RECOMMENDATION: "THAT, Council award the tender for the Toboggan Hill Park Off Off--Leash Dog Park Development to the lowest bidder meeting the minimum specifications, Knappett Industries from Fort St. John, at a cost of $705,947.00 plus applicable taxes, AND FURTHER THAT, Council approve an additional 2018 budget of $368,000.00 to be allocated from the 2018 (Community Works) Gas Tax Reserve."

ALTERNATIVE RECOMMENDATION: "THAT, Council direct staff to use the original $500,000.00 in the C2 Capital Budget for the consultation, design, and tendering of a New Off Off--Leash Dog Park, with an additional 2018 budget allocation of $368,000.00, previously budgeted for the yard waste roll carts project that has been deferred, to be allocated from the 2018 (Community Works) Gas Tax Reserve AND THAT, the full budget allocation be carried forward to the 2019 budget year with construction beginning in January 2019."

KEY ISSUES(S)/ CONCEPTS DEFINED: At the July 23, 2018 Regular Council meeting, Administration Report No. 158/18 - Tender Award - Toboggan Hill Park Off Off--Leash Dog Park Development was presented to Council and the following resolution was passed: RESOLUTION NO. 288/18 MOVED/SECONDED “THAT, Administration Report No. 158/18 – Tender Award - Toboggan Hill Park Off Off-Leash Dog Park Development be tabled; AND FURTHER THAT, staff provide a report to Council that includes: the scope of work for the dog park with associated costs, and a list of the City City’’s capital reserve accounts that itemizes future projects projects’’ funding allocations and remaining balances. balances.””

CARRIED Council directed staff to provide detailed information on the scope and requirements of the Toboggan Hill Off Off--Leash Dog Park. An explanation of the project is attached to this report, included the detailed design for the park as well as the full list of requirements for construction (as an excerpt from the Request for Proposal for Construction Services).

Due to constraints imposed by the Freedom of Information and Protection of Privacy Act, we are unable to provide the details of the successful proponent's bid.

Council's resolution requesting a list of the City's capital reserve accounts will be addressed at a later date by Finance staff, who were unable to compile a report, due to vacation schedules.

The key issue to be addressed by this report are the options available to Council with regard to the construction of the Toboggan Hill Off Off--Leash Dog Park.

GENERAL: The Toboggan Hill Off Leash Dog Park is a 9 acre park. (Centennial park, inclusive of the Parcour site is just over 6 acres) acres).. It is composed of a perimeter fence that encircles separate enclosures for small, medium and large dogs.

The park is enhanced by retained natural growth forest combined with grassy open areas and plantings that add color and interest throughout the year.

The gravel and asphalt pathways are enhanced by lighting, benches, dog waste bag dispensers, waste receptacles and a dog friendly water fountain.

Parking included in the project will serve the dog park and add value for citizens using the skate park, disk golf course or just walking in the park.

The development of a dog park was identified as a priority in the Parks and Recreation Master Plan that was completed in 2016 and adopted by Council in January 2017.

In 2017, an estimated budget of $500,000.00 was allocated for the dog park. The City had only ever constructed a temporary dog park and was embarking on the project with little reliable historical data.

On January 1, 2018, staff issued a Request for Proposals (RFP) for the public engagement, consultation and conceptual design options of an off off--leash dog park. The RFP was awarded to EDS Group and was structured so that the City was able to continue to work with EDS group to perform the detail design work for the park through a change order in the contract.

As part of the project, the consultant and City staff undertook a robust community engagement. From that input, the location, size, scope and conceptual designs of the project were determined. Public consultation delivered a beautiful, landscaped, 9 acre park with a trail system and features

that make dogs and their owners comfortable. The park will materially enhance the south west corner of Toboggan Hill Park by linking to new trails, providing a new parking area and adding Crime Prevention through Envrionmental Design (CPTED) deterrents.

Following the public consultations, Council approved the recommended park concept presented in "Administration Report No. 0006/18 - Preferred Concept for Dog Park Development". Staff and the consultant developed the detailed designs and tender documents.

The tender consisted of the following key components:

tree clearing tree planting and grass establishment pedestrian furniture lighting trails, fencing site grading asphalt parking lot storm servicing.

The tender was posted to the City of Fort St. John website and BC Bid on July 4, 2018. Inquiries were received until July 12, 2018, 2:00 pm local time.

Addendums were posted on the City of Fort St. John website and BC Bid on July 6th and 13th. Tenders were accepted until 2:00 pm local time on Tuesday, July 17, 2018. At that time, the following sealed bids were opened by the Director of Facilities and Grounds and the bids were recorded by a representative from the Finance Department.

The bids that were received are as follows:

The bids received confirmed staff assumptions that the project scope would

require additional funding.

The addition of the dog park will add value to Toboggan Hill Park as a destination park and benefit the community over all.

Those benefits include:

increased parking for all users increased active green space additional trails increased visibility lighting and safety on the trails and for the surrounding neighbourhoods reduced fire hazards by reducing fuel load and forest interface enhance safety and security of surrounding neighbourhoods and park users by increasing public use and activity in the park (CPTED) attraction and retention of residents, professionals and businesses to the City reduction of unwanted off leash dog encounters throughout the City.

Upon review of the annual capital budget, staff has noted that $650,000.00 of Gas Tax Reserve funding is available due to the deferral of a budgeted project (Roll Carts for Yard Waste Recycling). As a result, this grant funding is available to be combined with budgeted 2018 Peace River Agreement funding to meet the total budget requirements for the Toboggan Hill Off Off--Leash Dog Park Project.

Staff has presented four options for Council's consideration: Option 1 - Project awarded as tendered and commence in 2018 (Gas Tax Funds) In this option, Council would use the original $500,000.00 in the C2 Capital Budget for the consultation, design, tendering and construction of a new Off Off-Leash Dog Park, plus an additional 2018 budget allocation of $368,000.00 which will be allocated from the Gas Tax Reserve. Work on the park will start in 2018 and continue while weather permits. Funds for remaining work will be carried over into 2019 budget cycle and work on the park will be completed in Spring 2019. Some benefits of this option are that paving can be scheduled for early 2019, before large capital projects are set to begin.

This is the option recommended to Council.

Option 2 - Project awarded as tendered and commence in 2019 (Gas Tax

Reserve Funded) In this option, Council would use the original $500,000.00 in the C2 Capital Budget for the consultation, design, and tendering of a New Off Off--Leash Dog Park, and an additional 2018 budget allocation of $368,000.00 which will be allocated from the Gas Tax Reserve. The full allocation will carried over to the 2019 budget year. Earthworks and clearing can be carried out during the first quarter of 2019 and landscaping, plantings and paving will be completed as soon as soil conditions permit in Spring 2019. Some benefits of this option are that the noisy and disruptive earthworks are carried out during the winter when residents are not using the park as often and when their windows are closed and their furnaces are running.

Option 3 - Project awarded as tendered and commence in 2018 (2019 PRA funds) In this option, the Council would use the original $500,000.00 in the C2 Capital Budget for the consultation, design, tendering and construction of a New Off Off--Leash Dog Park, and approve work to be done up to but not exceeding the 2018 C2 budget allocation for 2018.

The remaining $368,000.00 needed to complete the project will be funded through new 2019 C2 Capital Budget funding with the work to be completed in Spring 2019. This option allows us to utilize both the 2018 and 2019 Peace River Agreement allocation.

Option 4 4-- Tender is rejected and Project is redesigned to reduce scope of work In this option, the Council would reject the tender based of budget considerations. The Council would then instruct staff to work with the consultant to align the design of the park to fit within the allocated budget.

Construction of the Off Off--Leash Dog Park would be delayed to 2019 or 2020.

This option would require additional consulting and engineering funds for the redesign and retendering. Any unused funds from the 2018 C2 Budget allocation could be carried over and additional funding for the completion of the park will be presented for inclusion in the 2019 capital budget. This option will allow us to reduce the cost of the construction of the park but additional costs would be incurred during the engineering and tendering process.

ORGANIZATIONAL: FINANCIAL:

This project was approved in the C2 Category of the 2018 Capital Budget process. Total approved 2018 budget, including the consultation, design and tendering is $500,000. Tenders received ranged in cost from approximately $706,000 to $1.2 million. Total project cost is projected to be 868,000 inclusive of consulting fees specific to this project, contracting costs and contingencies.

Work includes : Landscape Improvements - earthworks, tree removal, seed, sod, benches Hard landscaping - gravel trails, asphalt trails, fencing, garbage cans, fountain Plant Materials trees and shrubs - evergreen and deciduous Shallow Utilities - parking area power and lighting, pathway power and lighting Road work and parking lot - earthworks, concrete, asphalt, pavement markings Site Services - including storm drain, water service, sewer service (There is a full list of requirements and quantities attached to this report.)

Upon selection of the preferred option, negotiations with the contractor and weather contingent scheduling may require the entire project or a portion of it be deferred to 2019.

Approved funding for this project was allocated from the Peace River Agreement; additional funds will be allocated from the 2018 (Community Works) Gas Tax Reserve.

Gas Tax funding is an annual grant which is used to fund projects such as

traffic signals, trail development, sidewalk construction and roll carts for solid waste and recycling collection. The Gas Tax Reserve has a balance of $1,069,743.96 of which $650,000.00 is available due to the deferral of a budgeted project (Roll Carts for Yard Waste Recycling). As a result, this grant funding is available to be combined with budgeted 2018 Peace River Agreement funding to meet the total budget requirements for the Toboggan Hill Off Off--Leash Dog Park Project.

With this allocation, all funding for the project will be from grant sources.

FOLLOW UP ACTION: COMMUNITY CONSULTATION: Community consultation on the location and concept plan for the dog park was conducted utilizing a workshop, open house, public drop in session, surveys and attendance in the City of Fort St John booth at the Annual CKNL Trade Show.

Engagement Summary:

COMMUNICATION: The results of the tender bids were posted on the City's website and BC Bid in accordance with policy. Upon Council's approval, staff will inform the successful bidder and non non--successful bidders in writing.

DEPARTMENTS CONSULTED ON THIS REPORT: Integrated Services was consulted with Planning providing comments during the site selection and concept design phase. Engineering provided review of the plans and comments throughout the process.

Community Services through Grounds was closely involved throughout the entire process from site selection to tender preparation.

Strategic Services provided support throughout the process through the

Project Coordinator.

Additional internal consultation on associated capital projects including trail development and infrastructure upgrades is planned.
