NUJP: ‘Matrix’ story prelude to more attacks vs media

n article implicating media groups and personalities and human rights lawyers in a supposed ouster plot versus President Rodrigo Duterte signals plans for renewed attacks against independent media, the National Union of Journalists of the Philippines (NUJP) said Monday.

The article titled “Oust-Duterte plot bared” appeared in manilatimes.net on Monday and was written by The Manila Times chairman emeritus Dante A. Ang. It named Vera Files, the Philippine Center for Investigative Journalism, Rappler and the National Union of Peoples’ Lawyers as the organizations behind the alleged ouster plot.

NUJP said the article is dangerous “as it lays the ground for more attacks against independent media.”

“Ang’s story is such a marvel of unethical and amateurish writing. Based on a single anonymous source and a matrix showing a web of threads so tenuous it would not hold up in the slightest breeze, Ang’s piece of claptrap wouldn’t even pass muster at any self-respecting high school publication,” the group said.

6.5-magnitude quake shakes Bicol region

6.5-magnitude earthquake jolted the provinces of Catanduanes, Masbate, Albay, and Sorsogon on Tuesday afternoon, the Philippine Institute of Volcanology and Seismology (Phivolcs) said.

No tsunami warning alert was issued by the National Disaster Risk Reduction and Management Council (NDRRMC).

The earthquake of tectonic origin was felt in Catanduanes, Masbate City, Masbate, Sorsogon, Naga City and in this city at intensity 4.

According to Phivolcs, the earthquake occurred at about 1:37

p.m. with a magnitude of 6.5 at the Richter scale and its epicenter is in San Julian, Eastern Samar.

Ed Laguerta, Phivolcs resident volcanologist, said instruments located the earthquake at 11.78 degrees north, 125.28 degrees east, 19 kilometers north of San Julian, Eastern Samar with depth of 23 kilometers.

Japanese gov't opens scholarship for Pinoys

he Japanese Embassy in Manila is now accepting scholarship applications from Filipinos aspiring to study in Japan.

The Embassy's 2020 program offers education assistance for incoming college and graduate students who want to take courses in humanities, technology, and a dozen others.

High school graduates, ages 17 to 24 years old, may apply in three of the Japanese government's education programs, namely Undergraduate, Specialized Training College, and College of Technology scholarships.

The main requirements are Nihongo background and good academic standing in English, Math and Science.

Mangudadatu vows to push counter-terror law

M

aguindanao second district Representative and senatorial candidate Dong Mangudadatu has vowed to push an anti-terror law anchored on the Human Security Act of 2007, as he cited the need to bring peace and development in the country.

If elected, Mangudadatu said, the anti-terror law would be on top of his agenda because it �its to his peace and development platform.

According to Mangudadatu, the Philippines is a preferred destination of terrorists because the Philippines is archipelagic which can be easily in�iltrated by its enemies.

Mangudadatu said the country needs such law because there is massive recruitment of terrorist �ighters globally.

With this law, Mangudadatu said, the government can also secure the country’s protected area, particularly the still untapped Liguasan Marsh in Maguindanao that can be a huge source of natural gas reserve.

The Human Security Act of 2007 is a primary anti-terrorism law that brings the Philippines in line with its Southeast Asian neighbors battling Islamist militants.

Its passage is aimed at tackling terrorists in the Southern Philippines.

Citing a study on the potential of Liguasan Marsh, Mangudadatu said, it can produce 583 billion barrels of natural gas that could raise one trillion in US dollars for the country.

If this happens, Mangudadatu said the government can deliver better social services for the people free education, health, affordable food, among others. He added that the country can provide more jobs and Overseas Filipino Workers will return home to work here.

DPWH sends responders to quake-affected areas

On Monday, the DPWH closed roads and infrastructures in Pampanga due to damages caused by the earthquake.

not allowed on the whole stretch of the megadike in Maliwalu, Bacolor, Pampanga after a portion of the structure was damaged by the quake that rocked some areas in Luzon including Metro Manila.

“The east lateral portion of megadike in Maliwalu, Bacolor, Pampanga has been damaged by the 6.1 magnitude earthquake,” the post said.

“The public and all motorists are informed that the whole stretch of megadike has been closed to traf�ic for everybody’s safety,” it added.

The DPWH added that the Sasmuan-Lubao Road is also not passable to heavy vehicles due to collapsed slope protection and half of the carriageway’s embarkment was scourged. The estimated length of damage is approximately 100 meters.

he Energy Investment Coordinating Council (EICC) declared 29 of NGCP’s projects as Energy Projects of National Significance (EPNS). An EPNS under Executive Order Number 30 will be given expedited issuance of all regulatory and documentary requirements from local and national government agencies. This includes the action of application of permits and requirements within 30 days, and the immediate and automatic approval of all applications within �ive working days if no action of the said agency has been made after 30 days.

The 29 approved projects, with a total ERC approved cost of PhP90.291 Billlion, include the following: Hermosa-San Jose 500kV Transmission Line, Western Luzon 500kV Backbone, Pagbilao-Tayabas 500kV Transmission Line, San Jose-Quezon 230kV Transmission Line, Bataan 230kV Grid Reinforcement, Ambuklao-Binga-San Manuel 230kV Transmission Line, San Manuel-Nagsaag 230kV Transmission Line, Pinili 230kV Substation, Tuguegarao-Magapit 230kV Transmission Line, Navotas-Dona Imelda 230kV Transmission Line, Taguig-Taytay 230kV Transmission Line, San Manuel-Nagsaag 230kV Transmission Line, Calaca-Dasmarinas 230kV Transmission Line, and the San Simon 230kV Substation.

Among the projects crucial for the development of the grid are the Hermosa-San Jose 500kV Transmission Line, which will add a new 500kV corridor for new and old bulk generation capacities in the Bataan and Zambales areas, while the San

Manuel-Nagsaag 230kV Transmission Line aims to improve the transmission corridor of central Luzon.

The Navotas(Manila)-Dona Imelda 230kV Transmission Line, which includes the construction of a new Navotas 230kV Substation, will help secure the integrity of the grid serving Metro Manila and surrounding provinces.

The Pagbilao 500kV Substation and the Pagbilao-Tayabas 500kV Transmission Line project is intended to cater to around 3,370 MegaWatts (MW) of additional power from incoming power plants in the Quezon province such as the San Buenaventura Coal, AOE Coal Fired Power Plant, and the Pagbilao CCGT Power Plant.

“The issuance of EPNS by the EICC is critical for the on-time completion of these projects. This will enable us to expedite our plans and programs and ef�iciently cater to the needs of our stakeholders to provide a more resilient power grid,” NGCP stated.

In May 2018, NGCP was also issued an EPNS for its Mindanao-Visayas Interconnection Project (MVIP), which will see the realization of one Philippine grid in 2020. The MVIP was the �irst project to be declared an EPNS. “We continually appeal to our stakeholders to help us ensure the smooth and on-time implementation of our projects, as these are for the bene�it of our communities across the country,” said NGCP. NGCP is a Filipino-led, privately-owned corporation in charge of operating, maintaining, and developing the country’s power grid, and is led by majority shareholders Henry Sy, Jr. and Robert Coyiuto, Jr.

PCC chairman Arsenio Balisacan, in a statement Monday, said the Commission is "looking into the recent series of shutdowns and assessing if it merits an investigation."

"We look forward to the report that DOE (Department of Energy) will

send us as it will help with our assessment," he said.

Balisacan said the drop in reserves that resulted to power outages "sparked complaints from the public", thus, "PCC shall assess whether the recent power plants’ outages are manipulated to increase electricity prices or are valid unplanned breakdowns that affect supply conditions."

He explained that the Commission, under the Philippine Competition Act, is "mandated to promote fair market competition, prohibit anti-competitive behavior among businesses across sectors including the power sector, and advance consumer welfare in the process."

He, thus, called on power generation companies to refrain from "engaging in anti-competitive or collusive behavior which is punishable by the competition law with �ines of up to PHP250 mil-

lion, and imprisonment of responsible of�icers of up to seven years."

He also stressed that "while the PCC has primary and original jurisdiction over competition concerns, the antitrust commission acknowledges the technical expertise and regulatory functions of the DOE and the Energy Regulatory Commission (ERC) in overseeing the power industry."

"With this, the PCC seeks to deepen its ties and advance its previous discussions with the DOE and ERC towards a Memorandum of Agreement in order to facilitate market competition and investigations in the power sector," he said.

Balisacan also pointed out that the Energy department "has previously referred a similar matter" to the PCC. "That is being treated as a separate investigation," he added. (PNA)

Davao City cornfields affected by dry spell

he City Agriculture Of�ice has con�irmed that corn�ields in the districts of Toril, Paquibato, Calinan and Marilog are affected by the dry spell happening in the country.

Brian Leuterio, acting city agriculturist said they have submitted a data to the City Disaster Risk Reduction and Management Of�ice to do immediate con�irmation.

However, he clari�ied that the data right now

does not warrant the declaration of a state of calamity in the affected areas.

“De�initely, there is a felt dry spell, but the city is not directly hit,” Leuterio said.

DOE activates energy resiliency TF after earthquake hits Luzon

he Department of Energy (DOE) has activated the Task Force Energy Resiliency (TFER) after a 6.1 magnitude earthquake hit parts of Luzon past 5 pm Monday.

Citing a report from the National Grid Corporation of the Philippines (NGCP), the energy department said in a statement that power interruptions took place in Pangasinan, Pampanga, La Union, and Bataan.

"The provinces of Quezon, Batangas, Camarines Sur, and Sorsogon were also affected but have already been restored," it said.

DOE explained that "in the event that the affected facilities and capacities will be unable to come online, the occurrence of power outages is probable".

"Situation updates on the status of energy facilities will be released as soon as the information becomes available. Rest assured that the entire energy family will keep the public properly informed on the matter," it added.

In a text message to mobile phone users in the country, the National Disaster Risk Reduction and Management Council (NDRRMC), said a 5.7 magnitude earthquake was recorded at Castillejos, Zambales at around 5:11 pm Monday that was later elevated to 6.1 by the Philippine Institute of Volcanology and Seismology (Phivolcs.

Under this campaign, the use and purchase of Polyethylene Terephthalate (PET) bottles are prohibited within of�ice and plant premises as well as during company activities. Hedcor even distributed tumblers to its team members to ensure that the organization completely eliminates the use of PET bottles. Today, the use of PET bottle has largely decreased among Hedcor team.

BPI Sinag goes to Davao to call for applications

PI Foundation, the social innovation arm of the Bank of the Philippine Islands (BPI), is once again on the look-out for ten of the country’s most promising social enterprises as it announces the launch of BPI Sinag Year 5.

“BPI Sinag returns on its �ifth year to champion more Filipino social entrepreneurs through an enhanced incubation program that integrates updated modules in business and technology,’’ said Maricris San Diego, BPI Foundation Executive Director. “This will allow us to empower our social enterprise to leverage the latest digital tools and platforms today to further scale up their impact on communities.”

EDITORIAL Palaro investment It is totally comprehensible if Mayor Inday Sara Duterte-Carpio is excited about the Palarong Pambansa which opens this weekend.

For one, it will be the �irst time in 69 years that the national games will be staged in Davao City. For this to happen under her administration is in itself already a footnote in the annals of Davao’s history.

But more than its historic signi�icance, it is the prospects of reaping the rewards of this one-time investment that should give reason for her and the rest of Dabawenyos to be excited.

The Palarong Pambansa, in past stagings, have been made as the “justi�ication” for many provinces and cities much smaller than Davao City to be able to siphon a considerable budget from the national government in order to build a sports complex. This investment leads to huge revenues in terms of sports tourism during the staging of the Palarong Pambansa and the economic activities that it brings. Likewise, the investment on infrastructure also leaves the host LGU the necessary facility for sports activities for the locals and for future hosting of major events. of Davao City in the mid 90s and was able to host the annual sports conclave for two stagings along with hosting some of the events of the East Asean Growth Area (EAGA) Games. Koronadal’s investment allowed it also to host professional basketball games and other national sports tournaments in their small city.

In Davao Region, Davao del Norte came ahead of Davao City in capitalizing on sports infrastructure and has by far reaped handsome dividends with its sports facilities hosting the Palarong Pambansa, Batang Pinoy, PRISAA National Games and several other sports events of national magnitude. These spawned the necessity to build more hotels and accommodation facilities to meet the high demand.

Long criticized for not having standard sports facilities in the past, Davao City has awakened and is expected to assert itself as Mindanao’s premier sports hub given that it has all the necessary services and infrastructure to host major sports events, like the Southeast Asian Games, while still enjoying better traf�ic conditions than Cebu and Manila.

APOLOGY ACCEPTED “An apology can be a wonderful thing so long as it is infrequent and from the heart. However, beware of the person who justi�ies bad behavior with apologies. From them, it is a means to an end, and quite often at your expense.” – Gary Hopkins *** It all started when audio recordings of a phone call conversation between then President Gloria Macapagal-Arroyo and Virgilio Garcillano, who was election commissioner when the event happened, were released to the public. The scandal escalated when the minority of the lower house of Congress attempted to impeach the president.

Arroyo denied the allegations although she admitted she was the woman who was heard on wiretapped phone conversations. “I recognize that making any such call was a lapse in judgement,” she told the nation in a four-minute televised address. “I am sorry.”

The incident came to mind while reading a chapter of Don’t Sweat the Small Stuff, which was on the number one New York Times bestseller.

“Whenever you are in business – or when you are taking risks, making things happen, interacting with others, or in the public eye – you are bound to make mistakes,” wrote Dr. Richard Carlson, the book’s author.

“At times, you are going to use bad judgment, say something wrong, offend someone, criticize unnecessarily, be too demanding, or act sel�ishly,” he continued. “The question isn’t whether you will make these mistakes – we all do. The question is: Can you admit to them? If so, the question becomes: Can you apologize?”

Before answering that inquiry, listen to the words of Sandeep N. Tripathi: “Ego said, ‘I will not apologize for who I am’. Experience replied, ‘Unless your self-realization comes to light, your apology is worthless. And, when your self-realization does come to light, which it will, your apology will be of little or no value at all.’”

People who never ask for an apology are described as liars. In The Bimbo Has Brains: And Other Freaky Facts, Cathy Burnham Martin wrote: “Liars are highly unlikely to admit their lies, never mind apologize for the hurt they’ve caused. Liars don’t genuinely apologize.

“Deceit has become their full-out lifestyle,” Martin further wrote. “They are centered on themselves with no thoughts of the consequences of their lies. In cowardly style, they tell more lies to try and cover their tracks. They are not good at admitting they actually have shortcomings.”

That’s what makes asking for an apology hard. As Dr. Carlson pointed out, “Many people never apologize. They are either too self-conscious, self-righteous, stubborn, or arrogant to do so. The unwillingness to apologize is, not just sad, it is a serious mistake as well.

“Almost everyone expects others to make mistakes. And with a humble and sincere apology, almost everyone is willing to forgive. However, if you are a person who is either unable or unwilling to apologize, you will be branded a dif�icult person to work with,” he further elaborated.

And there’s a big hitch if you keep on not apologizing for the behavior or actions you have done: “Over time,” Dr. Carlson said, “people will avoid you, speak behind your back, and do nothing to help you.”

“I am sorry.” That maybe only three words but saying it to the person you have done something wrong is for sure a herculean task. “‘Sorry’ is, indeed, one of the most dif�icult and most powerful words in English language, provided one can feel and say it at the same time,” wrote Uday Mukeriji in Love, Life and Logic. “It’s dif�icult because you sincerely need to feel the pain of the other person and rise above your ego and say it; it’s powerful because you overwhelm the oth-

er with the opposite reaction of what they were expecting.”

Martin, who was mentioned earlier, said that by saying apologies, you are actually admitting your mistakes. “Apologies require taking full responsibility,” she explained. “No half-truths, no partial admission, no rationalization, no �inger pointing, and no justi�ications belong in any apology.”

Beverly Engel seemed to agree. “A meaningful apology,” she wrote in The Power of Apology: Healing Steps to Transform All Your Relationships, “is one that communicates three R’s: regret, responsibility and remedy.”

Don’t wait for tomorrow to ask for an apology. “The longer you hold onto an apology,” David Arnold reminded, “the harder it is to give.” For as Dr. Carlson said, “The ability to apologize, to admit mistakes, is a beautiful human quality that brings people closer together and helps us succeed.”

But never use apology to manipulate others, as some people do so. “Stiff apology is a second insult,” Gilbert K. Chesterton once said. “The injured party does not want to be compensated because he has been wronged; he wants to be healed because he has been hurt.”

Dr. Carlson said it this way: “You must never apologize as a tool of manipulation, to try to get a response like this or to get

something out of it. When you apologize from your heart, you keep most of your existing doors open. Occasionally, you may even open doors that had previously been closed.”

In some instances, what you have done to others may be forgotten but there are those who can always remember that bad words you have spoken to them. Here’s what Stephanie Lahart said: “Yes, a person can accept your apology and forgive you for what you’ve said, but they will never forget how you made them feel at that very moment. Words can stick in a person’s mind, heart and spirit long after the words have been spoken. Don’t be in denial; words have great power. Be wise when you speak!”

Forgive and forget – this should be the attitude of whose who have been given an apology. Again, Martin reminded: “If there were past mistakes, I do not believe we should nag or repeat them, never mind throw them in someone’s face. If they sincerely apologized and we genuinely forgave them, we must move on. Learn from mistakes, but move on. If we bring them up and toss them at the offender, we may not have actually forgiven them, even if we claim we have.”

After all, forgiveness, to quote the words of Isaac Friedmann, “is the sweetest revenge.”

DEBUNKING LAPU-LAPU’S MACHO IMAGE For centuries, Cebuano hero Lapu-lapu, in the minds of artists and in the absence of a primary report that accurately describes him, has always been depicted as a hunk, a warrior that is more cinematic in physique than was observed by the Spanish invaders in 1521.

‘Legends of India’ (1858-66) author Gaspar Correa (14921563), an eminent Portuguese historian who interviewed survivors of the Magellan expedition, described Lapu-lapu in his tongue as ‘veljo,’ the equivalent of ‘viejo’ in the Spanish language, or ‘old’ in English.

As to how old, Filipino historian Danilo Madrid Gerona, in his ‘Ferdinand Magellan: The Armada de Maluco and the European Discovery of the Philippines,’ (2016) provided the hint: “In the eyes of the European, a person was of�icially or legally classi�ied as viejo when one reached the age sixty. In fact, when the Spaniards introduced the system of encomienda, exemptions from certain colonial obligations were given to the reservados, people who were sixty years or above.”

In Gerona’s hunch, Lapulapu, brother-in-law of King Humabon whose principal wife

was the hero’s sister, was “probably about seventy” when the Spaniards arrived in the Philippines. Lapu-lapu, also dubbed as the king of Mactan, was the brother-in-law of Sula, a rival chieftain who married the former’s sister.

At the time, the whole of Visayas, an enclave of many chieftaincies, was known in historical records as the island of tattooed people, Islas de los Pintados, with Lapu-lapu being no exception.

Tattooing, as a body modi�ication, requires “inserting ink, dyes and pigments, either indelible or temporary, into the dermis layer of the skin” and loses its attraction as creases, due to old age, start to show in many parts of the body. The older the human canvass develops, the sagging of the skin becomes prominent, in a way providing clues to the wearer’s age.

Who is Lapu-lapu? Where does his name originate?

Gerona, drawing from folk tradition, identi�ied Lapu-lapu as the son of Mangal and his wife Matang Mantaunas, also known as Bauga. He had a spouse named Bulakna, the daughter of the chieftain of Olango island, and a son, Sawili. Other oral ac-

counts, though, claim the Visayan hero had, in fact, sired many children. Given his status as a ruler, it was not remotely possible that he slept with numerous women during his reign.

Contrary to popular belief that Lapu-lapu is a takeoff from the popular �ish with the same name, the Mentrida’s Dictionary, a colonial-era lexicon, suggests that the appellation could have come from laposlapos, “to penetrate from one part to the other with sword, lance, etc.,” referentially in relation to the water channels he had to negotiate and cross in reaching his inner �iefdom, especially in relation to his conduct of piratical activities.

Intricately adorned with tattoos on his body, Lapu-lapu was an expert in martial arts. Spanish historian Gonzalo Fernández de Oviedo y Valdés (August 1478– 1557), getting his �irst-hand information from the survivors of the Magellan expedition, wrote that the Visayan chieftain, as “king or chieftain [was] so much esteemed for being an excellent man in the art of war, and very powerful than all the rest of the residents.”

Lapu-lapu’s current depiction as a macho man, a person

with rippling muscles and prominent biceps, is an offshoot of the delusion that the leader of a �ighting pack should display unusual body-built. But the most important in�luence that led to the creation of Lapu-lapu as a muscleman is the depiction the movies introduce in portraying Spartan-like warriors.

Gerona makes his own take on the modern depiction of Lapu-lapu: “The chieftain’s fame as an agile warrior in his younger days could have earned for him this sobriquet, a physical quality attributed by the few surviving oral accounts and legends. If was probably because of this quality drawn from the meaning of his name that Lapu-lapu’s distinctive physical features as a young man, �ierce and muscular warrior was immortalized in history, carved in monuments and depicted in numerous paintings. But in the absence of any known historical document from which this national imagination of Lapu-lapu was made, it is theoretically imperative to raise questions about this folk hero.”

While Lapu-lapu did not physically lead the contingent that met Ferdinand Magellan on

the beach of Mactan, his men, known to be experts in arnis, the indigenous rattan-stick �ighting, eventually subdued the foreigners using spears, poisoned arrows, and bamboo cannons. In the end, it was the Portuguese explorer’s arrogance that cost him his life after he set aside the rules of engagement of the expedition, i.e., to convert people and use diplomacy in dealing with them!

In the bloody con�lict, Magellan’s young crew lost to the Lapu-lapu �ighters. Gerona wrote that Magellan’s “foolhardiness and overcon�idence in facing an overwhelmingly superior number of enemy (sic) with his small bank of young armed seafarers.

But based on the inventory of armaments of the expedition, Magellan apparently envisioned to engage his enemy in a battle where, despite the Mactan warriors’ numerical superiority, the Spaniards had still overwhelming tactical advantage, a longrange positional advantage.”

With Magellan’s group feeling weary and tired from a long journey, the odds were not to their bene�it. The outcome of the battle would validate this disparity.

he scene seemed to come out straight from a Hollywood movie, The Impossible, except that it didn’t happen in Thailand but in the Philippines, particularly Compostela Valley, during the time when typhoon Pablo (international name: Bopha) struck the province in 2012.

As onrushing water held them captive, Rogelio Saging held tight his three young children with his eldest son Rudyard close behind. His wife Violeta was also trailing them. But the current was so strong; the water was loaded with silt, gravel, boulders and clumps of fallen trees that they almost lost their hope of surviving.

Then, the unthinkable happened. The parents saw how a fallen coconut tree hit the head of their third-year high school son Rudyard and carried him away from their grasp. All was chaotic after that; they, too, were swept away by the strong current of �lood.

Around 2 in the afternoon, it was a joyful and tearful reunion as the parents had found all four children all well – except for Rudyard, who was in a very critical condition. Rescuers had found him barely clinging to his life. Rogelio had only few

precious moments to talk with his dying son before his torn and mangled body �inally gave up.

This real-life story is just a preview of what will happen in the future as more intense typhoons will hit the country.

Respected scientists claim typhoons can hit the Philippines anytime of the year, with the months of June to September being most active, with August being the most active individual month and May the least active.

Normally, the Philippines experiences typhoons of up to 20 a year. In recent years, stronger typhoons have become more frequent. “The Philippines has long been particularly vulnerable to extreme weather,” reports the Climate Reality Project. “But in recent years, the nation has suffered

from even more violent storms… And over the past decade, these tropical storms have struck the nation more often and more severely, scientists believe, because of climate change.”

Government of�icials contend that a destructive typhoon season costs the country two percent of its gross domestic product (GDP). In addition, another two percent is needed to rebuild the infrastructure lost. As such, it puts “the Philippines at least four percent in the hole each year from tropical storms,” deplored the non-pro�it organization founded by Nobel prize-winning Al Gore.

That’s not all, especially if agriculture is included. As an archipelagic country, agriculture plays a vital role in providing around 30% of employ-

ment. In 2013, agriculture contributed 10% of the country’s total GDP, according to the National Economic and Development Authority (NEDA).

“Recent natural disasters signi�icantly affected crops and livestock resulted to severe loss in agricultural production including human lives,” NEDA reports in its website. “Climate change worsens the economic situation and food security among others of the Filipinos.”

These days, climate change is already a “dayto-day problem,” observed President Rodrigo R. Duterte. “Climate change is not a typhoon that visits your country once or twice a year,” he said in his speech during the recent Asia-Paci�ic Healthy Islands Conference held in Davao City. “Climate change is a day-to-day problem.”

As such, he is wondering why the American president Donald Trump withdrew from the Paris Agreement, which the country rati�ied in March 2017. “I have to fathom the reason or even the rationale of the withdrawal,” Duterte pointed out. “Is it because it cannot work hand in hand with other nations? Or is it because Trump would like to do it alone?”

During the virtual leaders’ summit of the recent Climate Vulnerable Forum, Duterte urged industrialized nations to help developing countries to �ight climate change. “Climate action and ambition must be shared and demonstrated by all nations,” he said in a statement released to media. “I call on industrialized nations to signi�icantly reduce their carbon emissions and provide as-

sistance to developing nations in terms of �inance, capacity building and technology transfers, as urged by the Paris Agreement.”

Duterte blamed industrialized countries for the current state of the world’s increasing temperature. If these countries would not be “compelled to follow the Paris pact to reduce greenhouse emissions and keep global warming below 2 degrees Celsius above preindustrial levels,” he said it would be a “farce.”

Climate change is for real and it is already happening. Recently, Malayan Colleges Mindanao (MCM) held an interactive Tech Boot Camp which attracted 75 students from Davao and nearby cities.

Abigail Joy Rodelas-Angelia, MCM Dean of the College of Arts and Science and Director of the Learning Environments and Innovations, said that the purpose of the activity is for students to be able to experience the use of the new robotics equipment called Arduino CTC101 and the LJCreate.

For MCM executive vice president and chief operations officer, Engr. Dodjie S. Maestrecampo, the acquisition of C&E MAKERCE, Arduino, and LJCreate equipment is “a testimony of MCM’s commitment to provide its students world-class, excellent, and relevant tools for active learning.

MCM students will be much benefited by being the first in the Philippines to utilize these tools to enhance even further their critical thinking, creativity,

and collaborative skills”.

Malayan Colleges Mindanao (MCM) has forged a partnership with C&E Educational Solutions Group, Arduino, and LJCreate to become the first school in the Philippines to feature the Internet Of Things or iOT-enhanced Engineering construction kit and CTC101 Creative Technologies in its new Robotics Laboratory.

The equipment will be used

by MCM Senior High School, Engineering, and Computer Science students to bolster their skills in solving real-world problems using a combination of programming and design skills.

Maestrecampo further added the world-acclaimed active learning solutions are tailored to provide a comprehensive learning program for MCM students wherever they are in their educational journey towards learning STEAM (Science, Technology, Engineering, Arts and Mathematics) applications.

For Frias, this kind of activity (workshop) is very experiential.

“Not only do we allow them first dibs on the newest equipment and robotics tech, but we further encourage them to test their skills,” he said. Further, as Frias expounded, the experience is very future oriented that greatly motivates the participants to go beyond the present and anticipate for the future.

Celebrating L’Oréal’s ‘Beauty for a Better graduating class of 2019 and opening of

IN CELEBRATION of another successful year of Beauty For a Better Life, L’Oréal Philippines hosted a graduation ceremony event at the Renaissance Convention Center in Marikina City and announced the opening of three new training centers which marks a significant milestone for the program in the Philippines since it commenced last April 2017. L’Oréal’s Beauty For a Better Life is deployed in 30 countries with a mission to empower women in vulnerable social or economic situations by placing the heart and art of beauty at the forefront of the program by honing women’s skills in the field of hairdressing and providing them job and business opportunities to sustain their livelihood after completion of the program.

In the second year of the program, a total of 69 individuals from Batches 4 to 6 of Barangay Jesus Dela Peña in Marikina completed the program after undergoing daily hands-on classroom training sessions for three months where they were under the tutelage of L’Oréal trainers. Succeeding the training sessions is the mandatory one-week salon internship with L’Oréal’s partner salons to expose them to actual hairdressing roles and potentially expand their career options. GMA News Pillar Howie Severino led the team of Kapuso award-winning broadcast journalists and public affairs personalities who went from one school to another in the span of four months. Davao joins the Fashion Revolution with Unstitch FASHION LEADERS and sustainability advocates in Davao City will be joining the global campaign that calls for thoughtful reforms of fashion’s impact on the environment and people.

This will take form in a weekend event organized by the Global Shapers Davao Hub, a network of young leaders initiated by the World Economic Forum.

Happening on April 27-28, 2019, Unstitch: A Fashion and Sustainability Fair, will unravel the social realities of clothing in line with the Fashion Revolution Week observances happening simultaneously around the world.

The event will feature various interactions: from a popup shop featuring homegrown sustainable fashion brands, to inspiring workshops, talks, and socials.

All activities have the intention to raise public awareness on the key issues that make up the relationship of fashion and sustainability: climate change, water stress, pollution, biodiversity, natural resources, modern day slavery, and wellbeing.

“Through this event, we hope to invite people to reimagine fashion as a force for good,” said Yana Santiago, Unstitch project co-head. “Fashion Revolution invites us to rethink fashion--to love our clothes more, to become wiser consumers, and to be mindful of how our daily fashion choices (buying, wearing, washing, disposing, etc) make an impact on the planet as a whole.”

“Decisively dealing now with climate change is key to ensuring sustainable development, poverty eradication and safeguarding economic growth,” said the weather bureau, a line agency of the Department of Science and Technology. “Scienti�ic assessments indicate that the cost of inaction now will be more costly in the future.”

It was Dr. James E. Hansen, of the US National Aeronautics and Space Administration (NASA), who �irst raised the problem of global warming. In 1988, he told an American Senate hearing that “the greenhouse effect is changing our climate now.”

In a Reader’s Digest article, author Robert James Bidinotto, explains greenhouse effect in these words: “When sunlight warms the earth, certain gases in the lower atmosphere, acting like the glass in a greenhouse, trap some of the heart as it radiates back into space.

These greenhouse gases, primarily water vapor and including carbon dioxide, methane and man-made c h l o ro � l u o ro c a r b o n s , warm our planet, making life possible.”

According to the fact sheet published by the Climate Change Commission (which was created under Republic Act 9729), there are two main approaches to address climate change: adaptation and mitigation.

On adaptation, the fact sheet explains: “In human systems, the process of adjustment to actual or expected climate and its effects, in order to moderate harm or exploit bene�icial opportunities. In natural systems, the process of adjustment to actual climate and its effects; human intervention may facilitate adjustment to expected climate.”

On mitigation, the fact sheet gives this explanation: “Technological change and change in activities that reduce resource inputs and emissions per unit of output

and implementing policies to reduce greenhouse gas emissions and enhance sinks.”

So far, the Philippines has achieved only two types of actions in terms of levels of climate change adaptation, namely: resilience-building and climate-proo�ing.

This is according to Dr. Rosa T. Perez, a research fellow at the Manila Observatory.

In resilience-building, the country has been addressing the adaptation de�icit, such as to diversify livelihood activities according to the variable conditions of the place. It also ventures into crop insurance and other agricultural innovations on irrigation, as well as adapt seasonal forecasting and early warning systems to reduce the effects of disasters.

Climate-proo�ing, on the other hand, is adapting to incremental changes by strengthening structures

and natural shields and protections. This would include upgrading drainage systems to accommodate greater runoff, adapting shorter cropping systems in areas with more frequent visits of natural disasters, and estimating periods of greater water stress and heat extremes.

Something must be done now before it is too late. As Katherine Richardson, a climate scientist at the University of Copenhagen, puts it: “We have to act and we have to act now.

We need to realize what a risk it is they are taking on behalf of their own constituents, the world’s societies and, even more importantly, future generations.”

“Without effective action, climate change is going to be larger and more dif�icult to deal with than we thought,” warned Chris Field, coordinating lead author of the IPCC report.

evin Durant scored 33 points and the visiting Golden State Warriors held on to beat the Los Angeles Clippers 113-105 in Game 4 of a Western Conference �irst-round series on Sunday afternoon.

After winning both games in Los Angeles, the Warriors own a 3-1 series lead heading to Game 5 on Wednesday night in Oakland, Calif.

Klay Thompson scored 27 of his 32 points in the �irst half for the Warriors.

Stephen Curry went 3-for-14, including 1-for-9 from 3-point range, �inishing with 12 points, 10 rebounds and seven assists.

Shai Gilgeous-Alexander scored a season-high 25 points for the Clippers.

Danilo Gallinari scored 16 after a scoreless �irst quarter, Patrick Beverley had 12 points and a team-high 10 rebounds, and Lou Williams scored 12 off the bench for Los Angeles.

OS ANGELES - The Milwaukee Bucks wiped away 18 years of frustration on Monday by beating the Detroit Pistons 127-104 to complete a four-game sweep of their �irst round Eastern Conference playoff series.

Giannis Antetokounmpo scored 41 points as the Bucks reached the second round of the postseason for the �irst

time since 2000-01 season when they made it all the way to the NBA semi-�inals.

The top-seeded Milwaukee cruised through the �irst three games and after a slow start in game four they took control late at won by 23 points.

With two blemishes on his record over his last three bouts, the Philadelphia born-andbred �ighter was no longer considered a bluechip pugilist. Mind you, he was a couple of swing rounds away from being undefeated, but no one seemed to remember.

All of a sudden he was on the outside listening in on debates of who the best welterweight was in the star-studded division. Names like Terence Crawford, Errol Spence Jr., Manny Pacquiao, Keith Thurman, and Shawn Porter — and a gantlet of matchups between them — were rattled off before Garcia

Such was the hand Garcia was dealt after dropping razor-thin decisions to Thurman and Porter.

Knowing very well that he had to make a big statement, Garcia �ired on all cylinders and eviscerated the journeyman challenger Granados for seven straight rounds at the Dignity Health Sports Park, knocking him down three times en route to a technical knockout.

A rejuvenated Garcia climbed the ring ropes immediately after referee Thomas Taylor stopped further carnage, looked into the camera and proudly proclaimed, “I’m back!” because he reentered the running to reclaim his stake atop the supremely stacked 147-pound division.

Tigers force Game 5 in Davao

he Davao Occidental Tigers crawled back in the �inal frame to beat the San Juan Knights, 77-66, in Game 4 of the Maharlika Pilipinas Basketball League National Finals at the FilOil Flying V Centre in San Juan City on Monday night.

The Tigers outscored the Knights, 32-13, in the �inal 10 minutes to take the comeback win and tie the best-of-�ive series at 2 wins apiece.

Billy Robles made 22 points, 18 rebounds, three assist, and one steal for Davao Occidental, which forced a deciding Game 5 back in Davao City on Thursday night.

Orlan Wamar put up 19 markers, two rebounds, and two assists for San Juan, which missed out on clinching the title at home.

The Tigers were nine minutes away from losing the league's �irst-ever National Finals, down by 10, 57-47.

Robles had other plans, however, and went berserk the rest of the way where he dropped 12 of his 22 points while also totaling 18 rebounds and three assists. "Billy played big and then the key there is we executed on both ends of the �loor," head coach Don Dulay said post-game.

He was joined by guards Joseph Terso and Emman Calo who merged for 19 points, eight

rebounds, four assists, and four steals.

In all, Davao Occidental went on a 30-9 tear in the last nine minutes to turn a 10-point de�icit into a 11-point win. "You saw my guys �ighting the whole game. We had some lapses and kept telling those guys to �ix those and we'll be okay," Dulay said.

Robles just couldn't be stopped during that pivotal push, outscoring all of their opponents by his lonesome, 12-9.

Most importantly, Robles kept his team alive and kicking as they go back home to the Davao City Recreation Center for the winnertake-all Game 5 for the national championship on Thursday.

For the Knights, Orlan Wamar showed the way with 19 points while John Wilson chipped in a 17-marker, 12-rebound double-double.
