News - City staff are contemplating changes to the street-parking ban after Ottawa spent double what was budgeted for snow removal in 2013. A storm that dumped 41 centimetres of snow onto the capital over two days just before Christmas buried the city in a $21.5-million snow removal deficit. Now, the winter maintenance chief says changes to the way the city enforces no parking on streets during storms might be needed to cap that cost. That one $11.5-million storm capped off a year of unusually frequent snowstorms.

The city usually expects to have crews out on about 95 snowy days a year, but there were 129 “snow event days” in 2013, which resulted in the city spending $140.6 million when it only budgeted $119.1 million. Most of that will be offset by surpluses in other areas and by dipping into the $10.9-million winter maintenance reserve fund. Besides a hefty, 272 cm of snowfall (the annual average is 236 cm), a number of other factors are driving up the need for – and cost of – snow removal, said Kevin Wylie, manager of roads, traffic operations and maintenance. The ninth annual Bob and Mary Anne Philips Memorial Lecture, titled Eyes on the Street, will feature the heritage of Old Ottawa South at the Ottawa Public Library auditorium, located at the Main

branch on Metcalfe Street, on Feb. 19 at 7 p.m. The neighbourhood, situated between the Rideau River and the Rideau Canal south of the Glebe, is one of Ottawa’s first suburban

neighbourhoods and the lecture by an Old Ottawa South resident and local historian will feature a look at the architectural landscapes and the challenges in the changing neighbourhood. A panel discussion will follow the lecture, presented by members of the Ottawa
