14 investment firms closed, 39 more under investigation

uthorities in the Davao region have shut down 14 investment companies offering extraordinary returns similar to Ponzi schemes and are investigating 39 more to ensure they “comply with the government regulations, and to prevent them from turning into an investment scam,” Brig. Gen. Marcelo Morales, Director of the Police Regional Of�ice (PRO) 11 said.

“That’s the target of the inter-agency task force,” he said.

The regional police and �ive other agencies last week set up the Inter-Agency Task Force to Prevent Fraudulent Investment Scheme following the proliferation of investment �irms in the region offering returns of at least four times the amount “donated” within a few weeks. Those who shell out money to “invest” are not issued receipts but are made to sign deeds of donation.

Other members of the task force are the Securities and Exchange Commission (SEC), Na-

tional Bureau of Investigation-Davao, Department of Trade and Industry-Davao 11, Bangko Sentral ng Pilipinas, and Philippine Information Agency-Davao.

The SEC in its May 31 advisory, also warned the public of fraudulent investment companies that are soliciting investments online.

Bong Go to continue helping fire victims

enator-elect Christopher Lawrence ‘Bong’ Go on Monday vowed to continue giving assistance to �ire victims even when he of�icially starts his work in the Senate.

DILG, AFP order recall of Tulfo siblings’ bodyguards

D

epartment of the Interior and Local Government Secretary Eduardo M. Año on Sunday ordered the Philippine National Police (PNP) to recall eight police security details of media personality Erwin Tulfo and his three siblings as “standard protocol”.

“I directed the PNP to pull out all police security details of Erwin Tulfo including those with his brothers effective today (June 2),” Año said.

Meanwhile, PNP spokesperson, Col. Bernard Banac, said based on standard protocol, the two PNP security personnel assigned to Erwin, and six others detailed to Ben, Raffy and Jocelyn, will undergo the regular inspection, interview and debrie�ing this week following an assigned schedule among all PSPG personnel on security detail.

“The continuation of security detail will largely depend on the outcome of this regular review process and the revalidation of the level of threats against the protectees.

This standard protocol applies to all authorized protectees, and not only to Erwin Tulfo,” said Banac in statement sent to reporters.

“All authorization of Tulfo siblings will undergo the same review process as ordered by Sec. Año,” he added.

Asked why the Tulfo siblings have security details, Banac said “any person can request for security from the PNP when they feel their life is threatened”.

“Upon request, they will undergo threat assessment, if the threat is con�irmed they will be

provided security detail,” he said.

Marine bodyguards, too The Armed Forces of the Philippines (AFP) also recalled the Marine personnel assigned as security escorts of Special Envoy to China Ramon Tulfo due to shortage of personnel.

“Due to the dearth of personnel, the Philippine Marine Corps has started recalling its Marines (personnel) who are detailed outside the Corps as security detail,” said AFP spokesperson, Marine Brig. Gen. Edgard Arevalo.

Arevalo said the Corps has sent correspondence to their respective principals since last year informing them of the order requiring the Marines to report back to headquarters for consequent deployment to other units.

“Hence, the recall of said security details to Mr. Tulfo, among others. The fact that it took effect only recently is part of the process,” he added.

He added that the AFP has no personnel detailed as security to the Tulfo brothers except for two Marines assigned to Ramon Tulfo, who is the Philippines’ special envoy for public diplomacy to China.

“Marines, who are known for their professionalism, courage, loyalty, discipline, camaraderie, and esprit d’ Corps in their �ield assignments, are usually requested as security detail which invariably bears on the personnel strength of its units especially those deployed in the frontline,” he added.

DOLE reminder: Double pay for June 5, 12 work

he Department of Labor and Employment (DOLE) is reminding employers in the private sector that workers who will report to duty during the regular holidays on June 5 and 12 “should get paid twice their regular daily wages.”

June 5 is a regular holiday nationwide in observance of Eid’l Fitr, which marks the end of the month-long Ramadan for Muslims while June 12 is Philippine Independence Day. A press release issued Sunday by the DOLE said Labor Secretary Silvestre Bello III issued an

advisory prescribing the proper payment of wages for June 5 and 12.

The advisory states that “employees who did not work on said holidays shall be paid 100 percent of their salary ([Basic wage + Cost Of Living Allowance or COLA] x 100 percent)], while those who worked

Instead of sanctioning former activists like Cardema, Parlade said the public should recognize the efforts of these individuals and former rebels for championing the cause of true peace and reconciliation aside from their denouncement of the acts of violence and atrocities committed by the communist rebels and their allies for decades.

ajor General Antonio Parlade Jr., of the National Task Force to End Local Communist Armed Con�lict (NTF ELCAC) sees nothing wrong with the appointment of Duterte Youth party-list representative and former National Youth Commission chair, Ronald Cardema, as one of the Philippine Military Academy (PMA)'s Board of Advisers (BOA).

"What's wrong with that if the institution looks at him and the NYC as a signi�icant partner in its quest for genuine reforms," Parlade said in a statement Sunday.

He said the BOA was activated in April this year as a third-party lens to guide the PMA in its transformation roadmap.

Parlade, who is also the Armed Forces of the Philippines Deputy Chief of Staff for Civil Military Operations, made the comment following crit-

icism of some sectors on Cardema's appointment as adviser to the PMA which dismissed the latter from its cadet ranks, more than 10 years ago, for allegedly communicating with Communist Party of the Philippines (CPP) founding chairperson Jose Maria "Joma" Sison.

Netizens urged to be responsible in sharing social media posts

ational Capital Region Police Of�ice (NCRPO) chief, Maj. Gen. Guillermo Eleazar, on Sunday urged the public to be responsible in posting or sharing videos and photos particularly those involving crimes in social media.

Eleazar made this appeal in reaction to a viral video of a shooting incident that happened in India but was mistakenly attributed to have occurred in Caloocan City.

He slammed the netizens as “irresponsible” for sharing the video showing two unidenti�ied men �iring shots towards the passengers of a white car.

"Madadala lang tayo kapag ikaw na mismo ang nabiktima (Probably one would learn from this incident if you

have become a victim of it)," Eleazar said in a message to reporters.

Eleazar said upon learning the video, he immediately ordered his anti-cybercrime team unit to validate it.

He said the police discovered that the shooting incident did not happen in Caloocan City but in Dwarka, New Delhi, India last month.

Eleazar urged the public to refrain from adding information to the reports they share through different social media platforms “as this might cause more harm than good.”

The NCRPO chief, however, acknowledged that some of the most sensational crimes in Metro Manila have been solved through the help of social media users. (PNA)

These funds covered loan proceeds requirements for the implementation of the Metro Rail Transit Line 3 Rehabilitation Project and Phase I of the North-South Commuter Railway Project.

ediatricians and health advocates on Thursday urged senators to protect the health of the Filipino youth by passing the bill on the tobacco tax hike.

Dr. Riz Gonzalez, chair of the Philippine Pediatric Society – Tobacco Control Advocacy Group, said studies have proven that the most effective way to improve lung health among children and young adults is to reduce tobacco use and their exposure to second-hand smoke.

"With nearly 700 million, or almost half of the world’s children breathing air polluted by second-hand smoke, children have a higher risk of serious health problems. Tobacco control must be a continu-

he Universal Health Care (UHC) Act will be downgraded from being a �irst-class law to a third-rate one, with its implementation either failing to equitably serve all Filipinos or its bene�its severely limited, if the outgoing Congress is unsuccessful in passing legislation that will substantially raise the current excise tax rates on “sin” products, Department of Finance (DOF) Undersecretary Karl Kendrick Chua has said.

Chua said excise taxes on sin products such as cigarettes and alcoholic drinks need to be increased to levels that would help �ill the P62-billion funding shortfall in the �irst year of implementation alone of the UHC program in 2020.

If Congress fails to pass a law mandating these sin tax increases, then the UHC program will be an ineffective tool in achieving the Duterte administration’s goal of ensuring equitable access to quality and affordable health care services for all Filipinos.

“These are the possible scenarios: the program will not be able to serve all Filipinos, which means some would get better health bene�its, while others would not.

Or, to be fair to all, everyone will be covered but the quality of service will be severely affected,” said Chua in a recent interview.

Chua issued the statement as he reiterated the joint call of the DOF and Department of Health (DOF) as well

as appeals by various health advocacy groups and civic organizations, for the outgoing Congress to pass a new sin tax reform law to help �ill the massive funding gap for UHC. With only one session week left in the current Congress, the Senate, where the sin tax reform bill is pending, needs to act soon in passing the measure.

Senate Bill (SB) No. 2233, which was certi�ied as urgent by President Duterte, provides for a P45 excise tax increase per pack on tobacco products in 2020, followed by a series of P5 hikes until the rate reaches P60 in 2023, and an annual 5 percent increase thereafter. The DOF said this phased increase is acceptable.

According to Chua, Speaker Gloria Macapagal Arroyo has committed the House of Representatives’ adoption of the Senate version to ensure the approval of the measure in the current Congress without the need for both chambers to �irst go through bicameral conference committee (bicam) negotiations.

If the current Congress gets to pass the law before it adjourns this month, Chua said that PhilHealth coverage for primary care will expand to cover 120 drugs and there will be no limit on primary care treatment conditions.

PEZA approves P29-B investment pledges

he Philippine Economic Zone Authority (PEZA) has approved a total of PHP29.49 billion worth of investment pledges in the �irst four months of 2019, data from the investment promotion agency showed.

Although investment approvals for January to April 2019 is lower by 24.5 percent from PHP39.08 billion approvals in the same period last year, job creation in economic zones grew 7.36 percent to 1.48 million this year from 1.38 million in 2018.

Projects that sought PEZA registration for the �irst four months of the year slipped by 1.24 percent to 159 from 161 projects in the same period last year.

Export revenues of PEZA-registered �irms were slightly up from January to March 2019

to USD12.95 billion from USD12.87 billion in the �irst quarter of 2018.

Meanwhile, investment pledges in the information technology (IT) sector remained slow as it posted a 7.1-percent decrement in January to April 2019 period.

PEZA approved a total of 50 IT projects in the said period worth PHP4.63 billion from PHP4.99 billion investments of 52 registered IT projects in 2018.

“We just could not convince yet a number of PEZA export manufacturing and IT companies who have withheld their expansions to proceed with their expansion, assuring them that there is a good chance for us to have a grandfather rule included in the TRABAHO Bill,” PEZA spokesperson Elmer San Pascual said. avao City--Advocacy group Philippine Business for Education (PBEd) celebrated its partnership with the University of Southeastern Philippines (USEP), which continues its winning streak at the licensure examination for teachers.

A mixer at Seda Abreeza Hotel brought together 54 partners in the region, from STEP UP scholars and of�icials at the two USEP campuses, to leaders from the local Department of Education (DepEd).

“To-date, we have 128 STEP UP graduates from USEP, and a 99% passing rate in the licensure exams,” PBEd executive director Love Basillote shared. Eight out of STEP UP’s nine topnotchers graduated from USEP. Scholars Jeffrey Zartiga and Kimberly Dodongan also talked about their experiences.

“STEP UP gave us many opportunities to be trained well, and really develop ourselves so we can be more than quali�ied to be future

teachers,” Kim Dodongan, one of the topnotchers, shared.

In a greater effort to support the scholars in their bid for public school employment, PBEd also invited other local stakeholders such as DepEd Region XI and its division of�ices to the mixer.

“STEP UP has indeed chosen the best, and we are looking forward to having your scholars be teaching in our schools soon,” Regional Director Dr. Evelyn Fetalvero assured during her message.

EDITORIAL Celebrating Ph-Korea ties Filipinos will have easier access to Korean visa after the Republic of Korea relaxed its visa application requirements for Filipinos.

This means, there will be a boost in tourism, education and labor opportunities for Filipinos.

The latest development was welcomed by the Philippine government as the two countries celebrated the 70th anniversary of their diplomatic ties. The close relationship between the Philippines and South Korea is rooted in the two nations’ shared history in fighting together during the Korean War in the 1950s.

Based on historical account, bilateral relations between the two countries started on 3 March 1949 when the Philippines became the fifth country to recognize the Republic of Korea, which was inaugurated on 15 August 1948. The friendship was cemented by the Philippine deployment of the Philippine Expeditionary Force to Korea (PEFTOK) during the Korean War in the 1950s to help South Korea defend itself from the invasion of the North.

Korean Ambassador to the Philippines Han Dong-Man made a prior announcement that the embassy would minimize the number of documents needed for visa applications, especially for businessmen, media practitioners, and government workers.

The Korean envoy said that qualified individuals would be given multiple visa at least five years or 10 years with one single document proving their employment to a certain company. Any Filipino for visit to Korea will be entitled to get multiple-entry visa. Among the Association of Southeast Asian Nation (ASEAN) countries, the Philippines will be the only country allowed to have multiple-entry visa.

Relations between the two countries have flourished through the years. Korea is currently the Philippines’ seventh largest trading partner, fifth largest official development assistance (ODA) partner, and one of the country’s foremost defense and security partners and top tourist sources.

MUCH ADO ABOUT KISSING President Rodrigo Duterte concluded his more than twohour speech before the Filipino community in his recent visit to Tokyo, Japan by kissing �ive women on stage. This despite the presence of his long-time partner, Honeylet Avanceña who was “seemingly amused” by what the president did.

He urged �ive women to come up the stage so he could kiss them on the cheeks. The �ive women had one thing in common, according to the CNN Philippines: “slender bodies, pale skin, and long, silky hair.”

It must be recalled that in June 2018, when he visited South Korea, the president drew �lak when he did the same thing but on the lips to a married Filipino woman.

“What’s in a kiss?” so goes a line of a very popular song.

In a controlled experiment, it was found that increasing the frequency of kissing in marital and cohabiting relationships results in a reduction of perceived stress, an increase in relationship satisfaction, and a lowering of cholesterol levels.

Kissing can also cause the adrenal glands to release epinephrine and norepinephrine (adrenaline and noradrenaline) into the blood. This caused an adrenaline rush, which has a bene�icial impact on the cardiovascular system because the

heart pumps faster. In an experiment by Dr. Alexander DeWees, a passionate kiss generally burns up to 2–3 calories per minute.

Now, let’s talk about the other side. When you lock lips with someone, you actually allow yourself to catch germs. But no one seems to pay attention to it. However, a study published in the journalMicrobiome showed that kissing does more than just making your blood race. A long intimate kiss -- about 10 seconds -- leads to the transfer of as many as 80 million bacteria between partners.

A news report gives this bit of information: “Humans have in them an ecosystem of more than 100 trillion microorganisms that thrive inside us - popularly called the microbiome. It is shaped by genetics, diet and age, but also the individuals with whom we interact. With the mouth playing host to more than 700 varieties of bacteria, the oral microbiota also appear to be in�luenced by those closest to us.”

The Webster dictionary de�ines kiss as “an application of the lips to a person or things in token of affection, or reverence.” Robert Ripley (of Believe it or Not distinction) calls it “an anatomical juxtaposition of two orbicularis oris muscles in a state of contraction.”

Charles Darwin theorizes it the outgrowth of the act of lower

animals who grappled their prey with their teeth. The physiologists identify it as a contraction of the mouth due to an enlargement of the heart. The behaviorists tag it as a pleasant reminder that two heads are better than one.

During earlier times, man did not see it to express emotions through lip movement. Actually, kissing, as it has been called, is the fruitful result of man’s ancient quest for salt (from which the word “salary” came from).

Researchers point out that early cave-dwellers were the �irst to discover the presence of salt on sweat-covered faces, so they took to licking the salty faces of their mates and loved ones.

“At the dawn of civilization, the desire of salt-licking cave folk gave way to sensation far more pleasurable than the taste of salt itself,” one scribe noted.

The modern world, however, gave various interpretations on how to exacerbate a sensation depending on the mood and attitude of the sodium-seekers.

This explains, therefore, why there are today many forms of kissing.

The early Christians made kissing a sign of fellowship. They greeted “all the brethren with a holy kiss.” Even more ceremonial is the “kiss of peace” given to the newly baptized and in celebration of the Eucharist. After

a time, by ecclesiastical regulations, men were allowed to kiss only men, women only women.

The Oriental hand-kiss spread to the Greco-Roman world, was revived at the courts of Christendom during the Renaissance. The Greco-Roman custom of kissing the feet of temple statues was adopted by the primitive Church. From the same source sprang the practice of kissing the Book after oath-taking in courts of law.

According to Professor Vaughn M. Bryant, chairman of the anthropology department at Texas A&M University, where he teaches the origin of kissing as part of an introductory anthropology course, traced the history of kissing back to the Indian subcontinent. “But it wasn’t kissing as we know it now,” he pointed out.

The earliest reference to kissing in the Old Testament is in Genesis 27:26, when Jacob deceives his father to obtain his blessing: “And his father Isaac said unto him, Come, near now, and kiss me, my son.

A little later, the �irst man-woman kiss in the Bible was recorded in Genesis 31:11, when Jacob �lees from Esau and comes to the house of his uncle Laban: “And Jacob kissed Rachel, and lifted up his voice, and wept.”

One memorable kiss recorded in the Bible was the betrayal

kiss of Judas. As told in the New Testament, Jewish leaders under the high priest Caiaphas had paid Judas Iscariot 30 pieces of silver to identify Jesus Christ. With a kiss, Judas singled him out. Jesus was arrested, charged with blasphemy, and condemned to death.

And yes, there is a kissing disease and it is called mononucleosis. The disease was �irst described accurately in 1920 by doctors at John Hopkins University. They reported a strange illness in six students which was distinguished by fever (102 Fahrenheit); swollen glands all over the body but especially under the jaw and at the back of the neck; tonsils coated with a thick, whitish substance; skin covered with a �ine, red rash; and changes in the white blood cells. The normal white cells were overshadowed by large cells with a single nucleus, hence the name, mononucleosis.

In the 1950s, the disease received wide publicity when Dr. Robert Hoagland, then chief physician at West Point Military Academy, reported quite accurately that the strange disease called mononucleosis was spread primarily by prolonged, passionate kissing.

Yes, kissing has a rich history. And I am sure, the kisses made by President Duterte will be included in the history books.

OFFICIALS OF DAVAO PROVINCE, 1945-47 Still reviving from the throes from war, second Commonwealth President Sergio Osmeña promptly put order in the bureaucracy by appointing national �igures and local leaders to �ill up numerous vacancies in government. Especially in reorganizing local government unit, the President relied on his political and personal friends to endorse the mos quali�ied personalities to handle the affairs of the government while it was still in a state of disarray.

During Japanese occupation, Davao City had two provincial heads. Board member Ricardo Miranda, courtesy of the Japanese administration, was installed governor while city mayor Pantaleon Pelayo, Sr., after joining the guerrillas, also declared himself governor of ‘Free Davao.’

Over a month after the liberation of Davao, Osmeña, through the recommendation of surviving leaders, appointed Pelayo acting provincial governor on July 14, 1945. Interestingly, Miranda later replaced Pelayo, who resigned to return and rehabilitate his hometown, Zamboanga, as city mayor. Mi-

randa was appointed acting governor on October 17, 1945.

In the province, new appointments also were also announced by the Of�ice of the Commonwealth President. Notably, retired Philippine Constabulary (PC) of�icer Antonio C. Lanzar as governor, with Rafael E. Santos and Flamin R. Dianco as members of the provincial board.

In the Of�ice of the Governor, the appointees included Lauro Arabejo, as provincial secretary (later to become 1970 Constitutional Convention delegate and mayor of the towns of Compostela and Nabunturan); A. Atienza, deputy governor-at-large; D. Mirasol, A. Quidato, D. Lacuesta, B. Biroy, and R. Gavales, deputy governors; G. G. Latorilla, chief clerk; and A. Zamora, J. V. Militante, Napoleon B. Nidea (later city councilor after whom a street in Davao City is named), Miss C. Camus, and F. Alvar, clerks.

Also appointed were the heads of the different provincial departments (which appeared in the special issue of The Republic Magazine and Directory dated August-September

1947), namely: P. Encarnacion as provincial treasurer; B. C. Guerrero, as district engineer; Fortunato Alagaban, as provincial and city auditor; Albert Haynes, as division superintendent of schools; Maj. Jose J. Jereza, as provincial provost marshal; Alfonso Capili, as provincial agricultural supervisor; Dr. Manuel P. Babao, as chief of Davao Public Hospital; Dr. Marcelino Azusano, as district health of�icer; Atty. M. Belandres, as district land of�icer; Agapito Cenabre, as district forester; Paulo Valdes, as collector of Customs at the Davao Port; Timoteo Anloague, as provincial revenue agent; Benita Israel, as Philippine Relief and Rehabilitation Administration (PRRA) representative; Perfecto delos Reyes, as National Cooperative Administration supervisor; Cenon Cervantes (later 34th Most Worshipful Master of the Grand Lodge of the Philippines and father of the iconic movie director Benjamin Roberto “Behn” H. At the OPF, the Osmeña appointees were Bernardo Teves (later Davao City mayor and judge), as provincial �iscal; Aida Gil-Damaso (later CFI judge of Davao Oriental), as assistant provincial �iscal; Emiliano Esperat, as chief clerk; and Gaspar C. Eng, as clerk-messenger. And at the OPS, the appointees were Eriberto A. Unson, as provincial sheriff; Sancho S. Canoy, Jose Villanueva, and Job Verzosa, as deputy sheriffs.

At the time, Davao City, a component territory of the undivided province, was under Leon A. Garcia (father of the late Davao City lawmaker Manuel Garcia), as mayor; Pedro C. Quitain (father of Of�ice of the Special Assistant to the President acting chief Undersecretary Melchor Quitain and later CFI judge of Masbate), Leopoldo M. Abellera (founder of Rizal Memorial Colleges and later justice of the Court of Appeals and chief of the Board of Transportation), Arsenio Villarosa, Catalino Say, and Jose Yap, as members of the municipal board (city council).

staves off global warming, deforestation, erosion and hunger (First of Two Parts)

W

ouldn’t it be great if there’s a technology that can �ight erosion, arrest hunger, encourages tree planting, and capture carbon emissions into the atmosphere?

The good news is: there is now such technology!

The Mindanao Baptist Rural Life Center (MBRLC), a non-government organization based in southern part of the Philippines, has developed a simple yet sustainable farming scheme that addresses those environmental woes that currently plagued the world.

“We call it Sustainable Agroforest Land Technology or SALT 3,” says Jethro P. Adang, the new director of the Davao-based MBRLC. “Actually, it is a modi�ication of the internationally-known Sloping Agricultural Land Technology, which we now call as SALT 1.”

Created for a hectare farm, SALT 1 is a package technology on soil conservation and food production, integrating different soil conservation in just one setting. “Basically, SALT 1 is a method of growing �ield and permanent crops in 3-meter to 5-meter-wide bands between contoured rows of different nitrogen �ixing trees and shrubs,” Adang explains.

ing trees and shrubs are thickly planted in double rows to make hedgerows. When a hedge is 1.5 to 2 meters tall, it is cut down to about 75 centimeters and the cuttings are placed in alley ways to serve as organic fertilizers.

SALT 2 is the �irst modi�ication of the original SALT. In just one-half hectare farm, a farmer can raise goats (with a ratio of 12 does and one buck) along with agricultural crops. The upper half portion of the farm is planted to different crops while the lower portion is allotted to various legumes and forages. The manure is used as organic fertilizer for the forage garden and crops.

All three systems are geared towards upland farms. “About 60% of our total land area in the country has slopes of 18 degrees or more and these are classi�ied by our government as uplands,” Adang says. “These uplands are continuously disturbed by people who are moving to these areas as lands in the lowlands are already saturated and occupied.”

Uplanders are referred to as among “the poorest of the poor” in the society since they survive below the poverty line level. The impoverished situation is re�lected in their houses made of bamboo, tree

bark and cogon thatch roofing. Their sources of water are either mountain springs or streams.

In terms of education, the upland farmer rarely �inishes grade school. Studies show that he either drops out after the third grade or does not even attempt to enter school. His wife, like himself, fares no better.

Most uplanders belong to the category of “small farmers.” “The inhabitants are primarily farming families in dire poverty and insecurity,” said a study commissioned by the National Research Council Project. “Subsistence food production, rather than forestry, is their overriding priority.”

To think, the uplands are now touted as the “last frontier” of Filipino farmers. “Even if the Philippine government poured all of its resources, money, and talent in expanding the carrying capacity of the lowlands, it would still become all too clear that the next focus for rural development effort will have to be in the uplands,” wrote Charles Castro in his position paper, Uplands and Uplanders: In Search for New Perspective.

There are several reasons for such observation. “It is in the uplands were supplementary and additional food sources will be grown,” Castro surmised. “It is in the uplands which will give Filipinos temporary elbow room for the land shortage. It is in the uplands where landless rural people will �ind a new option in �ighting rural poverty. It is in the uplands where alternatives for fossil fuel requirements may be produced. It is in the uplands where consequently new problem of tenure, social justice, and human rights will be fought, and it is in the uplands where the long-term viability of resources needed by the

densely populated areas such as irrigation water, timber, and coastal and �ishery resources can be established.”

Castro wrote his position paper in 1984 yet. And his prediction has now come into reality. In the 1970s, the average upland population density was 39 persons per square kilometer. A decade later, the population increased sharply to 119 persons per square kilometer. “There are more people now in the uplands than in recent decades,” Adang points out.

Most of the lowlanders-turned-upland farmers really don’t know much about upland farming. They cut the trees and employed the method of farming they used to practice in the lowlands. The result: soil erosion.

“The greatest problem man will encounter when forest trees are cut extensively without replanting and improper farming of fragile, sloping lands is soil erosion,” Adang says. “Soil is the result of the gradual weathering of plants, rocks and miner-

als. The topsoil is rich and fertile because of its organic matter content.”

Scientists say soil formation is a very slow process. In the humid tropics, a soil can be formed in as little as 200 years. But the process normally takes far longer. Under most conditions, soil is formed at a rate of one centimeter every 100 to 400 years, and it takes 3,000 to 12,000 years to build enough soil to form productive land.

“This means that soil is, in effect, a non-renewable resource,” says the UN Food and Agriculture Organization (FAO). “Once destroyed, it is gone forever.”

In the Philippines, the hilly agricultural lands under cultivation have lost about two-thirds of their valuable topsoil. In 1988, the Department of Environment and Natural Resources singled out 22 provinces of having “alarming” soil erosion rate. Both Batangas and Cebu had reportedly lost 80% to 85% of their topsoil to erosion.

“Soil erosion is an en-

emy to any nation – farm worse than any outside enemy coming into a country and conquering it because it is an enemy you cannot see vividly,” Rev. Harold Ray Watson, an American missionary who was the �irst director of MBRLC, pointed out when he received the Ramon Magsaysay Award for international understanding in 1985. “It’s a slow creeping enemy that soon possess the land. We must consider ourselves in a state of emergency, our topsoil is all going…”

The environment department has traced the soil erosion problem partly to denudation of the country’s forest cover. “We only have less than a third of the forest cover we had at the turn of the 20th century,” said Senator Loren Legarda in a press statement which EDGE Davao obtained.

The country losses around 47,000 hectares of forest cover each year, according to Legarda. “Most of the country’s once-rich forest are gone,” said the FAO publication, Sustainable Forest

PAL RENEWS COMMITMENT TO PROTECT THE PHILIPPINE EAGLE

4-STAR CARRIER Philippine Airlines recently renewed its commitment to protect the Philippine eagle by providing support for the Philippine Eagle Foundation (PEF), a non-profit environmental conservation organization committed to ensure the survival of the endangered species.

Through the airline’s ‘Mabuhay Miles with a Mission’ program, a joint project of its corporate social responsibility arm PAL Foundation and frequent flier program Mabuhay Miles, PAL donated an additional one million miles to PEF for the foundation’s travel needs.

The new miles will also help PEF carry out its mission to spread awareness on the importance of preserving this endangered specie and their equally important forest-habitat.

Generous PAL passengers have donated their unused flight miles to support the Foundation, for which the airline management is immensely grateful.

“We are gratified that our loyal customers have unselfishly shown the genuine heart of the Filipino”, said PAL President and COO Jaime J. Bautista, a longtime true believer in the cause of protecting the eagles.

FOR the second time in 22 years, my sister Marilou and I traveled together in a plane. The first time was in 1999 yet when she accompanied me to receive the Journalist of the Year from the Rotary Club of Manila. It was her first plane ride.

Since then, she has been traveling from Davao to Manila and then to United States as she is now Mrs. Marilou D. Eplite. I had the pleasure of visiting her in Florida last year and she was talking about going to some of the tourist destinations in the Philippines.

I thought it was just a plan and may take some time before it will happen. But I was wrong. Last January, I received a message from her that she was coming for a three-week vacation. And she wanted me to accompany her when she goes to Siargao (which lies close to the deepest point of the Philippine Trench, measuring 10,7000 meters below sea level) in Surigao del Norte.

Even before I could answer affirmatively, she already sent me our plane ticket together.

The day came. We were supposed to leave Davao at 7 in the morning but due to bad weather in our destination, it was delayed.

But after 15 minutes, there was clearance and we flew all the way to Siargao for 50 minutes (although our ticket said it would take about 1 hour and 10 minutes).

It was my first flight riding a small plane and so I was nervous. When we were already flying, I observed my sister was so relax and calm. Her reaction was different the first time we flied together. No more excitement about flying but she was more thrilled to be in Siargao – finally!

We arrived at Del Carmen and took a van in going to General Luna. Travel time was almost an hour and the fare was P300 per person. After settling at the place where we would be staying for almost four days, it was time to explore Siargao.

There are no jeepneys or taxis in this island; the most convenient transportation is motorbike. To make our land tour memorable, we decided to hire a BiNGGO, a sort of tricycle where the driver is at the center while the passengers are at the back. We could actually just rent a vehicle but since we don’t know to drive, we decided to have a driver to go along with it. The cost: P700 for the vehicle and P1,000 for the driver.

We started our land tour almost lunch time already but we were more eager than hungry. There were several places we went to but the most exciting part was when we arrived at Cloud 9, for the island is known for! It is located at the southeast corner of the island.

It was in the late 1980s when traveling surfers discovered “the right-breaking reef wave.” Since then, people flocked to the island to see the waves for themselves. It was nameless until American photographer John Seaton Callahan bestowed it its well-known name after a chocolate bar. In March 1993, Cloud 9 was featured in the US-based Surfer magazine. Two years later, the same magazine listed it as one of the “Ten Best Surf Trips of All Time.”

Today, Siargao has been called as the “Surfing Capital of the Philippines.” The CNN Travel listed Cloud 9 as the No. 8 break in the world.

Although there are other great surf destinations, Cloud 9 is the most noted one.

Wikipedia shares this bit of information: “There are several other quality waves on Siargao and nearby islands, but Cloud 9 has received more publicity than any other surf spot in the Philippines. While it is not the only wave in the Tuason Point and General Luna areas easily accessible via the long pier from the shoreline and without the need for a boat, it is easily the most popular, leading to overcrowding and the nickname of ‘Crowd 9’ among surfers.”

According to surfers I interviewed, the best time to surf Cloud 9 is on a mid- to high-tide. During low tide, it gets very shallow and the reef beneath the place is very sharp.

For those who are beginners in surfing, they can always hire a trainer on how to do it before plunging into the water. There are also surfboards that can be rented for P200 per hour or P500 for a full day. As the Cloud is for the experts only, there is a smaller break to the left of Cloud 9. It is called “Jacking Horse,” which is perfect for tyro and intermediate surfers.

Since it was already mid-afternoon, I didn’t have an opportunity of taking someone doing a death-defying stunt. However, my friend sent me a copy of a photo taken

ORONTO — The Golden State Warriors drastically changed their starting lineup for Sunday night’s Game 2 of the N.B.A. �inals, missed 24 of their �irst 33 shots, sank into an early double-digit de�icit and lost two more key contributors to injury.

The Warriors also managed to overcome it all to do what they seemingly always do: They won a road game in the playoffs for the 23rd successive series.

Flummoxed for a game and a half by the Toronto Raptors’ physical defense, Golden State swung back in a big way by smothering the Raptors to score the �irst 18 points of the second half and seize the momentum in a 109-104 victory that evened these �inals at one game apiece.

RAPTORS’ HOMECOURT EDGE Any basketball fan (and fanatic) will engage in a heated debate if you insist playing on homecourt is NOT a big edge during a seven-game championship series.

If Golden State and Toronto both take their homecourt assignments respectively, the NBA title series boils down to a best-of-two.

Which means that neither team can afford to lose in their territory in the seven-game duel.

As common logic proceeds, whichever loses in his home turf, it also loses its homecourt advantage and with it, the golden opportunity to snatch the crown because the format is a 2-2-1-11 home and away for the team that held the best regular win loss card.

But there are tangibles and in-

tangibles.

The tangibles are that the Raptors have Kawhi Leonard and Kyle Lowry as their one-two mainstays while the Warriors pride themselves with 2-time MVP Steph Curry and sweet-shooting partner Klay Thompson.

The intangibles include this homecourt edge, the strong and riotous fan support, the absence of key players due to injuries, illness and unlikely circumstances.

Because this is the Raptors’ �irst title appearance in as many years of its existence, Toronto is presumed to be the hungrier ballclub which somehow compensates for its’ lack of championship experience. The coaching staff is leaning so much on the physical well-being of Leonard

and the playmaking of ace point guard Lowry, plus the herculean defense of center Marc Gasol and Serge Ibaka and the scoring contribution of shifty power forward Siakam.

Kevin Durant did not see action in the series opener where GSW was defeated 118-109 and his absence was direly felt even if big boy DeMarcus Cousins has returned from sick bay and saw minimal minutes.

It is not unlikely that Curry and company can steal one game from the Raptors’ homecourt edge. They already did that twice, against the LA Clippers in the quarters and versus the Houston Rockets in the semis.

Coach Steve Kerr knows the situation they are in. Adjustments

will be in th of�ing.

He might try activating the recuperating KD and see how the Raptors’ defense will play out.

As it was, Curry, despite top scoring for GSW in Game One, wasn’t able to shake off Toronto’s crowding defense and failed to lead his team to victory.

Kerr’s objective is to swing back the momentum towards GSW by repulsing the Raptor’s in the second match in Toronto.

I give the Raptor’s a �ifty-�ifty chance.

After all, they turned back GSW in their two outings in the regular season and that alone gives them the con�idence that the Warriors are human after all.

However, the championship �inals are another type of ball-

game where the level of athleticism, mindset and attitude exert a phenomenal in�luence among the players and coaching staff involved.

The Warriors are in their �ifth consecutive appearance in the NBA Finals which are a record by itself in the now post-Celtic-Laker era.

If Curry and his friends eventually lose, they actually lose nothing but pride. They will not lose their shirts nor their identities. avao City �inished a strong third place overall in the recent 7th Philippine Sports Commission - Philippine Sports Association for Differently Abled (PSC-Philspada) National Para Games 2019 held in Malolos, Bulacan.

Led by World Para Swimming Series silver medalist Ernie Gawilan, the Dabawenyo para athletes harvested a total of 20 golds, 24 silvers, and 13 bronzes.

Delegation head James In�iesto congratulated the entire delegation for its sterling performance.

“The athletes performed beyond what we expected, it’s a performance we can truly be very proud of,” said In�iesto.

Pasig City emerged as the

overall champion after collecting a total of 94 medals -- 39 gold medals, 32 silvers, and 23 bronzes -- after four days of competition on May 26-30.

Pasig bested 75 others in the PSC-organized event.

Pangasinan province came in second with 25 golds, 12 silvers, and 14 bronzes.

Governor Wilhelmino M. Sy-Alvarado’s representative, Provincial Administrator Eugenio C. Payongayong, congratulated the delegates for their devotion and unquestionable determination and perseverance to stand above any challenge as they showcased their capabilities and overcame their disabilities.

“I say to the Lord God I am blessed because I did not have

this. But you are more fortunate because God used you to encourage many people to see that it is normal,” Payongayong said as he read the governor’s message.

On the other hand, Juanito Mengarini, coach and captain ball of the wheelchair basketball team of Pasig City, encouraged and motivated other differently-abled persons to unleash their hidden talents and participate in such activities.

“Find out what is your ability. Do not hide it at home because now it is a huge social disability,” Mengarini said.
