As we continue to serve our community through Housing and Community Development, Parks, Libraries, Animal Care, and Community Services, I want to highlight the incredible power of professional growth and continuous learning. OCCR is built on service, creativity, and commitment, which are all qualities that flourish when we invest in ourselves and each other. Growth is not only about advancing in our careers; it’s about learning, adapting, and finding joy in the process.

Every day, we have opportunities to learn, whether it’s taking on a new project, collaboration with a colleague, or a moment of reflection after a challenging task. By embracing lifelong learning, we create a culture that encourages innovation, supports one another, and celebrates progress at every level.

OCAnimal Care

Since joining OC Animal Care in April 2023 as a Staff Specialist focused on Graphic Design and Marketing, I’ve grown significantly in both skill and confidence My official title, Social Media and Website Specialist, has allowed me to explore creative storytelling through digital platforms while continuously refining my craft

Over the past two years and seven months, I’ve taken on projects that challenged me to expand my capabilities. A recent accomplishment is the 3-3-3 Video; a project I directed and edited that showcased my strengths in visual communication and creative leadership. The final product was well received and reaffirmed my passion for multimedia work I also take pride in producing engaging dog profile photos and YouTube videos that highlight each animal’s unique personality These visuals play a key role in attracting potential adopters by offering a glimpse into the dog’s temperament, helping people make more informed decisions

Knowing that my work contributes to successful adoptions is incredibly rewarding and motivates me to keep learning, evolving, and finding new ways to make a difference through design and media.

Jenifer James

My journey at OC Animal Care has been one of continuous selfdevelopment and growth I began my career as an Animal Control Assistant in January 2020, where I quickly discovered my passion for animal welfare and effective team collaboration.

In August 2021, I was promoted to Dispatch Supervisor for Animal Control, a role that strengthened my leadership, communication, and problem-solving skills. Continuing to grow within the organization, I was temporarily promoted to Animal Services Supervisor for Customer Service in March 2025 and officially assumed the position in July 2025.

Each step has challenged me to learn, adapt, and lead with empathy and efficiency One of my recent accomplishments has been creating the new Adoption Interview Calendar for the Customer Service department, which improved scheduling and client experience I am also developing a comprehensive training manual for Customer Service, modeled after the Dispatch training guide I previously designed to support consistent staff development

Jessica Tran

In my role as a Contract Services Monitor at OC Community Services, I had the opportunity to develop the Automated Invoicing System alongside the Contract Monitoring & Program Compliance team. This two-year project was a significant part of my self-development journey, as it required me to learn and apply advanced Excel functions, including automation and data validation.

The initiative came as a direct response to the need for greater efficiency in managing our program ’ s diverse funding sources and complex mandates By creating this centralized system, we were able to incorporate into our financial practices real-time tracking, standardized procedures, and enhanced oversight This experience not only honed my technical skills but also deepened my understanding of how our programs are positively impacting the community, particularly through different initiatives that help our community overcome barriers and rebuild their lives

Since joining the County in May 2024, I’ve been on a selfdevelopment journey that continues to shape the way I approach my work One of the most impactful experiences so far has been attending OC Workforce Development Board meetings Watching community leaders work through complex issues and developing long-term strategies has helped me think more critically and approach projects with a broader perspective

Around the same time, I took the opportunity to enroll in the Master of Public Administration program at Cal State Fullerton, supported by the County’s Educational and Professional Reimbursement Program. So far, I’ve taken courses in public administration, public finance, and administrative research and analysis I’ve already been able to apply those lessons in my work with the Workforce and Economic Development Division, especially in areas like grant writing, strategic planning, and regional collaboration It’s been a rewarding way to grow and contribute in more meaningful ways

Self-development and growth have been a lifelong journey for me, ones that have required deep reflection, unwavering dedication, and the courage to step outside of my comfort zone My story began in 2006 when I joined the Orange County Housing Authority as an Office Technician Through perseverance and commitment, I worked my way up to become a Community Development Manager in 2023.

Transitioning from the private sector to county employment wasn’t easy Starting in an entry-level role after years of management experience was a humbling experience, but it laid the foundation for my growth Every step forward; from Occupancy Specialist to Field Representative, Staff Specialist, Sr Housing Specialist, and eventually Housing Supervisor, taught me valuable lessons in adaptability, integrity, and leadership

This journey has shown me that growth takes patience, practice, and a willingness to embrace change. By sharing my experiences and encouraging others, I hope to remind staff that opportunities for advancement are always within reach As one of my colleagues once quoted to me, “You started from the bottom, now you ’ re here ”

I began my 20-year County career in 2005 as a Mailroom Clerk for the Probation Department, later transitioning to John Wayne Airport In 2015, I joined OC Housing and Community Development as a Staff Specialist In 2019, I pursued a promotional opportunity as Housing Development Compliance Administrator to continue growing professionally This role has strengthened my technical expertise, expanded my knowledge base, and allowed me to develop supervisory skills.

Today, I lead a team of two and oversee the County’s affordable rental housing and homeownership portfolio. I ensure County-assisted housing remains safe, affordable, and fully compliant with federal, state, and local regulations.

One of my proudest accomplishments was eliminating a four-year monitoring backlog, bringing the County’s portfolio into full compliance. Another highlight? Earning (and holding) the title of reigning pumpkin decorating contest champion I take pride in being a dependable, solutions-oriented resource for my team and department.

OCParks

Over the past 20 years with the County of Orange, I have served in several departments, including the Social Services Agency, the Probation Department and OC Parks, each providing valuable opportunities to connect with and serve diverse communities

Through the County’s Educational and Professional Reimbursement Program (EPRP), I have been fortunate to complete my bachelor’s degree and two master’s degrees This investment in my education has been transformative, enhancing my communication, leadership and problemsolving abilities Applying these skills has opened many doors, which has led to advancement in my career

As OC Parks’ Customer Relations Manager, one of my main responsibilities is receiving and responding to customer inquiries and complaints This role requires adaptability, patience and strong communication skills to ensure the public feels heard and receives timely resolutions My experience and education allow me to connect with the public and figure out the best path forward.

Orkideh Vakilian

I began my career with OC Parks as a Park Attendant while still in high school Over the past 30 years, I’ve worked in every operational division, holding nine positions including Groundskeeper, Park Ranger, Regional Trails Inspector and Heavy Equipment Supervisor, leading to my current role as a Parks Division Manager.

One of my greatest challenges was promoting into management after stepping away from the typical career trajectory. The transition was not easy, but I continued to push myself forward, stay positive and focus on building strong relationships That persistence gave me a breadth of experience and perspective that now adds enormous value to my leadership role.

I thoroughly enjoy mentoring others, helping them build confidence, grow their careers and navigate challenges. I consider supporting my team’s personal and professional development as one of the most meaningful ways I can serve OC Parks

OCPublic Libraries Olivia Sorenson

I joined OCPL when I realized that my first career plan – teaching middle school math – wasn’t the right fit for me. Soon after starting as a Library Assistant, an enthusiastic coworker asked me to help her run an after-school club teaching fun math concepts With support from creative librarians, I learned how to lead programs that impacted youth outside of a classroom. Supervisors encouraged me to join event-planning committees that developed my teamwork and leadership skills I grew so much over the years, trying out cooking programs for adults, making huge messes in STEAM activities, and even conquering my intense years-long fear of working with toddlers by getting trained on how to give fun and engaging storytimes In 2023, I began my Master’s program in Library Science, despite swearing off ever going back to school when I started this job. Libraries are now my career, and I couldn’t be happier!

Tracy Li

As an immigrant, I faced the dual challenge of managing a household and assimilating into local customs, all while earning two master’s degrees to secure a career path After joining the OCPL family, I quickly built knowledge and confidence through librarianship and leadership. My journey has been transformative: from an ESL learner to a committee chair, from a new librarian to a senior manager, from conducting storytime to facilitating system-wide events, and from a volunteer to actively contributing to OCPL’s World Languages collections, programs, and services I owe OCPL everything for this amazing journey, a rewarding metamorphosis, and the determination to serve our increasingly diverse community.

Admin Services

Growth rarely happens in comfort zones My journey of self-development began with a conscious decision to embrace discomfort, welcome change, and challenge the limits I had unknowingly set for myself From stepping into a management role to guiding the Employee Services team in launching several new initiatives to support the department, I’ve not only overseen projects and staff but have also experienced significant personal growth this past year

A pivotal moment was completing the Supervisor Toolbox Training program a demanding yet rewarding experience that sharpened my leadership skills I was honored to deliver a speech at the graduation ceremony, where I reflected on my personal growth and the collective strength we built as a cohort

I am deeply grateful to the leaders and colleagues who have supported, challenged, and encouraged me along the way As I continue to grow, I remain committed to leading with purpose, learning with humility, and supporting others on their own paths of transformation.

I joined OC Community Resources in 2023 as an Extra Help Staff Assistant for the Strategic Operations and Professional Standards (SOPS) Team Originally hired to support the Custodian of Records for a short-term project, I soon had the opportunity to work across multiple units within SOPS.

With no prior experience in government administration, I found the work challenging but rewarding. I learned to review and redact records for public release and assist in preparing ASR board books for the OCCR Executive Team I’ve also contributed to summarizing Legislative Affairs bulletins for leadership. Thanks to a supportive team and the County’s recruitment process, I transitioned into a permanent role The learning curve was steep, but the encouragement and mentorship I received helped me grow professionally and gain confidence in navigating complex tasks
