News - City staff are contemplating changes to the street-parking ban after Ottawa spent double what was budgeted for snow removal in 2013.

A storm that dumped 41 centimetres of snow onto the capital over two days just before Christmas buried the city in a $21.5-million snow removal deficit.

Now, the winter maintenance chief says changes to the way the city enforces no parking on streets during storms might be needed to cap that cost.

That one $11.5-million storm capped off a year of unusually frequent snowstorms.

The city usually expects to have crews out on about 95 snowy days a year, but there were 129 “snow event days” in 2013, which resulted in the city spending $140.6 million when it only budgeted $119.1 million.

Most of that will be offset by surpluses in other areas and by dipping into the $10.9-million winter maintenance reserve fund.

Besides a hefty, 272 cm of snowfall (the annual average is 236 cm), a number of other factors are driving up the need for – and cost of – snow removal, said Kevin Wylie, manager of roads, traffic operations and maintenance.

The ninth annual Bob and Mary Anne Philips Memorial Lecture, titled Eyes on the Street, will feature the heritage of Old Ottawa South at the Ottawa Public Library auditorium, located at the Main

Final open house set for CFB Rockcliffe design plan Michelle Nash michelle.nash@metroland.com

News - The community design plan covering the redevelopment of the former CFB Rockcliffe will be revealed during Canada Lands Company’ final public open house on Feb. 18.

The open house will take place at the Ottawa Conference and Events Centre, located at 200 Coventry Rd. from 3 p.m. to 8:30 p.m., with presentations of the community design plan at 4 p.m. and 7 p.m.

Preliminary plans for the site of the former air base were part of a public discussion held in Overbrook last May. The plans revealed were for three alternative designs on how Canada Lands Company would develop the 125 hectares of land east of Ottawa’s downtown.

The site, according to consultants working on the plan, is being designed to become home to around 6,000 people, with a mix of employment, retail, schools and homes.

According to Canada Lands, the primary purpose of this latest open

house will be to present an overview of the draft community design plan, which was compiled from the re-

sults of previous consultations.

Additionally, the Algonquins of Ontario and Canada Lands have an agreement concerning development on the site, which includes a commemoration of the history of the Algonquin people, participation in all stages of the concept development, land use planning and detailed design, and the use of qualified Algonquin companies for the project.

Each alternative plan had a designated spot for an Algonquin Commemoration overlooking the Ottawa River.

The development of the land will take place in phases and could take a number of years to complete. Where construction will begin has yet to be determined.

Canada Lands acquired the property in June 2011 and are currently working on its first step for the development site, the community design plan, which will be handled by MMM Group.

The designs, along with information concerning the community design plan, will be available on clcrockcliffe.ca and on ottawa.ca.

Carnivals promise wintry-good time for east end residents Activities from morning to night in Vanier, Overbrook and Lowertown Michelle Nash michelle.nash@metroland.com

News - The Vanier Winter Carnival is returning with a new feature: sleigh rides around the historic park.

Christine Head, the Vanier Community Association parks and recreation committee chairwoman, said the carnival will have all the fun activities from previous years as well as the addition of the sleigh rides, thanks in part to the French Catholic School Board and the Ottawa Carleton District School Board.

“The school boards contacted us and said they would sponsor the sleigh rides,” she said.

Having the sponsors, Head said, was welcome news. The committee received a grant from the city for $2,100 to help run the carnival, but the extra donations will make a huge difference when it comes to creating a fun winter carnival for the community.

The carnival begins at 10 a.m. at Richelieu Park on Feb. 15, with festivities taking place both indoors and outside. Apart from the addition of sleigh rides, the event offers a ton of activities including skating, pick-up hockey, turkey curling, crafts and snow sculpture building.

For the weather and sports weary, there will be board games and a movie playing in the community centre and representatives from the Wabano Centre for Aboriginal Health will be offering Aboriginal-inspired activities for all ages including bannock making and traditional storytelling by the fire.

And once the sun sets and the dancing can begin, Head said.

Returning this year is the evening event, Après Snow, which will take place at the Kavanaugh Sale Centre on Beechwood Avenue from 7 to 11 p.m. A DJ will be providing music and local Vanier restaurants will offer tasty samples for all to try.

Construction work is still underway at Jules Morin Park, but that’s not

stopping Lowertown residents from hosting their annual winter carnival on Family Day. The carnival, organized by Lowertown Our Home and the Lowertown Community Association, will begin at 1 p.m. in the park on Feb. 17 and will offer residents and families the opportunity to enjoy the winter weather.

“It will be a great fun for the kids,” said Nancy Miller Chenier at Lowertown Community Association’s January meeting.

Like previous years, there will be free sleigh rides, barbecue and

skating.

Overbrook is also celebrating Family Day with a carnival.

Yet another event for those looking to celebrate winter is being organized by the Overbrook Community Association. That community’s winter carnival will take place at the Overbrook Community Centre from noon to 4 p.m on Feb. 17.

Overbrook homeowners get option to buy back lanes Pilot project will sell off unused city land for a nominal charge up to $100 laura.mueller@metroland.com

News - Coun. Peter Clark wants to expedite the process of offloading unused city lanes.

Last year, the city approved a policy for categorizing Ottawaâ&#x20AC;&#x2122;s 64 kilometres of back lanes and a process for selling off portions of the unused lanes to abutting homeowners.

But selling the slivers of land at market value and gaining the concurrence of all the neighbours along the lanes is proving difficult, the Rideau-Rockcliffe councillor said.

Dropping the cost to a very nominal fee â&#x20AC;&#x201C; between $1 and $100 â&#x20AC;&#x201C; would help facilitate the process, Clark said. Councillors supported his idea during a city council meeting on Jan. 22. The plan would move forward as a pilot project for Prince Albert and Queen Mary streets in Overbrook. â&#x20AC;&#x153;That will give us a template for how to go about this in other communities,â&#x20AC;? Clark said.

Only lanes identified as useless by the city would qualify for sale. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not worth anything â&#x20AC;&#x201C; itâ&#x20AC;&#x2122;s filled with trees and sheds,â&#x20AC;? Clark said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s land thatâ&#x20AC;&#x2122;s really of no use (to the city).â&#x20AC;?

Innes Coun. Rainer Bloess said the pilot project is a step in the right direction to resolve longstanding conflicts between neighbours and the city over the back lanes. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ve allowed certain things to fester when it comes to back alleys, which has led to disputes between neighbours,â&#x20AC;? Bloess said.

Councillors said there has been some confusion about how much residents should be asked to pay for their piece of the lane their properties back onto.

Staff has been asking for market value for the land, but city solicitor Rick Oâ&#x20AC;&#x2122;Connor said there was actually nothing in the lane policy that required the city to seek market value for the land.

Steve Desroches pointed out the city actually has more to gain by selling off unused lanes because it can then collect taxes on the land. That will be part of the pilot project review, confirmed city treasurer Marian Simulik.

River Coun. Maria McRae supported the proposal. Her ward has a few of the lanes, including in Carlington.

Until the results of the pilot project can be evaluated, McRae asked if the city could put a hold on bylaw enforcement pertaining to parking in city laneways.

Thatâ&#x20AC;&#x2122;s up to the bylaw chiefâ&#x20AC;&#x2122;s discretion, Oâ&#x20AC;&#x2122;Connor said.

Buying their portion of the laneway is a way for property owners to avoid having to pay encroachment fees to the city. In many cases, homeowners have illegally â&#x20AC;&#x153;adoptedâ&#x20AC;? unused lanes as an extension of their properties, so the laneway policy included an option for the city to collect money for the use of that cityowned land.

The cityâ&#x20AC;&#x2122;s manager of zoning and intensification, Alain Miguelez, said last spring that the city plans to be â&#x20AC;&#x153;softâ&#x20AC;? on collecting those charges.

The fees are small â&#x20AC;&#x201C; likely around $15 or $20 a year, Miguelez said.

collecting fees from all property owners that have been encroaching on city lanes.

The fees would only be triggered if a development application for a neighbouring property was premised on having backyard access through the laneway.

German Embassy hosts Winterlude graffiti jam Event celebrates 25th anniversary of the fall of the Berlin Wall Michelle Nash michelle.nash@metroland.com

The Embassy of the Federal Republic of Germany has invited two popular German graffiti artists to Ottawa to

help mark the 25th anniversary of the fall of the Berlin Wall with a commemorative mural at the embassy, located at 1 Waverly St., on Feb. 15. â&#x20AC;&#x153;We feel that itâ&#x20AC;&#x2122;s a symbolic and engaging demonstration of what the fall of the Berlin Wall meant to so many people,â&#x20AC;? said Ambassador Werner

Wnendt. â&#x20AC;&#x153;For years, the wall acted as a means of oppression.

Painting on the wall and expressing oneâ&#x20AC;&#x2122;s own individuality is a way to honour what its destruction meant for so many.â&#x20AC;?

A barrier constructed by the German Democratic Republic in 1961, separating West Berlin from East Germany and East Berlin, creating two states.

After a popular uprising, the wall fell in November

1989.

The two artists, Arunski and Poet, both grew up in West Berlin during the Cold War. Arunski is renowned for painting his first graffiti piece on the Berlin Wall in 1986.

The artist met Poet in 1988 and have collaborated on many projects since. According to the embassy, these two artists are the most respected graffiti writers from Berlin.

In partnership with Canada, the embassy has teamed up with House of Paint for the event. Joining Arunski and Poet will be two of Canadaâ&#x20AC;&#x2122;s top graffiti artists, Zek and Striker. The event is not all about graffiti either â&#x20AC;&#x201C; there will be a feast of German sau-

sage and pizza, German hiphop music, wine and cider at the celebrations.

Beyond this weekendâ&#x20AC;&#x2122;s event, the embassy will said it will be hosting a number of activities throughout the

embassy marking the 25th anniversary of the fall of the Berlin Wall, it has been 100 years since the outbreak of the First World War, and 75 years since the start of the Second World War.

Building intensification is a good thing, Wylie said, but it puts pressure on the cityâ&#x20AC;&#x2122;s snow clearing operations. â&#x20AC;&#x153;It does cause us a maintenance cost headache,â&#x20AC;? Wylie said. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s the biggest trend weâ&#x20AC;&#x2122;re seeing.â&#x20AC;?

Deputy city manager Nancy Schepers, city treasurer Marian Simulik and Wylie agreed there is a need to look at how denser land use affects operational costs like snow clearing.

PARKING BAN CHANGES

Of all the issues affecting the cityâ&#x20AC;&#x2122;s ability to clear snow from streets, there is one that is most problematic, Wylie said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s the overnight parking ban,â&#x20AC;? he said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not work-

ing well. Itâ&#x20AC;&#x2122;s not co-ordinated well with the (snow removal) operations.â&#x20AC;?

The overnight ban is automatically put in place every time Environment Canada forecasts more than seven centimeters of snow. But Wylieâ&#x20AC;&#x2122;s team often isnâ&#x20AC;&#x2122;t out plowing every residential street until a day or two later.

Bylaw officers issued 10,848 tickets during on-street parking bans in 2013. Wylie said it doesnâ&#x20AC;&#x2122;t make sense for bylaw officers to ticket motorists for parking on the street during a ban if the snowplows donâ&#x20AC;&#x2122;t need to get through.

Changes could be made to the timing and location of the bans or other tactics, Wylie said. The goal would be to tie the ban more closely to winter operations with a goal of ensuring efficient snow clearing. â&#x20AC;&#x153;It depends on the timing of the storm,â&#x20AC;? Wylie said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s those sorts of things we want to see if we can adjust to make it work better for the operations, but also work better for residents.

â&#x20AC;&#x153;I just think there is a better way of approaching it,â&#x20AC;? he said.

Wylie plans to meet with bylaw and legal services after this winter season is over to come up with a new plan for next year.

The changes likely wonâ&#x20AC;&#x2122;t affect downtown residents who hold on-street parking permits, Wylie said. â&#x20AC;&#x153;I donâ&#x20AC;&#x2122;t foresee taking action in those areas,â&#x20AC;? he said. â&#x20AC;&#x153;Thatâ&#x20AC;&#x2122;s a tough one. In some of the areas of the city, they have parking permits because they have nowhere else to park â&#x20AC;&#x201C; they have no parking garages and no driveways.

The cost of taking care of snow on parking permitted streets ends up being higher because the city needs to do full snow removals more often, Wylie said.

Capital Coun. David Chernushenko had another suggestion: the city could negotiate with parking-garage owners to provide free overnight parking when there is a street-parking ban in place. Wylie said it could be considered.

News - There are six weeks left in this yearâ&#x20AC;&#x2122;s United Way Ottawa campaign and the organization is making a plea to donors to help out the lives of 19,000 fellow residents.

The charitable group launched its 2013-14 Community Campaign at the end of September last year with a different kind of goal from previous years, asking Ottawa donors to help raise $21 million, specifically targeted at improving the lives of a set number of individuals.

According to the United Way, if the goal of the campaign is reached, 76,000 lives will be changed. â&#x20AC;&#x153;We donâ&#x20AC;&#x2122;t want to leave anybody behind and United Way will continue to be there with our partners â&#x20AC;&#x201C; whether they are people facing a crisis in their lives, isolated seniors, or children and youth who benefit from homework help or social activities after school.

All of them deserve our support,â&#x20AC;? said Barbara Crook, United Wayâ&#x20AC;&#x2122;s campaign co-chairwoman.

Currently, the campaign has raised $16 million â&#x20AC;&#x201C; or enough money to help out 56,000 lives.

Cook and fellow co-chairman Goldy Hyder attended a United Wayfunded program at the Youville Centre on Feb. 4 in hopes of creating enthu-

siasm for the last-minute campaign push.

Cook said the remaining $5 million could enable something like allowing 2,600 homework club students to study or providing help for young mothers who attend the Youville Centreâ&#x20AC;&#x2122;s Me, My Baby, Our World class.

The money raised is tied to what the United Way defined as measurable goals â&#x20AC;&#x201C; money solely for the United Wayâ&#x20AC;&#x2122;s organizations which requested funding through designated priorities.

During the visit to the Me, My Baby, Our World program Cook and Hyder met with a group of young mothers who were singing and dancing with their little ones.

In the past three years, United Way has allocated $50,853 for its baby program and its youth mental health program.

MAKING A DIFFERENCE

Program facilitator Clarissa Arthur said she knows first hand the difference donations can make. Arthur knew the situation well before taking over the role of child development coordinator at the Youville Centre. As a graduate from the centre in 1996, Arthur said without the organization, she would not be where she is today.

A Vanier resident, Huard gets both her sons on the bus every morning to come to the Youville Centre.

Huard said the centre has been an amazing opportunity for her. â&#x20AC;&#x153;This program doesnâ&#x20AC;&#x2122;t just help you out with school, itâ&#x20AC;&#x2122;s so much more than that,â&#x20AC;? Huard said. â&#x20AC;&#x153;I learn how to play with my kids, how to feed them -- this program brings moms together.â&#x20AC;?

Arthur said that is the whole point of the program â&#x20AC;&#x201C; to make moms realize they are not alone and there is a support system in the Youville Centre.

The centre reported that a total of 43 lives were changed thanks to United Wayâ&#x20AC;&#x2122;s investment in Youville Centreâ&#x20AC;&#x2122;s parenting program and between July 1, 2012 and March 31, 2015, Youville Centre will receive a total of $65,900 for this program thanks to United Way donorsâ&#x20AC;&#x2122; support.

The community campaign will wrap up on March 31, 2014.

No easy driveway solution

T

he cityâ&#x20AC;&#x2122;s planning committee recently approved a plan allowing suburban homeowners to widen their driveways.

Perhaps it would be more accurate to say councilors collectively held their noses and approved a â&#x20AC;&#x153;Band-Aid solution,â&#x20AC;? that is a step in the right direction toward a permanent solution, but doesnâ&#x20AC;&#x2122;t address some of the reasons for the shortage of driveway space.

First and foremost, there tends to be more multicar families in the suburbs compared to their urban counterparts. Some councillors suggest one of the underlying causes of suburbiaâ&#x20AC;&#x2122;s parking woes is the development industryâ&#x20AC;&#x2122;s trend of building smaller homes on smaller lots with more vehicles per household.

Cumberland Coun. Stephen Blais said the city needs to look at revising its minimum standards for driveway length and garage size, and if that means developers lose part of their market advantage, well, so be it.

The city is reconsidering its policy on driveway sizes, as part of a broader review of how suburban housing developments are planned, under the Building Better Suburbs plan. Policy must meet the existing needs of residents, and those vary depending on which part of the city youâ&#x20AC;&#x2122;re in. Case in point:

there tends to be more homes with multi-car families in the suburbs compared to those in urban areas, and therefore they need bigger driveways.

Of course, council must also recognize the dangers of allowing an influx of asphalt. Widening driveways could have unintended consequences, such as limiting the space available for on-street parking and aesthetically pleasing and environmentally-necessary features such as trees. Then thereâ&#x20AC;&#x2122;s the possibility of resurrecting an old bugbear that has consistently haunted Ottawa during the past decade: stormwater runoff. By reducing the amount of permeable ground available for rainwater drainage, the city would need to radically alter its stormwater drainage model. No one wants to travel down that road.

But the planning committee addressed this issue by asking staff to prepare an amendment to the private approach bylaws, which would limit curb cuts.

In other words, suburban homeowners could increase the hard-surface driveway space in front of their homes, but would not be allowed to expand access to the street.

A one-size-fits-all policy rarely works across Ottawa. Any solution to the cityâ&#x20AC;&#x2122;s parking problems must ultimately rely on neighbourhood-by-neighbourhood decisions.

The grassroots innocence of Canadaâ&#x20AC;&#x2122;s game

P

utting aside the commercial aspects, it was pretty hard not to be impressed by the 17th Annual Bill Kitchen Timbits Jamboree out at the Canadian Tire Centre.

From seven oâ&#x20AC;&#x2122;clock in the morning until about six at night, 96 kidsâ&#x20AC;&#x2122; hockey teams from all over Ottawa and the Valley took to the big ice surface at the arena. That would be more than 1,000 five- and six-year-olds, and donâ&#x20AC;&#x2122;t think they werenâ&#x20AC;&#x2122;t impressed.

Donâ&#x20AC;&#x2122;t think their parents and grandparents werenâ&#x20AC;&#x2122;t either.

The parents and grandparents, by the way, brought donations for the Ottawa Food Bank.

When they werenâ&#x20AC;&#x2122;t on the ice, the kids were in a big room downstairs playing on various things, including the inevitable bouncy castle.

When an adult of a certain age sees a bouncy castle, he suddenly realizes there was a large gap in his childhood.

Spartacat was signing autographs. There was a juggler, a clown and the loud noise of a lot of excited kids.

But the main excitement was on the ice, where there was hardly any noise at all â&#x20AC;&#x201C; a refreshing change from when the Senators play and you canâ&#x20AC;&#x2122;t hear yourself think for the amplified music, especially during stoppages

Here there were no stoppages in play to speak of and the only noise was of sticks and skates, conversations among parents and grandparents and the occasional cheer when the puck found its way into the net.

That would happened a fair amount, as the games were played across the ice surface, three at a time, so a player was never far from the opposite goal and frequently in good position to score.

But when they scored, it mattered only to them (and their parents, siblings and grandparents), since one of the rules of the jamboree is that no score is kept. That might sound wimpy, but it works pretty well for the youngsters at this level. They all compete hard anyway, particularly on this day, because who wouldnâ&#x20AC;&#x2122;t

be inspired sitting on the same benches as Chris Phillips and Chris Neil? Who wouldnâ&#x20AC;&#x2122;t want to score a goal on the same ice as Jason Spezza and Erik Karlsson score theirs? And no one goes home broken-hearted.

Theyâ&#x20AC;&#x2122;ll have lots of chances in their later years to go home broken-hearted. Why rush it?

Because of the antics of a few fanatics, hockey parents get a bad rap. But when kids play at the earliest ages of the organized game, the parents couldnâ&#x20AC;&#x2122;t be nicer, at least as far as Iâ&#x20AC;&#x2122;ve seen. Very rarely do you hear parents barking instructions to their son or daughter.

Almost never do you hear anyone yelling at the referees.

True, some of that comes later, but there have been many advances in coaching techniques over the decades, and along with these have come changes in attitude. You hope that some of these have rubbed off on the parents.

Bill Kitchen, who died two years ago, played for the Ottawa 67â&#x20AC;&#x2122;s and briefly in the NHL. He ran a Tim Hortons franchise, coached minor hockey in Ottawa, organized a hockey camp and was active in the Timbits jamboree, which now bears his name. Thatâ&#x20AC;&#x2122;s a nice legacy and you could see on the ice, where volunteer coaches skated with their

teams and acted as referees, that there are dozens and dozens of men and women carrying on that tradition.

Itâ&#x20AC;&#x2122;s what helps make hockey so deeply rooted in our culture despite all the competition from computers, video games and bouncy castles. Both boys and girls were active on the ice and so were kids from different cultures.

Although hockey may not be as multicultural as some other areas of Canadian life, it is heading in that direction.

We all read about the problems in hockey its professional levels. Itâ&#x20AC;&#x2122;s nice to see the innocence of the game when beginners play it.

Are you managing your online brand? brother-in-law’s kids in my top 10 (random), no pictures of my sons and zero shots of me doing anything particularly interesting.

All said, my montage branded me as someone who is – like many female Facebook users in my age group – obsessed with bragging about my baby daughter (and other people’s small children). But it wasn’t exciting, visually stimulating or even remotely telling about my personality, activities and interests.

I started to wonder what a montage on LinkedIn would look like. How would my posts – or lack of posts – be reflected to those in my professional circle? I have a feeling it, too, would be unrepresentative of me.

It seems like a lot of responsibility to think about self-branding. After all, we have all that snow to shovel and then there’s, well, getting up in the morning and preparing ourselves for work.

But the more we live in a society that acts before we think, the more important it becomes to take time to reflect upon what we’re putting out to the world.

Visual storytelling can be great. I was a television producer for a number of years and I know that a picture really is worth a thousand words (or at least 30 words that can be chopped off a script).

But in the same way we must careful that our words – written and spoken – represent who we really are, we should also be tentative about the “visual stories” we’re sharing on social media.

It’s a great message to send out to your kids, as well: Yes, our online personalities and relationships are different from the ones we have in reality and that’s okay, as long as we remember that the consequences of our instant sharing are not only incredibly public to begin with, but also publicly archived.

That accumulated archive is creating our personal brand.

I like social media. I think it’s a useful tool and it’s allowed me to stay in contact or reconnect with many people I probably would have otherwise lost touch with years ago. But if Facebook’s birthday gift has taught me anything, it’s that – on second thought – the montage probably wasn’t really worth sharing at all.

Canada Lands Company, in partnership with the City of Ottawa, is preparing a Community Design Plan and environmental assessment studies to identify a recommended plan for the redevelopment of the former Canadian Forces Base Rockcliffe lands. This project is being conducted using the integrated approach in accordance with Section A.2.9 of the Municipal Engineers Association’s Municipal Class Environmental Assessment for meeting the requirements of the Environmental Assessment Act and for approval under the Planning Act. Alternatives for providing water, wastewater, stormwater, roads, transit and active transportation infrastructure have been assessed.

The study team is hosting a Public Open House to share information and to receive feedback from members of the public. This final Open House is a follow up to the Workshop and Open House events held in November of 2012 and May of 2013. Participants will have the opportunity to review progress on the project to date prior to its submission to the City of Ottawa for approval. o celebrate its 10th anniversary, Facebook created a memory book for users – a montage of photos, status updates and shares to mark our time on the site.

While the algorithm wasn’t without flaw – some users complained theirs didn’t work properly – it was a classic example of a brand doing something right.

Facebook is, after all, the ultimate brand. Facebook communicates with us, gathers our personal information, sends us things we may like based on our over-sharing. And then it rewards us for longevity and loyalty by giving us a free photo montage, signed by the company’s founder, Mark Zuckerberg – which we then, of course, “share” with all our friends and family. Right on, Facebook!

According to Euromonitor International, 2013 was the year of “the selfie.” In the middle of last year, people shared 200 million photos in a single day through Snapchat, an application that allows you to send photos that delete within 10 seconds of viewing.

Forum to discuss transit concerns in Vanier Michelle Nash michelle.nash@metroland.com

News - Vanier residents will have an opportunity to air their concerns about transit in the community at an upcoming community forum.

Organized by the Vanier Community Association and Rideau-Vanier Coun. Mathieu Fleury, the forum will take place at the Richelieu Vanier Community Centre on Feb. 20 starting at 6:30 p.m. The event will give residents the chance to express concerns with OC Transpo service in Vanier.

“We want to have the broader conversation,” Fleury said.

“We want to get to the core of the concerns. We were hearing from the community that there are some challenges and we wanted to have a conversation, to hear all these challenges and engage with residents.

We want to come up with solutions and engagement is an important part of creating a solution.”

The forum will allow residents to discuss concerns with Fleury and his staff.

While the agenda for the event is yet to be formalized, Fleury said the basic idea is to divide the evening into discussing what the problems

are and then allow time to discuss possible solutions.

OC Transpo will not be at the forum, the councillor said, as this event is solely for the purpose to understand all the issues surrounding transit and discuss or suggest possible solutions.

“What we want is to flesh out what the issues are,” Fleury said.

“Certain stops, certain routes, we know that Vanier needs to be better serviced because of its proximity to downtown and it does not have a direct link to light rail.”

The councillor said he would report to OC Transpo at a later date, adding the potential to have another forum in the future which representatives from transit in attendance.

“In the past when OC Transpo comes to a community meeting, its people bring up the issues and then staff spends all the time defending themselves,” Fleury said.

“This is a way for the community to let us know what’s wrong. The next steps depend on the issues that we are seeing.”

Fleury said residents can call his office at 613-580-2482 to register, or people are welcome to show up on the date of the meeting.

News - ACORN is looking to break a record this tax season.

The clinic run by the Association of Community Organizations for Reform Now – typically known as ACORN – will offer free tax services again this year for low- and moderate-income individuals and recent immigrants in Ottawa starting on Feb. 20.

Last year, the volunteers helped more than 800 lowincome people file their 2012 returns – making the most successful effort since the free clinics started back in 2009.

This year, the organization announced it would like to file 1,000 returns in 2014.

Once the clinics begin, there will be 25 volunteers available to help, who speak a variety of languages. Volunteer and tax program co-ordinator Angela Plant said the organization wanted to make the free clinics as inclusive as possible.

“I think this is a really important service for the community,” she said.

Plant added the volunteers will also be able to help sort out and file tax returns for small businesses or contract workers.

The programs are available at ACORN’s offices in Overbrook at 404 McArthur Ave., on the second floor.

“It’s great because I can’t afford to have it done by some company,” Rochan said. “It’s also become complicated to get your taxes done these days. This way I don’t have the stress and saves a lot of money.”

The clinics will help with filing 2013 tax returns as well as any back taxes clients might need to have filed.

In addition to the free service, last year ACORN offered individuals who were above the income cut off set by the Canadian Revenue Service for the free service an affordable option for a tax return, ranging from $40 to $80.

News - The community bicycle-sharing service, RightBike, will expand out of the old west end into the downtown core and the east end thanks to a $30,000 grant and partnership with the city.

RightBike, a social enterprise that falls under the Causeway Work Centre umbrella, will look for new community partners to help run bike-share hubs in Centretown, Dalhousie, Little Italy, Sandy Hill, Vanier and Overbrook.

Until now, the distinctive lilac-coloured bikes have only been available in Westboro, Hintonburg and Wellington West. More recently, two hubs opened up in the Glebe. â&#x20AC;&#x153;This is going to give more reach to the RightBike service,â&#x20AC;? said Shane Norris, The grant was announced on Jan. 28 as part of the cityâ&#x20AC;&#x2122;s Better Neighbourhoods program, which selects a handful of community projects to receive up to $30,000 and one year of partnership and assistance from city staff. In addition to RightBike, Better Neighbourhoods grants were also awarded to the Rotary Club in Stittsville to create a â&#x20AC;&#x153;peace parkâ&#x20AC;? reflection space there, as well as a group in the Bayshore/Accora Village neighbourhood that wants to install an outdoor community bake oven.

The bike-sharing serviceâ&#x20AC;&#x2122;s goal is to provide an accessible alternative to other modes of transportation â&#x20AC;&#x201C; one that is more healthy and active. After paying a $60 annual membership fee or $5 day pass, members have unlimited use of the bikes, which are maintained and stored by RightBike for all membersâ&#x20AC;&#x2122; use. There is also a three-day pass option for $20.

Norris said the locations of new hubs and even the specific neighbourhoods and areas RightBike will expand into have yet to be discussed, since the grant was just announced. But he called on interested community centres, groups and businesses to reach out if they are keen to get involved. â&#x20AC;&#x153;Stations do require some participation from the volunteers,â&#x20AC;? Norris said, adding that finding locations that have space for bicycles is another obvious concern.

Aside from new locations in its west-end stomping ground, such as the proposed WestEnd Well and the new location of Tall Tree Cycles, RightBike has already secured agreement from Cycle Salvation community bike shop to add a station to its west Centretown location on Bronson Avenue just south of Gladstone Avenue.

That brings the total to eight hubs, but Norris is hoping some of the new stations will be ready to go for the

2014 season launch in May. Aside from donated space, RightBike will also need a lot of new bikes. All of the bikeshareâ&#x20AC;&#x2122;s bicycles are donated, so Norris said heâ&#x20AC;&#x2122;s really counting on the community to bring in old bikes for him to refurbish and re-use as RightBikes. Bikes can be dropped off at the RightBike office and workshop at 1 McCormick St., Unit A, which is just off Wellington Street West, behind the RBC and across from McCormick Park. Any donations RightBike canâ&#x20AC;&#x2122;t use will be turned over to Cycle Salvation for refurbishing and sale, or to Habitat for Humanity to be sold as scrap metal.

The bike-sharing program currently has 65 bikes ready to go, including two handcrank bikes for people with disabilities, with 40 more in various stages of repair.

Norris said he is also in the process of purchasing a couple new bikes. Heâ&#x20AC;&#x2122;ll add two or three adult tricycles to the fleet to make it easier for members to haul groceries and cargo, or just to ensure people who are less sure on two wheels have an opportunity to get comfortable on a bike. That purchase is made possible by another grant from the Ottawa Sustainability Fund.

RightBikes are only available in the warmer weather.

The season usually runs from May until late October, Norris said.

News - Sandy Hill residents and students interested in the future of the University of Ottawa can attend an open house Feb. 26 to find out about the university’s upcoming master plan.

The meeting, to be held all day at the Jock Turcott University Centre (85 University), is a chance for anyone to share their experiences of the campus with a team of consultants from Urban Strategies hired by the university to run the project.

No draft plan is being proposed yet, but the event will be a chance for the public to find out what the plan will try and accomplish, said George Dark

of Urban Strategies, who is leading the project.

Dark said the next phase of uOttawa’s development will see it look outside Sandy Hill to its land holdings in Old Ottawa East on Lees Avenue and in Alta Vista.

“I don’t see the university growing into Sandy Hill the way it did in the past,” Dark said.

The university has a $1 billion annual economic impact locally, Dark said, and it’s quickly growing up into a “big university” at the same time Ottawa is growing into a big city.

There will be at least one more public open house for the master plan in 2014, according to the project’s website. The team is also conducting individual interviews with representatives of local agencies and groups, including a slew of community associations.

The master plan process has been quietly chugging along in the background for the past six months as the university worked with the city to align visions for the transit-oriented development plan for the area around the future Lees lightrail station. The city is drafting similar plans for all the lightrail station areas to promote dense development that will support and encourage transit use within a 10-minute walk from the stations.

City council approved he transit-oriented development plans for Lees, Hurdman and Blair stations on Jan. For Lees Station, the plan calls for buildings up to 45 storeys tall directly next to the station, including on land the university currently uses for its satellite campus and new sports field.

The transit-oriented development plan envisions 27,000 people living or working around Lees Station by 2031.

Public invited to nominate cycling advocates for city award News - Do you know a cycling star in Ottawa?

The city is now accepting nominations for the annual Bruce Timmermans Cycling Award.

The annual award is handed out to an individual and an organization that proactively and publicly promotes the benefits and virtues of cycling as a principal mode of transportation.

Criteria include: leading by example, advocating for

cycling and supportive facilities, teaching cycling skills and encouraging others to start cycling.

The extent and nature of that involvement in community volunteer activities, the extent of cycling they are involved with (commuting, utilitarian and recreational) as well as their interpersonal skills and the manner in which cycling is being encouraged will also be considered.

Last year, the organizational award went to RightBike, a community bike-sharing ser-

vice.

The individual award went to Spencer Sloan, an Industry Canada employee who publishes a widely circulated cycling newsletter for his workplace and helped set up on-site bicycle maintenance facilities and bike clinics to encourage bicycle commuting.

News - The National Capital Commission wants to enliven the shores of the Ottawa River, and is calling on residents to submit any ideas to help with the process.

On Feb. 5 the NCC issued a request for “innovative proposals” that would serve to “bring more vitality to open public spaces along the shorelines of the historic Ottawa River.”

Proposals will be accepted from businesses, community members and non-profit organizations, as well as local arts groups, until March 14 of this year.

The “fun-making” project mirrors one launched two years ago for the land bordering the Rideau Canal, which, like the Ottawa River shoreline, is federal property managed by the NCC. The 2012 effort to animate the canal resulted in 42 proposals being fielded, with five winners being selected.

A “temporary beach” and adjacent temporary outdoor bar were among the new canal amenities that emerged as a result of the initiative.

In recent years, sentiment has been growing in the community that Ottawa – and by association, the NCC – needs to heighten the profile of the river that gives the city its

name. This recent effort by the NCC appears to aim to do just that, by drawing tourists and residents to the river’s shores with unique projects.

The NCC states it will work with successful proponents to get their projects up and running. If possible, that could be as early as this coming summer.

Proposals for either seasonal or year-round installations will be considered pilot projects for a period not exceeding five years.

Funding for the book came from all levels of the government, including some leftover funds from the survey project. The two editors made sure to include resources at the back of the book. â&#x20AC;&#x153;One of the things that this book is supposed to do is help other communities think about doing something similar,â&#x20AC;? von Baeyer said. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s not to say they have to do it the same way as us, but to want to do it all the same.â&#x20AC;?

Cornelius von Baeyer and Kathy Krywicki both worked on the history project and recently decided to take all the information collected from the survey to turn it into a book. â&#x20AC;&#x153;There were a lot of stories about the history of Old Ottawa South from the heritage survey,â&#x20AC;? von Baeyer said. â&#x20AC;&#x153;Bits and pieces of the survey were published in the community associationâ&#x20AC;&#x2122;s newspaper, the Oscar, but then Kathy (Krywicki) and I said this needs to be pulled together into something more.â&#x20AC;?

Working on it for more than a year, it took more time than both expected, but showing off the ďŹ nished project, titled Exploring the Built Heritage of Old Ottawa South, both editors said they are pleased with the end result.

The book showcases both old and new photos of homes, discusses the unique character of front porches, built structures of neighbourhood schools and churches, shops and restaurants and the historical roots in the neighbourhood.

In total, the book tells the story of 17 structures, including nine typical homes, tells the tales of the ďŹ rst settlers, how important building a bridge was to the small community and proďŹ les families who once lived in some of the more prominent homes.

Both von Baeyer and Krywicki said the aim of the book is to promote heritage in the community. â&#x20AC;&#x153;My personal view is that we have to make people much more conscious of the history that we have,â&#x20AC;? von Baeyer said. â&#x20AC;&#x153;To understand that we have to preserve the history -- not to stop development from happening -- I am okay with all that, but Iâ&#x20AC;&#x2122;m not okay with losing the stories or history.â&#x20AC;?

Aside from including the survey results, Krywicki and von Baeyer said the research collected and displayed in the book is thanks to years of volunteer work by Old Ottawa South residents.

The two added that while undertaking the editing of the book, more and more stories, photos, and documents have come to light.

Wider driveways needed to support suburban lifestyle: councillors An extra 1.8 metres should help relieve cramped suburban parking, says planning committee Laura Mueller laura.mueller@metroland.com

News - City councillors called a new policy allowing suburban homeowners to widen their driveways a â&#x20AC;&#x153;Band-Aid solutionâ&#x20AC;? as they approved the changes on Jan. 28.

The new rules, once approved by council, would allow more homeowners to widen their driveways. All driveways in the suburbs are already allowed to take up 50 per cent of the lotâ&#x20AC;&#x2122;s width, but the ability of a homeowner to take advantage of that width was hampered by a restriction preventing driveways from being located in front of the main home.

For most lots, the additional driveway width, which must be added in bricks, concrete, stone or something similar â&#x20AC;&#x201C; not asphalt â&#x20AC;&#x201C; would amount to an extra 1.8 metres.

A last-minute alteration at planning committee means homeowners wonâ&#x20AC;&#x2122;t automatically be able to create a â&#x20AC;&#x153;curb cutâ&#x20AC;? for the additional drive-

way width to slope onto the street, but the driveway could retain the same entrance width and become wider in front of the home.

Some councillors said the changes donâ&#x20AC;&#x2122;t get to the root of the issue: smaller homes on smaller lots and more vehicles per household. â&#x20AC;&#x153;As long as we continue those standards, we are going to have problems with this,â&#x20AC;? said Innes Coun. Rainer Bloess, adding the driveway widening changes are a â&#x20AC;&#x153;Band-Aid approach.â&#x20AC;?

Cumberland Coun. Stephen Blais agreed, saying the city needs to look at its minimum standards for driveway length and garage size. â&#x20AC;&#x153;If it means some developers lose their market advantage, so be it,â&#x20AC;? he said.

Those are all topics being considered as part of a broader review of how suburban housing developments are planned, called Building Better Suburbs, said Lee Ann Snedden, the cityâ&#x20AC;&#x2122;s manager of policy development and urban design. â&#x20AC;&#x153;There are a lot of moving

parts,â&#x20AC;? said planner Tim Moerman, who drafted the driveway report. â&#x20AC;&#x153;You canâ&#x20AC;&#x2122;t zone for good neighbours and you canâ&#x20AC;&#x2122;t zone to appease communities. â&#x20AC;&#x153;Policy has to work in real time â&#x20AC;&#x201C; it has to meet existing needs,â&#x20AC;? he said.

The driveway widening changes are a small step to addressing the fact that â&#x20AC;&#x153;there is a different way of lifeâ&#x20AC;? in the suburbs, Moerman said. â&#x20AC;&#x153;Once you get outside the Greenbelt the multi-car home is the predominate situation,â&#x20AC;? he said.

When homeowners ďŹ ll up their garages will the accoutrements of suburban life, such as a snowblower, lawnmower, hockey gear and the like, those vehicles end up in the driveway and sometimes on the street. As multiple generations increasingly reside in the same home â&#x20AC;&#x201C; postsecondary-age children and elderly parents moving back in with their middle aged parents and children â&#x20AC;&#x201C; even more cars are crowding the suburbs, Barrhaven Coun.

Jan Harder said.

Kanata South Coun. Allan Hubley pointed out that widening driveways could have unintended consequences, such as reducing the space available for on-street parking, reducing the amount of permeable ground available for rainwater drainage and perhaps contributing to a loss of trees. â&#x20AC;&#x153;We spent too much money on stormwater drainage modeling to go around changing it,â&#x20AC;? he said, adding that allowing wider curb cuts was a â&#x20AC;&#x153;deal breakerâ&#x20AC;? for him supporting the new policy.

Councillors supported his motion asking staff to prepare an amendment to the private approach bylaws which would have the effect of limiting curb cuts to whatâ&#x20AC;&#x2122;s already allowed under the zoning. That would let people have hard-surface driveway space in front of their homes, but it wouldnâ&#x20AC;&#x2122;t be allowed to open onto the street.

There are some cases in which homeowners might not be allowed to widen their driveways. Moerman strongly encouraged people to call 311

Harris offered to invite a scientist who promotes the view that the climate is always naturally changing to speak at The Future of Snow and Skiing in a Warming World, but Ecology Ottawa declined. The eveningâ&#x20AC;&#x2122;s moderator, Charles Hodgson, said the panel wasnâ&#x20AC;&#x2122;t there to debate climate change, but instead met to discuss how climate change affects skiing.

Harris prompted many audience members to yell out things like â&#x20AC;&#x153;Shame,â&#x20AC;? â&#x20AC;&#x153;Sit downâ&#x20AC;? and â&#x20AC;&#x153;Go homeâ&#x20AC;? when he began asking panel members to comment on the exclusion of a scientist who might offer other reasons for climate change.

The generally accepted consensus in the scientific community is that climate change exists and is influenced by human activity â&#x20AC;&#x201C; such as the production of greenhouse gases â&#x20AC;&#x201C; and is not a natural heating and cooling pattern.

Not everyone â&#x20AC;&#x201C; especially oil companies â&#x20AC;&#x201C; is happy to see people talking about climate change and how to reduce their own environmental impact, said Hodgson.

He told the audience that, in addition to the attempt to cancel the meeting, a panellist was approached by a â&#x20AC;&#x153;prominent personâ&#x20AC;? and discouraged from taking part in the event.

Olivier Bouffard, a media relations representative for the Aviation Museum, confirmed Harris asked them on Jan. 29 to cancel the event. â&#x20AC;&#x153;He felt, according to him, it was too biased to be held at a national museum,â&#x20AC;? Bouffard said. â&#x20AC;&#x153;In this regard, it was a rental. The people holding the event were basically renting the meeting space. Itâ&#x20AC;&#x2122;s not our job to censor or judge.â&#x20AC;?

When the panel got underway, the audience of more than 200 people heard from Stephen Gruber, an expert in mountain environments. He said skiers will be the first people to notice global warming.

Thatâ&#x20AC;&#x2122;s because areas with mountains â&#x20AC;&#x201C; the places many people ski â&#x20AC;&#x201C; are usually further from the ocean, and will see a greater increase in overall temperature, he said.

It explains why ski areas and glaciers are often hit harder than the overall global temperature change would suggest. â&#x20AC;&#x153;A lot of things in nature we see with ice are very sensitive. And thatâ&#x20AC;&#x2122;s a point where you can see things,â&#x20AC;? said Gruber, who is a contributing author to the Intergovernmental Panel on Climate Change.

Gruber told the packed house said some glaciers are close to disappearing forever. â&#x20AC;&#x153;These are all changes you can see, you can feel,â&#x20AC;? Gruber said.

He said the extra one or two degrees prevent races from finishing at the base of European mountains, often villages with lots of people, because they were too warm and wet. â&#x20AC;&#x153;Itâ&#x20AC;&#x2122;s really changed the dynamic of racing,â&#x20AC;? he said.

Renner said many cross country world cup races were cancelled because of lack of snow.

In 2005, the University of Waterloo carried out a climate change study for the National Capital Commission. It found that Ottawa could see temperatures increase by 2 to 8.5 C by the year 2050.

It means the NCC could have to make changes to events like Winterlude, said RenĂŠe Bellehumeur, the NCCâ&#x20AC;&#x2122;s senior manager of visitor services and operations for Gatineau Park.

Warming winters have already made the NCC adapt by developing more cross country skiing trails for low-snow conditions.

The report said that by 2050, the NCC will have to plan for up to seven more days above 0 C. In the warmest possible scenario, 12 of the 20 days of Winterlude would be above zero.

Nakkertok Ski Clubâ&#x20AC;&#x2122;s Dirk Van Wijk, who was chief of trail grooming at the Vancouver Olympics, said it scares him that his children, currently in their 20s, may not be able to ski the trails he currently uses in Gatineau Park.

Theyâ&#x20AC;&#x2122;re already taking measures to deal with a shorter ski season in Ottawa like planting grass on trails to prevent rocks from sticking through a reduced snow base.

But Van Wijk doesnâ&#x20AC;&#x2122;t see a time in the near future where there wouldnâ&#x20AC;&#x2122;t be skiing in Ottawa. â&#x20AC;&#x153;Weâ&#x20AC;&#x2122;ll keep skiing as long as we can, even if itâ&#x20AC;&#x2122;s a two-month season,â&#x20AC;? he said.

News - Glen Canning has gone through the worst thing a father can experience. He lost his 17-year-old daughter Rehtaeh, not even a year ago.

She died of suicide after being the target of online bullying, as photos circulated of an alleged gang rape. â&#x20AC;&#x153;Our daughter was ridiculed to death,â&#x20AC;? he told a crowd at the Ottawa Coalition to End Violence Against Womenâ&#x20AC;&#x2122;s community discussion at city hall on Feb. 4. The Nova Scotian father was the keynote speaker.

While the boys involved were never charged with raping his daughter, two are facing charges for distributing child pornography.

Canning showed a message Rehtaehâ&#x20AC;&#x2122;s mother received from one of the boys, where he tried to say she gave consent despite having to be helped to the window of the bedroom to vomit because she was so intoxicated.

But instead of talking about how women can avoid sexual assaults, Parsons spoke about how we can prevent men from raping. â&#x20AC;&#x153;Men need to stand up, they need to recognize, they need to stop it,â&#x20AC;? he said. â&#x20AC;&#x153;Our system is really busted right now, and men are the reason.

But men can be the solution.â&#x20AC;?

He shared a message the father of one of the boys who allegedly raped his daughter posted on a Facebook page supporting the boys, that said the boy was just like his dad.

That was one of the discussion questions breakout groups later talked about: how can parents raise their boys to prevent them from being violent towards women.

He also spoke about the bystander mentality when it comes to sexual assault, especially when it involves alcohol. In many cases where a woman is assaulted, police go back to interview witnesses who saw the intoxicated woman taken from the party or bar by a complete stranger. â&#x20AC;&#x153;Thereâ&#x20AC;&#x2122;s a bystander mentality when it comes to violence against women,â&#x20AC;? he said. â&#x20AC;&#x153;Why didnâ&#x20AC;&#x2122;t someone say, â&#x20AC;&#x2DC;Where are you going? What are you doing?â&#x20AC;?

In his daughterâ&#x20AC;&#x2122;s case, she was blamed as the victim. Cruel comments were made on social media, many too vulgar to put in print.

And Canning said the culture that allows those type of photos to be circulated and laughed at needs to end. â&#x20AC;&#x153;She was disbelieved to death. And thatâ&#x20AC;&#x2122;s a system that needs to stop, that needs to end,â&#x20AC;? he said. â&#x20AC;&#x153;I really do hope men start owning this, and men start being part of the solution.â&#x20AC;?

Apple sweet bread good for breakfast or snack time Lifestyle - Coconut bread or sweet bread, as it’s often called in the islands, is a heavy quick bread that can be served at breakfast or with a cup of tea in the afternoon. The addition of apple makes it moister and replaces the candied fruit.

Preparation time: 15 minutes.

Baking time: one hour. Makes one loaf (12 slices).

INGREDIENTS

In a medium bowl, combine the flour, baking powder, salt, cinnamon and nutmeg, and set the mixture aside.

In a large bowl, whisk together the egg, all but 5 ml (1 tsp) of the sugar, oil and vanilla. Add the flour mixture, and mix well -- the resulting mixture will be dry. Stir in the grated apple, coconut and raisins.

Spread the mixture into

greased and floured 1.5-litre (eight-by-four inch) metal loaf pan. Sprinkle with the remaining sugar.

Bake in a 180 C (350 F) oven for about one hour or until a skewer inserted into the centre of the loaf comes out clean. Let it cool in a pan on a rack for 10 minutes. Remove from the pan and let cool.

Serve warm or at room temperature.

much javel water on them in the morning. Heaven forbid that the whites wouldnâ&#x20AC;&#x2122;t be sparkling when put on the clothes line for the entire world to see!

Mother liked to have everything set when she was ready to tackle what would turn out to be an allday job. That meant the copper tub was full of whites on the stove, the rest of the laundry was sorted into heaps on the kitchen floor, and the homemade soap cut into slivers and sitting in a pie plate.

And of course, the long wood â&#x20AC;&#x153;pinchersâ&#x20AC;? used to take the boiled whites out of the tub, and put them into the square laundry tub, ready for scrubbing on the washboard, would be sitting on a chair too.

They looked exactly like the tweezers Aunt Lizzie used to pull out stray eyebrows when she came from Regina to visit, only these were about two feet long, made of wood held together at one end with a bolt, and strong enough that Mother could easily grab a good portion of white clothes out of the tub without touching the hot water.

Well, that day the pinchers were nowhere to be found. It was just before supper, and Mother sent me back out to the wood shed and the summer kitchen to have another look. I even looked behind the sauerkraut barrel â&#x20AC;&#x201C; there was no sign of them anywhere. â&#x20AC;&#x153;Well, they have to be somewhere,â&#x20AC;? Mother said, putting the finishing touches on supper.

Father and the three brothers came in from the barns and the milking, and washed up at the bench near the back door. We all took our places at the old pine table, and after Grace was said by Father, and before anyone could dig in to the mounds of food, Mother commented that she couldnâ&#x20AC;&#x2122;t find the wood tongs, which was the term she used. Father called them pinchers, but he knew what she meant, and that was all that was important. â&#x20AC;&#x153;Must be out in the summer kitchen,â&#x20AC;? he said. Mother assured him a thorough search had been made of both the summer kitchen and the wood shed. â&#x20AC;&#x153;Gone. Just plain gone,â&#x20AC;? she said. â&#x20AC;&#x153;I know where they are,â&#x20AC;? Earl said, giving a sidelong glance towards Emerson.

Emerson started to squirm and asked Everett to pass the potatoes.

Earl continued: â&#x20AC;&#x153;Theyâ&#x20AC;&#x2122;re out on the chopping block behind the silo.â&#x20AC;?

Everything stopped dead, just like a Hopalong Cassidy movie reel that had broken down once in the

Oâ&#x20AC;&#x2122;Brien theatre in Renfrew. â&#x20AC;&#x153;Ouch,â&#x20AC;? Earl yelled, and we all knew Emerson had given him a good kick under the table. â&#x20AC;&#x153;Whatever are the laundry tongs doing out on the chopping block,â&#x20AC;?

Mother asked, her voice rising to a high pitch.

The chopping block was where the chickens met their doom and it was also where the fish the boys caught ice-fishing in the Bonnechere River were cleaned. Everett was usually the one who performed the dastardly deed, because even though he was rambunctious and full of spunk, Emerson could never bring himself to working the chopping block.

The same went for cleaning fish.

In fact, he loved to fish, summer or winter, but Everett or Earl always had to bait the line for him. He didnâ&#x20AC;&#x2122;t want a thing to do with a live fish from the time the line went in the water, until it was served on a dinner plate. And when the fish sat in a pail of water beside the chopping block ready to be cleaned, Emerson wouldnâ&#x20AC;&#x2122;t even touch one to take it out of the pail and hand it to Everett. That is, until he figured Motherâ&#x20AC;&#x2122;s laundry tongs would do just fine. He could grab a fish, slap it on the block, and Everett could do the rest. It didnâ&#x20AC;&#x2122;t take all day to figure out why the tongs were out at the chopping block.

There wasnâ&#x20AC;&#x2122;t much talk around the supper table that Sunday night.

Emerson got up from the table, put on his heavy coat, hat and boots, and headed for the silo. When he brought the tongs back into the kitchen, Mother already had a granite pail of water boiling on the front of the stove â&#x20AC;&#x201C; she swore the clothes would smell of fish for at least a month of washings. The tongs were put into the pail, with a good dose of vinegar, and there they sat, boiling away until bedtime.

No one ever knew if Emerson ever got over his aversion to touching uncooked fish, but we all knew he never went near the tongs again.

Mother made sure of that. Every Sunday night after that, and even before filling the tub with water or gathering up the whites, she got the tongs out of the summer kitchen, slapped them on a chair by the stove, and her look dared anyone to lay a finger on them.

News - A public meeting on the urban boundary expansion up March Road will be held on Feb. 26.

A new residential community planned for the area, bordered by Old Carp Road, Windance and Celtic Ridge crescents, Murphy Court, Nadia Court, Houston Crescent and the rail corridor, anticipates about 3,000 residential units and 8,000 people.

Two other public meetings were held last year, one an information session and the other a planning workshop. Residents had the opportunity to

create their own design plans for the community, with stormwater management ponds, four schools (one for each board), six parks, a library and a 300or 500-space park-and-ride facility.

Fifteen designs were submitted, said Kanata North Coun. Marianne Wilkinson.

Wilkinson and West Carleton-March Coun. Eli ElChantiry have been meeting with consultants to whittle the submitted plans down to three or ďŹ ve that can used as potential design plans, she said.

The February meeting will discuss the submitted plans and attendees will have the opportunity to review them and

vote on their favourites. â&#x20AC;&#x153;The intention is to get to planning committee before the summer but it may take a little longer,â&#x20AC;? said Wilkinson. â&#x20AC;&#x153;Once thatâ&#x20AC;&#x2122;s done, development plans will start coming in.â&#x20AC;?

The meeting will take place at 7 p.m. at the Richcraft Recreation Complex-Kanata.

Some of the top priorities expressed during last yearâ&#x20AC;&#x2122;s workshop were: proper buffers such as trees and low-density housing between existing communities and the new area, the widening of March Road to Dunrobin Road (which was re-

moved from the transportation master plan) to accommodate increased trafďŹ c, and maintaining a forested area to the east of March Road bordering the rail line.

The minimum density for

the area is 34 units per net residential hectare, which doesnâ&#x20AC;&#x2122;t include space set aside for infrastructure, parks, schools or commercial structures.

Fairwinds in west Kanata is similar in density to the

planned community. Four major developers own the land that will become a slice of suburbia: Valecraft Homes, Metcalfe Realty Company Ltd., Junic/Multivesco and Brigil Construction.

News - Aspiring artists who yearn to have a public installation on their resumĂŠ should start designing now.

The cityâ&#x20AC;&#x2122;s public art program has put a call out for submissions on an unlikely project. Artists are asked to send their ideas for how to develop, design and implement a lighting installation for a new public space in Westboro.

The dead end of Winston Street â&#x20AC;&#x201C; where it intersects the sidewalk along Richmond Road â&#x20AC;&#x201C; will be transformed over the spring and summer months into a public square.

Winston Place Plaza, as it is called, will be able to accommodate a number of uses once complete, while still serving as an infrequent loading site for adjacent businesses.

in late fall 2012 to solicit feedback on possible uses. A lighting installation was mentioned at the time, though not in an public art context.

Officially, the pedestrian plaza will see new paving stones, benches, planters, and a â&#x20AC;&#x153;green wallâ&#x20AC;? frame structure that would support vines, and would be placed in front of adjacent building walls. Artwork and removable chairs and tables could be added to the area as required.

Financed by cash-in-lieuof-parkland funds, the project would see one per cent of the total cost allocated for a public art installation, which in this case comes out to about $55,000.

According to the city, the commission budget â&#x20AC;&#x153;must include all costs required to design, fabricate and oversee the installation of the project.â&#x20AC;?

Currently, the public space

has a municipal streetlight supported by a hydro pole.

Hannah Kingscote of the public art program said the solicited proposals are meant to completely replace the existing fitting, not supplement it.

Stating that the completed work should be â&#x20AC;&#x153;iconic,â&#x20AC;? and â&#x20AC;&#x153;timeless and enduring,â&#x20AC;? the cityâ&#x20AC;&#x2122;s website describes proposals as being mounted on the hydro pole at a height of between 4.2 and 5.5 metres from ground level, while producing similar wattage as the existing high pressure sodium lamp.

Proper illumination of the plaza is a necessity, with the winning proposal required to be installed and operational

by Oct. 26 of this year.

The website contains a list of all requirements and guidelines, and proposals can be received by mail or by hand until March 10.

For all interested, an information meeting detailing the project will be held at the Churchill Seniors Centre, located at 345 Richmond Rd., at 7 p.m. on Feb. 11.

News - Minimum wage earners can expect something more on their paycheques come June 1, once a recent Ontario government decision comes into effect.

On Jan. 30, the province announced it would increase minimum wage from $10.25 to $11 an hour, following a recommendation made by an advisory panel made up of business, labour, youth and anti-poverty representatives.

The province’s minimum wage has been frozen since 2010.

As opposed to previous minimum wage hikes, this one will see the province tie any future increases to the rate of inflation.

The governing Liberals are expected to table legislation this month to achieve this goal.

“We wanted something that was fair, balanced, and predictable,” said Labour Minister Yasir Naqvi, MPP for Ottawa Centre. “The advice from the panel (stated) the best way to increase minimum wage is to tie it to the cost of living.”

The $11 figure represents what 2010’s minimum wage would be today under observed rates of inflation, which amounts to a 7.3 per cent increase, said Naqvi.

Some groups have cried foul over the wage increase, among them the Canadian Restaurant and Foodservices Association, which said the increase will have an impact on restaurant’s hiring practices, possibly leading to less young people receiving summer jobs in the industry.

Other groups, such as the anti-poverty activist group ACORN, had advocated for a $14 minimum wage.

Naqvi said the concerns of

all affected parties were taken into consideration by the panel.

“The advisory panel looked at (the restaurant issue) and found that the supporting evidence is inconclusive,” he said, stressing that workers making a higher wage would translate into more money being spent at local businesses.

Naqvi added that after taxes, a full-time worker making $11 an hour would come out above the poverty line.

“Minimum wage is one of the tools to deal with poverty, but having a robust provincial poverty reduction strategy is important,” said Naqvi.

The wage hike won’t require legislation to enact, but tying the rate to inflation will require an amendment to the Employment Standards Act. Naqvi said he plans to introduce the legislation following the Family Day long weekend.

Sports - National Capital Wrestling Club members recently returned from provincial championships, and they brought home a haul of medals.

The top 10 finishers included St. Matthew High School student Devan Larkin, who took home a fourth place finish in the 63-kg cadet division.

The juvenile team, made up of Grade 11 and 12 girls and boys, took home a silver medal. Out of 34 teams in a field normally dominated by Toronto-area teams, it was impressive, said head coach Chris Schrauwen.

In the individual categories, three athletes won gold, three athletes won silver, and another athlete won bronze.

“It was pretty exciting to have lots of my friends in the

finals,” said Augusta Eve, who won her 46 kg juvenile division and said she had a large cheering squad for her gold medal match.

The two-day event was held in Sudbury – further than the team will travel for the upcoming national championships in Guelph, Ont. in late April.

Winning a national title would be all that much sweeter for provincial gold medal winner Wassim Ghadban, who will attend Guelph University next year and compete for their wrestling team. “(My goal is) to win it,” the Grade 12 student said. “I plan on winning nationals. I got recruited by Guelph, so it would be pretty cool to win it in Guelph.”

After winning his gold medal match in Sudbury, Schrauwen said Ghadban has a good chance at taking the national title in his 80-kg weight class.

He missed nationals last year because of an injury.

Schrauwren said all three gold medalists at provincials – Eve, Ghadban and Quinlan Walker – have a chance at taking home a national title. Last year, Eve won the 44-kg juvenile class, one weight class lower than what she’ll compete in this year.

The team practises at St. Patrick Catholic High School in the south end, though wrestlers travel from all over the city to be part of the club, Schrauwen said.

The wrestlers train three or four times a week, and also compete for their high schools as well.

The coaching staff said they hope to see another impressive medal haul after the team gets back from Guelph.

“I think that everyone who medaled should be hunting for medals,” Schrauwen said.

Ice hut catches eye of fishing community Brier Dodge brier.dodge@metroland.com

Sports - There’s been more than a tadpole to bait visitors out to Baitshop Bay this winter.

A giant fishing hut made and painted to look like a fish – a walleye to be specific – has been increasing the number of people who visit the small community on the water.

The giant fish has been dubbed Wally the Walleye by the Petrie Island Ice Fishermen’s Association, who built the fish back in November for the annual Parade of Lights.

And ever since, he’s been bringing attention to the community, made up of 120 fishing huts along the bay.

“We had so much fun with him, we decided to bring him down here,” said Al Macintyre, president of the Petrie Island Ice Fishermen’s Association.

After they made him for the parade, they brought him down to the bay. At the start of December, they moved him out nearer to the centre of the river, so it was visible from highway 174.

“It was backed up all the way to Cumberland with guys rubbernecking,” Macintyre said.

It prompted the Ottawa paramedics to tweet a photo of the giant fish hut, and it’s popularity grew from there.

Now people have been stopping by to check out the ice fishing community and have their photo taken with Wally.

The fishermen refer to the bay, on the east side of North Service Road, near the bait shop, as Baitshop Bay. That’s where Wally will go for the summer, before getting a fresh coat of paint before next winter.

It’s become a small little town on the water which vanishes at the end of the winter every year.

“March 15, it’s gone,” Macintyre said.

Fishermen from Kanata to Rockland drive out to the Orléans spot to put up their ice shacks, which range from those quickly thrown together, to small, transportable houses.

Many people sleep over on the weekends, and bring family, children and even pets out. Even when it’s been too cold for many to consider going outside, there have been fisherman sleeping overnight in their heat-

ed huts, taking advantage of the thick ice the year’s cold has provided.

It’s possible to get pizza delivery out to the shacks – Macintyre said he’ll give a good tip for that – and recreational activities like a skating rink have found a home.

There’s even a small curling rink set up on the ice, where fisherman taking a break curl using empty windshield washer fluid containers as makeshift rocks. And often, when a fish is caught, it’s common to see it cooked up and shared.

Macintyre said it makes the whole area safer, as the fishermen watch

out for each other’s ice huts, and run events. There will be a derby on Feb. 15, with a kid’s derby from 9 to 11 a.m., the hut owner’s derby from 10 a.m. to 4 p.m. and the individual open derby throughout the day.

Of course, Wally will also be there.

And he’ll be back next year, as will the fishermen who come back year after year to the little ice village. As it keeps growing, so might Wally’s crew.

“He may have some kids,” Macintryre said. “There may be Peter the Pike. We never knew this would be the way it is.”
