MESSAGE FROM THE BOARD CHAIR Dear Early Education Provider, Over the past several months, my colleagues and I on the ELCHC Board of Directors have been hard at work developing a strategic plan and focus. Our board decided to refresh that mission statement to realign with where our organization is headed.

The Early Learning Coalition of Hillsborough County provides children, birth to 5 years, high quality, equitable and inclusive early learning experiences preparing them for success in school and life through the collaboration of families, educators and the community.

We are excited to have a revitalized new mission and focus. Our board knows that you, our early learning network of educators, play a crucial role in helping carry out this mission. The time, effort and work you do to facilitate healthy development and provide a safe learning environment for our county’s youngest children does not go unnoticed.

This past year has proven many things, but through it all you’ve shown us that you have the resilience and tenacity to keep pushing when times get tough. We want to ensure that you know that you are appreciated, you are valued, and our efforts would not succeed without you. We look forward to making this mission the foundation of our work together now and in the future.

Sandra Murman has dedicated a decade to championing high-quality programs, services and early learning opportunities for Hillsborough County's youngest. In Murman's 10 years of public service, she sat on the board of nearly 60 Hillsborough County organizations that addressed economic development, transportation, homelessness, mental health, children's safety, community improvement and more. During her time as a state lawmaker, Murman even had a hand in penning the legislation that created Early Learning Coalitions.

During her time on the ELCHC Board of Directors, Murman helped direct the organizational budget, develop new initiatives for children, families and teachers. These initiatives expand programdelivery and improve quality, eliminate the wait for families in need of assistance and provided extra support to early educators during the COVID-19 pandemic. Murman played a vital role in the creation of the ELCHC's new mission and strategic focus that will be employed for years to come.

The Difference a Year Makes...

The start of a new year often leads to resolutions, reflection and a renewed focus on changes we wish to make as part of the natural fresh start a new year brings. For some, this means exercising more, spending more time with family or quitting a bad habit. For the early learning providers featured in this quarterly FOCUS, the new year is also a time of celebration and a chance to look back on the changes and growth their programs have experienced over the past year during their participation in a Quality Improvement Plan (QIP).

The start of the 2019-2020 contract year was the first time the CLASS tool was required for contracting. CLASS focuses on the interactions that take place between teachers and children throughout the day. Providers who did not meet the CLASS contract minimum composite score were required to participate in a QIP over the course of the contract year. Each Quality Improvement Plan consisted of assigned strategies that the director and teachers committed to working on. In March 2020, COVID challenged providers and ELCHC staff to be innovative and flexible in the way they worked to meet the QIP requirements. Coaching and training moved to a virtual format and CLASS post-assessments were postponed until September 2020.

Once staff began conducting post-assessments to calculate providers' new CLASS scores, it was evident for most providers, the Quality Improvement Plan (QIP) process was a dramatic success.

Providers' scores reflected evidence of their dedication and hard work. Some providers had increases of over two full points in their composite score! We asked some of these programs to reflect on their journey and share secrets to their success. Thank you, Latrice Lake from Echo Learning Center, Barbara Gonzalez from We Are the World Learning Center II, and Olga RodriguezRegalado Family Child Care Home, for sharing your stories!

Echo Learning Center, Owner Latrice Lake Ms. Lake told us that child care runs in her family: her grandmother, mother and sister all work in child care, and so it was natural that she did as well. She worked in other centers until she had her son and took a little time to raise him. In 2019 she opened Echo Learning Center; her son is now 2 years old and enrolled in the center. Some of her new center's first requirements were School Readiness (SR) CLASS observations followed by mandatory enrollment in a QIP. She had never heard of the CLASS tool and began talking to peers and learning about it.

Lake's overall experience Ms. Lake reports she enjoyed her QIP experience. She found the information interesting and helpful, and it gave her a different approach to working with her teachers. During the QIP process, Ms. Lake was multi-tasking as owner/director and teacher in the Preschool classroom. Part of the coaching work involved a 'mock' CLASS assessment and coaching as she and her teacher assistant worked in the classroom. She found the specific feedback and explanation of the CLASS as it related to her work with the children to be most helpful. "It gave me a chance to see where I was and what to work on – it modeled what I did with the teachers. It all helped me to get information out of them and them (the teachers) recognizing how to improve and do the best for children."

Lessons and takeaways from the QIP experience As Ms. Lake gained more knowledge about CLASS, she embraced it. She said recognized how it would benefit children during every part of the day: outdoors, indoors, group times, routines; every moment with the children made a difference. She found that everyone benefited from the CLASS – both teachers and children – and it was eye-opening how things fit together. Another big takeaway was the importance of speaking when working with children and how that brings language and literacy into the classroom.

The best plans are still met with challenges: Lake's obstacles and strategies to overcome them "Our biggest challenge during this year was COVID … it was the scariest thing ever. At first, I thought my biggest challenge was CLASS, but the leadership strategy helped, and my teachers were taking MMCI and learning. Then COVID hit and those teachers left, so that knowledge of CLASS left with them. Even when we were closed, I used the time and resources that I had been given to keep the teachers learning about CLASS. When we were at home, I gave them assignments using the myTeachstone website – I assigned them videos and gave them questions to answer and assignments," she said. And it worked – Ms. Lake wasn't in the classroom for this past SR CLASS observation, and the new teacher did a great job because of Ms. Lake's coaching work!

Olga Rodriguez-Regalado, FCCH Olga is a Cuban immigrant who came to this country in 2013. She started her FCCH in 2014 and has been with SR since 2018.

Olga is located in West Tampa and serves bilingual families who would only like their children to learn Spanish. In the last year, she has attained her Director's Credential and completed her QIP. Pre CLASS Score: 2.94 Post CLASS Score: 4.79 QIP Strategy: 20 hours of certified coaching Rodriguez-Regalado's overall experience "My personal experience has been of much progress; from the beginning, I was very interested in improving my knowledge of each dimension. Improvement was

possible with the help of the Provider Quality Specialists and the MMCI courses I had taken the year prior, which served as a guide for this challenge. Having the coach bring the material from MMCI to life made it possible for me to be better and feel more secure in the work that we child care providers do."

Lessons and takeaways from the QIP experience "My biggest lesson from this experience was when I compared where I was at the beginning of this process to where I find myself today. I am much more aware of the commitment and effort required in planning intentional interactions and communication with children. " The best plans are still met with challenges: Rodriguez-Regalado's obstacles and strategies to overcome them "Always in professional life, one encounters obstacles that are difficult to overcome. As a provider, the changes to the rules and the School Readiness Program Assessment implementation was a challenge. The Spanish community has not had the benefit of coaches in our language who have had the dedication and experience necessary to help us succeed. The Coalition was able to provide coaches who were a perfect match. They were knowledgeable about our jobs and, most importantly, have the qualifications to help me overcome and succeed. This entire experience was great, and I'd like to give a special thanks to the team of specialists and mainly to my Coach Martha who worked directly with me, so I am a better provider."

We are the World Learning Center II, Owner Barbara Gonzalez is in the heart of Town 'N' Country. Owner Barbara Gonzalez opened the center in 2015, making it her second of three learning centers in Hillsborough County. The center serves a mostly minority and bilingual population, with 85% being School Readiness families. She has been fortunate in maintaining 85% of staff stability even during these difficult COVID-19 times.

"I employ 14 employees, at this center, 10 are lead teachers, and six of those participated in taking the courses through Early Learning Florida and received coaching. Our experience with the program has been extraordinary, the instructors who presented the courses were spectacular, and the coaching ignited everything we needed to know in order to offer quality interactions and service while focusing on the children who are the most important in all we do."

Lessons and takeaways from the QIP experience "Our greatest lesson was to understand that giving children a clean, organized environment, and with the right toys, is not enough. It's what we do with those materials in that environment that makes the difference in the children's learning! In a way, the QIP process was a blessing as it helped us to better understand child development and improve our teaching practice. " The best plans are still met with challenges: Gonzalez's obstacles and strategies to overcome them "The biggest challenge for me as the owner and director was to overcome the teachers' innate nervousness of being observed. They are accustomed to Licensing coming and going, but for someone else to come in and document everything that is happening was nervewracking. Our coach Nichole was very helpful in this process as she made the teachers feel comfortable. She also taught me how to continue observing and documenting in her absence, especially during Covid-19. The teachers have developed strategies for keeping the children engaged no matter who walks into the classroom."

Gonzalez's plans moving forward to maintain and increase the quality her center has achieved during this process "First, keeping the same teachers in my center is very important, not only for them but also for me; this gives stability to the children and the center.

Second, make sure that my staff has the necessary materials to effectively provide quality for all children in our care. Third, make sure that my staff and I continue to attend classes that will help us continue growing in our knowledge of quality interactions.

Lastly, but most importantly, ensuring that my senior staff who benefited from the coaching, continue to act as coaches to our new staff. We never know which classroom will be observed and through Nichole's coaching of the teachers and myself, we were able to coach a new teacher whose classroom was selected for observation. The fact that the new teacher successfully completed an observation and helped our center obtain a score of 5.23 was really a confidence boost for us all and we now know that we can and will continue to succeed!"

Q: What have you learned since joining the board?

A: We at Caspers Company McDonald’s are a major contributor to three categories in the community: education, first responders, and military. It was a nobrainer for me to be on the board of directors with the Early Learning Coalition of Hillsborough County.

My vision, mixed with the vision of ELCHC of having maximum impact in the community in 2021 starts with ensuring our children grow up with the same tools and resources as other children. As leaders in Tampa Bay, our number one goal should be to see that the learning disparities gap is getting narrower and narrower to ensure each child’s success.

Q: What is your fondest childhood memory?

A: As a child, my parents would take my brother and

I to Ringling Bros. and Barnum & Bailey Circus. It was at the age of 4 I knew my calling, to be a clown. I never realized it until recently, that those formative years were early learning. Something inside inspired me to want to be a clown as a profession and I did it! It’s quite remarkable to look back and know that early learning has always played a huge part in my success as a professional clown and what I do now.

Q: What did you want to be when you grew up?

A: The clowns with the Ringling Bros. Circus were

an inspiration to me. At the age of 4, I was solely focused on doing it, and did! I owe my dream job becoming a reality to my incredible parents who always encouraged me to do what made me happy. Thanks Mom and Dad, I love you!

Family Child Care Home Edition

by: Lissette Godwin, Regional Area Manager, Provider Relations The average adult spends a little over an hour a day preparing three individual meals, but how much time do family child care providers spend in the kitchen each day preparing meals for multiple children at various ages?

Mealtime is a prime time to bond and interact with children; many times it's consumed with routines and transitions. So how can we get that time back and capitalize on expanding child development during mealtime? Simple….

Bring the kitchen to the children. Adults are often hesitant to allow children to help in meal preparation. Although there are guidelines that must be followed, there are still many opportunities for children to help in preparing meals and snacks. Let's look at the benefits of including children in the kitchen in your Family Child Care Home.

Motor Skills:

You may find that bringing the kitchen to the children will allow you more time to prepare meals. Developing children's small muscles is easier than you think and a natural fit in the kitchen. Many of the skills children will need and use once they enter school, such as writing, fastening, typing, turning pages and basic selfcare, all begin with the development of small motor and gross motor skills. Now you may be asking yourself, but how do I do this without allowing them in the kitchen? … well, bring kitchen activities to them. Introduce children to kitchen gadgets such as rolling pins, molds, mixers or whisk, measuring cups and more. All these gadgets can be used during center time with play-doh, water tables, housekeeping and more.

Most meals require some level of preparation. Look at what is planned for the

day. Are there items children can help with? For example: Snapping green beans and plucking leaves from strawberries before washing, folding napkins, spreading their own jam on bread, or even pouring the drinks. We tend to do these things for children because it's faster, we understand there is a lot to do and little time, so start small. Try once a week, implement a new skill and eventually, the children will be taking over much of the preparation for meals at the table. Top it off with children being a part of making something special, taking turns mixing a cake or rolling dough and using cookie cutters for dessert! Nothing tops a yummy project they can eat in the end.

Social Skills and Social Studies:

Beyond these practical skills, cooking builds character. It encourages children to work with others to produce results and boosts their confidence as they take the lead in preparing lunches, baking holiday treats, or helping to get meals on the table. It also encourages them to be open to foods they otherwise might not have tried. Ask yourself, how much do children know about food preparation? What would they like to learn? These questions will begin many more discussions that will open them up to the world around them.

Teaching Social Studies in the kitchen takes an inquiring mind. There are many questions that we can ask children about food. Where does the food we eat come from? Who invented the tools we use to cook and eat? Does everyone eat the same foods? There are endless possibilities, and it helps to model openness and inquiry with the children until they do the same. Wondering out loud is a great way to begin this process , after a while you will notice that the children will begin to ask questions too and that's when the fun starts. Now a days the

inquiry cycle has many handy helpers such as: Google, Alexa, Siri, the internet, but never forget the importance of a good old fashioned book or trip to the library.

The adventures can be endless. One adventure could be creating special placemats with children that include the topics you are researching together. For example: Where do foods come from? It can be a map with foods and the country or state they are grown in. You can also experiment with recipes from different regions, countries or cultures which can lead to conversations about the people in those countries and children's many cultures. With young children especially those who are in the "me" phase you might want to start local, meaning places, foods and recipes that are meaningful to them. The adventure can be started by a favorite food, a book, a family tradition etc. So where will your adventure begin?

As you can see, STEM has led us straight into Literacy and Language. Creating a classroom cookbook is just one way of bringing literacy to the kitchen. There are many more literacy skills you may not even be thinking of. For example, when you invite children into the kitchen, you are building comprehension and listening skills by having children follow directions. You are building vocabulary in the way you use descriptive language and labeling the many items used in the kitchen which some children may never have seen or used. Different types of foods have many names.

Take an apple, for instance; you have Gala apples, Macintosh, Red Delicious, Fuji, and my all-time favorite Granny Smith apples, just to name a few.

STEM:

Social studies just scratches the surface of inquiry. STEM really begins to Dig in deep. STEM includes Science, Technology, Engineering and Math; nearly everything children do daily touches some part of STEM. You don't have to be a scientist to promote STEM skills with children, in fact...Children are natural-born scientists and mathematicians. Many lifelong skills are acquired in STEM; problem-solving, designing, measuring, weighing, comparing, sorting, and one-to-one correspondence are just a few of the skills you can reinforce with STEM. But where do you begin? Just as we posed questions in social studies to explore and discover, there are many topics children may question in and around the kitchen. Here are a few questions which you can turn into long term experiments from the kitchen to get you started: I wonder why food spoils? I wonder why water changes from ice to liquid to bubbles to steam? I wonder why food changes when it's cooked or combined with other foods? All of these questions can be turned into long-term experiments with your children, but the easiest and most obvious is simply cooking with them.

This doesn't have to be their main meal it can simply be a snack or special event treat. Make

Literacy:

Literacy also includes writing skills and early reading skills. Encouraging children to help create menus of their favorite meals will begin to promote planning, which is an advanced writing skill when they reach school age. Letting children include pictures from those meals such as box labels or out of a newspaper coupon section will encourage children to read environmental print and boost their reading confidence.

When it's all said and done, you have encouraged and built an environment where children will feel safe exploring and experimenting in the kitchen while also incorporating developmental standards.

Background Screening Requirements in VPK & School Readiness All child care personnel must be screened and providers compliant with state & local licensing background screening requirements. If your program offers VPK or School Readiness, your program may be required to complete a Corrective Action Plan if background screening requirements are not met. For VPK, all VPK staff must have a valid background screening & attestation of good moral character uploaded into the OEL Provider Portal.

Did you know that many background screenings for child care staff will be expiring soon?

Nearly 5 years ago, the Florida Department of Children and Families (DCF) required all child care providers to use their Clearinghouse for background screening. Soley using their Clearinghouse created a large influx of child care staff submitting their Background Screening all at once, which delayed how quickly they were processed.

To prevent this delay again, we encourage child care providers to review their upcoming expiring background screening and plan to get the background screenings done when their renewal period opens. Hillsborough County providers may initiate a Clearinghouse renewal 60 days prior to the retained prints expiration date.

Initiating & Checking the Status of Background Screenings Providers must initiate renewal through the Clearinghouse website (also known as the AHCA portal) at apps.ahca.myflorida.com/SingleSignOnPortal. Providers can check the status of the background screening renewal by calling the FDLE Background Checks Department at (850) 4108109, by emailing backgrounds@fdle.state.fl.us or through their AHCA portal. After logging into your portal account, select Background Screenings Clearinghouse- Agency Name. On the Background Screening Clearinghouse Program Access Page, providers will see the approval status. The provider will be able to select the Background Screening Clearinghouse link to view their results. We recommend that providers check the screening results of staff regularly to avoid delays.
