The Miller’s Oven is preparing to close its doors for good at the end of November, just shy of its 32nd anniversary. That is, unless a huge fundraising effort can save it. The volunteer-run restaurant’s board of directors was faced with the tough decision at the end of October when they realized that after 16 months of heavily declining

business, there wasn’t enough money to keep the business going through the winter. With just enough money left to neatly end their operations and pay their staff for November, Jim Stewart, chair of the Miller’s Oven’s board of directors said the board is beyond looking for short term emergency funding solutions. “We don’t want to have a situation where we continue on for just a month or two or three and then we’re back

For that reason and because of its unique business model – a not-for-profit business that largely utilizes senior volunteers – it relies heavily on patronage from Manotick’s senior population, something which its chair realized is not a sustainable plan. “Clearly our demographic has been and continues to be the more senior people in our community and of course that is part of what’s led to this situation,” Stewart said. “More and more are either moving away or passing on or going to facilities that provide them with food.”

Hundreds of residents and military personnel from Manotick and beyond lined Dickinson Square on Nov. 11 to pay homage to Canada’s fallen soldiers. They were still filing into the square as the Canadian and American anthems were sung; the latter in honour of a guest from the U.S. navy. Prayers were spoken, a verse from Ode to the Fallen was read, and by 10:58 a.m. the square overflowed with veterans, cadets, parents, seniors, students and everyone in between. At 10:59 a.m. the blast of a six-pound anti-tank gun signalled the beginning of a moment of silence punctuated by the calls of geese flying overhead. Two minutes later a second blast marked the end. It took nearly an hour for tribute-payers to lay more than 60 wreaths at the base of the Manotick Cenotaph, and the weather held out through it all.

Manotick resident Geri Ingleham has attended the event annually for 15 years and has noticed a marked increase in the number of people turning out. “Manotick is an incredible community and people come from even the city to attend these memorial services,” she said. “I have been a part of this for many years and there are more and more people each year.” Ingleham used to commute downtown for the Nov. 11 ceremony but stopped after attending the ceremony in Manotick for the first time 15 years ago. “This is a great place to attend and remember,” she said. “There’s the old mill, and you’re right by the river and it’s just a lovely spot. Gerry McGlone, 77, has managed the Miller’s Oven for 30 of its 32 years. She is one of its three paid employees, and works with its fleet of 40 mostly senior volunteers to fulfill its mission as a place for seniors to network over wholesome homemade food. “It is (a big loss) for me, be-

cause I’ve met so many fascinating people, both the volunteers and customers, that it’s my social life and I will really miss it,” McGlone said, adding that there is a sense of helplessness among those who want to see it survive. “A lot of people are very upset about it closing but they feel their hands are tied. They don’t know what they need to

do to change it.”One Manotick resident has turned to crowd funding in an attempt to save the restaurant. Volunteer firefighter Carmen Grandinetti has set up a GoFundMe page called Help Save Miller’s Oven with the goal of raising $5,000 for the restaurant. NOTICE OF STUDY COMMENCEMENT GREENBANK ROAD WATERMAIN MUNICIPAL CLASS ENVIRONMENTAL ASSESSMENT AND FUNCTIONAL DESIGN The City of Ottawa has initiated a Municipal Class Environmental Assessment (Class EA) and Functional Design Study for the construction of a new 610 mm diameter transmission watermain on Greenbank Road between Jockvale Road and south of the Jock River as shown on a Figure 1. The objective of this study is to determine the appropriate alignment of the proposed watermain within the realigned Greenbank Road and to determine the most appropriate method for the crossing of the Jock River, including the use of trenchless technologies. This study is being planned under Schedule “C” of the Municipal Class Environmental Assessment (October 2000, as amended in 2007), which is approved under the Ontario Environmental Assessment Act.

Requirement for this new transmission watermain was identiﬁed in the 2013 City of Ottawa Infrastructure Master Plan as a necessary link to improve water supply and reliability in the Barrhaven South development area. In 2006 the City completed the Greenbank Road Class EA Environmental Study Report with the recommendation to widen and realign Greenbank Road from Strandherd Drive to Cambrian Road, including a new bridge structure over the Jock River. The proposed planning and construction for the 610 mm diameter transmission watermain will be closely coordinated with the Greenbank Road project.

No question will be off-limits at an interfaith question and answer event at St. James Anglican church on Nov. 21 in Manotick. Faith Leaders on the Hot Seat will bring a Muslim imam, a Jewish rabbi and a Christian minister to the church to discuss faith related mysteries and conundrums and answer questions from any youth 12-years-old and up. The success of the first edition of Faith Leaders in the Hot Seat at a diocese youth conference at Christie Lake Camp in May necessitated a repeat of the event in Manotick, with so many questions asked at the first event that some were left unanswered when time ran out. â&#x20AC;&#x153;This was something that was scheduled for about an hour and a half and after two and a half hours we had to stop because the panel was exhausted,â&#x20AC;? said organizer Donna Rourke, who is also the director of youth ministries at the church. â&#x20AC;&#x153;The kids just had question after

question, and they were such insightful questions.â&#x20AC;? That first session at Christie Lake was attended by about 50 youth. This time, Rourke expects over 100 and said that while the event will take place in Manotick, all youth are welcome, and several youth groups from Ottawa have committed to attending. Part of the appeal, she said, is the anonymous nature of the session. Participants can write their questions down for a facilitator to read to the panel. â&#x20AC;&#x153;Although the kids can take ownership of their questions, it also gives them a sense that nobody knows who asked what question, so they could truly ask anything they wanted,â&#x20AC;? Rourke said. Many of the questions asked at the first session brought up the similarities and differences between Islam, Judaism and Christianity, as explained by panellists Imam Mohamad Jebara, Rabbi Anna Maranta and Rev. Jean-Daniel Williams. The interfaith event is just one of a series of progressive and inclusive events held by the church for youth. The parish has

Ewart Walters, who’s known for his passion for equality and justice, was nominated for his work with the Spectrum, Ottawa’s Black community monthly paper. He served as an editor and publisher for 29 years. Walters, a resident of KnoxdaleMerivale Ward, said he would be happy to help someone re-establish the Spectrum if they were interested. “I have had people tell me that they miss getting it,” he said. “It’s gratifying when people notice your work. You don’t do it to get noticed, you do it because you have a passion, but it’s great to be honoured in this way.” Ben Babelowsky, a Kanata artist who has volunteered with the city’s Young at Art competition for 20 years, said he was honoured to be in the company of so many people who have done great things. Babelowsky’s work, which includes rural and urban scenery of Eastern Canada, the United Stats and the Maritimes, was on display at City

Still plenty of fat in the city’s budget

t is amazing what drowning in red ink does to help focus the minds over at city hall when it comes to budgeting. When it was reported that the city was on pace to be in the red with a projected $52.5-million deficit at mid-year, preparations for next year’s budget took on a new urgency to stay true to Ottawa Mayor Jim Watson’s pledge to forever keep the annual property tax hike at two per cent or lower. So on Nov. 12 the city unveiled its draft budget for 2016, and the buzzword over at the hall was finding “efficiencies.” Apparently finding millions of dollars in these operational “efficiencies” isn’t that hard to do as, according to the city, searching for these “efficiencies” has led to more than $17-million being trimmed from the bottom line. This will involve more the $10-million in savings from city operations, with winter maintenance operations being one of the areas where belt tightening is underway. Of course, one of the reasons the city claimed it found itself heading into a large deficit position midway through this year is that last winter’s weather put a heavier than expected burden on the city’s purse. The city says don’t worry, it is all about doing things smarter, planning how to deal with winter weather better.

The ability of governments and publically-funded entities to find “efficiencies” and savings in their budgets when the numbers are headed in the wrong direction does pose an uncomfortable question. If you can find millions of dollars in “efficiencies” when slipping into the red on the balance sheet, why are these “efficiencies” not found sooner? Shouldn’t a city’s number crunchers be finding ways to squeeze operating costs at all times? If there are these “efficiencies”, does that mean the city has been operating for years with way too much fat on its budget bones? And will these “efficiencies” really impact the bottom line going forward as projected, or is it all just a shell game to make the numbers line up in a budget for next year. According to the city’s draft budget, if officially approved, the $3.1-billion draft budget does hit that magic target of an average two per cent increase (an average of $72 a year) to the property tax levy. It also pegs a 2.85 per cent increase to the transit tax levy, with OC Transpo fares also going up, and a six per cent increase hike in what residents can expect to pay on their water and wastewater bills. The sudden ability to find “efficiencies” makes a ratepayer wonder what the budget would look like if being efficient from the outset was priority No. 1.

Tolls coming to a road near you

ttawa is just beginning to emerge from a long ordeal of road-building on the Queensway. New lanes have appeared. The road is wider, smoother and – according to the experts – that’s not going to solve anything. The new lanes are going to help for a while, but they will fill up, because there are always more cars and more trucks. It is even possible that the creation of the new lanes will attract more cars and trucks. That’s by no means certain, but it’s true that all the road-widening we have done in the past decades hasn’t solved much. We have more congestion, more gridlock, more pollution and the prospect of still more to come. Naturally, experts have been pondering solutions. The latest, publicized recently, comes from a group called

Highway 407, has been used in many countries. London, England has a congestion fee for vehicles entering central London. Some say this has cut down on traffic in the city. Some countries have applied the principle of charging more during peak hours, much as we pay for the use of electricity. If we accept the general idea, the next question is how to apply it. In cities where drivers cross bridges to enter, the solution is easy – electronic tolls on the bridges. The same goes for dedicated highways, like the 407, where electronic pricing is already in effect. But what to do about the 401 in Toronto or the 417 in Ottawa, where there are dozens of entrances and exits and people may drive for short periods? high occupancy lanes. Stop for a minute. Should the fast lane be offered up to those who can pay for it? It offends the Canadian sense of fairness. Why should those with money be able to escape the congestion while those without suffer through it? From a fairness point of view, it makes more sense to charge everyone who uses the Queensway, but there are problems with that too. It’s not as if people are driving on it for fun. In fact, a case can be made that people would gladly pay not to drive on the Queensway. And what’s the alternative? It’s not as if we had a crackerjack and inexpensive public transit system that enabled the majority of drivers to leave their cars at home. River Road residents trying to take back their road from aggressive speeders, increasing traffic volumes and heavy vehicles are taking their requests for change to their area councillors. The group of River Road residents, which launched a petition in early September to coincide with their ‘Take Back River Road’ campaign’, planned to meet with Gloucester-Southgate Coun. Diane Deans and Gloucester-South Nepean Coun. Michael Qaqish on Nov. 12, ahead of a community meeting that was in the works for Nov. 15. “We’re going to relay to the councillors the serious issues that the community has arising from the increased traffic speeds and the heavy vehicles now using River Road since (Vimy Memorial) bridge opened up,” said Robert Squires, a member of the campaign who lives in the Cedardale community at the north end of River Road. Their petition already has hundreds of signatures. They plan to submit it to the city at the end of November. “And the key point entirely revolves around safety,” he said. Road rage and aggressive and intimidating drivers have becoming the new norm for River Road residents following the opening of Vimy Bridge last year, Squires said, adding that locals are regularly tailgated if they drive at the speed limit or as they slow down to turn into driveways. They are also concerned by crashes on their stretch of road and motorists passing stopped school buses. More heavy vehicles using River Road has also raised several concerns related to safety, noise and damage to the road. Heavy vehicles are only permitted to carry half loads on River Road during the spring, summer and fall months. For that reason, Squires said it doesn’t make sense for those vehicles not to use Earl Armstrong and Limebank roads yearround where there are no restrictions. “Given that the road is not built to the highest possible standards, the heavy vehicles and the increased traffic is immediately showing the wear and tear on the road,” he said. Squires and his fellow campaign volunteers plan to ask councillors for “progressive steps” including restricting access to River Road from Limebank Road at the north end and at the south end where River and Earl Armstrong roads meet at the bridge. They are also calling for a shorter lefthand green light at the bridge, as well as reducing the left-hand turning lanes there from two to one and lowering speed limits on River to 50 and 60 km/hr from 60, 70 and 80 km/hr.

“This raises an unforeseen issue, one being that drivers will gravitate to that higher limit across that entire stretch of road,” said Squires. According to speed data released by the city at a public meeting in June, Squires said the numbers reveal motorists are travelling an average of 73 km/hr in a 60 zone between Earl Armstrong and Tewsley Drive, 79 km/hr in a 70 zone from Ryeburn Drive to Leitrim Road and 80 km/hr in a 60 zone south of Balmoral Drive. There are also reports that motorists are successfully challenging speeding tickets in court, saying they were not aware of all the different speed zones on River Road, Squires said. Traffic data comparing rates before and after the bridge opened paints a very different before and after picture. According to stats at the same meeting,

River Road saw 8,569 cars a day before Vimy Bridge opened. Not long after it became accessible to vehicles, daily averages climbed to 12,490 and then 13,200 this spring. “That means it increased 4,631 a day, which is the same as an increase of 54 per cent,” said Squires. Earl Armstrong has also seen a dramatic spike, and River Road – which is viewed as a short cut – is bearing the brunt, he said. “So basically three out of every 10 using the bridge are using River Road,” he added. “Safety has been seriously compromised.” The community meeting takes place on Nov. 15, from 1:30 to 2:30 p.m., in the gymnasium at Bernard-Grandmaître French Catholic school, located at 4170 Spratt Rd. Woman killed by car on River Road, second woman injured Staff

One woman was killed and a second woman is seriously injured after being struck by a vehicle on River Road south of Manotick, on Thursday, Nov. 12. The victims are believed to be a mother and daughter. The pair were apparently walking along River Road around 7 p.m. One women was pronounced dead at the

scene and the other was taken to hospital with serious injuries. The Ottawa police closed River Road in both directions between Rideau Forest Drive and Doyle Road Thursday evening while their investigators looked at the scene. The road was reopened by Friday morning. The names of the two women have been withheld at the request of their family.

RemembRance Day in metcalfe Week in RevieW Saturday started my weekend off with a visit to the Osgoode Food Cupboard to present them with our canned food donations from the HallowMobile and cash donations from Business Breakfast Club/Manotick Chapter and Jason Elliot Electrical. They were very appreciative for the donations. Next I dropped into the Metcalfe Farmers Christmas Market held in the Greely Legion. There were many vendors with a variety of Christmas items and baking as well. The Kars Womens’ Institute held a “Life of the Soil” lecture where I said a few words and had a question and answer period. Later on I attended the Harvest Dinner in Vernon and enjoyed spending time with friends and residents for a while, then off to the last Legion Dinner for the night in Osgoode. It was their annual Remembrance Day Dinner. It was a full house with Vets and their respective family and friends. Sunday began with a Remembrance Day service and wreath laying in Kenmore giving appreciation for all that our Vets past and present have done for us. I attended the next Remembrance Day service and ceremony in Osgoode laying a wreath at the cenotaph. There were many Vets and families that came out to pay respects and a lay a wreath as well. The afternoon was spent visiting an open house for Winchester District Memorial Hospital, the many services available to our residents here were outlined such as a new Sleep Clinic. Later I had the privilege to see a sneak preview of the touring Kenyan Boys Choir at Orchardview Living Centre. Very special young men with incredible voices and the seniors were thrilled hear them. Monday was busy in the City office starting with our Ward community leaders’ breakfast and the Mayor. Later that morning there was an unveiling of a park bench in memory of Alain Bissonnette in front of the Metcalfe Arena. Alain died on the job earlier this year and was also very involved in the Metcalfe Jets hockey coaching. That evening, I was privileged to join Osgoode Ward resident Mitchell Kurylowicza as his guest for “Project Jenga”. This event helps raise awareness to support the needs of education in rural Kenya. Once again the Kenyan Boys Choir performed. Tuesday saw our second “Resident Drop In” at the Metcalfe Ward office with six residents stopping by. Please stop by, I will be there every Tuesday from 1:00 - 5:00 p.m. Tuesday our very own Vera Mitchell was bestowed with the Order of Ottawa medal by Mayor Jim Watson along with 14 other fascinating people from across Ottawa. Vera Mitchell has a long and impressive record for being a community leader and continues to be very involved still with the agricultural community. The grand evening ceremony took place at City Hall followed by a reception. It was my upmost pleasure to escort and present Vera with this prestigious award. Wednesday’s Remembrance Day was a day to remember in Osgoode Ward beginning with Osgoode Public School children performing songs, tributes and laying their own wreaths in a touching ceremony. Onto Metcalfe Village and the Cenotaph for 11:00 a.m. where it was overwhelming with so many Veterans in attendance to offer support for their fallen brothers and sisters. This was especially emotional as the fighter jets flew past at the reading of the names for our fallen. With so many wreaths for people that had given up their lives for us, it was chilling when it was announced that they were laying a wreath “in memory of Cpl. Nathan Cirillo”. Thursday I attended the Kanata International BIA dinner held at Brookstreet Hotel. This event proved to be a great place to learn about Business Improvement Areas and how they are formed to help out local businesses. Finishing up my week on Friday was a performance by ITR’s “On Golden Pond” production in Osgoode. As always, great fun and local talent well showcased.

The Winchester Hospital Heelers have met their goal of raising $500,000 for local cancer care and the Winchester District Memorial Hospital will mark the occasion with a celebration on Nov. 19. The Heelers formed in 2006 with the purpose of funding the cost of the hospital’s digital mammography machine. Since then, they have raised funds for the hospital each year through their participation in the Weekend to End Breast Cancer and the Heel n’ Wheel for Local Cancer Care, and through bake sales, raffles and dances. At this year’s Heel ‘n Wheel, the team – which includes several cancer survivors and hospital staff members – presented their final contribution to the hospital, fulfilling their $500,000 commitment. The hospital will celebrate the Heelers’ contribution in its mezzanine above the lobby on Nov. 19 at 3 p.m. The event is open to all, and refreshments will be served.

or once I was grateful for the fleece lined navy blue bloomers that I had to wear as soon as the cold fall days rolled around. Usually, I hated them with a passion. I used to think I was the only one at the Northcote School who had to wear them. But I learned that all of the girls in the junior grades, with the exception of bad Marguirite of course, put them on when winter was about to set in. Nonetheless that year, I was more than grateful for the bloomers that came once a year from Eaton’s catalogue, replacing the ones that would end up in the rag bag, and eventually become part of the endless braided rugs that covered our floors in the wintertime. My sudden gratitude for the bloomers had to do with the underpants Mother made that year out of the flour bags she brought home from the grist mill in Renfrew. You never wore the navy bloomers next to your skin. You always wore underpants, which were homemade. Mother’s trip to the grist mill that year was no different from any other. The bags were piled in stacks along one wall, and beside each pile there was a price written in chalk on the floor. Of course, Mother never paid the price that was marked. She always managed to talk down the man who ran the grist mall, once telling him she saw better bags hanging in the cow byre at home. He was used to Mother’s negotiations, and she always ended up paying her price, which I thought was pretty clever of Mother, who before she moved from New York City to the backwoods of

Mary Cook’s Memories Renfrew County, had never laid eyes on a flour bag in her life! Once we got the bags home, the job of getting them ready to be made into underpants, tea towels, aprons or whatever else Mother found the need for, was no easy task. They had to have their seams opened, then washed at least twice to get rid of whatever flour was still holding on, and then they got the Javel treatment, to try to get rid of as much of the printing as possible that adorned every bag. Well, that year, were we in for a surprise! For some reason, the company decided to print both sides of the bags. Always, before that year, the printing was on one side, and the other was as white as the driven snow. And it was the white side that became bloomers, tea towels and pillow slips. The printed side was used whenever there was a need for a clean rag for any number of chores around the house. And so, to my horror, my new bloomers, the printing held fast in spite of several washings and soaking in Javel water. There was nothing I could do, but wear the hateful things under my fleece lined blue bloomers. In those days, it wasn’t unusual to have your backside soaked to the skin from sliding down snow piles, or covered in mud, or just damp to the touch from the intense blast of the old stove

in the middle of the room that pounded out a heat like you wouldn’t believe. And so we girls with the sodden seats would go into the cloak room at the back of the school room, take off the bloomers, and tuck them into the sleeve of our coat. Well! There was no way I was going to shed those navy blue fleece lined bloomers and expose my newly made flour -bag underwear with the vivid printing as plain as the nose on your face. And so I sweated it out in my seat, grateful for the first time in my life for the hateful blue bloomers. And it didn’t matter how often those underpants were washed, the dye held fast. And I didn’t have too many other pairs to fall back on either. My sister Audrey said I could fade out the bright navy and red print by rubbing it all over with chalk. Of course, we both knew that would only be a temporary cure. No, there was no doubt about it, the dye was there to stay. Sweet potato panna cotta is an elegant dessert

INGREDIENTS

• 2-1/2 cups (625 mL) 35 per cent whipping cream • 3/4 cup (175 mL) puréed, cooked Ontario Sweet Potato • 3/4 cup (175 mL) milk • 1/2 cup (125 mL) maple syrup • 2 tsp (10 mL) plain gelatin • 1/4 tsp (1 mL) each ground cardamom, nutmeg, cinnamon and allspice • 1/2 tsp (2 mL) vanilla

PREPARATION INSTRUCTIONS

In large saucepan, whisk together cream, sweet potato, milk, maple syrup, gelatin, cardamom, nutmeg, cinnamon and allspice. Over medium heat, cook for five to eight minutes, just until mixture begins to steam; remove from heat. Let stand for 30 minutes for spices to infuse mixture. Strain mixture through a sieve into large glass measuring cup. Cover and let cool to room temperature. Stir in vanilla and pour into small glass dishes or ramekins. Cover and refrigerate until set, 6 hours or overnight.
