In this report, you will find examples of great progress to advance a clean energy future for all. In 2019, Acadia Center applied the themes that run through our work to create a new strategy. We renewed our commitments to accelerate climate plans, decrease greenhouse gases, and reduce dependence on fossil fuels. Our growing staff is passionate, motivated, and committed to finding the best solutions to our region’s energy and climate challenges.

Addressing global warming with bold, clean energy solutions is the core mission of Acadia Center, and the urgency to live this mission has never been greater. Living on coast of Rhode Island, I have seen the direct impact: mussels here were abundant, thriving on the shore near our home – people could harvest a meal’s worth quickly. Our water has never been cleaner – eel grass is thriving, but due to sea temperature rise, there are fewer mussels to gather and the ones we find never get big enough to keep. The community impact is real, especially for those who make their living or feed their families from the ocean.

But the right solutions mean little without support. Acadia Center has always valued partnerships, and in 2019 we intensified our work with coalitions, and new partners. This emphasis arises from the reality that climate and racial justice, economic disparity, and consumer protection issues are intrinsically linked. The more we all connect, the stronger our collective impact will be.

Solutions to the climate crisis must provide economic and health benefits to all – particularly those facing the most hardship. Our region has a long way to go, but we know that the core of effective solutions is ensuring that they meet the needs of everyone.

2020 has placed heavy burdens on communities and businesses. Acadia Center has weathered the pandemic by transitioning to digital work, and our staff is more committed than ever to meeting our goals. Perhaps with great hardship, comes a recognition that our combined strengths can produce real change. All around us there is new momentum to tackle climate and longstanding social problems. With our network of support and encouragement, we can accelerate systemic reform, and fight for a better future.

As things continue to change, we remain focused on sustaining our work – and redoubling efforts to advance a clean future that benefits everyone.

While there is tremendous urgency, there is also hope and progress. Since the Regional Greenhouse Gas Initiative began in 2008, there has been a 55% reduction in carbon emissions from power plants in participating states.

In 2019, Acadia Center approved a strategic plan that sets the course for our future; it establishes clear goals and unambiguous action steps that are ambitious but achievable. I am proud of the way board and staff collaborated on its development and am excited to see its impact.

Looking ahead, I believe Acadia Center must stay the course. In this time of upheaval and change, it is important to be laser focused on bold solutions and take visionary stances that catalyze action. We have a strong plan, energetic staff, and supportive funders. Addressing climate change will help create a resilient, thriving community. I am delighted to be part of Acadia Center, bringing positive change for our environment and our communities.

Ensuring that the long-term regulations, systems, and plans are in place to make these goals a reality is at the heart of Acadia Center’s vision and a cornerstone of our efforts. This approach takes keen and sophisticated advocacy, forward thinking, and deep collaboration with environmental, consumer, and community voices. Now that Northeastern states have made their intentions clear, Acadia Center is turning its attention to deeper legislative reform: empowering state agencies to act in concert with climate targets in decision-making. This is crucial to achieving emission reductions goals. These reforms will enable agencies to make decisions that incorporate the costs and benefits of climate change, and give agencies the authority to push for other goals, such as climate justice, equity, and transparency for consumers.

Acadia Center’s strategic focus on long-term climate planning is just that: long-term. This is a marathon, not a sprint – one that must be run with intensity, urgency, and hope.

LOOKING AHEAD: Connecticut, Maine, Massachusetts, New York, and Rhode Island have announced ambitious and vanguard approaches to combat climate change and improve residents’ lives. We’ll be watching the progress of these commitments, joining our voice and data driven policy expertise with diverse stakeholders to ensure state commitments are met.

Numerous studies framing options and opportunities in a decarbonized region will be released in Connecticut, Maine, Massachusetts, and Rhode Island and by industry groups. Acadia Center will be looking closely at these analyses to ensure that they prioritize the most consumer-friendly and cleanest pathways to carbon reductions.

Maximizing Building Efficiency. Safe Space.

Healthy Homes for All.

Leadership and Engagement – Amplifying Voices for Change Advocating for greater energy efficiency in homes and businesses is at the core of Acadia Center’s clean building strategy. Electrifying our spaces with efficient, clean energy improvements such as electric heat pumps, and rooftop solar is an under-utilized opportunity in the region, and one that can benefit all people in our community. About 85% of homes in New England and New York rely on fossil fuels for heating and cooking, and this accounts for about 30% of total regional greenhouse gas emissions. Fossil fuel use in homes can pose health and safety dangers like carbon monoxide poisoning and risk of explosion, risks that disproportionately effect the most vulnerable people.

Through our leadership and engagement in statewide energy efficiency boards, Acadia Center prioritizes amplifying equity concerns in energy efficiency deliberations. We seek to ensure that stakeholder groups include representatives of the low-income consumers, so their unique needs are included in energy efficiency programs. Massachusetts Cape Light Compact’s innovative 2019 pilot program, bundling solar, heat pump, weatherization and storage with incentives that benefit moderate income households, shows great promise, and we are pressing for its approval.

LOOKING AHEAD: Clean Heating Pathways – A comprehensive report and policy assessment detailing the benefits of cleaning heating technologies for seven Northeastern states, and how states can achieve these benefits.

PowerHouse – An analytical tool to measure the emissions benefits and costs of converting residential single-family homes to clean energy technologies; reducing fossil fuel use, saving money, lowering emissions, and improving health for families across the Northeast.

Pressing for progress in stakeholder boards, regulatory agencies and legislatures to advance building electrification in all our states.

Accelerate Clean, Reliable Energy Resources

The Race for Offshore Wind The Northeastern coast has immense potential for offshore wind (OSW). Winds are strong, much of the ocean shelf is relatively shallow, and in winter, when energy demand is highest, the wind is strongest.

That’s why OSW is critical to meeting the region’s power needs while also cutting greenhouse gas emissions.

2019 proved momentous – between legislative commitments and state contracts with OSW developers, the Northeast surpassed Acadia Center’s recommendation for 6,400 megawatts of OSW by 2030 - enough to provide energy to over 3 million homes.

From conversations with state legislators, to testimony in support of these bills and guidance during wind project selection and approval – our staff is there every step of the way. When Rhode Island fishermen voiced dissent against the MA Vineyard Wind project, Acadia Center gave testimony to the Coastal Resource Management Council. We signaled support for the project while calling for a more inclusive process to avoid conflicts.

The permitting process for the project ultimately moved forward.

We highlight both environmental advantages and the OSW sector’s ability to create of thousands of jobs and protect consumers from rate spikes. We will continue to pursue more OSW.

LOOKING AHEAD: The Mystic Generating Station, a gas-fired power plant in MA continues to emit toxic pollution – increasing GHG emissions and endangering the health of nearby residents. Though the plant requested permission to retire in 2022, the regional grid operator is paying the plant to stay open until 2024. This decision is shortsighted and based on flawed analysis that claims this plant is needed to maintain reliable electric service to customers. Unfortunately, this kind of outcome is not uncommon. Acadia Center and partners are calling for reforms to ensure the grid operator takes responsibility for equitably achieving the state’s climate commitments.

Transition to Clean, Equitable Transportation

Getting Where We Need to Go - Broadening Input to Build a Better TCI Program The Transportation and Climate Initiative (TCI) is one promising approach to reduce vehicle pollution in the Northeast. By pricing carbon emissions in the transportation sector, TCI would generate revenue to reinvest in clean, modern, and equitable transportation.

Acadia Center and its partners have been working hard since TCI’s inception to ensure that the program is ambitious on climate and designed to meet the needs of every community. Our Transportation Future, the regional coalition that Acadia Center and its partners launched in 2019, now includes over seventy organizations representing many perspectives, including organizations focused on health, business, the environment, and transportation.

In Massachusetts, Acadia Center, the Green Justice Coalition, and Transportation for Massachusetts lead the MA TCI Table (a state-specific coalition). Through the MA TCI Table, a broad range of organizations have been engaging directly with state policymakers, developing shared advocacy platforms, and working to better understand and address the Commonwealth’s linked challenges of vehicle pollution and transportation injustice. We continue to work to facilitate an inclusive process that prioritizes the needs of our most vulnerable communities. The MA TCI Table has been successful because it welcomes all voices, particularly those with concerns about TCI.

Acadia Center uses its seat on the Massachusetts Zero Emission Vehicle (ZEV) Commission to press for clean transportation funding, incentives, and reforms. In June 2020, Acadia Center joined partners to present a list of clean, equitable transportation recommendations to the Baker administration, including measures to: increase Electric Vehicle (EV) charger deployment, improve utility rate structures for EV charging, expand access to EVs to low- and moderate-income purchasers, and include rebates for micro-mobility options like e-bikes.

Modern Utilities: Consumers and the Environment First

Levels of Accountability – a New Ladder of Reform for Utilities The utilities that currently provide energy to our homes and businesses are designed to support fossil fuel projects. Why? Because they earn more revenue by building physical infrastructure than from helping consumers save energy or electrify. Utilities are also not required to consider climate when planning for the future. One reform to help address these issues would be to reshape the agencies that regulate the utilities. Each agency must be responsible for the immediate carbon reduction targets assigned to its sector. First, the state must create and assign intermediate carbon reduction targets to the agencies in each sector. At the urging of Acadia Center and coalition partners, the Green New Deal bill proposed in Connecticut included this concept.

Acadia Center is also pressing for changes to the role of the Public Utility Commissions, to allow meeting state climate goals to be a priority as important as keeping rates low. Acadia Center advocated for this in MA where the concept passed the Senate in its 2020 energy bill.

Acadia Center is exploring similar reforms throughout the Northeast.

LOOKING AHEAD: UtilityVision 2.0 - a framework for how to modernize the utilities - is in development and will provide updated analyses and recommendations for pathways from our current grid to the one we need for an electrified, clean energy future.

UtilityVision 2.0 will examine how to reform the authority utilities currently have to plan for future energy resource needs. If the planning function is removed from utilities and centralized at a state or regional level, there could be greater assurance that it is fuel-neutral and guided by state climate and energy justice policies. This would simplify phasing out natural gas, anticipate electrification needs from electric vehicles and heat pumps, and create pockets of flexible demand to follow intermittent renewable supply. This could also support integration of on-site energy generation which helps provide resiliency in the face of increased storms.

Creating a Future Beyond “Natural” Gas

Turning Away from Fossil Fuels With each passing year, the urgency grows to thwart the region’s further dependency on fossil fuels, like “natural” gas.

Determinedly turning away from this unhealthy, polluting energy and embracing clean energy solutions will be essential to achieving the Northeast’s critical emission reduction goals.

Opposing natural gas distribution and promoting the value of clean energy is integral to virtually every facet of our advocacy, analysis, and outreach. We are providing useful analytics and materials to guide municipalities and citizen groups in their efforts advocating for gas bans.

Collaboration with a broad and diverse group of advocates, such as Gas Leaks Allies, Sierra Club, Brookline Gas Moratorium, and Mothers Out Front is key to keeping pressure on decision-makers to stay focused on states’ goals for combatting climate change.

LOOKING AHEAD: Expand on analysis from our recent report, “Declining Role of Natural Gas.” This report concludes that under current plans and laws, New England’s reliance on natural gas to fuel power plants could drop from 45% to approximately 10% of its electricity needs in 2030, making any investment in new gas pipelines or plants unnecessary and therefore costly.

We are strengthening our data capacity to inform long-term climate solutions, including sector-by-sector analyses to support an aggressive economy-wide 2050 emissions target in the Northeast, and respond to several high-profile climate studies conducted by utilities and energy companies.

10 Years of Carbon Reduction: The Regional Greenhouse Gas Initiative It’s been 10 years since Acadia Center and other advocates worked together to ensure that the Northeast region implemented the Regional Greenhouse Gas Initiative (RGGI). At the time, it was only the second program in the world to regulate carbon emissions and the first to charge power plant owners for their carbon pollution. The program is stronger now, and it still provides lessons for climate policies across the globe.

What makes RGGI a regional success story? Under RGGI, the Northeast and Mid-Atlantic states have continuously outperformed the rest of the country. Not only is our region making considerable progress lowering GHG emissions, but we are also experiencing amplified economic and social benefits as a result of the program.

• Emissions from RGGI power plants fell by 47% •E lectricity prices in RGGI states fell by 5.7% while prices increased in the rest of the country DP in RGGI states grew by 47% outpacing growth in the rest of the •G country by 31% •R GGI has generated $3.2 billion, the majority of which has been reinvested in energy efficiency and renewable energy •T he reduction in co-pollutant emissions has resulted in more than $5.7 million in health and productivity benefits But success does not equal perfection. Acadia Center also used this report to note that as we move forward with programs like RGGI, it is critical to put vulnerable communities first. Though RGGI provides substantial revenue for investments in energy efficiency and clean energy, people of color and low-income households have not been able to access those benefits as readily as wealthier and whiter communities. As we approach program evaluation for RGGI and program design for other carbon markets – like TCI – Acadia Center is committed to ensuring that communities that are overburdened by pollution and underserved by clean energy and transportation options are the first to benefit from these programs.
