he Police Regional Of�ice (PRO 11) in the Davao Region disclosed on Tuesday that the 14 investment schemes establishments earlier reported to have been closed down, did it voluntarily after inspection.

PRO 11 spokesperson Major Jason Baria clari�ied that these invest-

ment scheme companies voluntarily stopped their operation upon the visit

of the authorities.

"Di naman po sila pina close but they voluntarily closed their establishments to comply the lacking requirements to secure a permit," Baria told Edge Davao in an interview explaining that the authorities can-

not advise these various schemes to completely stop since they haven't received any formal complaints yet.

resident Rodrigo Duterte has certi�ied as urgent a bill mandating Grades 11 and 12 in public and private schools to undergo mandatory Reserve Of�icers’ Training Corps (ROTC).

Executive Secretary Salvador Medialdea on Monday con�irmed to reporters in a text message that Duterte has indeed certi�ied the ROTC bill as urgent just four days before the Congress adjourns its 17th session.

In a letter to Senate President Vicente Sotto III dated June 3, Duterte urged the Senate to certi-

fy the immediate passage of Senate Bill No. 2232, which institutionalizes ROTC in senior high school.

“Pursuant to the provisions of Article VI, Section 26 (2) of the 1987 Constitution, I hereby certify to the necessity of the immediate enactment of Senate Bill No. 2232,” said Duterte in his letter to Sotto.

Duterte said the measure is expected to “restore basic military and leadership trainings for the youth in order to invigorate their sense of

Rafael said Bachelet and Thordarson might be referring to homicide cases recorded from 2013 to 2018.

“Note that these homicide cases are not at all directly related to the deaths during anti-illegal drugs operations,” Rafael said.

The homicide cases, she said, may have resulted out of road rage, land dispute, personal grudge, business rivalry, love triangle, family dispute or politics.

Data from the Philippine National Police (PNP) showed 12,288 total incidents of murder and homicide recorded

in 2016; 11,442 in 2017; and 8,933 in 2018.

“Quite interestingly, we have found that from mid-2016 up to Dec 2018, the �igures – estimated at 28,518 - are way lower than the homicide cases during the past administration that is from 2014 to mid 2016 at 29,711 incidents,” Rafael added.

PCGG awaits formal order on Marcos jewels auction

he Presidential Commission on Good Government (PCGG) is awaiting more speci�ic directives and the formal order of President Rodrigo Duterte to auction the jewelry collection of former First Lady Imelda Marcos.

“There is no formal action yet from President Rodrigo Duterte,” said Justice Secretary Menardo Guevarra on Monday.

“We’ll wait for PRRD’s action on the memo submitted to his of�ice last Thursday,” said Guevarra, noting that the Chief Executive “may have some speci�ic instructions”.

Presidential Spokesperson Salvador Panelo earlier con�irmed that the President has approved the sale of the jewelry

collection through public auction.

On Monday, Panelo said Malacañang will oppose moves of the Marcos family to block the sale of the PHP700-million jewelry collection.

Panelo said Duterte has directed that proceeds from the jewelry collection would be given to Filipinos “who are in urgent need of government aid with dispatch”.

Marcos’ so-called Hawaii Collection is under the safekeeping at the Bangko Sentral ng Pilipinas (BSP).

The collection was recovered when the Marcoses, including former President Ferdinand Marcos, �led the country in 1986.

Comelec winds up random manual audit by Thursday

he Commission on Elections (Comelec) is looking to �inish the random manual audit (RMA) of the 2019 midterm elections this week.

"We hope to complete the audit by Thursday this week,” said Commissioner Luie Guia, Comelec-RMA Committee head, in his Twitter account, @LTFGuia.

At the same time, the poll body of�icial reported that only 80 sample precincts all over country are left to be audited as of Sunday.

“Update: 635 out of the 715 randomly selected sample precincts from all the 246 legislative districts nationwide have already been audited,” Guia added.

RMA involves comparing the precinct count by the VCMs (vote counting machines) with vi-

sual count and manual tally of the vote marks or shades on the ballot.

Variances are examined carefully and deliberated and decided by the RMA teams on whether to consider the shades as votes, based on a shading threshold for which the VCMs are calibrated.

The poll body of�icial added that overvotes, undervotes, as well as incomplete and misplaced shades, are also tallied.

Votes that were audited are for the positions of senator, House of Representatives and mayor.

The 2019 RMA started last May 15.

Electronic wastes shipped back to HK

ust three days after the Philippine government sent back containers of trash to Canada, a shipment of electronic wastes dumped in Misamis Oriental last January was set to be transported back to Hong Kong, its port of origin.

Port Collector John Simon of the Mindanao International Container Terminal (MICT) in Tagoloan, Misamis Oriental said the container van �illed with plastic scraps and shredded electronic parts would leave for Hong Kong Monday night (June 3).

Simon said the wastes

totaling 2.561 tons were placed inside 21 sling bags in the container van.

“Today we are shipping back one container van of mixed garbage consisting of plastic scraps and shredded electronic parts to their source,” he said.

“The export of this hazardous wastes from

Hong Kong in the guise of ‘assorted electronic accessories’ is illegal under the laws of Hong Kong and the Philippines,” he added.

Simon said the container van was loaded on M/V SITC Nagoya at the MICT on Monday.

Under the program, Piñol said mango of export grade quality will be sold at PHP50 per kilo at the DA central of�ice in Quezon City.

Mango growers have committed to deliver some 100 tons per week.

Piñol said the government is also willing to help mango growers in acquiring storage facilities through soft loans so they can have storage facilities at the community level.

Meanwhile, the DA chief said he will issue a directive to conduct an investigation into a Philippine �irm reportedly sourcing mangoes from Cambodia, Thailand and Vietnam.

Earlier reports said Justin Uy, Profood founder and president, stated that the 11-hect-

are processing plant was expected to begin operations in 2019, and that all mangoes dried at the facility would be slated for shipment to the Chinese market to satiate the nation's annual 30,000 tons demand.

"We would like to know if the mangoes that he sourced from Cambodia and other countries are also labeled as Cambodian mangoes not as Philippine mangoes, because the moment he labeled it as Philippine mango, then we will have to talk to him because that is misrepresentation," Piñol noted.

He said that Uy has (also) "lowered his price so low (to the disadvantage of) the farmers."

"Now, he (suddenly) stopped buying. He

used to buy about 500 tons daily, now it's just 20 tons a week. He (Uy) is hurting the mango industry of the Philippines and his only excuse is that Philippine mangoes command higher prices than in other countries," he added.

Piñol, however, said that when they checked the landed cost of imported mangoes that he purchased was PHP20 per kilo.

"Our local farmers are willing to sell their mango produce at breakeven price of PHP20 a kilo," he said.

"I don't understand why he (Uy) would prefer to source his mangoes from Cambodia when there's a lot of mangoes in the Philippines," he stressed.

purred by an overproduction of around two million kilos of mangoes in Luzon alone, the Department of Agriculture (DA) will launch on June 10 the Metro Mango Marketing Program to help farmers unload their produce.

Agriculture Secretary Emmanuel "Manny" Piñol, in a press brie�ing on Monday, revealed that mango growers have requested for DA's assistance in selling their harvest as the price of the commodity has dropped to as low as PHP10 a kilo due to overproduction.

"The farmers have reported an unusual increase in their harvest this year and they attributed this to the El Niño phenomenon," he said.

reliminary data show that outstanding loans of universal and commercial banks, net of reverse repurchase (RRP) placements with central bank, grew at a slightly slower rate of 12.7 percent in April from 12.9 percent (revised) in March, the Bangko Sentral ng Pilipinas (BSP) disclosed in a statement over the weekend.

Meanwhile, the growth in bank lending inclusive of RRPs accelerated to 12.8 percent in April from 11.5 percent (revised) percent in the previous month. On a month-on-month seasonally-adjusted basis, commercial bank loans net of RRPs and inclusive of RRPs decreased by 1.1 percent and 0.4 percent, respectively.

Loans for production activities—which comprised 88.2 percent of banks’ aggregate loan portfolio, net of RRP— increased at a slower pace of 12.4 percent in April from 12.8 percent in the previous month.

The growth in production loans was driven primarily by lending to the following sectors: �inancial and insurance activities (28.8 percent); real estate activities (13.9 percent); wholesale and retail trade, repair of motor vehicles

and motorcycles (11.9 percent); construction (48.9 percent); manufacturing (10.7 percent); and, electricity, gas, steam and air-conditioning supply (11.2 percent).

Bank lending to other sectors also increased during the month except those in other community, social and personal activities (-57.2 percent); professional, scienti�ic and technical activities (-32.0 percent); human health and social work activities (-0.8 percent); and, activities of households as employers, undifferentiated goods and services (-0.3 percent).

Meanwhile, loans for household consumption grew by15.0 percent in April from 15.1 percent in March, as faster growth in credit card loans and motor vehicle loans was slightly offset by the slower expansion in salary-based general purpose consumption loans and other types of household loans during the month.

Going forward, the BSP will continue to ensure that the expansion in domestic credit and liquidity remains consistent with promoting non-in�lationary and sustainable growth. (PR)

UnionBank CEO eyes higher loan growth

T

op management of Union Bank of the Philippines (UnionBank) is expecting that the cut in banks’ reserve requirement ratio (RRR) will further lift loan growth to around 18 percent this 2019.

In an interview after the listing of the bank’s PHP5.8-billion threeyear �ixed rate notes Monday, UnionBank President and Chief Executive Of�icer (CEO) Edwin Bautista said they have set an initial target of 16 percent expansion for combined loans of UnionBank and its thrift banking arm, City Savings Bank (City Savings), for the year.

To date, UnionBank’s total loans has risen by around 16 percent, he said.

Preliminary data from the Bangko Sentral ng Pilipinas (BSP) show that bank lending, excluding banks’ placements with the reverse repurchase (RRP) facility, posted a slower growth of 12.7 percent last April from monthago’s 12.9 percent.

Last May 17, Bangko Sentral ng Pilipinas’ (BSP) policy-making Monetary Board (MB) slashed by 200 basis points the RRR of universal and commercial banks (U/KBs’) to 16 percent. The cut will be implemented in phased level at 100 basis points

by May 31, 2019, and 50 basis points each on June 28 and July 26.

The same rate of reduction was also made for thrift banks’ (TBs)

and non-bank �inancial institutions with quasi-banking functions (NBQBs) while a 100 basis points cut for demand deposits and Negotiable Orders of Withdrawal (NOW) of rural banks (RBs) and cooperative banks (Coop banks) took effect last May 31.

Authorities have said that a 100 basis points cut in U/KBs’ RRR is expected to release about PHP90 billion to the system while it is projected to be about PHP9.3 billion for TBs, and PHP1.8 billion for RBs and Coop banks.

Bautista explained that with the RRR cuts, banks will have more funds available for loans.

He said bulk of their loans, at about 40 percent, are housing loans extended to Overseas Filipino Workers (OFWs) or those with jobs that are “somehow related to overseas.”

Aside from the additional funds because of the result of RRR, the UnionBank chief said gains from their recent bond sale, which was upsized from PHP3 billion initial offering, will also boost their funds.

The bond that was listed Monday is the second tranche after the initial PHP16.8 billion issuance last December.

Bautista said it is possible to issue the third tranche within the year but stressed that this will depend on how fast the bank will exhaust the latest issuance.

surance against natural calamities that can wipe out the only captive Philippine Eagle population at the Philippine Eagle Center (PEC) in Malagos, Davao City. The PEF manages the PEC where both Geothermica and Sambisig were hatched and reared.

The preserved gene pool can also be critical in preservation efforts in case of health epidemics like the avian �lu.

irAsia Philippines is boosting its services between the Philippines and Taiwan, as it launches �lights between Clark and Kaohsiung, and Cebu-Kaohsiung starting August 1.

"Kaohsiung is one of the biggest cities in Taiwan, and (it's) closer to the Philippines than Taipei," AirAsia Philippines chief executive of�icer, Dexter Comendador, told the Philippine News Agency (PNA) over the weekend.

He added that there is a big Filipino community in Kaohsiung and they have long wanted direct �lights to the Philippines.

At present, AirAsia Philippines is offering �lights between Manila

and Taipei, as well as the Manila-Kaohsiung route.

"We also have the Cebu-Taipei and Clark-Taipei services," he said.

Meanwhile, as a promotional offer, the carrier announced it would sell Cebu-Kaohsiung and Clark-Kaohsiung tickets for as low as PHP990.

C l a r k- K a o h s i u n g promotional fare is valid for booking until June 2, while Cebu-Kaohsiung promotional tickets are valid for booking from June 3-6.

Travel period for both routes is from Aug. 1 to Oct. 26.

EDITORIAL Happy meter The happiness meter can be measured with various perimeters like family, income, government and social life.

In the World Happiness Report, the rankings use data that come from the Gallup World Poll (for more information see the Gallup World Poll methodology). The rankings are based on answers to the main life evaluation question asked in the poll.

This is called the Cantril ladder: it asks respondents to think of a ladder, with the best possible life for them being a 10, and the worst possible life being a 0. They are then asked to rate their own current lives on that 0 to 10 scale. The rankings are from nationally representative samples, for the years 2016-2018. They are based entirely on the survey scores, using the Gallup weights to make the estimates representative.

The sub-bars show the estimated extent to which each of six factors - levels of GDP, life expectancy, generosity, social support, freedom, and corruption - contribute to making life evaluations higher in each country than they are in Dystopia, a hypothetical country that has values equal to the world’s lowest national averages for each of the six factors.

In a relative manner, the latest survey done in the Philippines revealed that nearly half of Filipinos are “very happy” with life. This is based on a survey by the Social Weather Stations (SWS) for the �irst quarter of 2019. Respondents were asked the question: “If you were to consider your life, in general, these days, how happy or unhappy would you say you are on the whole?” To which a total of 44 percent said they are “very happy”, 49 percent answered “fairly happy”, 7 percent are “not very happy”,

while 1 percent answered “not at all happy.”

Compared tp the previous quarter, SWS revealed that there is a �ive-point increase in Filipinos who are “very happy” with life compared to the 39 percent three months prior. SWS attributed this rise to the increases of points in almost all parts of the Philippines -- 14 points up in Metro Manila, 12 in the Visayas, seven in Mindanao, combined with a one-point decline in Balance Luzon. The proportion of ‘very happy’ was highest in Mindanao at 58 percent (up from 51 percent in December 2018), followed by the Visayas at 57 percent (up from 45 percent), Metro Manila at 43 percent (up from 29 percent), and Balance Luzon at 32 percent (down from 33 percent), according to the survey.

Generally, happiness rankings are based on surveys that ask questions on what most academics in the �ield call subjective well-being. The distinctive characteristic of subjective well-being is that it is based on how people evaluate their lives from their own perspectives. Subjective well-being is generally related to both temporary moods, as well as broader perspectives on quality of life. Two types of measures are commonly used to capture these aspects.

The yardsticks and interpretation may vary depending on expert’s opinion.

However, if we simplify things, the Filipinos’ happiness can be interpreted in life satisfaction--a satisfaction generated from personal life perceptions and experience from the family, the community and government.

WHY WE NEED TO PROTECT OUR SWINE We know of many family members who earn a living from their pigs. It is an almost 200 million peso industry and the largest component of our livestock production.

Pigs are easy to breed and raise compared to cattle. Pigs reproduce at a faster rate and can bring faster income to farmers.

This matters given that 70 percent of our pork comes from small raisers which may not have the strict controls to protect their live pigs that the larger producers impose.

Statistics show that pork is almost 20% of our total agricultural output and represents two thirds of our meat consumption as Filipinos.

For the consumer, pork costs about 30% less than beef and is a primary protein source for many Filipinos. It �igures well in our cuisine.

Without it, many Filipino dishes will lose their �lavor.

Thus, these numbers show us why this industry ought to be protected and enhanced.

The biggest threat to our industry is the African Swine Flu (ASF), a very deadly disease that kills pigs in less than 48 hourscof exposure. As a virus, it can be brought in via contact with the virus and bringing it on their clothes and footwear.

Thus, we are advised not to bring into the country meat

products, even canned goods (luncheon meat, pork �loss , steaks and sausages ) and frozen prepared products like siomai.

Thus, important additional steps have been taken.

For one, the DA has asked that imported luncheon meats and canned pork products produced before August 2018 be recalled from store shelves.

In a Philippine News agency report, Agroculture secretary Manny Piñol stressed the effectivity of the ban on the entry of pork and pork products took effect since August 2018, and “any other products shipped in after that should be recalled

from the market”.

Likewise, Pig farmers and its employees, vet and animal nutrionists , feedmills ( with pig feeds) and other allied businesses in the pig sector are strongly DISCOURAGED from travelling abroad esp to the ASF hit countries ( China, Vietnam, South African countries, Georgia, Armenia, Russia, Ukraine, Belaruse , Lithuana, Poland, Latvia, Estonia, Czech Republic , Belgium and Hongkong.

If travel is necessary, a MANDATORY 14 day quarantine period before going to pig related businesses is required to prevent spread of the virus.

A second major step is the importation of about 300,000

metric tonnes of corn to �ill the supply gap and increase the production of feeds for our hog producers in anticipation of a hike in demand from local producers that will expand production to �ill the gap left by a slash in imports.

These measures are needed to protect our food sources from disease.

Moving forward, may this be an opportunity to expand and deepend our local pork industry, eventually increase production and lower pork prices. The absence of ASF in the Philippine also.makes us a good source of safe pork for many countries.

THE LIGHTHOUSES OF DAVAO You wouldn’t believe this, but Davao region, the place people refer to geographically as southern Mindanao, is host to a huge number of lighthouses, mostly Spanish colonial relics.

Although a lighthouse or harbor-light was known for ages as faro, the natives called it parola, i.e., streetlight, the more popular term.

A lighthouse is “a tower or other structure containing a beacon light to warn or guide ships at sea,” often confused with a watchtower, the baluarte.

Strictly speaking, farola refers to “a narrow neck of land running out into the sea and having the main harbor light at its point.” It’s where the lighthouse is built on. In colonial times, the Farola district of Manila, as described by the Journal of Science (April 1908), was a strip of land where “warehouses, coal piles and a crowded mass of small, insanity huts” were located.

In the Gazetteer of the Philippine Islands (1902), a lighthouse, with a �ixed red light, was reported in Davao Port, on the north point of the entrance to Davao River and was lighting the Pakiputan Strait situated between the island of Samal and the area west of gulf of Davao.

By design, the harbor lights have towers that are

rounded, colored white for added visibility from a distance, and made of �iberglass.

In Davao del Sur, the Pasig Point lighthouse, which has 14-meter focal plane, emits �ive-second white �lashes, possesses a �iberglass tower and is on a lowland not far from Digos City.

Meanwhile, the lighthouse of Malalag Port, built in 1908, has a 31-meter focal plane, emits a red �lash every �ive seconds, and has a rounded hourglass-shaped tower. On the other hand, the other harbor light, found in Malalag Bay, has a focal plane of 15 meters, discharges red �lashes every �ive seconds, and is located at the eastern entrance of the bay.

On a sharp headland on the south ingress to Malalag Bay, there’s the Colapsin Point lighthouse. It has a 74-meter focal plane and produces a white �lash to guide mariners.

It has also a �iberglass tower that’s �lared at the top and sits on a concrete post.

The dates of construction of many harbor lights are mostly forgotten. There are, however, reminders that point to where they once stood or still standing. For instance, the Tubalan lighthouse, with a 15-meter central plane, emitted white �lashes every ten seconds, had a white �iberglass tower and stood at the tip of a head-

land southeast of Malalag.

The other harbor lights south of Davao that are classi�ied as ‘active’ are at Tingulo Point, Talagutong (Caliya), Baños, Manamil Island (Balut Island), and Tinaca Point.

Tingulo Point has a 15-meter pivotal plane, emits white �lashes every ten seconds, has a �iberglass tower and is on a rounded cape southeast of Tingulo village.

Meanwhile, the Talagutong lighthouse uses 15-second intervals of three white �lashes, has a white �iberglass tower, and located on a headland south of Talagutong village, in Don Marcelino, Davao Occidental.

The Baños Point lighthouse emits white �lashes every ten seconds, has a �iberglass tower and is found on a cape near the town of José Abad Santos. The Olaniban Island harbor light, meanwhile, has a 12-meter focal plane, secretes white �lashes every eight seconds, has a �iberglass tower and found on a small island north of Sarangani Island, east of Tinaca Point.

The Manamil Island lighthouse has a 12-meter principal plane, �lickers twin white lights every ten seconds, has a tower and sits on a small island off the southwestern tip of Balut Island, in Sarangani. On the other hand, the Tinaca Point lighthouse, built

in 1916, has a 43-meter focal plane, emits white �lashes every �ive seconds, has a white concrete tower with a buttressed base, a single-story octagonal keeper’s house, and is at the southernmost point of Mindanao.

Davao del Norte is home to two harbor lights: (i) Paet Point, which emits white �lashes every �ive seconds, has a tower, and is on the south of Samal; and (ii) Talikud lighthouse, with an 11-meter focal plane, releases white �lashes every three seconds, has a concrete post with stairway spirals around it and found on the southwest of the island.

In Davao City, there are two known harbor lights: Lanang Point lighthouse, which has a 20-meter focal plane, emits red �lashes every �ive seconds, and has a concrete post with a stairway spiral around it. It is found at Sasa industrial port, north of the Davao waterfront, while the Davao harbor light, built in 1885, has an 11-meter focal plane, discharges green �lashes light every �ive seconds, and has a tower with a �lared top. It is found at Santa Ana Pier.

Davao Oriental also has quite a good number of harbor lights, many of them still active.

The Baculin Point lighthouse has a concrete �iber-

glass tower and situated on a remote promontory north of Baculin Bay while the Pusan Point harbor light has a white concrete tower with gallery and situated on a cape at the south entrance to Caraga Bay. The Lawigan Point lighthouse, southeast of Mati City, has a white concrete tower with a gallery as opposed to the Mati harbor light which has a concrete post, a stairway spirals around it, and found at the base of Mati’s main pier, a port at the head of Pujada Bay. The Pujada Island lighthouse, meanwhile, has a tower and is southeast of Pujada Island, in the mouth of the bay.

On the other hand, the Parola Lavigan Uno, has a concrete post, a stairway spirals around its post, has a tower that’s in poor condition, and situated at Cape San Agustin.

The Parola Lavigan Dos, now inactive, has an unpainted concrete tower with a gallery while Parola Lavigan Tres has a concrete tower, �lared at the top and bottom; it is Mindanao’s tallest.

The other harbor lights are the Sigaboy Island and Bitaogan lighthouses, with white towers; the latter sits on a lowland near San Isidro, east of the gulf of Davao. The Mapanga lighthouse rests on a steep promontory south of Pintatagan, in Banaybanay, Davao Oriental.

'Whole-of-gov't. approach' needed to lift manufacturing

strong whole-of-government approach is necessary to boost manufacturing growth amid the sector’s sluggish performance, the National Economic and Development Authority (NEDA) said in a statement on Tuesday.

Results of the Philippine Statistics Authority’s (PSA) Monthly Integrated Survey of Selected Industries (MISSI) for the month of April showed that the Volume of Production Index (VoPI) fell by 14 percent while the Value of Production Index (VaPI) was down by 10.8 percent. This marks the sector’s fourth consecutive month of decline in 2019.

“Notwithstanding, manufacturing output is expected to recover supported by improved domestic demand in the coming months. Easing in�lationary pressures, accelerated government spending on infrastructure, and a more upbeat consumer outlook also provide additional support given expectations of additional income and availability of more jobs,” Socioeconomic Planning Secretary Ernesto M. Pernia said.

“A strong whole-of-government -- nay, whole-of-society -- approach is needed to accelerate the growth of manufacturing and boost its contribution to industry growth. The needs of the food processing sector should be addressed as it accounts for the largest share among all manufacturing sub-sectors. This points to the critical importance of

agriculture which, besides being the source of food, is also the feeder sector to the food manufacturing sub-sector,” he added.

Pernia said there is a need to address the governance issues faced by the agribusiness sector and its related industries.

“The government may need to revisit existing interventions to ensure that they are designed to be responsive to the needs and actual behavior of farmers, �isherfolk and processors,” he said.

The delineation of responsibilities across various food safety regulatory authorities should be clari�ied to improve the enforcement of regulations.

“It must be ensured that all food products, both for domestic market consumption and for export, are aligned with Good Agricultural Practices or Good Manufacturing Practices,” Pernia said.

Moreover, he noted the need to encourage businesses to increase production.

“Transacting with government must be simpli�ied and made less expensive, as mandated by RA No. 11032 or the Ease of Doing Business and Ef�icient Government Service Delivery Act of 2018,” he said.

In addition, the law calls for the standardization of requirements for business registrations and permit issuances, and capacity-building to improve the ef�iciency of LGUs in the processing of business applications. (PR)

AFTER the successful airing of its first short film, One Hugot Away presents another love story made for digital format that is sure to make viewers and netizens fall in love once again— “Beauty and the Hypebeast” which features young Kapuso stars Angel Guardian and Kelvin Miranda.

Airing this Monday (June 3) on GMA 7 and on its Facebook page and YouTube channel, Beauty and the Hypebeast tells the story of senior high students Cat (Angel) and Joe (Kevin) who, while belonging to two different cliques, find themselves drawn to each other.

Feeling superior because of their social status and appearance, Cat’s friends and classmates look down on groups such as those that Joe belongs to. They do not want to be associated with people they call ‘jologs’ and ‘hypebeast’—two words that they used to describe Joe and his group the first time they saw them grooving to the fast beat dance “Budots”. Cat’s friends even took a video of Joe and his group and uploaded it online to feed the bashers.

Her friends are not aware of it, but Joe and Cat are actually close. In an unexpected turn of events, Cat’s and Joe’s friends find themselves in one place. How will Cat react when Joe approaches her and drops the bomb among their friends—that they actually plan on having a date?

W

hat’s low technology, sustainable and possibly the most effective method the world can do to �ight climate change? Planting trees, that’s what.

Trees play a crucial role in the �ight against global heating, which is caused by burning fossil fuels that release carbon dioxide and other greenhouse gases. By means of photosynthesis, trees absorb carbon dioxide then store the carbon and emit pure oxygen. This process is called carbon sequestration.

“Carbon is stored in the leaves, stems, and other parts of plants when they absorb carbon dioxide from the atmosphere and use it to grow,” explains the United States Department of Agriculture (USDA). “Trees are very important for carbon sequestration because they live a long time and, therefore, store their carbon for many years.”

The UN World Meteorological Organization (WMO) said carbon dioxide levels, which were at 357.0 parts per million when the Statement on the State of the Global Climate was �irst published in 1994, keep rising. In 2017, the carbon dioxide level was 405.5 parts per million.

“For 2018 and 2019, greenhouse gas concentrations are expected to increase further,” said WMO, whose statement includes input from US meteorological and hydrological services, an extensive community of scienti�ic experts, and United Nations

agencies.

The World Future Council said agriculture is “directly responsible” for 14% of total greenhouse gas emissions. On the other hand, deforestation accounts for an additional 18% of emissions.

If that’s the case, then SALT 3 – or Sustainable Agroforest Land Technology – can be a possible solution to the problem. “It’s a small-scale reforestation integrated with food production,” explains Jethro P. Adang, the new director of the Davao-based Mindanao Baptist Rural Life Center (MBRLC). “Sixty percent of the two-hectare farm is devoted to forestry while the remaining 40% is allotted to agriculture.”

SALT is a de�initive example of agroforestry. In the broadest sense, agroforestry is “trees plus any other crops” or “the combining of trees with food crops.” MBRLC calls it a “wood + food scheme.”

Prof. Napoleon T. Vergara of the East-West Center in Hawaii regarded agroforestry as a form of land use that has a high potential to simultaneously satisfy three important, sometimes con�licting, objectives: protecting and stabilizing the ecosystem, producing high levels of inputs of economic goods (food, fuel, small timber, fodder, organic fertilizer) on a sustainable basis, and providing stable employment, improved income and basic materials to rural populations.

According to Adang, SALT 3 is the center’s answer to the

rapid disappearance of the country’s forest cover. “Out of nearly 15 million hectares of classi�ied forest land in the country, more than 5 million hectares are already categorized as badly denuded and much of the remainder is in various stages of denudation,” he says.

In the demonstration SALT 3 farm in Kinuskusan, Bansalan, Davao del Sur, one-hectare is planted to several agricultural crops. Following the original SALT method, different nitrogen-�ixing trees and shrubs (like the local “ipil-ipil” and “kakawate” and introduced species such as Flemingia macrophylla, Desmodium rensonii, and Indigofera anil) are planted in double rows, following their natural contour.

“The principle of SALT is the same as that used by the Ifugao tribes in Mountain Province,” Adang explains. “All we are doing is using various nitrogen �ixing trees and shrubs instead of rocks.”

When the rows of vegetation are 1.5 to 2 meters tall, they are cut back to about 40 centimeters and the tops are piled in the 3- to 5-meter alleys, where agricultural crops are growing. “The leaves of the shrubs make very good nitrogen-rich fertilizer and also add organic matter of the soil,” Adang points out.

In the SALT scheme, you �ind a mix of permanent crops, cereals and vegetables. Every third strip of available land is normally devoted to permanent crops like cacao and coffee. A combination of various cereals (corn, upland rice, and sorghum) and vegetables (string beans, cucumber, squash, etc.) are planted on the remaining two strips.

In this kind of farming, crop rotation is recommended. For instance, the strips planted with cereals earlier are to be planted with peanuts or winged beans in the next cropping. “Crop rotation

helps to preserve the regenerative properties of the soil and avoid the problems of infertility typical of traditional agricultural practices,” Adang says.

Multi-storey cropping may also be practiced (planting black pepper, corn, and lanzones together in one hedge). In waterlogged areas, gabi, kangkong and other water-loving crops are planted together. “We all do these to make use of all the available spaces of the farm,” Adang says.

“Some of the crops should be planted to feed the farmer’s family, while other crops are grown for sale, so family income is well spread out over the season,” says Adang. “Every week or every month, there’s always something to harvest. The system can, in fact, raise the family income threefold.”

One foreign consultant who came to see agricultural component commented: “The system provides great stability (in both economic and ecological terms) and appears to conserve soil very well in the process of growing useful plants.”

The crops are planted only at the lower portion of the two-hectare farm. This is the area where the farmer can concentrate farming as years go by. He can also build his house in a portion where he can construct a �ishpond and his vegetable garden.

Harold R. Watson, the �irst director of the center and recipient of the Ramon Magsay-

say Award for international understanding, admitted that SALT is not a perfect farming system. “There is not and never will be one system for all farmers,” stressed the American missionary who’s now retired and back in his birthplace in Mississippi. “SALT is not a miracle nor a panacea. There is no easy way. It takes three to ten years to deplete the soil of nutrients and lose the topsoil; no system can bring depleted, eroded soil back into production in a few short years.”

Meanwhile, the upper portion of the two-hectare SALT 3 farm is planted to different trees; recommended species are those native in the place.

In tree planting, Adang talked about “tree time zones” of 1-5, 6-10, 11-15 and 16-20 years, within which progressively more valuable products are harvested. Some very valuable trees could be left longer, and he dubs this “the grandchildren project.” “Plant trees not for yourself but rather for your grandchildren,” he says.

Among the trees planted in the SALT 3 model farm are Sesbania sesban, “ipil-ipil,” Acacia auriculiformis and A. mangium, Swietenia macrophylla, and Pterocarpus indicus (more popularly known as narra). Some of these are planted basically for fuelwood while others are for furniture purposes.

Samanea saman (raintree or commonly called as “akasya”) falls under the 16-

to 20-year time zone. While waiting, rattan may be planted below the trees.

To segregate the agricultural crops from trees, giant bamboo is planted at the center. “Bamboo helps protect the soil from eroding to agricultural crops,” Adang says.

Although it was launched in 1988 yet, SALT 3 has not caught the attention of farmers and policymakers. “I really don’t know,” Adang says. “It maybe because farmers are not interested to plant trees in their farms. Or they really don’t know that such technology already exists. Or we are not pushing for it enough.”

As for policymakers, Adang says, “I don’t have any idea also. Maybe, they have other more urgent laws to make. Or, just like the farmers, they may never hear of SALT 3.”

But with the problem of climate change, deforestation, soil erosion, drought, food insecurity, and other catastrophes, there is a need to push SALT 3 in the rural areas.

In 1991, the MBRLC was recognized by the UN Food and Agriculture Organization with a World Food Day Silver Medal “in recognition of the contribution to mobilizing people’s participation in tree planting and sustainable forest resources management.”

“Only when the last tree has been cut, the last river poisoned, and the last �ish caught will we realize we can’t eat money,” so goes a Native American proverb.

AKLAND -- If the injury-hit Golden State Warriors manage to win their third straight NBA Finals and fourth in �ive years, the trainers and medical staff might deserve Most Valuable Player consideration.

The reigning champions are level with Toronto at 1-1 entering Wednesday’s third game of the best-of-seven series, but injuries to key players have the Warriors uncertain just who will suit up against the Raptors.

Beverage giant Coca-Cola Beverages Philippines, Inc. (Coca-Cola) joins forces with Bounty Agro Ventures Inc. (BAVI) for the 2019 Chooks-to-Go Pilipinas 3x3 Patriots' Cup presented by Coca-Cola.

"Coca-Cola and Chooksto-Go share the mission which is to do whatever we can to help the country reach the 2020 Tokyo Olympics in whatever way we can," said Coca-Cola Philippines modern trade manager Ken Marvin Lumbao said in a statement.

"And from what we have seen during the President's Cup (�irst conference), Chooks-to-Go has been the one racking up points for the country. We

BA Finals TV ratings dip in US, but highest in Canada

ORONTO -- The NBA correctly anticipated that television ratings would dip for Game 1 of the NBA Finals, for two very important reasons.

There’s no LeBron James.

And Canadian numbers don’t count.

ESPN said Friday that the Game 1 of the Toronto-Golden State series drew a 10.1 overnight rating, the lowest for Game 1 of a title series in a decade -though all the numbers come with a serious catch. Canadian viewership does not count toward the metered-market ratings formula used in the U.S., and it was the most-watched NBA game in Canada’s history.

“Put aside perception, there is the actuality of the ratings,” NBA commissioner Adam Silver said Friday. “Of course, I pay a lot of attention to those. I also pay a lot of attention to the numbers in Canada, where we set an alltime record for viewership. In the U.S., I rec-

ognize it’s a changing television marketplace.

We knew we would be down a bit by virtue of both not having two U.S. markets and we’ve come off eight years of having LeBron James in the �inals.”

Meanwhile, the �irst �inals game for a Canadian team was a smash north of the border.

It was the mostwatched NBA game on Sportsnet, reaching 7.4 million Canadians -- basically 20 percent of the nation’s population. The average size of the Canadian audience, Sportsnet said, was 3.3 million viewers and peaked in the �inal minutes of the game with 4.1 million Canadians tuning in to see the �inish.

Ratings throughout the playoffs have been down in the NBA, with James and the Los Angeles Lakers not making the playoffs surely a major factor.

“I’m not overly concerned,” Silver said about the current numbers. “But I’m certainly paying attention to it.”
