We’ll admit it: events outside our control have had us worried for a while about the future of solar power—in Arizona and throughout the country. With swelling panel prices, the Fed’s rate increases, and the ongoing, seemingly inevitable shriveling of government support for the green-energy transition, an ominous gloom appeared to be settling over our industry, foreshadowing a long night.
Congress Passes, President Signs New Act. Homeowners to Receive Additional Billions to Go SOLAR!
Well, it’s always darkest before the dawn, as they say, and we’re happy to report a bright ray of hope peeking above the horizon.
The law also extends and expands support for other household energy infrastructure, such as energy-efficient appliances and heat pumps.
Some critics have derided the bill’s inflation-fighting measures, saying its industrial policies (and various other measures) don’t do enough—or don’t do it fast enough—to tame price increases. To be sure, inflation is a complex and controversial phenomenon, one with many causes and no simple solutions. With last month’s abrupt, unexpected breakthrough in negotiations between Senate leadership and fickle holdout Joe Manchin, the future of clean energy suddenly started looking a lot brighter—as did our outlook.

Scottsdale Primary Election Results City News Scottsdale Airport Receives Grants to Curb Capacity Issues Photo Courtesy of City of Scottsdale SCOTTSDALE AIRPORT HAS RECEIVED MORE THAN $5.4 MILLION IN GRANTS FROM THE FEDERAL AVIATION ADMINISTRATION (FAA) TO IMPROVE THE EFFICIENCY, SAFETY, AND CAPACITY AT THE AIRPORT. These grants will provide funding to construct an aircraft runup area, reconstruct a portion of the taxiway and taxiway connectors to current FAA safety standards, and rehabilitate a taxiway connector. The entire project will be funded by two grants: • $4,690,602 from Airport Improvement Grant funds • $763,000 from Bipartisan Infrastructure Legislation (BIL)
Aviation staff, in collaboration with Mead & Hunt (the airport’s on-call engineer) and the FAA Air Traffic Control staff, designed the project to introduce five aircraft run-up positions at the north end of the runway. This provides adequate spacing for aircraft and allows the Air Traffic Control Tower to efficiently clear aircraft for departure.
During Scottsdale Airport’s busy season––especially during event season with Barrett Jackson Car Auction, WM Phoenix Open, and the Arabian Horse Show––there are spikes in business jet operations. With a boost in operations from a mixture of aircraft types from smaller propeller, turbo prop, and business jet aircraft––they all compete to depart. The business jets departing with instrument flight rules have a certain window to depart the airport when they receive clearance from the FAA tower. Unfortunately, with a single taxiway and aircraft lined up to depart, the business jet aircraft are unable to taxi around smaller aircraft. And in some instances, some aircraft waiting to depart, obstruct others and delay their departure.
The FAA recognized the importance of this project––especially with Super Bowl LVII coming this January––and awarded these grants to Scottsdale earlier than expected.Theproject will start this fall. Completion is anticipated by the end of the year, just in time for Scottsdale’s Super Season.
“This causes a bottleneck of aircraft at our runway end,” says Aviation Director Gary P. Mascaro. “These grants support the importance of improving these capacity issues at Scottsdale Airport.”

“One of the reasons for affiliates gravitating toward us is our strategic partnerships,” says Wilde. “We can offer such a deep bench of services beyond traditional retirement and financial support – from tax services and estate planning to mortgage assistance and even college planning – thanks to our investment in them.”

The Oct. 8 concert will feature a performance of music for strings and flute, including the rhapsodic fantasy A Night Piece by late-romantic American composer Arthur Foote and the “Weihnacht” Quintet by Dutch-Austrian Jan Brandts-Buys, a work that depicts and explores a Biblical quotation from the Christmas story with each of its four movements. Also on the program are the String Quartet in D Minor by legendary Italian violin virtuoso Niccolò Paganini and Beethoven’s Duet “with Two Obligato Eyeglasses” for Viola and Cello. The performance will feature Urban Nocturnes’s violinist Karen Sinclair, violist Christopher McKay, cellist Melita Hunsinger, and flutist Viviana Cumplido Wilson, along with guest violinist Trista Wong. The audience will be treated to a Question-and-Answer session with the musicians following the concert.

To step into a library that contains books that are centuries old, maybe a 1,000 years old would be amazing. The combined smell of leather, dust, old paper, and furniture polish is too delicious.

Inspired by a similar program, Hands On Safety is focused on educating children at community and school events. “Kids are given information on safety by officers to cover both fire and police matters. They are taught about calling 911, fire safety, bike safety, gun safety, car safety, water safety, and stranger danger. As a pledge to stay safe, the kids are given an opportunity to place their handprint on a police car and get their picture taken with an officer, and if supplies last, are given a coloring book to reinforce the message,” Katzaroff Theexplains.program was started by former Scottsdale Police Department Officer David Kamleiter and current Police Aid Sherri Hawkinson. “One of our officers had heard of something like this being done at another agency [placing handprints on a police car] and suggested it to our team as a potentially fun idea to do in conjunction with some of the events we do out in the community,” Hawkinson says. Before the initial pandemic shutdowns, the officers tested the event concept at two events, and it was a hit. “The smiles from everyone involved have been so worth it,” Hawkinson says. “Officer Katzaroff transferred into crime prevention during COVID and had been chomping at the bit to get out and interact with people inperson. As soon we got the blessing from upper staff, he started planning on how to get this program rolling again and started incorporating it with school safety visits…

Education Hands on Safety
AZ529, Arizona’s Education Savings Plan together with the Arizona State Treasurer’s Office are asking Arizona fifth graders: “What is your dream job and how do you plan on achieving it in the future?” That is the theme for this year’s third-annual essay writing contest, which is open to fifthgrade students across Arizona. A total of 20 winners will be selected across the state and receive $529 towards opening a new or existing AZ529 Education Savings Plan. One winner will be selected from each of Arizona’s 15 counties and at least one winner each representing a district, charter, private, tribal school and homeschool will be selected. Up to five additional winners will be awarded in Maricopa and Pima counties, based on higher population. In all, more than $10,500 will be distributed to 20 students to assist in saving for their educational plans beyond high school. Parents or guardians of the winners will be responsiable for setting up an AZ529 account if an account does not already exist. All entries must be submitted online to az529.gov/essaycontest or through direct mail. Entries must be received by Oct. 2, 2022, at 11:59 p.m. (MST).

An override allows the district to offer competitive salaries to attract and retain highly qualified staff to serve our students. Currently, CCUSD teacher pay ranks in the bottom 15% compared to other Arizona school districts. CCUSD lags behind surrounding school districts competing for teachers and staff. Since all school districts will be receiving the increase in funding, this gap will still exist because almost every school district in Maricopa County has approved M&O override funds to pay their teachers and staff higher wages.

Q: What is a Maintenance and Operations budget override? An M&O override seeks voter permission to exceed the “revenue control limit,” which is a spending limit set forth in the Arizona Constitution since 1980. This law allows school districts to ask voters for direct fund ing to supplement budget allocations from the state legislature. With approximately 85% of the maintenance and operations budget used for staff salaries and related benefit costs for the district’s employees, community support is necessary to offer competitive wages and maintain the excel lent programs and services that CCUSD offers beyond the basic state standard.

Q: What exactly would a successful passing of an override mean to the Cave Creek Unified School District? A successful passing of an Override will be used to:
• Support student and staff safety.
• Fund stipends for hard-to-fill positions and special education teachers.
Q: What is the difference between a bond and an M&O override? Bonds allow the district additional funding to use for capital items, such as new buildings, additions to buildings, land, school buses, and renovations to buildings, furniture, equipment, and technology. An override is used for “people and programs.” They fund operational expenses including salaries, ben efits, supplies, purchased services, utilities, and insurance. An override allows a district to exceed its budget limit up to 15%.
Q: What happens if the M&O budget override is not approved? If an override is not approved, the CCUSD will struggle to retain and attract highly qualified teachers and lose staff to surrounding school districts that can offer more competitive salaries. In addition, the district will have to consider the following:

Q: Do other school districts have a 15% M&O override in place? There are 55 districts in Maricopa County, 48 districts currently have an M&O override in place. Out of the seven that do not have an override, six of them have under 760 students. Cave Creek Unified School District is the largest district in Maricopa County without an override –currently serving over 4,800 students.
• Increasing student fees.
• Reductions in operation and maintenance services.
• Invest in career, technical, and vocational education, including computer science, engineering, coding, and JROTC.
Q: How do I know the money will be spent as indicated?
By statute, tax credit monies must be used for extracurricular support for students. The district could not legally use it for regular expenditures such as new teachers, salaries, benefits, supplies, or utilities. Tax credit funding is important for providing out of school day opportunities for students, but it doesn’t provide more money for the district to spend.
• Reduce student fees, including athletics.
• Reduce the district’s need to eliminate effective programs and services to students and parents.

Arizona law is very specific in how school districts can spend the money they receive. The expenditures of the override will be presented to the governing board monthly and audited annually. A citizen oversight committee will be created to review override expenditures.
Q: What is the district’s history of overrides?
Yes. The override would be a $0.21 prop erty tax increase, which would be $122 a year for a homeowner with a limited property value of $582,790 (the limited property value is the home value the county uses to assess the taxable value of a home).
Q: How does Arizona fund schools? Arizona funds its schools based on the number of students and the miles students are transported. It is formula-based funding.

The district’s M&O budget override elec tion provides funding to the district for seven years. This additional funding would start in the 2023-2024 school year. Voters will be asked to reauthorize the override by the fifth year, or the district will receive reduced funding in year six and a further reduction of funding in year seven. After year seven, the override expires, and fund ing is reduced to zero if not reauthorized.
• Redrawing attendance boundaries for our schools, which could include repurposing our schools.
• Increasing class sizes.



5. Recognize when your child makes negative statements about themselves. If your child struggles with math and makes a generalized statement such as, “I can’t do math,” respond along the lines of, “You do well in school when you work hard. Math is a subject that you may need to spend more time on.”
4. When your child misbehaves, respond by saying that they “made a bad choice.” This gives them the power to make the right choice next time. Avoid making statements like, “You always misbehave,” because it can negatively define the core of your child’s identity.
2. Give praise when deserved, without overdoing it. Empty praise or a ribbon for no effort is not meaningful. A true sense of self-worth comes from trying, failing, trying again, and succeeding.
Problem is: how do we protect our children from the inevitable? How do we teach them to ignore and avoid bullies— to rise above the cruelty among us? How can we instill in our children to love themselves and radiate the self-esteem and self-worth we hope they will carry It’sforever?surely a scary feeling sending our kids off to school knowing mommy isn’t around to protect them from falling or getting their feelings hurt.
7. Show encouragement in many areas of your child’s life. If you only focus on grades, your child may believe they are only as good as their grades.
6. Resist comparing one child to another in the family. Asking, “Why can’t you be more like your brother” will eventually lead to a lowered sense of selfworth. Emphasize what makes your child unique.
9. Maintain a positive home environment. If you and your spouse are constantly arguing, your child may not feel they don’t have control over their environment. This can cause them to feel helpless and recluse.
As many get in the groove of back to school, now is an opportune time to prioritize feeding our kids with positive reinforcement. However, I’m no expert. I’m just a mom doing the best I can. So, after much Googling, I came up with a list of 11 easy ways parents can help their kids establish and maintain self-confidence.
1. Recognize your child’s small and large successes. Children develop self-esteem gradually. Telling your child they are smart is nice but pointing out something specific gives them proof to internalize this belief.

Investors are the second largest number of calls. If you watch any of the HGTV shows, they detail how the personalities buy homes at auction and fix them up. Well, there aren’t many homes at the foreclosure auction lately because prices had moved up so much that it made much more sense to sell than let it foreclose. The recent value increases made investing much more profitable, but they also made good deals way harder to find. Investors who don’t want to split their profit with wholesalers have had to be creative to find people willing to sell. Calling or texting off-the-market homeowners like you is one way to do that. Buyers are an infinitely smaller group. They mainly do this via the post office and often with handwritten letters to add a homey touch. The pitch generally revolves around that they have been looking to purchase a home that has exactly the features that your home has. But in most cases, they too are just looking for a deal. They want to buy without outside competition and are hopeful that the fact they are your neighbor will get them a better price. Our clients often tell us that they have a neighbor who wants to buy the home before it goes on the market. This never works. Usually, the price we sell for on the market is over $100,000 more than the neighbor was willing to pay. If selling the traditional way (listing your home on the MLS with a real estate agent) isn’t the right path for you, a cash buyer could be a good solution. We have several investors that will make you a same-day cash offer with no repairs and often even allow you to stay in your home. Let’s take a closer look at this. HOW DO THEY FIND ME? We live in the information age, and unfortunately much of our private and personally identifying information is available online. It is very easy for people to buy or rent lists in areas from people who already have your information. They can be very specific about the people they want to focus on. Scottsdale North is a target-rich environment because not only is it a high demand area, but most of the homes also have a lot of equity. That equity is very appealing for several reasons, but mainly because it gives them more room for negotiation. WHO ARE THEY? In descending order of frequency of contacts, these are the most common: wholesalers, investors, and buyers. Wholesalers are by far the largest offenders. Wholesaling is now an entire industry in the new economy. It’s much easier, and it doesn’t have the risk of buying and then fixing up and flipping. The wholesaler won’t usually buy the home themselves. They will simply wholesale it to somebody else. These people source properties for investors who don’t want to do it for themselves. They will just negotiate the deal to buy your home and then assign the contract to an investor. They wrangle to buy your home low enough below the market to give both themselves and the investor enough room to make their profit. The pitch is: “No hassle, quick sale.” Many of these folks are very good at what they do. They are likable and have perfected talk tracks. A friend of mine is a titan in this business. He and other companies will provide everything you need, including complete scripts and role-playing on how to talk sellers into selling well below market. The answer is no. While the revocable trust is a great estate planning and probate avoidance tool, it is not an asset protection trust. When you create this trust, you still have full control over the assets in the trust. Because of this, the law recognizes that they are your assets, and your creditors can get to them in the same way as if they were in your personal name and not in your trust. However, you can help your beneficiaries out by protecting their inheritance with a beneficiary asset protection trust. How do we do that? Instead of your trust saying that your beneficiaries get their inheritance outright (meaning the trustee simply writes them a check and they do with it what they want), your trust can direct that each beneficiary receives his or her share in a protective trust.

PROTECTIVE TRUSTS CAN KEEP AN INHERITANCE OUT OF THE HANDS OF CREDITORS
Many of my clients like the idea of the beneficiary protective trust, especially after I mention that the trust can protect a beneficiary’s inheritance from his or her spouse. If a beneficiary has a marriage that’s a bit rocky will the inheritance end up in part in the ex-spouse’s name?
These beneficiary trusts do provide asset protection for the trust assets. An outright gift of the inheritance can result in a beneficiary’s creditors snatching all your hard-earned money. But when you leave the assets in a protective trust, your beneficiary will not lose his or her inheritance to bankruptcy or other creditor issues.
Leaving the inheritance in trust can assure that your beneficiary keeps the inheritance in a divorce. The assets held in trust won’t be divided up, because the inherited trust is separate property, belonging only to the beneficiary and not his or her spouse.

By Tony Beal OUT NOW “Prey” A Comanche woman finds herself in new territory when she and her tribe are hunted by an alien with advanced weaponry.
Sometimes you watch a movie and can tell from the first few minutes that it won’t be for you, and yet it can still surprise you with how bad it is. “Bullet Train” is that kind of film that goes through the motions of having a big cast (including cameos), a funky tone and soundtrack, and enough humor and quirks to keep the audience’s interest. What it doesn’t do is make any of those characters likable (wasting a hugely talented cast), provide humor that’s actually funny or give you a reason to care about anything that’s going on. It can’t even deliver on the action, with choppy and ugly fight scenes that have little variety and no thought in the visuals beyond “flashy neon.” It’s a movie where you can tell everyone was only there because they were bored from COVID quarantine and wanted some quick bucks, and no one had any real passion. It’s an infuriating and obnoxious movie, a compilation of the worst aspects of modern action movies.

“Bullet Train” A group of assassins on a Japanese train find themselves connected in a way that puts them all at risk.
“Vengeance” A journalist travels to a small Texas town to make a podcast around the death of a woman he hooked up with. Have you ever watched a movie and can tell that the writer spends too much time on Twitter? “Vengeance” is one of those movies, as BJ Novak seems to think he’s made something very insightful on the political divide between uppermiddle class Liberals and middle-class Republicans, when all he’s done is come off as someone who’s never met anyone from the latter group. Caricatures roam the story instead of characters (though Boyd Holbrook is trying), in a story that doesn’t seem to know what it’s even about. Is it about the assumptions we make about each other, or the justifications ones will make to deny the truth? I’m not even sure if Novak knows, and it’s hard to laugh at anything going on here or feel like anyone is in danger. By the end, none of it really amounts to anything, as if he himself has given up on the story by that point. You’ll have given up much earlier. “Day Shift” A vampire hunter finds himself in the crosshairs of a new danger as he struggles to secure money for his family. “Day Shift” almost realizes its potential, if only it could help itself. JJ Perry takes his stuntman past and uses those skills to direct some great action, with some of the most intriguing camerawork of the year and a nice mixture of practical and digital effects. Unfortunately, the script has an obsession with quipping and a selfawareness that is akin to the “Deadpool” movies, as if it needs to acknowledge the strangeness of the story. Sometimes, it’s enough to let the story of a vampire union play out without winking to the audience every five minutes. Still, the actors deliver and sell it well, with Snoop Dogg making the biggest impact—despite his lack of screen time as an old-timer cowboy character. In terms of action movies, Netflix has made worse with more money, and it’s worth a viewing for what it still pulls off.
“Predator” is a series that has always redefined itself with each installment, and “Prey” continues the trend with excellent results. Scaling down the action genre to its barest bones, director Dan Trachtenberg brings a vicious and exciting ride that doesn’t let up, while also introducing new and unique set pieces and ideas. Even then, it still lets the characters guide it, as Amber Midthunder and Dakota Beavers (the latter of whom is in his first role) are natural born action stars who shine as a sister-brother duo. Most of all, it brings back the fear that this series has been missing for a while with a brutal new creature. It’s a nice reminder that any series can come back with the right idea.
