he death toll following the 6.9-magnitude earthquake that rocked several towns in Davao del Sur on Sunday has climbed to eight.

Based on the report from the Police Regional Of�ice (PRO) 11 as of 10:30 am on Tuesday, three casualties were recorded in the town of

Padada, two in Matanao, one in Bansalan, one in Magsaysay, and one in Hagonoy.

The two identi�ied casualties in Matanao were six-year-old Cherbel Chen Gador and a bed-ridden

woman named Juliana Cagas.

In Magsaysay, 63-yearold farmer Fernando Balitayo died after suffering a heart attack while in his farm at the height of the temblor.

The number of injured in Sunday's earthquake was also reported to have gone up to 192, most of them in Davao del Sur. PRO 11 also recorded 1,483 houses and 58 infrastructures in the province that were totally damaged.

magnitude 4.6 earthquake hit Davao del Sur on Tuesday afternoon, just days after a powerful temblor shook Mindanao and left at least 8 dead.

The fresh tremor struck 6 kilometers southwest of Magsaysay town at 2:07 p.m., Phivolcs said. It was tectonic in origin and had a depth of 21 kilometers, it added.

reparation for the validation of Pujada Bay as one of the Most Beautiful Bays in the World is in full swing as the City Government of Mati and the Provincial Government of Davao Oriental conducted a collaboration meeting Tuesday, December 17.

Both city and provincial of�icials are joining efforts in preparation for ground assessment validation this coming January 8 to 11, 2019 for Pujada Bay’s application to the Most Beautiful Bays in the World (MBBW) Club.

The ground validation is the �irst of�icial act of MBWW to newly-approved members to verify claims of the delegation during the World Bays Congress in Toyoma, Japan last October 2019.

This is prior to the induction for the 16th World Congress in Morocco in 2020.

the City of Mati to conduct the ground validation.

hirty-one schools were among the structures destroyed by a powerful quake that affected 370,000 students and rocked Mindanao last weekend, the Department of Education said Tuesday, as it scrambled for funds to replace cracked facilities.

The number of damaged schools, based on initial reports from Davao and Soccsksargen regions, is expected to increase as hundreds of aftershocks rock the area, said DepEd Spokesperson and Undersecretary Annalyn Sevilla.

Sunday’s quake has generated some 700 aftershocks, the strongest of which is magnitude 5.2, the state seismology of�ice Phivolcs said early Tuesday.

Four other quakes with magnitudes above 6 have struck Mindanao since October.

The DepEd earlier requested P3 billion from the Department of Budget and Management to re-

pair schools damaged by the tremors. This is on top of another P7 billion to repair facilities destroyed by calamities since 2017, said Sevilla.

DepEd only has about P2 billion in quick response fund yearly and has to ask the national disaster council for additional calamity funds along with other agencies, she said.

“Ginagawan naman po ng paraan ng DBM but it’s not really enough. Ang nangyayari, mas dumadami iyong dumadagdag sa listahan kaysa sa natatapos natin. It’s a continuing list of backlog right now,” she said.

(The DBM looks for ways, but it’s not really enough. What happens is that the list of infrastructure damage increases more than the projects we �inish.)

Dominguez made the remark during the Sulong Pilipinas Agribusiness Summit held in Davao City on Tuesday where he said that the country’s agricultural sector has been weak for decades after 1989 and has prevented the entire economy from accelerating

to a full gallop.

Sulong Pilipinas is a consultative forum between the government and the private sector that started in June 2016 even before then-Davao City Mayor Rodrigo Duterte took over as President.

House okays pay hike for gov’t workers on second reading

he House of Representatives on Monday night approved on second reading a bill seeking to increase the salaries of civilian government employees, including nurses and teachers.

The chamber approved via voice vote House Bill No. 5712 or the proposed Salary Standardization Law (SSL) 5.

The bill, which was principally authored by Speaker Alan Peter Cayetano and House Majority Leader Martin Romualdez, proposes a four-year period salary increase for government of�icials and employees, with the �irst tranche of the adjustment set to be implemented in 2020 and the last tranche in 2023.

House appropriations committee chairman Isidro Ungab, sponsor of the bill, said the measure aims to attract and retain compe-

tent and committed civil servants and promote performance-based work among the public sector workers.

“The salaries of government personnel will be raised to a level closer to market rates while giving priority to the rank and �ile, consisting of sub-professional and professional categories,” Ungab said.

Ungab noted that the overall weighted average increases upon full implementation of the proposed law in �iscal year 2023 will be 23.4 percent.

He cited that the proposed minimum basic salary under the bill or Salary Grade 1 will be raised from PHP11,068 to PHP13,000 upon full implementation by 2023 in order to remain competitive with the minimum daily wage in the National Capital Region.

If you ask how wealthy is President Rodrigo Duterte and the answer is P28.54 million as of 2017, the question may have to be changed to something like how less this President is worth.

It’s an amount that won’t raise a a strand of hair.

That net worth will be in the 19th spot among richest lawmakers in the Senate where the likes of Senator Cynthia Villar, who has a P3.5 billion net worth, or Senator Manny Pacquiao, who has P3-B tag, are way high up there in the list.

SPLENDOUR OF DAVAO DE ORO In the beginning, there was only a single province called Davao with Davao City as its capital. At that time, it was considered the biggest province in the Philippines as it occupies more than 20,000 square kilometres.

Then, on May 1967, the lone province was divided into three provinces: Davao del Norte (with Tagum as capital), Davao Oriental (Mati), and Davao del Sur (Digos). In 1998, some parts of Davao del Norte were taken to form another province: Compostela Valley with Nabunturan as its capital.

In 2013, Davao Occidental was born, with Malita as its capital.

Early this month, Compostela Valley through a plebiscite was renamed Davao de Oro. It has two districts. The �irst district comprises Compostela, Maragusan, Montevista, and New Bataan. The second district has the following municipalities: Laak, Mabini, Maco, Mawab, Monkayo, Nabunturan, and Pantukan.

It was Manuel “Way Kurat” Zamora and the late Congressman Prospero Amatong who �irst �iled the Davao de Oro bill �ifteen years ago. With 97% of its constituents voting “Yes” in the December 7 plebiscite, Compostela Valley now belongs to the past. Welcome, Davao de Oro.

“This is only the beginning,” said Governor Jayvee Tyron L. Uy when he learned that Comvalenyos is supporting the change of the name of their province. “We will work on making Davao de Oro true to its name, a province where people come, people live, and people prosper. We are Davao de Oro and this is our promise.”

Davao de Oro is but a �itting name. In the past, when he mentioned he is governor of Compostela Valley, people wonder. “Where is that?” they asked. Is it part of the Cagayan Valley or a place somewhere in Cebu? Now, he won’t have to spend more time in explaining that his province is part of Davao Region.

“Our twenty years as Compostela Valley Province gave us enduring lessons – of resilience, convergence, cooperation and collective responsibility,” Gov. Uy said in a press statement. “Certainly, we will bring those ideals as Davao de Oro.” Davao is self-explanatory as the province is part of Davao Region. Oro, on the other hand, refers to the rich/vast gold deposits found in the province; in fact, 10 of its 11 town have reportedly gold deposits.

The history of gold in the province started with Hijo Gold Mines, which ceased its

operations when Diwalwal mines took its place. It was in the 1980s when two locals from barangay Naboc stumbled upon gold in a crudely developed part of the Diwalwal Mineral Reserves, according to a coffee table book.

“Ecstatic with their ‘discovery,’ they blabbered about their good fortune and in days the whole of Monkayo shared their knowledge. The news spread to neighboring towns and then to the entire archipelago.”

The rest, as they say, was history.

In the said book, it was pointed out that the province was “one of the �irst regions in Mindanao to see the rise in new settlers from areas beyond the island.” Most people were drawn because of its gold.

“Yet, it was hope that made them stay,” the book stated.

“Perhaps the idealist in those days young Filipinos of decades past saw the potentials of the province to be much more than a mining town.”

In fact, the people are united. So much so that in 2008, political leaders, businessmen and private citizens of the province gave their own parcels of cash and gold to create the “Solidarity Ring,” following years of rift. The ring is report-

edly made from a combination of 1.18 kilograms of gold and 300 grams of pure silver.

But there’s more to the province than just gold. In fact, it has several tourist destinations, most of which of still untapped and unheard of. For one, the province has more than hundreds of fascinating caves; most of them are located at Laak, Montevista, Monkayo, Nabunturan, Mawab and Compostela.

At the hill of Amakan, New Leyte in Maco, there is “an 8-hectare boiling cauldron of greenish-yellow murk, surrounded by mountain walls pockmarked by sulfur.” Not be missed is the Lake Leonard, an integral part of Mount Leonard Kniazeff.

Some 15-minute ride from the downtown of barangay Coronobe in Maragusan are falls with 13 cascades. One of them plunges at 70 feet into a narrow pool at the base. There is also the sulphuric hot spring about half a kilometre away from the Masara Mines.

Aside from gold and tourism, the other sources of income of the people are agricultural products like rice, coconut, cacao, coffee, papaya, mango, pineapple, durian and banana. There are also those who raise tilapia and bangus in their ponds.

In 2017, the Commission on Audit named Davao de Oro as the second richest province in the country. “That year, its provincial government posted a record high of P18.75 billion worth of assets, the largest in whole Mindanao,” Wikipedia reports.

The economy will be further boosted with the recent change of its name. “It will bring economic growth… and at the same time promoting tourism, which we are aiming for, to make Davao de Oro a rising tourism hub,” Gov. Uy was quoted as saying by Mari�i S. Jara of Business World.

But before that, the province has to focus �irst on its peace and development efforts. “(Our province) was known to be a hotbed of insurgency before, now it is improving fast,” Gov. Uy told Jara.

It must be recalled that on December 2018, President Rodrigo R. Duterte signed Executive Order No. 70, which institutionalize a “whole-of-nation” approach in attaining an “inclusive and sustainable peace.”

“Actually, they patterned EO 70 from our experiences, from our Oplan Pagbabago,” Gov. Uy said. “We had an in�lux of ‘surrenderees’ for the last three years. It was a joint peace and development efforts on the ground.”

STAYING RELEVANT “Relevant” is a term that means “appropriate up to the current or contemporary time…applicable or pertinent.”

Its antonym is “passe” which means “no longer fashionable” or “out of date.”

These two words cropped up because they both ascribe comparative parallel meanings to people, events, groups or sectors in an exactly opposite manner.

In the annals of our proud national history, we could �ind names of people, events, groups and sectors who, after the passage of time, are discovered to still have some relevance to our contemporary life.

Our heroic �ight for complete independence from the yoke of imperialist colonialism has produced epic proportions that until today is being discussed in and outside of school because they remain relevant.

Filipinos who fought and fell for �lag and country during

those dark days are the heroes and heroines of yesteryears who have earned a niche in the hearts and minds of this generation.

Conversely, we can also �ind people, events, groups and sectors who, in this contemporary era, have already, by default, become irrelevant because they miserably failed to make an impact (or even a dent) on the lives of their countrymen.

Most of the irrelevance that we encounter today center on national leaders and political �ixtures and characters who endeavor – however feeble – to �igure into the scheme of things.

Unfortunately, however much they try, these buffoons could not get their act together and dismally fail.

This nation and its people have been languishing in their peevish colonial mentality for a long time that the search for the right persons to lead this

country out of the mire has become a much more dif�icult task than is required.

Look around you. Various characters just spring up like soap bubbles, masquerading as modern-day messiahs as if they are the long sought prescribed cure to a terminal disease.

Politicians today, you will agree, are a dime a dozen.

This description does not speak highly of their number because their ridiculous participation in local and national governance give us the impression that there is a great dearth of quali�ied leaders.

Staying relevant has been the focus of political has-beens who wanted sorely to make a come back to avoid fading away from prominence.

It is a sad commentary though that a majority of the populace allow themselves to be tricked and continue to install un-deserving politicians to elective of�ices.

This is the sad truth. That the myriad of issues and concerns that envelop our country are self-in�licted does not speak highly of the people’s IQ. For instance, the prices of food staples and prime commodities keep on rising. The issue of rice importation boggles the mind because we are a huge agricultural country planting and producing rice since time immemorial.

Why is it that the Filipino farmers always receive the brunt of the national burden when we have a legislature that should be protecting them by legislating appropriate laws?

Question: Are both the House of Representatives and the Senate relevant as far as ful�illing their mandate is concerned?

If they are still relevant, why is the country continuously reeling from so many recti�iable self-in�licted problems?

If both houses of Congress are united and jointly agreed to bail our people from the clutches of illegal drugs traf�icking and drug lords and corruption, why can’t they enact laws without loopholes to effectively punish the criminals and the corrupt?

If our courts of law are still relevant, why do criminals still go scot-free?

There are many ifs to be asked but the answers may not be accurately to the point.

There are some envious “leaders” who sell our government by degrading the efforts of the incumbent administration to pull it down and make the people suffer.

As Winston Churchill said: “Politics is more dangerous than war, for in war you are only killed once.”

ORDINANCE NO. 027-19 Series of 2019 AN ORDINANCE ON BUILDING HEIGHT LIMITS AMENDING ARTICLE VIII SECTIONS 3 TO 6 OF THE AMENDED 2013 COMPREHENSIVE ZONING ORDINANCE OF DAVAO CITY Be it ordained by the Honorable Sangguniang Panlungsod of Davao City in session assembled, that: SECTION 1. TITLE – This Ordinance shall be known as “AN ORDINANCE ON BUILDING HEIGHT LIMITS AMENDING ARTICLE VIII SECTIONS 3 TO 6 OF THE AMENDED 2013 COMPREHENSIVE ZONING ORDINANCE OF DAVAO CITY”.

SECTION 2. PURPOSE – This Ordinance is enacted for the following purposes: 1. Guide, control and regulate future growth and development of the City in accordance with pertinent laws on building height regulations and on allowable urban development mechanisms responsive to the challenges and opportunities of urbanization; 2. Provide an orderly pattern of development that is both transit-oriented and transit responsive; 3. Conform to flight safety regulations and improve disaster-resilience; 4. Preserve view of cultural and heritage sites; 5. Promote and improve urban livability index such as better air quality, sufficient access to sunlight, open and green spaces and urban connectivity and mobility comforts; 6. Provide incentives to the private sector in improving the built environment.

SECTION 3. DECLARATION OF POLICY - It is the policy of the City Government of Davao to manage efficiently the urban landscape where mobility potentials are maximized, greening programs actualized through innovative space provision, and disaster-resilience intensified through building height restrictions. The City shall continue to devise zoning and land use mechanisms responsive to the challenges and opportunities as may be presented by urban growth and development. The scheme for Additional floor-space credits to qualified private individuals or corporations which have allocated open spaces for the public through the Privately Owned Public Open Spaces (POPOS) program and the premium required from developers opting for additional floor areas over and above the regular height limit being imposed by the city are strategies for environment investments. The premium floor space that may be permitted in a zone for a specified fee shall provide the City an avenue for revenue generation that may be devoted to road improvement and greening programs.

It shall be further declared to be the policy of the City to strictly enforce measures in accordance with existing and relevant land use provisions.

SECTION 4. SCOPE OF APPLICATION - This Ordinance shall prescribe the rules applicable to any building construction activity within the territorial jurisdiction of Davao City. This Ordinance shall prescribe the guidelines on the applicable permissible height in relation to the distance from the flight path and with reference to the desired urban densities and in setting relative order to the City’s skyline and preservation efforts. Variance or additional premium height over and above the regular height limit set by the City shall be allowed and permitted provided that it shall not be higher than the limitations set by the Civil Aviation Authority of the Philippines (CAAP).

SECTION 5. DEFINITION OF TERMS - For the purpose of the Rules and Regulations, the following terms and phrases shall mean as follows: 1. Obstacle Limitation Surface (OLS) – is an imaginary surface above ground that sets the height limit for building structures to ensure flight navigational safety; 2. Floor Area Ratio (FAR) is the ratio of the total plot area to the total building area and is determined by the size of the plot and the width of the road in front of the plot; 3. “Comprehensive Land Use Plan (CLUP)” shall refer to the document embodying specific proposal for guiding, regulating growth and/or development; 4. HLURB – Housing and Land Use Regulatory Board; 5. Conforming Use – a use, which is in accordance with the zone classification as provided for in the Ordinance; 6. Green Architecture – building and structure design philosophy that aims at minimal use of non-renewable and/or polluting materials and resources/energy in construction and use of a facility when completed; 7. Green Space- community space consisting of land (as parks) rather than buildings; 8. Privately-Owned Public Open Spaces (POPOS) are physical spaces which are privately owned but legally required to be open to the public under a land-use law and arrangement with the City Government of Davao such as but not limited to plazas, terraces, atriums, small parks, view decks, playground, food park, and alleyways that connects two structures without passing through a regular street.

9. Zoning Map – a duly authenticated map delineating the different zone classifications into which the whole city is divided.

10. Mean Sea Level – the zero reference point from which the limits shall be measured from.

SECTION 6. AMENDMENT TO ARTICLE VIII SECTIONS 3 TO 6 OF THE AMENDED 2013 COMPREHENSIVE ZONING ORDINANCE OF DAVAO CITY - For purposes of providing the amendment and supplemental provisions of Article VIII Sections 3 to 6 of the Amended 2013 Comprehensive Zoning Ordinance of Davao City, the following revisions and amendments are depicted as follows: ARTICLE VIII COMMON REGULATIONS FOR MAJOR URBAN SUB-ZONES “SECTION 3. To provide specific height limits for buildings and structures in the City intended to achieve desired levels of urban densities, respond to transport and traffic concerns with due consideration to the rising demand for water, power, and other utilities, provide precautionary and proactive approach to urban mobility and efficiency and create an ecologically sustainable environment to improve or maintain the quality of life. Height regulations must conform to the restrictions and requirements as set forth in this Ordinance which are generally set lower than the prescribed limits set by the Civil Aviation Authority of the Philippines (CAAP) and providing further that the requirements are compliant with the National Building Code, the Structural Code as well as all laws , ordinances, design standards, rules and regulations related to land development and building construction and the various safety codes.

3.1 Height Regulations Objectives. – The height restrictions, regulations and incentive scheme shall have the following purposes: 1. 3.3.10 Tallest Landmark Structure Limitation – The City Government of Davao may allow the construction of a structure which can reach up to 140 meters above mean sea level and which will serve as the City’s tallest landmark and postcard image provided it is to be built in any of the following Height Zones: TO-E; TO-F; AP-D; AP-E; and CHS. Provided, further, that only one tallest structure shall be allowed to be built within Davao City.

3.3.10.1 Criteria for Permitting Construction of the tallest structure - For a structure to be considered and awarded with the privilege of becoming the tallest landmark in the city, the project must meet the following criteria: 1. The building project’s design is unique and should bear semblance to or representation of Davao City’s culture and heritage; 2. It must devote at least 50 percent of its ground floor area accessible to the public.

The summit must also be made accessible to the public for tourism and viewing purposes either for free or for a fee; and 3. The usable floor spaces must be at least 70% non-residential development.

FEES FOR ADDITIONAL FLOOR SPACES 3.4 COMPUTATION of APPLICABLE FEES on ADDITIONAL FLOOR SPACES and the Greening Program Fund 3.4.1 Fees for Additional Floor Spaces above the regular height limit or within the premium height restriction - A project intending to construct up to a height that is beyond the regular height limit of the city but not exceeding the maximum allowable premium height shall be assessed the following: • One-time Processing fee of P 10,000.00; and • P 5,000 per square meter for the usable floor spaces generated above the regular height limit.

3.4.2 Fees for the Tallest Landmark – an applicant for the tallest landmark shall be assessed with the following fees: • One-time processing fee of P 10,000.00; and • P10,000 per square meter for the usable floor spaces generated above the regular height limit being imposed in the height zone Applicants denied to construct the city’s tallest landmark which is above the premium height limit shall be subsequently considered for the premium height limit unless the appli cant or owner has initially expressed written intention that the project will not be pursued if the permission to construct above the premium height has been officially denied or disapproved by the Building Height Regulation Committee. Otherwise, the fees applicable will revert to the scheduled fees for buildings with premium height.

3.4.3 Article 19. Computing for Additional Floor Spaces – The additional floor spaces shall be the usable floor spaces constructed above the regular height limit as imposed by the City.

For purposes of computing the applicable fees for premium floor spaces generated upon applying the premium height limit, the computation shall be as follow:

Total Floor Area Generated above the regular height

Minus Additional Floor Space Credits granted by the City (if any)

Minus total floor area of hallways, stairs and stair landing generated above regular height

Equals Total Floor Area that can be assessed for a fee per square meter by the City

3.4.4 Height Limit Fees Accrual - All fees collected in relation to applications for Premium Height Limit shall accrue to the local funds.

3.5 Additional Floor Space Credits under the POPOS Scheme – Private land owners and/or developers can be granted Additional Floor Space Credits equivalent to a maximum of 3 times the size of the area devoted as a Privately-owned Public Open Space (POPOS), credits of which can be applied in lieu of premium height fees for usable floors built above the regular height limit 3.5.1 Credits can be acquired and applied to the same building project hosting a POPOS 3.5.2 A private landowner can devote his/her plot of land inside an Urban Ecological Enhancement Sub-Zone (UEESZ) for POPOS purposes, acquire Credits for such undertaking, and then apply said Credits to a separate project outside the UEESZ that is intended to be constructed above the regular height limit. For this purpose, the land shall have an encumbrance that is tied to a POPOS Scheme with the City Government of Davao and that the encumbrance shall remain enforced up to the demolition of the building.

In cases where the POPOS ceased operating as POPOS after the Additional Floor Space Credits were already applied, the owner/developer shall be assessed accordingly of all fees and charges applicable to projects without POPOS or without floor space credits.

PROCESSES IN THE APPLICATION FOR PREMIUM HEIGHT LIMIT 3.6 Application Process for Premium Height Limit – All applications must be filed with the Building Height Regulation Committee through the Office of the City Building Official (OCBO).

3.6.1 Application Requirements. All applications shall be deemed complete only upon compliance of the following standard requirements: A. Premium Height Filing and Processing Fee (A non-refundable fee of P 10,000 shall be paid upon submission of documentary requirements; B. Detailed Engineering Design, drawings and perspectives in accordance with PD 1096; C. Zoning Clearance Certification; D. Copies of Land Titles; and E. Other documentary requirements as may be deemed necessary by the Building Height Regulation Committee.

3.7 Application for CAAP Height Clearance Permit – All applications shall still secure, as part of the requirements for locational clearance, a Height Clearance Permit from the CAAP or the relevant national agency assigned in regulating height clearances and/or permits.

3.8 CREATION, COMPOSITION, MEETINGS, POWERS AND FUNCTIONS OF THE BUILDINGS & STRUCTURES HEIGHT REGULATION COMMITTEE OF DAVAO CITY 3.8.1 The Buildings and Structures Height Regulation Committee (BSHRC). There is hereby created the Buildings and Structures Height Regulation Committee to enforce and implement the provisions of this Ordinance.

3.8.1.1 Composition of the Committee. – The Committee shall be composed of the following: Chairperson City Mayor, or in her absence, the City Administrator Vice-Chairperson City Building Official Co-Vice-Chairperson City Planning and Development Coordinator Members: City Engineer City Architect City Legal Officer SP Chairperson or representative, Committee on Housing, Rural and Urban Development (PD 957) Civil Aviation Authority of the Philippines (CAAP) Philippine Institute of Civil Engineers (PICE) United Architects of the Philippines (UAP) The membership of the Committee may be increased or decreased as necessary by the City Mayor upon recommendation of the Committee.

3.8.1.2 Powers and Functions of the BSHRC. The Committee shall have the following functions and responsibilities: A. To act on all applications for building and structure height limits above the regular height set by the City for approval or disapproval; B. To determine the total floor area generated above the regular height limit that can be assessed for premium regulatory fees ; C. To review, evaluate and consider Additional Floor Space Credits in the assessment of premium regulatory fees ; D. To grant Certificates for Allowable Height Above the Regular Limit; E. To submit recommendations and resolutions to the Sangguniang Panglungsod pertaining to height regulation policies and other related schemes; and F. To perform such other functions necessary and proper in carrying out the provisions of this Ordinance 3.8.1.3 Meetings. The Committee shall meet at least once a month or as often as necessary.

3.8.1.4 Appointment of Permanent Representatives. At the beginning of every year, a member of the Committee may name in writing his/her permanent authorized representative.

3.8.1.5 Secretariat – Employees/Officers from the Office of the Building Official shall be selected and appointed by the Committee Chairperson as members of the secretariat. The Secretariat shall accept and process applications for premium height and in general, perform secretariat functions for the BSHRC Committee.

3.8.1.6 Appropriations. Subject to compliance of government accounting and auditing rules and regulations, the budgetary needs for the effective implementation of this Ordinance, including the payment of honoraria, incidental and other expenses to the Buildings and Structures Height Regulation Committee, its secretariat, technical staff and other appropriate personnel, as may hereinafter be identified shall be taken from the available funds of the City Government of Davao.

SECTION 4. HEIGHT REGULATIONS IN LOW DENSITY RESIDENTIAL SUBZONE (R-1) . In R-1 Sub-zone, buildings or structures for human occupancy whether public or private shall not exceed nine (9) meters in height or the limitation that will be set by the CAAP, whichever is lower.

SECTION 5. HEIGHT REGULATIONS IN MEDIUM DENSITY RESIDENTIAL SUB-ZONE (R-2) - In R-2 Sub-zone, buildings or structures for human occupancy whether public or private shall not exceed twelve (12) meters in height or the limitation that will be set by the CAAP, whichever is lower.

SECTION 6. ALL OTHER SUB-ZONES. Within these districts, building heights shall be based on the prescribed Floor Area Ratio (FAR) or as enumerated in Article VIII, Section 3, whichever is lower, applicable, and permitted by the Buildings & Structures Height Regulation Committee of Davao City.

SECTION 7. SEPARABILITY CLAUSE – The provisions of these Rules are hereby declared to be seperable, and in the event that one or more of the provisions hereof are held illegal or unconstitutional, the validity of the other provisions shall not be affected thereby.

SECTION 8. EFFECTIVITY – This ordinance shall take effect thirty (30) days after its publication in a newspaper of general circulation in Davao City and posting for three (3) consecutive weeks at the entrance of the City Hall of Davao and in at least two (2) other conspicuous places.

ENACTED, on the 3rd Day of September, 2019, by a ¾ majority votes of the Members of the Sangguniang Panlungsod, there being a quorum.

hoenix Petroleum, the fastest-growing and leading independent oil company in the Philippines, reinforces its thrust for cleaner energy and diversi�ied energy sources through a new deal with a manufacturer, distributor, and operator of generator sets that can run on raw wellhead gas, LNG, CNG, and propane rich LPG. The partnership was made of�icial with a memorandum of agreement between Phoenix Pilipinas Gas and Power, Inc., a wholly-owned subsidiary of Phoenix Petroleum Philippines, Inc., and Mesa Natural Gas Solutions LLC, an American company based in Casper, Wyoming.

Strong inflows of remittances seen as among peso’s boost this year

he Philippine peso is expected to receive a boost from the strong in�lows of remittances this year, but the situation can reverse next year on projected improvement of imports.

In a research note, ING Bank Manila Senior Economist Nicholas Mapa said the local currency has been getting additional support from the robust in�lows from overseas Filipino workers (OFWs).

On Monday, the Bangko Sentral ng Pilipinas (BSP) reported that cash remittances grew by 8 percent last October alone to USD2.67 billion, while year-to-date expansion was 4.6 percent to USD24.9 billion.

The monthly remittance growth last October was the highest so far this year.

Grand Land president Ryan Bernard Go said they are set to put up a BPO building at their �lagship project, the Amani Grand Citygate, in Buhangin, Davao City.

The Amani Grand Citygate is a four-building condominium project that will be developed in a 10-hectare property. The eight-storey BPO building will be constructed in a 3,000 square meters lot in front of the four buildings.

“It is part of the masterplan. We hope to start its construction by fourth quarter of next year. We are just �inalizing the building plans,” he said.

Grand Land is the real estate property arm of the Gaisano Grand Group of Companies aiming to provide owners not just a living space but a lifestyle and a place they will always call home.

Grand Land is also eyeing to develop another BPO building at the two-hectare property at the back of Grand Regal Hotel in Lanang, Davao City.

“We will build a BPO building. We already did the masterplan of that. We

are just getting the permit.

There will be a commercial arcade also,” he said.

London-inspired Amani Grand Citygate is a four low density buildings of nine to 12 �loors. The construction of the �irst building is in full swing with the topping off targeted to be done in January next year.

“Construction started last year at matatapos na siya ahead of schedule. It is more than 90 percent sold out,” Go said adding that they are just waiting for the approval of building permits for the second building and construction will start as soon as the permits will be released.

Grand Land is also preparing to start its second phase of the project, The Piazza.

Senate approves sin tax bill on final reading

T

he Senate approved on Monday night the measure increasing the excise tax on alcohol products and cigarettes, or the sin tax bill, according to reports.

A total of 20 senators gave their nod to the measure. No one opposed it.

The House of Representatives approved the bill on third and �inal

reading in June this year and sent its version for the Senate's consideration.

President Rodrigo Duterte earlier certi�ied the bill as urgent to speed up its passage.

Authors of the measure said the proceeds of the additional tax will go to the Universal Health Care program.

During the �lag-raising ceremonies on Monday, Ramirez, also the chef de mission of the Team Philippines in the SEA Games, shelled out money from his own pocket and gave PHP20,000 each to PhilSports Arena utility worker Marilou Perez and security guard Jonar Masigan for their exemplary acts.

Perez �irst had her honest deed on Dec. 6 when she returned the money she found at the ladies’ restroom to an Indonesian spectator who was hurrying in to look for the money.

“Hindi ko naman po pinagpaguran yung bagay na yun eh, hindi po sa akin yung pera. Yun na lang po yung inisip ko nun (I did not work for that money, it’s not my money. That’s what came to my mind),” said Perez in a statement.

Five days later, it was Masigan’s turn to make the sel�less act, quickly looking for the owner of the lost wallet that he saw while doing a facility inspection after the SEA Games volleyball events at the PhilSports Arena in Pasig City.
