he first day of the implementation of the parking fees on Wednesday (January 1, 2020) was welcomed with the appeal of some establishments in Davao City to relocate bike racks to give way to parking space for their clients.

The City Government of Davao through the City Transport and Traffic Management office (CTTMO) has started the implementation of the public fee parking zones in the city’s main thoroughfares namely San Pedro Street, Ilustre Street, Pelayo Street, Iñigo Street, Villa Abrille Street, Monteverde Street, and Duterte Street.

wo public information of�icers (PIOs) of Davao Oriental won the �irst awards of the Davao Transparency Awards launched last December 30 by the Davao media working group, composed of practising traditional and digital media reporters behind Kapehan sa Dabaw, Kapihan sa PIA, Habi at Kape and the other media forums held weekly in Davao City.

The winners dubbed as “Transparency champions” are Ben Jason O. Tesiorna, city information of�icer (CIO) of Mati City and Karen Lou V. Deloso, provincial information of�icer (PIO) of Davao Oriental. They are cited for having been most consistent in producing news stories, feature articles and photos about programs, projects and activities ot their respective local government units in order for their constitutents to be well-informed.

The choice of Deloso and Tesiorna came about

as a result of a caucus among the managing editor of the Mindanao Times, the oldest newspaper in Davao and Mindanao, and the editors of the Mindanao Daily Mirror, Sun.Star Davao, SSD Super Balita and Edge Davao who were asked who do they thought were among the most proli�ic PIOs and CIOs in the year 2019. The assessment were made by Carmelito Q. Francisco of the Times, Jon Joaquin of the Mirror, R. J. Lumawag of Sun.Star, Jeepy Compio of Super B and Antonio M. Ajero of Edge Davao.

Times editor in chief and Datu Bago awardee Amalia Cabusao was reportedly out of the country during the holidays.

Aside from Tesiorna and Deloso, Jeffry Tupas of Davao City, Noel Baguio of Davao del Norte, and Edwin Lasquite of Tagum City were also nominated.

The two “Transparency champions” each received a framed certi�icate designed by Christian Jay Rafal, creative artist of Edge Davao, and several gift items bestowed during the 30th annual Davao Media Yearend Gathering at the World Palace on Acacia St,.

There is a need to recognize and promote the role that PIOs play in the overall effort to achieve transparency in governance in addition to the great contribution of independent media practitioners in the �ight against graft and corruption and abuse of power and promotion of press freedom, according to editor Ajero, who acted as award convenor.

The PIOs are considered the �irst line of defense as they can provide a stream of information about governance vital in the people’s perception of their governors’ behavior, he said.

The convenor also extended the group’s congratulations to Mayor Michelle N. Rabat of Mati City for the accolade accorded her CIO Tesiorna and to Governor Dayanghirang for the honor achieved by Ms Deloso, his PIO.

Duterte's latest stance came even after the CPP's armed wing, the New People's Army (NPA), violated

the holiday truce with the government following its series of attacks against the government troops.

The holiday cease�ire, which took effect on Dec. 23, 2019, will end at 11:59 p.m. on Jan. 7, 2020.

NPA rebels reportedly attacked soldiers and policemen in Labo, Camarines Norte; Tubungan, Iloilo; and Quezon province on the �irst day of the implementation of the temporary cease�ire.

The communist-initiated attacks also came despite the plan to revive the peace talks.

Before the proposed resumption of peace negotiations, Sison should heed the President's call for a one-on-one meeting, Panelo said.

Panelo reassured Sison, who is facing arrest

in the Philippines for his supposed involvement in the so-called "Inopacan massacre" in 1980, would not be apprehended upon his return to the country.

"Well, the President, as we have said before, wants Joma Sison to come and to have a one-on-one talk with him. He should come here. If he's really sincere, he should not be afraid of any arrest or [subject] anyone from their panel to be arrested," he said.

resident Rodrigo Duterte's scheduled visit to earthquake-hit towns of Malalag ang Padada in Davao del Sur on Thursday afternoon will not push through as he is not feeling well, according to his spokesperson Salvador Panelo.

Panelo, however, said there is nothing to worry about Duterte's health, as it is "ordinary" for 74-year-old people like the President to not feel well.

"Ordinary, masamang pakiramdam ng isang 74-year-old," he said in a press brie�ing in Malacañang, adding the Duterte is expected to feel better soon.

Two days earlier, Duterte himself had admitted that he is not in the pink of health.

He also said he has asked God to take his life shortly after his presidency ends in 2022.

Firecrackers injuries down by 35%: DOH

F

irecracker-related injuries decreased by 35 percent nationwide as the country welcomed New Year's Day, Health Secretary Francisco Duque III said on Wednesday.

In a press brie�ing, Duque said from December 1 to the early morning of January 1, the Department of Health (DOH) recorded 164 �irecracker-related injuries lower than 251 cases reported during the same period last year.

Duque said the Executive Order No. 28, limiting the use of �irecrackers in the country, has an impact in lowering the �irecracker-related injuries.

He also attributed the decrease to the DOH information campaign dubbed 'IwasPaputok', recognizing the support of media and local government units in providing awareness to the public.

"This is indeed a welcome development but we will not stop until we achieve zero �irework-related injuries," he said.

The number of injuries this year is 71 percent lower than the 403 cases reported in a �ive-year average, from 2014 to 2019.

Though there is a de-

cline of �irecracker-related injuries, Duque said these numbers may still increase due to late consultations of the patients.

Duque also said there were no immediate reports of �irework-related deaths so far.

The DOH will monitor and record cases until January 6.

Zero Injury Target Meanwhile, Duque said the DOH will try to achieve a zero �irework-related injuries.

He said the health department is working toward achieving this in the future saying: "What is the instrument of achieving (zero casualty)? Its banning it just like all other countries have banned the use of �ireworks."

Among the top �ive �ireworks causing injuries were kuwitis, luces, fountain, piccolo and baby rocket-- and only piccolo is illegal.

"There is no such thing as illegal or legal, these are all injurious," Duque said.

He hopes the current administration will be able to create a legacy of an absolute ban of �ireworks to achieve the zero-injury tar-

Bypass road project amendments okayed

In a statement released by NEDA, DCBCP is among the approved projects by ICC-CabCom on December 20 last year.

The DCBCP was initially approved by the NEDA Board via ad referendum on 28 May 2015, and then underwent a change in scope and cost based on initial �indings

during its Detailed Engineering Design (DED).

The ICC-CabCom likewise approved the Davao City Coastal Bypass Road with Bucana Bridge Project of the Department of Public Works and Highways (DPWH).

The project involves the construction of an 18.21-kilometer road with four lanes facility, with a speed limit of 50

kph, from Bago Aplaya to R. Castillo.

It is composed of four segments: Bago Aplaya – Times Beach; Times Beach – Roxas Avenue; Roxas Avenue – Sta. Ana Wharf; and Sta. Ana Wharf – R. Castillo.

The project aims to serve as an alternate route to the Davao-Cotabato Road and ABS-CBN Diversion Road to ease traf�ic congestion along busy intersections and the Central Business District.

It is also intended to disperse urbanization outside the Davao City Urban Center.

Santos is new AFP chief

E

astern Mindanao Command chief Lieutenant General Felimon Santos is the new head of the Armed Forces of the Philippines, according to a report on Thursday, citing Senator Christopher "Bong" Go. Executive Secretary Salvador Medialdea has also con�irmed Santos' appointment.

Santos will replace General Noel Clement, who is set to retire on January 5, 2020.

Defense Secretary Del�in Lorenzana shared to the media the appointment paper of Santos. His new designation will take effect on January 5.

Santos is a member of Philippine Military Academy Sinagtala Class of 1986 and spent most of his junior years with the 39th Infantry

Battalion, a unit deployed in various provinces in Mindanao.

He also once headed the 11th Intelligence Service Unit based in Davao City, hometown of President Rodrigo Duterte.

Santos previously held the positions of Chief of Operations of Central Command in Visayas; 703rd Infantry Brigade Commander in Central Luzon; Battalion Commander of 63rd Infantry Battalion in Samar Province; and Assistant Division Commander of 6th Infantry Division, Philippine Army in Datu Odin Sinsuat, Awang Maguindanao.

Oil firms hike fuel prices

O

il companies have increased the pump prices of petroleum products this week, reflecting the movement in international oil trading.

Pilipinas Shell, Petron, Chevron, Seaoil, and Flying V have hiked the prices per liter of gasoline by P0.85, diesel by P0.50, and kerosene by P0.35.

Cleanfuel, Petro Gazz,

Phoenix Petroleum, PTT Philippines imposed similar price adjustments, excluding kerosene which they do not carry.

The changes took effect in the morning of December 31, 2019 and does not yet include the third tranche of fuel excise tax increases in light of the tax reform law, which began on January 1, 2020.

PH economy still among Asia’s fastest amid easing inflation

he Philippine economy remained one of the best performers in Asia after rebounding from an initial slowdown in the first two quarters of 2019 amid obstacles, reflecting the government’s spending catch-up and easing inflation.

Socioeconomic Planning Secretary and National Economic and Development Authority (NEDA) Director General Ernesto Pernia said the goal of advancing to an upper middle-income status is “going to be surer next year”.

“We are going to be reclassified as an upper middle-income country by next year and the downside to that will be less access to concessional loans.

So we really have to make sure that we finish our major infrastructure projects that are big-ticket projects in terms of cost by 2023,” he said.

Pernia said the government intends to focus on projects that can be completed by 2022, as well as

“those that can be started substantially such that it will be more difficult for the next administration to reverse.”

He said there is a grace period of three years from the time the country achieves the status before changes in terms and conditions of lending agreement take effect.

In the World Bank’s classification, upper middle-income economies are those with a gross national income (GNI) per capita of USD3,996 to USD12,375.

The Philippine GNI per capita reached USD3,830 in 2018.

The Philippine gross domestic product (GDP) accelerated by 6.2 percent in the third quar-

ter, making it the second fastest-growing major economy after Vietnam, and ahead of China, India, Malaysia, Indonesia, and Thailand.

It recorded a 5.8-percent growth rate in the first three quarters of 2019, slightly below the lower-end of the government’s 6 to 6.5-percent full-year growth rate.

“The economy has continued to grow this year despite its initial slowdown in the first two quarters and the obstacles that were thrown its way -- from the El Niño phenomenon that resulted in water shortages, the delay in the passage of the 2019 budget, to the US-China trade war, among other things,” Pernia said.

Authorities attributed the weak performance in the first two quarters of 2019 to the effect of the delay in the passage of the 2019 national budget, which prevented the government to spend on its infrastructure program, among others.

President Rodrigo Duterte signed this year’s budget only in April.

Economic managers thus implemented a catchup spending program, which resulted in growth recovery in July to September.

Pernia said the “catchup plan” on spending on infrastructure projects has also some impact on increasing the country’s economic growth in October to December.

“In the fourth quarter, consumer spending really got boosted by bonuses, OFW (overseas Filipino workers) remittances also rose 7.7 percent in October, and that also contributed to increased consumer spending which accounts for about twothirds of GDP,” he added.

NEDA Undersecretary Rosemarie Edillon also cited that private consumption would be robust given the slow inflation, especially food, as well as government consumption.

The ban was only terminated after both governments signed a memorandum of agreement on OFW protection.

"With this recent development, we will insist that they come up with a template agreement which will convey all the provisions that our president wants to be included," he said.

Bello said this includes the non-confiscation of mobile phones and passports of workers and specified working hours among others.

PH to impose partial deployment ban to Kuwait after maid's slay

he Philippine government is set to declare a partial deployment ban of household service workers to Kuwait following the death of overseas Filipino worker Jeanelyn Villavende.

"Upon recommendation of our labor attaché, magde-declare kami ng partial deployment ban sa Kuwait," Labor Secretary Silvestre Bello III said.

In an interview on Thursday, Bello said they would impose the ban as soon as the Philippine Overseas Employment Administration Governing Board approves their recommendation.

he 2010s made one thing clear: Tech is everywhere in life.

Tech is in our homes with thermostats that heat up our residences before we walk through the door.

It’s in our cars with safety features that warn us about vehicles in adjacent lanes. It’s on our television sets, where many of us are streaming shows and movies through apps. We even wear it on ourselves in the form of wristwatches that monitor our health.

In 2020 and the coming decade, these trends are likely to gather momentum.

They will also be on display next week at CES, an enormous consumer electronics trade show in Las Vegas that typically serves as a window into the year’s hottest tech developments.

At the show, next-generation cellular technology known as 5G, which delivers data at mind-boggling speeds, is expected to take center stage as one of the most important topics. We are also likely to see the evolution of smart homes, with internet-connected appliances such as refrigerators, televisions and vacuum cleaners working more seamlessly together — and with less human interaction required.

“The biggest thing is connected everything,” said Carolina Milanesi, a technology analyst for the research firm Creative Strategies. “Anything in the home — we’ll have more cameras, more mics, more sensors.”

If some of this sounds the same as last year, it is — but that’s because new technologies often take time to mature.

Here’s what to watch in tech this year.

THE SMARTER HOME: TRUE AUTOMATION In the past few years, Amazon, Apple and Google have battled to become the center of our homes.

Their virtual assistants — Alexa, Google Assistant and Siri — respond to voice commands to play music from speakers, control light bulbs and activate robot vacuums. Smart home products work well, but they are complicated to set up, so most people use virtual assistants just for basic tasks like setting a kitchen timer and checking the weather.

Then in December, Amazon, Apple and Google came to what appeared to be a truce: They announced that they were working together on a standard to help make smart home

products compatible with one another.

In other words, when you buy an internet-connected light bulb down the line that works with Alexa, it should also work with Siri and Google Assistant.

This should help reduce confusion when shopping for home products and improve the ease with which connected gadgets work with one another.

Milanesi said that eliminating complexity was a necessary step for the tech giants to achieve their ultimate goal: seamless home automation without the need for people to tell the assistants what to do.

“You want the devices to talk to each other instead of me being the translator between these device interactions,” she said. “If I open my door, then the door can say to the lights that the door is open and therefore the lights need to turn on.”

If and when that happens, your home will truly — and finally — be smart.

THE SLOW, STEADY RISE OF 5G In 2019, the wireless industry began shifting to 5G, a technology that can deliver data at such incredibly fast speeds that people will be able to download entire movies in a few seconds.

Yet the rollout of 5G was anticlimactic and uneven.

Across the United States, carriers deployed 5G in just a few dozen cities. And only a handful of new smartphones last year worked with the new cellular technology.

In 2020, 5G will gain some momentum. Verizon said it expected half the nation to have access to 5G this year. AT&T, which offers two types of 5G — 5G Evolution, which is incrementally faster than 4G, and 5G Plus, which is the ultrafast version — said it expected 5G Plus to reach parts of 30 cities by early 2020.

Another sign that 5G is really taking hold? A broader set of devices will support the new wireless standard.

Samsung, for one, has begun including 5G support on some of its newer Galaxy devices. Apple, which declined to comment, is also expected to release its first 5G-compatible iPhones this year.

And 5G will be going to work behind the scenes, in ways that will emerge over time. One important benefit of the technology is its ability to greatly reduce latency, or the time it takes

he Department of Labor and Employment (DOLE) on Wednesday cautioned the public against a bogus electronic solicitation letter asking for monetary donations.

“This e-mail is fake and completely bogus. We encourage everyone to be vigilant (and) also to report similar incidents to us so that we can conduct our own investigation," Labor Secretary Silvestre Bello III said in a statement.

In a memorandum, Bello said an e-mail was received by various DOLE regional offices and attached agencies, purportedly from the agency's

Administrative Service.

The bogus solicitation letter states that DOLE seeks a minimum cash donation of USD100 supposedly for leukemia patients and orphans.

The e-mail, with the subject, “Donation request 2019/2020,” was sent on Dec. 26, 2019 and used the email address administrativeservice@ gmail.corn (corn, not .com).

Bello advised the public as well as the heads of DOLE offices, bureaus, attached agencies, regional offices, and Philippine Overseas Labor Offices to be vigilant and immediately report similar illegal activities. (PNA)

he Tax Reform for Acceleration and Inclusion (TRAIN) law, passed in 2017, has reduced personal income taxes but at the same time increased or imposed new excise taxes on several products —including petroleum products, to raise revenues for the administration's programs.

Prior to the TRAIN law, gasoline has an excise tax of P4.35 per liter while diesel and kerosene have zero excise tax.

As the law gets passed in 2017, the first tranche of excise tax increase in fuel products has increased the duties on gasoline to P7 per liter and imposed a P2.50 per liter levy on diesel and kerosene, which took effect January 1, 2018.

The second tranche of

the fuel levy hike —which began January 1, 2019 — has added another P2 on the duties on gasoline and diesel and P1 to kerosene, increasing excise taxes on gasoline to P9 per liter, diesel to P4.50 per liter, and kerosene to P4.00 per liter.

For the third and final tranche, which took effect January 1, 2020, additional excise taxes are smaller P1.00 for gasoline, P1.50 for diesel, and P1.00 for kerosene.

The three rounds of hikes in the fuel excise taxes has increased the levy on gasoline to P10.00 per liter, diesel to P6.00 per liter, and kerosene to P5.00 per liter.

Bangsamoro region sees influx of foreign investors in 2020

he Bangsamoro Autonomous Region in Muslim Mindanao (BARMM) is expecting influx of foreign investors in 2020 to further spur its economy, officials said.

In 2019, the new Bangsamoro region generated investments worth P4.1 billion, up almost 40 percent from the P2.5 billion recorded the previous year under the Autonomous Region in Muslim Mindanao (ARMM), data from the Regional Board of Investments (RBOI) showed.

BARMM replaced ARMM in February following the ratification of the Bangsamoro Organic Law, which created the new Bangsamoro region that was anchored on the final peace agreement signed by the government and the Moro Islamic Liberation Front (MILF) in 2014 after four decades of armed conflict.

BARMM interim Chief Minister Ahod Balawag Ebrahim, also known as MILF chair Murad Ebra-

him, invited investors from Saudi Arabia, Turkey, Malaysia and Indonesia to set up business in the region.

“BARMM is open for business. We want investors to come and create jobs and income to help us attain our goal of sustainable development and inclusive growth,” Ebrahim said in a statement.

He attributed the growing investment last year to the relative peace prevailing in the region as a result of the implementation of the peace pact.

Ebrahim noted that investors have been taking advantage of the improving business climate in the Bangsamoro, leading to the increase in investments last year.

The region comprises the provinces of Maguindanao, Lanao del Sur, Bas-

ilan, Sulu and Tawi-tawi, the cities of Marawi, Lamitan and Cotabato and 63 villages in six North Cotabato towns.

Cotabato voted for inclusion in the BARMM but has yet to be turned over as it has a pending protest over the plebiscite results.

Owing to the region’s ideal agro-climatic conditions and vast undeveloped fertile lands, Ebrahim dangled agriculture as the major business venture that foreign investors could viably pursue in the area.

In 2019, the region attracted big-ticket investments in cavendish banana and corn production and pineapple and abaca processing plants, RBOI records showed.

Lawyer Ishak Mastura, RBOI chair, noted the new Bangsamoro region under Ebrahim’s leadership has been aggressive in promoting the area’s investment potentials.

“As a result of his initial talks with potential investors, the RBOI is expecting more investments

in 2020,” Mastura said.

Mastura said investors could also explore the region’s energy potentials, apparently referring to the oil and natural gas deposits in the Ligawasan Marsh, mostly in Maguindanao province.

Last year, Ebrahim traveled to Saudi Arabia and Turkey for investment missions and to improve ties with the two Muslim countries.

He said they are working to ease the process of doing business in the region, which includes the granting of incentives or tax breaks to investors.

The government and the MILF are currently implementing the normalization phase of the final peace agreement called the Comprehensive Agreement on the Bangsamoro.

Asian shares rise on China’s policy easing, trade deal hopes

sian shares kicked off the new decade higher on Thursday, after global stocks ended the previous one at record highs, and buoyed by Chinese markets after Beijing eased monetary policy to support slowing growth.

Investors also cheered news that the United States and China will sign a trade pact soon after a year of volatile negotiations between the world's two largest economies.

MSCI's broadest index of Asia-Pacific shares outside Japan was up 0.35 percent in morning trade after rising 5.6 percent in December.

US President Donald Trump said on Tuesday that Phase 1 of trade deal with China would be signed on Jan. 15 at the White House, though uncertainty surrounds details about the agreement.

Rising hopes for a resolution to the US-China trade war helped propel global equities to record highs late last year and depress the value of the US dollar.

MSCI's all-country world index of stock performance in 49 nations touched an all-time high of 567.80 on Dec. 27. It was last quoted at 565.46, off 0.41 percent from that peak.

In China, the blue-chip CSI300 index, one of the world's best-performing indexes last year, was 1.34 percent higher in early trade.

China's central bank on Wednesday that it would cut the amount of cash that banks must hold as reserves, releasing around 800 billion yuan in funds effective Jan. 6.

"I think the monetary angle in terms of what it means for the companies, is not that important," said Jim McCafferty, head of Asia ex-Japan equity research at Nomura in Hong Kong.

"However for what it means for the consumer point of view, then clearly if there's easy money and ... individuals can borrow cheaply, repay debt quickly, then that of course is going to help the economy and the companies."

Unfinished business

It’s the start of the new year, the first of the new decade. Albeit this is a new beginning, it does not mean it’s a total re-boot and re-start.

There are a few critical things from the past year and decade which will have to still be reckoned with and needs some attention. They are the unfinished business.

Disaster management and preparedness, bio security, traffic congestion, mass public transport, solid waste management, antiinsurgency and anti-illegal drugs are among those that fall under either unfinished business or continuing campaign.

The earthquakes that hit Davao City and the rest of Mindanao last year served as a wake up call. While there had been no troublesome temblors before last year’s avalanche of tremors, the experience of major quakes and their accompanying aftershocks not only brought the realization of vulnerability, it also brought to fore the necessity to prepare people for such emergencies. Not only that, tremors also exposed some chink in the armor for existing building laws which needs some updating.

Threats to animal and plant virus contamination and the reemergence of polio virus give rise to improving bio security mechanisms and sanitation. And then there’s the nagging woes on plastics pollution that require urgent measures to completely ban single use plastics. The people’s education on solid waste management have yet to translate to a culture of compliance and correct practices.

Heading into the new decade, Davao City’s growing problem on traffic congestion and mass public transport hopefully can finally reach implementation stage as envisaged by the city government.

Finally, there’s the peace and order and the drug war which are continuing concerns shared with the national government. Mayor Sara Duterte-Carpio has maintained a strong stance against negotiating with the communist rebels. Coupled with having put on track an aggressive drive against illegal drugs, the city is ahead in these continuing business.

With these in mind, Davao City should be ready to rumble. In positive ways, that is.

Nevertheless, I will proceed using the description provided by the Bible in 2 Samuel chapter 23, verses 3-4 that said: “When one rules over men in righteousness, when he rules in the fear of God, he is like the light of morning at sunrise on a cloudless morning, like the brightness after rain that brings the grass from the earth.”

This piece is not religious as it is historical, comparatively speaking.

During King David’s reign, as recorded in the first Book of Samuel, the son of Jesse needed to struggle against his enemies within the nation as well as with foreign powers as he struggled to consolidate the southern kingdom of Judah and the northern territory of Israel.

Because of his deep faith and devotion to God, David was able to win the loyalty of his people. Yet,

the Bible tells us, he was shown to sometimes commit ruthless decisions, willing to do grave sins to serve his own desires and ambitions. But when confronted by the Lord’s prophet Nathan, he confessed his sins and accepted the punishment that God penalized him with.

I am bringing this up because there is such a huge similarity between the era of David in biblical times as with the present era we live in.

Today, our country is besieged from all sides by various selfish interest groups trying to amass political power, authority and influence regardless of the consequences.

Yes, you read it right.

Regardless of the consequences.

And the bone of contention?

Wealth. Yes, wealth.

The entire patrimony of the nation is being greedily targeted by the oligarchs, political dy-

nasties, imperialist foreign countries, business groups and investors on the lookout for an ideal relocation site.

The millions of unwary Filipinos are the unfortunate victims with the poor getting poorer, the marginalized getting more marginalized, the underprivileged getting less and less attention from their local government units and local officials.

As we all now are mute witnesses to the sad fact, our economy is continually being pillaged and plundered from within and from without, right under the noses of government authorities, one administration after another, year in, year out.

We were fooled and duped by the Americans who “generously” tutored Quezon, Osmena, Laurel, Roxas and many more of their ilk on the practices and lessons of US democracy but who maintained their political superiority

over the Filipinos by making their Philippine counterparts agree to the Parity Rights.

Slightly more than 73 years to this day after Philippine Independence is declared, the Americans continue to impose their hegemonic supremacy over us by threatening to ban appointive and elected officials of the Duterte administration from traveling to the US of A because of a jailed, discredited senator accused of involvement in illegal drugs trafficking.

Her detention has been sustained and favorably decided by the Supreme Court. So, why are the American critics of the Duterte government still howling and grumbling?

By the standards and circumstances prevailing today, can we then, in a parallel manner, say that PRRD is like David living in those biblical times?

Yes, I will be the first person to admit that.

Duterte, like David, has also some “bad eggs” among his men doing some wheeling and dealing in government.

Duterte has used his presidential powers to kick out his appointees who sullied themselves while in office while David, always in consultation with God, eliminated his enemies – one by one - by appropriately killing them.

I am curiously reminded of a quote from Abraham Lincoln. He said: “A friend is one who has the same enemies as you have.”

King David, from his biblical accounts, was a good and wise ruler.

So, God ordained that a son of his will next reign as king of Israel.

Solomon was that son.

Yearender: Davao Oriental caps 2019 on high note

D

AVAO ORIENTAL – For the province of Davao Oriental, the year 2019 is a year filled with fruitful initiatives and modest triumphs in the midst of challenges and birth pains. And as the year 2019 draws to a close, the province looks back over the past year of implementing various initiatives that have made a difference in the lives of its constituents.

Under the leadership of Governor Nelson Dayanghirang, Davao Oriental lists the province’s highlight accomplishments for the year 2019.

On Peace and Order: Armed with sheer determination to foster peace and create conflict-resilient communities, the province has successfully sustained the implementation of its flagship program dubbed as Nagkakaisang Lingkod-Bayan ng Davao Oriental Barangay Outreach Caravan which puts premium on giving social services in conflict-affected and hinterland communities. By the end of 2019, the caravan has already visited 130 out of the 183 villages of the province, reaching out close to 500,000 beneficiaries while strengthening its convergence with 75 peace and development partner-agencies both from the national and local governments.

The concept of convergence espoused by the program has inspired the crafting of President Rodrigo Duterte’s Executive Order 70 or the Whole-of-Nation Approach to attain sustainable peace and to end local Communist armed conflict.

In April, Davao Oriental became the first province in the country to pilot the localized implementation of

the President’s national directive. Since then, scores of funding and support from the national government have started to be poured in for projects such as road construction and livelihood projects, among many others.

Governor Dayanghirang, who now leads the Peace and Development Council in the Davao Region, has also maintained Davao Oriental’s reputation as the most benchmarked province in terms of the implementation of the government’s Enhanced Comprehensive Local Integration Program for former rebels. Under his leadership, the province launched the Bal’lay Duwaan for the children of the former rebels housed at the provincial government-run halfway house for former rebels called Happy Home.

On Anti-Drugs: For its groundbreaking initiatives that has made a huge impact in the province’s fight against illegal drugs, Davao Oriental has once again been recognized as one of the country’s top performers in the intensified anti-drugs campaign. Governor Dayanghirang personally received the award on December 16 in Manila conferred by no less than the Department of the Interior and Local Government Secretary Eduardo Año and the Chairman of the Dangerous Drugs Board Secretary Catalino Cuy along with the department’s other top officials. The Performance Award is given to local government units whose Anti-Drug Abuse Councils have ideal functionality scores and have maintained or decreased its drug affectation as reported by the Philippine

National Police and the Philippine Drug Enforcement Agency.

The province’s new award has been attributed to its active and notable campaign against illegal drugs, particularly the establishment of the Balay Silangan: Bagong Bahay Para sa Bagong Buhay (B4) for drug reformists, which is considered to be the Davao Region’s first Provincial Government-run drug rehabilitation facility.

On Infrastructure: Governor Dayanghirang is bullish in his efforts to develop massive infrastructure and support facilities touted to improve the local economy as well as boost the prospect of employment and investment opportunities here. For the year 2019, the province started the massive construction of roads, barangay halls cum evacuation centers, gymnasiums, potable water systems, among other facilities funded through various sources.

In December, the province also acquired a new fleet of heavy equipment set to fast-track the construction of roads and other high-impact infrastructure in the communities.

On Environment: Five years after the successful inscription of the Mount Hamiguitan Range Wildlife Sanctuary to the UNESCO World Heritage List, the Province of Davao Oriental once again gets international attention by successfully putting Pujada Bay to the world map. The Pujada Bay in the idyllic capital City of Mati has recently made it to the list of the Most Beautiful Bays in the World (MBBW) as it unanimously got the nod of the members of the MBBW Club during the 15th World Bays Con-

gress in Toyama Prefecture, Japan, held last October.

Meanwhile, determined to protect the province’s natural resources, the Governor has stood firm on the Provincial Government’s position to protect at all costs the province’s very rich natural resourc-

es amid proposal to have its wide swathe of minerals-rich lands be declared a mineral reservation area.

In successfully defending its highly treasured natural resources, the provincial government has reasoned out that the proposed mining reserve in the province,

which covers around 8,497 hectares, affecting 11 villages, is in close proximity to Davao Oriental’s crown jewel, the Mount Hamiguitan Range Wildlife Sanctuary, which is Mindanao’s first and only UNESCO World Heritage Site.

Humanitarian mission provides relief in DavSur

T

he earthquake in Davao del Sur last Dec. 15 showed how the local government units (LGUs) and national government were prepared to respond to natural disasters.

The seismic activity with a magnitude of 6.9 damaged several barangays, most of which are indigent communities. The epicentre was close to Matanao, a second-class municipality near the border of Sultan Kudarat. The rural town of Magsaysay was also one of the heavily damaged places.

Thousands of person were displaced, among them Jovita Atao, a 77-yearold resident of Barangay Upper Bala, Magsaysay.

Many of the homes in her barangay were flattened

by the powerful tremors, leaving the townspeople with nothing. Atao, her two daughters and grandchildren are staying at the Upper Bala Evacuation Center.

The local government units have organized other evacuation centers in the disaster areas.

In a humanitarian mission in Matanao and Magsaysay, Senator Risa Hontiveros distributed relief goods such as rice and other essentials to the families and comforted them with words of hope and encouragement.

Hontiveros said the effects of the earthquake, particularly on children, are psychological such as traumas and intense fear of the aftershocks.

NOTES FROM MY LAST SURF TRIP FOR 2019

YESTERDAY, I found myself on an off-grid surf trip—something I haven’t done in more than two years. True, I’ve traveled intensively for surf this year because of the Philippine Championship Tour but it’s always to places where surfing is established.

It’s been such a long time since I surfed in places completely off the map. Breaks nobody ever heard of and palpitating in the paddle back out of fear and excitement.

The last time I was in beautiful municipality in Davao Oriental was back in the last quarter of 2016.

Bull sharks, awful wipeouts and deep and strong river mouth currents remain my memory of those two days that I first arrived there.

Reeling from a fresh breakup with an ex-boyfriend that I thought I’d spend forever with—that first surf trip was therapeutic to get me back surfing. I haven’t surfed so much because my then-boyfriend wasn’t into surfing like me. I remember writing about that trip.

A little over three years later, I find myself back in this rebel-infested municipality, sprawling with so much unsurfed surf potential. I feel nostalgic being back but with better fitness (not really shape lol, I was leaner but weaker back then) and a better board.

That break was everything I ever dreamed of—long peeling lefts, medium-sized fun (it was shoulder to a Rainy surf days are perfect to having that glassy surf session.

TRADITIONALLY, chefs are regarded as ordinary cooks and are just working behind the scene. Times have changed. Today, successful chefs are also entrepreneurs and some become celebrities of the industry.

This is among the reasons for the holding of Cuisine du Marche, a food festival recently organized by the students of the Institute of International Culinary and Entrepreneurship (ICHEF) to showcase the culinary acumen and entrepreneurial skills of the students.

Held annually, this year’s Cuisine du Marche transformed Matina Town Square (MTS) into a huge carnival with food, drinks, and music in one roof and toured the guests around the world through a plate of innovative and unique recipes in cheaper prices served in various booths. Each of the booth featured a specific country’s cuisine such as Mexican, Japanese, Korean, Malaysian, Chinese and Filipino cuisines.

From the rotunda inside MTS, one could smell the smokes and spices as young aspiring chefs prepared the food.

Some of them were flipping tortilla while others were cooking the filling for their quesadilla wraps and some were busy grilling their marinated meat.

Several students were also busy plating exquisite set meals for customers to enjoy.

Dabawenyos crowded at the venue and enjoyed choices of dishes served up that include yangnyeom chicken with babgwagimchi (spicy Korean fried chicken with rice and kimchi),

dak bulgogi with babgwajeolin yachae (Korean chicken barbecue with rice and pickled vegetables), chow rice toppings, chicken makkni, beef tandori bowl, pok bbq, fried isaw and kropek, pad thai, and pad kra pao.

Although, it was a fun-filled night of selling and cooking but the students’ transition from innovators to entrepreneurs was no easy job. They began from planning the recipe and seek approval from the assigned chefs before preparing the dish and once the recipe was approved, they thought of strategies to convince the customers to buy their dish.

Carrying the theme “Tomorrowland: A Myriad of International Festivals and Cuisines Around the Globe” the students also displayed creativity as they set the scene by decorating their booths with festivals of the world like Carnivale di Venezia (Italian), Rio Carnival (Indian), Oktoberfest (Japanese), Huong Pagoda festival (Mexican), Vivid festival (Korean), Nice Festival (Chinese), Cherry Blossom Festival, Loi Krathong, Snow and Ice festival (American), Kadayawan (Mexican), Masskara Festival (Malaysian),

St. Patrick’s Day (Korean), La Tomatina, Hogmanay, Diwali, Holi Phagwa festival, Notting Hill Carnival, Lantern Festival, Busan International Fireworks festival, Albuqurque Balloon festival, Songkran Festivak, Coachella, Dia de los Muertos, and Mardi Gras.

The activity will help these young chefs transform their personas as they step out of the kitchens and into the spotlight. Not only that, it will also enhance the students’ entrepreneurial and management skills, to apply class room and laboratory-based lessons into their product presentation and product selling and to give students the opportunity to make Filipino food and global cuisine harmonize with each other.

The event also showcased the students’ cooperation with the committee’s support and teamwork. The event was participated primarily by the students from the tertiary programs of ICHEF namely:

GMA NETWORK WINS BIG AT THE 2019 MIGRATION ADVOCACY AND MEDIA AWARDS

FOR raising awareness on Filipino migration issues and championing the cause of Filipinos overseas, leading broadcast company GMA Network was recognized with multiple awards in the television category of the 2019 Migration Advocacy and Media (MAM) Awards by the Commission on Filipino Overseas held last December 17.

Winning the Best TV Series on Migration was GMA Public Affairs’ award-winning weekly drama anthology Tadhana. Hosted by Kapuso Primetime Queen Marian Rivera, Tadhana features the stories of struggle, failure, hope, and triumphs of OFWs. Meanwhile, pioneering and longestrunning documentary program IWitness and investigative news magazine program Reporter’s Notebook were both awarded Best TV Episodic Program on Migration.

I-Witness’ “Laban.DH”, a documentary by GMA News Pillar Howie Severino, narrated the full-cycle journey of Filipino domestic workers in Kuwait. Anchored to their dreams of seeking employment abroad, their vulnerabilities had exposed them to a life of constant violence on-site and were often faced with difficulties upon their return to the Philippines.

The winning episode of Reporter’s Notebook “Mga Nagkukubling Anghel”, on the other hand, featured the story of children born in Sabah of Filipino parents. The story by Maki Pulido showed how these children were not registered with the Malaysian authorities nor had registration documents that officially declare them as Filipino citizens, thus making them stateless.

GMA Pinoy TV, GMA Network’s flagship international channel, also earned honors for the Network as well through its two original shows.

“Becoming Pinoy,” a short-form documentary that features Filipinos who were born of mixed ancestry and raised in different cultures, was named as the winner of the Best TV Interstitial on Migration under the Television Journalism Award category.

“Becoming Pinoy” was recognized for featuring Filipinos born and raised abroad, showing how they survived discrimination, found and appreciated their Filipino roots/heritage, and thrived in their chosen career. GMA International, through its Programming team, has already produced 26 episodes to date.

Under the same category, the informative program “Pusong Pinoy sa Amerika” hosted by immigration attorney Lou Tancinco with Eric Quizon was named as the Best Regular TV Program on Migration. Deviating from his usual upbeat and electronic sound, “Best Wishes” is a stripped down song that highlights Markus’ mesmerizing vocals and raw emotions. A goofy footer like myself, it was gratifying to watch him rip those waves—a front row view to one of the best free surf sessions ever.

The paddle back, though laboriously long, was magical as each wave ridden past me was mesmerizing from start to finish.

I learned about 100% commitment that day. When I put my mind to it, when I pour everything I have into that paddle, into that take off, into my mind—“I will make this. I have to make this.” I always get that take off.

I always make that wave. Put a little doubt and I don’t, it’s that black and white.

Fear is diverted, fear lingers but only in the background, only resurfacing after the ride, when the paddle back to the lineup begins.

It was a trip that gave me healing when I thought I didn’t need any. That trip took me back to my early surfing days where I was a child at wonder with the world of surf.

If anything, yesterday reminded me why I started surfing—and writing to surf—in the first place. It was magical, fun, challenging and humbling all at the same time. Maybe that’s what makes up stoke? Whatever it is, it made me happy. It made me learn to relax in difficult situations and it made me a much better surfer than I was yesterday.
