This past year challenged all of us to rethink how to do more to build a fairer society. In this Annual Report, Acadia Center shares its vision for building a climate safe future for all – one that recognizes that many voices must be present and heard to accelerate the change we need. In 2021 and beyond, Acadia Center’s priority campaigns build from a comprehensive approach.
• Our Next Generation Energy Efficiency framework will spur efforts to improve older, poorer quality housing in all communities.
• Fossil Fuel Phase-Out draws from hard data showing that continued reliance on fossil fuels is unnecessary, uneconomic and imposes disproportionate burdens on lower income families and environmental justice communities.
• Energy System Innovation seeks to realign government and regulatory agencies so they act to advance climate, clean energy and environmental justice progress.
• Our Transportation and Climate program is anchored in analysis showing that shifting transportation to clean electric technologies will benefit everyone.
Concrete change happens on the ground – state by state, neighborhood by neighborhood, coalition by coalition. By visualizing what’s possible, we can seize opportunities in collaboration with our partners—together charting the steps that collectively make real progress. We hope that this new digital Annual Report conveys the momentum we feel. Acadia Center looks forward to deploying its expertise in complex climate and energy policy and analysis. Acadia Center has a longstanding presence and relationships in the region; its organizational mission values transparency and focuses attention on the needs of people. It is no longer time to simply plan change – it is time to work together to implement change. With leadership from our Board of Directors, strong support from foundations and a growing number of generous individuals, and a dedicated and passionate staff, we are working to make these multifaceted solutions a reality.

Acadia Center has clarity of purpose, sees the big picture, and defines pragmatic steps; we take a “both/and” approach, so that the big picture becomes practical.
Confronting the climate crisis and building a clean energy future means loosening our grip on polluting fossil fuels and reaching for far greater electrification than exists today. But is our region ready? Acadia Center President Daniel L. Sosland and Director of Policy Amy Boyd share their thoughts about what will be needed to bring the clean energy future to life, and what Acadia Center is doing to help in this video.
Energy efficiency is a crucial pillar in achieving the region’s climate and environmental justice goals. Everyday efforts such as home insulation improvements or installing more efficient appliances can make buildings more equitable and save money while significantly reducing greenhouse gas emissions. Energy efficiency is a core tenet of Acadia Center’s mission and we are proud of the leadership role we play. But much more must be done. Acadia Center is catalyzing change, creating awareness, and building coalitions to take energy efficiency to the next level.
The good news is that we are starting from a position of strength. The Northeast is a national leader in energy efficiency. Millions of homes and
businesses in the region have received efficiency services and reduced energy bills. Yet these must be delivered more equitably across communities. Many face uneven access to benefits, and marginalized communities that face the worst impacts of climate change and poor housing quality are not receiving the full advantages of efficiency programs. Clean electric heating and whole-house electrification must be a priority to support the acceleration of clean energy and the transition away from fossil fuels. There must be better alignment of state climate goals and efficiency policies, regulations, and stakeholder systems. Low-quality housing damages the health of residents and also is a major source of climate pollution. Finally, the region must continue to value energy efficiency as a core energy resource, one that can reduce energy bills, and improve public health. A vision of what’s possible must have a clear path to achieving it.
Over the past year, Acadia Center was a key player in several working groups developing recommendations for the Maine Climate Action Plan, Maine’s first comprehensive plan to reach carbon neutrality by 2045. In December 2020, the months of meetings and negotiations culminated in a final plan, aptly titled Maine Won’t Wait. The Maine Climate Council process was a bright spot in the middle of a devastating pandemic year— despite the massive disruption to everyday life,
the working groups persevered and delivered their recommendations on time, showing the urgency of the climate response. Even without in-person meetings, Acadia Center proactively developed new coalitions and relationships, especially Climate Maine. Acadia Center is looking forward to putting the Plan into action and leading efforts to implement changes in the buildings, power, and transportation sectors in the coming year.
In the fall of 2020, several Northeast governors announced a new process to examine reforming the regional power grid. Frustrated by the failure of ISO-NE to align its planning and investments with state climate and clean energy goals, the New England Governors’ Energy Vision is a dramatic public call for change at ISO-NE. Acadia Center has participated in all aspects of the process to date, successfully recommending the adoption of an environmental justice track.
These changes brought both challenges and meaningful opportunities, reinforcing Acadia Center’s deep commitment to advocating for just solutions.
Spring 2020 found millions of Americans outraged and saddened by the pervasive violence directed at people of color in the United States. The brutal murders of Breonna Taylor and George Floyd shone a glaring spotlight on the endemic racism and inequalities facing our nation. Acadia Center joined countless voices in calling for meaningful and systemic change. We continue to be fiercely determined to ensure that our work advocates for racial and environmental

The Transportation & Climate Initiative Program (TCI-P) has great promise to improve lives across the Northeast by reducing harmful tailpipe pollution and providing new funds for clean transportation investment. But to make these improvements equitable, the voices of communities most impacted must be heard and be an integral part of developing solutions. Partnerships are the backbone of our work at Acadia Center, and are vital levers for change that drive momentum for clean energy solutions and amplify critical needs for decisionmakers. In Connecticut, Acadia Center led Weatherization Barrier Mitigation Workshops that shone a bright spotlight on the many impediments to weatherization efficiency programs facing residents, and identified actions to break down these obstacles. Acadia Center is an integral part of the effort, setting bold direction and a catalyst for the forward motion.
On December 21, 2020, Massachusetts, Connecticut, Rhode Island, and the District of Columbia announced their intention to participate in the Transportation and Climate Initiative Program (TCI-P) by signing onto a Memorandum of Understanding (MOU). This was a major step forward in our vision for a just and sustainable future. Acadia Center played a central role in the process and has continued to be deeply involved
in pressing for equitable TCI-P implementation. Since then, all three states have introduced bills to guide TCI-P implementation, including provisions to establish Equity Advisory Boards and dedicated investments in overburdened and underserved communities. The climate and energy movement is building momentum in extraordinary ways.Partnered with the Fletcher School at Tufts University to host the Future of Transportation Symposium, convening regional stakeholders, academics and Baker administration officials. Rhode Islanders on Aquidneck Island (the towns of Newport, Portsmouth, and Middletown) had a serious brush with danger in January 2019, when multiple operational failures of National Grid’s natural gas system forced a week-long service shutoff for about 7,000 people. Since the incident, Acadia Center has been engaged in the community, pushing back against the utility’s gas expansion proposals with a clear proposal to rely on clean energy solutions. Acadia Center presented information to the community, demonstrating that weatherization and heating electrification are proven and preferable alternatives to building more gas infrastructure. In 2020, our presentations contributed to Portsmouth and Newport’s elected officials asking for moratoriums on new gas connections and endorsements of weatherization and electrification as the best option to meet long-term energy needs. Acadia Center is opposing National Grid’s latest gas expansion plans with filings at the state’s Public Utilities Commission. We will be tracking developments to ensure community concerns are being heard and the state is pursuing a clean energy future.
In June 2020, Acadia Center published The Declining Role of Natural Gas Power in New England, a report on the economic case against building new natural gas infrastructure, which caught the attention of the clean energy community in the Northeast. The report demonstrated that even under a “Business as Usual” scenario in which currently planned natural gas plants are built, the demand for gas-fired power plants will decline significantly over the next decade, from over 40% of electricity generation in 2018 to less than 10% by 2030. This dramatic decline is due to states meeting their renewable portfolio standard commitments, as well as planned electricity imports from outside the region. The report sounds the alarm for the financial viability of gas into the future, noting that if demand decreases, gas plants will be running at such a reduced level that they may be unprofitable. Our findings garnered strong media attention and several OpEds.

In order to maintain credibility as an independent voice, Acadia Center carefully limits its financial support to foundations and individual donations, and the organization could not exist with your generous support. We are honored to have your confidence in our efforts and will continue to work tirelessly toward a just, clean energy region.
