County Expected to Add Voting Precincts Dina Garcia-Peña, Starr

Although an official determination will not be made until either late August or September the Starr County Commission is expected to approve two to three additional voting precincts as well as redrawing the lines for some Commissioner Precincts.

On Thursday, July 15th the Commission held a public workshop to begin the redistricting procedures. The group heard some of the unofficial counts from the latest census. The total population is estimated to be 64,078 and ideally that would mean 16,020 people per Commissioner district.

As it stands district 1, represented by Jose “Kiko” Perez, is estimated to include 18,979. District 2, represented by Raul “Roy” Pena is estimated at 15,054 people. District 3, represented by Eloy Garza is estimated at 13,858 and the last district, represented by Ruben Saenz has 16,187. The deviation from an average is at 31.97%. Since this exceeds the threshold of 10% the County is required to redistrict.

Torch Run en beneficio de Olimpiadas Especiales Dina García Peña Condado Starr

Por primera vez, el condado de Starr participará en el Torch Run anual en beneficio de las Olimpiadas Especiales.

Los esfuerzos están dirigidos por las fuerzas del orden con el apoyo de los miembros de la comunidad local. Los corredores, generalmente miembros de la comunidad policial, llevan la Llama de la Esperanza a los Juegos Olímpicos Especiales dentro y alrededor del área.

Además, como parte de su condena, deberá de pagar una multa de $10,000 y estar cinco años bajo libertad condicional, en el que debe de reportarse con un oficial.

También debe de evitar cualquier contacto directo con menores de 18 años, estar anotado en el Registro Público de Delincuentes Sexuales, no tener contacto alguno con sus víctimas ni familiares de las víctimas, inscribirse a un programa de tratamiento y pagar las cuotas correspondientes.

Cabe destacar que un jurado había encontrado culpable a Sepúlveda durante el segundo día de juicio contra el ex policía y tras solo dos horas de deliberación. Esto fue el pasado 10 de marzo.

Conforme a la corte de distrito sur de Texas, Sepúlveda había realizado sexo oral a las víctimas mientras estaban bajo su custodia.

La primera víctima testificó que, luego de ser arrestado, Sepúlveda lo escoltó de la celda a donde estaba a una oficina dentro del departamento donde le comenzó a hacer preguntas de

índole sexual antes de realizarle sexo oral.

De acuerdo con la corte, se halló ADN de Sepúlveda en la ropa interior de la víctima.

Mientras que la segunda víctima, quien tenía 17 años en aquel momento, testificó que había sido llevado al departamento de policía porque no pudo contactar a sus padres luego de una detención de tráfico en la que él era un pasajero.

Describió cómo Sepúlveda lo llevó a una oficina donde también le hizo preguntas de índole sexual y también le realizó sexo oral.

Durante el juicio, la defensa cuestionó la evidencia presentada y la veracidad de los testimonios de una de las víctimas, pero conforme a la corte federal, el jurado no se mostró convencido de los argumentos presentados.

En el segundo caso, la conducta de Sepúlveda conllevó a lesiones corporales e incluyó intento de abuso sexual agravado, y secuestro.

A second proposal named the Garza Saenz plan would have the same deviation but the change to the boundaries would be different. Map B shows those changes.

Discussion became livelier when the group moved into the voting precincts. Starr County has 10 voting precincts and as such has a corresponding

number of Justice of the Peace and Constable positions. This however, is not a requirement.

What is a requirement is that the amount of voters in each voting precinct be no more than 5,000 voters. Currently each voting precinct exceeds that number. Several proposals were discussed but the Commission seemed to favor adding 3 more voting precincts.

For most, the changes should have minimal effects. What could make a difference is if an elected official happens to reside in an area affected by the redistricting since they are required to live where they run.

Torch Run to Benefits Special Olympics Dina Garcia Peña Starr County

For the first time Starr County will be participating in the annual Torch Run to benefit the Special Olympics.

The efforts are led by law enforcement with the support of local community members.

Runners, usually members of the law enforcement community, carry the Flame of Hope to Special Olympic Games in and around the area.

Fundraising is done through registered teams much like Relay for Life has previously

run. There will be prizes to the top three teams according to their amounts raised.

Former Progress Officer Sentenced Dina Garcia Peña, Progresso

Matthew Lee Sepulveda, a former Progreso police officer, was sentenced Tuesday to serve 30 years in prison after being found guilty of two federal charges of human rights violations of detainees. In addition, as part of your sentence, you must pay a $10,000 fine and be on probation for five years, where you must report to an officer. While the second victim, who was 17 at the time, testified that he had been taken to the police department because he was unable to contact his parents after a traffic stop in which he was a passenger. He described how Sepulveda took him to an office where he also asked him questions of a sexual nature and also performed oral sex on him. During the trial, the defense questioned the evidence presented and the veracity of the testimony of one of the victims, but according to the federal court, the jury was not convinced of the arguments presented. In the second case, Sepulveda's conduct led to bodily injury and included attempted aggravated sexual abuse, and kidnapping.

Rio Grande City Border Patrol Station (RGC) agents encountered 229 migrants in two large groups.

Last night, RGC agents working in Roma, Texas, encountered a large group of migrants as they walked away from the Rio Grande into the United States.

Agents identified 94 of the migrants as family members, 11 as unaccompanied children, and 18 as single adults. The 123 migrants are from the countries of Guatemala, Honduras, El Salvador, Ecuador, and Nicaragua.

This morning, RGC agents working in La Grulla, Texas, observed a large group of migrants walking north from the Rio Grande. The group of

106 migrants was comprised of 56 family members, 10 unaccompanied children, and 40 single adults. Thirty-two of the forty single adults are citizens of Nicaragua.

This is the eighth group of 100 or more migrants encountered

by Rio Grande Valley Border Patrol (RGV) agents within the previous five days.

Border Patrol processed the subjects accordingly.

Even with the spread of the COVID-19 virus, human smugglers continue to try these brazen attempts with zero regard for the lives they endanger nor to the health of the citizens of our great nation. Smuggler Abandons Vehicle Along with Migrants

Sector (RGV) Border Patrol agents interrupt smuggling attempts throughout the Rio Grande Valley.

Yesterday afternoon, the Brownsville Police Department (BPD) received information regarding a residence in Brownsville, Texas, being used to harbor migrants. RGV agents alongside BPD officers approached the house and discovered 10 migrants hidden within the home. As law enforcement officers entered the home, seven subjects absconded into the neighborhood. Agents searched the immediate area; however, the subjects could not be located. The three remaining subjects who did not flee were taken into Border Patrol custody.Last night, RGV agents working on U.S Highway 281 near Linn, Texas, attempted to conduct a vehicle stop on a black Nissan Titan.

Agents searched the area and apprehended 11 illegally present migrants. The migrants are citizens of Mexico, Guatemala, Honduras, and El Salvador. The driver of the vehicle was not located.

Additionally, five subjects were apprehended in an Edinburg, Texas, residence being used as a human smuggling stash house.

Large Groups of Migrants Encountered on Consecutive Days

Rio Grande City Border Patrol Station (RGC) agents encountered 229 migrants in two large groups.

Last night, RGC agents working in Roma, Texas, encountered a large group of migrants as they walked away from the Rio Grande into the United States.

Agents identified 94 of the migrants as family members, 11 as unaccompanied children, and 18 as single adults. The 123 migrants are from the countries of Guatemala, Honduras, El Salvador, Ecuador, and Nicaragua.

This morning, RGC agents working in La Grulla, Texas, observed a large group of migrants walking north from the Rio Grande. The group of 106 migrants was comprised of 56 family members, 10 unaccompanied children, and 40 single adults. Thirty-two of the forty single adults are citizens of Nicaragua.

This is the eighth group of 100

or more migrants encountered

by Rio Grande Valley Border Patrol (RGV) agents within the previous five days.

Border Patrol processed the subjects accordingly.

Even with the spread of the COVID-19 virus, human smugglers continue to try these

brazen attempts with zero regard for the lives they endanger nor to the health of the citizens of our great nation. The U.S. Border Patrol agents of the Rio Grande Valley Sector will continue to safeguard the nation and community against these criminal elements.
