EDITORIAL Bienvenidos a la edición de este mes del periódico The Resident, ¡Y qué mes!, incluso el tiempo estuvo en “crisis” con inundaciones, tornados y temperaturas muy bajas.

Afortunadamente las cosas parecen que van mejor, y sorprendentemente vemos cómo cambian las cosas al salir un poco el sol.

Hablando de “crisis”, intento no pensar mucho en ella, pretendo no echarle cuentas… pero quizás sea hora de cambiar nuestra actitud hacia la misma. Quizás no deberíamos de darle tantas vueltas y hacer algo al respecto, ahora debemos concentrarnos en cómo salir de ella. Justo como en tiempos de guerra, ahora hay que sacar el juego de la maniobra política y marcar un gol de esperanza y prosperidad para la región. Ahora debemos “aliarnos” y “apoyarnos” ya que nadie gana nada con el cierre de negocios.

Además de toda esta evidencia, parece que aumenta el crimen, particularmente robos, incluso a la hora del día, y también tenemos los constantes robos de distracción donde incluso los más precavidos pueden caer, pero no nos pongamos paranoicos y estemos más atentos.

Una nota positiva, teniendo una conversación con unos amigos el otro día, comentamos sobre www.eyeonspain. com, el cual ha empezado una serie de programas sobre “La Siesta”, éste transmite un video diario con tópicos de la zona, así pues visite la web y vea usted mismo. Esperamos colaborar con ellos en el futuro, pero mientras tanto presentaremos noticias semanales en www.theresident.eu empezando la primera semana en Marzo.

Sólo recordarles que este año el Carnaval empieza este fin de semana y los detalles de actividades en la zona están publicados de las páginas 17 a la 18, así pues ¡ vaya y diviértase!. ¡Hasta el mes siguiente..!

Welcome to this month’s issue of The Resident, and what a month it’s been, even the weather went into ‘crisis’, what with flooding, tornadoes, and the longest run of cold weather since the last longest run of cold weather!

Thankfully things have settled down now, and it’s surprising how a bit of sunshine puts a whole different complexion on things.

Talking of ‘crisis’, I try not to dwell on it but it’s no use pretending it doesn’t exist, but maybe it’s time to change our attitude towards it. Maybe we shouldn’t get too bogged down with how we got into this mess, that can come later, in more comfortable times, surely now is the time to concentrate on how we are going to get out of it. Just like in wartime now is the time to put aside the game of political manoeuvering and points scoring and cooperate towards a single goal of restoring hope and prosperity to the region. Now is the time to forge alliances, and help support each other, no one gains from wholesale business closures.

On top of all this, anecdotal evidence would seem to point to an increase in crime, particularly thefts and muggings, even in broad daylight, and the usual rake of distraction burglaries with even the most level headed being caught out, so whilst keeping it in context and not becoming paranoid, it does pay to be extra vigilant.

On a positive note I was having a chat with our friends over at www.eyeonspain.com the other day, who have started a series of internet broadcasts entitled ‘The Siesta Show’ which presents a daily video on a host of topics from this area. So visit their website and check it out. We hope to collaborate with them on some future shows, but in the meantime we will be presenting a weekly news round-up at www.theresident.eu starting the first week in March.

Just to remind you that this year’s carnival events start this weekend and we have published details of activities and processions across the region on pages 17 and 18 so go on and cheer yourself up.

Localizados dos cadáveres en la costa de Sotogrande La Policía Local acudió al lugar de los hechos tras recibirse, a las 8.00 horas de hoy, una llamada en Jefatura en la que se informaba del hecho, pero una vez en la costa los funcionarios municipales comprobaron que el caso estaba en manos de la Guardia Civil, a cuyo personal se ofreció colaboración.

Last weekend saw the penultimate round in the prestigious Fischer Open Golf Tournament.

Primarily aimed at clients of Fischer Mercedes and Fischer 2 Selected Cars this tournament, now in its second year, is an amateur stableford, and takes in some of the top courses on the Costa del Sol over the duration of its season.

64 players attended despite the inclement weather and as usual the San Roque course was in tip top condition ensuring a pleasurable round for all participants.

Unfortunately for the players, the strong winds scuppered any chance of a hole in one, so nobody won the prize on offer of a new Mercedes, but the overall winner

Nature course The Gibraltar Ornithological and Natural History Society (GONHS) has announced today, that it will be running another Nature Course this Spring. This follows the the success of its inaugural courses held last year. The course is scheduled to start on Thursday 12th March 2009 and end in late April.

The course will cover a wide selection of topics, such as plants, birds, marine life, bats, invertebrates, caves & cliffs, bird of prey rehabilitation and the Barbary macaques, as well as wildlife conservation in general, with all of these focussing on their relevance to Gibraltar.

GONHS’ objectives in running this type of course are to raise awareness among the public of

San Roque - La Línea

Gibraltar’s rich natural heritage and of the many threats this currently faces. By doing so, the Society is aiming to increase support for its wildlife conservation efforts and encouraging people to become members.

The format will consist of a series of Thursday evening lectures at The Cottage within the Alameda Botanic Gardens and field trips (usually a morning on the following Saturday) related to the topics covered. The course will be delivered by GONHS’ own section heads and other experienced members.

Enrolment is open to all members of the public from the age of 12 upwards. There will be a registration fee of £20 payable before the start of the course.

In order to make the course attractive to juniors, Under 16s will only need to pay £10.

Participants completing the course will be awarded a certificate of achievement.

People interested in taking part should initially contact GONHS by e-mail to course@gonhs.org or by telephone to 20041235.

Names and contact details should be provided. Registrations will however, only be accepted once payment has been received. The course dates will be confirmed once a minimum number of people have registered.

Gran fiesta para celebrar el Día de Andalucía

Comienzan los trabajos para la rehabilitación de la Torre de la Sal

Son muchas las personas que visitan Casares, el pueblo que vio nacer a Blas Infante, con motivo de la celebración del Día de Andalucía. Por ello, desde las concejalías de Cultura y Fiestas del Ayuntamiento de Casares se ha preparado una gran fiesta para el 28 de febrero que comenzará a las 12.30 del mediodía con la Ofrenda Floral a la figura de Blas Infante.

El homenaje al ilustre casareño y precursor del idealismo andaluz finalizará con el Himno de Andalucía,

Esta semana han comenzado los trabajos para la rehabilitación de la Torre de la Sal. Según ha informado el concejal de Costas del Ayuntamiento de Casares, Juan Jesús Rodríguez, se está reconstruyendo parte de los muros exteriores del acceso al edificio.

El proyecto de rehabilitación, presupuestado en 174.020 euros, incluye el acondicionamiento del entorno, la restauración del exterior, el acondicionamiento interior y la señalización de la zona. Va a ser realizados por la empresa TRAGSA a la que ha sido adjudicado por Demarcación de Costa.

La Torre de la Sal es una de las 7 torres vigías de la provincia de Málaga incluidas en el proyecto de restauración de la Dirección General de Costas.

Desde el Ayuntamiento de Casares se vienen mantenido múltiples reuniones desde hace unos años con la Jefatura de Demarcación de Costa para agilizar el

La Torre de la Sal se asienta sobre un yacimiento fenicio, aunque su construcción es del siglo XVI. En su interior dispone de los elementos propios de estas construcciones de vigilancia costera, chimenea para las ahumadas y salas para alojar la guarnición.

En el exterior cuenta con barcos y peces esgrafiado sobre la argamasa que recubre el exterior, que el Ayuntamiento ha pedido que sean restaurados en e integrados al conjunto.

La intención municipal es que una vez restaurada esta torre pueda ser utilizada como infraestructura turística.

Andalucia Day celebrations Casares takes centre stage in the Andalucia Day celebrations, being the birthplace of Blas Infante, the “Father of Andalucia”.

With this in mind the local authorities lay on a grand fiesta on the 28th February starting at 12.30 pm with the laying of a floral tribute at the bust of Blas Infante located in the Plaza de España.

This homage is accompanied with a rendition of the Andalucia Anthem after which there will be a concert of classical

music performed by the saxophone quartet “Alcazaba”.

The programme continues during the afternoon with a flamenco spectacular from the singer Benela Hijo.

All the events will be in the Plaza de España where the Town Hall are providing a glass of wine and an opportunity to sample the famous Sierra Crestellina goats cheese, made in the area.

Restoration begins on the Salt Tower Work has begun on the restoration of the Torre de la Sal on the coast at Casares.

The Torre de la Sal, or ‘Salt Tower’ as it is known, is one of the string of fortified watchtowers which line Spain’s Mediterranean coast, and were built as an early warning system against invaders from the North African coast. This particular tower was built in the 16th century on the site of a previous fortification dating back to the Phoenician era.

The tower is on a number of levels, and includes facilities for cooking and storage for the men stationed there along with the observation platform and defensive installations.

The project, which has a budget of

174,000 euros, will involve the restoration of both the interior and exterior, as well as access and signage. The contract has been awarded to the company TRAGSA, which has been employed by the Coasts Department under whose authority these towers fall.

The project has been on the cards for a number of years, but had been delayed due the fact that the Tower was listed under the Charter of Andalucian Municipal Archaeological Sites and as such approval was needed from the Ministry of Culture.

Once the restoration has been completed the Tower will be utilised as a tourist visitor centre.

El subdelegado del Gobierno visita en Casares la parcela donde se construirá el edificio de alojamientos subvencionado con el Plan Zapatero El subdelegado del Gobierno en Málaga, Hilario López Luna, ha visitado en Casares la parcela donde el Ayuntamiento proyecta la construcción de un edificio de alojamientos temporales para familias sin recursos.

López Luna, que ha estado acompañado por el alcalde de Casares, Juan Sánchez, el concejal de Vivienda, Pepe Carrasco y la Teniente de Alcalde, Antonia Morera, ha aprovechado la visita a Casares para conocer el estado de las obras de la Casa Cuartel de la Guardia Civil que construye el Consistorio.

El Ayuntamiento de Casares va a destinar las ayudas del Fondo de Inversión Local del Estado, 802.111 euros, a la construcción de un edificio de alojamientos temporales destinado a habitantes del pueblo que

por circunstancias especiales necesiten temporalmente una vivienda.

El nuevo edificio estará situado en un solar de propiedad municipal de 1.065m² ubicado en el “Puerto de la Cruz”, junto a otros equipamientos públicos.

Tendrá 3 plantas que acogerán una veintena de apartamentos de 1 y 2 dormitorios.

Según explicó el alcalde, Juan Sánchez, el nuevo edificio servirá para paliar la falta de viviendas en el casco histórico y su construcción supondrá 8 nuevos puestos de trabajo en la localidad.

Por su parte, las obras de la Casa Cuartel de la Guardia Civil se encuentran en su fase final. Las instalaciones constan de dos edificios en un recinto privado rodeado de una zona ajardinada y cumpliendo todas las medidas de seguridad necesarias.

La entrega de los premios Blas Infante estará enmarcada en una fiesta solidaria cuyo hilo temático será el pueblo palestino La entrega de los VII Premios Blas Infante: Casares Solidario estará enmarcada en una gran fiesta solidaria cuyo hilo temático será Palestina.

Será el próximo 21 de febrero a partir del medio día en la Plaza Marcelino Camacho de Casares.

Por su parte la ceremonia de entrega de premios será a las 17.00 horas.

Para la organización de esta fiesta solidaria el Ayuntamiento de Casares cuenta con la colaboración la Federación Andaluza de Municipios para la Solidaridad Internacional (FAMSI), además de asociaciones y colectivos locales, como la Asociación de Mujeres Grecina de Villarraguz , la Unión Deportiva Casares y la Asociación de Madres y Padres de Alumnos del Colegio Blas Infante y la Asociación Juvenil La Planá, y otros muchos vecinos que lo harán de manera individual.

Habrá espectáculos, juegos, talleres y actividades dirigidas a vecinos de todas las edades, una barra donde la Unión Deportiva Casares y la Asociación Juvenil “La Planá” ofrecerá una almuerzo cuya recaudación servirá para ayudas al Pueblo Palestino, al igual que lo que se recoja en la merienda de la Asociación de

Mujeres Grecina de Villarraguz en la que se servirán dulces típicos de Casares.

VII Premios Blas Infante: Casares Solidario Un total de 30 Organizaciones No Gubernamentales han presentado proyectos para ser subvencionados a través de los VII Premios Blas Infante: Casares Solidario.

La mayoría de estos proyectos, concretamente 25, son de cooperación internacional por lo que optan al premio Casares Por la Humanidad. Los 5 restantes son proyectos de educación para el desarrollo: 2 de ellos de ámbito nacional y 3 de ámbito andaluz, que optan a los premios de Casares por España y Casares por Andalucía respectivamente.

El pueblo de Casares destina a la séptima edición de estos premios 91.000 euros de los que al menos el 60% servirán para subvencionar proyectos de cooperación internacional mientras que los premios Casares por España y Casares por Andalucía, que ahora se dirigen únicamente a proyectos de educación para el desarrollo, supondrá menos del 30% de la cuantía total.

pretenden contribuir a hacer realidad el lema “Otro mundo es posible”. De un lado se favorece el desarrollo potenciando la cooperación internacional para así mitigar los desequilibrios sociales, de otro se apoya la sensibilización y la educación de la sociedad para posibilitar la enseñanza de valores que hagan a la ciudadanía más solidaria.

Homenaje a Blas Infante Estos premios fueron creados por el Ayuntamiento de Casares en 2002 como homenaje al insigne casareño precursor del Idealismo Andaluz, Blas Infante. Además de atender al compromiso del consistorio local de dedicar el 0,7% del presupuesto municipal a favorecer el desarrollo, potenciar la cooperación, proteger a los más débiles y paliar las desigualdad existentes en el mundo.

Así, con la intención de dar contenido el lema del ideario andaluz: “Andalucía por sí, para España y la Humanidad” se premia la solidaridad en tres ámbitos geográficos: regional, nacional e internacional, a través de los premios denominados Casares por Andalucía, Casares por España y Casares por la Humanidad.

Casares Blas Infante Awards

Government representative visits Casares Government representative, Hilario López Luna, was in Casares this month to visit the plot of land on which it is planned to build a block of apartments to provide temporary housing to those in need of shelter.

López Luna, was accompanied on the site visit by the Mayor of Casares, Juan Sánchez, councillor for Housing, Pepe Carrasco and the Deputy Mayor, Antonia Morera. The local authorities are using the 802 thousand euros which has been granted through the State Fund for Local Investment, for this

project to construct this building on a plot of 1,065 square metres located in Puerto de la Cruz, and which will provide around twenty one and two bedroom apartments on 3 floors, for local residents in need of accommodation.

According to the Mayor the new building will help alleviate the lack of housing in the historic town centre as well as creating 8 new jobs in the town.

Hilario López Luna also took this opportunity to visit the new Guardia Civil barracks which are in the final stages of completion.

This year’s VII Blas Infante awards will be held on Saturday, 21st February at a ceremony which will reinforce the town’s solidarity with the plight of the Palestinian people.

The celebrations will begin at noon with the awards themselves being presented from 5.00 pm.

The Casares Town Council have organised this event in collaboration with the Federation of Andalucian Municipalities for International Solidarity (FAMSI), along with various local associations and collectives such as the Grecina de Villaraguz Women’s Association, Casares Sports Union, the Colegio Blas Infante Parents’ Association and the La Planá Youth Association and numerous private individuals.

There will be performances, games, workshops and other activities for participants of all ages, as well as a bar operated by the Casares Sports Union and the La Planá Youth Association which will be serving lunches with all proceeds going to aid the Palestinian people,

as are the proceeds from the sale of typical local cakes by the Grecina de Villaraguz Women’s Association later in the afternoon.

The Awards A total of 30 NGOs have submitted projects to be funded through the VII Blas Infante Awards: Casares in Solidarity.

The majority of the projects submitted, 25 to be precise, are of an international nature and fall into the category Casares for Humanity, whilst of the remaining 5 are projects under the category Casares for Spain and Andalucia are of an educational development nature with 2 going to national projects and the remaining 3 in Andalucia.

The funding available for this seventh edition of the awards totals 91,000 euros of which at least 60% will go to the international projects with the Casares for Spain and Andalucia awards, which are now directed at educational development projects only, will

receive less than 30% of the total.

The aim of these Blas Infante Awards can be summed up by their slogan “Another World is Possible” with the development of internation cooperation to improve lives and remove social inequalities as well as raising public awareness and encourage more support from society.

Homage to Blas Infante These awards were created in 2002 as a tribute to the Andalucian idealist, Blas Infante. The Casares Town Council commits 0,7% of its annual budget to promote development, cooperation, to protect the weak and to address inequality through the concept of “Andalucia for itself, Spain and humanity”. The awards go to projects of a regional, national and international nature and are separated into three categories: “Casares for Andalucia”; “Casares for Spain”; and “Casares for Humanity”.

I Concurso de Fotografía La delegación de Extranjeros residentes, ha creado el I Concurso de Fotografía para todos aquellos amantes de este arte que quieran participar.

Las bases creadas para este concurso serán las siguientes: 1º.- Podrán participar en el concurso todas las personas que estén interesados en el mismo.

2º.- El tema obligado será Manilva y la diversidad de sus habitantes.

3º.- Podrán presentarse hasta cuatro fotografías por autor, que han de ser necesariamente originales e inéditas, no debiendo haber sido presentadas en ningún otro concurso. El incumplimiento de esta base llevará a la descalificación del trabajo presentado.

4º.- Las fotografías podrán presentarse en la modalidad de blanco y negro y color, y en papel mate o brillo. Sin enmarcar o protegidas con un cristal. Tambien deberán tener un tamaño de A4 como mínimo.

Photography competition Manilva’s Foreigners’ Department is holding a photography competition this spring, with a first prize of 200 euros. The competition, which is on a theme of ‘Manilva and its residents’ is open to all comers and will be judged by the Councillor, a professional photographer and representatives from the local press.

Rules: 1. The competition is open to anyone.

2. The photos must relate to Manilva and its residents.

3. Each person can enter a maximum of four photos, which must be original and have not previously been entered in any competition.

4. The photos can be black and white or colour, either matt or glossy, without frames or glass.

5. The photos must not be signed or have any mark that identifies them with the author.

On the 28th February Andalucia celebrates the anniversary of the referendum in 1980 in which Andalucians voted overwhelmingly for autonomy.

In Manilva the day is marked with a programme of events which take place in front of the Town Hall in Manilva Town.

Programme: 10.30 am. Andalucian breakfast for all those taking part with brown bread, olive oil, torta de pellizco (traditional sponge cake) and coffee. At lunch time you can also enjoy ham, cheese and local wines.

12 noon. Flag raising ceremony in which the Andalucian Flag will be raised in front of the Town Hall accompanied by the Andalucian Anthem performed by the Municipal Town Band and the Town Choir.

Schoolkids in solidarity fun run On Friday, 30th January, schoolkids from the CEIP San Luis de Sabinillas primary school took to the promenade in Sabinillas for a 1km sponsored run in aid of the children of the Sahel-Niger region.

Alba Zulú Tony y Hev, propietarios de Fathoms Bar en Sabinillas, acaban de regresar de su anual descanso una vez más en Isandwana, Sudáfrica. El motivo de este viaje no sólo fue de descanso sino también para entregar la suma de 1.500 € (19.175 rand) donados por clientes y proveedores para la compra de un ordenador y la adaptación de un aula para la escuela local.

Aquellos interesados en la historia militar reconocerán que Isandwana era el lugar donde los británicos fueron derrotados por los Zulu a lo último del siglo XIX, Tony, después de ver la película Zulu, a la edad de 10 años, se interesó por la zona. Años más tarde

tuvo la oportunidad de visitar la zona, le impresionó el lugar y sus habitantes, con su orgullo y dignidad a pesar de la pobreza y de que un 50% de la población estén infectados del virus de Sida. Primero empezó a ayudar durante tres años para que dos jóvenes fueran a la escuela, y por último esta campaña, para proporcionarles un ordenador y la adaptación de un aula, ¡Aunque ha sido acusado de dar asistencia para conseguir seguidores para el equipo de fútbol Inglés West Ham! Tony da las gracias a todos sus clientes que donaron y les dieron su apoyo para la causa.

Las deudas amenazan los proyectos del fondo de Inversión Local para Manilva Todavía no se sabe si Manilva va a recibir la ayuda del Estado “Plan Zapatero”, como es popularmente conocido, de 2 millones de euros.

La causa del problema es la deuda que Manilva mantiene con la Seguridad Social de 21 millones de euros, que junto con las nóminas y el pago de la Seguridad Social asciende a un total de 1.150.000 € al mes, todo ésto con un ingreso de 408.000 € La Alcaldera de IU de Manilva, Doña

Antonia Muñoz, ha alcanzado un principio de acuerdo para afrontar la deuda del Ayuntamiento con la Seguridad Social.

Desde el Ayuntamiento informaron a través de un comunicado de que la alcaldesa pidió al líder nacional de IU, Gaspar Llamazares, que intercediera por el Ayuntamiento ante la Ministra de Administraciones públicas, Elena Salgado “de modo que se garantice la recepción de los fondos estatales”.

La concejala delegada de Seguridad Ciudadana, Francisca Bernal, agradece al anterior Jefe de la Policía Local, el inspector Alfredo Torres Rojas, la labor desempeñada hasta ahora en el

Pedro Naranjo tiene 43 años y el próximo 17 de marzo cumplirá 20 años como Funcionario de Carrera como Policía del Cuerpo de la Policía Local de Estepona. Durante la celebración del día de la Policía Nacional, en octubre del pasado año, fue distinguido con la Medalla al Mérito de la Policía Nacional, con distintivo blanco, por la Dirección General de la

Policía Nacional del Ministerio del Interior.

A partir de la fecha, Alfredo Torres pasará a formar parte de la Junta Local de Seguridad adoptando la responsabilidad del desarrollo del “Plan Local de Seguridad”, Plan que incluirá un programa de actuación policial conjunta y planificada de los distintos Cuerpos de Seguridad del municipio.

New Police Chief for Estepona Estepona’s Public Security Department has named Pedro Naranjo Puerta as the new Local Police Chief.

Pedro Naranjo, who takes over from Inspector Alfredo Torres Rojas, is 43 years old and has been a police officer for the past

20 years. During last October’s ‘Día de la Policía Nacional’ celebrations he was honoured by the Dirección General de la Policía Nacional with the National Police’s Medal of Merit.

join the Local Security Panel with responsibility for the development of the ‘Local Security Plan’ to coordinate local police forces and security operatives in the municipality.

Los contribuyentes pueden pedir ya el fraccionamiento del recibo del IBI en Estepona Desde hoy los vecinos de Estepona pueden solicitar el pago fraccionado del Impuesto de Bienes Inmuebles para el ejercicio 2009. Esta medida, aprobada en pleno a mediados de enero, pretende facilitar a los contribuyentes el pago del IBI. Y es que estos podrán elegir entre abonar este recibo en el periodo normal y en un único pago o realizarlo de forma fraccionada, con dos posibles opciones: la primera, en dos pagos en abril y octubre, y la segunda, en un total de nueve pagos mensuales, a contar desde el próximo mes de marzo y hasta el mes de noviembre.

Así, para fraccionar sus pagos en cualquiera de las dos modalidades, los interesados deben solicitarlo expresamente en la oficina del Patronato de Recaudación de Málaga o remitiendo por correo ordinario

una solicitud que recibirán en sus domicilios, antes del día 20 del presente mes. En dicha solicitud deberán especificar qué opción de pago prefieren y domiciliar este recibo. A partir de entonces, el Patronato de Recaudación provincial les cargará en su cuenta

bancaria la cantidad mensual correspondiente.

Esta es una iniciativa que ya ha sido puesta en marcha en numerosos municipios de la provincia y que permite al contribuyente asumir de forma más cómoda el abono anual del recibo del IBI.

El Ayuntamiento de Estepona informa que el Ministerio de Administraciones Públicas ha notificado de forma oficial la aprobación de otros ocho proyectos para su financiación con cargo al Fondo Estatal de Inversión Local para la dinamización de la economía y el empleo; la urbanización de la calle Félix Troyano, por un importe de 758.395 €; sendos proyectos de acondicionamiento del asfaltado y acerado en la calle Lomas de Retamar y Marqués del Duero en la calle de la barriada de Cancelada, por importe de 140.000,00 € y 85.000 €, respectivamente; proyecto de ejecución de redes de saneamiento, fecales y pluviales en la zona de la Vaguada de Cancelada, por importe de 24.000,00 €; ejecución de acerado del margen derecho, dirección entrada a Cancelada por la Avda. de las Palmeras, por importe de 70.000,00 €; proyecto de señalización y estudio de tráfico trazado de la Avda. Martín Méndez y glorieta de intersección con Avda.

Juan Carlos I, por importe de 509.668,13 €; proyecto de reforma y ampliación de las instalaciones de la Jefatura de la Policía Local, por importe de

618.605,19 €; y un proyecto de construcción en Cancelada de un edificio de usos múltiples, con una edificabilidad de 189 metros cuadrados, por un importe de 120.000,00 €.

El Fondo Estatal de Inversión Local supondrá el desarrollo de 15 proyectos en la localidad, que supondrán una inversión total de 10.677.348 € (ya se han aprobado 14 proyectos).

Estos proyectos se suman a los aprobados anteriormente: la renovación de tuberías del manantial de La Tejilla, con un importe de 974.994,41 €; construcción de la urbanización y acondicionamiento de la zona ajardinada de la Guardería Infantil que el Ayuntamiento construirá en la zona de Cancelada, cuyo importe asciende a 422.458,45 €; construcción del Carril Bici en la Avenida El Carmen, entre la zona de Guadalobón y El Faro, con un importe de 2.496.736 €; el proyecto Pricue (Fase V) de la remodelación de las calles Tajo, Miño y Duero, con un importe de 3.652.615 €; la remodelación integral de la Casa de la Cultura, con un importe de 157.000 €; y la colocación de hidrantes en el Polígono Industrial, con un importe de 337.741 €.

El Consejo de Gobierno de la Junta Andalucía aprobará en breve la licitación de las obras del Hospital de Alta Resolución de Estepona El alcalde de Estepona, David Valadez, ha anunciado hoy que el Consejo de Gobierno de la Junta Andalucía aprobará en su próxima reunión la licitación de las obras del futuro Centro Hospitalario de Alta Resolución Especializada de la localidad (Chare), una vez aprobada en la Junta de Gobierno Local la compatibilización de terrenos de uso dotacional con uso sanitario, exigencia administrativa de la Consejería de Salud.

El alcalde espera que las obras del centro sanitario den comienzo cuanto antes, una vez realizados los trabajos de desbroce en la parcela, y las catas arqueológicas.

El Servicio Andaluz de Salud adjudicó por 826.143 euros a la Unión Temporal de Empresas (UTE) la redacción del proyecto básico y de ejecución del futuro Centro Hospitalario. Esta empresa también elaborará el proyecto, dirigirá la obra, la ejecución de la misma y coordinará la seguridad y salud durante el desarrollo de los

trabajos.

El Chare atenderá a 74.000 ciudadanos y se prevé que realice al año 4.600 intervenciones quirúrgicas, 118.300 consultas externas y 67.300 de urgencias.

El edificio contará con un área de telemedicina y 12 consultas de urgencia, de las que dos de ellas serán específicas para pediatría, y tendrá 48 habitaciones con capacidad para 96 camas. El presupuesto total de este centro es de 22 millones de euros.

Asimismo, la Junta de Gobierno Local ha aprobado solicitar a la Consejería de Gobernación una subvención de 24.000,00 € con cargo al Plan de Cooperación Municipal para reforzar el servicio de urgencia de la Jefatura de la Policía Local, y la petición de una subvención de 120.000,00 € para instalaciones deportivas en Nueva Atalaya, con cargo al Programa de Transición al Empleo de la Junta de Andalucía, Proteja.

Este último proyecto se suma a las 23 actuaciones en los centros de enseñanza infantil y

primaria del municipio por un importe de 720.653,00 € y a los aprobados anteriormente para su financiación, también, con cargo a Proteja: • Proyecto de formación de firme rígido en la calzada de la C/Terraza: 230.551,07 € • Trabajos de reforma y mejora en todos los centros educativos del término municipal: 720.653,00 € • Trabajos de reforma en los vestuarios del Polideportivo Municipal Santo Tomás de Aquino: 150.000,00 € • Proyecto de obras de embellecimiento, señalización frontal e iluminación en la zona de acceso al Puerto Deportivo: 88.856,00 € • Paso de peatones elevado en la Avenida Juan Carlos I: 54.340,31 € • Ejecución de plaza en la barriada Virgen del Mar: 70.000,00 € • Remodelación externa del Centro Cultural Padre Manuel (acondicionamiento del perímetro del edificio y zona de aparcamientos): 187.593,07 €

Bids for Estepona hospital contract to be invited in the very near future Estepona’s Mayor David Valadez, announced recently that, at their next meeting, the regional authorities will approve the start of the tendering process for the construction of the hospital, once they receive the final confirmation that the land conforms to Ministry of Health. Works to clear the land are underway as is the archaeological survey.

The Andalucian Health Service has awarded 826,143 euros to the consortium managing the project.

The hospital will be what is known as a High Resolution Centre, and whilst not a full-scale hospital these medical facilities are designed to streamline the processing of patients, providing a one stop consultation, diagnosis and treatment process, with all the necessary departments and equipment under one roof and should cater for 80% of the area’s medical needs.

The cost of construction will be met by the Junta de Andalucia, who have budgeted 22 million euros for the facility which will serve the 74,000 inhabitants of the municipalities of Estepona, Manilva and Casares. The facility wil have 48 rooms providing a maximum of 96 beds, 4 operating theatres, along with accident and emergency facilities, clinical support, outpatients, consultancy rooms and diagnostic labs.

A predicted medical staff of 200 are expected to deal with 4,600 operations, 118,000 outpatient appointments and 67,000 accident and emergencies in the first year of operation.

At the same time Mr Valadez reported that the local authorities has approved applications to the Interior Ministry for a grant of 24,000 euros for improvements the the emergency department at the Local Police Headquarters and another of 120,000 for sports

facilities in Nueva Atalaya.

This latter is in addition to a further 23 projects which include: * Improvements to the changing facilities at the Santo Tomás de Aquino Municipal Sports Centre (€150.000). * Roadworks and improvements in Calle Terraza (€230,551) * Refurbishment and improvements in all schools in the municipality (€720,653) * Improvements to the changing facilities at the Santo Tomás de Aquino Municipal Sports Centre (€150.000) * Signage and lighting at the access to Estepona Port (€88,856) * Raised crossings in Avenida Juan Carlos ! Balance de la Oficina Municipal de Información al Consumidor, 2008 El Ayuntamiento de Estepona, a través de la delegación municipal de Comercio y Consumo, informa sobre las consultas y reclamaciones atendidas durante al año 2008 por la Oficina Municipal de Información al Consumir de Estepona OMIC. Según la información facilitada, la OMIC durante el pasado año ha atendido un total de 5.648 consultas, de las cuales 1449 estaban relacionadas con el desconocimiento de los trámites a seguir para dar bajas en las líneas telefónicas, tanto fijas como móviles, 1.240 consultas tuvieron relación con la Ley de Garantías en la Venta de Bienes de Consumo y 653 con la solicitud de información sobre empresas autorizadas en la revisión del gas, así como los plazos. Este tipo de asesoramiento fue el más demandado, aunque

también hubo consultas pólizas de seguros, facturas de agua, indemnización por pérdida de equipaje, cumplimentación de hojas de reclamaciones, etc...

En lo referente a reclamaciones, la Oficina Municipal de Información al Consumidor de Estepona tramitó un total de 524 expedientes, de los cuales 75 estuvieron relacionados con la negativa a sustituir y reparar productos dentro del periodo de garantía, 74 expedientes tuvieron que ver con los cobros por penalización por baja en los contratos de permanencia y 66 reclamaciones fueron presentadas por la negativa a realizar la baja en los contratos de telefonía. Otros temas objeto de demanda fueron los relacionados con precios excesivos, defectos de construcción, llamadas al 905, comisiones de entidades bancarias, entre otros.

According to information provided the Consumer Information Office (OMIC) over the last 12 months the office dealt with a total of 5,648 consultations of which 1,449 were concerning telephone services both landline and mobile, 1,240 were related to the law concerning guarantees and the sale of consumer goods, and 653 were a request for information on companies licensed to review gas installations. These were by far the most common enquiries although there were also consultations concerning insurance, water bills,

compensation for lost luggage, and help with filling out complaint forms, etc.

With reference to claims, the Consumer Office processed a total of 524 cases, 75 of which were regarding the refusal to repair or replace goods within their warranty period, 74 were concerning penalty clauses on terminating contracts, and 66 claims were as a result of refusal to allow a change of telephone service provider. Other claims were associated with excessive charges, construction defects, premium rate phone lines, banking commissions among others.

La delegación de Juventud presenta dos campamentos para la Semana Blanca´09 El Ayuntamiento de Estepona, a través de la delegación de Juventud, ha presentado en rueda de prensa dos campamentos que tendrán lugar en la Semana Blanca 2009; uno en el Fuerte de Nagüeles de Marbella y el otro en el Parque Selwo Aventura de Estepona.

La concejala de Juventud, Rosa Díaz, ha declarado que con esta actividad se pretende “que los niños aprendan a convivir en un hábitat muy distinto al que se encuentran en su día a día, además de hacer de ellos personas más independientes”.

El campamento del Fuerte de Nagüeles está dirigido a niños de entre 7 a 14 años, que podrán optar por dos fechas, del 23 al 25 de febrero y del 25 al 27 de este mismo mes. El precio es de 80 € e incluye alojamiento, pensión completa, seguro de accidentes, atención médica, monitores, camiseta, diploma con foto de grupo y actividades muy variadas como excursiones, equitación, batuka,

rapel, rocódromo, tirolina, tiro con arco, karting, etc...

Kids camps for Semana Santa Estepona Town Hall’s Youth Department has organised a number of activities for schoolchildren during the Semana Blanca (White Week) holiday at the end of February.

Amongst these activities on offer are two ‘camps’ one at Marbella’s Fort Nagüeles and the other at Estepona’s Selwo Adventure Park.

The objective is to give the children an experience outside of that of their day to day life, and to teach them independence.

Camp Fort Nagüeles is aimed at children aged from 7 to 14 years of age, with two camps on offer - 23rd to 25th February and 25th to 27th February. Nagüeles offers a wide range of activities including hiking, horse riding, batuka, abseiling, climbing wall, archery, karting, etc.

The price is 80€ per child and includes lodging, meals, insurance, medical care,

monitors, T-shirt, diploma, and group photo.

Camp Adventure Park Selwo is aimed at the 8 to 17 year olds and runs from the 23rd to 25th February. The price is 89€ per child and includes full board accommodation, monitors, insurance, medical care, free admission to Selwo Adventure Park and Selwo Marine, along with the Benalmadena Cable Car. There will also be camel rides and other fun activities.

Children must be equipped with sleeping bags, sports clothing, towels, torches. For Nagüeles children will need a fancy dress costume for the “Zombie” theme party which will be held during the camp.

The Royal British Legion Newsletter Last month, the quarterly Branch Meeting was held at La Casona. Joan and Ron Mason were presented with a Certificate of Appreciation for their fund raising efforts for The Poppy Appeal at The International Days in Estepona. Joan and Ron do an excellent job, collecting various items all year and then selling it on at the next International Day. They raised more than one thousand euros last year. They have a superb team of helpers to assist them. If you have anything which you do not need which could raise a euro or two for The Poppy Appeal then please give it to Joan and Ron. They would prefer you to give it to them during March but if you need to get rid of it then give it to them ‘as and when’ and they will find somewhere to store it.

The next International Day is on April 26th so ‘get busy’.

Our Branch raised 7,836 euros for The Poppy Appeal during 2008. Well done to everyone for their efforts including all the shops, offices and restaurants who had Poppy Boxes for us.

Good News! Following a lively discussion the Branch members have decided to keep the two venues which we already have. It is nice to have a decision at last (voting was 24 for two venues and 10 for one venue only).

In future we will be meeting at El Cenachero in Estepona Port on the FIRST and THIRD

Tuesdays of each month, meeting at 12:30h for a chat followed by a meal for those who require it.

The Branch will also continue to meet at La Casona on the N340 at the western end of Estepona’s boundary on the SECOND and FOURTH Tuesdays. The meeting will be in the rear room starting at 12:30h, where drinks will be served. Lunch will be later in the restaurant.

The next quarterly Branch meeting will be held on the fifth Tuesday of March, at La Casona.

Los móviles pre-pagos deben ser registrados El gobierno español lanzará una campaña de publicidad “Identifícate” al final de este mes con el fin de que 20 millones de usuarios de móviles pre-pagos se registren antes del día 7 de Noviembre.

Esto es causa de una legislación de Octubre 2007, la orden obliga a la terminación de servicios para los usuarios no identificados que sigan sin registrarse después del 7 de Noviembre. Los operadores

están obligados a desactivar dichas tarjetas. Esta legislación se ha dado como resultado de los atentados en Madrid, el 11 de Marzo 2004 cuando algunos móviles fueron usados para activar las bombas. Se tiene constancia que sólo el 25% de los 20 millones de estos móviles están registrados en España.

Algunos operadores están intentando acelerar el proceso enviando SMS a sus usuarios, y se sabe que hay problema con

algunos operadores virtuales que no tienen puntos de ventas donde los clientes puedan registrar sus móviles.

Para registrar su móvil prepago tiene que ir a un punto de venta de su operador con su DNI. Las empresas tendrán que enseñar su Identificación fiscal.

El coste de esta operación será entre 30 y 50 millones de euros, que serán pagados por los operadores.

Un tornado en Estepona causa daños en el municipio Tornado de intensidad F1 en la Escala Fujita de 1 a 5 alcanzando una velocidad de entre 117 y 180 kilómetros por hora en Estepona.

El tornado se produjo el Domingo, 1 de Febrero a las 18:15 pm, desde Oeste a Este entre Arroyo Vaquero y la Avenida Litoral; dejó daños

como caída de árboles, daños en señales y en mobiliario urbano, daños en cables eléctricos y tuberías causando inundaciones, pero lo peor fue cuando la carpa del circo de Rody Aragón, que estaba actuando en la ciudad, salió volando e hirió a cinco personas.

Pay-As-You-Go mobile phone users must be registered The Spanish government is launching an advertising campaign ‘Identifícate’ at the end of this month with the aim of getting the 20 million mobile phone users with Pay-As-You-Go sim cards to register before the November 7 deadline.

This is a result of legislation passed in October 2007 which orders that unidentified mobile phone users be cut off, as operators will be legally obliged to deactivate the cards which remain

unidentified. This legislation was brought in as a result of the Madrid train bombings on March 11th, 2004, when such pre-paid phones were used to detonate the bombs. It is reckoned that only a quarter of the current 20 million such phones are identified in Spain. Some phone operators are trying to speed up the process by sending SMS messages to their users, and there is concern that some of the new so-called ‘virtual’ operators have no sales

points where clients can register in many parts of the country.

To register your pay-as-yougo mobile you are asked to go to a sales point of your phone operator, taking along a DNI or foreigner’s residency paper, while companies will have to show their fiscal identification card.

The cost of this entire operation, put at between 30 and 50 million euros will be met by the phone operators.

Electrickery by Andalucia’s power supplier Endesa, Andalucia’s electricity provider, has been hauled over the coals by the Regional Government after consumers were hit with huge bills in January.

The problem arose with the Government’s plans to introduce an average 5.6% increase in the price of electricity from January this year, combined with new surcharges for those who use above average amounts. To compensate for the higher costs, bills were ordered to be issued monthly instead of bi-monthly.

The excess use surcharge has been criticised because it operates on a flat rate per property, and takes no account of the number of people using the power, be it a single person or a large family.

In addition to that there were

problems in December when the power companies found they were not ready to issue monthly bills, and so, to save money, they issued estimated bills for the month. In many cases these estimations were far lower than normal, often as low as 30% to 50% the amount they charged in December 2007.

These bills were then followed up in January with real readings, resulting in far higher than normal bills. Not only did this push many users into the surcharge level, it also meant that the power companies were charging the more expensive price, up 5.6%, on electricity which was in fact used in December, before the price increase came in.

The good news is that Endesa have been ordered to revise the bills issued so far and any

The twister hit on Sunday, 1st February at 18:15 pm travelling from west to east between Arroyo Vaquero and the Avenida Litoral it left a trail of damage, mostly fallen trees, damaged signs, billboards,

and street furniture. Falling trees brought down power lines and blocked streams causing localised flooding, but the most dramatic damage occurred when the Rody Aragón Circus, which was performing in the town, had the roof ripped off their big top slightly injuring five people.

This new decree will establish 180 school days for Infant and Primary education with 175 for Secondary and Baccalaureate

This move is aimed at improving the provision of education and has been widely approved by parents groups, but there is still a little way to go to win approval from teachers unions.

Festival Internacional de Cine de Marbella busca talento artistico en escuelas locales El Festival Internacional de Cine de Marbella se encuentra en la búsqueda de nuestros artistas del mañana a través de un nuevo concurso para crear el Cartel Oficial del 2009.

Todas las escuelas y colegios locales están invitados a participar en la creación del Cartel Oficial de la 4 ª edición del Festival Internacional de Cine de Marbella celebrado del 1 al 4 de octubre de 2009. Este concepto ya se ha incorporado con éxito en muchos otros festivales de cine internacionales como Cannes, Francia y ahora será parte de Marbella.

Es la perfecta ocasión, a través de las escuelas, para alentar a toda la generación más joven a expresar sus destellos de arte en este evento anual que es la razón por la que se acoge con

satisfacción tanto “infantil” (menores de 11) y «jóvenes adultos» (mayores de 11) como dos categorías para participar.

La fecha límite de presentación es el viernes 17 de abril. Los 20 mejores serán elegidos y, por último, los dos afortunados ganadores, uno por cada categoría, serán seleccionados por un representante del Ayuntamiento de Marbella y finalmente, anuncos en el Hotel Lorcrimar, Puerto Banus, el sábado 2 de mayo 2009 durante una Cena de Gala, donde su trabajo sera presentado como el Cartel Oficial Marbella para el Festival Internacional de Cine de 2009.

Además de ser mostrados en toda la Costa del Sol, los posters ganadores también serán incorporados en todos

los medios de comunicación y comercialización de información en todo el mundo asegurando la máxima exposición de los artistas ganadores.

Manilva ha sido también golpeada con las cifras del paro, de un total de 1.195, un incremento de 538 ó 81% por las mismas fechas el año pasado.

Pero el pueblo más castigado ha sido Casares, que tiene 364 personas cobrando el paro, de 177 hace doce meses, una subida de 105%.

Sharp rise in unemployment The latest figures from the Junta de Andalucia’s Employment Office has shown a sharp rise in local unemployment.

In the Estepona, Manilva and Casares area there are a total of 7,998 registered unemployed compared with the 4,582 at the same time last year, a rise of some 74% (in January alone the number rose by 338).

The major portion of this figure

represents Estepona where there are some 6,439 seeking work, a rise of 2,691 or 71% since December 2007.

Manilva has been hard hit with a total of 1,195 now registered as out of work, a rise of 538 or 81% over the same time a year ago.

But by far the biggest loser has been Casares which has 364 on the dole, up from 177 12 months ago, a leap of 105%.

Marbella International Film Festival search for artistic talent within local schools Marbella International Film Festival is in search of our artists of tomorrow through a new competition to create the Official Poster of 2009.

All local schools and colleges are invited to take part in the creation of the Official Poster for the 4th Edition of Marbella International Film Festival held 1st – 4th October 2009. This concept has already been successfully

incorporated into many other international film festivals such as Cannes, France and will now be a part of Marbella.

It is the perfect occasion, through schools, to encourage all of our younger generation to express their flare for art in this annual event which is why they are welcoming both ‘infantil’ (under 11’s) and ‘young adults’ (over 11’s) as two categories to take

part.

Submission deadline is Friday 17th April. The top 20 will be chosen and finally the two lucky winners, one from each category, will be selected by a representative from Marbella Town Hall and finally announced at a special Gala Dinner at Hotel Lorcrimar, Puerto Banus on Saturday 2nd May 2009 where their work will be showcased as

the Official Poster for the Marbella International Film Festival 2009.

In addition to the winning posters being displayed across the Costa del Sol, they will also be incorporated in all marketing and media information worldwide ensuring maximum exposure for the winning artists.

All goods on sale come from the generous donations of people from the area. These goods are carefully sorted, steamed, and priced before being offered for sale. The quality is superb and the prices are low. Where else can designer label clothes be found on offer from 3€ upwards?

Men’s suits start from as little as 8€ with shirts from 2€. Bric-a-brac from kitchen utensils to cut glass wine goblets can be found, along with a huge selection of books (carefully sorted by our resident librarian). We also have talking books available for loan for a small deposit.

BBC Visit The BBC visited Age Concern on the 5th February as part of a program they are putting together on the plight of older people living in Spain under the present economic climate. They interviewed the President of Age Concern, Estepona and Manilva who is also the President of Age Concern Espana. She was able to describe the increasing number of referrals the charity is receiving from people who are finding it difficult to cope with the poor exchange rate, low interest rates on savings, and rising prices in Spain. She also made it clear that a large number of people live on the coasts and islands of Spain for health reasons rather than looking for the high life. Eileen said that the Spanish health service was very good but it had to be remembered that people under retirement age have to pay for private health care and this can be very expensive. Eileen referred to one unfair anomaly regarding people who received the attendance allowance when living in the UK but as soon as they moved to Spain the

allowance was withdrawn. There was an EU directive stating that this allowance should be reinstated but to date this has not happened. Eileen believes that the UK government are appealing against the decision whereas they should be addressing this situation positively. There are now some retired people who have to try and find work to survive here.

The community responds to Cudeca’s call for help At the beginning of 2008 to avoid having to close the In-Patient Unit by the end of the year, we announced that Cudeca Hospice needed to cover its deficit of 600.000 euros, generated in 2007.

The In-Patient Unit which is an important part of the Hospice Centre situated in Benalmádena, offers intensive Palliative Care to patients who are in difficult situations and find it hard to control the symptoms from home.

In addition to the In-Patient Unit, other services offered without cost by Cudeca to patients living within the province of Málaaga, include pharmacology, nursing care, Day Care, rehabilitation, and counselling to the patient as well as the family.

During 2008, the community of Málaga responded to our appeal for help in many different ways; numerous fundraising events; support from nearly 400 families (5,600 have been cared for since 1992); new benefactors/donors and the unconditional support from numerous companies and public institutions. We also appreciate the tremendous support we received from the media which has been fundamental to our call for help to the community, encouraging the collaboration of everyone.

We are extremely grateful for the warm response to our call for help, but we are still facing the risk that the In-Patient Unit could close as we estimate that the deficit for 2008 will be approximately

300,000 euros. Although this is an enormous improvement, the fight continues, and it will not be easy. At the beginning of March we will hold a press conference with more details on the economic situation and plans for the future.

On behalf of Cudeca, we would like to thank all those who have contributed to the fight for our survival, but we find ourselves forced to continue to appeal for your support as we need new benefactors/donors. Any contribution, no matter how small, will help us to continue caring for patients in 2009 and in the future.

Age Concern often have clients who are resident in Spain but want/need to return to the UK because, for example, of long term health problems and the need to be closer to their family. If a person intends to return to the UK permanently, the following paragraphs give advice on what one should do before leaving Spain, and what their rights will be when they get back to the UK – the move should be as well planned and researched as if they were moving abroad. It assumes that the person is legally registered in Spain and has relinquished NHS rights in the UK. You must tell the Town Hall and the Police you are leaving; and if you have registered for healthcare, the Instituto Nacional de la Seguridad Social (INSS) also needs to know. If you don’t de-register before you leave Spain, you may face difficulties in registering in the UK and getting benefits.

You won’t automatically be entitled to all the benefits you had before you left the UK and special rules apply to people who arrive there after living in another country. Means-tested benefits are only available to people who are ‘habitually resident’.

This means you must be able to show that: 1. You have attachments to the UK; 2. You have lived there for some time, and; 3. You have a settled intention to remain in the country.

You may need to have been living in the UK for 1 to 3 months before you can demonstrate that you are habitually resident there. Eligibility for means-tested benefits is decided by your local authority.

The NHS is first and foremost for the benefit of people living lawfully in the UK. Entitlement to free NHS treatment is based on

whether someone is ‘ordinarily resident’ in the UK, and not on British nationality or past/present payment of National Insurance contributions or UK taxes. People who don’t pass the ‘habitual residence’ tests may be charged for treatment. It is up to NHS/ Primary Care Trusts to establish whether each patient is ordinarily resident for the purposes of healthcare. If you can’t satisfy the NHS/Primary Care Trust that you’re entitled to free treatment you may be liable to pay.

Before care home options are considered for individuals, local authorities have to complete assessments of their needs and financial circumstances.

Another year on, and the time has come to celebrate the Cudeca Walkathon 2009. It will be held on the 24th May, as always, on the beach by the Sunset Beach Club promenade in Benalmadena, offering participants three alternative routes to choose from: a 10km walk for the fittest, a 5km walk for those who like to stroll and an especially adapted 2km

route for wheelchair participants.

The event will commence at 09.30 and the entrance fee will be 10€ for pre-paid entrance and 12€ on the day and 6€ for children.

The objective is for participants to raise funds via individual sponsorship, by encouraging friends to give an amount for every kilometre walked. This year’s funds will be especially

destined to save the In-Patient Unit from its financial difficulties.

The provisional registration forms are now available from the reception at the Hospice Centre.

The publicity and posters with this year’s sponsors will be available from April at the Hospice Centre, in any of our 13 charity shops, on the Cudeca website and at many other locations along the coast.

El origen del Carnaval en España precede a la Cuaresma, se le designa con el nombre de carnestolenda, abstinencia de carne, se da tres días anteriores al Miércoles de Ceniza; en la actualidad las fechas son más flexibles ya que los orígenes religiosos se están desvaneciendo.

De hecho el Carnaval debe su popularidad a los mercaderes del siglo XVII que extendieron la tradición, desde sus orígenes en Venecia a través del Mediterráneo, a otros puertos de ambos lados el Atlántico; con algunas de las más famosas celebraciones en Cádiz, Tenerife, Río de Janeiro y Nueva Orleans. Aquellos mismos marineros también trajeron con ellos otros “vientos” desde el Nuevo Mundo, los cuales añadieron exotismo a la festividad.

Otra característica típica del Carnaval, particularmente en España son las chirigotas y comparsas.

The origin of Spain’s Carnival lies in the pre-Lenten ‘blow-out’ before the period of abstinence leading up to Easter. Originally celebrated in the week or two prior to Shrove Tuesday, nowadays the dates are little more flexible as its religious origins are overlooked.

In fact the Carnival in its present form owes its popularity to 17thC merchant seafarers who spread the tradition, from its origins in Venice throughout the Mediterranean and to other ports of call on both sides of the Atlantic, with some of the most famous celebrations in Cadiz, Tenerife, Rio de Janeiro and New Orleans. Those same sailors also brought back with them influences from the New World which add an element of the exotic to the festivities.

Another feature of Carnival, peculiar to Spain, are the satirical musical groups - chirigotas and comparsas, a sort of cross between barbershop and Monty Python, who entertain the audiences with their irreverent renditions.

En Casares se celebra el Carnaval el 7 de marzo El Carnaval de Casares tendrá lugar el sábado, 7 de marzo. Por la tarde habrá una fiesta de disfraces infantil y por la noche la de adultos que como viene siendo habitual será precedida de una pasacalles desde la Casa de la Cultura hasta la plaza Marcelino Camacho.

Además, durante el baile de disfraces de adultos se darán diversos premios a los disfraces más conseguidos.

Para esta ocasión el Ayuntamiento de Casares va a instalar una carpa en la citada plaza Marcelino Camacho. Según ha explicado la concejal de Fiesta, Sonia Saborido, son muchos los vecinos que lo han solicitado al Ayuntamiento ya que la Sala Eclipse, donde se ha celebrado esta fiesta en años anteriores, se ha quedado pequeña pues son cada vez más las personas disfrazadas.

Casares celebrates Carnival on the 7th March Carnival celebrations in Casares will take place on Saturday, 7th March with a children’s fancy dress party in the afternoon with the adults turn in the evening which as usual will be preceded by a parade from the Casa de la Culture to the Plaza Marcelino Camacho.

During the dancing the adults fancy dress will be judged and

various prizes awarded.

The Casares Town Hall have erected a pavillion in the Plaza Marcelino Camacho for the celebrations. In past years the celebrations have been held in the Sala Eclipse, but this has become too small as each year there are more and more people participating.

Programa De Carnaval Estepona 2009 El Ayuntamiento de Estepona, a través de la delegación municipal de Fiestas, informa sobre el programa de actos del Carnaval 2009, cuya celebración tendrá lugar los 20, 21 y 22 de febrero, si bien, como acto previo, el lunes 16 tendrá lugar la presentación de las agrupaciones locales y de la pregonera del Carnaval 2009, Dori Utrera Bermúdez, en una acto organizado por la Asociación Cultural Carnavalesca “Tipo-Tipo” de Estepona, que tendrá lugar a las 20:30 horas en el Centro Cultural Padre Manuel.

Asimismo, del lunes 16 al sábado 28 de febrero permanecerá expuesta al público en la Casa de la Cultura una exposición fotográfica de la Antología del Carnaval Esteponero, en colaboración con la delegación de Juventud.

El programa de carnaval previsto para el fin de semana es el siguiente: Viernes, 20 de febrero 17:00 horas: Fiesta de carnaval y elección de Ninfa y Momo en el Centro de Día de Mayores, dependiente de la Consejería para la Igualdad y Bienestar Social, y desfile de carnaval, con la participación de la Chirigota de Estepona “Feriantes del Caribe”.

Sábado, 21 de febrero 12:00 horas: Fiesta Infantil en el Parque Municipal El Calvario (Si las inclemencias del tiempo lo impiden se celebrará en el Palacio de Exposiciones), con grupo de animación y elección de Ninfa y Momo Infantil.

13:00 horas: La Bacalá, gran fiesta carnavalesca organizada por la Asociación Carnavalesca “TipoTipo” de Estepona, en el Parque Municipal El Calvario. Certamen de agrupaciones carnavalescas, taller de carnaval y actividades para niños y mayores, y desgustación gratuita de las famosas tortillitas de bacalao con cada consumición.

Carnival Programme Estepona 2009 Estepona will be holding its annual Carnival celebrations on the 20th, 21st and 22nd September.

A presentation, organised by the “Tipo-Tipo” Carnival Association, was held at the Padre Manuel Cultural Centre on Monday, 16th February in which the various local carnival groups were presented as was Dori Utrera Bermúdez, who will giving the “Pregón” or opening speech.

There is also an exhibition of photographs “An Anthology of Carnival in Estepona” which is on show at the Casa de la Cultura in the Plaza de las Flores from the 16th to the 28th February.

PROGRAMME: Friday, 20th February 5.00 pm Carnival Party and election of the Ninfa and Momo at the Old People’s Day Centre.

Saturday, 21st February 12 noon: Children’s Party at the El Calvario Park (in the event of bad weather this will be held at the Palacio de Congresos), with children’s entertainers and the election of the Young Ninfa and Momo.

As Andrew told me, “over the last few years the classical business model has moved away from transacting business in the high street and more towards the internet and over the phone.

In order to better service our clients and stay ahead of the competition, we have moved towards becoming more internet and telephone focused. We are able to offer a multi-lingual service both in English and Spanish and soon in German too! For our insurance customers we are able to transact business without the need for our clients to even visit the office. We can take payments in a variety of ways, by direct debit, credit card over the phone and cash payments direct into any Solbank branch in Spain. We are able to email policy documents too! Este Programa presenta tres fases: 1. Fase de Preparación para dejar de fumar: Motivar y adquirir el compromiso para dejar de fumar.

2. Fase de Abandono: Estrategias cognitivas-conductuales y farmacológicas para el abandono del hábito.

3. Fase de mantenimiento y/o prevención de recaídas: estrategias de afrontamiento ante determinadas situaciones sin el uso del tabaco.

El Programa va dirigido a todas aquellas personas que quieran por propia voluntad, dejar de fumar. Para ello, deben realizar una solicitud en su Centro de Salud o en el Centro Comarcal de

Drogodependencias y Adicciones, perteneciente a la Delegación de Bienestar Social del Ayuntamiento.

La duración es de aproximadamente 2 meses, en total 7 sesiones clínicas, una por semana, con una duración de 2 horas aproximadamente. Una vez finalizado se realiza un seguimiento del paciente al mes, a los tres meses y al año.

El Próximo Taller de Deshabituación Tabaquica tiene previsto iniciarse hoy viernes y se prolongará hasta el 27 de marzo en las dependencias del Centro de Salud Estepona-Oeste.

“Quit Smoking” programme Estepona’s health centre has begun a programme designed to help smokers quit the habit. The Stop Smoking Unit at Estepona’s Western Health Centre has put together the programme which offers both psychological and pharmocological treatment which is designed to tackle the addiction by gradually reducing the levels of nicotice and tar ingested by the smoker.

The programme has three phases: 1. Preparing to Quit: Motivation and commitment.

2.

Stopping: Cognitive-behavioural strategies and aids to stopping.

3. Maintenance and Relapse Prevention:

Strategies for coping with certain situations with tobacco.

The programme is targeted at all those who wish to quit and to sign up you must apply to your local health centre of the Regional Centre for Drug Dependency and Addictions.

The programme lasts for approximately 2 months, with 7 weekly sessions lasting around 2 hours.

On completion the patients will be reviewed after 1 month, three months, and a year.

The next course begins this month and runs until the 27th March at the Western Health Centre in Estepona.

Little did I know when I took over Coast to Coast Properties 7 months ago that the credit crunch would have such a devastating effect on people’s lives as it has.

Increasingly we hear of owners handing their keys back to the banks, surprisingly some lawyers seem to be encouraging their clients to do so, but very seldom advise them of the consequences of their actions. It is a common misconception to believe that handing over the keys for the property will settle the matter with the lending bank. Although some Spanish banks have accepted this in the past (depending on each particular case and providing the borrower is not in negative equity) most do not any longer. In many cases the banks will be losing money as they realise your property is not worth in a public auction the value of the outstanding mortgage loan.

This is basically what running into negative equity means. The underlying causes are related to the economic crisis we are currently experiencing, high levels of unemployment, the current exchange rate and the Euribor rate, although the rate has reduced over recent months, most banks review their mortgage rates on an annual basis, so most borrowers will still be paying well over the current Euribor rate.

More and more foreign home owners are now concerned with what will happen to their assets back in their home countries if the bank refuses to accept the keys in exchange of the cancellation of the mortgage. While it used to be uncommon for Spanish banks to pursue debts abroad, in the wake of this new grim economical environment we are in, they are now forced to do it due to the alarming surge in

What to do if you cannot pay your Mortgage?

If you are finding it difficult to meet your monthly mortgage repayments, do not wait until you have fallen into arrears to start negotiating with your bank. After 3 months of mortgage arrears Spanish banks start to take legal action, so even if you manage to reach a settlement with them (something which is very unlikely, as the bank sees you now like a defaulter) you will still have to pay not only the outstanding amount but any legal expenses incurred due to the banks action. Negotiations with the lending bank include extending the mortgage period, reducing the interest rate or moving on to an interest-only mortgage for a few years until your economic circumstances improve. If after applying any of these options, you still cannot meet your monthly repayments, it is better to try to agree the handing over of the keys than to just let the bank unilaterally repossess the property.

Remortgaging If your bank is not willing to renegotiate the terms of your mortgage then you could consider talking to another lender. Please keep in mind that you may have penalties to pay with your existing lender and again because of the legislative red tape involved there will be other cost to pay i.e notary fees, legal fees etc etc you could however save yourself a good 2.5% to 3% in interest repayments.

Springtime is just around the corner with its warmer weather. The increase in temperature finds us enjoying the hills and beaches around us more.

Beware! For all that glitters is not gold, but can become expensive!

The warming winds will arouse the abundant external parasites of these latitudes; fleas, ticks, flies, mosquitoes and procession caterpillars to name a few. These pests require our attention to try and keep our animals (and to some extent ourselves) healthy and happy. They can cause problems in their own right. Their simple presence produces from itching and local irritations to more severe allergic reactions due to a bite or sting. They can also produce anemia in cases of massive infestations. These pests can also transmit other parasitic diseases some of which are difficult if not impossible to cure. Knowing ahead of time, preventative measures ought to be initiated to limit, if not eradicate the problem before it gets out of hand. Insect control is an on going battle which needs to be dealt with conscientiously. To effectively contain fleas, several simultaneous methods may be required, by treating the environment as well as the animal.

The environment is as important (if not more so) as the animal. In attempting to control these pests, most external

Insecticides and repellents must be used with great care as they are potentially dangerous to our animals, our environment, and to us when used improperly. Proper programs of control, products to employ and methods to adopt can best be established by consulting a professional, creating a program suited to each individual case. The idea that bathing alone will solve the problem may lead to other skin problems. The skin produces substances needed to protect itself and the animal. Most shampoos (especially those not designed for use on the species in question) destroy this

protective barrier. With an increase in the biting fly and mosquito populations it is time to remember sand fly fever/ leishmaniasis and canine heart worm, easier and safer to try to prevent than to have to cure when there is one. By taking a series of relatively painless measures earlier on, we can limit if not prevent, the sting of smelling the flowers this spring.

Effects of the Crisis The ADANA shelter on Estepona is reporting an increase in abandoned animals as a result of the present state of economic affairs. This is not surprising with the 40% unemployment rate noted on the Costa del Sol while the national figures are about 14-16% the coastal areas, which depend upon tourism and have been experiencing more of the building boom are the hardest hit areas. This fact unfortunately is reflected upon pets that can no longer be afforded or are being left by people or families that are forced to relocate and cannot take their furry family members along. This one shelter has been forced to house 50 more animals than its installations are designed to house!

Picaduras en Primavera La Primavera con sus temperaturas templadas está a la vuelta de la esquina. El aumento en la temperatura nos hace que vayamos de paseo por el campo y por las playas. ¡Cuidado con esto! ¡Todo lo que reluce no es oro! El viento cálido en estas latitudes lleva consigo parásitos externos como pulgas, garrapatas, moscas, mosquitos y orugas procesionarias, eso por nombrar algunas de ellas. Estos parásitos requieren de nuestra atención para mantener a nuestros animales y a nosotros mismos sanos y felices.

Pueden traernos problemas, su simple presencia puede producirnos desde picores e irritaciones locales a otras más severas reacciones alérgicas debido a la picadura o mordedura. Pueden producir también anemia en algunos casos de manifestación masiva. Estos parásitos también pueden transmitir enfermedades , algunas de ellas son difíciles e incluso imposibles de curar.

Por eso es mejor prevenir que curar. El control de estos parásitos es una lucha constante y no debemos bajar la guardia.

Para controlar el problema de las pulgas, necesitamos llevar a cabo varios métodos simultáneos, como tratar el ambiente al mismo tiempo que el animal. El ambiento es tan importante (si no más) que el propio animal. La mayoría de estos parásitos viven en el ambiente y sólo utilizan el animal para comer, encontrarse con otros y procrear.

Insecticidas u repelentes deben ser usados

con gran cuidado ya que son dañinos para nuestros animales, nuestro entorno e incluso para nosotros mismos cuando los utilizamos indebidamente. Programas adecuados de control, productos para su uso y métodos a adoptar deben ser establecidos por profesionales que creen un programa adecuado a cada caso individual.

Esto es el caso del tratamiento de la oruga procesionaria, el mejor método es rociar los árboles afectamos para prevenir los capullos, que son realmente donde anidan las orugas.

Controlar las moscas y pulgas en una granja o establo es diferente que controlarlos que una caseta de perro o controlar las pulgas de jardín difiere también de controlar las pulgas de un perro o gato en un piso; por el contrario, controlar los mosquitos puede también ser similar a los tres casos anteriores. Algunos productos pueden ser adecuados para algunos casos y muy tóxicos para otros. Debemos tener cuidado al tirar envoltorios de estos productos para prevenir la contaminación de nuestro medio ambiente. La idea de bañar simplemente a nuestras mascotas para resolver el problema puede causar problemas cutáneas.. La piel produce sustancias necesarias para protegerse a sí misma y al animal.

La mayoría de los champús (especialmente aquellos no diseñados para el uso en las especies en cuestión) destruyen esta barrera protectora. Con un incremento

en la mordedura de las moscas y de los mosquitos hay que tener presente en esta época del año con la fiebre de la mosca de arena/ leishmaniasis y lombrices caninas en el corazón, fácil y seguro de prevenir antes que curar, tomando una serie de medidas de precauciones podemos limitar si no prevenir.

Efectos de la Crisis.

ADANA en Estepona avisa del incremento de animales abandonados como resultado de la crisis económicas que estamos padeciendo. Esto no es sorprendente con el 40% de desempleados en la Costa del Sol mientras la en elm resto del país está sobre 14-16%, zonas costeras que dependen del turisma, las cuales han sacado beneficios de la contrucción son las zonas más afectadas.

Este hecho desafortunadamente pasa factura a las mascotas, las cuales algunas de ellas no pueden mantenerse o familias que tienen que salir para buscarse la vida en otro sitio y que no pueden llevarse sus mascotas.

ACEMCE sign agreement with DKV Seguros, SA The Manilva business association ACEMCE and the insurance provider DKV Seguros, SA recently signed an agreement offering a range of private health insurance products and services to its members.

The signing was conducted by the President of ACEMCE, Gary Walters, and the DKV Seguros SA, Malaga branch manager José Manuel Barreiro Barrado, and was attended by various ACEMCE committee members.

The agreement offers preferential rates and terms to ACEMCE members, compared with those available to the general public.

There are two main product ranges, the first being the private health insurance “DKV Integral”, which provides cover for emergency primary care, specialists, diagnostic services, hospitalisation and surgery.

The Policyholder can choose which preferred doctor or which hospital they wish to use from

the extensive list of those with which DKV Seguros, SA has arrangements. DKV Integral coverage is unlimited, and for an additional premium, members can enjoy global medical travel insurance (for trips not exceeding 90 days).

The other product “DKV Mundisalud” offers a wide range of medical insurance and surgical care for all types of illness or injury through free choice of doctors and hospitals worldwide.

The agreement also allows additional dental coverage to be included with the policies at no extra charge.

The agreement is tailored towards business persons and their families, their employees and their families, who are accredited members of ACEMCE. This agreement entered into force on the date of signing and has a duration of one year, and may be extended for the same duration.

Programa de Senderismo Deportivo - “Los caminos de Estepona” Primavera’09 El Ayuntamiento de Estepona, a través de las delegaciones municipales de Deportes y Juventud, informa que el domingo, 1 de marzo, tendrá lugar la primera ruta de primavera, incluida en el Programa de Senderismo Deportivo “Los Caminos de Estepona”, organizado en colaboración con el “Programa de dinamización de senderos” de la diputación provincial de Málaga (rutas provinciales), y las delegaciones municipales de Deportes y Juventud (rutas locales). Asimismo, colabora la consejería de Comercio, Turismo y Deporte y la delegación municipal de Agricultura y Montes.

En este Programa pueden participar las siguientes personas: EDAD: A partir de 14 años; los menores de edad deben adjuntar una autorización de sus tutores e ir acompañados por un adulto.

CONDICION FISICA: Ésta debe ser la adecuada a la dificultad y distancia del itinerario a realizar.

Estepona Spring programme of hikes Estepona’s Sports and Youth Department has published its programme of guided walks for this spring, designated “Caminos de Estepona”, commencing on Sunday, 1st March with a trip to Laguna de Fuente de Piedra.

Children under 14 must be authorised by their parents and be accompanied by an adult.

Participants should be sufficiently physically fit for the distance or level of difficulty of the particular hike.

Hikers should be dressed in appropriate clothing for the terrain and weather conditions, and be equipped with headwear, sunglasses, suncream in the summer and wet weather gear if necessary. Don’t forget your camera and binoculars.

The charge of 6 euros covers accident insurance, etc.

All hikes leave from the Campo de Fútbol San Fernando (San Fernando football ground) at 8.00 am.

Cientos de entusiastas de la raqueta participaron en el Open Reklame El II Open Reklame de pádel celebrado en el club de pádel y tenis de Nueva Alcántara durante el fin de semana del 13 al 15 de Febrero, atrajo un alto nivel de jugadores, con 130 parejas, compitiendo por el título en varias categorías de competición. La pareja formada por el profesor de pádel Ariel López y su compañero “Godo” Díaz se proclamó campeona del II Torneo Reklame. López y Díaz se impusieron a tres sets a la pareja formada por Sergio Contreras y Sergio Gómez Barrios.

En segunda categoría el triunfo fue para la pareja formada por Francisco González (padre e hijo), que venció a José Aguado y Lebrón. La tercera, Antonio Garrido y Augusto Tatocci ganó como mejor pareja de su cuadro de competición.

No sólo los hombres demostraron sus habilidades con la raqueta sino que también las mujeres dieron una exhibición de pádel de lo mejor.

En la segunda categoría Mónica Lores y Esther Jiménez ganaron a Sandra y Toñi Figueredo, mientras que en la tercera el triunfo lo consiguieron Yolanda Maesfranco y Doris Nevend.

Pero el pádel no ocupó todo el protagonismo sino que también el tenis tuvo su gran lugar.

El campeón en la categoría aleví fue Guzman Palacios, que venció a Sergio Palacio, mientras que en benjamines el campeón fue Manuel Mancheno, que ganó a Fouad Bembehani.

La segunda edición del Open Reklame fue todo un éxito y gana en calidad y prestigio cada año.

Hundreds of racquet enthusiasts participate in the Reklame Open The II Reklame Open Paddle and Tennis Tournament, held at the Nueva Alcántara Paddle and Tennis Club in San Pedro over the weekend of 13th to 15th February, attracted a high calibre of player, with some 130 pairs competing for the title in the various categories of competition.

Top award in the men’s pairs went to paddle coach Ariel López and his companion ‘Godo’ Díaz who beat their opponents Sergio Contreras and Sergio Gómez Barrios over three hard fought sets.

In the second category the victors spoils went to father and son, the Franciscos González, who overcame José Aguado and Lebrón. The third category saw Antonio Garrido and Augusto Tatocci triumph.

It was not just the men showing their skills, the ladies also provided an exhibition of paddle at its best.

Lagos españoles

Todos los Viernes (Almuerzo opcional + 11,50€) El viaje le lleva a ver un molino para el proceso del aceite de oliva, excursión guiada, y cuando sea el tiempo, veremos el proceso de producción del aceite de oliva ( bebida refrescante incluida).

Spanish lakes

Every Friday - (lunch optional + 11.50€) The trip takes you inland to an old olive mill, for a fully guided tour, and when in season, we see the full olive oil production process (light refreshments included). Then on to the citurs fruit farm, with over 17,000 trees, where we sample fresh fruit straight from the tree.
