Greg Wowchuk, PEng for PRESIDENT-ELECT

The issues have not changed. Neither has my commitment:

I am for:

✔ An open, transparent, responsive Council, which recognizes—and is committed to—professional, member-directed, self-regulation.

✔ Robust, transparent debate of issues relating to engineering regulation

✔ A focus on lean, modern regulation, focusing on licensing, enforcement, and discipline—not obsessive, continuous navel-gazing about “governance”

✔ Peer review and volunteer-based governance, not rule by elites

✔ Meaningful communications with—and respect for—our members

✔ A renewal of the chapter system as the eyes, ears, and voice of PEO

✔ Protecting the public interest and addressing the profession's needs. Serving both is the very essence of self-regulated professionalism!

✔ Trust, transparency, accountability, and DEMOCRACY. My opponent has said “PEO is not a democracy. It is a regulator.” Actually, PEO is both !

I am against:

✗ Moving power from the membership to Council and then to PEO staff and outside “consultants”. Our 88,000 members are the “self” in self-regulation.

✗ Political gamesmanship at Council. Reneging on the promised CPD referendum was abusive, disrespectful, and disgraceful. It betrayed our trust.

✗ A paternalistic professional government which spurns the input of our members. No more by-law changes without explicit member approval!!

Chantal Chiddle, P.Eng., FEC for PEO Councillor at Large

With over 20 years of Engineering experience in the consulting field, Municipal utility companies and in the construction industry, I have a broad understanding of the issues faced by Professional Engineers, and the industry as a whole. I have gained valuable insight into Engineering through several lenses – client/owner, designer/engineering firm and constructor.

One of the biggest challenges faced by PEO is relevance: to the members, to recent graduates and to the public. As a self-regulator, PEO exists to protect and serve the public interest. I believe in and support continued focus on regulatory work, including the changes required to our licensing processes to meet the changing dynamics of the Engineering profession.

I have over 15 years of volunteer service with PEO, most recently, as Councillor at Large. As a member of Council, I currently Chair the Regulatory Policy and Legislation Committee (RPLC) and sit on the Risk Assessment Working Group reviewing Chapter Activities.

As Councillor at Large, I will continue to work with Council to provide effective and timely communication with the license holders, seek out feedback from others as needed and work to ensure Council decisions are based on facts and not conjecture.

Leila Notash, PhD, PEng, FEC, for Councillor-at-Large

I am committed to the principal object of PEO: To regulate the practice of professional engineering in order to protect the public interest. I am in favor of

 Member involvement in self-regulation, with respect for PEO members and volunteers. We must have TRUST, TRANSPARENCY and ACCOUNTABILITY.

 Knowledge-based decision making and peer review, which Council has abandoned in recent major policy decisions

 Reinforcing values of Code of Ethics, Equity, Diversity, Inclusivity; including cognitive diversity and demographic diversity on Council and committees.

 I am opposed to imposition of mandatory PEAK until it has proven its value for PEO members and the public.

 Council must address the future of self-regulated professional engineering; modern, fair principles for qualifications and practice in a global society, licensing of emerging disciplines resulting from rapid advances in engineering

I am a good listener, and an active and informed councillor. I have always fought to maintain PEO's relevance in a changing world.

Candidate statement:

I am concerned about the future of our profession:

1. For PEO to remain relevant, we must be willing to adopt a governance culture that consistently makes decisions that serve and protect public interests Self-regulation is a privilege, not a right, and PEO could lose this privilege, similar to the BC and Quebec associations who failed to change.

2. As part of t he final phase of governance review, PEO will be evaluating its volunteer structure PEO must continue to leverage the strength of its license holders to position itself to become a more responsive, progressive regulator.

3. Implement a more stream-lined licensing process to make the progression through licensure less demanding.

I am seeking re- election for a third term on Council to continue working on these issues by soliciting opinions from and providing feedback to license holders. I encourage you to get to know the candidates, form your own opinion and vote. Have your say. Be proud of our profession! I can be reached at: lroberge@peo.on.ca

Lawyer-to-be

Educator

I am a voice of the future. I am a young civil engineer with my finger on the pulse of the engineers of the future. I am the inaugural Chair of University of Waterloo’s Recent Engineering Alumni Council, working with nearly 13,000 engineering graduates of the last decade to build an equitable and inclusive engineering community. I co-fund Canada’s first university-level scholarship for 2SLGBTQ+ engineering students and have mentored over 150 undergraduate and graduate engineering students, many of whom remain in my network.

I understand PEO’s statutory mandates and current strategic priorities. With Ontario’s Professional Engineers Act at the heart of my ongoing PhD research, I have in-depth knowledge of PEO’s mandate to regulate the practice of professional engineering in the interest of the public a highly diverse public. I also understand that Council has the duty to uphold regulatory excellence, including in its operational efficiency, and be accountable for its activities to the Attorney General given that self-regulation is a privilege, not a right. As an early-career Councillor, I also stand to help PEO remain relevant and valuable to fellow early-career stakeholders per PEO’s 2023 -2025 strategic plan. I have formal training in law and policy. My simultaneous pursuit of a law degree (ending in April 2023) will provide me with different skills and perspectives in developing practice standards and various policies that respond to the needs of the profession. I have spent the past two years critically examining and writing about various PEO and Engineers Canada policies as part of my research on the engineering profession My passion for professional regulation has also brought me to the Equity Advisory Group of the Law Society o f Ontario (the regulator of lawyers in Ontario) where I support the development of policy options for the promotion of equity and diversity in the legal profession. Please connect to learn more about my leadership, service, educational and speaking engagements, and research endeavours , all of which make up what I hope to contribute as a PEO Councillor.

JOSEPH PODREBARAC, PEng, PMP, FEC

I want to bring back a member-driven PEO. Members deserve knowledge of the goings-on at Council and hear this from their councillor, not read it months afterwards in Dimensions. Communication starts at the Chapters, which are being ignored. Recently, we have been kept in the dark on these issues:

• Compulsory “Professional Development” (CPD)– developed and made obligatory without Chapter/member input or consultation, then imposed on us.

• Finance – where is the money going after almost three years of virtual meetings and events? Why have we not gotten a fee rebate?

We at PEO have made progress in the last 3 years doing a regulatory review and getting a failing grade. We have changed the way council conducts its business by moving away from hands on to setting the direction that staff is to follow.

I started this journey on council to insure a bright future for all engineers, current and upcoming and with your support we as a focused group and fix many of the issues that have plagued PEO in the past.

Victor Lan, M. Eng.,P. Eng., FEC, LEED AP for PEO East Central Region Councillor

East Central Region deserves a Councillor who has demonstrated strong dedication and commitment to the PEO. I have been volunteering at the PEO Scarborough Chapter for over 13 years and have served in numerous positions, including Executive, Secretary, Treasurer, and Chapter Vice Chair. My devotion to the Chapter and my abilities culminated in my being elected as the Chair of PEO Scarborough Chapter in 2019 and 2020. At the Chapter level, I had the wonderful opportunity to work with the PEO members as well as the public. Professionally, I have almost 40 years of extensive experience with engineering consulting services , the construction industry, and land development, including over 20 years in Ontario.

As the East Central Region Councillor, I would act in the best interests of the PEO. I would focus on: 1) optimizing organizational performance, 2) building on the PEO’s vision to ensure all stakeholders see relevance and value in the PEO, 3) expediting the transformation of PEO to a modern regulator, 4) addressing the FARPACTA amendments, and 5) maintaining strong communication among members, Chapters, and the Council.

Kris Popiolek, P.Eng., FEC, for Western Regional Councillor

As your Western Region Councillor, I will work for you, and with you to help PEO become the best, modern, regulator. I am for:

• Proper support for chapters – to allow chapters to fulfill their roles in supporting self-regulation

• Equity and inclusivity in key decisions

• Trust, Transparency, and Accountability

I have been involved with London Chapter for 15 years, served as Chapter's Secretary, Vice-Chair, and Chair, as well as a key member of chapter's Licence Assistance Program, Certificate Presentation, and Golf Tournament organizing committees.

If given the honour and responsibility of serving as your new Western Region Councillor, I will work toward:

• Improving the perceived value of P.Eng. licence (for the government, the public, and engineers)

• Encouraging more engineering graduates to obtain their licence

• Removing barriers in getting licence

• Implementing changes in licensing, that go beyond meeting the minimum requirements of FARPACTA.

• Ensuring Council seeks meaningful input from members, especially while implementing big changes

• Increasing engagement of our members, and facilitating their participation in the decision making I support CPD, but how it was developed and made mandatory was undemocratic and arrogant.

Other community service: Re-forest London volunteer; Member of Thames Valley Toastmasters - served as club's President, Treasurer, Secretary; Member of board of directors for condominium where I live.
