Introduction This document was completed as a part of the course requirements for the Neighborhood Planning Studio course at The Ohio State University during the Fall 2018 semester. As a part of this course, City and Regional Planning Masters students initially worked with Neighborhood Design Center (NDC) to create Aging in Place design standards for the Hilltop Neighborhood Plan. The model that NDC requested we follow is called the Village Movement.

Starting with the Beacon Hill neighborhood in Boston, the Village to Village Network created a model to help individuals age in place in their homes and their neighborhoods. There are over 80 Villages across the country that are members of the network with over 100 more being created.

On October 30th, 2018, Columbus City Council announced that Age Friendly Columbus would launch their fourth Senior Village in the Hilltop. This village will also include a Senior Circulator, and will have the help of $10,000 in seed money from the City. Due to this announcement, the student group at Ohio State shifted their focus to help with the creation of the Hilltop Senior Village. Working with Katie White from Age Friendly Columbus, the team will provide resources to the organization that will help determine some of the needs of the aging population in the Hilltop neighborhood. These resources include asset maps, target area maps, demographic information, a sidewalk and pedestrian crossing inventory and connections with local service provision agencies.

It is critical to recognize the importance of age-friendly streets and sidewalks in Columbus. After multiple visits to the the Hilltop neighborhood, it was determined that there is a need for further investigation into the sidewalk and crosswalk conditions in the Hilltop. After further investigation, further recommendations will be made to improve the overall pedestrian experience in this neighborhood. These improvements along with the succesful implementation of a senior village will help ensure that residents of all ages and abilities are able to safely age in place.

Hilltop Neighborhood The Hilltop Neighborhood, bordered by I-70, I-270, and Harrisburg Pike, is a traditional working class neighborhood. It is one of Columbus’s largest neighorboods with over 70,000 people. The commercial heart of the neighborhood is Broad St, with varying conditions of residential, retail, and commercial buildings. The neighborhood has seen rampant disinvestment, vacancy, crime, and loss of economic opportunities. The last neighborhood plan for the neighborhood was created in 2001, and is thus extremely outdated. Over the last few years, the Hilltop neighborhood has gained attention from the mayor and city council as a focus for future improvements. With its strong civic associations, growing immigrant community, and wide variety of land uses, the Hilltop is prime for redevelopment and growth.

A consolidated focus area has been chosen within the larger Hilltop Neighborhood that emcompasses main corridors and assests of the Hilltop’s aging community. The area is comprised of exactly 31 census block groups for analysis with updated demographic data pulled from ESRI. Its boundaries extend just south of Sullivant Avenue, nd just west of Wilson Road, and are bordered by I-70 to the east and the railroad in North Hilltop to the north.

Key neighborhoods include Westgate, North Hilltop, and Central Hilltop. The center of this study area focuses on key stretches of the West Broad Street and Sullivant Corridors with ample amounts of nonprofit, commercial, and residential land uses. In addition, several parks and green spaces have been included such as Rhodes Park and Westgate Park.

Aging in the Hilltop Thanks to ESRI’s updated census data, demographic data of Hilltop’s aging community is able to be displayed on the block group level. Focusing on block groups with high concentrations of Seniors can assist in drafting plans for services such as transportation and infrastructure repairs. Figure 2 made through ArcGIS Community Analyst shows the percentage of Hilltop residents per block group in the focus area that are age 50 or older. The highest concentrations of 50+ residents are located in the Westgate neighborhood between S Roys Ave and Derrer Rd from east to west and between W Broad St and Sullivant Ave from north to south. The block group with the least percentage, also in Westgate, is located just west of the previously mentioned area between Derrer Rd and S Wilson Rd. In general, most of the Hilltop can be said to contain at least a fifth of its population over age 50.

Aging in the Hilltop In addition to age, ESRI’s Community Analyst can also display income levels per block group.

Figure 3 combines age and income level and shows the proportion of age 55+ residents with household income under $35,000. This specific threshold was chosen because it is 60% of the AMI (Area Median Income) in Franklin County needed to qualify for affordable housing in the region. With the addition of this new demographic, it should be noted that the areas of highest proportion shift away from the Westgate neighborhood and more towards North Hilltop, Central Hilltop, and National Church Residences’ Hilltop Senior Village to the west of S Wilson Rd. Although the entirety of the aging community has needs that should be addressed, some members of the community do not have transportation or housing access that other wealthier citizens may have.

Neighborhod Assets In order to assess the vitality of the neighborhood to meet basic needs for seniors, a series of key assets throughout the focus area have been selected (See figure 5 ). These were selected based on their current or potential role to be of use to seniors in the area. Assets were also identified based on their proximity to high traffic bus stops in the area. Identified assets include churches, parks, gardens, rec centers, grocery stores and libraries. This list will remain dynamic as input from residents will be collected through focus groups and community meetings.

Daily ridership data from the Central Ohio Transit Authority (COTA) can help identify key transit nodes along the major corridors in the Hilltop. COTA, the leading public transit provider in Central Ohio, contains two routes, Line 10 (East/West on Broad) and Line 6 (Cleveland Ave/Sullivant Ave), that travel horizontally through the Hilltop. Line 10 is a frequent service that arrives at a stop every 10-15 minutes, while the 6 arrives about half as frequently every 30 minutes. Figure 4 displays the daily boardings (number of riders getting on at a stop) and alightings (number of riders getting off at a stop) on weekdays from May to September 2018. Callouts marked in yellow show the two highest boardings on a line going in the eastbound (towards downtown) direction, while callouts in blue display the two highest boardings going westbound. On both Line 10 and Line 6, the most popular stops in both directions lie at the intersection of their respective corridors at either just past North Wilson Road or at Hague Avenue. Therefore, it can be inferred that residents are more heavily concentrated around these stops, with residences nearby such as the Hilltop Senior Village. As consideration for sidewalk improvements and a senior circulator route progresses, it would be essential to be aware of transit trends in this area moving forward. Ridership can identify the current state of connectivity as well as areas where sidewalk and ADA options are most needed.

The data collected through the Sidewalk study and asset mapping will be paired with target areas identified above in order to assist in the creation of a Senior Circulator, an initiative that will be run through Age Friendly Columbus and their Hilltop Senior Village. The full size versions of the following maps are located in the appendix.

During visits to Hilltop, the project team quickly recognized the poor condition of sidewalks and pedestrian crossings throughout the neighborhood. There are pedestrian crossings that are unmarked or poorly marked, which could cause pedestrians to feel unsafe or unsure where to cross. There are sidewalks with severe obstructions that would make it difficult or impossible for individuals with disabilities or physical limitations to pass through them. According to a poll conducted by AARP, 40 percent of adults over the age of 50 stated that the sidewalks in their neighborhood were inadequate.

Half of the respondents said that they are unable to cross major roads in their neighborhoods. Of those that indicated that their neighborhoods have these problems, half of them also stated that they would be encouraged to walk more, or use a different mode of transportation, if the problems were fixed.

Based on the demographics of our target study area, it is safe to assume that some of these concerns with the built environment are felt in the Hilltop. MORPC predicts that this age group will grow as baby boomers continue to age. It is important to create an environment where people of all ages feel comfortable and are able to get around their neighborhood, driving or walking.

Based on the visits to the Hilltop the project team was able to make some generalizations about the condition of the sidewalks and crosswalks within the target area. Sidewalks along Broad Street varied in condition with some sections having major obstructions including grading issues, large chunks of missing sidewalk, and debris that would make it difficult for anyone with any physical limitation or disability to pass through safely. The sidewalk and crosswalk conditions on Sullivant Avenue were generally fair. There are quite a few intersections along both Broad and Sullivant that do not have clear pedestrian crossings or the crosswalks are in disrepair. These crossings should be established or reestablished in order to help insure safe separation between pedestrians and vehicular traffic space.

Along both of these roads, there is little to no physical separation between walking pedestrians and traffic throughout the area. This creates a very loud and potentially unsafe condition for those that walk along these roads. If sidewalks are redesign along these roads, it will be important to consider adding some separation so that pedestrians feel comfortable and are encouraged to walk.

During the spring 2019 semester, neighborhood planning studio students will conduct a full inventory of sidewalk and crossing conditions using GIS Collector.These instructions are included in the appendix.

Conclusion The many unique needs and assets in the Hilltop Neighborhood on the Westside of Columbus, Ohio warrants innovative solutions to helping the aging population in the area.

As a neighborhood that has seen rampant disinvestment and crime, the need for a safe environment for Seniors to age-in-place continues to grow. With the support of the City of Columbus, Age Friendly Columbus, and the Ohio State University, an innovative model has begun to emerge to meet the needs of this population. This document has begun to unpack the complex reality that many Seniors live in as they navigate new challenges in the neighborhood where they wish to stay. Lack of access to public transportation, poor sidewalk conditions, and high crime rates contribute to the need to create a strong support network for residents of the Hilltop.

Through the creation of the Senior Village model and the Senior Circulator, seniors in the Hilltop Neighborhood will be set up for success as they age. Data from the sidewalk condition inventory study paired with asset maps, COTA ridership data, and demographics will be compiled in the coming semester as students from the next section of the Neighborhood Planning Studio take the instructions and guidance from this report and continue to provide resources to Age Friendly Columbus. Partnerships with resources outlined in this report will also help to support a strong and healthy Village in the Hilltop.

The needs are wide reaching and challenging for Seniors as they age in the Hilltop, but with the help of innovative programming, partnerships, and support networks, they will be able to safely age-in-place.

Appendix E: Sidewalk Inventory Instructions Introduction The Mid-Ohio Regional Planning Commission maintains a dataset of sidewalks all over its region. As a part of this dataset, some areas have information on the condition of the sidewalks as well as the type of sidewalk. However, this data is not available for the Hilltop Neighborhood. As we know, safety and accessibility of sidewalks is very important for residents as they age in their homes. While there are many resources in the Hilltop Neighborhood, Seniors may not be able to get to them based on their differing abilities and the sidewalks that may or may not connect them to those resources. As a part of the Age Friendly Columbus Hilltop Village, Students will collect condition day of target areas within the Hilltop. Using ArcGIS, students will walk sidewalks in the Hilltop and record, in the field, information about the condition of sidewalks. Below is instructions on how to sign up for an ArcGIS license, how to use Colletor, and how to interpret the data.

MORPC Sidewalk Inventory Background: “This sidewalk dataset is a comprehensive transportation network of over 221,000 features representing existing sidewalks, existing crosswalks (marked/unmarked), and sidewalk gaps and matches the cardinality of unique Location-Based Reference System (LBRS) road centerline databases for Franklin, Delaware, Fairfield, and Licking Counties in Ohio. All data was digitized in Esri ArcGIS 10.2.1 software in the Ohio South State Plane (NAD 83), feet projection.

If your location is turned on your phone, it should recognize where you are.

Once you are familiar with the app, the map, and how it all works, come up with a game plan as to how your team will efficiently collect all of the data needed.

You will be assigning conditions to line segments, not points. This is to protect individual home owners who may have crumbling sidewalks that need repaired. In the City of Columbus, the property owner is responsible for the upkeep of the sidewalk located on their property. Our goal is not to point out specific points along a sidewalk that need repair and put that property owner in danger of getting fined for not fixing it. We are also editing an existing dataset that has data at the line segment scale.

When you arrive at your target area and start to walk the sidewalks, take the following steps to edit the condition characteristic.

If the segment you are editing has varying conditions along it, select the best condition you see, and add notes, pictures, etc. to document the reason why you chose the condition you did, and if there were any reasons to doubt that condition. (how many obstructions, how bad was the crack, etc.).

with all abilities, but with some difficulty. Could feel unsafe based on

obstructions, noise, or proximity to street.

Good- No cracks, even and smooth surface, usable for individuals with all

abilities. Separation from the street, reduced noise, and a path free from

obstructions makes these sidewalks feel safer for seniors and individuals with disabilities.
