wo of them are barely into 40s and one is 32. And yes, they’re not politicians in the traditional sense.

By traditional, we mean the kind of old men who command respect with grey hair and even greyer prospects for the future of their constituents.

Instead, we have leaders in easy street clothes, boy-next-door looks and always ready for action. They are scions of President Rodrigo Duterte whose

unorthodox leadership style is sweeping across the country a new brand of politics that has caused a changing political landscape. Monday's elections have brought to fore that new mindset among the electorate but most signi�icantly for Davao City, it has given way to a

next generation of leaders.

Rugged surfer looks and all, Vice-Mayor-elect Sebastian "Baste" Duterte, 32, joins siblings Davao City Mayor Sara Duterte-Carpio, 40, and Congressman-elect Paolo "Pulong" Duterte, 44, in the young Duterte triad.

The three won handily in Monday's polls.

Sara won a landslide win in her reelection bid with 580,440 votes against the 4,270 of Jun Marcellones. Baste ran unopposed for vice mayor and got 558,128 votes while Pulong won in the �irst district with 197,370

votes.

olice Regional Of�ice (PRO) 11 regional director Police BGen Marcelo Morales, on Wednesday, May 13, said it will be dif�icult to �ind the right successor of Davao City Police Of�ice (DCPO) police colonel Alexander Tagum who is bound for promotion to a higher post this July.

“Mahirap mag hanap ng kahalili ni Colonel Tagum,” Morales said during the AFP-PNP Press Corps media brie�ing held at The Royal Mandaya Hotel yesterday.

“But incase na talagang dumating yung punto na kailangan naman umangat ni colonel Tagum for his career and personal advancement, we are ready to look for his replacement,” the region-

Morales said they are currently on the process of shortlisting the candidates that would possibly replace the outgoing DCPO director.

Assume a 75 % turnout rate in the election, one gets an average 541 votes per ER. If there are still 1 ,930 untransmitted ERs with 541 votes per ER, you get a total unreported 1 ,043,721 votes.

Untransmitted ERs are a perennial problem in the country's Automated Election System (AES). In the past elections, the failed transmission rates were 9.5% of 76,528 election returns in 2010, 24% of 78,193 election returns in 2013, and 3.5% of 92,506 election returns in 2016.

s of 10:16 AM of May 15, Wednesday, the results in the partial and unof�icial senatorial count in the COMELEC Transparency Server cover 97.75% or 83,842 of the local Election Returns (ER) from all over the country. This leaves 2.25% of 85,769 local ERs not yet included in the count. The delay in the transmission of ERs could be due to VCM malfunction, SD card issues, transmission issues, or other factors.

avao City mayor and presidential daughter Sara Duterte has an “independent mind” and can decide whether she will consider running as president in the 2022 elections, Malacañang said on Tuesday.

Presidential Spokesperson Salvador Panelo said he could not tell whether Sara had plans on running despite the warning of her father, President Rodrigo Duterte that presidency could both “educate” and “destroy” her.

“We know Mayor Sara has her own independent mind. We have to leave that to Mayor Sara herself,” Panelo said in a Palace brie�ing.

Panelo denied speculations that the President repeatedly mentioned Sara in his speeches as if hinting that she would seek the country’s highest elective post in the 2022 elections.

“He (Duterte) doesn’t have to say that because everybody wants her to run.

I mean, a lot of people are egging her to run,” Panelo said.

Panelo said the President’s warning was his way of showing concern for his children.

“I think that’s a genuine concern for this President.

He loves his children; he doesn’t want them to suffer,” Panelo said.

“Since he is a father to a daughter ayaw niya sigurong maranasan ng anak niya iyong nararanasan niya ngayon (he doesn’t want his daughter to experience what he’s experiencing now),” he added.

Sara, who leads the administration-backed regional party Hugpong ng Pagbabago, was reelected mayor while her brothers Paolo and Baste won as representative of the �irst

district of Davao City and vice mayor, respectively.

Rumors of her planning to run for president in the next elections surfaced anew after many of the administration-backed candidates made it to the Senate’s Magic 12 based on the partial and unof�icial results of the May 13 midterm polls.

Anti-political dynasty measures Panelo, meanwhile, reiterated Duterte’s stance on anti-political dynasty provisions in the proposed federal constitution, saying he will leave it to Filipinos to decide via referendum-plebiscite.

Duterte previously said he was for anti-political dynasties but could not prevent his own children from running for public of�ice.

“Ang sinasabi niya yata roon, Pilipino pa rin ang magdi-decide. Kasi mayroong dynasty na maganda, mayroon ding dynasty na masama(What he said before is, it’s up to Filipinos to decide. Because there are dynasties which are good, there are dynasties that are bad),” Panelo said.

“We have seen how the Filipinos or the Filipino electorate has rejected dynasties which they feel and believe to be no longer fruitful sa kanila; hindi bene�icial sa kanila kaya ni-reject nila (to them, no longer bene�icial to them that’s why they reject them),” he added.

The Presidential Spokesperson also said it will be up to the Congress to push for anti-political dynasty measures.

“We will leave it to the members of Congress, to their good conscience, to whatever they think is good for this country,” Panelo said. (PNA)

Martial law played key role in securing Mindanao polls: AFP

artial Law in Mindanao proved a vital factor in ensuring the relatively peaceful conduct of Monday's mid-term elections in the island.

"In Mindanao where there are a number of identi�ied election areas of concern, Martial Law proved to be a serious deterrent to lawless groups who may intend to disturb free polling," said Armed Forces of the Philippines (AFP) spokesperson, Marine Brig.

Gen. Edgard Arevalo, on Tuesday when asked by reporters on what other factors the military can attribute the relative non-violent elections.

Aside from this, Arevalo attributed the success and relative peacefulness of the elections to the peoples’ cooperation with the security measures laid by the AFP and the Philippine National Police.

"And likewise to the citizens’ active involvement in reporting unusual developments or movements in their localities," the AFP spokesperson said.

In a 235-28-1 vote, the Congress, in a joint session on December 12, 2018,

approved the extension of martial law in Mindanao until December 31, 2019.

The AFP recommended another year-long extension of martial law in Mindanao island to totally neutralize terror groups still operating in Mindanao. Martial law in Mindanao was declared on May 23, 2017 following attacks launched by the Maute Group in Marawi City.

The House of Representatives, in a special joint session in July 2017, granted the extension of martial law until December 31, 2017 at the President's request.

The Senate and House of Representatives, convening in a joint session early December, granted the Chief Executive's request for the extension of martial law and the suspension of the privilege of the writ of habeas corpus for a period of one year from January 1 to December 31, 2018.

Also, the AFP spokesperson vigilance on the part of security forces ensured that there will be suf�icient forces groups planning to disrupt the polls.

PRRD to visit Japan again this month

Comelec proclaims Pulong, first district councilors

he regional of�ice of the Commission on Elections (Comelec) in Davao �inally proclaimed the elected district representative and councilors of the �irst district late Tuesday concluding the results of the midterm elections in Davao City.

Comelec Davao chairman lawyer Krisna Samantha Caballero proclaimed former vice mayor Paolo “Pulong” Duterte as the 1st district congressman after garnering a total of 197,370 votes during the midterm elections last Monday.

The poll body also proclaimed Ma. Belen “Mabel” Sunga-Acosta as

a re-elected councilor in the 1st district with a total of 171,082 votes collected.

Joining her in the “Magic 8” are Melchor “Jay” Quitain (161,951), Edgar “Kap” Ibuyan (140,426), Bonifacio Militar (123,976), Nilo Abellera (122,939), Pilar Braga (122,088), Pamela Librado (118,628), and Jessica

Bonguyan (115,376).

Comelec earlier proclaimed Vicente Garcia as the 2nd district congressman after collecting a total of 174,389 votes.

Re-electionist councilor Danilo Dayanghirang led the 2nd district legislative race and was proclaimed winner with 123,621 votes, followed by Diosdado Mahipus Jr. with 121,201, Louie Bonguyan with 120,049, Ralph Abellera with 106,833, Javi Campos with 106,042, Dante Apostol with 105,219, Che-Che Justol with

105,110 and Jonard Dayap with 95,776.

Isidro Ungab, on the other hand, was proclaimed as the 3rd district congressman of Davao City after receiving 160,732 votes.

Alberto Ungab (144,120), Nonoy Al-ag (123,300), Dra. Joselle Villafuerte (116,378), Conde Baluran (114,603), Myrna Dalodo-Ortiz (113,798), Petite Principe (112,911), Cocoy Zozobrado (104,996) and Sweet Advincula (100,526) occupied the eight councilor seats in the 3rd district.

Under the teacher-related reports, Pascua said the DepEd central of�ice has already received 1,070 reports about failure of full payment of honoraria, 632 reports of unpaid allowances, 751 reports of injuries and harassments, and 86 complaints.

Pascua said they have also received 949 reports of damages to school facilities but they have not checked the degree of such damages, but were assured that no burning of facilities or incidents of �ire happened.

“There are still reports coming in and we’re allowing so until before Friday. We’re not forcing our teachers to �ile their re-

ports immediately as they are now resting after serving the polls whole day but we’re requesting them to submit their reports before Friday,” he said.

To ensure non-duplication of reports, Pascua said they will be verifying the data from the ground through the division and regional supervisors.

“It is possible that two or more teachers are reporting one incident and that’s what we’re looking at right now. We’ll verify the data collected and then we’ll be sending formal endorsement to Comelec for all those Comelec-related problems and we will act on those teacher-related problems,” he added.

Stressing that the app still has limited features, Pascua said they would be working on the quali�ication of each incident report to establish its accuracy.

“For example, we re-

ceived a report that this number of teachers haven’t received their honoraria, that report is accurate only at that given time, because after a few hours, they might have received their honoraria already. We’re looking for a way on how the system will automatically correct the entries by adding another parameter so that by the end of the hour or the day we can have a more accurate data,” he added.

In the same press briefing, Pascua said 157 reports were submitted via SMS, 81 through cellphone calls, 22 via telephone calls and 44 more via email.

“Most of these reports are about vote counting machines which are not working properly, or broken, which have not been delivered,” he added.

Zero violence: East Mindanao election generally peaceful

he conduct of elections in the areas covered

by Eastern Mindanao Command (Eastmincom) was generally peaceful.

The assessment was made after reports that no violence transpired during election day and two days prior.

While the Joint Elections Monitoring Action Center of Eastmincom and the Directorate for Integrated Police Operations received reports about glitches in some election paraphernalia, it did not affect the security, neither did it create a commotion among the election stakeholders.

Lt. General Felimon T. Santos Jr., Commander of Eastmincom, expressed appreciation and attributed the success to the cooperation and collaborative efforts of different election stakeholders.

“We are thankful for the cooperation of different stakeholders for adhering to the rules and regulations set forth in the conduct of the elections that we were

able to sustain the peaceful environment during the duration of the elections. We also appreciate the sobriety of some of our voting public who experienced inconvenience which is normal and the decisive action and calmness of the teachers who are administering the elections,” Lt. Gen Santos said.

“We also want to congratulate our Police and Military personnel for showing the highest standard of professionalism and integrity in this constitutional exercise as we have not received complaints or abuse in the performance of our duty,” he added.

Since Saturday, May 10, 2019, Election Monitoring was intensi�ied as paraphernalia were on transit to the different polling centers in Eastern Mindanao.

The Election Monitoring Action Centers, which are interconnected with PNP were activated from Municipal, Provincial, Regional and Area wide to ensure the security requirement of the election.

n of�icial of the Department of Education (DepEd) on Tuesday said the use of the DepEd election monitoring mobile application enabled teachers to coordinate election-related concerns with the DepEd central of�ice in a quick and timely manner.

“As of 3 p.m. today, the total number of data items we have received via the app has amounted to 612,313 and they are from 33,807 app users who were members of the electoral boards, DepEd Supervising Of�icials and Public Schools District Supervisors,” said DepEd Undersecretary Alain Pascua in a press brie�ing.

Pascua said the high number of reports showed that teachers with poll duties have become more engaged in reporting their concerns because of the app.

he Commission on Elections (Comelec) assured Tuesday that no election result was compromised amid the issues encountered by the transparency server on the night of election day.

"Hindi affected 'yong resulta ng ating transparency server (The transparency server's result was not affected). In fact, during the investigation by our IT team, the server is still receiving results from the VCM (vote counting machine)," Commissioner Marlon Casquejo said in a press brie�ing at the National Board of Canvassers' headquarters in Pasay City.

The Comelec of�icial blamed the delay on the deluge of data transmitted all at once by the VCM, a few minutes after the polls closed.

Around 6 p.m. on May 13, he said the so-called File Transfer Protocol (FTP) re-

ceived a deluge of data causing a glitch that resulted in the delay during the pick-up of results.

"This FTP application is entirely separate with our transparency server, it won't affect our transparency server," he said.

Casquejo likened the incident to bottleneck traf�ic situations in expressways.

"Like in South Luzon Expressway, in a normal situation, the gates remain open so there is no traf�ic congestion. It so happened during the elections, the data came in bulk there had been a delay on the picking up of results," he said.

The Comelec's transparency server transmitted part of the unof�icial election results at around 6:15 p.m. on Monday before it went silent for about seven hours until the next transmission at 1:19 a.m. the next day. (PNA)

Local markets weaker as trading resumes

he Philippine peso started the four-day trading week weaker against the US dollar, in step with the main equities gauge, which also ended the session with losses.

The Philippine Stock Exchange index (PSEi) slipped by 1.23 percent, or 95.54 points, to 7,646.66 points, which a trader pointed to lack of leads in the domestic market after the mid-term polls on Monday, a holiday.

All Shares also fell 1.14 percent, or 54.72 points, to 4,736.54 points.

Most of the sectors also ended in the red, led by Financials, which fell 3.05 percent.

Holding Firms declined by 2.31 percent, Industrial by 0.72 percent, and Services by 0.03 percent.

On the other hand, Min-

ing and Oil rose by 1.19 percent, and Property by 0.94 percent.

Volume totaled 919.8 million shares amounting to PHP11.95 billion.

Decliners led advancers at 140 to 57, while 37 shares were unchanged.

The local currency also ended the day at 52.435 from 52.12 on Friday last week.

The day's session opened with the peso at 52.37 from 52.255 in the previous session. It traded between 52.45 and 52.345, resulting in an average for the day of 52.388.

Volume reached USD881.1 million, lower than the USD1 billion in the previous session.

DO Foundation, the Bangko Sentral ng Pilipinas (BSP) and Department of Education (DepEd) are ramping up efforts to maximize the bene�its of their �inancial education program for public school students through the K-12 curriculum.

DepEd Secretary Leonor Magtolis Briones recently issued Memo no. 32, Series of 2019, announcing the dissemination of the �inancial literacy learning resources in all public schools nationwide.

Developed by BDO Foundation in partnership with BSP and DepEd, the resources consist of ten sets of educational videos, lesson plans and discussion guides on such topics as savings, budgeting and entrepreneurship, among others. The issuance of the memo formalized the integration of said materials in Kindergarten classes and subjects like Araling Panlipunan, Edukasyon sa

Pagpapakatao and Mathematics for elementary students.

The learning resources for Kindergarten pupils focus on saving and the value of money. The Araling Panlipunan materials teach students how to save and when to spend by identifying needs versus wants.

The Edukasyon sa Pagpapakatao lessons discuss the importance of hard work and resourcefulness in earning extra income. The Math classes, on the other hand, cover budgeting and �inancial planning. These materials are available on DepEd's online learning portal, where they can be readily accessed by teachers and trainers.

EDITORIAL Magnanimity in defeat Davao del Norte Governor Anthony Del Rosario displayed class when he readily conceded defeat and thanked his provincemates for the support they gave him as the province’s chief executive. Anthony lost to former House Speaker Pantaleon Alvarez in the congressional race for the province’s �irst district in Monday’s elections that saw the Del Rosarios and Floirendo lose their stranglehold of what was once their bailiwick.

Anthony’s gesture is a mirror of political maturity, something that is lost in many politicians especially those who did not make it in the elections for Senator. We have seen candidates who failed in their respective bids to win a seat in the Senate who continue to whine instead of accept their fate. It’s pathetic to hear some losing candidates vowing to take the �ight to the streets. This manifestation of unsportsmanlike mentality does not bode well for a democratic society--a society that exercised its sacred right of suffrage and expressed their choices manifested through the ballots. No single vote is a mistake or a bad vote.

There’s also the disturbing statement opposition candidate Neric Colmenares who said he will not concede to a rotten electoral exercise.

Just because he lost, he will consider the polls abnormal, is unacceptable.

In the �irst place, why did he even join the senatorial race knowing fully well the odds that are stacked against any opposition candidate when ranged against the chances of those in the administration. Like cock�ights, there is what you call ‘llamado’ and there is also ‘dehado’ in politics. There will always be a handicap of sorts for any opposition candidate. This is nothing new, unless Colmenares wanted everyone to believe his lame excuse.

There will always be statesmanship in politics where men of principle and class go down �ighting and surrender to the supreme power of vox populi, vox dei.

And then, there are simply the stubborn ones who cannot accept that people have choices.

THE WILLIE ONG PHENOMENON AND LESSONS FOR CANDIDATES As the canvass of the 2019 midterm elections proceeds thoughts turn to how social media may have played a big part in forming voters minds.

Campaigning online is a given and has been practiced since the 2007 elections. Youtube videos and social media posts are a platform viewed by about 70 million Filipinos who have social media accounts.

The 7 million or so votes of candidate Willie Ong is a testament to social media power. Despite not having the same mainstream media exposure and few sorties, he still managed to get the votes, putting him just a few million shy of a win. Commenters opine that if he did join a larger slate, he could have won.

But apart from the former senators in their lineup, almost all of the opposition slate got lower votes than Ong. Why may that be?

Three reasons come to mind.

One, Ong’s message was clear, credible and positive. As a doctor long known for and often ready to help others with their health problems, he bore the credibility to champion health issues and in advocating health policies. Many if his former patients swear to his kidness and expertise.

He thus speaks with authority and people listen and trust him. This shows that he has high engagement with his voters. They also helped in campaigning with him. This cannot happen if you are not credible to them.

He conducted his campaign with this as his currency and avoided slinging mud. This protected his credibility. Even when opponents tried to downplay his campaign, he did not dignify them.

The third reason was his clever use of social media. Having estavlished his credibility, His 10 million or so followers clearly delivered ampli�ied it

to the hilt. Joining him was his doctor wife who also does the same online medical advocacy. This tandem makes the effort a strong and wholesome one.

This draws voters.

On the other hand, members of the opposition slate campaigned long and hard, complete with all the publicity gimmicks and freauent negative campaigning to gain attention.

They were mainstream media’s darling, portrayed as David waging a hopeless battle with a goliath.

But despite their exposure , however, voters turned away from them. Florin Hilbay and Gary Alejano come to mind, their large social media followings and frequent media exposure failed to deliver for them.

Unknown independent candidates had more votes than they did.

I guess voters know of them, and because social media empowers them to have a deep-

er look at them, they didn’t like what they saw and didn’t vote for them.

It was just too much politicking from people not seen as credible and trustworthy. This trust matters to many voters.

For example, in the speedboat stunt they did, voter reaction was to see them as doing something that cannot be achieved.

Can they seriously convince voters that if elected, they could force China out of the disputed islands? It was a big insult to their intelligence.

Worse, members of the opposition slate would publicly berate those who didn’t choose them. Read up their statements following the endorsement of religious groups like the El Shaddai. They spoke like frustrated and scorned candidates.

This was ampli�ied by their social media support base, which turned off even more voters.

Even their promotion of university mock polls at the end

of the campaign showing them may have back�ired. This tells voters who made up their minds not to vote for them that they are making a mistake in doing so.

After this, will voters feel good about voting for them?

As expected, that didn’t go to well with many voters who felt insulted by their words and actions. The last Pulse Asia surveys prior to the elections show how voter disgust at them kept them out of the winners circle.

The lesson for senatorial candidates is that people don’t just vote for your issues. They vote for you and whether you can be trusted to carry out what you say. Willie Ong got this, and got voter appreciation.

The opposition slate said too much for their own good, yet sounded like mouthpieces without much credibility.

In this age of walking the talk, credibility matters.

THE HORNBILLS OF DAVAO The tribes in many parts of the archipelago call it kalaw and it has earned the sobriquet as the ‘clock of the forest’ given the regular calls they make at precisely the same time. In short, the hornbill, no matter its class, is nature’s recognized timekeeper.

Worldwide, there are �ifty-seven species, ten of these are endemic to the country. Whether in real life or in legend, the bird, which is distinct for its brightly colored bill, is one of the largest fowls that can be found in forests throughout the country. The smaller variety is known is many places as the tarictic or taliktik.

The hornbill species found in the islands are the Palawan hornbill (Anthracoceros marchei), Sulu hornbill (Anthracoceros montani), Rufous hornbill (Buceros hydrocorax), Luzon hornbill (Penelopides manillae), Mindoro hornbill (Penelopides mindorensis), Visayan hornbill (Penelopides panini), Samar hornbill (Penelopides samarensis),Mindanaohornbill(Penelopides af�inis), Walden’s hornbill (Rhabdotorrhinus waldeni), and writhed hornbill (Rhabdotorrhinus leuco-

cephalus).

English anthropologist Arnold Henry Savage Landor, who visited Davao in 1902, observed the presence of birds while negotiating Hijo River on his way to Mawab, Compostela Valley Province and the Lower Agusan basin.

In his book, The Gems of the East (1904), he wrote: “From some cliffs of volcanic formation descended a pretty waterfall which formed an immense umbrella of stalactites. Huge hornbills with gigantic red beaks could be seen �lying over our heads, and their peculiar shriek could be constantly heard all round.”

A similar impression was recorded by Dean Conant Worcester, who, as secretary of the interior of the Philippine Islands, made countryside visits in Davao to get a �irst-hand observation of the regions under his jurisdiction. In his book The Philippine Past and Present (1914), he wrote: “The trip up the Agusan River is a most wonderful one… Great fruit pigeons and huge hornbills frequently �ly over one’s boat, or perch in trees where they can be shot from the river. Monkeys abound. Huge

crocodiles may occasionally be observed sleeping on, the banks. Wild hogs are plentiful, but usually keep out of sight.”

In Bagobos legends, described in the Journal of American Folk-lore (1913), it is popularly believed that the hornbill on a tree was used to be man “and the proof is, that if you look at the body of a hornbill, under the feathers, at some point between the neck and the wing, you will see that its skin is like the skin of man.”

Among Muslims, the tree-hornbill legend is linked to the biblical �lood.

American writer Charles Montgomery Skinner (18521907), in his ‘Myths & Legends of Our New Possessions & Protectorate,’ published in 1900, wrote about this amusing narrative: “In the Moro tradition…

To take down a perched hornbill, the Manobos, instead of employing ordinary arrow, use sharp spikes from the anahaw (Saribus rotundifolius) to puncture its tough hide. To them the hornbill’s cry is a portent of evil sign. John M. Garvan, in The Manobos of Mindanao, noted: “There are, however, several [birds] that by their cry, forebode evil. Thus, the cry of all birds that ordinarily do not cry by night is of evil omen. The various species of hornbills, crows, and chickens are examples.

The cawing of crows and the shrieking of owls in the night have a particularly evil signi�icance, for these birds are then considered to be the embodiment of demons that hover around with evil intent.”

The presence of hornbills in the region, chie�ly the Mindanao hornbill (Penelopides af�inis Tweedale (1877), has even inspired the American occupiers to name its military encamp-

ment in Monkayo, Compostela Valley Province, as Camp Kalao. A 1918 census map of�icially used the label and the appellation was included in the List of Geographic Names published in 1920.

A year later, in the 1901 Report of the Philippine Commission to the President (Vol. III), a brief, one-paragraph item on the hornbill was included, particularly citing a �igure in terms of number of species that is different from today’s classi�ication: “There are 12 species of hornbills, not one of which occurs outside of the Philippines. These birds have most singular breeding habits, the males wall up the females in hollow trees when the latter are ready to attend to their maternal duties, by �illing up the openings through which they enter with clay, leaving only small holes through which they can pass in food to their imprisoned wives.

The hornbills are fruit eaters, and their �lesh is excellent. The large species of the genus Hydrocorax frequent very high trees but can readily be called own within range if one hides one’s self and imitates harsh notes.”

Balengaeng and more areas in Brgy. Los Amigos with the completion of the pipeline expansion project of DCWD’s Riverside Water Supply System on March 22, 2019.

The project has been designed to serve around 100 households in Brgy.

Balengaeng and approximately 200 households in Brgy. Los Amigos situated within 150 meters from

For the convenience of the would-be served customers, DCWD conducted an onsite New Service Connection orientation for the residents in Brgy.

he Government Service Insurance System (GSIS) is now accepting applications for the enhanced GSIS Scholarship Program (GSP) for Academic Year (AY) 20192020 until 24 June 2019.

“We understand the �inancial challenges of sending a child to college. Thus, we have made available 400 scholarship slots for children or dependents of low-income GSIS members and permanent total disability (PTD) pensioners below 60 years of age. The pension fund will shoulder the tuition and miscellaneous fees up to Php40,000 per academic year and Php3,000 allowance per month of each scholar,” GSIS President and General Manager Jesus Clint Aranas announced.

Active GSIS members who are permanent employees; have at least three years in government service; have a salary grade of 24 or below (or its equivalent job level); and

have paid premium contributions for the last six months may nominate their child or dependent.

Single or married active members who are childless may nominate one of their dependents who rely on them for support. PTD pensioners below 60 years old may nominate their child only.

Nominees (the children or dependents) must be incoming freshmen who have been accepted in any four- or �ive-year course or in priority courses in Commission on Higher Education (CHED)-recognized schools with its own charter or a school quali�ied by the CHED as Levels IV and III, Autonomous or Deregulated.

PGM Aranas enthused that of the 400 slots, 40 will be allotted to dependents of persons with disabilities, indigenous peoples, and solo or single parents.

“We have put this in place because we want to be more

inclusive and add meaning to our assistance efforts,” he added.

Since 1998, GSIS has been granting scholarships to deserving children or dependents of members and pensioners as part of the pension fund’s corporate social responsibility program. A total of 3,682 scholarship grants have been awarded to date.

Monetary incentives in the amount of Php20,000, Php30,000, and Php50,000 await scholars who will graduate cum laude, magna cum laude, and summa cum laude, respectively.

Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled that: SECTION 1. TITLE – This Ordinance shall be known as “THE HIJAB ORDINANCE OF DAVAO CITY”.

SECTION 2. PURPOSE – The purpose of this Ordinance is to promote and protect the right, well-being and religious belief of Muslim women to wear hijab, niqab or burqa in school campuses, workplaces, commercial establishments and other private or public premises in the course of their formal education, employment, personal transactions, or practice of their profession in deference to the religious beliefs, customs and traditions of the Muslim community in Davao City.

SECTION 3. AUTHORITY AND BASIS – This Ordinance is enacted pursuant to the provisions of the 1987 Constitution, particularly: -ARTICLE 2, SECTION 11. The State values the dignity of every human person and guarantees full respect for human rights.

-ARTICLE 2, SECTION 26. The State shall guarantee equal access to opportunities for public service, and prohibit political dynasties as may be defined by law.

-ARTICLE 3, SECTION 5. No law shall be made respecting an establishment of religion, or prohibiting the free exercise thereof. The free exercise and enjoyment of religion profession and worship, without discrimination or preference, shall forever be allowed. No religious test shall be required for the exercise of civil or political rights.

Provisions of DepEd Order No. 32, “Strengthening the Protection of Religious Rights of Students” and Ordinance No. 0417-12, Series of 2012, also known as “the Anti-Discrimination Ordinance of Davao City” SECTION 4. SCOPE – This Ordinance shall apply to all Muslim women wearing hijab, niqab or burqa in Davao City.

PROVIDED, that this recognizes the right of every institution to promulgate rules, policies, and regulations for security and general protection. In line with the foregoing, the one wearing hijab, niqab or burqa shall cooperate to reasonable security measures, such as, submit themselves to a female security officer, or open/remove cover for facial recognition, when deemed necessary for checking upon entry to the premises of the establishments.

SECTION 5. DEFINITION OF TERMS – 1. Commercial Establishment – An establishment used for commercial purposes, such as, but not limited to, banks and financial institutions, public and private offices, shops, hotels, malls, restaurants, stores, supermarkets, and other establishments with common business areas.

2. Hijab – This is a veil worn by Muslim women in public covering the head, shoulders, and chest of a woman; a religious obligation believed to protect women from being seen by men except by their closest male relatives. (see Appendix A) 3. Niqab – It is a face veil worn by Muslim women in public as religious obligation, almost similar to Hijab, but leaving only the eyes uncovered. (see Appendix A) 4. Burqa – An outer garment worn by Muslim women to cover themselves in public as religious deligation, which covers from head down to the body, including the entire face, with only a mesh screen allowing them to see. (see Appendix A) 5. Institution – This refers to an organization that regulates the school, business or workplace, whether public or private.

6. Premises – Generally an indoor or outdoor area, whether privately or publicly owned, to which the public has access such as, but not limited to, streets, highways, and the common areas of schools, hospitals, office buildings, transport facilities, and shops.

7. Transaction – This refers to any connections, business, trade, dealings, industries which a Muslim engages to.

ARTICLE II DECLARATION OF POLICY SECTION 6. PROHIBITED ACTS Hijab, Niqab or Burqa is a veil worn by Muslim women as a religious obligation covering them from head down to the body. It reinforces respect and chastity and maintains a decent and modest interaction between men and women.

It shall be unlawful for any person, group of persons, organization, or institution covered by this Ordinance to: a.) refuse a Muslim woman wearing hijab, niqab or burqa to enter the school campuses, workplace, commercial establishments and/or other private or public premises by reason of wearing hijab, niqab or burqa. b.) discourage a female student to wear hijab, niqab or burqa during school days, whether in their regular classes or in performing their extra-curricular activities such as, but not limited to, participating in celebrations, contests and sports; c.) discourage/prohibit the Muslim woman from wearing hijab, niqab or burqa in the performance of her job at the workplace or include it as a condition of work or ground for termination ARTICLE III IMPLEMENTATION SECTION 7. IMPLEMENTING BODY The Barangay Cultural Communities Affairs and Development under the Office of the City Mayor is hereby mandated to ensure faithful implementation of the provisions of this Ordinance. For this purpose, the aforesaid office shall perform the following: a.) To disseminate public information on the right of Muslim women to wear hijab, niqab or burqa in the school campuses, workplace, commercial establishments and other private or public premises in the courses of their activities, formal education, personal transactions, or practice of their profession in deference to the religious beliefs, customs and traditions of the Muslim community in Davao City; b.) To accept any complaints in violation of this Ordinance and to notify offender of such complaint/s; c.) To conduct mediation and conciliation proceeding between the complainants and the alleged violator/s preferably within seven working days upon receipt of the complaint; d.) To assist the offended party, upon its requests, in seeking remedy, issue recommendations and refer the complaint to appropriate body for purposes of formal investigation for violation of the instant ordinance.

SECTION 8. PENALTIES Any person who commits any of the prohibited acts or violates any provision of this Ordinance shall be criminally liable as follows: a.) First Offense – the offender shall be reprimanded by the Barangay Cultural Communities Affairs and Developmental under the Office of the City Mayor; b.) Second Offense – the Offender shall be penalized by a fine of One Thousand Pesos (P1,000.00); c.) Third Offense – the offender shall be penalized by a fine of Three Thousand Pesos (P3,000.00) and/or imprisonment for twenty (20) days at the discretion of the Court.

SECTION 9. SEPARABILITY CLAUSE – If any provision of this Ordinance or its application to any person on circumstance is declared unconstitutional or inconsistent with national laws, the unaffected provisions of this Ordinance, shall remain in full force and effect.

SECTION 10. REPEALING CLAUSE – Any Ordinance, local issuances or rules and regulations inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

SECTION 11. EFFECTIVITY CLAUSE - This Ordinance shall take effect fifteen (15) days following its publication in a newspaper of general circulation in the City of Davao and its posting for three (3) consecutive weeks at any conspicuous places at City Hall, and two (2) other conspicuous places within the City of Davao.

ENACTED, on the 2nd day of October 2018, by a unanimous vote of all the Members of the Sanggunian present, there being a quorum.

Going around the buffet, I gradually found some dishes which truly shined that evening.

One was the Adobong Kambing (goat) which was fall-off-thebone tender without the usual gaminess one associates with goat meat. Another dish that I loved was the Spicy Clams which had Davao Gulf clams cooked with a medley of spices.

The Thai dishes also did not disappoint thanks to an intense three-week training from Dusit’s Thai chef. The Tom Yum Gong was mildly spicy with the expected layers of lemongrass, kefir lime and loads of shrimp. Another dish that made me dig into a plateful of rice was the Thai Green Curry. Mildly spicy with a rich coconut cream thickened Madayaw Cafe’s Chocolate Mango Chilli Mousse cake a beautiful dessert that echoes Thailand.

Spicy clams. sauce, the dish brought me back to Thailand even just for the time it lasted on my plate (which was short).

But the true star of the buffet however, has to be the dessert table. Loaded with decadent dark chocolate cakes, various pastries, and lavish mousses, each dessert flavourful without being too sweet which is a balance that is hard for many pastry chefs to do.

My personal favourite was the Chocolate Chilli Mango Mousse, a white chocolate mousse cake perfumed with sweet and tangy mango with a chilli kick finish.

ALL SET to bring in fresh tunes on air and online, Agsunta officially signed contract with DNA Music and launched the new song “Alas Dose” on “It’s Showtime.”

“We are happy to be part of the DNA family. Finally, we have a chance to have a say on our music and have our own voice,” said the Kapamilya band.

The rising OPM group performed the ballad “Alas Dose” on “It’s Showtime” and also introduced it to MOR 101.9 listeners last Thursday (May 9). The single is composed by vocalist Jireh Singson.

Agsunta shared that both “Alas Dose” and the comeback single released last March, “Bagong Umaga,” will be part of the band’s upcoming album.

AKLAND, California -The Golden State Warriors are so used to playing in the Western Conference �inals, they were in no hurry to do it for a �ifth consecutive year Tuesday night.

Then once they took the �loor, they put that rest to good use against a weary opponent in Game 1.

Stephen Curry and Klay Thompson dominated their highly anticipated matchup with Damian Lillard and CJ McCollum, combining for 12 three-pointers and 62 points in the Warriors’ 116-94 victory over the Portland Trail Blazers in the opener of the Western �inals.

Game 2 in the best-ofseven series is scheduled for Thursday night, also on top-seeded Golden State’s home court.

Curry �inished with a game-high 36 points and Thompson added 26 for the Warriors, who won a second consecutive game without star forward Kevin Durant, out due to a bruised right calf.

ith the bigger objective of involving Filipino women in sports, the Philippine Sports Commission is launching the sixth edition of the Women’s Martial Arts Festival on May 28 to 31 at the Harrison Plaza, Malate, Manila.

“We want to continue what we’ve started in last year’s edition, and that is engaging with more than 1,600 women and children, playing sports and exercising their right to do so,” said PSC Commissioner Celia Kiram.

The martial arts festival is an initiative of the PSC, in support of Republic Act No. 9710, also known as the “Magna Carta of Women”,

Pelicans win NBA top lottery pick C HICAGO - The New Orleans Pelicans won the NBA draft lottery on Tuesday and will have the chance to make collegiate superstar Zion Williamson the top pick on June 20.

The New York Knicks, Cleveland Cavaliers and Phoenix Suns each had a 14 percent chance of landing the number one selection under a system that gives equal chance of winning the lottery to the teams with the three worst records in the league.

The Pelicans were a long shot, with only a 6 percent chance of winning the lottery.

But they came up number one, with the second pick in the June 20 draft going to the Memphis Grizzlies.

The New York Knicks gained the third selection and the Los Angeles Lakers will pick fourth.

Duke University star Williamson was an interested onlooker at the ceremony in Chicago, since he's widely predicted to be taken �irst in the draft after a dazzling freshman season.

Williamson averaged 22.6 points and 8.9 rebounds per game for the Blue Devils, who were knocked out of the March Madness NCAA tournament in the Elite Eight round.

"It's a lot to take in. I don't know where I'm going to be," he said, noting that until draft day

comes it's not certain the Pelicans will pick him.

Wherever he lands, Williamson said, he believes his "will to win" will be the biggest asset he can bring to the NBA. "Whatever that team needs me to do, I'm going to be able to do it," he said.

The outcome of the lottery immediately sparked speculation that a Pelicans team that adds Williamson could induce disgruntled star Anthony Davis to stay.

Davis was at the center of one of this season's most acrimonious NBA soap operas after submitting a trade request in January with the Lakers believed to be his preferred destination.

Pinays reach semifinals of ASEAN under-15 tournament

he Philippine Girls U-15 National Football Team punched a ticket to the semi�inals of the AFF U-15 Girls Championship, after �inishing the group stage with six points on two wins and one loss.

The 23 young Filipinas, mentored by Davao City veteran coach Rachelle "Ching" Delos Reyes, set out for Chonburi, Thailand with only six players who have played for previous international youth tournaments.

The rest of the lineup are homegrown talent from different parts of the country with zero international experience. Even head coach Rachelle Delos Reyes and her staff were newcomers to the international game.

When the team lost against Vietnam 0-2 last Friday, May 10, some wrote them off and pinned it on inexperience.

But the young Pinays sent shock waves across the region when they blanked Southeast Asian heavy-

weights Myanmar, 5-0, last Sunday, May 12.

Early goals from Mikaela Villacin set the tone for the match’s eventual outcome. Myanmar scrambled to respond but were constantly denied.

Then once Jenny Perez doubled the lead deep into the �irst half, it was as if Myanmar’s will broke.

The Burmese conceded three more goals in the second half from Chenny Dañoso and Maegan Alforque. The Filipinas �inally capped off their performance with an unlikely goal from near center-�ield by captain Rae Tolentino.
