Manotick’s library is being brought into the 21st century. Between Tuesday, July 26 and Monday, Aug. 1, the Manotick branch of the Ottawa Public Library will be closed for improvements: including the introduction of Radio-Frequency Identification (RFID) technology. According to a release from the library, RFID is a technology that creates a more efficient check-in system, allowing books to be

automatically checked in when returned to the book drop. RFID also allows patrons to self-checkout multiple items at a time, without using the resources of library staff. This allows library staff to spend more time assisting clients with other matters. Several of the Ottawa Public Library’s 33 branches have already been converted to operate RFID technology – in fact, there are only a handful left running the old way. The remaining five branches are set to be con-

verted by mid-2017. The Manotick branch is also slated to receive new book drops and an accessible entrance during the closure. A second closure is tentatively scheduled between Aug. 21 and 31. The book drop is not available during either closure. The nearest branches available to residents are the Greely branch (1448 Meadow Dr.) and the Ruth E. Dickinson branch in Nepean (100 Malvern Dr.) RURAL RENOVATIONS

In addition to the Manotick branch, the North Gower branch of the Ottawa Public Library was also recently closed for renovations between July 11 and July 24. There is no word on whether there will be more rural renovations in the near future. Metroland Media contacted the Ottawa Public Library for a schedule but did not receive a response. The Taste of Manotick event got its start after Manotick Main Street was disrupted for water and sewer installation, Smith said. “The street was all ripped up and it was a hard time for businesses,” she said. When construction was finished, the BIA had an idea: “Why not close our Main Street again,” Smith said, “but have a party this time instead?” The event has grown in the six years since it started into one of the BIA’s most well attended events. “People love it,” Smith said. “It’s sort of a one-stop shop to see Manotick.”For more information about the Manotick BIA or the Taste of Manotick event visit www.manotickvillage.com.

Kids of all abilities have a new playground to enjoy at the Ottawa Rotary Home. Located at 823 Rotary Way, the $100,000 park is equipped with several fully-accessible structures to make play easy and fun for children – regardless of their abilities. “To everyone – thank you for your help,” said John Lark, chair of the Ottawa Rotary Home’s board of directors to those gathered at the park’s opening on Wednesday, Aug. 3. “You’ve made a thousand days more fun for hundreds of children.” The park was made possible thanks in part to the generous donation of the Halpennys, who have been big supporters of the Ottawa Rotary Home since its inception. What an amazing sight to see, so many young players giving their all! Last year, 80 teams were involved and many of them have returned to play in this prestigious tournament with great excitement and enthusiasm. With the continuous growth of the tournament, they are anticipating to accommodate even more teams next year.

I assisted in handing out the trophies and medals to all the winning teams. I was happy receive so many compliments on the newly paved parking lot holding 249 spots! This is a huge improvement over last year, with cars parked on the side of the road, causing an overall safety concern for everyone. I am extremely pleased that this outdoor facility is located in the Ward and honoured to participate in the ongoing activities with the OSU Executive members and their players. Thank you to all the families that made the journey here so their children could participate in the tournament. I am excited for Ottawa 2017 with OSU and their tournaments next year. Missing pie becomes a real mystery for Mother

F

ather, sitting in his chair with the Ottawa Farm Journal folded on his lap, was eyeing the two berry pies Mother had made and where they were now sitting on the bake table at the back door. She was at the old pine kitchen table, and without taking her eyes off her diaries, she told Father his bedtime snack would not include a slice of the berry pies. “There’s a couple sticky buns in the cupboard you can have,” she said. It always amazed me how Mother could see and know everything anyone was doing or thinking without benefit of raising her eyes! Just before we all headed for bed, Mother covered the pies with two freshly washed and ironed flour-bag tea towels. The wonderful sweet

smell followed us upstairs. Well, what a commotion greeted us first thing in the morning! We could hear Mother yelling at the top of her lungs, ordering Everett to fetch Father from the barn at once! “He has taken a pie, and probably has eaten most of it by now, and will expect to have a full breakfast when he comes in.” She was sure hoppin’ mad. Well, Father came in and was as surprised as Mother, and swore up and

down he hadn’t laid eyes on the pie since going to bed. Mother pointed a finger at each of my three brothers, who all vowed they had never touched the berry pie. Father had the nerve to suggest maybe Mother had put it someplace, or maybe Earl, who sometimes walked in his sleep had taken it off the bake table. “Well, it’s gone, and I’ll find out who took it, and there’ll be hang to pay, I can tell you,” she said. The day passed and

there was still no sign of the pie, and the remaining pie had to be sliced in small wedges to go around that night for supper, and no one had yet owned up to taking the missing one, plate and all. Well, the next morning, was a repeat of the morning before. Mother was yelling at the top of her lungs to get Father from the barn at once! Then we saw what she was yelling about. There on the bake table was the empty pie plate, spotlessly clean, shining like a new nickel, with a note written on the back of a cigarette box thanking the lady of the house for the best pie he had ever eaten! Shivers ran up and down my back when we finally realized a tramp had jumped the freight train that passed through our

farm, climbed the West Hill, and came up to our house in the dead of night. Father said the smell of the berry pie was more than he could ignore, and he made off with it, pie plate and all. He had the good manners to wash the tin in the river, and return it to our kitchen, putting it exactly where he had found it the night before. Well, that had Mother ranting about unlocked doors! No one in Northcote locked their doors. Ours didn’t even have a key! For a couple of nights Mother propped a chair under the doorknob, but Father convinced her the tramps meant no harm. He said he knew they often slept in the barn. And they were hungry... always hungry. Riding the rails was

their life, and getting a meal or a snack wherever they could, kept them alive. After that, Mother often left a paper bag of sandwiches on the back stoop in a pail with a lid on it. It didn’t take long for the tramps to know they could come over the West Hill, day or night, and there would always be something there to fill their aching stomachs. April Donovan first met Shannon Sargent on the streets. Donovan said she was a 17-yearold addict and Sargent took her under her wing. “She was always very nice to me and we became good friends,” Donovan wrote in an email. A few days after her former friend was found dead in her cell at the Ottawa Carleton Detention Centre on Innes Road, Donovan said she wanted people to remember her friend as a tough girl with a heart of gold. Ottawa police confirmed on July 20 they were investigating a death at the jail. Sargent, 34, was found dead at 12:30 a.m.“I hope people who will write about her, will not just not write that she had a drug problem, because there was more to her than that,” Donovan said, adding she remembers watching horror movies and eating junk food with her friend. “She didn’t like to be alone,” Donovan said. “She loved company.” The latest stint wasn’t the first time inside a jail cell for Sargent, who had been addicted to crack and opiates for at least 15 years, Donovan estimated. The two women actually served time together in 2009. It was Donovan’s first time in jail and Sargent took care of her. “She protected me in jail and on the streets,” Donovan said. Donovan said she and Sargent were both clients of the Shepherd’s of Good Hope. Public health urges residents to comment on safe injection sites Jennifer McIntosh jennifer.mcintosh@metroland.com

Ottawa Public Health is urging residents to have their say on the fate of safe injection sites. The public survey on the city’s proposed enhancement to harm reduction services, namely safe injection sites for intravenous drug users, will close on Aug. 8. The board of health voted in favour of the report entitled Enhancing Harm Reduction Services – Data, Guiding Principle and Next Steps on June 20. The vote was 9 to 2 in favour of the report, which included the public consultation aspect regarding supervised injection site. Board chair and Stittsville Coun. Shad Qadri was one of the holdouts on the strategy, saying he wanted to wait on the outcome of the public consultation before giving his

verdict on supervised injection sites. He recalled a 2010 visit to Insite in Vancouver, which was the first ever, safe injection site in North America. “When we called the cab, and the driver asked us, ‘are you sure you want to go there?’” he said, adding the driver would only bring them a block away. That six-year old cab ride is what Qadri based his health board vote on when the issue was debated. Toronto city council recently gave the green light to such sites in that city after its health board also approved the idea. The Sandy Hill Community Health Centre is well into planning to add an injection site to its existing needle exchange and methadone clinic. The clinic would be in the building at Rideau and Nelson streets.

The approval of the health authority’s guidelines is just the first step. The federal government would have to approve each centre’s plan for a safe injection site and the city would have to approve each site individually once a plan is in place. The survey proposes three models: • A fixed service that is integrated within existing health and harm reduction services — like the Sandy Hill Community Health Centre’s needle exchange program. • A standalone service, not within existing health and harm reduction services. • A mobile service that can move around the city and meet clients where they are. The survey is open to anyone who lives, works or goes to school in Ottawa. It will close at midnight on Aug. 8. The survey can be filled out online at HaveYourSayOttawa.ca.

Hazy pot rules becoming a joke

T

he organic growth of the pot dispensary business across Canada has almost been laughable — almost. We know how this happened, but it shouldn’t have. The majority of Canadians over recent years have clearly indicated through public opinion polls that they are fine with legal marijuana, and not just for medicinal purposes. The new federal Liberal government campaigned on making pot legal, and says it will do so next year. And in that opening rushed in the clowns. These dispensaries, some of which admittedly seem to be more medicinal focused than some others that come across as glorified head shops, are popping up like weeds across the country and in Ottawa. One of the newest, which seems to be one of those more attuned to the medical angle of the emerging above ground pot trade, is opening up in Stittsville and the local councillor is not amused. Coun. Shad Qadri says he’ll be watching the new medical marijuana dispensary opening in his com-

munity on Iber Road. He says it’s within walking distance of four schools, there was no public consultation about the facility prior to setting up shop, that it hasn’t gone through a zoning process and, by the way, it’s illegal. That’s a pretty damning list of objections, and on all counts Qadri is right. The store’s owner told Metroland Media at an open house that he acknowledges he’s operating in a legal grey area. He said the city and the federal government need to work on improving access to medical marijuana. But the fact is that at this time there is no legal grey area when it comes to opening a business selling pot, for whatever reason, to the public. That is still illegal, and the rush to open these is like a low-tech Uber attack on local government’s ability to maintain order. In this “legal grey area” is it silly to enforce minor pot possession cases in light of the pending legalization? Perhaps. But there is nothing hazy about the blossoming of a full-scale pot store industry in the meantime. It is out of control, and these rogue operations should be nipped in the bud.

Marijuana and the legal grey area

I

love my neighbourhood. I can be in nature in two minutes, launch my kayak on the Ottawa River, buy fresh bread at the bakery, I can get my licence renewed at the Ministry office, and now I can buy pot. It was only a matter of time. Within the last few weeks, a marijuana dispensary has opened in my residential Ottawa neighbourhood. I happened to run by it one morning, on my usual route through houses and past the local elementary school. Yes, the dispensary is a block from a school and a few doors down from a music studio that caters to children. But, last time I checked, it’s illegal to sell marijuana. On June 30, a joint statement from federal ministers of justice, public safety and health on the establishment of a task force to legalize and regulate marijuana noted the following: “The posses-

sion, production, and trafficking of marijuana remains illegal. This includes storefronts selling marijuana, commonly known as ‘dispensaries’ and ‘compassion clubs.” And yet, dispensaries are showing up everywhere. Why aren’t we shutting these things down? Personally, I don’t see the point in legalizing marijuana. I see the benefit of it for medicinal purposes in a controlled way. Otherwise, I prefer marijuana as a socially unacceptable drug. I don’t want my kids using it. I don’t want them to think it’s a socially acceptable habit. I prophesize that

governments will try to revoke legalization 20 years from now when they realize that marijuana is a public health burden comparable to alcohol or smoking. I also realize I’m in the minority on this one. The majority of Canadians support the legalization of marijuana. A poll of 1,000 people conducted by The Globe and Mail and Nanos in February found 68 per cent of Canadians support legalization. In Ontario, more than 70 per cent support legalization, while British Columbians are 75 per cent in favour of legalized pot. Most of those polled believe weed should be sold at marijuana dispensaries, similar to the ones emerging in neighbourhoods across the country, except regulated. Even me, in my conservative stance, could accept this. But why are we allowing illegal shops to operate in the absence of laws?

There seems to be little, if any, appetite among local officials to shut down these places, which are emerging rapidly in urban centres and residential neighbourhoods across the country In Vancouver, it’s rumoured there are more pot shops than coffee shops. The city has placed restrictions on locations near vulnerable populations, but not much else. In Toronto, a raid of 47 dispensaries in May and June led to the arrest of 90 people. Police laid more than 250 criminal charges, including possession of marijuana for the purpose of trafficking and 71 proceeds of crime, yet some of the raided locations simply reopened the following morning. And despite the opening of up to eight dispensaries in Ottawa in recent weeks, the police have yet to take any significant action. Marijuana is illegal. City councillors, the mayor and local police should be doing everything in their authority to shut these dispensaries down permanently. The federal government has said in the absence of legislation, “decriminalization would not provide any regulatory control over the quality and safety of ...marijuana, and would not help keep marijuana out of the hands of youth.” Let’s be smart. Lack of rain = badly behaved bovines

I

was sitting at the computer happily watching carpool karaoke early one morning when the Farmer came stumbling down the stairs, still pulling pants on. “Wha?” “Cows. Bad cows. In my field.” He’s a man of few words. I looked out the window and sure enough, in the five minutes I had been watching videos, wondering what all the mooing was about, our herd of a dozen cows and their babies had found a hole in the fence. They were tip-toeing their way across the Farmer’s freshly planted, spongy hayfield, looking for a sweet snack. I ran outside after him, to give a hand. Our old sheep dog finally said her last goodbyes, so now it’s my job to help round up wayward livestock. I am nowhere near as good at this as our Border Collie

DIANA FISHER The Accidental Farmwife was, but I am pretty fast, if I do say so myself. But running in the aforementioned sponge of the hayfield while trying not to crush the fledgling sprouts is really difficult. I think the Farmer winced when he saw me take the first step of my pink rubber boot onto his struggling plantings. I tried to stay on the edge of the field. So did the cows, amazingly enough. There was more to eat there anyway, in the shade of the tree lane. “Bad cows! Bad girls!” the Farmer shouted. Unlike with escapee horses and donkeys, cows and sheep don’t come to you when you try to lure them with apples.

You have to get behind them and try to direct them where you want them to go. I flapped my arms, stomped my feet (carefully) and echoed the Farmer’s “HAH! HAH!” to scare the cows back out of the field. The problem is, we couldn’t find the hole they used to get into the hayfield in the first place. We were all locked in there. Ginger was the first to run back into the barnyard. She spotted the huge round bale the Farmer had brought to the middle of the yard. It

was just sitting there like bait. A massive shredded wheat on the end of a tractor fork. We followed her and her calf to the corner of the field but still couldn’t see how she got out. Must have jumped the fence. See DRY WEATHER on page 12

Pasta with nectarines is a tasty twist on Italian flavour Sweet nectarines and fresh herbs balance tangy goat feta and spicy pancetta in this summery pasta dish. Preparation Time: 10 minutes Cooking Time: 15 minutes Serves: 4 INGREDIENTS

• 3-1/2 cups (875 mL) farfalle (bow tie) pasta • 2 oz (50 g) spicy pancetta, diced • 4 nectarines, pitted and sliced thinly • 2 shallots, diced • 1-1/4 cups (300 mL) crumbled goat feta cheese (about 6 oz/175 g) • 2 tbsp (25 mL) olive oil • 2 tbsp (25 mL) apple cider vinegar • 1/2 cup (125 mL) fresh basil leaves, well packed, torn into small pieces • 2 tbsp (25 mL) fresh mint leaves, well packed, finely chopped

PREPARATION

In large pot of boiling water, cook pasta until al dente. Meanwhile, in medium skillet over medium heat, cook pancetta until crisp. Remove to paper towel-lined plate. In large bowl, gently toss together nectarines, shallots and feta. Drain pasta; add to nectarine mixture. Add oil and vinegar and gently toss. Sprinkle with pancetta, basil and mint and gently toss. Ottawa police are developing a process to get their hands on the data

that city councillors can currently access from the speed boards that they put up within their wards. Coun. Tim Tierney asked at the July 25 Police

Services Board meeting at city hall if the data collected by the speed boards could be used to assign traffic officers. “We have 23 councillors running

around putting up speed boards,” Tierney said. “I want to be able to feed that information into the system.” Deputy police chief Jill

Skinner said she previously wasn’t aware of how much data the city councillors have available to them as a result of the speed boards in their wards. “We are de-

veloping a process for all that data to filter in,” she said. The data can help determine where traffic officers are most needed.
