The Springville Village Board held its regular meeting on Feb. 6. After formalities of opening the meeting, the board of trustees began with a public hearing on chapter 125.5 revisions to Local Law No. 1—relating to the Park and recreation facilities and a public hearing on Chapter 200 revisions. The revisions to 125.5 were more editorial in nature and

included Eaton Park (tennis courts and Spray Park) to the law and set limits on the extension of Rails to Trails as 1.8 mile of the trail through the Village of Springville. It also changes the wording of park closing times “from 10 p.m. and 6 a.m. daily” to “at the times to be posted at each location as determined by resolution of the Village board.” Continuing with public hearings, the planning board and trustees have been working on regulations and requirements for the everincreasing digital sign craze. Chapter 200 revisions and recommendations to the trustees from the planning board deals with those recommendations. Code enforcement officer Mike Kaleta presented the changes: First, to add definitions of “sign, digital as any

programmable sign capable of displaying or projecting words, symbols, figures or graphic images that can be altered or rearranged by remote or automatic means resulting in nonstationary messages or images…Such signs typically use LED, plasma or LCD or other illumination to produce the characters and graphics of the display.” Second was: “Chapter 200 section 34 that change the code to Permanent Variable Copy Digital Signs: Section A, Are allowed in a CIP district and required by another regulation.” Kaleta pointed out “another regulation” would be an instance like gas stations where they are mandated to display gas prices. In some instances, the changes of price is changed off site or even by satellite

This building housed the Springville Post Office from 1891 to 1909, which then moved to the Waite Building. This is where the Springville Post was when they merged with neighboring post offices in the area. The post office stayed in the Waite Building until it moved to its current home on Franklin Street in 1937.

For all those gentlemen who may have forgotten, Tuesday is Feb. 14 or St. Valentine’s Day. I am sure the flower shops and cards aisle will be busy Monday night. It is nice in this day and age to be able to tweet our Valentine or send an e-card or a video or FaceTime or Skype with our true loves. I am still a little old fashioned and like receiving a card in the mail. Over the years, it was generally the post office that delivered the Valentines in the mail. But that wasn’t always the case according to some local folklore I found in a 1930s newspaper. Burt Spaulding was a Springville resident who lived in the area in the late 1800s and early 1900s. In 1936, he wrote a series of columns on Springville back in the post-Civil War Era. One story he told was of David Gamp, a teen from East Otto, who studied at Griffith Institute in the winter and in the summers worked at a cheese factory in East Otto. On a whim one summer, he decided to write a letter asking for some to correspond with him and stuck it in one of the cheeses.

nature by educating others about the natural world and rehabilitating the sick, injured, and orphaned animals that are an important part of our environment. According to founder and senior rehabilitator

Paul Fehringer, “A love for nature is the only qualification volunteers need.” In 1995, Wild Spirit was first started as a Wildlife Rehabilitation Center that trained volunteers to rehabilitate hundreds of sick and vulnerable animals in Western New York. In addition to training individuals to get their rehabilitation licenses, the organization created several educational programs throughout the region. In 2009, Wild Spirit shifted its focus from animal rehabilitation to education, although the organization does take in some rehab cases each year and trains volunteers in animal rehabilitation.
