Nearly every year, there comes a short time frame when those who really take advantage of all Holiday Valley has to offer can enjoy both winter and summer activities in the same weekend. April marks not only the end of the ski season and the beginning of the golf season in Ellicottville.

When these two seasons collide, usually in the first half of April, there’s the chance to take that last run down the slopes along with that first swing off the tee box.

Thanks to winter lingering around just long enough, but warmer temperatures making their way through Western New York, that special time may have to wait another week as Holiday Valley plans to potentially add a bonus weekend to the skiing season.

With more than 30 years working in the Ellicottville Central School District and nearly 50 years involved with the school’s sports programs in one fashion or another, Michael Loftus was recognized Saturday for his contributions to youth sports in the county.

Loftus was one of 13 athletes, coaches and teachers inducted into the Cattaraugus County Sports Hall of Fame during

its 17th annual banquet ceremony March 30.

“It’s a pleasure to be up here. Of course, at my age it’s a pleasure to be anywhere,” he said, receiving a big laugh from the audience.

At 89, Loftus was the oldest inductee this year.

However, he had been nominated twice before by his former student and boss, Mark Ward, a 2005 inductee to the Hall of Fame.

“Mark has been telling me what to do since the

third grade when I was his P.E. teacher,” Loftus said.

“This time he told me this is it.”

“Mark would keep introducing him and nominating him, and Mike would say, ‘No, I’m not worthy,’” said Mark Benton, master of ceremonies. “But when he sent in his biography — which I cut down to save time — it’s just phenomenal.”

Signs of Spring Evening Walk — April 11 Spring is here! Time to get over the winter blues and get outside! Join a park naturalist for a “Signs of Spring Evening Walk” explaining Allegany State Park’s blossoming spring critters on April 10 from 6:30 to 8 p.m.

Participants will be treated to some early signs of spring that may include the display flight of the American Woodcock, chorusing amphibians, newly emerged spring plants and much more.

This free event starts at Site 53, Quaker Beach Road near the gate at the osprey platform. Participants should dress for the weather, bring a flashlight or headlamp, camera and a sense of adventure.

Organizers have 5,000 toy and candyfilled eggs for this event. The plan is to have three designated areas for each age group: 1 to 4, 5 to 9, 10 and up. The hunt is set to begin at 11 a.m.

Allegany State Park is once again taking part in the event, with the Friends group leading several projects.

Past projects have included clearing brush, picking up garbage, painting cabins and trail maintenance.

Allegany Adventure Run — 4 Also happening on Saturday, May 4 is the 2019 Allegany Adventure Run, which kicks off the trail running season in the park at 9:30 a.m. that day.

The Summit Ski Area in Red House is home base for this annual wild and challenging experience covering one of three course distances: a 5K, 13K and 27K. The 5K is the perfect option for experiencing a walking or running course close to the starting area on Sweetwater trail. A few climbs keep the lungs and legs working and will surely give any entrant a good nights sleep after the race.

The 13K course includes Sweetwater, Christian Hollow and Leonard Run. Rarely flat, this course is very popular and features many rolling climbs and descents non-technical in nature for experienced trail runners or those with a decent early season base.

The 27K uses the same trails as the 13K for the first half, but then turns down Ridge Run and includes Thunder Run, a 3-mile section of technical single-track.

Comedy Center, Carl Reiner preserve ‘Dick Van Dyke Show’ archives “There’s nothing more satisfying than having an idea and seeing it through to find out that, not only did you like it, but the audience and critics all seemed to agree,” Carl Reiner, who turned 97 on Thursday, said. “When asked, ‘Of all the theatrical projects you’ve done in your life, what are you most proud of?’ I always say, hands down, it’s creating and producing ‘The Dick Van Dyke Show.’ It was a labor of love.”

Reiner would make occasional appearances as Rob’s egocentric boss Alan Brady. The series originally aired on CBS from 1961 until 1966. It continues to be a major influence on television comedy and comedy creative talent to this day.

The National Comedy Center also announced the acquisition of production documents and scripts from the collection of awardwinning situation comedy director John Rich, who helmed the first 41 episodes of “The Dick Van Dyke Show.” The John Rich Collection also includes original annotated scripts from his tenure as the original director of the groundbreaking Norman Lear series “All in the Family.”

Make a nice autumnal mead in New York New York state has its wineries, distilleries, cideries and breweries in a thriving craft beverage industry.

Now, the state is offering licenses for meaderies — that is, for craft operations to produce that drink that evokes scenes of medieval merrymaking: mead.

Mead, or “honey wine,” is an alcoholic beverage that is manufactured by fermenting honey with water, and it can be infused with fruits, spices, herbs and flowers — for those who fancy a nice “autumnal mead,” to borrow from pop-culture advertising of today.

The governor’s office announced this week that applications for new licenses to operate farm meaderies are now being accepted. The new craft beverage manufacturing license is similar to those currently available for farm wineries, breweries, cideries and distilleries in the state.

“By creating this new license, we are building on New York’s nationleading craft beverage industry while capitalizing on our standing as the number one honey producer in the Northeast,” Gov. Cuomo says. “New York’s craft beverages are second to none, and we are steadfast in our commitment to supporting our local craft beverage producers who are creating jobs (and) promoting tourism.”

Legislation signed by Cuomo on Dec. 28 authorized the licensing of farm meaderies for the manufacture and sale of mead made exclusively from New York state-produced honey. Additionally, a new mead producers license was created, which does not require honey sourced exclusively in New York. The annual cost for the new farm meadery

license is $75 and the annual cost for a mead producer license is $125.

The legislation allows meaderies to produce “braggot,” as well, a malt beverage made from honey, malt, hops, fruits, spices, herbs and other agricultural products. The new law defines New York state-labeled mead and braggot as craft beverages made exclusively with honey produced in New York.

Farm meaderies may conduct tastings of their products at their manufacturing facilities, while mead producers may conduct tastings of beverages produced with 100 percent New York state ingredients.

Farm meaderies have additional privileges, including the ability to sell their products by the glass or by the bottle from their manufacturing facilities or tasting rooms, in addition to any other wine, beer, cider or spirits produced by a state farm manufacturer. As with other craft beverage licenses, farm meaderies have the privilege of self-distribution, in addition to the ability to market and sell their products through existing wholesalers.

Farm meaderies may also operate up to five no-fee offsite branch offices with tasting rooms anywhere in the state. These expanded privileges are credited with spurring New York’s current craft beverage boom — since the governor’s 2013 farm brewery law was enacted, 232 new farm breweries have been opened, and since the 2014 farm cidery law was enacted, 42 new cideries have opened statewide.

New York now ranks in the top five states in the U.S. for its number of craft beverage producers in every category. The state ranks first in the U.S. for the number of hard cider producers, second in craft distillers, third in breweries and fourth for the total number of wineries.

ECS NEWS & SPORTS ECS officials discuss the school’s future with PSATs

At the March 26 meeting of the Ellicottville Central School Board of Education, officials took great care in outlining the future that lies ahead for the students of ECS, especially in the future of standardized tests.

High schools students are expected to take the SAT and the ACT standardized tests in preparation for college, as well as the PSAT for the possibility of a scholarship.

New this year will be the PSAT10, designed for sophomore students, which was described by Tammy Eddy, high school guidance counselor, as “a pre-test for a pretest.” This test is designed to be something like the PSAT, and it will test students’ knowledge in reading, writing and math. The test will be offered in the spring, and SAT Prep will be provided by Khan Academy.

Expenses will be covered by the school.

“This is a good chance to review,” Eddy said, “because it offers an opportunity for the students to prepare to compete for the National Merit Scholarships offered through the PSAT.” No changes will be made to the PSAT, but the 2019-20 school year brings the SAT school day. Students will be able to take the SAT during the school day to “compensate for a possible lack of time or transportation,” said Eddy.

Juniors are encouraged to take this in the spring, but it is also available to seniors. The processes behind the ASVAB and the ACT will also remain the same.

IN OTHER NEWS, a few different jobs have been posted, including two physical education positions, several elementary teachers and a special education teacher.

Superintendent Bob Miller is strongly interested in the qualifications of the elementary teachers, stating that he wants all elementary teachers to be “certified to teach every subject for the kids.”

Local colleges are being targeted for advertising for these positions.

A new program known as “Screenagers” is working its way “off the ground,” as Miller put it.

This presentation carries a focus on students and their infatuation with their phones and is going to be used as a method to get students out and into the real world.

An official launch date is still in the works, as of the time of the board meeting.

Pre-K numbers are higher than

they’ve been within the past few academic years, which is why new elementary teachers might be needed.

Due to state regulations, Miller said “class size can’t exceed 36 without the requirement of a second class aid.” Another teacher would need to be hired if 40 kids were to enroll in the class; currently, there are 36 students enrolled with three potentials.

High school principal Erich Ploetz announced that he stood in support of Eddy’s presentation of the PSAT10, seeing the “huge benefit in the ability to help students set themselves up for the future.”

He recapped the musical, noting that it was an exhausting pleasure to play trumpet in the pit and commending everyone who contributed.

Elementary principal Maren Bush discussed the happenings of the ECS elementary school, describing an “upstairs-downstairs brain poster” that would be posted in every elementary classroom to promote the students’ mental health.

The second graders participated in career day and had the opportunity to learn about different career paths.

The elementary reading celebration has wrapped up, won by the fourth graders, and Bush commended elementary reading teacher Dr. Marie Davis for “her hard work in helping to pull the event together.”

ALSO OF NOTE, the board: • approved the addition of Lindsey Robinson and Kevin Bower to the non-certified substitute teacher list; • approved Jennifer McAndrew to the position of Modified Softball Coach for the 2018-19 school year; • accepted a letter of resignation from cleaner Jeffery Frazier and physical education teacher Chad Bartoszek; and • approved the addition of Kelsey Jeffs to the certified substitute teacher list.

‘Lot of firepower’ for New York boys in fifth Senior Classic

Pete Weishan knows there’s only so much coaching he has to do, or even can do, in a senior all-star style basketball game.

After all, the coaches for last week’s fifth annual Big 30 Senior Classic only get about an hour of practice with their teams before their games later that afternoon at Portville Central School. Weishan, a longtime basketball coach at Salamanca and currently the Warriors’ junior varsity boys coach, will man the sideline for the New York boys. Weishan has simple rules for how he coaches senior games like this one.

“I’ve done three of them so far and it’s just let the kids play and try to play within themselves,” he said.

“The only thing I stress is stay within yourself, try not to do things to try to look cool. Play the game it was meant to be played and play the way you’re capable of playing it. I think that’s the biggest thing, because sometimes you get into these senior games, they try all these alley-oops and things and they don’t really totally show their skills. And get them to play together, which I’m sure they will.”

Weishan planned to familiarize himself with his roster this week, particularly the players from Allegany County he didn’t see during the season.

“The only one I know from Allegany County is (Belfast’s Adam) Enders,” he said. “We only have an hour of practice ahead of time, so there’s not much you’re going to do other than just organize them pretty much.

“Just have a couple out of bounds plays and maybe put in one or two basic, easy plays so you get someone to shoot and score. That’s about it.”

New York’s roster includes one senior from Salamanca, guard Tyler Hedlund, and one from Ellicottville, forward Steven Rowland. It also features two members of Olean’s undefeated regular season squad: Mike Schmidt and Matt Droney.

“It’s a lot of firepower,” Weishan said. “There’s a lot of people that can score, starting with Enders. I think he’s got the highest scoring average of anybody that’s going to be on the team plus of course Schmidt and Droney from Olean are good scorers and good all-around players. Enders is a good all-around player. They’re all good all-around players.

“You’ve got one of the best point guards in the area by far (Schmidt) so it’ll be interesting. I’ve got to figure out who to play when, that’s the hardest thing.”

The teams in both the boys and girls games follow a set rotation with each timeout break, but coaches can choose who to pair together in those rotations.

In the regular season, Salamanca faced Rowland and Ellicottville: “he’ll give us some size and he

shoots the ball very well too,” Weishan said. It also played Pioneer’s Nick Rinker, who “can put some points on the board,” along with Allegany-Limestone’s senior duo of Sam Flanders and Conner Golley.

“Those two are two really solid players there, I love both those players a lot, and I got to see them enough,” he said.

Also on the team from Allegany County are Chris Calladine (Andover), Joe Tronetti (Wellsville) and Carter Scholla (Scio), as is Gabriel Lucena from New Life Christian in Olean.

The boys game tips off at 5 p.m. after the girls game at 3.

Ellicottville’s Linnea Jimerson is among the 12 players selected to the New York squad, which will be coached by Max Payne of Pioneer.

Also on the New York girls roster are: Briana Broadwell (Franklinville), Bryn Milne (Portville), Bailey and Mackenzie Bennett (Genesee Valley), Grace Greer (Archbishop Walsh), Jana Whitehouse and Quincy Buckley (Wellsville), Sara Pfeiffer and Justine Brooks (Olean), Carmen Mancuso (Fillmore), Falyn Lewis-Ellison (Whitesville).

At halftime of the girls game, three individuals will join the Big 30 Basketball Hall of Fame in its fifth annual class: Jim Colestro (Bradford Central Christian), Jim Snyder (Olean) and Jim Turner (Port Allegany).

Halftime of the boys game will mark the unveiling of the Big 30 Athletic Fund’s scholarship recipients for student-athletes in the area from both New York and Pennsylvania.

Fun and games at the library with ECS students

By Louisa Benatovich Student Reporter Since its creation three years ago, the Ellicottville Young Writers’ and Illustrators’ Club has devoted itself to broadening the horizons of growing minds everywhere.

Instead of a weekly club, EYWIC, as it is now known, appears every so often as a series of workshops.

Sponsored by the Rotary Club of Ellicottville, this workshop series was held at the Ellicottville Memorial Library for a glorious five weeks.

Centered on the concept of games in their various forms, these EYWIC workshops sought to understand why activities like Scrabble or Uno bring us so much joy.

With around 10 attendees each week, the intrepid group of students ranging from 4th to 6th grade learned how to play games beloved across the decades.

Starting off easy with Scrabble and Mastermind, the group increased the complexity of the games they were learning as the weeks drew on. Soon, the group was learning how to play chess and the British parlor room classic, cribbage. On the last day, the group became Dungeons and Dragons experts.

At the end of the series, the kids presented to their parents under the watchful eye of workshop creator, Katie Benatovich.

“I enjoyed seeing the kids grow as we progress through the workshops,” she said. “I love when people find new ways to bring joy to themselves and others. Games are such a simple, primal way of doing so. My EYWIC members were going home and teaching what we learned to their parents and siblings. If nothing else, games spawn family connection.”

For those who are in the dark, EYWIC would like to take the time to explain some of the world’s most beloved games. Maybe it will even inspire you to wrench open your dusty old game drawer.

SCRABBLE: Everyone’s favorite word game, Scrabble is a board game for amateurs and professionals alike.

For many of the EYWIC members, the game was a chance to learn

new works. On a gridded board, players form words using wooden tiles. Different placements and combinations earn different amounts of points. It was a hoot!

MASTERMIND: A game created after a hit game show, Mastermind is fun for any age. Hidden from view, a player creates a pattern using four colored pegs. In the space that remains on the board, the other player has eight to 10 tries to guess the pattern. The pattern creator gives the guesser hints using a special black and white peg system. By the end of the session, students were guessing the combos in three or four tries.

Impressive!

CHESS: Everyone knows this game of black and white tiles.

Memorize how the pieces move and you’re golden. Fierce matches were going on by the end of the EYWIC session.

CRIBBAGE: This card and board game combination was by far the hardest one to learn, and, amazingly, some members loved it! The card game, one of my personal favorites, centers on quick arithmetic skills and speedy decisions. The points are recorded by moving pegs down and around a holey board. Whoever makes it to the end first, wins.

DUNGEONS & DRAGONS: This is the game for the truest of dreamers.

D&D, as it is lovingly called by veteran players, is a chance for the mind to create anything it so chooses.

Members enjoyed rolling the dice and creating funny-named characters. The beauty of D&D is its malleability as a game. Essentially, the players can craft it however they see fit. It was a great opportunity for members to play with the farthest reaches of their minds.

This month of fun was made possible thanks to Greg Cappelli and the Rotary Club. Along with that, the Ellicottville Memorial Library now has new games added to its collection. We cannot wait to see what EYWIC has in store for us next.

Ellicottville Central School to see nearly 7 percent state aid increase

On the heels of a 17-2 campaign that ended in the Section 6 Class C championship game, Portville opened the 2019 softball campaign with a convincing victory on Bona’s Joyce Field on Friday, March 29 at St. Bonaventure University.

The Panthers defeated Ellicottville, 10-2.

Brooke DeYoe fanned six, walked four and allowed just two hits over seven innings and also went 2-for-4 with a triple and two RBIs for the Panthers. Also, Karly Welty went 2-for4 with three RBIs, Bryn Milne went 2-for-3 with three runs scored and both had a stolen base.

A competitive 2-0 game through four innings, Portville scored three runs in the fifth and five in the sixth to break things open.

“I’m proud of the girls. It’s a nice way to start the season,” PCS coach Bill Torrey said.

“Like everybody else, it was about our third time outside, so it was nice to get out and start things off on the right note.”

Jocelyn Wyatt hit an inside-the-park two-run home run in the seventh while Cam Earley singled for Ellicottville.

Cattaraugus-LV 18, Ellicottville 3 Emma Rupp (triple) collected two hits and three RBIs and combined with Lexi Mikowicz to allow just three hits in the circle to power CattaraugusLittle Valley to a season-opening win on Wednesday, March 27 in Cattaraugus.

Izzy Deliman added a hit and four RBIs and Lauren Eaton posted two hits, including a double, and an RBI, for the Timberwolves.

“We return a lot, so it was nice to kind of pick up where we left off (from last year),” C-LV coach Heather Kagelmacher said. “We have some minor things to work on, but we were able to come out pretty strong.”

Sierra Maybee had a hit and an RBI for Ellicottville (0-1).

BASEBALL

Clymer/Sherman 5, Ellicottville 1 Clymer/Sherman (1-0) took advantage of five Ellicottville errors and 11 walks to beat the Eagles on Thursday, March 28 in Ellicottville.

C/S’s only hit came from Trent Burchanowski, who knocked in a pair of runs with a single in the sixth inning.

After throwing a different pitcher in each of the first three innings, Zavon Overton came in for C/S in the fourth and pitched four scoreless frames to finish out the game.

Ellicottville (1-1) scored its only run on a first-inning sac fly from Steven Rowland.

Kaleb Pearce and Wyatt Chudy each had a hit for the Eagles.

Ellicottville 12, Cattaraugus-LV 6 For its first game, the young Ellicottville baseball team gave coach Chris Mendell a lot to like Wednesday, March 27 in Cattaraugus.

Start with the Eagles’ five-run first inning.

Ellicottville jumped on Cattaraugus-Little Valley early, backing starter Lucas Marsh’s pitching performance in a six-inning victory.

Steven Rowland (double, triple) and Kalib Pierce each went 2-for-4 to lead the Eagles at the plate.

“I was happy with the way we hit the ball,” Mendell said. “We played good defense with only one error, and we threw out a ninthgrader, Lucas Marsh (4 strikeouts), and he threw very well for his first varsity start.”

Among Ellicottville’s starters were five sophomores and two freshmen.

“We’re young, but they’re talented,” Mendell said. “We’ve got some youth there, but I was really happy with the way they played. Half of them were playing their first varsity game.”

Kyle Germain had an RBI double for C-LV (0-1).

Eagles falls short to CLV in Youth Trap The Ellicottville Youth Trap team were narrowly defeated by Cattaraugus-Little Valley March 26 at the Ellicottville Sportsman Club.

CLV scored 155 in total while the Eagles managed 148.

Josh Coolidge lead with 22 followed by Colby O’Stricker with 21. Isaiah Ploetz and Xander Ireland each had 20 while Patrick Dineen achieved 19. Rounding out the team were Emmett Jacobsen with 17, Tim Venturin with 16 and Christopher Calarco with 13.

School districts across New York state will share an increase of more than $1 billion in aid next school year, which will translate to an overall healthy increase for local districts in Cattaraugus County.

Among the are districts with the highest increases is Ellicottville Central School (6.57 percent) for a roughly $3.6 million total in state aid.

The overall $175 billion state budget agreed to by the state legislature and Gov. Andrew Cuomo Sunday includes $27.9 billion in education funding, which is an increase of $1 billion, or 3.7 percent. The $1 billion increase includes $618 million in foundation aid funding.

While generally displeased with most of the state budget, Assemblyman Joseph Giglio, R-Gowanda, said education spending was one of the few bright spots.

“There’s new spending, increases in foundation aid, and so I think we did well by education,” he told the Olean Times Herald Monday.

When not factoring in building aid, which is dependent on whether districts have ongoing capital projects, school districts in Cattaraugus County will see $179.27 million in non-building aid, a 3.92 percent increase.

Other school districts with substantial increases

are Cattaraugus-Little Valley (7.88 percent), Portville (5.45 percent) and Salamanca (5.23 percent), respectively.

The districts with the lowest increases are Hinsdale (0.92 percent), Franklinville (1.85 percent).

Nearby West Valley will see a 3.47 percent increase for a total $4.63 million.

HOW TO BREATHE PROPERLY WHILE WEIGHT LIFTING workout session.

Whether you’re lifting barbells in the gym or moving house furniture, it’s probably your natural inclination to hold your breath.

Improper breathing techniques can quicken fatigue, cause dizziness and increase your blood pressure, which can lead to fainting.

By breathing correctly, you will likely have a higher degree of control and alertness during any activity that requires your strength.

Start by doing some deep breathing exercises before you start your

Most trainers will agree that it is more natural, as a general rule to inhale on the eccentric (relax phase) and exhale forcibly but steadily on the concentric

(exertion phase) of the movement.

An example of this can be demonstrated using the barbell bench press, inhale before lowering the bar to the chest, and exhale when you are pushing the weight away from you.

When in doubt, just remember to exhale during the exertion portion of your weight-lifting routine. Inhale at the top of your lift, especially if you are doing isometric exercises, where you hold the contraction for an extended period of time.

Keep the muscles in your lower back and abdominals

engaged throughout your weight lifting routine to encourage healthy breathing and protect your spine.

Failing to breathe properly, such as breathing in short, quick breaths, increases your body’s production of lactic acid and speeds up your heart.

It also decreases your exercise endurance, which can slow down your routine or force you to stop prematurely.

Failing to exhale during the exertion part of weight lifting can lead to serious injuries such as blood vessel strain, hernias and high blood pressure.

Reed tells local dairymen Farm Bill will help milk prices

Rep. Tom Reed told a Cattaraugus County Farm Bureau group last month that new margin protection in the 2018 Farm Bill should help give local dairy farmers some breathing room after several years of low milk prices.

In addition, Reed, R-Corning, predicted the upcoming U.S.-Mexico-Canada Trade Agreement will raise the price farmers get for their milk by a couple of dollars per hundredweight above the current $16 level — possible in the $18$19 range per hundredweight.

He said he was looking for a major opening in the Canadian markets.

Reed visited the Freedom dairy farm of Dustin Bliss, who milks about 500 cows on 1,600 acres south of Delevan in the town of Freedom.

After speaking with a few of the farm’s laborers, Reed met with Bliss, Farm Bureau President Nathan Blesy and other dairy farmers to discuss what was on their minds — milk prices and farm laborers.

The new Dairy Margin Coverage program might not be ready until July, Reed said. He

is pushing to move up the start date.

It includes the first 5 million pounds of a farm’s milk and expands the margin up to $9.50, while at the same time significantly reducing premiums.

Reed said the Dairy Margin Coverage “will protect our dairy farmers from times of high feed costs and low milk prices.”

Another program, the Livestock Gross Margin — Dairy Program, will also be available for local farmers.

Bliss emphasized to Reed his need for guest laborers from Mexico or Central America and said New York dairy farmers need immigration reform where guest workers could stay from 12 to 36 months.

A young farmer, Bliss said farmers need a way to keep a permanent workforce — especially when unemployment is so low as it is nationally.

Reed said that while the U.S.-Mexico-Canada Trade Agreement is not finalized, it is close. He expects Congress to vote on it but isn’t sure when that will happen.

“My advice to the speaker is it’s a huge improvement and tweak a few things. It’s time to vote,” he said.

Some opponents “don’t want to give the president a win,” Reed told the small group of farmers. He said China is “sincerely at the table negotiating” with U.S. trade representatives.

Reed also expressed concerns that increasing milk prices will make the current glut of milk worse as farmers rush to produce more milk at the higher price, leading to another oversupply.

Bliss said that while he supports exports, “We have to protect domestic consumption.”

Kids don’t like the fat-free milk served in schools. “If kids aren’t drinking milk in school, they’re not drinking it at home,” he said.

Dick Rivers, executive director of the Cornell Cooperative Extension of Cattaraugus County, also attended the farm meeting. Agriculture is a $98 million business in Cattaraugus County, he said.

Cooperative Extension is in the process of rebuilding an agriculture team in a fourcounty consortium that would have an agriculture specialist in Cattaraugus, Allegany, Chautauqua and Steuben counties, Rivers said.

Labuhn pleased state passed another on-time budget

Cattaraugus County Legislature Minority Leader Susan Labuhn, D-Salamanca, said Monday she was very pleased state lawmakers were able to pass an on-time budget again.

“The specifics of Aid and Incentives to Municipalities being restored appropriately and not contingent on the internet sales tax revenue shows the (Cuomo) administration the rural counties are being heard,” Labuhn said. “The initial funding source would have been another unfunded mandate

which would have been on the back of taxpayers.

“In light of the recent resignation of the former Sen. Cathy Young, I would like to personally thank Sen. Tim Kennedy and the other senators that have represented the interest of our 57th District during these key budget negotiations,” Labuhn added.

Education funding increases demonstrate the state recognizes the value in our youth who are key to our future.

“With the passing of early voting it was

extremely vital that the State financially support counties to offset the cost in what could be in the thousands of dollars for electronic books, same day registration and staffing required,” Labuhn said.

“There is still much to see how items such as bail reform, People in Need of Supervision (PINS) reform and early intervention will look like, but the state is moving in the right direction,” Labuhn said.

Letter to the Editor Dear Editor: I was recently asked if I am running for reelection to the Ellicottville School Board, and wanted to respond publicly by saying yes — I am running again for the school board seat that I ran for and won three years ago.

It has been a privilege and a pleasure to serve as one of Ellicottville’s seven school board members.

I’ve spent my entire adult life in public service, including 17 years working for two local members of the U.S. House of Representatives in Washington and 10 years as an intelligence officer in the U.S. Navy, including a deployment to Afghanistan.

It was during that deployment that I truly grew to appreciate the community of Ellicottville for reaching out and supporting my wife and daughter while I was away for the better part of 2014 — and it was ECS that served as the hub of that support.

Serving on the school board is just one small way I can attempt to return that favor to the Ellicottville community.

So I hope that you would consider voting for me again this year. And no matter who you support, please exercise your right to vote on May 21, 2019, from 1 p.m. to 8 p.m. in the elementary school foyer of the Ellicottville Central School building.

‘Some real positives’ for county in new state budget Funding for AIM, CHIPS untouched

As the $175.5 billion New York state budget passed over the weekend, Cattaraugus County Administrator Jack Searles mulled its impact on the county.

By mid-afternoon on Monday, Searles had concluded that “there are some real positives” in the state budget.

A new tax will support Aid and Initiatives to Municipalities (AIM) funding, Searles said.

After initially cutting more than $852,000 in AIM aid from all but a handful of towns and villages in Cattaraugus and Allegany counties from his budget, Gov. Andrew Cuomo proposed counties make it up from sales tax revenues.

He and legislative leaders later agreed to use revenue from a new sales tax on third-party internet services to restore the AIM payments.

Cattaraugus County towns received $443,491 in AIM payments last year, while villages got $117,705. The city of Olean’s $2.2 million and more than $928,000 for the city of Salamanca were never in jeopardy.

Allegany County municipalities initially lost all AIM payments except for $16,884 for the town of Bolivar and $201,841 for the village of Alfred. They have all been restored under the state budget.

Searles said the new sales tax numbers are not clear yet.

“We’re going to end up with a portion of it,” the county administrator said of the new sales tax revenue. The question is how much?

The revenue will be split with municipalities along the traditional sales tax split, Searles indicated.

The county splits the first 3 percent of the 8 percent sales tax with municipalities. The county does not share the additional 1 percent local sales tax which is dedicated to county roads and bridges Great Valley Supervisor Dan Brown told town board members more than a

month ago not to worry about the $14,000 the governor wanted to take in town AIM revenue.

“I told them to relax. I’ve seen it before. It will come through. It appears it was all restored,” he said.

“We’re the state’s pawns,” Brown told the Olean Times Herald on Monday. “You hate to be part of a bargaining tool and it’s not the end of the world if we don’t get it.”

The more important issue was that the state’s Consolidated Highway Improvement Program (CHIPS) is being continued, Brown said.

“That’s more than $100,000 for our roads,” he said. “CHIPS came through.

I’m happy. I worry about the day they cut CHIPS.” Searles was also thankful the popular CHIPS program was continued in the state budget since it provides a more than $3 million boost for the 400-mile county road system.

Making the 2 percent property tax cap permanent is a good idea that won’t deter necessary and emergency county spending, Searles said.

“We’ve lived with the tax cap since it was instituted in 2012,” Searles said.

If there is a need for spending outside the 2 percent cap the County Legislature can do that with a two-thirds vote, Searles said. The Legislature has not voted to do that.

The county administrator said he is waiting for additional details on the state’s new push to end most cash bail requirements. He doesn’t know what potential county costs might be.

The other good news is that so far there seems to be a lack of new unfunded mandates the state is passing onto the counties, Searles said.

He has some questions about getting 3 hours paid leave to vote on Election Day and about the distribution of police mug shots. The question of legalizing marijuana has been put off for more debate.

“Overall, it’s a pretty good budget,” Searles said.

The Friends of ASP host ‘I Love My Park Day’ May 4

The Friends of Allegany State Park will host its annual “I Love My Park Day” event Saturday, May 4 from 10 a.m. to 1 p.m.

Registration is now open and can be made at the parks & trails website. Plan to meet at the Red House Picnic Shelter to then be split into different workgroups.

There are a total of four volunteer projects, which are listed on the registration website.

A free Sahlen’s hot dog lunch will be provided after working, courtesy of the Friends of Allegany State Park and sponsors.

I Love My Park Day is an exciting statewide event to celebrate and enhance New York’s state parks, historic sites and public lands and bring visibility to the entire state park system and its needs.

NY residents reminded new smoke alarm law in effect April 1

The New York State Division of Consumer Protection reminds New Yorkers that, effective April 1, all new or replacement smoke detectors offered for sale in New York state must either be powered by a sealed, non-removable battery with a minimum battery life of 10 years or hard-wired to the building.

“Smoke alarms save lives by providing warnings to allow us to get out of the house before we are trapped by fire or smoke,” said New York Secretary of State Rossana Rosado, who oversees the Division of Consumer Protection. “The new smoke detectors do not require periodic battery replacements, and therefore reduce the possibility of human error. This is an important law that will undoubtedly save lives.”

Retailers will be able to sell any remaining residential-type removable battery-operated smoke detecting alarm devices in their inventories or were ordered prior to April 1. All product packaging containing a sealed, non-removable battery-operated smoke detector must include the following information: the manufacturer’s name or registered trademark, the model number of the smoke detecting alarm device, and that the smoke detector has a minimum battery life of 10 years.

Installation of smoke detectors is governed

by applicable regional fire and building codes, which are not impacted by this change. Neither this new law nor regional fire and building codes will require the removal and/or replacement of any existing smoke detector powered by a replaceable, removable battery that was installed in compliance with such codes.

For safety, alarms should still be checked for effectiveness twice each year by pressing the test button on the front of the detector.

Borrello files 57th District nominating petitions

Chautauqua County Executive George Borrello has submitted twice as many signatures as needed on Republican, Independence Party and Conservative nominating petitions for the 57th Senate District.

The petitions were filed with the New York State Board of Elections to fill the 57th State Senate District vacancy caused by the resignation last month of Sen. Catharine M. Young, R-Olean.

Democrats have backed a 22-yearold Freedom man attending Cornell University, Austin Morgan, who is also circulating nominating petitions.

They are due on Thursday.

Allegany County Legislature Chairman Curtis W. Crandall of

Belfast is also circulating petitions in the four-county 57th Senate District and could force a primary with Borrello in June.

Borrello said in a statement he hopes he can build upon Young’s legacy representing the district.

“I’m running for Senate to represent our shared values and fight for the growth and opportunities our communities need and deserve,” he said.

“I’ve seen firsthand by working with her that Sen. Young set a high bar for public service, and our next state senator needs to be prepared for the tall order of following in her footsteps,” Borrello said. “In the weeks and months ahead I look forward to showing that I’m the candidate best suited to carry on

her legacy while forging a new path forward for the Southern Tier and Western New York.”

Borrello was elected Chautauqua County Executive in 2017 with nearly 64 percent of the vote in a county with an almost equal amount Republican and Democrat enrollment.

Born and raised in northern Chautauqua County, Borrello started his own business in his 20’s providing products and services to the hospitality businesses across the country and grew it to a successful, nationally recognized supplier to the industry.

A formal kick-off announcement is expected soon.

After high school, Loftus attended Akron University, where he ran track for three years, received his Bachelor’s Degree from Western Illinois State and a Master’s from Ithaca College. He also served in the US Army during the Korean War. From 1958 to 1962, Loftus worked at BOCES, coaching high school baseball, volleyball and football.

Then from 1962 to 1995, he taught elementary physical education in Ellicottville where he also coached basketball, football and track.

Loftus was best known as the game clock operator for boys and girls basketball, football and girls soccer for over 40 years.

“My claim to fame was as a timekeeper, but Mark (Benton) didn’t mention I did hold a

coaching record for quite a few years here in the county,” he said. “I lost 31 games in a row. But of course, records are made to be broken and that one was.”

Although he said his coaching career was a little thin, Loftus said he had a few good runs. He said one season he had a group of 31 boys who never missed a practice.

As a timekeeper, he said he worked with many great coaches at Ellicottville, including Ward, Tim Bergan, Ray Gray and Mary Neilon.

During the games, Loftus said he and Butch Ramire always ran the best table.

“Butch and I could run a table, keep the game under control, critique the referees, coaches, both teams and the cheerleaders, work the crowd, always had snacks and could do the Buffalo News crossword puzzle at the same time,” he said.

During the years Neilon coached the girls soccer team, Loftus said they would travel all over the state for

various playoffs and championships and he would be the “wagon master,” like John Wayne in the old westerns.

“I would make sure everything was loaded and all the coaches and girls paraphernalia was packed,” he recalled. “In one of my finest hours, we pulled away from Long Island and I left 12 brand new soccer balls we had ordered for the tournament lying on the ground. I finally told Mr. Ward about that 30 years later.”

At the school, Loftus said it was great to be an elementary school teacher, watching the kids grow up through sixth grade. He said they always had a

great influence from their parents and the Ellicottville teachers and staff.

“Ray Gray used to tell me anybody could coach,” he said. “You could whittle a coach out of a stake.”

However, Loftus said Gray could always tell the good ones from the great ones, with the great ones starting out as chicken poop and by the end looking like chicken salad.

“The Ellicottville coaches did that for years,” he added.

During his decades working with the Ellicottville school, Loftus was also a husband, father of two and my own grandfather.

Salamanca Garden Club to meet

The Salamanca Garden Club will hold its next meeting at 7 p.m. Monday, April 8 at the United Congregational Methodist Church at 134 Broad St. Ed Chapman will be discussing “The Art of Beekeeping.” He brings with him a love of producing honey and caring for bees. He learned the art of beekeeping from his father and has been doing it in earnest since 2006.

Trout season opens with frigid temps

Frigid temps on opening day of trout season didn’t deter any serious anglers in their pursuit of the “big one” as they fished area waters stocked by the Randolph Fish Hatchery.

Trout fishing season officially kicks-off April 1 every year and, thanks to the staff at the hatchery, area streams and lakes are teeming with trout.

Managed by Richard Borner, fish culturist 3, the facility keeps a healthy population of brook, brown and rainbow trout well-stocked in Western New York’s streams and lakes including the waters of Allegany State Park, Cattaraugus, Allegany, Chautauqua and Wyoming counties.

“The water got a little high for opening day, but we’ve had no cancellations due to high water,” Borner said. “The conditions will improve as the creeks go back down.”

Borner and his staff began stocking trout March 19 and expect to be finished in late May. To distribute the fish, a hatchery truck laden with trout meets volunteers who walk buckets of fish up and down the streams where they are carefully released.

The volunteers include students from Randolph, Ellicottville, Ashville BOCES and Ellicottville BOCES, as well as McKinley High School in Buffalo and members of Trout Unlimited.

“We will actually stock 170,000 fish out of this hatchery — approximately 44,000 in March, 90,000 in April and 35,000 in May,” Borner said. “We have more on hand, but those get transferred to other hatcheries to stock the Great Lakes.”

Including the fish they transfer to hatcheries in Bath and Caledonia for stocking, the Randolph hatchery raises and handles about 250,000 eight-inch fish that will get stocked into local waterways and all around Western New York. The Randolph hatchery truck also transports fish to Cayuga Lake, in the Finger Lakes Region, and as far away as Lake Ontario.

Borner said the hatchery’s stocking truck has a capacity of 6,000 8-inch fish. They can haul about 250 pounds of fish in each one of the tanks on the truck, so it carries almost a ton of fish. The DEC stocking truck is specifically equipped with tanks of oxygenated water

for transporting fish.

“Fish production has been very good this year, and we’re right on schedule,” he said. “The fish did well and they are a little bigger this year because the tanks weren’t as crowded. This was because of some changes in policies set by Albany for us to raise less fish.”

Fish culturist Barry Hohmann said the fish are beautiful and they have raised some of the nicest trout that have come out of the hatchery in a long time.

According to Borner, the hatchery has both the broodstock and the production fish, called yearlings, to be stocked out. They stock mostly brown trout because

of the three species — brown, brook and rainbow — they primarily do the best in Western New York waters.

He said brown trout tolerate the warmest water and can also tolerate the poorest water quality of the trout species. Rainbows can tolerate warm water, but not as warm as brown trout. Brook trout require the cleanest and highest water quality of all trouts.

“The rainbow trout are raised at other hatcheries. We have rainbow trout broodstock and we take rainbow trout eggs here, but we can’t hatch them here because of the whirling disease we got in 1998,” he said.

“All our fish are tested for whirling disease and other diseases each fall by our fish pathology lab. They do a broodstock sampling and then they check the fingerlings. We’ve had a clean slate of health.”

Each fall, hatchery fish culturists strip, fertilize and incubate roughly 5.3 million eyed-eggs. Randolph keeps a portion and the rest are sent to other hatcheries in the state. The trout are raised in indoor culture tanks (the nursery) and, after about three months of age, they are transferred to harvest ponds until they reach the required size for release.

All three trout species of the spent broodstock — fish that have spawned — are released into area streams in late October. Borner said people are welcome to come in the fall and watch the staff take eggs. He said they usually start taking eggs the second week of September, Tuesday through Thursday, and the process goes on into early October.

One of 12 New York State Department of Environmental Conservation fish hatcheries, the Randolph Fish Hatchery has both the broodstock and yearlings to be stocked out. According to the DEC, the primary broodstock facility handles five-six million brook, brown and rainbow trout eggs each year. Annual production totals almost 100,000 pounds of fish.

Giglio describes state budget as disappointing, disturbing

Assemblyman Joseph Giglio described the new $175.5 billion state budget Tuesday with two words: disappointing and disturbing.

“It’s very bad,” Giglio, R- Gowanda, said of the budget. “The fiscal part is bad because we are going to be spending a lot of money. They are also inserting policy in the fiscal document (budget).

They all should be standalone bills and people should have to stand by their vote.

“Everybody will claim they only voted for the good parts,” he added.

The Republican assemblyman who represents the 148th District that includes Cattaraugus and Allegany counties and part of Steuben County said he is very concerned about the criminal justice reforms.

Under the new budget policy that ends most cash bail requirements for misdemeanors and some nonviolent felonies police will issue appearance tickets “and hope they show up in court,” Giglio said.

“For every misdemeanor, there could be a problem,” Giglio said. Judges will lose the discretion of ordering someone jailed if they cannot afford bail. It calls into question the ability of the criminal justice system to keep people safe, he said.

“This needed to be argued and debated,” Giglio said of the end of cash bail.

“There was no input from the stakeholders. We didn’t have time for review and then we passed it in the dead of night.”

Democrats control both the Senate and Assembly as well as the governor’s office.

Giglio said, “I know the issues were out there, but we had no input from the Office of Court Administration, the district attorneys and law enforcement. What kind of danger does it pose to the public? (Changes) were just shoved through so people could burnish their far-left credentials.”

The changes “are fundamental things that have worked well over the years,” Giglio said. “It takes

the discretion away from the judges. They have no choice.

We’ll have desk appearance tickets for almost everything.”

Another budget disappointment for Giglio was the failure of the governor to add to the Consolidated Highway Improvement Program (CHIPs). “And there was no extreme weather funding.”

The Aid and Initiatives for Municipalities (AIM) is expected to be funded by new internet sales taxes approved by the State Legislature.

“The procedures aren’t as clear as we’d like them

to be,” Giglio explained.

Municipalities will somehow get AIM funding through the internet sales taxes. “I’m not sure how it’s going to work.”

Giglio said the 65 towns and villages he represents didn’t count on the AIM funding for much, because most amounts were relatively small. But they have come to count on that funding, he said.

The funding will now come from another source, new internet sales taxes.

Giglio isn’t happy with the budget policy that creates a panel to make recommendations on public campaign financing. “That’s our job,” he said. “We don’t have enough money to spend more on schools and seniors and you want to use public funds for campaigns?”

Giglio isn’t surprised that the legalization of marijuana was removed from the state budget.

“It had time to be vetted outside the Albany bubble,” he said. “There were comparisons to other states from an increase in emergency room visits to more traffic accidents. It’s not

going to be as easy as they think.”

Giglio said, “It’s kind of like sports betting. I don’t think anything is dead.”

Another big issue for Giglio is Gov. Andrew Cuomo’s threat to close up to three prisons. “Initially there were no closures. Now it’s up to three.” That decision could come in 90 days after budget passage.

“He hasn’t said which prisons might close,” Giglio said. The closest ones are the Collins Correctional Facility and Gowanda State Prison in Southern Erie County.

Closures will mean transfers to other prisons with the potential “to create a powderkeg someplace,” Giglio said. “They say there is a 10,000 bed surplus, but that’s still double bunking.

You are going to have problems including inmate on inmate violence and inmate on correction officer violence.

You are creating a problem that does not exist now.”

Giglio stated, “The public is at risk here. What are they thinking?”

This event was five days consisting of two Slaloms, one Giant Slalom and two Super Gs. Day One: Super G Women: Simona Muscarella (HO) finished 64th.

Men: Laz Rifkin (HV) took 29th and Logan Kidd (HO) 71st.

Day Two: Super-G Women: Simona Muscarella (HO) finished 53rd.

Men: Laz Rifkin (HV) finished 25th, Logan Kidd (HO) 74th and Will Knauss (HO) 82nd.

Day Three: Slalom Women: Simona Muscarella (HO) took 35th.

Men: Laz Rifkin cracked the top ten with a 9th place finish.

Day Four: Giant Slalom Women: Simona Muscarella (HO) had her best result with a 26th place finish.

Men: No men finished the race.

Day Five: Slalom Women: Muscarella did not finish her first run.

Men: Laz Rifkin (HV) had his best finish taking 6th.

U16 Eastern Finals were held at Gore Mountain and was a three day series consisting of a Super-G, Giant Slalom and Slalom. Due to inclimate weather the Super-G was cancelled and a slalom was held in its place.

Slalom #1: Women: Isabella Stringer (HO) did not finish the first run.

Men: David Rintoul (HO) finished 39th.

Slalom #2: Women: Isabella Stringer (HO) did not finish the first run.

Men: David Rintoul (HO) took 26th.

Giant Slalom: Women: Isabella Stringer (HO) took 11th place.

Men: Mitchell Azcarate (HV) took 36th and David Rintoul (HO) finished 32nd.
