Cornell Cooperative Extension Vegetable Program warns “Cucurbit Downey Mildew is present in neighboring counties and is expected it to be found soon in Chautauqua County and Pennsylvania.” CDM (cucurbit downy mildew) causes rectangular checkerboarding that stays within the boundaries of veins.

Given the current weather patterns, there is high risk that the disease will continue to spread moving on rainstorms. People raising cucumber, melon, pumpkin, and squashshould scout their fields twice a week.

Professional growers should be implementing their downy mildew best management practices at this time.

Many growers throughout the county have received updates and support for managing downy mildew by subscribing to CCE’s VegEdge Newsletter.

DUNKIRK, NY— The Silver Creek Irving Heritage Fund (SCIHF) Committee will accept grant applications until September 20, 2021.

All charitable organizations that serve the Silver Creek Irving community are eligible to apply for a grant. The SCIHF provides funding to new community initiatives, leadership development, and charitable programs that address the most pressing issues within the Silver Creek Irving community. Their slogan is “Remembering Our Past – Securing Our Future.”

Ducky Derby returns to Gowanda Aug. 28

BY BILL PEGLOWSKI GOWANDA, NY - Ducks are the theme for a closeout of the summer season in Gowanda.

The Gowanda Area Chamber of Commerce has partnered with the Gowanda Community Clean-Up Crew to announce the return of the Ducky Derby to Gowanda. The event is scheduled to take place at 7 p.m. Saturday, Aug. 28, at Gateway Park.

The Ducky Derby had been a tradition in Gowanda before being discontinued several years ago. Over the years the event has taken many forms, usually including the Cattaraugus Creek as it flows through downtown Gowanda. In every case, numbered plastic carnival ducks have been used in the contest.

For 2021, the Ducky Derby relocates to Gateway Park which has been undergoing major development the past several years.

Gowanda’s Ducky Derby winners will all be awarded cash prizes starting at $100 for 1st through 3rd places.

Ducks finishing 4th through 6th will each earn $50 with $25 going to places seven through 10.

Tickets for the 2021 event are now on sale at participating Gowanda businesses.

Any other businesses that would also like to sell tickets should contact the Gowanda

Area Chamber of Commerce.

The Gowanda Mural Project has also announced a related activity to compliment the Ducky Derby.

Community Chalk Art Day, a free event open to artists of all ages, will run 10 a.m. to 4 p.m. Aug. 28.

Children are required to have adult supervision at all times. An online registration is available via the Gowanda Mural Project Facebook page for anyone who wants to register with a design idea.

On the day of the event, sidewalk space assignments in the Gowanda Business District will be given out at Jesse’s Home & Gifts on W. Main St. beginning at 9:30 a.m. While there is no theme for Chalk Art Day, participants are encouraged to hide a duck in their design in support of Ducky Derby Day. A “Kids Chalk Zone” will also be provided for the “tiniest of doodlers” with no pre-registration needed.

While chalk will be provided for the Kids Chalk Zone, other artists need to supply their own chalk.

Looking ahead, the last weekend in September has annually been marked

by FallFest and the Scarecrow Contest. For 2021, the Gowanda Boosters Club will be launching the inaugural Gowanda Alumni Weekend that same weekend.

Attorney General James Urges Facebook to Combat COVID-19 Vaccine Disinformation in Latino Communities AG James Leads Coalition of Advocates in Highlighting Concerns Over Vaccine Discrepancies Among Latino Community NEW YORK — New York Attorney General Letitia James today continued the fight against disinformation that has been amplified on social media platforms during the coronavirus disease 2019 (COVID-19) pandemic. Leading a coalition of advocates in the Latino community, Attorney General James today sent a letter to Facebook, urging the company to address and dispel harmful and inaccurate myths about the virus and the available vaccines, which has resulted in vaccine hesitancy among Facebook users. The Latino community, in particular, has been targeted by inaccurate information about the vaccine, which has led to vaccination rates nearly 45 percent lower than some other ethnic groups. Vaccine hesitancy is even higher among individuals who primarily speak Spanish.

“As COVID-19 continues to spread across the nation and unvaccinated communities, particularly the Latino community, see the worst of the disease, Facebook and other powerful social media companies must choose lives over profits and take real action to combat the spread of destructive lies,” said Attorney General James. “As we near the fall and more New Yorkers begin to move to indoor activities again, it is vital that we encourage those who have not yet been vaccinated to take that step. But the constant barrage of inaccurate information being shared on Facebook has led to vaccination rates in the Latino community barely surpassing 15 percent. write, “Misinformation is undermining the country’s efforts to end the pandemic and exacerbating racial disparities in COVID-19 vaccination rates. People are using social media platforms to disseminate not only misinformation but disinformation about vaccines, encouraging vaccine hesitancy among Americans. As new virus variants emerge and infection rates begin to rise again, it is critically important that social media companies take stronger action to combat misinformation and encourage vulnerable communities to get vaccinated.”

Specifically, Attorney General James and the coalition note, false information — much of which is written in Spanish — has circulated across the Latino community. This direct targeting of Latino and other Spanish-speaking communities has led to vaccination rates that remain extremely low.

A little more than 15 percent of those who identify as Latino have received at least one dose of the COVID-19 vaccine, compared to nearly 60 percent of white, non-Hispanic people. A recent study found that over half of those who identify as Latino who have not yet been vaccinated are concerned about the vaccines’ safety and efficacy; among Spanish-speaking people, this number increases to 67 percent. Further, according to one study, Facebook is more likely to flag and place a warning label on false information in English than the same information in Spanish. This has helped contribute to the fact that nearly 40 percent of Latino respondents said they had been exposed to material that led them to believe the COVID-19 vaccines are neither safe nor effective.

Attorney General James and the coalition are calling on Facebook to do more to stop the spread of false and inaccurate information about COVID-19 and the available vaccines that target the Latino community. Specifically, they request that Facebook share its policies and procedures regarding misinformation targeted towards the Latino community, including what tools Facebook uses to monitor Spanish-language and Latino-targeted misinformation regarding the

COVID-19 virus and vaccines across its platforms, including on WhatsApp and Instagram. The letter also requests information regarding any initiatives that Facebook has underway to amplify evidence-based and scientifically-accurate material to Latino users.

Make Your Voice Heard to Save our Congressional District WRITTEN BY DANIEL J. HEITZENRATER PRESIDENT AND CEO OF THE CHAUTAUQUA COUNTY CHAMBER OF COMMERCE

Congressional district lines in New York State are about to be redrawn, and now is the time to make our voices heard in the process.

The New York State Independent Redistricting Commission has scheduled a series of virtual meetings by region and is accepting public testimony. The public meeting for the Western New York region – which includes Chautauqua, Cattaraugus, and Allegany Counties – is set for 2pm, Thursday, August 12.

Our three-county region has a somewhat contorted history when it comes to Congressional District boundaries. We are currently part of the 23rd District represented by Tom Reed, that covers the tier of counties all across the New York State border with Pennsylvania from Ripley to Ithaca, and also extends north through the Finger Lakes to cover that region. In years past, similar district lines comprising a sprawling Southern Tier region, were represented by both Amory Houghton, a Republican, and Stan Lundine, a Democrat.

Following the 2000 US Census, New York State lost two Congressional Districts.

Despite a widespread bipartisan effort that included both Houghton and Lundine, Chautauqua County was carved out in a redistricting move that ultimately put us in a north-south district along with Buffalo and Brian Higgins represented the county for many years.

The Southern Tier district lines were reinstated following the 2010 census, and Chautauqua County was once again included in an east-west plan along with the counties to which we remain closely linked in terms of demographics and rural interests.

Now we need to wage the battle once more. We know that New York State will lose a Congressional seat due to last year’s census count. Because our incumbent representative has already made it known that he will not seek re-election, the 23rd District of New York may have a bit less clout in the process. That does not mean we shouldn’t have a voice. In fact, it makes it all the more important that our voices be heard.

We urge all local residents to speak up. It’s easy

to submit testimony in this process. You do not even have to show up for the online meeting. You can submit testimony by visiting the Independent Redistricting Commission website at https://nyirc.gov/meetings and click “submit testimony without attending a meeting.” Please do so before the regional meeting on August 12.

While we are fortunate to have some fine amenities and attractions that put us on par with many larger cities, the fact is that Chautauqua remains a largely rural county. We still have an active agricultural economy as well as small businesses and numerous manufacturing interests. We have far more in common with our neighboring counties, and communities stretching up to the finger lakes and out to Elmira within the current district than we do with the City of Buffalo. Let’s keep our voices strong and active in an effort to save our Congressional District.

BECOMING TOBACCO-FREE DURING THE SUMMER STARTS WITH A PHONE CALL The New York State Smokers' Quitline Encourages tobacco users to take advantage of the summer months to end nicotine dependence The New Year is a popular time for tobacco users to become tobacco-free; however, calling the New York State Smokers' Quitline (Quitline) and changing behaviors can make summertime ideal for making a quit-attempt. Quit Coaches are available to assist New York State residents seven days a week at 1-866-NYQUITS (1-866-697-8487) and encourage tobacco users to consider the summer months as an advantageous time to stay tobacco-free.

"It is natural to associate the New Year with a 'fresh start,' but summertime in New York State can give tobacco users a boost to successfully become tobacco-free," said Dr. Andrew Hyland, chair of Health Behavior at Roswell Park Comprehensive Cancer Center and director of the Quitline.

"The warm weather and increase of outdoor activities can lessen overall stress and help a smoker stay focused on navigating triggers and sticking to a quit-plan."

Highly trained Quit Coaches are available seven days a week beginning at 9 a.m. to empower tobacco users through free, individualized coaching. Most New York State residents also will qualify to receive a free starter supply of stop-smoking medication, such as nicotine patches, nicotine gum or nicotine lozenges.

2021-22 New York State Hunting and Trapping Licenses on Sale Now New Opportunities for Deer Hunters Expanded Call Center Hours & Online Sales

New York State Department of Environmental Conservation (DEC) Commissioner Basil Seggos today announced that hunting and trapping licenses and Deer Management Permits (DMPs) for the 20212022 seasons are on sale now.

In addition, DEC announced new opportunities for hunters this year, including expanded hunting seasons and allowing youth ages 12 and 13 to hunt deer with a firearm or crossbow in upstate counties that have passed a local low and ‘opted in’ to participate.

“Hunting is a longstanding tradition for many & an estimated half a million New Yorkers enjoy the sport each year. The upcoming, expanded hunting seasons bring even greater excitement & opportunities to encourage greater participation in the sport,” said Commissioner Seggos. “As always, DEC encourages hunters to plan ahead, get outdoors responsibly, & follow the principles of hunter safety.”

Licenses & permits can be purchased online (leaves DEC’s website), at any one of DEC’s license-issuing agents (leaves DEC’s website), or by telephone at 866-933-2257. New hunting & trapping licenses are valid from Sept. 1, 2021, through Aug. 31, 2022; annual fishing licenses are valid for 365 days from date of purchase.

New York’s habitat serves a critical role in maintaining healthy and sustainable fish and wildlife resources. Purchasing a hunting, fishing, or trapping license helps support conservation projects and ensures the protection of the State’s natural resources. In addition, DEC encourages outdoor enthusiasts to consider purchasing a Habitat & Access Stamp each year. Funds from the $5 Habitat & Access Stamp support projects to conserve habitat and improve public access for fish- and wildlife-related activities. This year’s Habitat & Access Stamp features a bobcat.

Expanded Call Center Hours: Beginning this week, the DEC Call Center’s hours of operation are from 8am - 7 pm, Monday through Friday, and from 9am to 5pm on Saturdays through Nov. 30. Regular call center weekday hours will resume on Dec. 1.

Individuals should have the following items ready when buying a license: Complete contact information (e.g. name, address, email address, telephone number); DEC customer ID number (if applicable); Proof of residency (e.g., driver’s license or non-driver’s ID with a valid New York State address); & If purchasing by phone or internet, a valid credit card.

If not already entered in DEC’s automated licensing system, individuals are required to provide proof of hunter or trapper education certification or a copy of a previous license for all hunting and trapping license purchases. Deer Management Permits (DMPs): DMPs are available at all license-issuing outlets, by phone, or online through Oct. 1. DMPs are used to manage the deer herd & are issued through an instant random selection process at the point of sale. The chances of obtaining a DMP remain the same throughout the application period; hunters need not rush to apply. The 2021 chances of selection for a DMP in each Wildlife Management Unit are available on-

line, through license-issuing agents, or by calling the DMP Hotline at 1-866-472-4332. Detailed information on Deer Management Permits & this fall’s Deer Season Forecast is available on DEC’s website.

Online & In-Person Hunter Education Training Courses: All first-time hunters, bowhunters, & trappers must pass one or more courses before purchasing a license. Online and in-person courses are available. In-person courses have a field day where new hunters can get hands-on experience.

All in-person courses are free of charge, but space may be limited. Courses fill quickly, so early sign-ups are encouraged.

The requirements to earn a New York State hunter education certificate can be met by completing DEC’s online hunter education course and passing the exam. Upon passing, participants will receive a hunter education certificate, enabling the purchase of a hunting license. Participants must be New York State residents and the cost of the course is $19.95. The online course can be accessed at DEC’s website.

New York State also offers an online bowhunter education certification course. Upon passing, hunters receive their bowhunter education certificate so they can purchase a bowhunting privilege. Participants must be New York State residents and the cost of the course is $30. The online course can be accessed at DEC’s website.

New Hunting Opportunities: Deer hunters will have several new opportunities this year, with a law change that allows 12- and 13-year-old hunters to pursue deer with a firearm or crossbow under the supervision of an experienced adult hunter in upstate counties that opt-in to participate (see the Junior Big Game Hunting map).

In addition, DEC created a new holiday deer hunt, an extended portion of the late bow & muzzleloader season from Dec. 26 to Jan. 1, in the Southern Zone.

These are new opportunities for young hunters to be mentored by experienced adults and for families to hunt together during the holiday season.

DEC is also proposing additional hunting-related changes, which are currently out for public review and comment.

Opportunities for Junior Hunters & Trappers: To foster the next generation of hunters in New York, DEC has expanded opportunities for junior hunters (licensees aged 12-15) & trappers (under 12 years old) by designating special youth hunts for deer, wild turkey, pheasants, & waterfowl. These opportunities allow youth hunters and trappers to spend time in the field with experienced adults and gain the necessary knowledge and skills to become safe & responsible members of the hunting & trapping community. Remember: Hunt Safe, Hunt Smart! The number of hunt-

ing-relating shooting incidents is declining, but even one incident is too many. Hunters can prevent injuries and fatalities by following the cardinal rules of hunting safety: Assume every gun to be loaded; Control the muzzle in a safe direction; Keep your finger off the trigger until firing; Be sure of your target and beyond; & Wear hunter orange or pink. Tree stand falls are a major cause of hunting injuries. These hunting-related injuries are easily preventable.

Hunters are advised to use a full-body harness and fall-arrest system & stay connected from the time they leave the ground until the time they return. Hunters are advised to check their stands (including straps and chains) every season and replace worn or missing parts. The proper use of tree stands & full-body harnesses helps prevent injuries and fatalities.

Keep Chronic Wasting Disease (CWD) Out of New York: Hunters should take the threat of Chronic Wasting Disease (CWD) seriously. CWD is always fatal to deer, elk, moose, and caribou. If introduced, CWD could spread rapidly & be practically impossible to eliminate once established, threatening the future of New York’s deer population, hunting tradition, & many of the other benefits associated with deer. The most effective disease management strategy is to prevent CWD from entering New York. A recent detection of CWD in a captive deer herd in Pennsylvania near the New York State border is a reminder that the disease can be unintentionally moved to new locations. Hunters can help protect New York’s deer herd from CWD by following these tips: If hunting any type of deer, elk, moose, or caribou outside of New York, debone the animal before bringing it back, & follow the law about importing carcass parts from outside of New York. See CWD Regulations for Hunters. DEC will confiscate & destroy illegally imported carcasses and parts; Avoid products containing real deer urine, like scent lures.

Prions are shed in the bodily fluids (saliva, feces, urine) of infected deer before they appear sick. Prions bind to soil and plants where they remain infectious for years. There is no way to ensure that products containing deer urine are free of prions. Choose synthetic alternatives; Dispose of carcass waste in a landfill, not on the landscape;Hunt only wild deer and support fair chase hunting principles; & Report any deer that appears sick or is acting abnormally.

Hunters, Want Older Bucks in New York? It’s Your Choice: Many deer hunters dream of seeing & shooting a large buck but there is great temptation for a hunter to take the first buck they see, often a young buck, when the opportunity presents itself. New York hunters can increase the likelihood of harvesting an older, larger buck, by choosing to pass up shots at young, small-antlered bucks. Older bucks create more rubs and scrapes, are more challenging to hunt, & yield more meat.

Many New York hunters are already voluntarily choosing to pass on young bucks. As a result, the availability and harvest of older, larger antlered bucks is increasing. To see and take more older bucks, DEC encourages hunters to work with neighbors & hunting partners to cooperatively reduce harvest of young bucks, improve habitat conditions, & ensure adequate harvest of antlerless deer.
