I am a p practicing structural engineer . As a Partner at my firm B Blackwell, which I have helped grow from 2 people to over 60, I split my time between doing engineering design and running the firm – I have a strong foundation in both engineering and business. I also serve on the B Board of Engineers Canada My current term as V Vice President on PEO Council is the culmination of 15 years of extensive volunteer experience at PEO and Engineers Canada 24 years of project based work has helped me develop a strong ability to pragmatically lead teams, finding common ground and building consensus without compromising basic principles

I am passionate about engineering regulation and - in particular - about PEO’s self-regulation model. We have been rightly granted legislative authority to regulate engineering in Ontario - as engineers we are best qualified to do this However, we need not look far to see very real risks to our self-regulation. Proactively, we have recently undergone an external regulatory review of our operations, procedures and our work. The Cayton Report outlines a number of recommendations which we are now considering. I have been directly involved in this wo rk with my continuous involvement with PEO and Council over the last 15 years. W We have a unique opportunity to broadly rework and modernize PEO’s regulatory activities It is critical that we approach this needed change in a thorough, thoughtful and well resolved way s so that the outcome is a modern and effective PEO which is also able to nimbly ada pt to today’s fast changing engineering environment Completing this work will take more than the length of one term of office, so we must lay the groundwork now. My broad experience with PEO’s regulatory activities and my extensive work experience bringing large complex projects to fruition makes me the most qualified candidate for this role.

CONTINUED VISION AND LEADERSHIP ON COUNCIL! Count on me to remain resolute, principled, and firm on the critical issues. I am your voice on Council.

• We're a member-directed, self-governing profession, period! The public interest is enhanced, not threatened, when we govern ourselves democratically. We are neither a mere department of the provincial government nor a “members' club”!

• PEO's out-of-control spending and bureaucracy growth mean your fees and paperburden will go up. In 2019, Council raised our fees 20 % to finance its overspending. Not acceptable!!!

• “PEAK” and CPD are unnecessary, ineffective, bureaucratic, costly, and divisive. Their proponents have never identified the problem, demonstrated their effectiveness, or revealed the true cost. My motions demanding a referendum with this election were blocked from even being debated! PEAK/CPD must be halted and the referendum we were promised called NOW!

• I KNOW AND UNDERSTAND HOW PEO WORKS. I have served not just on Council twice, but inside PEO's Executive Office, with and among those who actually run PEO.

• RESPECT THE MEMBERS!! Council should be doing things FOR the profession, not TO the profession. Council's recent moves taking away power from the members are unacceptable.

Candidate Statement

I am one of a limited few, if not the only,staff/volunteers who are experienced in all aspects of PEO.

Chapter

As PEO Chapter Manager for eight years, I know the needs of volunteers and have in-depth knowledge of all matters concerning the chapter system. I reshaped the chapter system and wrote the Chapter Operations Manual.

Committee

My over 10 years board experience and participation in PEO committees provide me with the insight to understandissues and how PEO functions. My strong leadership skill, and ability to form cross-functional teams and build consensus ensure that I deliver appropriate and timely solutions to issues.

Council

I was very happy to be appointed as an LGA (Lieutenant Governor Appointee) for a three-year term. During these three years on Council, I was:

1) Elected as Vice Chair and then Chair of the Finance Committee. Annual budget, investment, mortgage and property rental issues were tackled. I am happy to report we are now in a budget surplus position and have signed an excellent mortgage package such that our mortgage will be fully paid off at the end of the five-year term;

2) Elected a member of the Executive Committee, helping to resolve problems/ issues before they get to Council;

3) Appointed as Vice President during the last term of my LGA appointment; and 4) Appointed to the Discipline and Registration committees as LGA member, dealing with Tribunal matters;

As soon as I leaned of my extendable three-year LGA appointment, I developed a five-year contribution plan. It was unfortunate that my term and the terms of two other LGA Council members were not extended and we had to leave Council.

To be able to fulfill my five-year plan, I need to get back to Council. That is why I am running for the position of Councillor-at-Large. This would give me two more years to compete the tasks I set out to do.

My priorities are:

• Licensing process–application, registration and removal of barriers;

• Chapter System reform– enhance its Regulatory, bridging between members and Council, and local presence roles;

• PSA action plan implementation–PEO role as a regulator; and

• Governance review– effective governance and communication.

I am pleased that I am given the opportunity to acclaim my nomination.

Candidate statement:

1. The Chapter program is vital to our Profession. This is where membership learns about PEO and chooses to volunteer and get involved. Eliminating the Chapter program would not only remove a significant venue for communication with all licensees but also the local presence for the general public in each of our communities.

2. The Cayton Regulatory Review identified areas where PEO needs to transform itself. To be effective, it is important for PEO to introduce mechanisms to have a two-way communication with membership to maximize the effectiveness of the renewal that has started. Let us take advantage of this opportunity to have positive impacts on the reform

3. Grassroots Participation: New strategies are required to entice licensees to participate in the Association election process both as candidates and exercising their right to vote.

4. A shorter and simplified licensing process to make the progression through licensure less strenuous for Canadian and Foreign trained license applicants. This also includes a review of the academic requirements.

PEO Transformation: With the Regulatory Performance Review, the 15 Recommendations, and the High-Level Action Plan, there has been substantial uncertainty & future of PEO. Licence Holder participation is critical to Self Regulation, and remains problematic. Innovation Entrepreneurial Program: Launched 2015 in Ottawa, the entrepreneurship offers meaningful pathways to gain experience for PEO Licensure through engineering design often involving emerging technologies & engineering disciplines. This fosters developing of Professional Standards & Guidelines for regulation & engineering practice.

Chapter Reform: As per the PEO Strategic Plan (2018-2020), Chapters are to act as “branch offices” for delivery of Regulatory Outreach programs. In response to Performance Review, I submitted a Briefing Note to Council to start the conversation on how transformation need to evolve using technology advancements and greater discipline collaboration. We need to be part of Change!

Advance the Engineering Profession: Streamline the PEO Application process; eliminating Barriers for Licensure, making it fully digital & online. Advance the Provincial Licence Mobility partnership with Engineers Canada, and leverage the Engineering Change Lab (now happening through VLC) within emerging area.

Chantal Chiddle, P.Eng., FEC for PEO Eastern Regional Councillor

With over 20 years of Engineering experience in the water and wastewater industry; in the consulting field, Municipal utility companies and currently, in the construction industry, I bring a unique perspective to PEO. I have gained valuable insight into Engineering through several lenses – client/owner, designer/engineering firm and constructor.

I have 13 years of volunteer service with PEO in the Kingston Chapter. I have held the position of Chair, Vice Chair, Past Chair and General Executive. I have chaired the Chapter’s Communication Committee and am the website administrator. I have assisted other volunteers on various events including NEM events and GLP events.

I believe strongly in supporting PEO’s mandate to protect the public through effective reg ulation. This requires continued focus on regulatory work, such as through improved licensing processes. As a long-time volunteer, I am fully aware that as a Regional Councillor, I am but 1 voice at the table. As Councillor, I will work with the team to pr ovide effective and timely communication with the license holders, seek out feedback from others as needed and work to ensure Council decisions are based on facts and not conjecture.

Zero-Tolerance Enforcement PEO needs to take a zero tolerance approach to enforcement and an active role, as opposed to the current passive policy. Enforcement activities protect the public and should be fully funded by Government of Ontario on behalf of Ontario residents –not from membership fees of individual PEO members. PEO should negotiate with the Government to keep 100% of fines collected for violation of Act to financially support enforcement activities and audits.

PEAK Referendum Members need to be consulted now via the long promised and forgotten binding referendum on the PEAK program. The proposal to make PEAK mandatory will force members to incur time and costs for needless courses for no practical benefits.

Chapters Some PEO responsibilities should be decentralized to local chapters with a proportional increase to their budgets.

Quality Control A vote for the status quo means the continuation of a hideous and out of control situation. PEO is an ultra-complex system in desperate need of rationalization. I am a passionate, experienced quality engineer and lean process expert that can bring control back to this organization.

Spending needs to be controlled. PEO continues to hire governance “experts” and expand programs unrelated to its core mandate. We have too many committees, task forces and expensive external consultants. Spending problems have never been solved by increasing “taxation”! PEO quietly appropriated the power to increase fees and implement major new programs without member approval. It is now abusing that power.

Stop chipping away at our chapters. Chapters are a valuable resource which should be used to support PEO's regulatory, governance and operational efforts. PEO is moving to centralize and control chapters' financial affairs. Chapters are not being given useful roles as PEO's “eyes, ears, voice and hands” around the province. Chapters need adequate funding to perform their work.

“PEAK” should be re-examined. Once PEAK is mandatory, this fruitless program will end up costing you time and money. The long-promised members' referendum on this matter is long overdue. We need to develop comprehensive and helpful practice standards.

Enhance the value of our licence by rigorous enforcement. Engineering jobs should not be taken by non-engineers! To protect the public, licensed engineers should do engineering work.

Stop the erosion of democracy. We are a member-directed self-regulating profession. We have a right to direct our future.

Monica Jain is running as a candidate for the position of "East Central Regional Councilor” . She is a licensed Professional Engineer and has been active member of East Central Region – Lake Ontario chapter and ser ved as director in the same chapter. Financial Accountability: PEO's spending addiction resulted in a 20% fee increase in 2019, passed without member consultation or approval. (The incumbent councillor voted in favour of this increase.) I will bring engineering precision and solid business and management experience to review PEO’s financial position and optimize the use of PEO’s monetary resources. Our members' money needs to be used more wisely!

Empowering members to practise engineering: Make it easier for members (licensed engineers) to provide engineering services to the public without them having to be an employee of a big corporation or having to incur large costs and overhead to incorporate and register twice.

Bringing the voice of members to Council: It is becoming common practice at PEO that we, the members, are subject to major new requirements without being consulted. Whatever happened to self-governance? Since 1922, we have always protected the public interest faithfully. Self-government works!

 Bachelor of Applied Science, Chemical Engineering, Queen’s University Transformational change is required to ensure that PEO continues to be a modern and relevant self regulator. Self-regulation is a right, not a privilege, and as engineers, we must agree to put the public interest ahead of our own. Recent events in BC and Quebec show that engineers are not immune to threats to our self-regulatory status.

The PEO Council that I currently serve on took the bold step to conduct a regulatory review. As an out of the box thinker and complex problem solver, I would like to continue to provide direction and oversight related to the review recommendations for right-touch regulation, including:

 Governance improvements;

 Fiscal accountability;

 Improved transparency, removal of bias, and flexible processes that will allow for the rapidly changing practice of engineering in our licensing;

 Continued work as a co-regulator with other ministries;

 Focus on enforcement, complaints, discipline, and

 Ensuring the development of guidelines and practice standards relevant to ever-changing engineering practice.

Change must be made through stakeholder engagement with members and the public, with the use of evidence to develop better policy that is reflective of our diverse and changing profession.

 I have extensive experience working in engineering roles in both the public and private sector

 I am honoured to have held numerous volunteer roles within PEO and OSPE, including serving as Legislation Committee Chair, and as a member of Complaints Committee, Professional Standards Committee, Regional Councillors Committee, along with being a long -time volunteer with the Mississauga Chapter.
