In a statement released by the City Mayor’s Office (CMO) on Thursday,

Mayor Sara said she has not suffered from coronavirus disease (Covid-19)

symptoms of fever and cough, but she chose to undergo self-quarantine to protect others if she may be found to be sick in the next few days.

She is now confined in an isolated bedroom at her residence and will continue to work through emails, messaging, and video teleconferencing.

According to the statement, all those who need the attention of the mayor may directly message her through her mobile number.

Mayor Sara was in a lunch meeting with Committee on Environment Senator Sherwin Gatchalian in Manila on Wednesday discussing im-

portant matters for Davao City. Gatchalian is himself under a self-quarantine in an announcement made last Wednesday night.

One of the mayor's employees was also unwell Wednesday night and is now also listed as a PUM. Based on the guidelines released by the Department of Health (DOH),

fter interacting with a senator who was exposed to an individual who tested positive for COVID-19, Davao City 3rd District Rep. Isidro Ungab said on Thursday he would undergo self-quarantine.

Ungab was with Davao City Mayor Sara Duterte-Carpio at the Senate for a Commission on Appointments hearing on March 11, six days after a person who has the virus entered the Senate. Mayor Duterte earlier announced she is going on a self-imposed quarantine (See related story on P1).

“I was at the Senate with Mayor Sara yesterday and I interacted as well with Senator Sherwin Gatchalian,” Ungab said in a statement.

“Although he

(Gatchalian) looks very healthy and asymptomatic, the most responsible thing to do is to subject myself to home quarantine and make sure that I wont be spreading the virus,” he said.

Gatchalian and Senator Nancy Binay, who were both present in the March 5 hearing where the COVID-19 patient was a resource person, earlier opted to go on self-quarantine.

Ungab said his constituents may forward their concerns through phone calls and emails as the Davao City lawmaker would work via videoconferencing.

As of Thursday morning, at least 8 government officials from the executive and legislative branches opted for a self-quarantine after being in contact to possible carriers of the virus.

he Foundation for the Philippine Environment (FPE) is coordinating with the Local Government Unit (LGU) to finance the innovation of the existing environmental program in the country.

A meeting was held at the Waterfront Insular Hotel, Davao City discussing the climate change challenges and its impact to the community, innovations. This meeting was participated by various environmental groups from Luzon, Visayas and Mindanao. The meeting is set to be within March 1012, 2020.

One of these environmental groups is the Interface Development intervention (IDIS), a Davao based environmental group that aims to help the preservation of the

environment and founded the Bantay Bukid.

According to Chinkie Golle, Executive Director of IDIS that they have 71 Bantay Bukid volunteers that is being supported by the local government with a monthly allowance of 2,500.

The Executive Director of FPE, Mr. Oliver A. Agoncillo, mentioned that they wanted to make an innovation and livelihood assistance without harming the environment. And wanted to also introduce new form of technology to put all the actions into plan.

Commentary: To fight pandemic, world must avoid pan-panic

he World Health Organization (WHO) on Wednesday characterized the Covid-19 outbreak as a pandemic.

As the world is striving to push back the pandemic, it must be fully aware of the lurking danger of pan-panic.

Already, the daily update of the fast-growing number of new infections and deaths has had many in different parts of the world on tenterhooks.

Masks, disinfector, and even toilet papers were sold out; Asian-looking people were attacked in Europe and America; stock markets worldwide are on roller-coaster rides.

The very reason the WHO finally called the spread of Covid-19 a pandemic is certainly not to fuel fear and panic but to rally even greater consensus among countries worldwide for urgent and stronger actions against

the disease.

“All countries can still change the course of this pandemic if countries detect, test, treat, isolate, trace and mobilize their people in the response,” WHO Director-General Tedros Adhanom Ghebreyesus said on Wednesday in Geneva.

In this battle against a previously unknown infectious disease, it is understandable to harbor concerns.

However, if left unchecked, those concerns could spark unwarranted fear, and unwarranted fear could foster racism, nationalism, and isolationism, thus turning one against another at a time when solidarity and trust should be valued and ardently encouraged.

Therefore, for the world to beat the disease, it should also find ways to contain panic at the same time.

“We have already instructed the guards on what to do, especially on people who insist, we will have a one watcher-one patient policy. Only one watcher per patient is allowed to go in. Because there are some patients who would bring many watchers,” she added.

Among other provisions, the EO urges “all teachers and DepEd personnel to end all school activities prior to March 16, 2020,” and that the same directive prohibits the conduct of “all mass gatherings such as but not limited to , moving up ceremonies, recognition, awarding, commencement exercises, JS Prom, retreats, intramurals, and field trips” Panabo City Mayor Jose Relampagos followed, issuing Executive Order No. 24 Series of 2020 dated March 10 providing for the “suspension of class-

This morning, March 11, Mayor Allan Rellon releases E.O 2020-032 declaring “the suspension of classes in all levels effective March 16, 2020.”

Section 1 of the same EO, however, says that the “suspension of classes in the tertiary level shall be left to the discretion of their respective college administrators.”

Uy’s Udenna completes buy-out of Chevron’s 45% stake in Malampaya

ennis Uy’s Malampaya Philippines Pte. Ltd., wholly-owned unit of Udenna Corporation, on Wednesday announced it has completed its buyout of Chevron Philippines’ share in the Malampaya Consortium, equivalent to a 45% stake in the gas field in offshore Palawan.

Udenna’s announcement came after the Philippine Competition Commission (PCC) gave the thumbs-up for the transaction in February.

In a decision dated January 22, the PCC said its Mergers and Acquisitions Office found that the transaction will not likely result in substantial lessening of competition.

The planned acquisition of UC Malampaya of Chevron Malampaya LLC, which has 45% participating contractual interest in Service Contract 38 or the Malampaya gas-to-power facility, was announced late last year upon the signing of the sale and purchase agreement.

“This strategic move enables Udenna to become a joint venture partner in an energy asset of national significance,” the company said.

Duterte backer Uy, a Davao-based businessman who was a top contributor to President

Rodrigo Duterte’s campaign kitty during the 2016 elections, has expanded his empire through several acquisitions and ventures during the Duterte administration.

In 2017, Uy went on buying binge, acquiring several companies such as Familymart, Conti’s, and Enderun.

Global Gateway Development Corporation (GGDC), a Udenna subsidiary, currently holds a 177-hectare leasehold in Clark Freeport Zone in Mabalacat, Pampanga.

In 2019, Uy's Phoenix Petroleum and partner China National Offshore Oil Corporation (CNOC) were given the green light to proceed with their liquefied natural gas (LNG) project in Batangas.

Uy’s Udenna further diversified by entering Mislatel Consortium—now DITO Telecommunity— with Chelsea Logistics, Mindanao Islamic Telephone Company Inc., and China's staterun China Telecommunications Corporation.

The consortium was officially declared as the country’s new major player in the telecommunications industry last November.

Project Angel Tree is one of DOLE's projects that aims to gather and

grant the wishes of child workers from a network of patrons and supporters of efforts against child labor. Services under the program include food, clothing, shelter, mentoring, livelihood, educational and medical assistance and other work and training opportunities for target child worker-beneficiaries.

Local developer eyes firm to manage condo projects

omegrown Crisron Holiday Builders Inc., developer of Legacy Leisure Residences, will set up Crisron Holiday Property Management, a separate company, to manage its condominium projects.

Crisron Legacy Leisure Residences is a mixed-use condominium development that will soon rise in a 2.8-hectare property along Ma-a Road, Davao City. It consists of four 15-storey buildings, and a commercial strip at the development firm’s frontage.

The Crisron Holiday Property Management, which is currently being set up, is designed to address the needs of the unit owners who want to lease their units.

“We are still in the process of setting it up. It’ll be in-house and it will handle everything for the unit owners who want to make their units as investment like Airbnb,” said Clark Yap, vice president for sales and marketing of Crisron Legacy Leisure Residences in an interview.

Wesley Bangayan, also vice president for sales and marketing of Crisron Legacy Leisure Residences, said the property management will handle lease terms of unit lessors.

Bangayan said as most Airbnb deeds of restrictions are general in nature, they will impose specific restrictions that include periods of lease terms, and number of occupants in

each unit.

“We are still finalizing the specifics. We will insert restrictions on short term lease, mid-term lease, or long term lease. For example, for one bedroom unit and offered for short term lease, we can only allow four occupants regardless of age,” Bangayan said.

He added that they are closely discussing the details of the deed of restrictions with a lawyer.

“If you want to make your unit as an investment, you can come to us at pag-usapan natin. If you want to lease it out for long term, let’s discuss it,” he said.

Crisron Holiday Property Management will host the units, manage the viewing, and contract signing.

Bangayan also said once the unit owners have signed the deed of restrictions they are bound by the rules. He said even the Crisron Holiday Property Management will abide by the deed of restrictions.

“Hihimayin namin lahat sa deed of restrictions, all the issues with the legal,” he said.

Yap said they are finalizing every detail and are expecting to make the

deed of restrictions available in a week.

“Para yung standards natin would be uniform.

For example a unit owner decided to make it as an airbnb automatic the rights of the unit owners ay mawawala at ma-transfer kung sino ang nagli-lease,” he said.

Yap said the unit owners will sign the deed of restrictions upon contracting.

“They are bound by it and the only way you can change the restrictions is if you amend it by the homeowners association,” he said.

Bangayan said the establishment of a separate company to manage their condominium projects also aims to maintain the amenities.

“Our amenities are very attractive. For Legacy, this is exclusive to homeowners only. We will not accept daytours only unit owners and immediate families and specific number of allowed guests accompanied by the unit owners. These will be included in the restrictions,” he said.

The project’s Tower 2 will house 429 units.

“We are targeting startup couples and families, and retirees. It can be a home away from home,” Bangayan said.

EDITORIAL End the school season now Drastic times call for drastic measures.

At this point of the coronavirus pandemic, the Department of Education may have to push the button to suspend or perhaps, end the school season.

On Wednesday, the Deped Davao regional office admitted it is of the opinion that any decision by the local government unit in the region to suspend classes will be supported by the agency. The 2019-2020 school season for all public schools end in two weeks.

According to Deped, it is the government agency and the LGUs that has the authority to declare suspension of classes. The exercise of this function is independent of each body’s decision. The onlt condition is that if the LGU decides to exercise the authority to suspend classes, the local chief executive has inform the school superintendents prior to announcing cancellations.

This will enable Deped to prepare for the eventuality and make their own adjustments.

On the part of Deped, the modicum requirement to declare suspension is that it must adhere to the coronavirus-related guidelines of the agency.

even one confirmed case; and the school division superintendent (SDS) can declare suspension of classes in the affected schools and adjacent areas or depending on the local situation, in the entire province if two or more schools in one city or municipality have confirmed a positive case of COVID 19. The schools division superintendents can declare the suspension of classes in the affected cities/municipalities or depending on the local situation in the entire province if there is a community-level transmission in a city or municipality or several cities or municipalities. Deped regional directors can also declare suspension of classes in the affected provinces or depending on the local situation, in the entire region if there is a communitylevel transmission in two or more provinces.

Given that there are but two weeks in the school season, wisdom behooves Deped to abide by the urgency of the health and safety of everyone in the school community. Ending the school season two weeks in advance may not be much of a loss to students. If need be, some homeworks which will cover the remaining hours of instruction may be an alternative.

The one thing the government cannot allow at this point are costly miscalculations.

THREE THINGS WE NEED TO DO TO SUSTAIN OUR ECONOMIC GROWTH AMID CURRENT DISRUPTIONS As you may have noticed in the last two months, we have entered an era of sustained change and disruption.

Natural calamities and other disruptions such as viral outbreaks pose challenges for business. More so when they come one after the other.

The need to adapt and be resilient will be paramount if a business is to survive in these situations.

These disruptions also pose challenges for our economic growth as a whole. The 6% average growth of our country has achieved over the last three yaars is under threat as contagion from the economic losses of nearby countries from coronavirus fears will require a year long recovery.

The tourism industry in particular that comprises

13% of our Gross Domestic Product will see a drop in incomes as establishments losing vital Chinese and Korean markets will need to tighten belts or shift their offerings to locals in order to survive.

The big questions are how can we help businesses survive? How can we sustain our growth?

The short answer: infrastructure spending, boosting agribusiness and technology innovation are the three keys.

Infrastructure spending primes the economy Infrastructure spending is a no brainer. It is a direct infusion into the economy, employing thousands and building projects that can spur further investment in private infrastruture, more commonly known as real estate development, which in turn, facili-

tates other business.

A case in point are the mixed use developments that are built alongside widened public highways with improved sewer systems. The private development locates near the public infrastructure. The private development attracts other investors.

The current national budget includes vital infrastructure spending. It is worth examining in the website of the Department of Public Works and Highways or Build Build Build website.

Imagine our local fruits turned into food supplements and facial care products fetching high prices in many markets. This creates more downstream jobs apart from the jobs at the packing house or truck yard.

Conclusion These three things are what we will need to pursue as a combined strategy to deal with disruptions. These create short term stable growth that will graduate into longer term, sustained growth for the region and country.

THE WEIGHT IS OVER There was a time when being fat means wealth. So, if someone tells you, “Hey, you are gaining weight.” It simply means that you are becoming rich since you have may foods to eat.

But these days, that’s not the norm anymore. Being fat is associated with malnutrition. Yes, malnutrition does not only mean eating less but also eating too much. More importantly, being overweight means more health issues.

In time, the word obesity came into existence. Worldwide, obesity has tripled since 1975, according to the Geneva-based World Health Organization (WHO). “Most of the world’s population live in countries where overweight and obesity kills more people than underweight,” it reports.

Overweight and obesity are defined as abnormal or excessive fat accumulation that may impair health. Body mass index (BMI) is a simple index of weight-for-height that is commonly used to classify overweight and obesity in adults. BMI is a person’s weight in kilograms divided by the square of his or her height in meters.

The WHO defines overweight for adults as a BMI greater than or equal to 25 while obesity is a BMI greater than or equal to 30. “BMI

provides the most useful population-level measure of overweight and obesity as it is the same for both sexes and for all ages of adults,” it says.

In a survey conducted by the Food and Nutrition Research Institute (FNRI) of the Department of Science and Technology, the prevalence of obesity among Filipino adults doubled from 20.2% in 1998 to 37.2% in 2018.

This made endocrinologist Dr. Rosa Allyn Sy, former president of the Philippine Association for the Study of Overweight and Obesity Inc. (PASOO) to consider obesity a “growing epidemic.”

In 2016, 39% of adults aged 18 years and over were overweight and 13% were obese globally. In the Philippines, 37% of adults were overweight and obese in 2018, according to the WHO. Children are not exempt from such worrying trends.

A joint study conducted by World Health Organization (WHO) and United Nation Children’s Fund (UNICEF) in 2016 showed obesity among Filipino children below 5 years old jumped 400% – from one percent prevalence in 2 to 5% in 2013.

About 13% of Filipino adolescents are overweight and obese, according to the 2011 Global School-based Health

Survey. In 2018, the figures were even distressing: one out of four children aged 6-10 years and one out of every 10 adolescents are overweight and obese.

“People who were obese as children are more likely to be obese as adults,” states The Merck Manual of Medical Information, “largely because when weight is gained during infancy and early childhood, new fat cells form. People who become obese during childhood may have up to five times more fat cells than people who maintained a normal weight.”

In a recent report, “Tackling obesity in ASEAN: Prevalence, impact and guidance on interventions,” obesity cost the Philippines between $500 million to S1 billion, or equivalent to between 4% and 8% of its health-care spending.

“This makes the country the fourth-highest spender for obesity-related problems,” the report said.

But what causes obesity and overweight? “The fundamental cause of obesity and overweight is an energy imbalance between calories consumed and calories expended,” the WHO says.

All over the world, it has been found that there is an increased intake of energy-dense foods that are high in fat and sugar, which cause the

weight of a person to surge.

Dr. Ricardo Fernando, a member of the Philippine Society of Hypertension. He traced the current problem of obesity in the country to Filipinos’ passion for food, as illustrated by the popularity of buffet diners.

“Everywhere you go, restaurants are offering such promos, probably taking advantage of the Filipinos’ excessive appetite,” he observed.

Dr. Mia C. Fojas, of Philippine Association for the Study of Overweight and Obesity Inc. (PASSO) points this out: “We are almost following the practices in Western countries where our local fastfood chains offer upsized food and drinks.” This is particularly true among teenagers.

UNICEF reports that adolescent obesity among Filipinos has almost tripled in the last 15 years (based on the Philippine Expanded National Nutrition Survey in 2018) as processed foods high in salt, fats and sugar are becoming more accessible and affordable.

In addition, there is an increase in physical inactivity due to the increasingly sedentary nature of many forms of work, changing modes of transportation, and increasing urbanization.

Too much time on mobile phones can also lead to obesity, according to Colombian re-

searchers. Young adults who use their mobile phones five or more hours per day have a 43% increased of obesity and other health-related problems, the study found.

Researchers found that students who are glued to their mobile phones “were twice as likely to drink more sugary drinks, fast food, sweets, snacks and have decreased physical activity.”

There are also medical conditions that can trigger obesity; these include polycystic ovary syndrome in women and an underactive thyroid.

Not to mention are certain medications that can also add weights such as steroids and antidepressants.

PASSO’s Dr. Rosa Allyn Sy says genetic factors contribute some 25% of becoming obese.

This means that if your father or mother or both parents are obese, there is a tendency that you will become obese, too.

“Obesity tends to run in families,” the Merck manual says.

“Overweight and obesity are largely preventable,” the WHO says. “Supportive environments and communities are fundamental in shaping people’s choices, by making the choice of healthier foods and regular physical activity the easiest choice, and therefore preventing overweight and obesity.”

Meanwhile, Senator Christopher Lawrence “Bong” Go also issued a statement on Thursday that he and President Rodrigo Duterte will undergo Covid-19 testing. He clarified that he and the President are not doing this because they have symptoms of the virus.

Go said he and the President opted to undergo testing to ensure that they are fit and healthy to engage the public and perform their duties in the coming days and weeks.

He added that it is just prudent for them to take precautionary measures in compliance with the advice of the health officials considering that some of the

“As always, the President and I remain ready to serve and die for the Filipino people,” Go said.

Go added that some of the cabinet members have also decided to undergo self-quarantine.

As of Wednesday night, DOH reported that the Philippines has a total of 49 confirmed cases, with 16 new cases of Covid-19. The health department also confirmed that another patient, a 67-year-old Filipina who was confined at Manila Doctors hospital, died of Covid-19 last Wednesday.

Dr. Barez said events such as conventions, conferences and flag-raising ceremonies have been temporarily suspended.

She said other tertiary hospitals in the city are also preparing as they have already received a memo from the Department of Health, this is in consonance with the declaration of President Rodrigo Duterte placing the entire nation under a State of Public Health Emergency.

Barez said they are expecting to do the confirmatory tests for Covid 19 in SPMC by 3rd or 4th week of March.

“We are waiting for the materials to be sent here, the polymerase chain reaction (PCR) it will be the molecular laboratory who will be doing the tests,” Dr. Barez said of the anticipated capability of the SPMC which now has trained medtech personnel to do the tests.

The international community can draw that confidence from China’s own experience as the country has been making steady progress in containing the spread of the virus with-

“For over two decades, Malampaya has been the cornerstone of the coun-

try’s gas industry and continues to service approximately 30% of the national demand for electricity,” Udenna said.

Since it began commercial operations in 2001, the Malampaya project has produced cleaner-burning natural gas which supplies five power plants in Luzon, the country’s largest island, with a combined capacity of 3,200 megawatts, according to company.

NBA suspends season after Gobert tests positive

he National Basketball Association (NBA) said on Wednesday it was suspending the season until further notice after a Utah Jazz player tested positive for the coronavirus.

The test result was reported shortly before the Jazz were due to play the Oklahoma City Thunder at Chesapeake Energy Arena. The game was then scrapped.

The league said the affected player, reportedly Jazz center Rudy Gobert, was not in the arena.

"The NBA is suspending game play following the conclusion of tonight's

schedule of games until further notice," the league said.

"The NBA will use this hiatus to determine next steps for moving forward in regard to the coronavirus pandemic."

More than 119,100 people have been infected globally by the flu-like virus and nearly 4,300 have died, according to a Reuters tally of government announcements.

The pandemic rocked the North American sports calendar on Wednesday, leading to the cancellation of the figure skating world championships and the announcement that college basketball's annual 'March Madness' tournament would take place without fans in attendance.

Miami Heat head coach Erik Spoelstra said his team were "stunned."

he Philippines' Eumir Felix Marcial won the gold medal in the middleweight division in the 2020 Asia and Oceania Olympic boxing qualifying tournament with a close split decision win over Abilkhan Amankul of Kazakhstan on Wednesday in Amman, Jordan.
