Chairperson’s foreword Yet another year has sped to an end! It was a year, like all others, with highlights and low points.

community’s enjoyment of a peaceful life is further interrupted. It further stresses the fact that families should be repaired as a matter of urgency, so children can grow up in healthy environments and become positive citizens of our community.

Despite the lows, FAMSA continued working diligently to serve the community and to make a difference through its projects, counselling, fundraising and general involvement. Amidst challenging economic times for all organisations, personnel have often personally had to roll up their sleeves for the necessary finances to see projects through. However, with heavenly grace and hard work we can proudly say, “The show did go on!”

I can, however, not neglect to emphasise that there will always be hope for the repair of a community, despite all these negative aspects. And that FAMSA takes the lead in carrying this hope to fellow residents. Management wants to thank each individual for their hard work to bring about healing and to extend a helping hand to everyone in need who came on our path.

In a community where the disintegration of marriages is the order of the day and more than 40 divorce cases are often heard per day, it is clear that there is distress within families and a need for an organisation who can address these issues. The main causes of divorce are substance addiction, domestic violence and extramarital affairs – often a vicious cycle of behaviour stemming from own experience during childhood. With gang-related activity which is busy spinning out of control, our

FAMSA could not have reached its goals the past year, were it not for the grace of God. There is a Chinese proverb that says: “The person who says it cannot be done should not interrupt the person doing it.”

May every one of us push forward, healing relationships, developing communities, eyes on the Lord, trying to make this world a better place for all our people.

To support individuals, families, organisations, communities and society to build, restore and sustain functional relationships.

History

For over 54 years FAMSA has been developing human potential: we provide counselling, education, training and social development programmes to South Africans who want help with relationship issues.

FAMSA is therefore involved with family preservation. We do this through preventative and remedial services which build on existing strengths in individuals, couples, groups and communities.

We help people to deal with modern-day stressors and issues that threaten family life.

Closer to home, FAMSA Boland Overberg was established in Worcester in 1986.

FAMSA Boland Overberg initially represented the wellbeing of families. Over the years, however, dedicated people have increasingly gained credibility within our local communities, which has greatly transformed and diversified FAMSA Boland Overberg’s services to meet the changing needs of families and the greater community.

Co-directors’ report Tumi Frazier once said that broken people breed broken families and broken families breed broken communities who breed broken nations. Family life in South Africa has never been simple to describe or understand.

Furthermore, in a report by the South African Institute of Race Relations, our country is described as one with a myriad unique circumstances that affect the structure and state of families. These include the history of Apartheid and particularly the migrant labour system. Poverty and the HIV/AIDS pandemic also profoundly affect the health and wellbeing of family members and consequently place an added burden on children. “It’s a fact that children in our community are not growing up in safe and secure families,” the report states.

It goes on to say that families living in poverty and those who experience unemployment are most likely to have dysfunctional home environments. Single-parent households are the norm in South Africa with the majority of children most likely growing up with the mother. An increasing number of fathers are absent, and a crisis of men in South Africa seems to be perpetuating patterns of abuse and desertion, which will most likely continue in future generations.

It is for those broken individuals, families and communities that FAMSA Boland Overberg has stepped into the gap during the financial year

2016 to 2017. Through our dedicated staff members’ sustained efforts, counselling services as well as adult and youth capacity building programmes and training were provided to these families.

Effective service delivery would not have been possible without the support of our trusted board members and, more importantly, the Department of Social Development as our main funder.

The partnership with the Department enabled us to render services to families at risk, ensuring that the provincial government meets its statutory obligations towards families in terms of Section 28 of the Constitution: reducing harms associated with family dysfunction.

Once again our operational planning for the period 2016 to 2017 focused mainly on key deliverables contained in the Service Level Agreement with the Department of Social Development. FAMSA Boland Overberg has, however, been operating in an environment characterised by resource constraints due to a reduced fiscal base and growing demand for essential services. A particularly huge challenge has been spiralling administrative costs for which the Department does not provide full funding.

Our hope is that the Department will direct increased resources to NGOs to render social services on their behalf. But as co-directors of

Innovative thinking and management will be necessary to face challenges yet to come.

The Institute of Race Relations predicts that these challenges will escalate. It is evident that familial breakdown is a cyclical phenomenon, where children growing up in dysfunctional families are more likely to have dysfunctional families themselves.

As individuals and as an organisation, we need to raise urgent questions as to why our country’s worrying family trends seem to be on the increase without the prospects of effective intervention.

Difficult issues such as attitudes to parental responsibilities and attitudes to monogamy and commitment to relationships need to be publicly discussed and addressed with the buy-in of the broader community.

It is clear that the services of FAMSA Boland Overberg are not only relevant to our community’s families and the nation, but critical. All efforts have to be made to keep our services available and impactful to our beneficiaries during the coming financial year.

Financial review The 2016-2017 fiscal year was concluded in a better position than the previous one, due to the fact that the new personnel found their feet and initiated many fundraising projects.

However, the challenge of balancing the income and expenses of FAMSA Boland Overberg still remains.

The increase in donations and fundraisers, as well as a very successful employee wellness programme, enabled the balancing of monthly administration costs. The funding from the Western Cape Department of Social Development (DSD) is our main source of income, which is subject to stringent terms and conditions.

These terms stipulate, among others, the submission of a quarterly progress report regarding the spending of these funds.

It is clear from relevant charts that FAMSA Boland Overberg is almost entirely dependent on funding from DSD. Expenses have had to be managed and decreased in order for the organisation not to overspend on subsidies received.

The precarious financial position of FAMSA Boland Overberg, and its reliance on selfless ‘Good Samaritans’ in the community cannot be overstated. The codirectors, Mechelle Liebenberg and Leon Venter both contributed to the maintenance and stability of the organisation despite the challenges, and I congratulate them both.

Funding is allocated by DSD for three categories: project costs, staff costs and administration costs.

In order to understand the spending of these funds, it is important to understand the financial demands regarding our operational costs.

Administration costs Administration costs are still declining (by 14% in 2017). I wish to thank the personnel for their ongoing efforts to keep these costs at the minimum.

The DSD allocation for administrative costs is a mere 25% of that of the subsidy for salaries, the largest portion of this being used to cover accommodation rental, auditing fees, telephone costs and advertising.

Our office space is rented from JASP Properties, and we wish to express our most sincere gratitude to Mr Andries de Jager for a rental far below the going rate.

DSD requires an audited financial statement every year. For the past three years, Boshoff and Moore were appointed as auditors. We are grateful to Ms Wuanita Moore who gives us a substantial discount on their normal fees, as well as the selfless assistance of Ms Hanneri du Plessis.

Project costs Projects are funded by DSD and are presented by us on a zero-cost basis. However, there are always extra or hidden costs.

We try to cover these extra costs using enrolment fees levied by us for courses presented by FAMSA Boland Overberg, which enables us to continue providing a programme of outstanding quality. We are extremely thankful to our donors.

Staff costs Our employees contribute 7,5% of their salaries to the FAMSA National Pension Fund, which is underwritten by Liberty Life.

However, according to company policy a further 8,5% has to be contributed by FAMSA Boland Overberg, which portion is not included

We offer counselling The educational website changingminds.org describes the dictionary definition of counselling is the provision of guidance in decision-making, particularly in emotionally significant situations. “In most counselling situations the client is demoralised, distressed or in a negative state of mind. But counsellors help clients explore and understand their world; to discover more helpful ways of thinking and of approaching life decisions and challenges.”

The counselling FAMSA offers can typically lead to the resolution of a life problem, learning of some kind and/or an increase in social inclusion.

People from all walks of life approached our organisation for counselling services in the past financial year. We were able to offer individual, group and couple counselling.

Clients received an average of three one-hour sessions per client, couple or family, depending on the severity of the problem they faced.

Following the birth of their child, some of these girls might also drop out of school if they don’t receive counselling, emotional support and the opportunity to catch up on the school syllabus.

Teenagers are at very high risk of dying during childbirth and South Africa has one of the highest childbirth death rates in the world.

In research conducted by the HSRC, teenagers said that the shame of being pregnant meant that they tried to hide their condition for as long as possible and did not seek healthcare.

Closer to home, our young people in Worcester have to face many challenges while becoming productive members of society and the leaders of tomorrow.

Our community’s core values and morals have degraded to such an extent that our young people seek solace with gangsters, in substance abuse, involvement in crime (sometimes violent) and other dysfunctional behaviour. Often this behaviour leads to teenage pregnancy, adding to society’s burden of socio-economic challenges.

We offer educational adult capacity building Parenting programme In Positive Effective Parenting as well as Positive Parenting in South Africa, the authors paint a bleak picture of the challenges modern-day parents face in our country.

“Parenting does not happen in a vacuum and South African parents face a range of challenges. Poverty constitutes a particular risk for parenting. Not only does a lack of financial resources affect the ability of the parent to provide nutrition, health care and education; it makes parenting itself much more difficult.” In addition, “more than 50% of children in South Africa grow up in households where caregivers parent without the support of another parent”.

Parents struggling with poverty are more likely to suffer from depression, and depressed parents are more likely to use harsh punishment and to be inconsistent in their responses to their children’s behaviour. Mothers in dire situations are less likely to be affectionate towards their children and more likely to use corporal punishment. They are also more likely to leave their children unsupervised and to monitor their activities less often.

Harsh, inconsistent parenting which features a lack of warmth and supervision, increases the likelihood of children abusing drugs or alcohol, engaging in risky sexual behaviour and becoming involved in crime. Parents living in poverty are also less likely to have the social support network that betteroff parents can rely on. This renders it essential to put into place evidence-based programmes that support parents in their life-long task.

Fatherhood programme An increase in the number of absent but living fathers is concerning, Tumi Frazier recently wrote. She quoted: According to the South African Institute of Race Relations, by 2009 56% of divorces involved children, 48% of all SA children had absent, living fathers, 52% of black children had absent fathers and the total number of orphans was 3.95million. These numbers continue to increase.

“More and more single mothers are trying to fill all the gaps, but there remains a void that only a father can fill, particularly in the life of a boy.”

A Moneyweb article further explained that research has shown that the absence of fathers when children grow up was one of a variety of factors associated with poor educational outcomes, anti-social behaviour and disrupted employment later in life.

The father’s presence has a direct and indirect influence on major decisions regarding health, well-being, academic achievement, self-confidence in girls as well as adjustment and behaviour control among boys.

Trauma Debriefing Skills Life is inherently unpredictable, meaning that all people will at some time face an event that is traumatic to them. A culture of violence prevails in South Africa, rooted in the notion that violence is normative rather than deviant. It has come to be regarded as an appropriate means of resolving social, political and domestic conflict.

As a result the trauma of living in a violent society is a reality for many South Africans.

This course aims to equip professionals with a body of knowledge and set of skills to understand and intervene with victims of trauma. It also specifically examines the historical development and respective roles of trauma defusing and critical incident debriefing.

With its person-centred approach and the relative ease of teaching the method, Traumatic Incident Reduction (TIR) is a key component in the broad array of effective tools taught within Applied Metapsychology, and one that is used by the trained facilitators at FAMSA Boland Overberg as well as around the world to meet the need of rapid trauma resolution.

How we helped

The employee wellness programme is a new addition to FAMSA Boland Overberg’s services and was offered to various local businesses. One business took up the offer and six adult capacity building sessions were presented to employees on The Importance of Good Communication Skills at the Work Place and in Relationships, The Negative Effects of Substance Abuse on the Individual and in the Work Place, and Conflict Resolution.

The marketing of FAMSA Boland Overberg’s employee wellness services to businesses is of high importance to the organisation during the next financial year.

We offer an employee wellness programme South Africa’s employers recognise the benefits of investing in the wellness of their employees, according to a recent report by PricewaterhouseCoopers. To further quote the report: A high proportion of employers across a broad spectrum of industries feel that the wellness benefits they offer are appreciated by their employees, positively impact their health and wellbeing and create long-term value for the organisation, according to research performed by PwC. CEOs and other executives are becoming more aware of the impact of wellness and its benefits on businesses as a whole, allowing wellness to become recognised as a more important strategic issue.

Increasingly, research suggests that employers can reduce costs by investing in the health and wellbeing of their employees. Costs include both the direct costs of providing healthcare and the indirect costs such as absenteeism and reduced productivity.

Many employers recognise 15

the wider potential benefits of investing in wellness, and have used it to promote the achievement of other important objectives.

For example, investing in wellness can, amongst other things, improve employee engagement and build individual resilience, strengthening the employee value proposition to attract and retain the best talent, and building the organisation’s reputation and brand.

Employees who enjoy higher levels of wellbeing are likely to be more engaged, as are those who believe that their employer cares for their well-being. Employers’ efforts to engage can also influence well-being. It is recommended to view wellness as an integral part of employee engagement.

Absenteeism is possibly the single most expensive problem affecting organisations locally and internationally, so it is worth investing in a solution that works. It is not a short-term game, and it does provide employees and employers with lasting benefits.
