 people. “On average, we are treating four hospitalized patients each day, while sometimes the room is empty,” she said not long ago. Sometimes mental patients also have complication with other physical disorders such as kidney failure or diabetes. “Patients may injure themselves such as by drinking Baygon, trying to hang or trying to cut their veins,” she explained. Mental patients with complications of disease are treated by a psychiatrist team as well as other specialists such as specialist doctor in internal medicine. Having been treated more than 14 days, while the patients do not show a change in the right direction while they have been given drugs in maximal dose according to standard they need further treatment. “If their family agrees, the patients are sent to a special hospital namely the Mental Hospital in Bangli,” she said. On the contrary, if the Bangli Health Hospital has mental patients experiencing physical illness such as convulsions or unwilling to eat, then they can be sent to Sanglah Hospital. Considering Sanglah Hospital is a public hospital, there are patients with other diseases that cannot be disturbed, and then the mental patients are treated in Bangli Mental Hospital. “Public hospitals may only care for 14 days. Its treatment time is limited,” she said. In the meantime, the mental patients with complication disease are treated until the disease is getting better. She also explained about the differences of general hospital from mental hospital. “Here (at Sanglah Hospital), patients can be waited by family, while mental hospital patients are only waited while in emergency room. The 50-year-old actor, who made his fifth appearance as Iron Man in the Joss Whedon-directed film, took in a cool $80 million between June of 2014 and 2015, according to Forbes, making him the highest-earning actor in that time period (his earnings for the drama The Judge also contributed to the total). Like his character, Tony Stark, Downey, Jr. is a shrewd businessman, and has cashed in on the massive success of the Disneyowned franchise by negotiating a generous cut of the profits made on sales of movie tickets, merchandise, and home video (he famously made $50 million for the first Avengers). His cut for the franchise is so high, in fact, that Marvel famously limited the salaries of its other stars, like Chris Evans and Chris Hemsworth, as they entered the fray. According to Forbes, Downey, Jr.’s fellow Avenger Scarlett Johansson made $35.5 million overall, though that was in part thanks to

her leading role in the hit action film Lucy, as well as her many endorsement deals. The second highest-earning actor on Forbes’ list is Jennifer Lawrence, who finished with 34th overall, with $52 million, placing her right behind Kim Kardashian. She can thank her role in The Hunger Games for most of that cash, and the film franchise’s final installment — due in November — ensures that she’ll be back on this list next year. At number three for actors is Jackie Chan, which may come as a surprise to American fans, as he hasn’t done many movies stateside in a long while. But the 61-yearold is still a superstar in China, and earned a mint overseas with Dragon Blade, his film with Adrien Brody and John Cusack, Dragon Blade (the movie will be released in the U.S. on September 4). Chan also owns a Segway dealership and movie theater chain.

Following Chan is Vin Diesel, who flexed his way to a $47 million payday, mostly for Furious 7. Fun fact: If Diesel made $1 for every one of his Facebook fans, he’d make just about the same amount of dough. Diesel’s Furious co-star, The Rock, meanwhile, made $31.5 million, which is probably really embarrassing when the two hang out and lift together. Other high earners include Bradley Cooper ($41.5 million, thanks to the unending success of American Sniper, for which he served as both and actor and producer); Adam Sandler ($41 million); Mark Wahlberg ($32 million, thanks to Ted 2 and his producing stint on such projects as HBO’s Entourage and Ballers); Johnny Depp ($30 million, no thanks to Mortdecai); Channing Tatum and Leonardo DiCaprio ($29 million apiece); and Sofia Vergara and Kevin Hart ($28.5 million each). LOS ANGELES - Embattled US comedian Bill Cosby admitted having supplied powerful sedatives to at least one woman in order to have sex with her, court documents unsealed on Monday showed. Cosby admitted that in 1976 he had supplied Quaaludes -- a strong depressant widely used in the 1960s and 70s, but which has been discontinued in the United States -- to a woman who later accused him of sexual assault. The disgraced television icon, who is accused of sex abuse by some 30 women spanning four decades, made the admission in a deposition in 2005. The 77-year-old actor was questioned by Dolores Troiani, a lawyer for Andrea Constand, a former women’s basketball director at Philadelphia’s Temple University where Cosby studied and was, until recently, a member of the board of trustees. Constand later took a civil case against Cosby, but the case was dropped by the court due to insufficient evidence. Cosby’s lawyers had long sought to block publication of the court transcripts, but they were released Monday on the PACER public court records website. The comedian’s attorneys had argued that his right to privacy meant the records should be kept sealed. US District Court Judge Eduardo Robreno rejected that argument in a memo on Monday, highlighting “the stark contrast between Bill Cosby, the

public moralist and Bill Cosby, the subject of serious allegations concerning improper (and perhaps criminal) conduct.” Robreno added that the public has “a significant interest” in the deposition. His “moralist” remark was a reference to Cosby’s frequent pronouncements on parenting and good behavior, piggybacking on his role as one of America’s most famous TV dads in “The Cosby Show.” The family sitcom was a huge hit in the 1980s and 1990s, making the actor a household name in the US and around the world. Before fronting The Cosby Show, Cosby was already famous as a standup comedian and as one of the few black actors at the time to land lead roles, including in the hit secretagent TV series “I Spy.” But from one of America’s bestloved celebrities Cosby has gone to one of its most reviled. The entertainer was forced to resigned from the board of Temple University, his alma mater, last December, as sexual abuse allegations against him mounted. He has also canceled several planned comedy engagements and a Cosby television special that was planned for late last year was scuttled. In an exchange between Cosby and Troiani documented in the court transcript made public on Monday, the comic admitted having obtained seven prescriptions for Quaaludes. (afp)

Regulation of Badung like double-edged sword

One of the breakthroughs made by Badung is issuing the Regent Regulation No.36/2014 on minimum standards of land area and room area as well as supporting facilities of hotel and condotel. The policy imposed starting on August 1, 2014 is believed to be capable of posing the growth of hotel and condotel room in the region. Unfortunately, the policy is now unable to slow down the growth of accommodation. Like double-edged sword, the policy dated June 3, 2014, also indirectly closes t h e

opportunity for local people to contribute in the sector. “It is true that the Regulation of Badung Regent prohibiting the establishment of hotel on the land less than 0.50 hectares in Southern Badung has good and bad side like a double-edged knife. The land of at least 0.50 hectare is mostly owned by outside investors, while local residents mostly have land less than 0.50 hectare,” said Chairman of the Indonesia Tourism Intellectual Association (ICPI) of Bali, I Putu Anom. He acknowledged that people now want to get rich by selling land to buyers from outside Bali, including to foreigners. This move will certainly shift the local community and they no longer become a host in Bali. “Now, we all have to go back to our identity by observing and applying noble philosophical values of Hinduism,” he said. The regulation carrying minimal area for hotel development with 0.50 hectare in Kuta, 0.75 hectare in Northern Kuta and one hectare in Southern Kuta is mentioned to be able to stop the rampant hotel development in Badung. However, the regulation will not be effective as long as the supervision by government is not optimal. “The Regent Regulation must not only be on paper, but should be disseminated and supervised by the officers, the House and the community,” he said.
