Residents condemn “fixed budget”

Marjorie Shaver-Jones, president of the Copeland Park Community Association, pointed out to Watson that she was the only member of the association’s executive to attend the meeting.

She chalked the lack of engagement up to a shared lack of faith in a public consultation process for what she considers a fixed budget.

“I’m alone tonight and the reason is virtually everyone felt that there was no point coming to the budget consultation because the budget is already fixed,” Shaver-Jones said.

“Now your two per cent cap is a part of that thinking, and the dollar-in-dollar-out comes into play as well.”

Several dozen Nepean residents gathered at the Nepean Sportsplex on Oct. 18 for the last of the city’s six pre-budget town hall meetings. What they lacked in numbers, they made up for in concerns.

She questioned whether – regardless of the two per cent cap – the city could do more to reassure residents that budget meetings are worth their time to attend.

“Something that could engage citizens a little more actively,” she said.

“Involvement in the process earlier, or some way of letting people know that their opinions really do count for something.”

Watson cited efforts by the city to engage citizens in the pre-budget process, including last year’s tele-town hall, which resulted in only 50 phone calls, and its email budget line.

He also took the opportunity to defend the two per cent

cap and his dollar-in-dollarout approach to budgeting, where councillors are required to take a dollar away from one slice of the budget pie before investing it in another.

“When I go to set my own budget at my own home, my household, I start with the number of dollars I have to spend,” he said.

“I start from there and I work down what can I afford.

I don’t start the opposite, with a blank slate saying, ‘What would I like to do?’ I live within the dollars that I have assigned to me as an individual and it’s the same philosophy with the city.”

Khan said, explaining she has been told to expect a 10-year wait. “I’m single mom with four children. My one son works at a restaurant and my other children are in college and school.�

Khan explained that she is able to pay rent through the Ontario Disability Support Program and using money her children earn working part-time jobs, but just barely. “It’s very hard for me to manage end of the month, with food and everything,â€? she said. “If I go to food bank ‌ maybe once in six months we get halal meat.â€?

Watson responded with references to $14 million the city allocated for housing and rent supplements at the beginning of the current city council term, as well as the Multifaith Housing Initiative’s affordable housing development in Barrhaven, expected to be complete by spring 2017. “But you’re right though,� he said. “This is very wrong and it’s tough to constantly try to keep it below 10,000 people on the waiting list.�

A staff member with the health centre urged the city to invest more in clearing snow along Nepean pathways leading from residential areas to transit stops.

Retired Nepean teacher facing new sexual assault charges

Man charged with exposure STAFF

Police have identified a suspect they believe is responsible for several indecent exposure incidents in Nepean and the Lincoln Heights neighbourhood between June and October.

The 78-year-old Ottawa man was charged on Oct. 14 with four counts of indecent acts, and three counts of mischief following an investigation that began in June.

On June 18, around 2 p.m., police allege the man exposed and touched himself inappropriately in front of a 13-year-old girl while inside a coffee shop in the 900-block Richmond Road.

On Aug. 24, at 12:50 p.m., in the same coffee shop, the same man was seen exposing and touching himself,

Police filed additional sexual assault charges against retired teacher Donald Greenham on Oct. 18.

Greenham, 73, was originally charged with 14 counts of sexual assault and indecency on Aug. 22 following an investigation into claims he assaulted four teenagers while working as a teacher between 1970 and 1982.

He now faces 35 new charges, including indecent assault, gross indecency and intimidation as the result of complaints from seven new victims.

“The Ottawa Police will respect a victim’s wishes to pursue or not pursue the matter before the courts,” said Staff Sgt. Angela McDade.

“The reporting of these incidents by victims to police is key for investigators to identify suspects and determine crime trends.”

The most recent charges stem from incidents police say allegedly occurred between 1971 and 1981, while Greenham was teaching with the Ottawa-Carleton District School Board. The victims range in age from 13 to18 years old.

Although police did not specify at which schools Greenham taught and coached, archived news coverage of Bell High School’s senior basketball team lists Greenham as

According to the public register of the Ontario College of Teachers, Greenham earned his teaching cer-

tificate in Ottawa in 1964 and retired in 2013.

He is scheduled to appear in court on November 22.

Police continue to investigate, and are concerned there could be more victims.

On Oct. 6, around 2 p.m., police received a report of a man behind Woodroffe Public School exposing and touching himself inappropriately in front of a group of grade school students and staff.

Witnesses took photos of the suspect, who matched descriptions of the suspect in the previous exposure incidents, as he fled the scene.

On Oct. 14, police charged the man and released him on a promise to appear in court.

Committee backs bid for additional paramedics

The biggest champion for the hiring of a dozen new paramedics is Cumberland Coun.

At the Oct. 20 community and protective services meeting, staff came to the table to ask for 24 paramedics to be hired in the spring of 2017.

According to the report, there has been a 23.7 per cent increase in the volume of emergency calls since 2013.

There haven’t been any new paramedics hired since 2011.

The increased volume has become a problem, because

when the city can’t handle the calls, ambulances from neighbouring municipalities have to respond. Renfrew County complained earlier this year that its ambulances were responding to calls in rural Ottawa.

In an effort to address the demand, staff asked for 12 full-time equivalent positions for 2016 – as well as four new emergency response vehicles.

The report also called for 12 new hires in 2017 and 14 new hires in 2018. The staff compared Ottawa’s situation to that of Toronto, York, Peel, Durham and Hamilton.

Ottawa has 0.15 paramedics per square kilometre compared

to a provincial average of 0.48 per square kilometre.

A single paramedic handles an average of 308 calls in Ottawa each year. The provincial average is 223. Ottawa is also the second largest paramedic service in the province.

Paramedics have a six-minute target to make it to people with sudden cardiac arrest.

Provincial legislation says that they are expected to make that timeline 65 per cent of the time.

The averages have been declining since 2013 – paramedics met the target 83.6 per cent of time. In 2015 it was 72.5 per cent of the time in 2015.

After identifying three suspects on Oct. 17, police continue to investigate a break-in targeting a home on Beaumaris Drive in Nepean in September.

On Sept. 11, police allege, three suspects forced their way

into a home on the 1-100 block of Beaumaris Drive.

While in the home, the suspects stole a credit card, and used it a short time later at a gas station near the intersection of Pinecrest Road and Iris Street, and then again in Gatineau.

On the morning of Oct. 17, police asked the public for help identifying the three suspects, and, later that day, said the break and enter unit had identified them. The suspects are considered young offenders.

The police investigation is ongoing.

Poppy campaign honours Canada’s best

T

his week one of the most powerful symbols of collective memory and honouring sacrifice is once again starting to be on display across the country. That symbol is the poppy.

Starting Oct. 28, poppies will be available to the public in the lead up to Remembrance Day Nov. 11.

This year’s National Poppy Campaign was launched at a special event hosted by Gov. Gen. David Johnston on Oct. 19, in which the Gov. Gen. honoured Canadian veterans from past military campaigns.

The public act of wearing a poppy at this time of year is a way for the nation to remember our shared collective history as a country that has never turned away when duty called, and that we, as a nation, will never forget the sacrifices of our veterans who have served in our military.

And while Canadian military personnel have been active in recent years in such places as Afghanistan and the ongoing fight against the murderous thugs that call themselves ISIS, the number of veterans from such military campaigns of the past such as the First and Second World Wars and Korea are dwindling with the passage of time.

The poppy honours those who have served in our

military and keeps alive forever the memory of the 117,000 Canadians who have given their lives for our ongoing freedom in conflicts around the globe.

“With each poppy we remember someone who is no longer with us,” Johnston said at the poppy campaign’s launch. “It’s now our responsibility to pass on what we know to keep the memories alive.”

Each year, approximately 18 million poppies are distributed across Canada, and Canadians wear them with pride, with heavy hearts, and with respect for those who have served and those who have died.

The campaign, which was officially adopted in Canada in 1921 by the Great War Veterans’ Association (the predecessor of today’s Royal Canadian Legion), acts as a symbol of what this country is all about, which is why most Canadians, in one form or another, support the poppy campaign and wear a poppy on their lapels.

It is not, and never should be, an empty fashion statement. It is a statement about what this country represents, which is why it is a unifying national campaign that everyone should stand on guard for.

Let’s put on our poppies in the lead up to Remembrance Day, and then on Nov. 11 let’s all proudly stand together again.

Let your unconscious do the learning – sleep on it

’ve always been a big advocate of sleep.

Any parent knows, however, that kids can go through strange periods of disrupted sleep, insomnia or even sleep without feeling well-rested.

According to the Canadian Sleep Society (CSS), 40 per cent of kids don’t get enough sleep. Teenagers are especially susceptible to sleep deprivation, with 60 per cent of 12-17-year-olds citing daytime fatigue.

Lack of sleep can affect children’s health and wellness. Kids who are tired are more likely to show up in emergency rooms, with fatigue cited as a primary trigger of playground accidents.

Kids who don’t get enough sleep can have difficulty regulating weight and exhibit behavioural problems that mimic attention deficit hyperactivity disorder (ADHD),

BRYNNA LESLIE Capital Muse according to CSS. As any parent or teacher knows, the combination of these things can make it really difficult to keep kids on track with work, chores or even extracurricular activities.

But sometimes, it seems, it’s hard to get kids to get the minimum nine hours per night of rest they need. In fact, the average night’s sleep for a Canadian child is 7.8 hours.

There are some good strategies – limit sugar and caffeine, have a regular bedtime routine that helps trigger the kids to relaxation,

maintain the bedtime on weekends, and limit light in the evening (including screens).

All of these things work well for adults as well. And, besides not being grumpy and distracted, I recently learned more about the benefits of getting a good night’s sleep.

According to an article in the October issue of New Scientist, our unconscious mind needs us in a state of shuteye to regenerate and learn.

In a 2014 study conducted by researchers at the Ecole Normale Superieure in Paris, Sid Koulder and his research team had volunteers push a button with their left or right hand when they heard the name of an animal or object as they fell asleep.

They then had the same subjects listen to words while they were sleeping, while monitoring their

The researchers concluded that when the brain is in stand-by mode in the early hours of sleep, individuals can continue to analyse words and the meaning behind them. It makes me think of the cliché of listening to recordings of a foreign language while sleeping and becoming a master in Italian.

In fact, 20 years ago I used this method to memorize 400 years of poetry for a university English exam and found my recall ability unmatched compared to anything I did in an awake state.

In the New Scientist article, however, Makin notes that once the individual is in deep sleep, the brain goes into shutdown mode.

Flood of opposition to stormwater fee at environment committee

Rural homeowners flooded the city’s environment committee meeting to try and halt a proposed stormwater fee on Oct. 18.

The fee – part of the city’s new rate structure for water and sewer bills – would be charged to every homeowner.

Rural residents on well and septic would pay significantly less than urban residents and it would be phased in over four years.

Despite that, several residents called for the fee to be a part of the road tax, similar to the way it was before the city amalgamated.

“Basically if you use less, then we just charge you more for it,” Moffatt said, calling the practice irresponsible.

“People didn’t elect me to get reelected, they elected me to do a job,” Moffatt said.

Right now the only residents paying into the city’s $42-million stormwater mitigation program are the ones paying water and sewer bills.

Under the proposed plan, rural residents would be on tap for approximately $2 million of those expenses.

Following the unanimous approval by committee, the plans are one step closer to becoming reality.

Council will have the final say on Oct. 26.

Several residents called for the fee to be part of the road tax.

“Let’s call it what it is,” Ken Holmes said.

But Moffatt said you can’t fit a square peg in a round hole.

“Shifting the whole envelope ($42 million) on to the road tax would be a significantly higher increase,” he said.

West Carleton Coun. Eli ElChantiry said he wanted to know where the money for road maintenance would come from if the city starting dipping into the road tax to pay for stormwater mitigation.

Klaus Beltzner, president of the Manotick Village Community Association, was one of the few residents to speak in favour of the plan.

“As a starting point for a new rate structure, you’ve done a great job,” he told city staff. “This has been a rough ride for a lot of people.”

On the flip side, Shirley Dolan,

with the Carleton Landowners Association, said that the issue shouldn’t even be before the environment committee.

“In rural Ottawa, it’s not an environment issue, it’s a road issue,” she said.

Former councillor Glenn Brooks found himself on the hot seat after criticizing the plan. Brooks said the city has a spending problem.

His successor, Moffatt, asked him to defend a 2001 council vote to put stormwater services on the water and sewer rate budget, rather than the property tax budget.

Another sticking point of the plan is that low volume users would pay a little more for their water because a portion would now be a fixed rate.

Become a Martian with new app Canada Aviation and Space Museum launches new science game

If Ottawa residents ever wondered what it would be like to build a colony on Mars, there’s an app for that.

The Canada Aviation and Space Museum launched the museum’s newest mobile application on Oct. 18.

Space Frontiers: Dawn of Mars lets players be a commanding officer of M.E.T. 003, the third Mars Expeditionary Team, players are on a one-way mission to land and establish the first permanent settlement on Mars.

Players explore real Martian locations through narrative gameplay, and turn a fledgling outpost into a thriving metropolis.

Alex Benay, president of the Canada Science and Technology Museums Corporation said the app brings science to people’s homes.

“Being able to bring science culture to the world, instantaneously, is something that we are really interested in,” Benay said.

Elements of STEAM (science, technology, engineering, arts, mathematics) education are incorporated through tasks such as controlling a fleet of rovers and extracting precious resources from Martian soil.

This newest endeavour by the museum in the digital world presents another example of its goal to engage youth and promote STEAM education.

The app was developed with Toronto’s SEED Inter-

active, specialists in gamified marketing, experience design and creative development. This is the third mobile application developed by the museum.

This is the third mobile application the museum has developed with the other two, Ace Academy and Ace Academy: Black Flight have seen tremendous success. Black Flight alone was downloaded more than 100,000 times in more than 170 countries. The corporation will release another app before the end of the year – connected to the Canada Agriculture and Food Museum – called Bee odyssey.

Benay said the move to go beyond the museum’s brick and mortar was prompted in part by the closure of the Canada Science and Tech-

nology Museum in 2014. “(The) closure of the museum helped us see beyond the walls,” Benay said. “You have to see outside the box.

You have to, because your home is gone.”

The Canada Science and Technology Museum is scheduled to reopen in November 2017.

Benay, who has a background in software development, said so far he loves the Space Frontiers: Dawn of Mars but he didn’t see complete success until his son tried it.

“For me personally its up my alley, but my son is 12 and has played it and loved it. That tells me we did something right,” he said.

The game is available for free download in the iTunes store and on Google Play.

Gov. Gen. launches poppy campaign Poppies available to the public starting Oct. 28

According to Canada’s Governor General, a poppy can tell many stories.

From soldiers, ambassadors, peace keepers these are stories that help define Canadians, Gov. Gen. David Johnston said on Oct. 19 during the launch of the annual poppy campaign.

Johnston and his wife Sharon were the first two Canadians to receive their poppy, and in turn, pinned a poppy on Dominion president of the Royal Canadian Legion David Flannigan and Grand President of the Royal Canadian Legion Larry Murray.

The flower, Johnston said, acts not only as a means to remember the fallen, but to also allows Canadians to keep those memories alive.

"With each poppy we remember someone who is no longer with us,” Johnston said.

"It's now our responsibility to pass on what we know to keep the memories alive.”

Each year, approximately 18 million poppies are distributed across Canada.

The National Poppy Campaign was officially adopted in Canada in 1921 by the Great War Veterans’ Association (the predecessor of today’s Royal Canadian Legion), poppies are recognized as the national symbol of remembrance for the 117,000 Canadian men and women who gave their lives during military service around the world.

Hi Folks, now that we have opened Berrigan Skatepark, I am reminded of the last time we had to move skateparks in Barrhaven. Up until 2005, we used to have a small skatepark set up every summer in front of the Walter Baker Center. This had been going on for years with heavy usage by local youth.

However, in the tail end of 2004, we ran into a problem. A small group of youth who were using the facility were being aggressive and rude towards anyone trying to enter the Walter Baker Center. Youth, parents, seniors, I received a lot of complaints about not feeling comfortable using the facility.

As we approached spring, the complaints and concerns rose again, and I had to make a very hard decision; we did not reopen the skatepark at Walter Baker Center. I tasked my staff to look for options, and we began to engage with the community to see what we could do.

I met with a few companies that were local, and we discussed the problem, and the need to have something in OUR community, for OUR youth. So, the City set aside the property. Tomlinson graded the area, created berms, laid a base and poured concrete for the pad. Minto reseeded the area with grass and planted trees, as well as providing the earth for back filling and leveling. We were even able to secure a free 2 month lease on a minivan for a Peer youth group to swing by, lend an ear, or provide assistance with jobs or life.

We held 2 community meetings to talk about the closure and work towards a solution. And boy, did the youth engage! The meetings were filled to capacity and beyond, with some people standing in hallways just outside of the rooms we booked.

The first meeting, parents and youth combined had over 180 people in attendance. They were understandably upset. But we did talk about why the park had to be closed, and we really got to see how important it was to have a park in the community.

So, we got to work. I met with City staff, and we toured the community looking for City property that was not programmed for immediate use that I could use far a skatepark. We looked at a number of locations until we finally settled on one near existing City infrastructure (bathrooms). Next we needed to figure out how to build it with no money.

The spring of 2005 seemed like it was going to be a rough summer. But through listening to the community, and gathering together companies and encouraging corporations to give back to the community, we turned it around. We may not have moved mountains that year, but we did move a skatepark.

Gang strategy working: report

South Nepean Collector Sewer Construction The City has recently started Phase 2 of the South Nepean Sewer Collector work in Barrhaven. This will add 2.4 kilometers of collector sewer which will terminate at Strandherd Drive and Fraser Fields Way. A construction notice was delivered to those house impacted by the construction. It is currently anticipated that traffic on Longfields Drive at Jockvale will be detoured to a temporary road bypass after 9am on October 24th. The detour is expected to remain in place until the first week of December.

Thank You to Refugee Volunteers On October 11th I had the opportunity alongside Mayor Jim Watson to congratulate residents of the City of Ottawa for their many volunteer contributions in helping settle Syrian refugees into our community. In particular, I would like to highlight Gisele Grenier Miller and her entire team who represented our ward with distinction. Gisele and her colleagues began the Hampers for Refugees initiative which provides essential items to refugees in our city. Thank you to everyone who has gone above and beyond in welcoming our new neighbours!

Beware of Door to Door Imposters My office has recently received reports that there are door to door imposters hitting the streets of Ward 22 once again.

The City of Ottawa warns residents to be aware of these salespeople making false claims about the quality of City drinking water. These individuals have been known to approach residents to sell water filtration or treatment systems and they are providing incorrect information pertaining to water quality.

Residents are reminded that City employees do not contact residents to sell products or services, they carry identification at all times and they travel in City of Ottawa logo-identified marked vehicles. If you have further concerns or if you wish to report a suspicious visit please contact 3-1-1.

Trick or Treat with the Mayor On Saturday Oct 29th from 4:00 - 7:00pm the Mayor will be hosting a Halloween event at City Hall in support of the Ottawa Food Bank’s Baby Basics Program. There will be trick or treating, costumed characters and pumpkin decorating! Last year’s event resulted in the collection of over 6,000 pounds of non-perishable donations and $1068.00 in financial donations for the Baby Basics Program. I hope to see you there!

Distracted Driving and Speeding Throughout the month of October, the Ottawa Police Service’s Selective Traffic Enforcement Program (STEP) will be focused on distracted driving and speeding. Distracted driving alone caused 25,565 collisions resulting in 6,298 injuries and 18 fatalities between 2010 and 2014. In the same time period speeding was responsible for 15,762 collisions resulting in 4,238 injuries and 74 fatalities. Safer Roads Ottawa is committed to bringing these numbers down and preventing or eliminating road deaths and serious injuries for all people in the City of Ottawa through culture change, community engagement and the development of a sustainable safe transportation environment.

Crime Prevention Ottawa is doing a good job of being at the neighbourhood level to help families when one member has been involved in gang violence, the city’s community and protective services committee heard on Oct. 20.

The recent spate of gun violence has to do with a culture shift, said Ottawa police Insp.

Chris Renwick.

Renwick said it all boils down to the street level drug trade and the growing acceptance of carrying and using handguns to solve disputes by criminals.

“We remain committed to enforcement and suppression,” he said. “That approach is taxing in terms of investigative resources, but is highly effective.”

Nancy Worsfold, the executive director of Crime Prevention Ottawa, said the focus is youth and high-risk neighbourhoods.

Recently, resources have been shifted to the Cedarwood and Jasmine Crescent areas, she said.

The report, released in its draft form on Oct. 3, looks at the work of the organization over the first three years.

According to the report, the Ottawa gang strategy offered a roadmap to help the city address gangs and street-level violence.

The partnership, made up of social service agencies, community organizations, police, schools and others, developed and implemented 12 initiatives that aimed to address the problem from multiple angles.

The Ottawa gang strategy steering committee was formed, with Worsfold saying members

were drawing on their expertise, knowledge of the issues, networks, resources and determination to work collectively.

The report says there are eight known gangs in Ottawa, with the estimated number of gang members in the city at 435 in 2015.

Most of those in gangs are young men between age 20 and 30. But they’re not organized in the traditional sense, said Renwick.

Gloucester-Southgate Coun.

Diane Deans questioned the wisdom of focusing on gang members.

“These are hardened individuals who have already entered into a life of crime,” she said. “I think it would be better to focus on youth and given them alternatives proactively.”

River Coun. Riley Brockington also remained skeptical. He suggested the report should have

more information about the programs that work within the organization’s mandated three priorities: reducing violence against women, working in high-risk neighbourhoods, and youth.

“I’ve always been frustrated because I think gang strategy is very difficult to address,” he said.

The city funds the organization to the tune of $1 million annually, but Worsfold said CPO managed to secure long-term funding from the province and a three-year grant from Justice Canada.

Crime Prevention Ottawa works on the ground, offering courthouse visits and educational and other supports.

Worsfold said there would be a review of the gang strategy over the next six to 12 months.

Mayor seeks ghosts and ghouls Staff

It's time to scare the mayor again at his 10th annual Halloween party at city hall.

Mayor Jim Watson is hosting the trick-or-treat event on Oct. 29 from 4 to 7 p.m. in support of the Ottawa Food Bank’s Baby Basics Program.

The event encourages families to help others this time

Local companies show off innovations at city hall

Imagine setting off fireworks next to council chambers.

That’s what visitors to the Innovation Trade Show did at Jean Pigott Place on Oct. 17.

Karman Interactive, a digital solutions company that has teamed up with the city to work on building digital, public art celebrations in advance of 2017 celebrations, brought out virtual reality equipment for people to have fun with.

“We’ve recently got into virtual reality because it’s fun and up and coming,” said Nick Kirkwood, who handles business development for the company.

Karman was just one of the eight burgeoning companies that showed off their projects.

In June, the city announced the eight local companies that were picked to participate in the municipal innovation pilot program.

Under the program, eight products were chosen from 65 applications nationwide.

The products selected were tested and if they improved any city process, they would be moved past traditional procurement systems.

Kirkwood said Karman has done a lot of work with private companies, but he foresees a lot of applications that could be used by the city and other public institutions – such as schools.

For example, virtual reality software could be used in medical schools to negate the use of corpses for practising procedures.

Another, potentially more fun-filled idea, would be to use motion-sensor cameras and animation to create digital “mascots” at bus and train stations during the 2017 celebrations.

“Imagine you’re waiting for a bus and a beaver pops up and lets you know what the weather is going to be like to-

day,” Kirkwood said.

IMMIGRATION

Neiel Sharma, chief executive of iStand, a technologybased service aimed at helping immigrants navigate their new home after getting off the plane, has developed new software. iStand, which is looking to team up with an as yet-tobe-named partner, offers an application to help new Canadians deal with their banking information, immigration services, housing and other supports under one umbrella.

“We have worked with the city and educational institutions,” Sharma said, adding the influx of Syrian refugees was a good opportunity to test out the idea.

The municipal innovation pilot program is in accordance with the City of Ottawa’s multi-year economic development strategy, Partnerships for Innovation.

Summary of proposed changes

The Growth Projections will extend the timeframe of the Official Plan from 2031 to 2036. This change results in new projections for future population, households and employment, text changes to the plan, and an assessment of the supply and demand of land to meet anticipated housing demand.

The changes proposed for Employment Lands include the conversion of excess urban employment lands to non-employment designations, the re-designation of Enterprise Areas, a new Rural Employment Area designation and amended policies and land use permissions.

The Agricultural Land review results in changes to the Land Evaluation and Area Review (LEAR) system, recommends changes to the Agricultural Resource Area designation in some areas, and updates the terminology of the Official Plan to reflect the changes in the 2014 Provincial Policy Statement.

Policing shift expected to affect noise complaint enforcement

The downloading of noise complaints to the city’s bylaw services left some councillors wondering if it would be possible to move to a 24-hour service model.

A report on the impact of the Ottawa police decision to no longer respond to noise complaints by staff in bylaw services made its way to the community and protective services committee on Oct. 20.

Rideau-Vanier Coun. Mathieu Fleury said he’s tired of the politics between the police service and the city.

“The police need to see themselves as a community partner. Downloading these calls brings pressure on city services,” he said.

Fleury said last year there were 777 noise complaint calls to bylaw that weren’t dealt with in the same day – asserting that without support from police that number will only grow.

Bylaw services stays open until 4 a.m. on Friday and Saturday nights. The rest of the week,

they stay open until 2 a.m. College Coun. Rick Chiarelli said it sends the wrong message.

“Basically people know they can do whatever they want after 4 a.m.,” he said, adding calls to bylaw going unanswered created a vigilante retaliation in one of his ward’s neighbourhoods.

“One 85-year-old gentleman received no response after calling about some partiers next door, so the next day he put two really loud lawnmowers at the property line. They didn’t even cut the grass.”

Gloucester-Southgate Coun. Diane Deans said the decision to not answer noise complaints was a unilateral one made by the police.

“In the meeting with Deputy Chief Jill Skinner, it was clear that it would represent a cost to bylaw services,” Deans said of the policy shift.

The report on the impact from staff didn’t include a financial impact, something councillors felt was important.

“Police moved away from this because it’s a resource issue, it’s a dollars issue,” said Knoxdale-Merivale Coun. Keith Egli.

Audrey thinks her luck is looking up when she is asked on date

M

y sister Audrey was getting desperate.

Her best friend Iva had a steady boyfriend, Melany was already married, and Audrey only went out once, on what could be called a real date, and that boy from the Barr Line latched on to a girl from Douglas right after, and had been taking her to the church socials ever since.

Mother assured her, her time would come.

After all, she was still young, and in her last year at the Northcote School.

Secretly, I was delighted that Audrey didn’t have a steady beau.

That meant the long winter nights could be spent with the both of us sitting at the kitchen table going through Eaton’s catalogue, a pastime I dearly loved.

Out of the blue one night, the phone rang, and it was

It was going to be a long evening ahead.

I played jacks, looked through the catalogue on my own, which was no fun at all, and was colouring the picture in the Ottawa Farm Journal on the “Children’s Page”.

I doubted Mother would let me stay up until Audrey got home, and I knew I wouldn’t shut an eye until she crawled into bed beside me.

It was sure going to be a long evening ahead.

It seemed to me that less than an hour had passed when we heard a car come in

the yard, then we heard a car door slam, and Audrey burst into the kitchen like she had been shot out of a cannon!

She was talking so fast, I could hardly understand what she was saying.

Mother told her to calm down and Emerson offered that he thought the lad must have turned out to be a Catholic.

Well, finally Audrey calmed down enough to tell us, he hardly spoke a word.

She had to do all the talking all the way to Douglas and when they reached the dance hall, he left her standing at the door and he headed right over to a group of boys standing across the room.

He finally wandered over to where she was, grabbed her hand and headed for the dance floor.

“Other than a few grunts, he never said a word. I did all the talking.”

It turned out he wasn’t much better at dancing, either.

“I told him I had a headache and wanted to go home. I even had to get my own coat, because he headed for the door as if he couldn’t wait to get outside.”

Safety meeting planned for Carlington community Staff

In response to recent shootings in Carlington, the area’s councillor is planning a community safety meeting.

River Ward Coun. Riley Brockington is hosting the meeting on Oct. 27 with presentations by Ottawa Po-

lice, the Ottawa Community Housing Corporation and the Carlington Community Health Centre.

The event will be held at the Alexander Community Centre, located at 960 Silver St., starting at 7 p.m.

Margaret and her husband Don were so impressed with the level of care that they started donating shortly after their daughter was released from the hospital.

“One of the girls in the foundation says that it shows we’ve been donating since 1995. But we were making them long before that – probably since 1985.”

It’s not only their personal experiences with the hospital that spurred them into giving back.

“We heard lots of good reports about the hospital, and the staff is always so pleasant when you go in,” Margaret says.

“It’s always very welcoming when you walk through the front door. We’ve heard some very good patient experiences involving QCH.” Don added his own experiences, mentioning that he’s been to many of the hospitals in Ottawa.

“We realized from the exposure we got of the hospitals, that they all needed donations.

So we decided to donate to the one that meant the most to us, where it would be the most effective, and where we knew the money would be used for beneficial things.”

Their donations have increased since they started contributing more than 30 years ago.

“Now as we get older, when a lot of our friends are celebrating birthdays or anniversaries, they don’t want gifts anymore, so we make a donation to the hospital,” Margaret says.

Last January, Margaret had a symptom that seemed like a TIA, a mini stroke, and was brought straight to the hospital. She was treated within 10 minutes, and sent for tests within

three days of the incident.

“With my experiences over the years, we just find them very pleasant. I find the hospital very kind and welcoming.”

In fact, any time Margaret or her husband have had to go to Queensway, they’ve been impressed with what they have experienced.

“I’ve gone to the James Beach Health Care Centre due to the A-fib issue. The hospital may be a bit smaller, but it’s more personal, and the volunteers just play such a part in that.”

They have been a part of Queensway since it was only eight years old, and the Sadlers have watched it grow from the small hospital it used to be.

“You go to the Queensway – other than going to the Heart Institute, which QCH transfers you to – and everything you need is there now.

Doesn’t matter what test you need to do – putting on a heart monitor, getting an ultrasound – it’s all there.

“They’ve got doctors that specialize in (almost all of) the different fields.”

Her husband adds, “For somebody new coming in to the city, this hospital would be the handiest place to go. I find that the more positive the patient is, the more positive the hospital is going to be. They’re going to treat you well.”

Former city staffer to take run at provincial seat

Jay Tysick, former chief of staff for College Coun. Rick Chiarelli, is throwing his hat into the electoral ring at the provincial level.

Tysick, who graduated from South Carleton High School in Richmond, and grew up in the newly re-jigged riding of Carleton, has entered into the Conservative party nomination race for that riding.

Tysick has the backing of former Osgoode Coun. Doug Thompson, who was at first a candidate himself until withdrawing over what he said was internal party politics.

“It’s kind of something I want to stay out of, but I think he would do a great job,” Thompson said of Tysick as a candidate for the Tory nomination in the riding.

Tysick lives in the community of Valley Stream, in Nepean, near the Queensway Carleton Hospital, but he has a good handle on the issues of Carleton riding residents having grown up there.

Aside from his work with Chiarelli, Tysick has served on the executive of the local community association for several years and is no stranger to advocacy work. He currently works as a lobbyist and communications consultant for Faraday Partners, where he’s a managing partner.

Tysick was working on Thompson’s campaign before he pulled out of the race.

“I believe Doug would have been the best,”

Tysick said.

Now Thompson has agreed to make the rounds with Tysick and talk to residents.

Lawyer Goldie Ghamari is one of the other contenders and has made some headway in the area, along with Brandon Purcell, who works as a Conservative aide on the Hill.

Neither of those two candidates are local, argues Tysick.

“Traditionally the area has had really good representation,” Tysick said. “I want someone who’s going to fight for the riding and they’re not from the area.”

As the clock ticks down, with only days to go, Tysick is doing all he can to get out there and drum up memberships.

Under normal circumstances, the party wouldn’t be allowed to host the nomination before the beginning of 2017, but because the Carleton riding is new, the local executive was allowed to select an earlier date.

Tysick said he plans to run a grassroots campaign and get out and talk to as many people as he can before the deadline hits.

His next meet and greet will be at the Metcalfe Fair on Oct. 20, between 6 and 7:30 p.m.

If he’s selected as the candidate, Tysick said he wants to work on garnering support from younger voters.

“I think for too long we have been focused on negative politics,” he said. “People want to hear our ideas about what we are going to do to make the province better.”

Life has ups and downs, that’s a fact, but for one resident of the Wild Bird Care Centre in Nepean, the past month or so has been monumentally bad.

Three shot gun pellets, two broken wings and a fish hook later, a juvenile bald eagle is taking a wellearned rest under the care of the centre’s staff and volunteers.

When the bird first arrived at the centre on Oct. 4, it was clear to staff he had fallen on hard times.

“He was really thin and dehydrated and we could see that both wings were kind of dragging,” said Mireille Goguen, the centre’s executive director.

“So we suspected that he did have fractures of both wings.”

Goguen said the bird had been grounded for at least a week, maybe more, due to his wing fractures.

Unable to hunt for food, he’d begun to starve when he was brought to the centre.

“He was really thin and dehydrated.”

X-rays taken shortly after the bird was brought to the centre revealed clues as to the cause of his injury – shotgun pellets suggest he was shot mid-flight and broke his wings in the ensuing fall – and another surprise: a fish hook lodged in his gut.

“We didn’t expect anything like that,” Goguen said.

“Obviously he ate a fish that had a hook. We don’t know how long it’s been there.”

has cared for 80 birds with pellet or bullet wounds, and another 16 with fish hooks.

The bald eagle – one of Canada’s largest birds of prey – is listed as a species at risk in Ontario, with a status of special concern, and Goguen said the centre reports all bird admissions to the Ministry of Natural Resources, adding special notes for cases of human interference with species that are listed as endangered, threatened or of special concern.

Although bald eagles nest across Ontario, the centre rarely receives the birds, and the medical outlook isn’t always good.

In the case of their newest guest, however, Goguen said there’s reason to hope.

His wing fractures have already partially healed – in part thanks to a natural splint

formed by parallel wing bones that were not broken – and Goguen isn’t very concerned about the pellets. Goguen said the eagle is eating well, taking daily doses of medication and shows no signs of infection.

“Overall his spirit is really good,” she said. “He’s a good patient.”

Barring complications from the fish hook, which is being monitored, the young eagle is likely to recover.

“The prognosis at the end was that there’s a really, really good chance he’ll be OK,” Goguen said. “He’ll be here for a while but despite all this he’s quite lucky.”

Goguen said, with winter coming, the bird will likely remain at the centre, regaining his strength until next spring.

That means for at least the next five months, staff at the centre will be responsible for his daily feeding, medication and vet care. Goguen has said

that it costs the centre $100 on average to rehabilitate a sick or injured bird, but the eagle will likely cost much more.

Fortunately, the centre launched its Birds of a Feather fundraising campaign in August and hopes to raise $100,000 to help cover the cost of housing thousands of sick and injured birds each year.

With the crowd funding campaign inching to the $40,000 mark, Goguen stressed there’s still a lot of work to do.

“It was a fantastic start,” she said of the campaign’s summer launch. “We’re not quite half way to our goal, but we are pleased. Our goal is $100,000 so we’re not quite done.”

City wants property management company to run retail in LRT stations

A property management company will be hired to run retail space in the city’s transit stations.

The city’s transit commission approved the recommendation after a report from staff recommended the practice on Oct. 19.

The report recommends a system-wide strategy for retail space.

There are existing spaces at Bayshore, Lincoln Fields and Place d’Orléans stations. Pat Scrimgeour, the systems planning manager for OC Transpo said traditionally the retail brings $75,000 in revenues for the city each year.

“It’s more about improving safety and convenience than making money,” Scrimgeour said, adding the lack of floor space makes it hard to attract big business.

Aside from the spots on the existing Transitway, the plan calls for dedicated retail space located at Tunney’s Pasture, Rideau, Hurdman and Blair stations.

Knoxdale-Merivale Coun. Keith Egli wanted to know if city staff

had crunched the numbers on leasing out the retail space and attracting business with in-house staff in the city’s real estate department.

“Wouldn’t it be cheaper to do it in house?” he asked.

General manager John Manconi said doing the project in house would consume too much valuable time and money.

“The best way to engage the local marketplace is to go out to market,” he said. “Our real estate people don’t have the retail experience. They can’t lure the big ones; the Starbucks.”

Kanata North Coun. Marianne Wilkinson pointed out that if there’s retail space, there would have to be washrooms.

To develop a best practices approach the city looked at 10 North American transit agencies, including Vancouver and San Francisco.

Typically, the types of retail they found were convenience stores, coffee shops, vending machines and flower shops.

“There should be a tailor at the Blair Station called the Blair Stitch Project,” Kitchissippi Coun. Jeff

Leiper quipped.

Commissioner François Malo said he’d like to see guidelines about the types of businesses.

“I think it would send the wrong message to have something like a smoke shop or convenience store because they’re unhealthy,” he said.

THE LOOK

Aside from the retail plan, the transit commission got a sneak peek at what the new stations would look like.

Maps will show the Confederation Line as red, the route will also be labelled 1.

The Trillium Line will be green and be marked as 2.

Scrimgeour said staff have looked into the possibility that travellers may be colour blind and dealt with that.

“At no point will the colour be the only way to determine where you’re going,” he said, adding the shades were evaluated to ensure they’d be distinguishable from each other regardless of whether or not the viewer is colour blind.

Section of Rideau Street closed to traffic until new year

Drivers and cyclists will have to detour around Rideau Street, between Sussex and Dalhousie Streets, until the end of the year. Even buses, taxis and delivery vehicles will have to use detours.

However pedestrian access to businesses and residences will stay open.

The closure began on Oct. 19.

According to Rideau-Vanier Coun. Mathieu Fleury, the closure is needed to move forward with light rail transit construction. Fleury said the work is entirely related to the sinkhole that opened up on June 8.

“The entire tunnel has been excavated except for the 31 metres on Rideau Street,” Fleury said.

The sinkhole that was about three traffic lanes wide – near the intersection of Rideau and Sussex – closed Rideau until June 30 and shut down nearby businesses. Buses were detoured onto the Mackenzie King Bridge.

Fleury said he is happy that, this time around, buses are being rerouted on multiple streets.

“With different routes things might not get so congested,” Fleury said.

During the closure there will be a free OC Transpo shuttles on Thursday, Friday and Saturday nights between 10 p.m. and 3 a.m. that will connect the ByWard Market to the Mackenzie King Bridge, with various pick-up spots.

Grandmothers’ market moves to Lansdowne

The market hosted by the Ottawa grandmothers is on the move.

The Grand Market, which supports African grandmothers as they work to raise grandchildren orphaned by HIV/ AIDS, was such a success last year that this year’s event will be held in Lansdowne Park’s horticulture building on Oct. 30 from 9 a.m. to 3 p.m.

“We did that because it was an even bigger success than we expected,” said Val Swinton with One World Grannies about the first-ever market in the city.

“It was very crowded and it didn’t make for a happy shopping experience.”

Last year there wasn’t enough room in the Churchill Seniors’ Centre in Westboro to put out all of the things they had for sale, but the new venue will provide space for more tables, more space and more things to offer.

Despite the cramped space last year, it was still a very successful event, Swinton said, adding it raised about $18,000.

This year, the grandmothers are hoping to almost double that with a goal of raising $30,000.

Last year’s event was a bit of an experiment, after local grandmothers visited a similar market in Kingston to see if it was something that could work in Ottawa. Before last year, One World Grannies imported jewelry from a fairtrade workshop outside Nairobi, Kenya, and sold it to other grandmother groups across the country. In total, those efforts raised about $800,000 for the Stephen Lewis Foundation.

The market will have tables of crafts, art, pottery, handmade birdhouses and other gifts as well as a large secondhand merchandise offering.

“We’ll have gently-used clothing and accessories at ridiculously low prices,” Swinton said, adding it was the largest draw at last year’s market.

Grandmother Moon will also be providing tarot card readings.

This year, the foundation celebrates 10 years since its formation. Since then, about 240 grandmother groups have popped up in Canada, including more than 20 in the Ottawa region. According to the foundation, about 40 to 60 per cent of orphans live in grandmother-headed households.

Canadians have raised more than $24 million for African grandmothers through the

Grandmothers to Grandmothers campaign, providing food, educational supplies, uniforms, medical care, HIV counselling and testing, and more.

ACROSS THE CITY PARTICIPATION

The market has invited grandmothers groups from all across the city to take part in the event.

One of the local groups is the Grandmas AIDing Grandmas group based in Blackburn Hamlet.

The Blackburn grandmas, who also participated last year, have made chocolates and preservatives to sell.

The group of 16 grandmothers frequently syncs up with the other grandmother groups and takes part in events, supporting each other and raising money.

Some of the members even held a “bark bee” to make different types of chocolate bark to be sold.

“It’s going to be a fabulous day of really interesting things,” said one of the Blackburn grandmothers, Barbara Nolen.

Coach Mataes will take over head coaching duties for the highly successful OSU 2002 Boys OPDL. In addition, he will be working with boys teams within the U13-U18 age groups. OSU is committed to continuously add to the quality and depth of our coaching staff, with Traian being the fifth nationally licensed coach as part of our staff.

Trian is well known, within the soccer community of Ottawa and the province as a whole, for a long-line of successful players and teams, primarily from his time as Club Head Coach of FC Capital United. He has close to thirty years of experience in youth development, while previously servicing as a head coach of the EODSA programs. He has also served as an OSA instructor for coaching courses and certification within the province. Previous to being a coach, he was a professional player within the Romanian Professional League before coming to play in the Canadian Soccer League between 1985-1987.

Show highlights Silicone Valley North for foreign visitors

For the second year in a row, the Kanata North Business Improvement Area helped shine a spotlight on what’s affectionately called Silicone Valley North.

The event, which features a tour, reception and dinner, was hosted by the association on Oct. 17.

Jenna Sudds, executive director for the BIA, said the event was so popular last year, that organizers just stuck to the status quo.

“It was really popular on both sides – the companies that got a chance to showcase their work on a world stage and for the visitors who get a sneak peek on what they’re doing,” she said.

One of the first stops was Youi.TV, which helps to build the coding so that movies, sporting events and other televisions shows can make their way on to personal entertainment platforms – such as Playstation 4, iPads, android tablets and others.

Youi.TV is a small, eight-year-old company that recently teamed up with Time Warner.

While a lot of what visitors saw is under wraps until it is released to the general marketplace, it was an opportunity for visitors to see what Canadians are doing in the tech field.

“It’s a really fun day,” Wilkinson said.

The event hosted close to 25 representatives from embassies in Ottawa, the diplomatic community, and economic and foreign affairs representatives who are in Canada.

“I would say around 20 countries are represented here,” Sudds said.

Aside from touring the businesses, participants got a chance to hear from Kelly Gillis, the federal associate deputy minister of innovation, science and economic development.

“We are excited to be hosting this event for a second year, and shining a light on the tremendous amount of innovation happening in the Kanata North Tech Park.” Sudds said in advance of the event.

“The Kanata North technology community has been enjoying impressive growth with many companies being recognized on the global stage as leaders in their fields. This event provides a wonderful opportunity for our business community to meet with international delegates and strengthen those relationships.”

November byelection called for Ottawa-Vanier

Voters in Ottawa-Vanier will have their say on who should represent them this November.

The Office of the Premier announced Ottawa-Vanier’s byelection will take place on Nov. 17.

The announcement comes 110 days – three months – after Madeleine Meilleur, the riding’s former member of provincial parliament, retired on June 30.

Meilleur announced she was stepping down on June 9.

Meilleur had represented the riding since 2003. The 67-yearold, who is both a former lawyer and nurse, served as a city councillor both in the former City of Vanier and for the City of Ottawa after amalgamation.

Meilleur has served as a provincial cabinet minister in Liberal governments, first under Dalton McGuinty and then under Wynne.

The announcement also comes only days after the Ottawa-Vanier liberal riding association picked Nathalie Des

Rosiers as their candidate at a nomination meeting on Oct. 15.

Former Ontario ombudsman André Marin announced he was running as the Progressive Conservative candidate in September.

Former RCMP executive office Claude Bisson announced he was running as the NDP candidate in August.

In 2014, Meilleur was reelected easily with more than 55 per cent of the vote, finishing ahead of her nearest rival by more than 13,000 votes.

A byelection for Niagara West-Glanbrook to replace former PC leader Tim Hudak will also take place on Nov. 17. Hudak announced his retirement in September 2016.

Ottawa-Vanier voters will go to the polls in a byelection on Nov. 17, when they will select a new MPP following the retirement of Madeleine Meilleur.

Residents worry development will ‘ruin’ neighbourhood

Residents in the area of 404 Eden Ave. argued that replacing a single family home with a 13unit apartment building would “ruin the neighbourhood” at a public meeting on Oct. 12.

Eden Avenue is a one-way street located between Richmond Road and Byron Avenue in Westboro. The plan includes the creation of nine underground parking spaces and is four storeys tall. It would require the city to pass a zoning change or exemption to allow for extra density. Currently, maximum density allows for a triplex.

According to Brian Casagrande, a principal and director of planning and development for Fotenn, a planning and urban design firm, the building will provide a transition from the development on the corner to the single-family home next door.

“This is not what I signed up for 24 years ago,” Tammy Stewart said during the meeting.

Stewart lives in the house located right beside the proposed apartment building.

“What does that do to the rest of the neighbourhood?

What happens if everyone with a piece of property builds something like that and ruins the neighbourhood,” she said.

Casagrande reminded residents each of them have the right to build a similar development on their property or one that fills out the site even more than the one proposed.

“I know you don’t like it, but when you look at these consider we are mitigating the impacts,” Casagrande said.

A few changes were presented during the meeting, including a greater setback from the avenue, more amenity space and a reconfigured access to the property from the neighbouring Elvis Lives Lane.

development really hadn’t changed much since the last public meeting.

Another resident questioned the use of Elvis Lives Lane, saying it isn’t safe. But putting more traffic on the lane, would reinforce its function, said Casagrande, meaning some of the current issues of people blocking the lane would have to stop.

Jordan Tannis, the owner of the site, reminded residents the lane would be widened for increased functionality.

Residents also raised concerns about the precedent such a zoning change would create for future developers.

“What makes Westboro great is the exceptional backyards,” Toompuu said, adding residents can walk to a main street.

“It seems like they are taking something massive and shoving it into this spot on the shortest street in Ottawa that people live on,” he said.

Kitchissippi Coun. Jeff Leiper said he is opposed to the project and was hoping to see the proponent reduce the number of units.

Leiper said the project is too dense for that area.

“Residents in Westboro are really pissed off with intensification,” Leiper said, adding most infill projects see opposition from residents in the ward.

projects are not keeping pace, including money for parks, pools and traffic calming.

He’s hoping city planners will not recommend the project when it comes before councillors at planning committee.

Additional $1 a week per Canadian could end homelessness: report Homelessness in Canada remains at crisis levels, but for the first time in more than 25 years, there is hope, according to the State of Homelessness in Canada 2016 released today in Ottawa by the Canadian Observatory on Homelessness and the Canadian Alliance to End Homelessness.

The report presents recommendations to the Government of Canada for the upcoming National Housing Strategy and shows not only how homelessness could be eliminated, but that ending homelessness is achievable and affordable.

“It’s great to know that Canada is coming back to a National Housing Strategy,” said Stephen Gaetz, Di-

rector of the Canadian Observatory on Homelessness. “This is an opportunity to correct more than 25 years of inadequate investment, which has led to our current affordable housing crisis. It is also an opportunity to end homelessness in Canada once and for all.”

The report recommends an investment of $4.474 billion in 2017-2018 or $43.788 billion over a 10-year period, representing an annual increase of $1.818 billion more than the federal government is projected to spend on affordable housing in 2017-2018.

That is only an additional $50 per Canadian annually or less than a $1 per week to prevent and end home-

lessness in Canada. It’s worth noting that homelessness currently costs the Canadian economy over $7 billion per year.

“The good news is we know what to do to solve homelessness: targeted affordable housing investment, community systems planning, Housing First, prevention and federal leadership will get us there,” said Gaetz.

“And importantly, we also know solving homelessness will be far cheaper than ignoring it.”

Modern mass homeless in Canada is primarily the result of shrinking federal investment in housing beginning in the 1980s. As homelessness in Canada has grown, the face of home-

lessness has changed. What began as a phenomenon primarily impacting older single men now includes women (27 per cent of the homeless population), seniors (24.4% of shelter users), and youth (18 per cent of the homeless population). Indigenous Peoples are 27 to 33 per cent of shelter users and are 10 times more likely to use homeless emergency shelters, yet only represent only 4.3 percent of the Canadian population.

Poppy funds also allow the Legion to “give back” to the local community in the form of bursaries and donations to local hospitals and other support programs. During the past year, Branch 641 donated just under $48,000 to such community organizations as the Perley Rideau Veterans Health Care Centre, the Homeless Veterans Program, the Barrhaven Food Cupboard, the Queensway Carleton Acute Care Centre for the Elderly, the Military Family Resource Centre, Carleton Lodge Auxiliary, and the Alberta Wildfire Relief Fund.

Come spring, River Ward will be blooming.

With one of 150 Celebration Gardens planted across Canada, and the help of local councillor Riley Brockington, red and white tulips will be popping up across the ward.

When Brockington heard about a special tulip created especially for the sesquicentennial, he put in his order for 1,000 of the special red and white bulbs.

“When I picked them up they had pages and pages of orders,” Brockington said of the flower’s popularity.

Brockington will be distributing the bulbs to residents in every community of his ward.

“I fear the demand will exceed the supply.”

The first recipient of a bag of 10 of the bulb with red flames created especially for the sesquicenten-

nial, was Natalia Zubkova, of Staten Way in Central Park. Zubkova was recently recognized for her gardens and along with a certificate received the bulbs from Brockington.

He’ll also be handing out the tulips at future community safety nights and other events in the next few weeks so residents can get them in the ground before the hard frost.

“It’s a small way to help beautify River Ward,” Brockington said of the initiative, which was paid for though his office budget.

The 1,000 bulbs cost about $400.

The tulip bulbs are just the kickoff for getting River Ward ready for the country’s 150th birthday in 2017.

Brockington is also encouraging small groups that might need a little financial help for Canada 150 celebrations to reach out. He’s setting aside some money for small grants for grassroots groups planning to

celebrate in a big way.

“It’s all about community, churches, school groups are all highly encouraged to celebrate.

It’s a year-long party,” he said. The city estimates about 1,200 events will be held to celebrate the milestone next year.

“We want to remind local groups and encourage them to join the celebrations.

It’s not a party that’s just happening in downtown,”

7,700 people respond to NCC survey on future hospital site

About 7,700 people completed a survey on the proposed sites for the Ottawa Hospital’s new Civic campus.

According to Jasmine Leduc, strategic communications advisor for the National Capital Commission, more than 400 people attended the open house at the Canadian War Museum and 7,695 people responded to the survey that closed on Oct. 6.

“We are very pleased with the level of community engagement on The Ottawa Hospital federal site review to date,” Leduc wrote in an email.

The results of the survey will form part of the evaluation of each of the 12 sites for the hospital.

Kate Eggins, communications specialist for the hospital, said in a statement the hospital is committed to the NCC’s process.

“Our responsibility, as the

region’s leading health-care provider and only trauma centre, is to ensure the NCC, stakeholders and the public have all of the necessary information to make a decision that reflects the healthcare perspective. We are very pleased there were 7,700 responses to the NCC’s survey.”

She added, “the new Civic Campus is a once-in-alifetime opportunity for our community that will ensure the hospital can provide 21st Century health care in the nation’s capital for the next century.”

The consultations are part of the process the commission undertakes on its projects. Most recently, the NCC underwent extensive consultations on the development of LeBreton Flats. During that consultation, 7,939 people completed a survey.

More than 3,000 people attended the open house and presentations, or viewed the webcast, according to the NCC’s consultation report.

While the number of participants in the LeBreton Flats consultations exceeded that of the hospital project, Leduc warned against comparing the two projects.

“Both are unique,” she said.

“I wouldn’t be comparing the two,” she said.

“We are pleased with the outcome of the consultations; they have been very successful to date,” she added in an interview.

There were also consultations with specific stakeholders, including Parks Canada, Agriculture and Agri-Food Canada, the City of Ottawa, Ontario Ministry of Health and Long-term Care, the hospital, local health integration network and more.

A recommendation on the preferred site will be presented to the NCC board at its Nov. 24 public meeting. At that meeting, the final public consultation report will be made available.

Though Alex Parisien, a resident of Dunrobin, has only been seriously practising Muay Thai since 2010, she has quickly risen to the top of her ranks. On Oct. 26, she will travel to Mexico for the ninth annual World Association of Kickboxing Organization (WAKO) Pan-American Kickboxing Championship. Then, just over a week after she returns, she’ll jet off to Italy to compete as a member of Team Canada at the World Kickboxing Federation (WKF) World Championship.

“I’m looking forward to being able to compete at such a high level,” Parisien said.

Parisien, 31, got her first taste of martial arts in high school, when she participated in taekwondo at West Carleton Secondary School.

She’s now a second-degree black belt in the discipline – she trained consistently through her adolescence and into university – but her passion lies in kickboxing and Muay Thai.

Since she discovered Muay Thai in 2010, Parisien has spent the majority of her free time training at the Kanata and Carling locations of the Ottawa Academy of Martial Arts. She fell in love with the sport’s traditions and artfulness.

“It’s a true martial art,” Parisien said of Muay Thai, explaining that it is also called the art of eight limbs and is so cherished by the people of Thailand – where Muay Thai is their national sport – that a 30-day ban on competitions was recently imposed when the country’s king passed away on Oct. 13.

Parisien excelled quickly

at Muay Thai, though the sport has no quantifiable levels like taekwondo’s coloured belts. She’s trained all over Ontario and has even been to two training camps in Thailand itself in 2013.

Her accolades are many: in 2012, Parisien won sliver at the Council of Amateur Sports Kickboxing (CASK) provincial championship; in 2013, she took home several awards including the CASK Grand Prix championship and the CASK national championship. In 2014, Parisien took home silver at both the CASK national championship and the WAKO North American championship. This year alone, she has already won a national WKF championship. “From my experience, I know the level of competition that I’ll be facing in Mexico and again in Italy,” Parisien said. “I am definitely prepared.”

With two big competitions so near on the horizon, Parisien is training at all hours of the day, whenever she can around her work schedule. She hits the gym up to three times a day, seven days a week for Muay Thai training, cardio and yoga on her “rest day” on Thursdays.

“When I’m not working, I’m training,” Parisien said.

“It takes a lot of dedication but it’s worth it.”

After a 6 a.m. wake-up call, Parisien heads to the gym before work, slips out when she can at lunchtime, and finishes her day with another session. Saturdays and Sundays are equally busy – she gets in a Muay Thai training session and cardio every weekend. Parisien trains hard because her aim is always to win.

“When you go to a competition, you want to win,” Parisien said. “You don’t enter a fight thinking that you’re going to lose, because then you’ve already lost.”

Cheese puffs with onion jam make great appetizers Choux pastry is more familiar in desserts such as éclairs, but can also be used to make elegant appetizers, packed with a savoury filling. A food processor makes for a quick and easy method. Both the puffs and filling can be prepared ahead.

Prep Time: 45 minutes Cooking Time: about 50 minutes Baking Time: 45 minutes Makes about 100 puffs and 3 cups (750 mL) Onion Jam INGREDIENTS

Onion jam: • 1/4 cup (50 mL) unsalted butter • 2 lb (1 kg) Ontario Red Onions, about 8, halved and thinly sliced • 1 cup (250 mL) Ontario Dry Red Wine

• 2 tbsp (25 mL) granulated sugar • Salt and pepper Cheese Puffs: • 5 Ontario Eggs • 1/2 tsp (2 mL) salt, preferably Kosher • 1 cup (250 mL) water • 1/3 cup (75 mL) unsalted butter • 1 tsp (5 mL) each Dijon mustard and granulated sugar • 1/4 tsp (1 mL) hot pepper sauce • 1 cup (250 mL) shredded Ontario Swiss-style or Cheddar Cheese (about 4 oz/125 g) • 1 cup (250 mL) all-purpose flour PREPARATION

Onion jam: In large skillet, melt butter over medium-low heat. Add onions and cook,

stirring often, until soft but not brown, 20 to 30 minutes.

Stir in wine; increase heat to medium-high. Cook, uncovered, until all the liquid has evaporated, about 15 minutes.

Stir in sugar; cook five minutes. Season with salt and pepper to taste. (Make-ahead: jam can be made up to three days ahead, cool, cover and refrigerate. Warm to use.)

Cheese puffs: In small bowl, using fork, beat together one egg and a pinch of salt. Set aside for glaze.

In medium saucepan, bring water, butter, mustard, sugar, hot pepper sauce and remaining salt to a boil, stirring to melt the butter.

Remove from heat and immediately add the flour all at once.

Beat with wooden spoon until mixture is well combined

and leaves the sides of the pan, about one minute. Cook over medium heat for two minutes, stirring constantly.

Transfer mixture to food processor and let cool two minutes. Add remaining eggs and process, stopping to scrape down the sides of the bowl, until eggs are incorporated and mixture is thick, smooth and shiny, about 30 seconds. If too thick, add 1 tsp (5 mL) of egg glaze. Add cheese and process for five seconds.

Using two small spoons, drop dough onto two parchment paper-lined sheets to form mounds 1-inch (2.5 cm) across, 1/2-inch (1 cm) high

and 1-inch (2.5 cm) apart.

Brush lightly with egg glaze.

Bake in 425°F (220°C) oven for 15 minutes. Reduce temperature to 300°F (150°C).

Remove baking sheets from oven and pierce the side of each puff with sharp skewer.

Return to oven and bake until golden brown, 15 to 20 minutes. Place baking sheets on wire racks to cool until slightly warm, about 10 minutes. Cut off tops with serrated knife to fill. Fill each puff with about 1 tsp (5 mL) of onion jam.

(Make-ahead: store cooled puffs in an airtight container at room temperature for up to two days. Warm puffs for

three to five minutes before filling. Or freeze for up three weeks. Place frozen puffs onto baking sheet; heat in 350°F (180°C) oven until warmed through, 8 to 10 minutes.)

Ottawa police were reminding young drivers to be careful on the roads during National Teen Driver Safety Week, Oct. 16 to 22.

Young drivers are not necessarily the most distracted, said Const. James Casey during a ride along from his station at Bank Street and Leitrim Road.

A lot of young drivers are actually up to date with hands-free technology, such as Bluetooth, he said. But young drivers under 24 years of age make up the largest number of single vehicle collisions, according to Ottawa police.

“The young drivers, they don’t realize 95 per cent of driving is compensating for someone else’s mistakes,” Casey said.

Young drivers often focus on the immediate task at hand, and are not as prepared for someone who may run a stop sign or cut them off the way a more experienced driver may be.

That is not to say adults are always setting a good example for their youngsters.

Police see just as many adults as youth being distracted by cell phones when driving, Casey said, as he slowly drove up along side cars at a stop light in the Glebe.

The day of the ride along, drivers were behaving well on the roads, and Casey didn’t give out any tickets during the hour it took to drive through the Glebe, Byward

His experience is part of a crisis, he said, that has struck Renfrew County, “with enough suicides in recent years that I can easily fill the first and second row of our audience.”

The struggle families are facing today are compounded by long wait times for help and lack of mentalhealth funding.

“For one mother five years ago it would be the beginning of an incredible journey,” Garron said, referring to his own mother who was called to the hospital with news that he was close to death following his seventh attempt.

It was after he was airlifted to CHEO that things finally changed.

“There, thanks to a miraculous team of nurses and doctors that young child’s life was saved that day, and a long but rewarding journey of recovery was about to begin,” said Garron, 22, who today is in fourth year at the University of Ottawa, works as a banking advisor at RBC and is a wellknown youth mental-health advocate.

His employer, RBC, is partnering with CHEO to bring its RBC Race for Kids series to Wesley Clover Parks in

Nepean on Sept. 24, 2017.

Ottawa’s newest running event will pump much-needed dollars into mental-health supports for infants, children and teens at the children’s hospital.

“This is not simply about a run,” said Kevin Keohane, president and chief executive of the CHEO Foundation. “It’s about raising money that’s going to go into funding the programs which are so essential.”

CHEO has witnessed a 75-percent increase in “crisis visits” to its emergency department over the past five years, and a 50-per-cent spike in outpatient clinic referrals, said Alex Munter, CHEO’s president and chief executive. Those dollars will help build an early intervention program for children up to six years old that is being designed to foster healthy relationships between kids and their parents, said CHEO’s chief of psychiatry, Dr. Kathleen Pajer.

The money will also help fund CHEO’s new Choice and Partnership Approach – or CAPA – which is a new mental-health care delivery model designed, in part, to reduce waiting lists for mental-health care.

As well, the money will target “head-to-toe” screenings, to allow the medical team to figure out of a patient

It’s all about intervening early – long before a child or teen ever contemplates suicide.

“We’re about reducing suffering in our kids and making them strong and healthy to be the next generation of adults to run our country,” said Pajer, who plans to take part in next year’s run along with Karen Tataryn, CHEO’s retiring operations director of mental health patient services.

Garron was actually receiving mental-health care at CHEO at the same time as Kanata South Coun. Alan Hubley’s son Jamie.

Hubley fought back tears when he said the race announcement coincided with the fifth anniversary of the passing of his son, who died by suicide at age 15.

“The whole journey has all been about trying to make sure we can help others so they don’t have to go through this,” said Hubley. His wife Wendy was also in the audience.

Six months prior to the death of their severely bullied son, the worried parents began trying to navigate the health-care system in an effort to get Jamie the mental-health support he needed.

“We saw it as a maze. It was really hard back then,” Hubley said. “But it’s so much better today because of the support of big and small organizations.”

The new running event will also go a long way to boosting awareness.

“As people sign up, as people talk to their friends and neighbours and colleagues about the race and why they’re doing it, something else will be happening,” Munter said. “And that is you will all be battling the stigma that surrounds mental health, and that is the reason why we, in fact, don’t have enough resources in our mental-health care delivery system.”

The RBC Race for the Kids, which will become an annual event in Ottawa, will feature timed 10- and five-kilometre closed-course runs, as well as an untimed five-kilometre family run.

Registration will open on May 1, 2017.

With Ottawa added to the race series, the bank’s race is now being held in 12 cities in six different countries, and has generated more than $26.5 million for children’s charities.
