N owadays, either air medical transport (AMT) or Helicopter emergency medical service (HEMS) is no more unfamiliar to us. It has becoming part of our life in the big cities. But this emerging industry still faces software and hardware difficulties in China. From the day the first jet transport and helicopter rescue case took place in China, the entire general aviation (GA) industry has been developed dramatically, but it still restrained by lack of professionals, facilities, infrastructures and so on. This article is dedicated to AMT and HEMS sectors and to discuss the potential risks and safety problems; and how to deal with it.

Although some of the services, such as fire fighting, are not required by the operator, we still need somebody to standby. This is an issue that we want to solve in the future, making the service more convenient and effective for all of us.

SC: As operator, we like direct customers(DC) more. But they will still abandon us in reality. Why? It might be the services we provided can’t satisfy their needs.

SC: AVIC has once conducted a research among BA operators, what kind of business jet is better? Long range? Wide body? I think we shall invest more into the R&D section. The import tariff is extremely high for business jet now, 22.85%. It increases the cost for both the clients and us. Embraer located some of the spare parts manufacture business in China is a way to solve the problem. Same thing, some airplanes are “N” registered or managed by foreign or Hongkong operators.

ZHC: From clients’ point of view, we give all the choices to them, they wont’ choose jets made by Chinese manufacturer. Why is our aerospace industry well developed? It is because China invested quite a fortune into this field during certain period of time. We need to be serious and precise about the aviation manufacture industry. We need to think how to design and produce a product that fits the market needs.

WPX: For Chinese aviation manufacture industry, it is a journey from zero to infinity. Aircraft design is a field requires preciseness and seriousness. Market research and analysis shall

be done before any draft was drawn. Product design shall be customer and market oriented. Market is the key problem not design itself. Aviation is a people oriented industry, we shall bear the initiatives along the way to pursue our visions.

Online Audience: Is the BA market saturated or need more jets?

SC: Different jets fit into different market sectors. It is also decided by different time and location. Generally speaking, there are enough business jets in the market now.

ZHC: It is a bit excessive. The current situation is a bit cruel for BA industry, organizations such as ground handling, food, aviation fuel are making a fortune, only operators are struggling with deficit. It is considered great if an business jet could accumulate 350-400 flying hours a year in China now. Again, integrating existing resources is our task.

China General Aviation in the Perspective of National Strategic Development GAC Contributing Writer: Cui Jianqiang, Yi Qun Editorial Remarks

We will launch a new series of articles starting this month to cover the general aviation operation and management from the macro and micro economic perspectives. Articles will cover regional navigation development, government endorsement, and general aviation operation and the forth.

In addition, we will promote ongoing discussions exploring the challenges and opportunities inside the general aviation industry with various online and offline events.

eneral aviation refers to the use of civil aircrafts in activities outside the public air transportation.

Per the definition of the People's Republic of China Civil Aviation Law Chapter X Article 145, the general aviation activities include flight operations in manufacturing, agricultural, forestry, fishing, construction, healthcare, disaster relief, meteorological exploration, marine monitoring, scientific experiments, educational, cultural, and as well as sports and entertainment industries.

As of 2015, China had 268 companies, which either were in small scale air transportation business or had provided general aviation flight operations defined above, 201 companies that were planning to enter the general aviation industry, 2,400 flight crew, 2,210 aircrafts, 65 general aviation airports, and as well as 300 temporary landing pads.

Under the guidance of the Land and Maritime Silk Road initiative, the general aviation has become a core component in the national development strategy. The general aviation industry will be closely integrated with various domestic industries, serve both enterprise and regional government, and become a key contributing factor to the overall national economic growth.

After the rescue for the ice storm and relief work for the ‘512’ earthquake in 2008, the central government put utmost emphasis on the development of general aviation industry, especially on how to conduct general aviation operations

in terrain of plateaus and mountains. The regional government has conducted extensive research on how to leverage general aviation to drive regional economic prosperity, and leveraged its administrative and legislative power to promote the general aviation operations in the truism and sports industries. With tremendous demands of aviation operations in the public, commercial, and consumer sectors, the general aviation industry will make noticeable contributions to domestic economic growth.

The Chinese general aviation growth strategy should take the ‘customer-oriented, and service-oriented’ approach.

With the administrative endorsement from the government, the initial growth area should be focused on the tourism and sport segments, which is then further expanded to a comprehensive service portfolio across multiple segments.

By the end of 2015, China has about 207 aviation transportation airports and 65 general aviation airports. The general aviation operations and activities are administered under the Civil Aviation Law, Flight Operation Rules, General Aviation Operation Regulations, and Civil Flight Operation Regulations.

The civil aviation administration and military aviation administration co-exist today. After the flight application is approved, it is imperative that all flight operations not only be conducted within the predetermined airspace but also be administered and monitored completely by the government.

The development of general aviation is an integral part of China’s national strategy. The development of the general aviation industry will be beneficial to the aviation manufacturing, the overall transportation system, and as well as the end-to-end supply chain. The ultimate success of domestic general aviation rests on a strategic and executable roadmap that aligns to China’s economical and political environments.

1) It is critical to describe the roles and responsibilities of the government, define the constituents of general aviation enterprise and institution, set the goal for the next 20 years and as well as outline a phase-approached journey on how to achieve this strategic goal.

The regional government plays a crucial role in the industry development. Both the central and regional administrative entities, such as National Civil Aviation agency and provincial and autonomous region governments, need to define, coordinate, and execute their respective development plans.

2) The central government shall define the development goal for general aviation industry on a yearly-basis, identify the key success metrics, and allocate the necessary budget. Then the regional governments adjust the goal, metrics, and budget accordingly to the regional level.

Furthermore, the regional government needs to regulate the use of general aviation development fund, guide the general aviation-related enterprise and institution how to achieve their own goals. The regional government is also responsible to regulate the land use and control. The regional government can use eminent domain to take the land from the developers who is either not going to develop the land as planned or the intended land-use is not aligning to the general aviation development strategy.

The traditional development practice begins with government investing in the general aviation airport, then enterprise operating the airport and infrastructure, which usually results in an operation loss and huge debt on the balance sheet. Going forward, we may consider a new practice that whoever invests will also be responsible to manage and operate the airport. The government should pass the law that requires the enterprise to invest the general aviation airport within 2 years after the enterprise obtains the license; otherwise the government shall take back the allocated land.

3) The regional governments should understand the strategic goal set by the central government, and take into consideration of both internal and external factors that drives a sustainable growth for the industry. The internal factors include both administrative policy and legislation, and as well as the enabling technology; the external factors should focus on the cooperation and coordination among different region governments.

4) The government shall enact a holistic policy that integrates the general aviation flight operations with the tourism, sports, commercial and consumer, and as well as service industries, rather than only focusing on the land use and control, and other short-term administrative matters.

The current pressing issue is driving a government-led and diversified general aviation policy with a comprehensive coverage of manufacturing, agricultural, forestry, pasturing, and fishery industries. With the policy and legislation lagging behind, the heavy investment in the general aviation operations in tourism, and service industries yet demonstrates fruitful result.

5) A viable and executable plan determines the future success and prosperity. The general aviation industry has tremendous growth potential that benefits the entire value chain from manufacturing to consumer. The current dilemma is that the general aviation industry only exists under the shadow of government endorsement. The full economic potential can only be realized when the general aviation industry fully integrates with adjacent industries such as tourism, sports, commercial and services, etc.

The biggest constraint in the general aviation industry is lacking execution. In the present phase, too much efforts and attention are spent on land use and control, and as well as up front investment instead of a long-term plan driving the sustainable growth. How to translate constructive ideas and concepts into a series of feasible and actionable plan is the limiting factor preventing the industry to develop further.

A well-thought idea is only the first step towards the success, and the idea doesn’t warranty the result. In addition to establishing the development goal of the general aviation industry, the government also needs to enact a series of policies that enable, coordinate, monitor, and measure all efforts from various participants in the industry. A good idea can only be measured by its merit.

6) The top tier national research agencies and institutes should explore the possibility of utilizing non-commercial aircrafts in public transportation, and define the relationship between the general aviation and the consumer and service industries. Such a top-down academic approach helps to establish a sustainable growth model, from the perspective of general aviation concept, management model, and operational methodology.

Furthermore, the government needs to decentralize and simplify its administrative process. It currently takes about two years to establish a general aviation company from application to approval. Such an extended and complicated administrative process is a big hurdle to achieve the future prosperity of the general aviation industry.

In our last article, we addressed "how to predict the success of and select a good functional pilot.” We will now discuss what we have observed in some of the current crop of helicopter pilots and the operational problems/challenges they are facing in China. Meanwhile, this article will cover a few thoughts on small GA airports or heliports design.

Our societal backgrounds have great impact on our students' ability to comprehend new concepts and acquire skills. For instance, during the theory training, the concepts and content are extraordinarily new to many students. Many mechanical and aerodynamic experiences were simply not available to almost all students in education and life experiences to date, therefore, true understanding never was achieved in training.

To give basic example of the language barrier in learning aerodynamics, we note the concept of "transverse flow effect" in helicopters.

Understanding transverse flow affect requires the pilot to understand how and why unequal lift exists between the front half and rear half of helicopter main rotor disc at around 20 to 30 knots of airspeed. This aerodynamic phenomenon is in effect in every single take-off or landing that a pilot performs, however the implications of this concept is not even very well understood by most inexperienced flight instructors in United States. Many Chinese pilots whom we have come across were unable to explain this phenomenon in Chinese to us. Since this subject can be hard to understand when it is not explained well, most Chinese students training in the U.S. just memorize the definition or answer to the test

question and never understand the implications of these concepts.

Another example is the concept of “density altitude” which we have heard translated as "High Density Altitude".

While this concept exists in commercial aviation (e.g. the considerations for landing in Tibet are not the same as those landing in Shanghai), the implications for helicopter pilots are much more significant. In any case, “high density altitude” environments are those in which the air is very thin (as it is at high altitudes), however if students group these three words together and emphasize “high density,” they evidently think this is term refers to when the air is dense (as it is at low altitudes). This is a critical concept in aircraft performance, which is fundamental to being a pilot, especially in challenging operations such as tours in the mountains in places like Chengdu, Guilin, etc. However, in our observation, we have come across many people who do not understand this due to either the language barrier, as described above, or it was just never a major area of emphasis in theory instruction.

While the above examples barely scratch the surface of helicopter theory training topics, there are so many more untold misunderstandings, misinterpretations, and misuse of flight controls that have very serious effects on both the mental and physical reactions in many pilots in the U.S. and certainly China.

here are many pilots that simply do not understand the necessary contents of their ground school/theory instruction, and also did not learn many necessary maneuvers. Oftentimes, it is not the fault of these pilots’ fault that they do not possess critical knowledge and piloting skills. Rather the deficiency is due to some flight schools or flight instructors who provided inadequate training. This phenomenon always happens in an educational system that

is immature and lacks good sources of training providers. Until the general aviation system matures, China will face the consequences of many improperly trained pilots in the industry, working as corporate operations pilots, instructor pilots, tour pilots, agricultural pilots, medical transport pilots, etc. and/or as private pilots flying out there in the limited airspace available.

A pilot’s inexperience or lack of skills will be evident to an experienced Chief Pilot, Operations Manager, etc. If we were to investigate the pilot’s flight training experiences, we can almost always find areas where the pilot had some difficulties or operations/maneuvers that were not properly learned or taught by the instructor. What is worse is that for whatever the reason (and there are many), there are instructors that were either reluctant to enforce the proper standards of performance or discipline in the pilot’s training. Consequentially, our industry and general aviation community ends up with these pilots that sit in the cockpit, and pilot our aircraft with our lives in their hands while they are likely inadequately prepared for the mission they are meant to perform.

We know there is a major difference between fixed wing pilots that go into the airlines and for helicopter pilots in general aviation. Fixed wing pilots with ~260 hours of flight experience and a Commercial Pilot License, typically go to work for the airlines as a First Officer. In order to become a Captain, the pilots need to fly an additional thousand or so more flight hours to qualify for the Airline Transport Pilot (ATP) rating. To obtain the ATP rating the airplane pilot will need a minimum of 1500 flight hours to even be considered for a Captain’s position. On the general aviation/helicopter

side of the industry, most helicopter pilots can have their Commercial Pilot License with only 150 hours of total flight experience! Furthermore, many of these low time pilots are asked to be the sole pilot responsible for the flight with such low levels of experience. The common low levels of flight experience for helicopter commercial pilots that are given much responsibility has presented great challenges for general aviation operators in China.

In the United States the commercial helicopter pilot has to build a safety record of at least 1000 hrs. (and often more) to qualify for some common commercial pilot positions, so they end up continuing their flight training to obtain a flight instructor rating and thereafter, secure a position as flight instructor to further their flight experience until they have achieved around one thousand to fifteen hundred accident and incident free flight hours before their job opportunities start to open up in the helicopter general aviation world.

In China today, we have many newly graduated commercial pilots with 200 or so hours of flight experience out there doing jobs that in the United States would require one thousand to fifteen hundred flight hours experience. I am certain that these Chinese pilots could generally fly safely from point A to point B and return, in a controlled environment with good flight conditions. However, when we take them out of their familiar environments, away from controlled and consistent training environments, any unusual occurrence (and there are many during a flight) is a risk for disaster. The new commercial pilot with the ink barely dried on their certificate is unprepared for the multitude of problems that will affect any flight operation such as agriculture spraying, power line patrol or repair, air tours, flight training, external lift, fire fighting, medical rescue and other aerial applications an operator can dream up.

Due to the wide range of helicopter capabilities and applications, these new jobs are always challenging the pilot's personal performance envelope. Keep in mind, in typical commercial flight training programs there are almost no training programs catered to any specific job I just mentioned above (besides the ‘on the job’ training). New commercial pilots are not prepared for any specific job requirement such as external lift for example, and the pilot and ground crew either have to receive additional training in that specific job requirement OR the pilot will have to "experiment" with the helicopter OR with himself. In aviation we categorize this type of operation as "experimental." In the U.S. we are required to put a big sign on the aircraft that says "EXPERIMENTAL," (much like cars with student drivers are clearly labeled) and the pilot?... We call them "test pilots" when they are trying out something that has not been done before.

By definition “testing” something means some type of "loss" is expected and considered acceptable. I think neither experimenting nor loss is acceptable for normal category operations. Operators! Pay attention here!

While I have your attention here, an "operator" is any organization, any person, who has direct control of a flight.

This includes the pilot who is flying the aircraft as well as their boss that may be making decisions for the pilot. In order to achieve safe and successful results and make a profit, the pilot and organization must have proper support and planning for each flight down to every detail. There are rules and regulations for the safe of operation of each flight and business management expertise/experience in this field required to be a profitable, reputable operation. Lack of planning, procedures training, emergency procedures training, scenario based training, transition training, model differential training, second in command transition to first in command training, etc. are essential and any of which may plant a seed for a future failure. Good operators need to understand what their operation needs, and support and carry out this training for their operation, pilots and ground crew. If anyone argues that these trainings are not necessary, too disruptive or too expensive, I have a soul searching quote for you: If you think training your people is expensive, wait until you have an accident!

We have seen all kinds of accidents, and despite what many operators consider to be their best efforts, accident investigators still say "We have yet to see a new way the pilot can crash an aircraft..." Crashes/accidents are usually attributed to pilot error, and a small percentage is actual due to actual mechanical failure. Common factors in helicopter accidents are: Loss of tail rotor effectiveness (LTE), Settling with power (SWP), Tail rotor failure, hydraulic failure, engine failure, lack of training, lack of experience, and finally, pilot “brain stall,” etc.

Last month I read an accident report from China in which the most likely cause was the pilot flying inadvertently into instrument metrological condition (IIMC). In this type of accident, the fatality usually occurs within 90 seconds after the aircraft entered the clouds without proper equipment

on board, pilot training and planning. There are also proficiency and currency requirements even after a pilot holds an instrument rating, which indicates the seriousness of this problem. Today most single engine helicopters do not have the instrument flight rule (IFR) authorization, consequently there are hardly any training helicopters that are authorized to fly in instrument metrological condition. Almost all helicopter instrument flight training is conducted under visual flight rules (VFR) in good weather with a view limiting device the pilot wears to simulate IFR conditions. In my opinion this amounts to inadequate training because these instrument rate pilots never actually flew inside clouds so they never experienced true IFR conditions in the clouds. Instrument rated pilots are obviously better trained and theoretically equipped than those pilots with only VFR experiences, in a similar scenario. But again, in my opinion, these instrumented rated pilots with no actual instrument experience are not suitable to fly in IFR condition, not until they have received some flight training in real instrument metrological conditions (or perhaps in full motion simulators). Operators are not managing their risks if they think just any pilot with an instrument rating can handle true IFR (or even marginal VFR) conditions. Operators in the U.S. for operations such as medical evacuation/rescue that actually send pilots out in IFR conditions often require a minimum of 100 hrs. of actual (and not just simulated) instrument experience, plus a minimum of 3000 hrs. of flight experience.

Last time when I was in China, I had a few opportunities to visit some heliports and small undeveloped airport sites and which I have some after thoughts about. In general, I like the spirit and enthusiasm most people have shown there.

This is a very important factor to advance this industry and general aviation. Since there are so many small airports here in the United States, I would like to share some of the reasons or causes of failures of some of the airports here in the U.S. which Chinese airport developers can learn from.

For those of operators who are thinking of either building a helistop or heliport, a small airport or a combination of both a heliport and airport, the most prevalent failures in airport design and or location of the airport are the following reasons: • Small airports are most suitable for small airplanes, which have smaller performance envelopes. If the wind direction is not favorable with existing runways, there will be incidents and accidents, and soon enough the pilots stop coming due to the adverse condition at the airport. It is essential to understand prevailing winds, terrain and obstacles when designing an airport • There is no infrastructure at the destination airport. If there are no places to get fuel, to eat or rest, the flyers will not come...

1). If there is no ground transportation 2). If there are no overnight accommodations 3.) If there are no interesting places to go 4.) If the service is unfriendly or there are not services 5.) If the weather is always bad for aviating 6.) If there are no secured overnight parking/tie-downs for aircraft 7.) If the landing fee is exorbitant • The airport is near a city or near noise sensitive area. Soon enough, any incidents or accidents will give local residents enough cause to protest the existence of the airport • When a city grows toward the airport, city planners will want to close the airport or relocate it further outside of city limits • When the value of the airport is no longer a benefit to the city vs. a land developer who can bring more value to the city by closing the airport and redeveloping the airport into other uses • The airport is too remote • The airport alienated its surrounding neighbors, or failed to build goodwill in the early stage of development or existence.

• The existing airport’s lack of space for further development while other competing airport nearby grows more functionally.

The above points of concern are current problems many small general aviation airports are facing. No single cause would close an airport but cumulatively when many of the problems starts to pile up on the airport operator, sooner than later the airport becomes a liability rather than asset, it closes.

建湖航空产业园已落户航空产业项目 12 个。该园计划 3 年内引进航空产业重点项目 40 个以上，投入 50 亿元，力争实现工业总产值超 100 亿元。盐城市建湖航空产业园是 建湖高新区重点打造的专业园区之一。其规划面积 8.15 平方公里，启动区面积 5.3 平方 公里，重点发展通航整机制造、设备制造、研发培训、商业服务和通航运营保障等五大板块， 致力于建设一流航空产业基地。截至目前，该园区的航空研发培训中心、展示馆全面封顶， 年内将有 3 家以上高等院校和科研机构进驻；建湖通用机场已获省政府和军方批准全面开 工建设，年底将通过竣工验收。 从市政府相关会议上获悉，玉溪市加快推进通用航空产业项目建设，将在江川区布局

合肥骆岗机场申请 通航机场复航

近日，合肥通航控股有限公司开始对合肥民航机场旧址“骆岗机场”进行接收、 清场、复航工作。并欲编制《合肥市通用航空产业发展规划》。初步设想：恢复骆 岗机场通航功能。依托骆岗机场运行保障能力，建设通航产业园区。安徽省内“城 市机场群”布点也正在加速推进中。2016 年初，安徽十三五规划出炉，航空方面

未来将建设合肥新桥国际机场二期工程；新建芜湖宣城、安庆、蚌埠、亳州、宿州、滁州等民用机场；改扩建阜阳、 九华山机场；建设岳西、庐江、无为、泗县、砀山、泾县、黄山风景区等若干通航机场。到 2020 年，将形成以合肥 新桥机场为中心，支线机场为节点，通航机场为补充，覆盖全省、辐射周边、通达全部及部分国家的民用航空网络。

珠海通用机场 拟落户斗门莲洲

5 月 27 日，珠海市住房和城乡规划建设信息网对珠海通用机场项目用地规划许可批 前公示，斗门区莲洲镇的新益村有望成为珠三角首个通用机场。根据公示显示，珠海通用 机场项目位于斗门区莲洲镇新益村，面积为 349697.60 平方米，分为地块一和地块二和 地块三，地块一面积为 286393.5 ㎡，地块二 58404.9 ㎡，地块三 4899.2 ㎡。公示期 将从今年 5 月 28 日至 6 月 6 日，总计 10 天。

FAA 发布飞行员训练 新规

近日，FAA 发布了关于私人驾驶和仪表飞行的飞行员训练新规定。《飞行员认证标 准（ACS）》取代了之前的《实际试验标准和学习声明参考指南》，新的 ACS 规定将于 6 月 15 日开始生效。据了解，相比之前的标准，新的 ACS 训练标准条款更明确也更具相 关性了。同时，新规中将风险管理的概念加入了训练要求，这将大大提升飞行员决策的正 确性。FAA 还将 ACS 标准纳入到知识测试的提问中，通过在对话中询问任务飞行员面对 某种情形将如何操控，使得知识测试更具针对性。

逐步关停哈尔滨 安博威飞机工厂

AvFab 空中国王 座椅改装获 CAAC 认证

Aviation Fabricators (AvFab) 已获得中国民用航空局（CAAC) 比奇空中国王高密 度座椅和补充座椅的 STC。重量更轻的座椅可根据不同的摆放设置增加乘客数量。位于后 部舱门旁行李舱的 2 个补充座椅可为额外的乘客提供座位。补充座椅可折叠收放，随时为 乘客或货物提供必要座椅或货舱空间。STC 认证套件包括座椅、约束系统、地板（如果需要）、 所有配件、支架、硬件、救生衣、头灯、氧气面罩等及其安装说明。客户可为座椅安装软垫、 在座椅边缘喷漆，以符合飞机整体内饰基调。

6 月 2 日，巴西航空工业公司及其中国合资伙伴哈尔滨航空工业（集团）有限公司、 哈尔滨哈飞航空工业有限责任公司发表声明，证实将逐步关停其合资工厂——哈尔滨安 博威飞机制造公司。该工厂已在中国成功运营 13 年，先后生产并交付巴航工业商用飞机 ERJ 145 及公务机莱格赛 650。工厂组装的最后一架莱格赛 650 已于 3 月份交付。虽然 双方合作宣告终止，但根据巴西航空工业公司的声明，公司仍将致力于其在中国市场的公 务机和私人飞机的销售业务，并继续为其在中国的客户提供服务。公司在中国现有的 166 架飞机将由其在北京的团队提供后续保障服务。

要求太多客户不满 Icon 更改购机协议 2016 产量大幅下调

巴航工业首架 E190-E2 提前实 现首飞

5 月 23 日，巴西航空工业公司首架 E190-E2 今日成功实现首飞，标志着 E-Jets E2 项目实现了又一个重要里程碑。该架 E190-E2 喷气飞机于当地时间下午 1:06 分从巴 航工业位于圣若泽杜斯坎普斯的工厂起飞，飞行时间达 3 小时 20 分钟。今年 2 月底，巴 航工业举办了隆重的首架 E190-E2 下线仪式，而仅三个月后，该架飞机便成功实现了首 飞——这也标志着 E190-E2 将进入认证阶段。E190-E2 系第二代 E- 喷气系列飞机中的 三款机型之一，并预计将于 2018 年投入运营。

TRU 向华航空交付首台 CRJ900 D 级全动模拟机 6 月 16 日，CRJ900 FFS 顺利通过了民航局 D 级模拟机的初始鉴定。这是 TRU Simulation+Training 向中国大陆乃至全世界交付的首台庞巴迪 CRJ900 FFS，同时也是交付给重庆华夏航空培训中心的首台 该型号模拟机。2016 年 3 月，TRU 将一台 CRJ900 FFS 模拟机运抵重庆华夏航空培训中心，经双方的精 诚合作，最终顺利完成了安装、调试以及现场验收。

主持人：请吴佩新先生聊聊现在对公务航空发展现状的认识。

吴佩新：第一届 ABACE 上海公务机展时市场就很热。但需求和有效需求 还存在很大差距。这些年来，虽然很多公司干的很辛苦，但也没赚到什么钱。 这是否跟反腐等有关系呢？现在来看，确实有些影响。长远看，政府需求确实

是一块市场，但非政府机构和民间需求是另外一大块的市场。如何盘活现有资

源和市场才是我们需要考虑的问题。 市场要素一定是流动状态，谈论市场才有意义。到现在为止，我们还是双

GA China：请您介绍一下中民租赁从成立至今的发展状况。

直升机医疗救援与转运早已 成为国人关注的话题。但由 于基础设施、建设资金、医 院配套、保险产品不足等多 方面的问题，这一在国外早 已走进千家万户的大众产 品，对于中国老百姓来讲仍 是遥不可及的皇冠上的蓝宝 石。前阵子，“瑞士奶牛乘 直升机看病”这一新闻在网 上疯传，从侧面充分说明了 国人对直升机和直升机救援 的不了解与兴趣度。此次采 访，中民租赁副总裁何敏女 士就如何通过合理的融资方 式与打包产品，将医院、运 营商、基础建设等结合到一 起，为老百姓提供便捷、优 惠的通航服务，给出了全新

迅速，截至去年底已有 20 多架直升机，在业内算是最大且最专业的直升机租赁公司了。 2016 年战略规划是怎样布局的？

今年，公司依然会把通航板块作为重要发展方向之一。从去年的 20 多架到目前近 50 架的数量来看，应该已经算是国内最多的。去年 9 月份我们在天津的第二届直升机博览会 上与空客签署了 5 年 100 架直升机的采购计划，目前我们已经生效和即将生效的大概 30 架， 业已在意向客户和销售方面基本落实。同时，与空客欧直的合作顺畅，他们在机型、交机 时间及设备的选装方面给予我们非常大的灵活性和配合度，在寻找国内的租机客户和在下

我们不仅局限在公立医院，会考虑很多民 营医院的合作 , 我认为民营医院会更多一些。 医院方面，目前我们还是在指定当中，至 少三甲或者二甲之上。我们自己今年又新设了 一个医疗健康板块，是除了我刚才介绍了四个 板块之外的第五个板块，在做一些配套的医院 融资，也会为我们未来的医院资源提供保障。 具体的准入门槛，比如多大的金额、多少张病 床等，找什么样的合作伙伴等相关规定我们也 正在制定当中。当然，如果医院位于偏远地区， 我们的要求也不宜太高。 业务是否仅瞄准一线城市？

最近刚刚发布的一些相关的产业政策以及新规，对这个门槛是相对 降低了。对于通航企业来说，原来自有资金及自有的运力都是有规定的， 现在可能是通过租赁或者是去运营，去帮助别人管理这种模式就可以具 备申请资质这样一个要求。所以，门槛是放低了。这应该也是表明国家 在这个阶段对这个行业扶持和鼓励的态度，需要更多的参与者进入到这 个领域当中来。所以，也能看出它是一个朝阳而非过剩的行业。 在一些通航企业成立之初，如果连两架自有直升机都有融资压力 的话，他们在资金上肯定不是非常充裕。所以，借助融资租赁可非常

图/ 前言 2016 年 5 月 21 日 至 25 日，《中国通航博览》走进 企业采风活动，来到了位于 山东某机场进行飞防作业的 青山绿水通用航空有限公 司。系列采风活动是刊物今 年新设立的一个版块，在五 天的采风活动中，采编人员 第一次与企业全方位接触， 亲眼目睹了企业从领导到基 层每一位工作人员的专业与 艰辛。正是这样一次零距离 接触，才能让我们为大家带 来最真实的通航写照。下面， 就让我们一起走进青山绿水 通航。

5 月 21 日 到达 通知次日凌晨 4 点出发进场

一天，采编人员一行两人怀揣着一丝喜悦与激动，踏上了南下的火车。为了圆 满完成此次任务，我们提前做了大量准备工作。经过一番周折，于下午三点终 于到达企业驻地。由于时间较晚，外加舟车劳顿，采风活动定于第二天开始。

晚上八点半，在所有工作人员下榻的酒店，我们见到了即将共同战斗的各位领导、飞

行员、机械师、后勤保障人员。经初步介绍认识后，我们向大家询问了一些简单的工作内 容与流程，工作人员一再向我们强调进入机场的注意事项。后勤保障人员下达了第二天的 飞行作业计划，要求所有参与飞行作业人员早上四点起床，四点二十出发进场。因为下榻 酒店与机场间路程较远，没有车辆可保障多次接送，所以务必不能迟到。

5 月 22 日 采风第一天 专业的人与飞机干专业的事

22 日早晨天还没亮，所有人员就已经在酒店大门集合准备进场，因为此时没有可以吃 早餐的地方，每个人都简单地拿着一些小面包、香蕉等食物。车辆到达机场时，天空依然

午饭怎么办呢，水也没有了，这时的我突然想起 了上甘岭，历史即将重演。又熬过了四个小时，终于 听到消息，飞机已经起飞。于是我们分头赶到预先设 定的拍摄点等待飞机。随着隐隐的发动机声音由远及 近，飞机已经进入我们的视野。飞行路线是以我们所 在山顶为中心，飞行 20 圈左右，进行药物喷洒，所 以在这个过程中，我们要不停地变换机位，争取拍到 最美的画面。当飞机在镜头前一次次地呼啸而过，那 种震撼感是无法用语言来形容的。很快第一个架次就 飞完了，这时的我们也跑的满头大汗了，借着飞机返 航加药这个时间，我们赶紧把刚刚拍摄的镜头进行一 下评估，看看有没有需要补拍的镜头。就在这时，我 的电话响了，工作人员询问拍摄效果如何？是否还有 新的要求，我赶紧说：“有，让飞行员再从计划拍摄 点上空飞一次，我要补一个镜头。”在第二个架次的 飞行过程中，飞机不断地从我们上空以不同的角度飞 过，以便于我们多角度拍摄，当飞机从山头的另一侧 一跃而出，飞过我的头顶，简直就像电影大片里的镜 头一样。补拍完了我们想要的镜头，心情舒畅至极， 背着设备与同事一起下山洗澡吃饭去了。采风活动也 就此画上了一个圆满的句号。

我觉得中国的公务机还是有很大的潜力，随着整个经 济的大发展有这方面需求的人都在增加。目前，整个市场

FBO 建的越多越广可以直接服务于用户。在我看来， 中国目前的 FBO 现状就是一种垄断行为。一家独大， FBO 的收费很不合理。有些 FBO 使用一次费用甚至超过 运行成本。在美国，FBO 只收油费，其它都是免费的。 而我们这里有什么就算一项费用，加油、充电、加水都单 独收费且很高。这样导致恶性循环，这些费用越高转嫁 给客户就造成他们出行成本的上涨。表面上看，FBO 可 以狠赚一把，但时间一长便会造成从用不起到不敢用的转 变。用户也很无奈，飞一次的成本没有多少钱，但过一个 FBO 要三、四万，无形中增加了成本。如果民营资本真 的可以参与进来的话，形成竞争机制，那局面就一下子打 开了，不是一家独大乱定价格了。

我们已经见过许多飞行事故类型，尽管飞行员 不认为这是拜他们所赐，但事故调查人员常说：“我 们还没发现过飞行员造成坠机的新方法。。。”坠 机和事故通常是由飞行员的错误所引发的，仅有一 小部分事故是由机械故障所导致的。直升机事故常 见原因有：尾桨失效、尾桨故障、坠落到涡环内 , 液压故障、引擎故障、缺乏训练、缺乏经验等。最 重要的一项：飞行员”大脑停车”。

仪表飞行 不是有签注就能飞

上个月，我阅读了一篇中国事故报告，其中指

出大部分事故是由于飞行员不经意地飞入仪表飞行 气象条件所造成的。在这类情况中，如果没有正确 的机载设备、飞行培训及准备，事故会在进入云雾 90 秒后发生。即便飞行员拥有仪表签注，也有对飞 行员熟练度的要求和正当的复习，这也从侧面说明 了这一问题的严重性。
