The Association No Profit Italy – Egypt Mediterranean (ANPIEMED), is an Egyptian Cultural Association, NGO according to Egyptian law of civil society, registered sub n.2638 / 2011 accordance with Law 84/2002. The association was founded in 2011 by Dr. FRANCESCO GRECO & Dr. AYAT ELMIHY. It aims to promote and support the culture of dialogue and the society awareness, of the history of Alexandria, through scientific and artistic activities, as researches, conferences, workshops, exhibitions and cultural exchange between Egypt, Italy and the Mediterranean.

I. Introduction

Biennial of Restoration Architectural & Urban BRAU 4 Biennial of Restoration Architectural and Urban (BRAU) is a set of diverse cultural events generally open to the public with a proposed cultural axis. It has been founded by the International Center for the Conservation of Architectural Heritage, CICOP- Italy.

In the past years, three editions have been held (2011, 2013, and 2015). In the previous ones, BRAU Biennial received the High Patronage of the President of the Italian Republic, as well as from the Ministries of Culture of countries directly involved, the Italian Navy, the CHC of UNESCO, ICOMOS, ICCROM, regions where it was celebrated, and many other national and local Institutions operating in host cities. http://www.cicop.net/hch/ CICOP (ITALY) is a non-governmental and non-profit organization founded 1994 in Orvieto, by Prof.NINA AVRAMIDOU, group of architects and archaeologists. Its primary objective is to preserve and enhance the architectural heritage in the context of international cooperation with organizations and institutions with similar goals, and has contributed to raising awareness, training, and information on issues of Aware Protection and Sustainable Restoration of the built heritage and the intangible one, acting as an increasingly important voice and accredited in the international public debate. It has twenty-five years of fascinating history, with the originality of a vision that through interdisciplinary and cooperation, has addressed in an organic way all the problems of the redesign of the built heritage. http://www.cicop.it

BRAU doesn't have a fixed location, in contrary to the Venice Biennial; it is changed every two years along the Mediterranean Sea and surrounding countries, looking for signs of past times and cultures settled in them. In its fourth edition, and for the first time, Egypt is on the itinerary of Brau4 Biennial. Moreover, due to the diversity of the participating countries, CICOP delegates a local partner (only as a cultural partnership, without any ďŹ nancial aid). The local partner should have a similar interest on the Biennial in each city of the cultural axis itinerary, in order to organize and communicate. On this occasion, ANPIEMED Cultural Foundation has been appointed as the Egyptian partner.

Over fifteen days, from 15 to 30 April 2018, the BRAU4 was moving from one city to another in five countries bordering the Mediterranean Sea, to hold the international conference and exhibition: "The Hidden Cultural Heritage under Sea, Under Ground, and within Buildings", which is the main international event of BRAU4. Cyprus (Nicosia 15-16-17 April, 2018), Italia (Catania 19-20, April, 2018), Tunis (Tunis 20-21, April, 2018), Greece (Athens and Piraeus 23-24-25 April, 2018), Rethymno 25-26-27 April, 2018), and Egypt (Alexandria 28-29-30 April, 2018). During the international conference itinerary among participant cities, each one of them applies to a local program of several cultural events.

For the first time, BRAU4 was hosted in Alexandria-Egypt by ANPIEMED. The local program was consisted of exhibitions, workshops, seminars, and forums, concerned the heritage of the city. The events were held in different locations of downtown, with the cooperation of many participants as universities, cultural centers, government and non-government organizations. Small Restoration Project, in El-Raml Station historic district, one of the most vital areas of Alexandria, designed under the supervision of architectural consultant Sahar Sharaki. The objective of current urbane development is to revive the historic district, organize traffic, make pedestrians enjoy circulation, and preserve the architectural character of the area. The historic district is currently suffering several issues which are negatively affecting its unique character these include the current over traffic caused by public buses in congestion with the city tram, private vehicles and pedestrians. The proposal was presented to enhance the Pedestrianism in Saad Zaghloul Square and achieve multi targets as following: • Provide an underground multi- stories car parking. • Provide a pedestrian amenity. • Remove fences and creating an interactive atmosphere while connecting the proposed underground car parking with the tunnel currently --located below the tram station. • Transfer the public transportation to use St. Catherine’s garage in Elmanshyah as an alternative. • Redesign incompatible buildings to match the historic character of the area. • Restoration of registered heritage buildings facades. • Compliance with the requirements and standards of National Organization of Urban Harmony. • Effective the legislations requirements codes to preserve Egyptian historic districts.

Architectural workshop for four days, about the criteria of diinguished heritage areas in Alexandria had the following Framework: - Identify the role of National Organization for Urban Harmony.

- Present distinguished conservation zones’ criteria.

- Buildings’ criteria for registration in national conservation documents.

- Academic role in preserving heritage by presenting some models which are created by Academies researchers.

- Executive complaints that are faced through applying the approved policies.

The participants of this workshop were the following: - The executive engineers of Alexandria Governorate.

- General management for Physical Planning and Urban Development of Alexandria Governorate.

The Guide of Heritage Areas in Alexandria City - issued 2017 7

The Artistic workshops were about the hidden heritage building and doors in downtown. The first workshop was sketching of the heritage building from 19 century. The second was photograph of the heritage doors of building. The workshops continued for seven days, later the sketches and photos were exhibited in Bibliotheca Alexandrina.

The workshops aim to learn: • Technical skills of artistic documentation of heritage. • Styles and shapes of heritage building and doors.

The photographic workshop aims to provide a new perspective of the city’s touristic features through the camera lens. It's continued for ten days, and later the photos were exhibited in Bibliotheca Alexandrina.

The Opening evening of BRAU4 in Alexandria was organized in ANPIEMED headquarter, in parallel with the international opening, where there was a seminar to introduce the biennial history and the BRAU4 local program in Alexandria. The forum was held to shed more light on the Alexandrian heritage and Archaeological from the birth of the city, and even before Alexander the great, then the Ptolemaic, Roman and Coptic times to the Islamic era. The forum continued for two days presenting many lectures from the early cosmopolitism of the city, which appeared through the archaeological artifacts, and the important role of maritime archaeology in the city. There was also an exhibition of students art works contained mosaic panels and architectural Marquette’s to express the heritage of the city.

It was organized in partner with the Greek and Roman Archaeology Department Arts Faculty- Alexandria University, and the supervision of Dr.Fathehia Gaber and her Volunteers students, and several professors.

The seminar was held to present Bahna Company, one of the first companies of film production and distribution in Egypt, practically in Alexandria, founded in 1930 by Bahna family, one of the immigrating families from Mosul to Aleppo then settled in Alexandria in the early of 20th century.

They first engaged in tobacco trade, and then left it to cinema production and distribution. They produced a large number of Egyptian films during 1940s and 1950s, but the company was nationalized in 1961.

Later the company went bankrupt and closed, till the heir of Bahna family Mr. Basil succeeded after forty years in courts, to obtain a court order to regain his father's company, he is currently working on the restoration of his family's cinematic heritage.

- Seminar - Date: 21/04/2018 - Venue: Art Museum

The seminar presented Rosetta city, as a heritage city or an open air museum. The city has a remarkable heritage since it embraces unique attributes of both tangible and intangible heritage values. The heritage buildings in Rosetta contain a distinguished architecture that continues the concept of Arabian house designs. This design keeps on privacy and gives a suitable freedom for who are living in these houses. These constructions had two functions as a place of residence, and in the same time, as headquarter of administrating the commercial affairs. The site was considered a theatre for governmental and commercial procedures. Rashid or Rosetta has a range of space suitable for numerous activities which could enhance the visitor experience without causing any risks to the heritage constructions itself. The architectural planning coupled with fascinating the flourished arts, with the tale of Rashid settlements, are associated with a common historical figures. That’s why it has a great historical significance. It embodies a long timeline, starting with its foundation during Ottoman period and continuing to the modern period.

The seminar discussed the human heritage as bridge between civilizations, memory for peoples' identity, and a common legacy for all humanity. This heritage is endangered due to several factors like, natural disasters, wars, poverty, pollution, ignorance and lack of interest and appreciation. Thus, the international society must cooperate to protect this heritage not for certain nations specifically, but for all humanity.

The international campaign for saving Nubian monuments called for by UNESCO at the end of 50s led to raising awareness of the international society so as to participate in preserving world heritage (WH), and paved the way to prepare a draft convention for protecting this heritage.

Due to the important role played by education in raising awareness of the issue of preserving heritage, this convention , in Article 27 , urged member states to "endeavor by all appropriate means, and in particular by educational and information programs, to strengthen appreciation and respect by their peoples of the cultural and natural heritage defined". Responding to this Article UNESCO called in 1994 for a special project: "Youth participation in preserving and enhancing World heritage". The UNESCO Clubs of Heritage is a civic initiative in Cairo founded by Dr. Ayman Abed Elkader to conserve and maintain the Islamic Cairo heritage especially handicraft arts, architecture, and Islamic designs. And they aim to integrate Egyptian and international heritage into Egyptian school education.

The lecture was given by, Dr. Ayman Abed Elkader, founder & president of UNESCO Clubs of Heritage initiative, and Moderated by, Mr.Tarek Arafa, ANPIEMED Legal consultant.

The seminar focuses on Alexandria as one of the largest cities in Egypt in terms of population and urban density, the second after Cairo. Since its origination in the 300s BC, it has been one of the biggest metropolises in the ancient world, culturally, intellectually, politically and economically.

Alexandria’s classy urban environment over the different eras was always reflected in the creation of gardens and public spaces for its residents since the Ptolemaic era. The lecture tried to reviews the urban growth of the city and contravention over these parks through time. The parks and gardens are Nozha Complex, which includes Antoniadis Garden, Nozha Garden, Rose Garden, and Alexandria Zoo Garden; as well Montazah Gardens and Shalalat Gardens, then they presented each park individually in terms of their history.

The lecture was given by, Prof. Mostafa Moharam, & Prof. Rania AbdelGalil Architectural Professors in Technology & Maritime Academy- Arch. Depart., and Moderated by, Dr.Ayat Elmihy, ANPIEMED director.

The forum was a paper research prepared by a group of young Architectural researchers under the supervision of Prof. Kaled Hagla professor of Architecture and Urban design, from the Faculty of Engineer – Alexandria University.

The paper research highlights three perspectives of ALEXANDRIA urban design as following: The Character - The Transformation - The Future 1. In the Character perspective: Arch. Sara Magdy discussed the city Identity by applying on Mansheya Square. Her presentation was an attempt to understand Alexandria’s identity formation and transformation, as being one of the most vital urban squares in the city, which considered as the heart of Alexandria's European center, the oldest, most important urban place in this cosmopolitan city.

Arch. Omnia El Hossary, debated the Distinctiveness of the city by applying on Fouad Street, since the city streets are rich with built, natural and cultural unique characteristics. This has been termed "Local Distinctiveness".

Arch. Yasmina Youssef, argued the city vitality by applying on Al-Atareen Street, to clarify the meaning of vitality in commercial streets; Highlighting the different visions for vitality, and understanding how can a commercial street reach the state of vitality, and pointing how far is Al Attarine street form the state of vitality.

Arch. Gehad Aly argued interpretation, through the Turkish Quarter as a historical part of the Alexandria city, that retains many values, and have the potential to convey a deeper understanding and appreciation through planned and designed interpretation. Thus, the presentation tackles different strategies to develop an interpretive experience and how to apply this approach to the Turkish Quarter.

2. In The Transformation perspective: Arch. Aliaa Megahed, discussed the Social Cohesion by applying on Latin Quarter, since Alexandria city has witnessed conversions in the urban and social form throughout the past decade caused by political and economic change.hence to detect the sustainability of the Alexandrian community bearing this transformation, different parts of the Alexandrian urban fabric was observed, thus the Latin district was selected due to its minimum transformation in its architectural and urban fabric.

Arch. Pakinam Ashraf argued the sense of Community by applying on Kom El Dikka Quarter. The argue focus on examining the relation between the sense of community and the social environment, history of neighborhood, and the socio economic level. Kom El Dikka neighborhood is a distinguishing unique character, rich of cultural and artistic history, and represents a positive example of participation.

3. In The Future perspective: Arch. Ayat Ayman, talked about the digital Space applying on El-Shatby Quarter. The presentation aims to find the ways of implementing ICTs in Alexandria’s public spaces to regain their status as attractive places for people, incite meetings in real life and create lively city centers.

Arch. Manar Talal, argued the Virtual reality applying on Kafr Abdou Quarter. She said that the future of urban design practice in Alexandria will depend on a better appreciation of what can be done with the Virtual Reality technology, which requires a better understanding of the tools potentials. The presentation attempts to illustrate the outcome of fully immersing people in a virtual walkthrough of Allenby Park, Kafr Abdou besides comparing it with walkthrough the real space.

The exhibition title was Shadow of the city, since the theme was about the heritage city that is hidden between ugly high-rise buildings visually and architecture, urban chaos.

The exhibition included varieties of art work (oil painting, sculpture, mural mosaic, photographic, architectural posters of under graduation students. all the artistic works were produced during the earlier workshops for the biennial BRAU4. There were more than 300 art works and 25 architecture posters.

The participants were as follow: • Alexandria University - Fine art faculty, participated with panting, graphic, Sculptural and mural mosaic art works.

The exhibition title was Shadow of the city, since the theme was about the heritage city that is hidden between ugly high-rise buildings visually and architecture, urban chaos.

The exhibition aims to present, this media experience in preserve heritage, in Alexandria. The founders of the journal, Mr.Yahya Wagdy & Mr.Tarek Ateya, exhibit the newspapers as posters with explanation of the project.

The forum was an occasion to assemble several parties as the National Organization for Urban Harmony, Fine Art faculty– Architecture Department, United Co, and Alex.Med study center, to discuss the strategy of the National Organization for Urban Harmony to conserve and preserve the Egyptian heritage.

Also there was a session where the participants discuss the results of the workshop that was held earlier (March 2018) about the Heritage Guide (issued 2017) in Alexandria city. It was mentioned that the Workshop team (Local government authorities Engineers; executives engineers) was glad to be able finally to present their executive complaints that they usually faced through applying the approved policies; of the Heritage Guide, so they have settled the recommendations that achieve their targets to conserve Alexandria heritage. In order to transform this theoretical recommendations to the realistic phase; it was necessary to invite more sectors of tangible heritage, as the United Co., One of the largest government real estate companies in Alexandria, that own many heritage buildings in down town.

The forum participants were more efficient to conclude realistic recommendations, to be considered in the policies makers. All participants have agreed to cooperate for settling a visible plan as pilot project to preserve and conserve Alexandria buildings heritage.

Then the Italian partner CICOP has honored outstanding experiences in preserving heritage of Egypt; Prof. Soheir Hawas, Professor of Architecture and Urban Design, Faculty of Engineering, Cairo University for her Architecture encyclopedia of Khedivial Cairo, and her participation and consultation in the restoration of Khedivial Cairo project.

And Ismailia Real Estate Company has been honored too, for her philosophy of investing in the heritage building in downtown Cairo, Mr. Karim El Shafei board member received the honoring and he given a speech about the company projects.

The Closing Ceremony

The closing session witnessed the recommendations of Alexandria city conference, and the final recommendations of the BRAU4, presented

by Arch. Sahar Sharaky, ANPIEMED member, and Prof. Nina Avramidou, president of CICOP Italy. Then a mutual honoring of organizers from Egypt and Italy, as following:Two Honoring Awards were presented by ANPIEMED, the first to Dr. Ali Said, Art Museum director, for his kind cooperation to the success of the conference, and the second for Prof. Nina Avramidou, to her confidence in ANPIEMED to host the Fourth Biennale for Architectural Restoration in Egypt for the first time.

The CICOP Italy honored Dr. Francesco Greco ANPIEMED president, and chosen Dr. Ayat Elmihy as the best organizer among the five cities participats of the Fourth Biennial for Architecture Restoration.
