The "Place" of the candidate is only of importance regarding where their primary residency is. It is not relevant to WHO can vote for the candidate.
We have listed all candidates on the slate. However, not everyone submitted responses.
All responses are shown exactly as submitted by the candidates. We do not make any changes to the submissions, including corrections to spelling, grammar, or punctuations.

Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
I am Dr. Dinah Marks, a Candidate for the next Mayor of the All-America City, DeSoto, Texas. I am running on a platform of Transparency and Accountability.
Why am I running? I am running because I have a love and compassion for DeSoto, and with that passion, and having served on council for the past 5 years, I see there is improvement needed. I am running because citizens need to be heard. Their voices need to be understood by a leader with compassion enough to understand their concerns and make sure their questions are answered.
I am running because taxpayers deserve transparency and accountability Transparency of statistical data that make sense, such as crime reporting, Making sure every incident and accident is accounted for by a number It's reported that our crime is trending downwards, however, we don't see certain incident recorded
I am running because there needs to be some accountability of your tax dollars, which equates to holding staff accountable for the job they are hired to do Accountability for not just certain council members but all, not for one staff member, but all. We need to build our culture and climate where these aspects of leadership are shown throughout the organization, by cohesively working together for the betterment of the 56,000 we represent, Not just a few!!!
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
As our city grows, the challenge will be balancing the need for affordable housing with rising property taxes, and navigating zoning changes while maintaining public trust Managing infrastructure, traffic flow, and city services could also present a challenge However, the greatest opportunity is planning with the end in mind Making sure we are intentional with the developments we select If done thoughtfully, it could create jobs, strengthen our economy, and improve the quality of life for our residents
As Mayor, to assist with Council and community engagement, we would hold town hall listening sessions in different neighborhoods, workshops focused on housing, funding, and zoning changes to align everyone. During these meeting, data will be presented on the needs, economic impact, and successful case studies.
For consensus building, I would use mediation techniques and community driven proposals to find middle ground among council members
What skills and experience do you have that you believe would be beneficial to you in this role?

How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
A city is only as strong as its sense of community. When councilmembers are visible, involved, and accessible, we help build a stronger bond between city government and the people we serve. This engagement makes it easier to tackle challenges and pursue shared goals.
Residents have a right to hold us accountable by listening and giving feedback in a timely manner When they are involved in the decision making process; i e zoning change, new developments, or public safety initiatives, policies are stronger, as they are shaped by diverse perspectives from who live and work in the community When residents feel their voices matter, they are more likely to participate in meetings, elections, and civic initiatives This leads to a more active, informed, and engaged citizenry, strengthening the democratic process
What does accountability and transparency from elected officials look like to you?
Accountability and transparency are two of the most crucial aspects of leadership, simply because they are woven throughout every part of an organization. As an elected official, we must not only hold staff accountable, but we must hold each other accountable. Both aspects call for you to own your mistakes to build trust among colleagues and community. As you know, mistakes will happen, but how you handle them makes all the difference Acknowledge your mistake without blaming others First, tell the public what happen, then present your plan for rectifying the situation moving forward with specific timelines
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
1. Strengthen the neighborhood crime watch program - public safety is the foundation of a strong community. As a Mayor, I view it a priority because these programs empower residents to take an active role in safeguarding their community. By collaborating with law enforcement, these programs show a deterrent of criminal activities and have a tendency to lower crime rates. Regular interactions and shared goals lead to stronger relationships; therefore, transforming neighborhoods into being supportive of each other, "See Something, Say Something".
I would advocate for new ways to incentivize participation, integrate technology so that incidents are captured in real-time, and enhance partnerships between police and neighborhood associations.
2. Attracting Anchor Developments -to attract new businesses, This is a priority because economic growth directly impacts job creation, city revenues, and overall quality of life for residents. , However, as Mayor, I would hold roundtable discussions with entrepreneurs an investors to market the city's location, and community amenities.

As the longest-serving elected official in DeSoto today, I bring a wealth of experience, deep community insight, and a consistent track record of results-driven leadership I am also a proud graduate of DeSoto High School, which makes this work deeply personal for me this isn’t just where I serve, it’s where I’m from Asanentrepreneur,Iunderstandhowtoleadwithvision, manageresourcesresponsibly, andmake strategicdecisionsthatdrivelong-term growth.Theseskillshavetranslateddirectly intomy approachto publicservice.Inaddition,my commitmenttogiving back isreflectedthroughmy nonprofit, Emerge Leadership,whichhasawardedover$25,000inscholarshipstoDeSotoHighSchool seniors investing inthe samecommunity thatinvestedinme.

Beyond formal meetings, I’m a regular fixture at city events, school games, and community functions. I believe leadership should be visible and accessible, and I work hard to ensure residents feel comfortable approaching me with their concerns, ideas, or feedback.
To further expand our reach, we are currently developing a new citywide communication plan and social media policy to improve outreach and formalize how we keep residents informed. My commitment is to continue building a culture of transparency, responsiveness, and partnership with the people of DeSoto
What does accountability and transparency from elected officials look like to you?
To me, accountability and transparency are the foundation of public trust. As elected officials, we are stewards of the public’s confidence, and that requires being open, honest, and responsive in all we do.
Accountability means following through on our commitments, owning our decisions, and being willing to answer tough questions even when it’s difficult. It also means setting measurable goals and regularly evaluating our progress so the community can see the results for themselves
Transparency is about clear communication and accessibility Residents should never have to guess what’s happening in their local government That’s why I prioritize community engagement, public updates, and creating spaces where residents feel informed and heard.
As Mayor, I believe in leading by example with integrity, humility, and a commitment to keeping the public at the center of every decision.
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
My top three priorities from the 2024–2025 DeSoto Business Plan are:
Goal #1 – Develop Spanish-language options for translation of agendas and public information
DeSoto is a beautifully diverse city, and effective communication is essential to building trust and inclusion By offering Spanish-language translations of agendas and other key city information, we ensure that more residents can engage with local government, understand important decisions, and participate in the democratic process Equity in access to information is a fundamental part of accountability and transparency
Goal #5 – Improve the development process and make it a one-stop shop
Improving the development process is key to driving smart, sustainable growth in DeSoto Making it easier for developers and business owners to navigate city systems not only accelerates quality projects but also encourages reinvestment in our community. A streamlined, one-stop-shop approach will strengthen our city’s economic competitiveness and allow us to attract the types of development that align with our long-term vision.
Goal #7 – Convert Nance Farm into a higher-value asset for the community, including a home for the arts
Preserving our history while investing in the arts creates a stronger sense of identity and community pride Transforming Nance Farm into a vibrant cultural and artistic hub would honor our past while giving residents new opportunities to engage with creative programming, performances, and educational experiences. It’s an investment in both heritage and the future of DeSoto’s cultural landscape.
As the only homegrown leader in this election a proud graduate of DeSoto High School and a long-serving public servant I bring a deep, personal commitment to our city's continued success. I have dedicated my life to serving this community, and I understand firsthand the heart, history, and potential of DeSoto.
We’ve made great progress together, but there is still more work to do. I would be honored to continue leading with vision, experience, and a heart for service. I humbly ask for your vote so we can keep making DeSoto Rise!
What skills and experience do you have that you believe would be beneficial to you in this role?
Since around 2011, my focus has been on becoming the best intersectoral leader I can be because in my view, that’s how leaders maximize their effectiveness. In a 21st-century environment, we need leaders who can navigate across sectors, understand complex systems, ask the right questions even without having all the answers and analyze data to make decisions rooted in equity, justice, and the best interest of The People I bring a unique combination of public policy expertise, real estate and financial strategy, education experience spanning birth through adult learning, and community-based leadership I’ve led a strategy consulting firm working with clients across sectors, while also partnering with local governments, nonprofits, and grassroots organizations to create equitable systems and solutions My experience includes advancing legislative reform, working with school districts, and advising on economic development I’ve also worked internationally and know how to build coalitions, engage diverse stakeholders, and lead with transparency, accountability, and integrity. I will never tell anyone that I know everything or have all the answers but I will tell you that we can figure out a strategy together. That’s the kind of leadership DeSoto needs and deserves.

How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
It’s essential that City Councilmembers and especially the mayor engage with all residents, not just the ones who are convenient or already connected About 1 in 5 DeSoto residents is Latinx, and I’ve heard directly from community members that some city-hosted cultural events feel offensive and completely disconnected That’s unacceptable Everyone should feel seen, heard, and genuinely represented
As mayor, I would work with the Council to establish DeSoto as a community that truly values all of its residents. I would propose the creation of an Equity and Cultural Inclusion (ECI) Committee with representation from our diverse communities including people living with disabilities, LGBTQIA+ residents, and other historically marginalized groups. This committee would ensure that city policies, events, and celebrations are inclusive, respectful, and co-created with the people they aim to honor. I would also like to intentionally bring more cultural entertainment and performances to DeSoto to help unite people in informal, joyful ways.
Structured outreach like multilingual updates, neighborhood visits, and ongoing community listening sessions will be central to building trust and fostering a city government that truly works for all of us
It was particularly concerning because the CPAC is tasked with increasing transparency around policing policy, yet several members did not appear to have a strong grasp of foundational transparency laws. This experience raised important questions about the effectiveness of CPAC and readiness of some of our Boards and Commissions members.
It is imperative that members receive formal, ongoing education not only to avoid causing harm or crossing legal boundaries, but to ensure they are empowered to serve effectively It is not reasonable to expect every resident to step into these roles with full knowledge of policy, law, or process Equipping them through structured opportunities for ongoing education and support is not only fair it’s necessary for good governance It is a bit unreasonable for the City Council to blindly rely on residents to come to a committee with all the knowledge and skill required to be effective in their roles This is a major need
3. #5- Improve the development process from business contact through zoning and permits. I’ve heard significant and diverse opposition to the Hampton Road project, and I believe that concern reflects something deeper: residents want to be sure that development in DeSoto is intentional, inclusive, and community-serving. One of my core concerns is economic ownership ensuring that our dollars stay in our community and that our residents have opportunities to build lasting wealth.
This goal of improving the development process is important, but it must be rooted in equity. We should prioritize businesses that reflect the demographics of our city and are committed to serving and investing in our community. With nearly 90% of DeSoto identifying as Black and Latinx, our development strategy must ensure that local entrepreneurs especially those from historically underrepresented communities have real access to opportunities, and that incoming businesses are clear about how they will contribute meaningfully to our city
We don't need more businesses that simply extract resources from our community We need partners who will reinvest in DeSoto and support a vibrant, inclusive local economy As mayor, I would ensure that the development process is not only streamlined but also intentional, equitable, and aligned with our long-term vision for shared prosperity.

VOTE INTELLIGENTLY.
Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
The current state of our city has inspired me to run for Mayor. Another element that influenced my decision was the obvious division among the current city leadership
My vision is to revitalize DeSoto by promoting transparency in city government, improving infrastructures, as well as encouraging economic growth My goal is to restore our citizens’ trust in the city council Assess and prioritize spending based on community needs and essential services.
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
Initially my concern was DeSoto’s growing debt My concern increased over time as a homeowner and taxpayer when I lost sight of how my taxes were funding the development of DeSoto.
However, following the city council meeting on March 18, I must say our city is divided and it’s very disheartening. In my role as mayor, I would prioritize inclusion, openness, and cooperative decisionmaking when it comes to promoting Council and community engagement I believe when we actively listen to and include the community and council members, genuine change occurs. My plan would be to restore confidence via candid dialogue and transparency.
What skills and experience do you have that you believe would be beneficial to you in this role?
I have the business acumen and leadership skills to be mayor The City Council will benefit from my collaborative spirit, decisiveness, problem solving ability, and commitment to service With a servant's heart, I have participated in a variety of areas within the community I possess the ability to identify and address the needs and problems of the community I'm dedicated to serving the public and prioritizing the needs of the community

How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
Engagement is highly important so that one understands the positions of the community. Engagement builds trust and confidence in elected officials As written earlier, I will facilitate engagement by creating more opportunities for our citizens to share with the Council and city leadership. It could be as simple as holding a public forum where residents are invited to come and share their concerns, and the council and city leadership listens and maybe ask questions seeking to understand It could be creating groups formed of citizens that will engage with leadership at various times.
Another idea that I will add is to establish hours for citizen appointments as another way to engage with citizens and afford them access to the mayor for sharing of information. Lastly to find or create opportunities to provide updates on a regular basis and have those meetings at a regularly designated time for DeSoto constituents. This is to be over and above the quarterly updates.
This is how I see accountability and transparency with elected officials. Accountability is being responsible, owning your mistakes and expecting the same from others. Ensuring that rules, policies and procedures are followed by all. Accountability is having the conversations necessary for one to understand the importance of operating with integrity and doing what is right at all times Accountability is not ignoring infractions, regardless of the level of seriousness and not letting anything get by as if it lacks importance and is not addressed It is not setting a tone or sending a message that there are things that one can get by with Transparency is simply being open and honest in communication Providing access to residents for questions to be asked and to be answered by the elected officials Transparency is admitting when things have gone wrong, owning it and taking the necessary and corrective steps to make things right (this is also accountability) Transparency is allowing persons to exercise their rights to speak their truth with respect and elected officials listen without prejudice. It would also include analysis or doing discovery to find the truth or lack thereof on items brought to council attention and further reporting the findings without covering things up so that trust is not be eroded.
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
The top 3 of the established 17 goals are as follows with additional comment:
Thriving Economy - Goal #6 Develop incentive programs and options to attract anchor developments on Hampton Road. The key part of this goal is "the attraction of anchor developments" since constituents want more retail and restaurants. I believe this goal should be a stand-alone goal regardless of the location While Hampton Road has the potential to be a nice corridor, I believe we are 20 years behind During the 2024 Comprehensive Plan discussion regarding land utilization, I remember discussing the need for retail/restaurant development on the Southside of DeSoto where the new growth is. We could not only capture revenue from DeSoto residents, but Glenn Heights and Cedar Hill as well This is even more important as the building of the new ARC is underway and the intent in which they desire to use it. Instead of focusing on a 1-mile strip of land, we should look into developing small districts or small corridors throughout the city This would create convenience for all quadrants of town and would lessen any traffic congestion concerns of residents. That is if, road infrastructure (one of my four priorities) if prioritized as a need for DeSoto. Think about this, with Goal #12, which I reference as informational, in accomplishing this idea, we can have a walkable and bikeable city to get to and from the district/corridor areas The result will be the creation of a wonderfully engaged and vibrant city, with multiple districts where people are able to gather and begin creating stronger community However, the right infrastructure must be in place and be a priority for council
Building Trust- Goal #1 Develop options for Spanish translation of agendas. This goal is important for Spanish speaking individuals who may feel disenfranchised or not valued It shouldn't only be for agendas but for all forms, etc in all departments of city government We should ensure there is always a translator available during working hours and even at meetings in case one is needed If other languages are spoken in our city or an indication of population growth of people speaking different languages occurs, that information should be tracked. Data should be collected on such changes and the population growth must be carefully monitored. Research should be conducted on the need to have translators available for that language and when the printing of government forms, mail outs and other materials should begin and implemented into circulation for use.
Building Trust- Goal #2 Develop regular video messages to provide ongoing operational updates to the community. This goal speaks to ensuring the community is kept in the loop and have readily access to information regarding the direction our city is going. Specifically for zoning changes, city spending and any council-initiated vote that will significantly impact our city. Lastly relative to all the goals. Building trust is key, but nowhere did I read about increasing or improving transparency and honesty with our residents Safe and Healthy Community didn't speak of providing Fire and Police with needed resources There was no goal around infrastructure and prioritizing our roads which is needed Most goals are what can be described as soft and not hard goals In fact, only two of the goals have any substantial context and follow-up Also, I see them as not critical to maintaining our city The goals should be more focused on the things our city really NEEDS!
I believe I am a qualified candidate based on my leadership experience and strong leadership is needed to move DeSoto forward. I have been successful in all roles that I have held. As a result, I was promoted numerous times in corporate America to increasing roles of leadership, responsibility and was successful in each role. I have also been elected to, hired or assigned to numerous leadership positions in other settings. While I have been placed in roles, with limited knowledge of that position, I was known as a person that operates in excellence and will invest the time needed to be competent in any role held. This is evidenced in my role on the Planning and Zoning Commission As a new member, I was handed a book and placed on the dais without orientation or training However, review any of the recorded meetings and you will see that I am always prepared, informed, a critical thinker, ask tough questions and demonstrate professionalism at all times You can observe my transparency in my statements, as well as my ability to hold people accountable in questioning regardless of who they are Thank you for the opportunity to answer your questions and I hope you have a better understanding of who Gerry Ravnell, the candidate for Mayor of DeSoto is.

How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
Engaging with residents is one of the most critical responsibilities of a City Councilmember. The decisions made at City Hall directly impact the lives of the people in our community, and it is essential that residents have a voice in the process. Transparency, accessibility, and consistent communication are key to building trust and ensuring that policies reflect the needs of the people.
I plan to engage with the community through regular town halls, neighborhood meetings, and open forums where residents can share their concerns, ask questions, and stay informed about city initiatives. Additionally, I will utilize digital platforms such as social media, newsletters, and the city’s website to provide timely updates and ensure that information is easily accessible. By fostering open lines of communication and actively listening to residents, I will work to create a more connected and informed DeSoto
I recognize that not all residents use social media, which is why it’s essential to have multiple ways to engage with and inform the community. In addition to online platforms, I will prioritize in-person engagement through regular town halls, community meetings, and attending neighborhood events to ensure direct communication with residents
What does accountability and transparency from elected officials look like to you?
To me, accountability and transparency from elected officials mean being open, honest, and accessible to the community they serve It means making decisions that reflect the needs of the people, not personal or political interests Transparency requires clear communication about city matters, including budgets, policies, and major projects, so that residents are informed and have the opportunity to provide input
listen to and address concerns. It also includes creating opportunities for public engagement, such as town halls, community meetings, and open-door policies, so that residents feel heard and valued. As a City Councilmember, I will work to ensure that DeSoto’s leadership remains responsive, ethical, and focused on serving the best interests of our community.

1 Creating a Holiday in the Park Experience The holiday season is a time for community, joy, and togetherness, and a Holiday in the Park event would give DeSoto a signature celebration that brings families, businesses, and visitors together I would work to: Ł Collaborate with local businesses to sponsor decorations, activities, and holiday markets Ł Engage schools, churches, and community groups to create performances, parades, and festive experiences Ł Ensure accessibility and inclusivity so that all residents can enjoy a holiday tradition that strengthens our sense of community.
2. Expanding the Keep DeSoto Beautiful Program A clean, well-maintained city enhances pride, business appeal, and quality of life. To expand this program, I will: Ł Encourage business partnerships by reviewing and possibly restructing incentives for companies that participate in beautification efforts Ł Host more community clean-up events to engage residents and organizations in improving public spaces Ł Advocate for public art, landscaping, and revitalization efforts to make DeSoto a more beautiful and inviting place to live, work, and visit
3 Developing New Ways to Strengthen Neighborhood Crime Watch Programs Safe neighborhoods create stronger, more engaged communities To improve DeSoto’s Neighborhood Crime Watch Program, I would: Ł Promote better communication between residents and law enforcement through regular town halls and digital updates Ł Encourage the use of modern technology, such as security camera networks and mobile alerts, to enhance neighborhood safety. Ł Increase neighborhood engagement by organizing safety awareness events and training programs to empower residents.

I am running for DeSoto City Council Place 3 because I believe in the power of community, revitalization, and bold leadership. With over a decade of civic involvement, I have worked tirelessly to support and uplift our city through various initiatives, partnerships, and advocacy efforts. My campaign is focused on transparency, engagement, and actionŠensuring that DeSoto remains a city where families, businesses, and individuals can thrive I am committed to listening to residents, advocating for their needs, and working collaboratively to implement solutions that improve our infrastructure, public safety, economic growth, and overall quality of life Whether through community events, town halls, or direct engagement, I will be a leader who is accessible, accountable, and dedicated to making a lasting impact
How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
As stated in a previous question, Engagement with the citizens is the backbone of trust I will implore my fellow council members to have town hall meetings, aside from city hall meetings This will allow a more organic flow of conversation without the strenuous restrictions of protocols and formalities We must assure the citizens that we have an open door policy If the citizens made themselves available to give us their vote, we should make ourselves available to hear their concerns
Accountability and transparency are very easy for those of us who are honest. Anything that is said or done behind closed doors in city hall should be able to be said or done in front of the citizens outside of city hall All propositions or aspirations by the council should first be brought before the citizens for approval?
In the unfortunate event of a mishap, we must be able to take accountability & come to a resolve on how to remedy all situations Transparency and accountability, these are the 2 characteristics that we cannot compromise on in the least

Goals in order of priority

Goal number two is a necessity in order for us to build trust with the citizens. Getting regular video messages to provide ongoing operational updates will build that trust.
Go number 6 is necessary to build economic development in DeSoto, which will, in turn, help the citizens with tax relief.
Goal number 14 is of the utmost importance. Mental health crisis is on the rise in America? We must put in place a system that can answer any crisis that may occur within our city.
As a very dedicated and committed citizen of the city of DeSoto, I am more than privileged and honored to serve this great city Being marked and bannered as an All American city, we must hold to a certain standard A standard that is above the rest A standard that is a Beacon of light for other cities I believe with God's help, We can make DeSoto exactly what the title says, All American And if it's God's will, I will be placed on the city council, and I would help other great men and women bring this to pass Thank you all for your consideration And may God bless America! May God bless DeSoto!

Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
As a candidate for City Council, I am committed to advancing three key priorities to enhance DeSoto's prosperity and quality of life:
Hampton Road serves as the central artery of DeSoto's economy. By implementing the Hampton Road Corridor Plan, we aim to transform this area into a vibrant destination for residents and visitors alike. This redevelopment focuses on creating a mixed-use, walkable environment that will attract businesses and stimulate economic growth.
As an active member of the Keep DeSoto Beautiful Board, I have been involved in initiatives such as biannual city-wide litter pickups and annual Arbor Day tree giveaways. These programs foster community pride and environmental stewardship. I propose expanding these efforts to further beautify our city, as an attractive environment is essential for a thriving community.
It is imperative to restore trust between city leadership and our citizens. I pledge to uphold complete transparency in all my actions as a council member. From day one, I will work diligently to rebuild the trust that has been eroded in recent years, ensuring that our government operates openly and accountably.
By focusing on these priorities, we can create a prosperous, beautiful, and trustworthy DeSoto for all residents.
How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
"It is essential for elected officials to maintain open and consistent communication with their constituents. Councilwoman Rafael has set a strong example by actively engaging with the community through regular town hall meetings. As a newly elected city council member, I am committed to continuing this tradition. I will host regular community engagement events and town halls, providing a platform for residents to voice their concerns and ask questions. My goal is to ensure that every voice is heard and that we work together to address the issues that matter most to our community."
What does accountability and transparency from elected officials look like to you?
As an elected official—whether at the federal, state, or local level—one is always accountable to the people they serve. Accountability and integrity are fundamental to the trust placed in us by our constituents. I firmly believe in transparency and am committed to ensuring that the residents of DeSoto are informed about the actions being taken on their behalf. I will make it a priority to keep the community fully aware of what we are doing and, most importantly, why we are doing it. Open communication and clarity will always be at the forefront of my work."

Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
I am running for City Council because the people want me to run for City Council. I have been giving back to DeSoto when I can, with what I have, for over twenty years. Some of my friends even call me "The People's Advocate", because I'm always doing something for the community, which is fine. I don't mind that label. Not once did I do things because I aspired to build my resume, become a politician one day, be in the spotlight one day, or to get a pat the head. I did it because I want DeSoto to be the best that it can be so I am doing my little part. The people see that I am not in it for the fame I am in it for them so they want me to run and I want what the people want So if the people are ready and vote me in then I will be able to help the people of DeSoto in a larger capacity And that would mean the most to me, being able to help DeSoto in this larger capacity to help shape its future success
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
The biggest concern that I see for DeSoto is, ever since I moved here over twenty years ago there has not been enough for the citizens to do economically so we find ourselves spending the majority of our disposable income outside of DeSoto Because of this, we are slowly cannibalizing our future economic potential. We are slowly bleeding out economically. This creates a slow decline. To have a healthy economy the majority of the citizens' disposable income needs to be circulating within our own city, not spent outside of our city. The only way for this to happen properly is DeSoto needs more commercial options for the citizens.
I plan to address this problem by first, implementing learning programs and resources specifically for our local business owners, whether they are a one-man show or have hundreds of employees The resources will teach them how to run a business, how to deal with employees, basic tax strategies, how to apply for loans, etc
Second, implementing learning programs specifically for employees. This will include teaching them how and where to apply for a job, how to interview, how to deal with co-workers, how to write a good resume, etc. Also, I plan to set up partnerships with both blue and white collar trade schools for our residents to attend An important part of this is for every trade school to let us know who is graduating so we can have a job placement service for them to interview with our local business owners first The key is we want to match up our workers with the owners.
Third, the City Council needs to carefully look at every vacant piece of land and zone or rezone as much as feasible over to specific commercial uses. We are quickly running out of available land and you need land that is not in neighborhoods for commercial growth. To do this properly we will not be ready for certain commercial buildings until we have initiatives one and two fully operational however, it is better for our future to already have the land zoned properly so when we are ready to build a commercial building the land is ready to go. If not zoned correctly then more single-family homes will be built and there will be no more land available for commercial economic growth and then our economic fate as a city will be sealed. We need to address this issue now I will express the importance of this to the Council members We need to solidify our city's future and not just today I will adamantly promote to the Council members and the citizens through Town Hall meetings that we need to put DeSoto Economics First! And this is a way to accomplish that
What skills and experience do you have that you believe would be beneficial to you in this role?
I have had many jobs in my life from remedial to white collar. I have also owned several businesses. Because of this I can relate to both sides. Each side has their specific needs and challenges. If we can address both of their needs through educational resources specific for their concerns and needs then they will get better. Then if we can match them together then that is where the magic happens and DeSoto wins economically. We want as many local workers working for our local owners as possible. This gives the maximum return on investment for our city

How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
I think that community involvement in the big decisions of DeSoto is imperative. There are 57,000 people in DeSoto and only 7 Council members There is no way that 7 people have all of the answers The people have all of the answers; it's just a matter of picking out the right answers that the people present I plan to have Town Hall style community meetings for the in-person discussions but also if I am elected then I will encourage any citizen that has an idea or a solution to email it to me at towinwithken@gmail com Not complaints, anyone can complain Complaints go to the Action Center But if you have a solution or an idea then let me know The only thing that I will ask is that you put your first and last name in your email so that we can give you credit for your idea if it is ever implemented This is a way for citizens to do their part in making DeSoto better regardless of their time or income constraints.
First, I think that all City Council members need to keep in mind that they are spending our money, the citizen tax payers So if you are spending the tax payers' money then the tax payers need to know where and how you are spending their money. Every penny needs to be accounted for publicly. No kick-backs from projects or any funny business We should also maintain the policy of routine yearly audits from independent agencies with the audit results being public as well.
Also, since they are tasked with spending the tax payers' money, then they should be fiscally responsible and balance the budget yearly. It is irresponsible to put the city more and more in debt in which its future is stuck with the bill
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
1. Develop regular video messages to provide ongoing operational updates to the community. The reason I picked this as the number one is the first step to solving any problem or issue is awareness. The public first needs to be aware of the city's various available resources and how to get in touch or involved. One way to improve on this is the city needs to create a City of DeSoto app. The city website is great but I just think that in 2025 everyone uses apps on their phone more so it would be a way to get more eyeballs and engagement from the community
2 Improve the development process from business contact through zoning and permits (one-stop-shop) I picked this as number two because it's always best to take care of your existing businesses before attempting to attract new ones I think that the educational resources idea that I mentioned previously is a way to help the business owners navigate the city processes and procedures for them We need to make the process of doing business in DeSoto easier with the least amount of red tape for the business owners as possible.
3. Develop incentive programs and options to attract anchor developments on Hampton Rd. The Hampton Road revitalization project started about 20 years ago at this point. Hopefully it will now finally come to fruition. We likely will need to do like Cedar Hill did and give tax incentives for the big developers and big commercial businesses to come in and build on Hampton Rd. I do think however that it is crucial that we only allow very targeted and specific businesses that will add to our long term future commercial economic growth.
Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
I am running for DeSoto City Council to strengthen our community by focusing on youth and senior citizens, expanding economic opportunities, and improving public safety. The youth are the future of our city and I believe that as we continue to develop our city our youth need to be cultivated to sustain it. We've stood on the shoulders of seniors as they have built this city now it's time to significantly pour back in them. I want to create more opportunities for our youth through job training and mentorship programs, support our seniors by enhancing city services and attract new businesses to create jobs and boost the local economy
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
My most prevalent concern is the lack of trust currently that citizens have in our City Council If elected, I will work to rebuild that trust through greater accountability and transparency. This includes providing regular updates on city decisions, creating open forums where residents can voice their concerns and that the council decisions are made around the needs and priorities of the community.
What skills and experience do you have that you believe would be beneficial to you in this role?
The experience I have stems from various of areas of my life Being in DeSoto for 17 years, I've gained extensive experience serving the DeSoto community through various roles, including working with the Moms On A Mission at DeSoto High, serving on the PTSA, and supporting at the DeSoto Senior Living Center My leadership in organizing women's and youth events demonstrates my ability to connect with the community and drive meaningful change I have three businesses here in the city that have contributed to community initiatives and I pastor a church here in DeSoto and my support to the families that attend my church has enhanced my experience.

Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
Hello Desoto! My name is Debrah North. I am seeking election for seat on City CouncilPlace 5 because I am committed to serving our community and ensuring that DeSoto remains a vibrant, inclusive, safe city for all residents. As a new candidate, I hope to bring fresh perspectives and innovative solutions that keep pace with growth while creating a new hometown feel. How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
Engaging with residents is essential to effective governance Councilmembers must be accessible, responsive, and connected to the concerns, needs, and ideas of the community I plan to engage residents through:
• Regular community meetings and town halls to hear concerns directly
• Social media updates and city newsletters to keep residents informed.
• Coffee chats and HOA neighborhood visits to maintain personal connections.
• Expanding digital tools to improve accessibility for all residents.
What does accountability and transparency from elected officials look like to you?
Accountability means being accessible, responsive, and responsible for the decisions made on behalf of residents. Transparency means ensuring that decisions are made in the best interest for all, and that information is easily available. If elected, I will continue to work with staff for clear financial reporting, public input on major policies, and opendoor accessibility so residents can track how their tax dollars are spent, access to publicly available meeting minutes with regular updates on progress toward city goals are made available on city’s website.
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
1. Public Safety & Emergency Response – Strengthening our fire, police, and emergency services and resources to ensure a safe community.
2 Economic Development & Fiscal Responsibility – Strengthening local businesses and attracting new investments to create jobs and boost our economy while keeping taxes manageable for residents
3 Infrastructure & Smart Growth – Ensuring our roads, public transportation, and utilities are modernized and well-maintained Expanding outreach efforts, improving city services, and making sure development benefits all neighborhoods - it’s about reconnecting that “hometown” feeling, especially for our longtime residents.
I would also emphasize mental health resources for first responders and public safety personnel, focus on affordable housing to address the growing need for accessible living options for all residents, as well as workforce development programs to attract and retain high-skilled talent in DeSoto.

I am running for DeSoto City Council -Place 5 because I believe in our city’s potential and am passionate about continuing to move our city forward ensuring that our city’s growth benefits everyone. I am committed to working well together with fellow council members and staff to make DeSoto a model of inclusivity, innovation, and resilience Together, we can achieve great things for our community
Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
I've been a resident of DeSoto for 20+ years. The landscape was beautiful, it was quiet, the roads were nice, and the property taxes were low. Perhaps it was outside developers or poor planning and development, perhaps the distractions of everyday life got in the way, maybe it was all of the above What I noticed is that the fabric of the City changed, the character changed and a City with strong family and community values no longer represented the voice of the residents Overcrowding, debt, and developer greed has negatively impacted the quality of life Services and accountability is being discussed more than vision and reliability I know we can get back to the foundation of what has always made DeSoto great That foundation starts and ends with the citizens I'm not alone in advocating for a short-term residential moratorium which would allow our infrastructure to catch up to the overcrowded and damaged roads. I'm not alone to suggest a comprehensive debt reduction plan would benefit the City in the long-term. I'm not alone to believe we should have quality retail and sit-down restaurants. I'm definitely not alone to think that we can come together for collective conversations and share in the sacrifice to meet these challenges. DeSoto has always found a way to move forward and I'm running to make sure the voice of the community is amplified.
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
Economic development and our debt In 2023, 600 residential developments compared to 25 commercial developments For '24-'25 the City proposed a property tax rate of roughly $ 68 per $100 of assessed valuation This rate is higher than the '23 rate The 13 87% increase in property tax generated over $6M in revenue for the city and the new properties added over $1M in revenue. If our property taxes are generating revenue, we should be able to vote on major projects that contribute to our debt. That's why the debt reduction plan should reduce the reliance on Certificates of Obligation and allow the citizens to go to the polls to vote for these major projects. We have to stop the revenue leakage that's going to the surrounding cities. I'm not alone in thinking we have to stop contributing to the sales tax revenue in those cities and build an economic infrastructure to bring revenue into the DeSoto from residents of neighboring cities.
These ideas are from the community. I will continue to engage my neighbors and attend HOA meetings throughout Place 5 to provide information, gain feedback and build out our plans.. For neighborhoods without an HOA, I'll host talk circles to provide information, gain feedback and build out our plans. The initiatives we are advocating are not static, and they will continue to evolve. I will lean on the current council members and collaborate on every idea. I will take the issue to the community before every vote I cast. My interest is to transform a grassroots campaign in grassroots governing.
What skills and experience do you have that you believe would be beneficial to you in this role?
As an insurance professional I work in a department focused on improving processes everyday I work in compliance and conduct audits and initiate investigations on a weekly basis I believe the only way to problem-solve is to collaborate and build on ideas to reach solutions I've drafted process and procedures documents on a corporate level and work with stakeholders large and small to present deliverables

I've been a member of the DeSoto Texas Cultural Arts Foundation for two years and currently serve as the Vice-President I've been a block captain in my community for the past two years From 2022-2023 I was a volunteer for Dallas CASA I'm also a member of Alpha Phi Alpha Incorporated
How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
It's a central piece to serving on the council because the role of the council is to amplify the voice of the residents I will attend HOA meetings, have quarterly town-halls to inform residents of the status of our initiatives, and I will use a podcast to have collective conversations with residents.
What does accountability and transparency from elected officials look like to you?
They eliminate excuses and stand on facts When a mistake is made bring it forward immediately and collaborate to reach a solution. Accountability is committing to the sacrifice to ensure every voice is heard and every decision is explained. Transparency is acknowledging when we come short of the accountability goal. Every action has a consequence...which moves us forward or backward. When decisions are made we have to have a strong and layered communication plan.

Why are you running for Mayor/City Council? If you are an incumbent, what do you wish to pursue through continued service? If you are a new candidate, what do you hope to accomplish as apart of being on City Council?
I’m running for DeSoto City Council because I love this city and want to see it reach its full potential I grew up here, and now, as a father, I want my kids and all families to have more opportunities here at home We should have great restaurants, shopping, and entertainment without always having to go elsewhere. DeSoto should be a place where businesses want to invest, residents have a real say in decisions, and public safety is something we can trust. Growth is good, but it needs to reflect what we, the people who live here, actually want. With 15 years of experience in operations, people management, and customer service, I know how to solve problems, bring people together, and get things done. I’m running to ensure that DeSoto grows in a way that benefits all of us, now and in the future
What is your most prevalent concern with our city and if elected, how will you facilitate Council and community engagement to create the change you believe we need?
My top priority is ensuring that DeSoto’s growth truly serves our community’s best interests. We need to attract quality businesses whether that's inviting restaurants, unique shopping venues, or engaging entertainment spots that give our residents everything they need right here at home. At the same time, public safety must be built on a foundation of trust, with well-trained officers equipped to respond to any situation effectively. If elected, I will work to deepen community involvement in our city’s decision-making process. By fostering open communication between the Council and residents, I aim to ensure that every step we take is transparent and reflective of our collective vision for DeSoto’s future.
I’ve spent 15 years working in operations, people management, and customer service, so I know how to get things done and solve problems. But what drives me is serving others. I believe leadership is about listening to the people, being accountable to them, and making sure decisions reflect what they want not pushing personal agendas or things the community doesn’t need. If I’m elected, I’ll always put DeSoto residents first and make sure your voices are heard in every decision.

This is my first time running for office, but I’ve been involved in the community in different ways. From 2012 to 2016, I worked as an Event and Program Coordinator at Klyde Warren Park in Dallas, organizing events that brought people together I also spent time as a Unit Director with the Boys and Girls Clubs, focusing on youth development and community support
I may not have the same political background as some of my opponents, but I’m excited about the opportunity to bring a fresh perspective No matter what happens, I’m committed to staying involved and continuing to serve our community
How important is it that City Councilmembers engage with the residents? How do you plan on engaging with the community and keeping them informed?
City Council members need to stay connected with residents. Our job is to be accessible and ensure everyone has the information they need to make informed decisions.
I plan to be easy to reach through phone, email, and social media so residents can always get in touch. While information is out there now, I want to make sure it’s not a hassle to find. We should have a system where important updates are easy to access without feeling like you have to jump through hoops to get it. Keeping everyone informed is key to making the best choices for DeSoto.
For me, accountability and transparency mean being open and honest about decisions and how we’re using public resources. They also mean making sure residents know why things are happening and that those decisions are always made with the community in mind, not personal agendas.
I believe in keeping things clear and easy to understand whether it’s about the budget, upcoming projects, or policies And it’s not just about talking to people during elections; it’s about being available, answering questions, and making sure everyone feels informed and heard That’s how you build trust
The DeSoto City Council adopts goals for their business plan annually. Select your top 3 priorities from the 2024-2025 business plan by how you view them as priorities for the community. Note any changes or additions to the priorities you would make if elected.
Economic Development: Growing DeSoto’s economy by attracting more retail, restaurants, and commercial businesses. This is key to creating jobs and increasing opportunities for residents. I’d focus on ensuring that businesses we attract align with what our community wants and need, not just outside interests
Public Safety: Strengthening our public safety by providing more training, support, and resources to officers I’d also prioritize mental health response as an alternative to lethal force in certain situations, ensuring a balanced, community-first approach
Community Engagement & Communication: Improving how we communicate with residents, making sure they’re always informed and involved in decision-making. I’d work on creating a system where updates and information are easily accessible, so residents don’t feel like they’re jumping through hoops to stay in the loop.
If elected, I would ensure these priorities reflect what the community wants, with ongoing feedback to guide us in making decisions that benefit everyone
