Allegany County legislators Fanton, Root, Dibble seek reelection

BELMONT — Allegany County Legislators Dwight Fanton, Debra Root, and Bill Dibble, representatives of District III, have formally announced that they are seeking re-election.

Legislative District III is comprised of the towns of Alma, Bolivar, Genesee, Independence, Scio, Willing, and Wirt; and the villages of Bolivar and Richburg.

Fanton, Root and Dibble all pointed to accomplishments, such as Allegany County going from a $3.8 million deficit to an appropriate amount of fund balance, creating a healthier financial report for the county.

They also point out there is $1.5 million in savings as a result of an improved bond rating. Agriculture and tourism have been expanding in the county, and they support the continuation of those efforts.

They point to the launch of Western New York Wilds as a new brand for area and point out that a countywide

outdoor recreation and trails committee has been formed to further develop the potential of outdoor recreation as an economic development factor.

Fanton is a lifelong resident of Allegany County, living in the town of Willing. He is married to Linda with four grown children.

His experience spans 41 years as a machinist at Dresser-Rand Corp., 16 years as Willing’s town supervisor (1990-2005) and eight years as a town councilman (1982-90).

He was elected to the Board of Legislators in 2006 and has served as vice chairman 2010-16, as well as chairman of the Public Works Committee 2006-present and vice chairman of the Ways and Means and Resource Management committees. He has also served on the Budget, Personnel, Court Facilities & County Space Needs and Facilities & Communications committees.

Fish & Wildlife Management Board member, an Allegany County Chamber of Commerce board member, vice chairman of the Allegany County Manufacturing Council, a state Department of Transportation Committee member and a Dennis A. Pelletier County Government Institute graduate.

“I would appreciate your support in the upcoming election, and I will continue to focus on ways to make Allegany County government more efficient.”

Root is a lifelong resident of Scio. She has a bachelor’s degree in communication from the Rochester Institute of Technology and a master’s in community service administration from Alfred University. She has had a 39-year career in marketing comminutions, working at CE-Air Preheater, DresserRand, and Alfred State College.

She is in her second term as a county legislator. She sits on the Human Services,

Personnel and Ways and Means committees and she is chair of the Planning and Development Committee.

She is also a member of the Southern Tier West Regional Planning & Development Board and served as the chair of the Trails Task Force Committee. She now serves on the newly formed Countywide Outdoor Recreation and Trails Committee.

“I believe every vote counts, and by executing your right to vote, you will be making a difference in the future of Allegany County and more importantly where we call home,” she said. “There are five people on the ballot vying for three positions; this is an extraordinary time to have so many choices for you to decide whom you want to become your elected representatives.”

Seed Imbibition – How Warm Are Your Soils?

BY JOSH PUTMAN SOUTHWEST, NY– The Southwest New York Dairy, Livestock, and Field Crops Program monitors regional soil temperatures to help our crop farmers. Seeds can be damaged by planting too early, so choosing the best planting date is an important decision for farmers. Soils warmed up quickly over the past few weeks, but have dwindled due to cold temperatures, rain, and snow. Farmers should consider their soil’s temperature rather than the calendar date before planting. Delays could last into early May. Cold temperatures cause injury to a germinating seed as it absorbs moisture.

This is a problem called imbibitional chilling injury.

Damage occurs when soil temperatures remain at, or below, 50 degrees F after planting. Soil temperatures during the first 24-72 hours after planting are critical. It is during this window that

seeds take in water and begin the germination process. Seeds naturally swell when hydrating. If the cell tissues of the seed are too cold, they become less elastic and may rupture during the swelling process, resulting in “leaky” cells.

Imbibitional chilling can result in a swollen seed that will fail to germinate.

Growers may also notice aborted sprout growth after germination has started. Chilling injury can also occur as seedlings begin to emerge. This can cause stunting or death of plant roots, abnormality of the plant, lack of emergence, or leaf burn.

Chilled seedlings may also be more sensitive to herbicide applications and seedling diseases. Producers should consider all of these factors when deciding on the planting time.

Dolly Parton Imagination Library arrives in Allegany County

After moving to Allegany County, Dibble became active in outdoor events and promoting them. He authored the “River Trail” grant for the state Department of Conservation and worked with the late Dr. Gary Ogden to create Allegany Trails, an nonprofit organization to create a network of trails and trailheads in and around Allegany County. This led to the 11-mile trail from Wellsville south to the state line.

Dibble has been a legislator for several years and has been majority leader, vice chairman of the board, chair of Public Safety and he has served on the Human Services, Planning & Economic Development, Public Works and Ways & Means committees.

“We need to work hard on a number of issues for a positive future for Allegany County,” Dibble said.

“We must continue to fight to lower property taxes and unfunded mandates that New York state imposes on our county.”

General Store continued from 1 the warmer weather and business climate of South Carolina. There, for several years he ran a seafood restaurant in Charleston with his wife, Rebekah.

From Rebekah, Gena learned to make many distinctive “Southern” dishes, which he hopes to incorporate in his new business.

After several years and four children later, Gena decided to come back home to Wellsville, arriving in June 2020 in the midst of the pandemic.

“I wanted to slow my life down,” he explained, adding that the relatively crime-free area and cooler weather, plus caring for his aging parents, were the big attractions.

He brings with him Rebekah and their four children, Jael 18; Daniel, 16; Mi-

cah, 12; and Canaan, 9.

Gena said that they will be helping out in the new business.

He believes that the new convenience store/grill will be successful because it has such a great location and plenty of parking for the events he wants to host.

Yet, while he has been busy renovating the building, putting in a kitchen, shelving, some seating and a drive-thru window, he has been trying to get an idea of what people are looking for in the sub, pizza and chicken wing culture of Wellsville. So he put out his request on Facebook and has received dozens of replies?

“People seem to be looking for salads, wraps, gluten free foods and seafood,” he said.

While there is no opening date set, Gena said he is working on a menu. So far he is looking at serving fresh seafood, with mahimahi, fresh salads, lots of shrimp options and Southern delicacies such as hush

puppies.

“People are going to love the hush puppies,” he declared.

All the food options, for now, will be on a “to go” basis, with some outside seating under the overhang.

On the convenience store side of the business people will be able to buy the basics — bread, milk, snacks, soda and a wide variety of ice cream.

Yet Gena has bigger plans for the family friendly business. He wants to offer entertainment.

“I’ve got the parking to hold cruise nights, live music events, kid’s days, chicken barbecues and other events.

“I want the Wellsville General Store and Grill to be a fun place for people and families and giving them what they want.

Why is tire rotation so important?

Vehicle owners need to keep maintenance on the mind to ensure their cars and trucks are operating at peak capacity. Various components should be checked and serviced at key intervals. Oil changes and fluid top-offs are part of routine maintenance, but it can be easy to forget about other important parts of the vehicle, including tires.

Rotating tires is vital to their upkeep. Bridgestone Tires advises that tire ro-

tation involves routinely repositioning a vehicle’s tires in specific patterns from front to back and side to side. According to Big O Tires, the front tires tend to wear on the outside edges because the tire leans over when a driver turns a corner. The rear tires just follow the front ones, so they usually wear more evenly.

By leaving tires in place, the outside edges on the front tires will wear down much faster than the rest

and those tires will need to be replaced sooner. Rotation may be required by tire warranties. Rotation also keeps the tires working properly.

Experts generally advise tire rotation every 6,000 to 8,000 miles, even if they do

not show any signs of wear.

It is challenging to determine if weather treads are uneven or how much wear has been sustained just by looking at them. Rotating tires can prolong the life of tires and decrease how frequently they need to be replaced.

Rotating tires keeps the tread depth uniform and helps maintain traction and consistent handling across all four tires. Bridgestone says the tire rotation pattern that is best for a particular vehicle depends on the type of tire being used.

Patterns are recommended by the standardizing body of the tire industry, called The Tire and Rim Association, Inc. Individuals can consult with professional mechanics about the proper way to rotate tires. Many tire manufacturers or auto-

motive stores that have sold customers tires also will do tire rotations — some free of charge.

In addition to proper traction, minimizing uneven tire treads causes the vehicle to be more balanced, advises Wrench, a mobile auto repair and maintenance company. This enables the driver to have more control even when roads are slippery. Many auto service centers will then align and

balance tires after they have been rotated. At this time the mechanic will likely check brakes as well, since it is easy to see and reach them when the tires are off.

Tire rotation is an important component of vehicle maintenance. Check with a qualified automotive professional to see if it’s time to have your vehicle’s tires rotated.

Alfred State College and Alfred University resume Spring Into Action day of service ALFRED– Spring Into Action Day of Service, an annual community service event co-sponsored by Alfred University’s Gary Horowitz Service Learning Program and Alfred State College’s Center for Civic Engagement, returned this year after a hiatus in 2020 due to the global pandemic.

Service projects began Saturday, April 17 in eight communities and continued through Saturday, April 24.

More than 160 student volunteers from both colleges completed 15 service projects for this event.

Service projects for Spring Into Action 2021 include sites in Alfred, Alfred Station, Allentown, Almond, Belmont, Hornell, Wellsville, and West Almond. Community partners include ACCORD Corporation; Alfred-Almond Community Sports Association; Alfred Community Garden and Alfred State College; Allegany County Saddle Dusters, the New York State Department of Environmental Conservation, and IMPACT: Friends of Allegany County Trails; Almond Woodlawn Cemetery; Art for Rural America and the Fassett GreenSpace; Cornell Cooperative Exten-
