IDA Approves Incentives for Hideaway Bay Resort SILVER CREEK, NY— The new Hideaway Bay Resort high-end glamping and recreation resort is one step closer to development.

Mark Geise, Deputy County Executive for Economic Development and Chief Executive Officer of the County of Chautauqua Industrial Development Agency (CCIDA), announced the recent approval of incentives by the CCIDA Board of Directors at its July 27, 2021 meeting.

The new resort will be situated on the 3.6-acre former Hideaway Bay Restaurant site on Lake Erie and Walnut Creek in the Village of Silver Creek. The developers are using an active and healthy living design that showcases the natural beauty along with worldclass recreation, fishing, and birdwatching opportunities.

It will feature 10 waterfront cottages, a restaurant-bar and event space, and four seasons of diverse world-class active and passive recreation opportunities.

The cottages, or “glamping units,” will have highend décor, private patio space, and stunning waterfront views. A new 2-story event space will be designed to host events such as wed-

Memorial Bridge crosses West Main Street in Randolph. Hillard was killed in action on March 15, 1969, in Quang Ngai, Vietnam, just 15 days after his 21st birthday.The Sgt. CCIDA approved providing up front tax abatements for the $1.4 million development, including Sales Tax, Mortgage Recording Tax, and Payment in Lieu of Tax (PILOT) real property tax exemptions to incentivize the project. The CCIDA also provided extensive project coordination and technical expertise. Chautauqua County, the Village of Silver Creek, Town of Hanover, and Silver Creek Central School District will now each receive new additional real property tax revenue payments via the CCIDA PILOT. Thirty construction jobs are projected plus thirty new jobs at the resort.

Chautauqua County Executive PJ Wendel said, “I commend Mark Geise and the CCIDA team for their laser focus on Chautauqua County’s upward trajectory despite the recent pandemic.

Our comeback thus far has proven to be greater than our setback, and this new development is a notable step forward for our local economy.”

“Chautauqua County, the Village of Silver Creek, Land Bank, CCIDA, and the JCC Small Business Development Center all provided expertise, working collaboratively and diligently for several years to attract this exciting new tourism and event venue to Silver Creek,” said Geise.

Jeffrey Hornburg, Village of Silver Creek Mayor, is also looking forward to the site redevelopment and has been actively working with the project team for many months toward that end.

Hornburg said, “The Village of Silver Creek is excited to support the redevelopment of the Hideaway Bay property. It has been a pleasure meeting with Kevin Cullen, discussing his plans for the renovation of the property, and we feel this

development will fit nicely within the lakefront area.

As Mayor, I stand ready and willing to assist Mr. Cullen and his organization in any way I can.”

The Chautauqua County Lank Bank facilitated the property redevelopment plans and sale after it went into foreclosure, and additionally worked through the unexpected arson and demolition.

Gina Paradis, Chautauqua County Land Bank Executive Director, said, “This is a terrific new development that connects the community and the Local Waterfront Redevelopment Plan very well. We were happy to facilitate the process of identifying the best new development for the site.”

Subject to remaining project approvals, construction is expected to begin this fall with the resort becoming operational in the spring of 2022. The development team is proceeding as 42 Lake Erie LLC and Hideaway Bay Resort comprised primarily of partners Adventure Sports Development LLC, led by Cullen and Christian Edie, and Tundo Construction of Blasdell, owned by brothers Gene and Matt Tundo.

BUFFALO, NY— The Erie County Department of Environment and Planning’s (“ECDEP”) Healthy Lawns program will be introducing their new spokesgnome, Frederick Lawn Gnomested, to the public at a special Roaming Gnome Festival at the Central Library Reading Park on Thursday, August 5 from 10:00 AM – 2:00 PM. Earth friendly family fun activities at the Roaming Gnome Festival will include a photo booth, meet up with Frederick Lawn Gnomested, giant bubble blowing activity, recycling games, and crafts. Information on the Healthy Lawns program and other county environmental programs will be available.

Jason Kulaszewski, Erie County Environmental Management Council Chair, stated, “The EMC is excited that we have Freddie, our newly named gnome ambassador, who will not only be recognized as an advocate for pesticide-free healthy lawns but will promote a healthier environment for Erie County residents through all County environmental programming.”

The perpetually positive 4’ tall Gnomested joined ECDEP earlier this year and was the subject of a popular naming contest con-

ducted by the Department that ultimately produced over 500 suggestions for names from residents. The gnome’s mission to promote healthy lawns factored into the naming selection. The winning moniker was suggested by three entrants: Karen Leeds, Zoe Powers, and Janice Steinborn, each of whom will get a visit & photo with Freddie.

The Healthy Lawns program is the result of a strong partnership between ECDEP, the Erie County Environmental Management Council (“EMC”), and the Cornell Cooperative Extension of Erie County, along with their Master Gardener Program.

Overuse and misuse of lawn chemicals can be harmful to humans, pets, wildlife, and waterbodies. Collectively, residents take care of approximately 122 square miles or 78,000 acres of lawn in Erie County and their lawn chemical usage on average adds up to approximately 3 pounds per acre or 234,000 pounds of lawn chemicals per year.

Freddie weighs 35 pounds, so the amount of lawn chemicals purchased in Erie County is the equivalent of 6,685 such gnomes. That’s a lot! Residents can learn how to reduce those chemicals through the Healthy Lawns program at www.erie.gov/healthylawns.

Ralph C. Wilson Jr. Wilson Foundation awards CCPEG multi-year grant JAMESTOWN, N.Y.— The Chautauqua Region Economic Development Corporation (CREDC), the umbrella organization of the Chautauqua County Partnership for Economic Growth (CCPEG), today authorized the acceptance of a three-year, $1.05 million grant award from the Ralph C. Wilson, Jr. Foundation.

The grant award, CCPEG’s largest financial commitment to date, will extend and enhance CCPEG’s administrative and project development capacity while dedicating the majority of the funding to implement priority projects in alignment with the county’s recently completed economic development strategic plan.

This flexible funding pool is designed to provide critical local-matching dollars for catalytic economic and community development projects seeking funding from

a multitude of local, state, federal, and philanthropic sources.

CCPEG Co-Chair Mark Geise, who is also the Deputy County Executive for Economic Development and CEO of the County of Chautauqua Industrial Development Agency (CCIDA) said, “I am extremely grateful to the Wilson Foundation for this funding commitment and I am very pleased to see our collaborative economic development strategy come to fruition.”

The Partnership for Economic Growth finalized and adopted a five-year economic development strategy last summer. The comprehensive approach resulted in the creation of five overarching initiatives and dozens of other key recommendations to be initiated by individual partners as well as collectively. Erie County youth bureau awarded $130,000 to participate in Safe Summer NY 2021 The New York State Office of Children and Family Services (“OCFS”) has allocated $130,000 to the Erie County Youth Bureau to participate in Safe Summer NY 2021, part of NYS Governor Andrew Cuomo’s recent multipronged statewide response to gun violence. The NYS investment of nearly $2 million provides grants for high gun violence neighborhoods throughout NYS and specific zones in New York City as well as Erie, Albany, Onondaga, Suffolk, and Nassau counties to support positive youth development activities that attract youth ages 14-24 at risk of being perpetrators or victims of gun violence in high-gun violence neighborhoods and census tracts.

“We have seen an increase in violence across our community in 2021 and this grant will be helpful in getting young people away

from situations where gun violence happens,” said Commissioner of Social Service Marie A. Cannon. “By providing youth engagement activities at times when youth are more likely to congregate and potentially get into trouble we can help to keep that trouble from happening.”

The Erie County Department of Social Services will be identifying program partners to coordinate positive, ground-level connections with youth who may be involved with – or have the potential to be involved with – gun violence and intervene via a wide range of programming that could include mentorship, arts, recreation, or other more non-traditional approaches.

Vineyard Improvement Program – Now is the time!

BY KIM KNAPPENBERGER PORTLAND, NY —Just a little more than two years remain for the Vineyard Improvement Program.

This five year grant is one of the outcomes of the New York Concord Grape Summit held in Westfield NY in April of 2018. New York State pledged to invest more than $1.35 million to help Concord grape growers renovate vineyards, plant new vines or diversify vineyard operations. The Lake Erie Regional Grape Program and Cornell Cooperative Extension of Chautauqua County are working with the New York State Department of Agriculture and Markets to administer the program funded by the Southern Tier Agricultural Improvement Fund. This program aims to strengthen the grape industry by encouraging the elimination of abandoned Concord vineyards which are a reservoir of disease and insect pests, and establishing healthy agricultural crops, be it Concords, other grape varieties, or another agricultural commodity.

With two years remaining this is still a good time to submit your application to the program. Removal of a Concord vineyard at least 1 acre in size is required for reimbursement and then that land must be used for agricultural purposes. To date, agricultural commodities replanted using this program include grape varieties (even back to Concord if your business plan makes sense), apples, field crops, cover crops, vegetables, Christmas trees and even solar. The reimbursements on replants are only for approved crops and the LERGP Team is happy to talk with you about that. If you have

The Lake Erie Regional Grape Program is currently accepting applications from owners of Concord vineyards that may be in a poor site, not producing well, or the vineyard is in disrepair and needs to be removed.

You can visit www.lergp. com and click the Vineyard Improvement Program button. This will give you more information as well as lead you to the application. Vineyards in New York’s Southern Tier which includes Chautauqua, Cattaraugus, Allegany, Steuben, Schuyler, Chemung, Tompkins, Tioga, Broome, Chenango and Delaware counties, as well as those in Erie and Niagara Counties are eligible.

This is a reimbursement grant that matches funds used to remove Concord vineyards and then replace them with an agricultural commodity. It will match 50% of removal costs up to $1,500 per acre, which may include labor, custom hire, equipment use or rental, and land clearing. It will also match 25% of replant costs up to $1,500 per acre.

This could include trellis, perennial plant material – vines/trees (seed cost will not be reimbursed), labor, equipment use or rental, and land preparation for specialty crops. Reimbursement cannot exceed $3,000 per acre with a maximum award of $50,000 per applicant. Because they are a reimbursement, funds will be distributed at the completion of the project.

Once the contract is established work can begin to remove the old vineyard. If you have already removed or are in the process of removing an old Concord vineyard that you think might qualify for this program, please contact LERGP as soon as possible.

The Vineyard Improvement Program has had 28 applicants and has paid out over $170,000 for the 11 projects that have been completed and another $200,000 projected for the current projects pending completion. One of the goals of this program is to remove some of the abandoned vineyards in the region that are currently a reservoir for insects and disease. Those reservoirs require commercial growers to apply more pesticides to their vineyards in order to maintain control of the pests and produce a quality product. In addition, Recovery Fund monies must be appropriated by 2024 and spent by 2026.

Since March, Wendel has been working with a team of various county leaders to discuss possible projects that could benefit from the Recovery Fund. The team followed the initial three main pillars for investment, which included water, sewer

and broadband infrastructure projects.

“In the months that followed, we worked to identify the needs of county departments and even met with city leadership on possible collaborations,” said Wendel. “Now we have identified five pods to concentrate on for our ARPA funding, which includes: public health, public safety and infrastructure, economic and workforce development, clean water, and internal department investment.”

The County continues to review funding requests from its departments as it awaits final guidance from the U.S. Treasury.

“Determining how this funding will be utilized is a great responsibility,” said Wendel. “My team and I will do our due diligence as we determine the final projects that will be invested in to benefit the residents of Chautauqua County.”
